Principal mineral products in the Dominion of Fiji were gold, silver, pit and quarry construction materials, and cement. In 1981, the combined value of these commodities accounted for about $11.6 million,2 over 85% of the total value of mineral output. Production of cement, sand and gravel, and quarry products increased substantially above the 1980 level. Mining bated on gold production was decreasing, and employment in the industry was declining. The better grade deposits in the one active mine were worked out, and only another 10 years' production at current rates was estimated to remain. While the high world gold price of 1979-80 led to intensive exploration, there has been little sum.

Illinois has the largest reported bituminous coal resources of any state and is one of largest coal-producing states in the nation. Coal-bearing rocks underlie about 65 percent of Illinois, including all or part of 86 of its 102 counties. An estimated 18 1 billion tons of coal resources are still in the ground. Using present mining methods, more than 30 billion tons of coal are classified as recoverable. This represents almost one-eighth of the total recoverable reserves of all types of coal in the United States. The state's surface mining regulatory program was conditionally approved June 1,1982. It received full approval October 25,1988. The Abandoned Mine Land Program was approved June 1, 1982, and the AML emergency authority June 11, 1984.

This Bureau of Mines report describes the development of a pyrometallurgical process for the recovery of the zinc and lead contained in brass smelter flue dusts, which constitute a recycling or disposal problem. Tests on brass flue dust from several sources were made in a quartz tube, heated by an electric furnace to temperatures as high as 1,050° C. The dusts were mixed with carbon and heated in an oxygen-free atmosphere. It was demonstrated that 98 pct of the zinc and 12 to 25 pct of the lead, both in the metallic state, could readily be removed from the dusts. It was also found that 75 pct of the zinc could be recovered, with less than 0.1 pct of the lead, in the absence of chlorides. Pelletization techniques were investigated and 0.6 inch pellets were found to be optimal. Pelletizing results in a tenfold reduction in volume.

Cement copper was flash roasted in a vertical tube furnace to convert the copper to acid-soluble oxides as part of a postulated process for refining cement copper by oxidation roasting, acid leaching, and electrowinning. The results of the study showed that the oxidation was a linear function of oxygen concentration between 0 and 20 percent, but above 20 percent oxygen there was no further increase in oxidation. Therefore, air was the optimum oxidizing atmosphere in this flash roasting system. The oxidation followed a parabolic rate law as the roasting temperature was increased from 400° to 800° C. Extrapolation of the data, based on the parabolic law, indicated that at 400°, 500°,600°,700°, and 800° C, the roasting times required for complete conversion to soluble oxides were 75, 37, 21, 7.7, and 4.6 seconds, respectively. Cyclic-roasting test results did not substantiate the predictions obtained through data extrapolation.

Improved practice resulting from recent changes in the method of supplying compressed air and in pneumatic drilling equipment used in secondary drilling and in development work at the Morenci mine of the Phelps Dodge Corp., has resulted in improved safety conditions, as well as in a reduced cost per foot of drilling. A large stationary compressor installed outside the mining area and the compressed-air pipelines in the mine were replaced by portable compressor units. A self-propelled, self-contained drilling unit was obtained for drilling large footages where short moves were involved. Large wagon-drill units were replaced by faster and lighter drill machines and conventional bits by carbide insert bits. The safe practices employed in air drilling and in the related blasting and scaling operations have contributed to an excellent safety record at this mine. The complete sets of instructions listed in the company codes of safe practice aid materially in training employees.

The present status of the National Bureau of Standards program is that many magnetic tapes of analog data have been recorded in four major mines. Each mine uses different types of equipment. In addition, some surface measurements of noise have been made at two additional mines. Two types of recordings have been made: (1) broadband measurements for spectral plots and (2) narrowband measurements for amplitude probability density (APD) plots. Only data from one mine (Robena #4) has been processed and was, presented at this workshop. The short-term goals are: (1) finish processing data from the other mines, (2) establish or reduce measurement system uncertainties, (3) put Robella report into final form for distribution, and (4) hold a review to determine what has been done, to distribute and to interpret the preliminary data, and to determine what still needs to be done. Long-term goals are: (1) complete final reports on each of the mine trips, (2) establish techniques for predicting noise in mines already visited and establish uncertainty bounds for these predictions, and (3) establish techniques for predicting noise in mines that have not been visited (but that use similar equipment to those visited) and also establish uncertainty bounds for these predictions. Specific factors or formats to be presented include: (A) For underground broadband measurements: 1. 300 Hz to 100 kHz spectral plots 2. 300 Hz to 384 kHz spectral plots 3. 300 Hz to 192 kHz spectral plots 4. 300 Hz to 6kHz (subject to change to 3 or 12 kHz) spectral plots (B) For surface broadband measurements: 1. 300 Hz to 6 kHz (or 12 kHz) spectral plots 2. 300 Hz to 3 kHz spectral plots (C) For underground narrowband measurements : 1. A study of certain gas making and fuel problems peculiar to the gas industry of California has been made by the Bureau of Mines. The work was done at the request of, and in cooperation with The California Gas Research Council 2, for the purpose of obtaining basic information on the gas-making fuels available to California, and their applicability to the present and future needs of the gas industry in that State. The data obtained have been applied in outlining a construction program, and indicate the possibilities in efficiently utilizing fuels in making gas by other than the oil-gas process. This paper presents an outline of the study and a summary of the principal results obtained, with some of the more important conclusions and recommendations based on this data. Gas is produced in California by processes which are both unique and different from those common to other parts of the United States. The bulk of the manufactured gas is made in and distributed from two main districts which are centers of population - namely, the Los Angeles district and the San Francisco Bay district. The gas manufactured in the Bay district is, almost exclusively oil-gas, whereas that produced in the southern part of the State, where natural gas is available, is mostly mixed natural gas and reformed-gas, but oil-gas is the chief product when the supply of natural gas is inadequate. Practically all of the gas companies are equipped with oil-gas generating apparatus, and anticipate using it in the future. As the continued use of the oil-gas process to the exclusion of all other processes, depends upon a continued supply of oil at a low cost, and the prospect of obtaining such low-priced oil in the future is somewhat uncertain, the questions have arisen: What will the future gas-making process or processes be? When will it be necessary to make plans for the installation of different gas generating equipment, and what will that equipment comprise?

Fires in underground metal and nonmetal mines pose a threat to the safety of underground miners and to the productive capacity of this Nation's mines. Contaminated air (smoke, carbon monoxide, and other products of combustion) is the primary life safety hazard created by a mine fire. The most reliable defense against the hazard posed by the rapid spread of contaminated air underground is early warning fire detection and rapid evacuation. This Bureau of Mines report describes the design and operation of four prototype early warning fire detection systems, for underground noncoal mines, presently undergoing prolonged in-mine testing by the Bureau. The systems are described within the context of the underground mine environment.

The melting, casting, and welding of the Raney nickel alloy (42 pct Ni-58 pct A1), a methanation catalyst useful in coal gasification, were investigated. Melting was done in graphite crucibles by heating aluminum and adding nickel using a cryolite slag cover. Casting conditions were found to be optimum when the melt temperature ranged from 1,125° to 1,200° C and the mold temperature ranged from ambient to 250° C. Suitable mold materials were found to be quartz, heat-resistant glassware, olivine, and zircon. Welding of the alloy can be accomplished using tungsten inert gas process. Tensile strength of the alloy, in the as-cast condition, was found to be 2,000 1b/sq in with an impact strength of less than 1 ft-1b. The coefficient of thermal expansion was determined to be 18.4 x 10-6/° C after heat treatment.

The Bureau of Mines is investigating the catalytic activity of rare-earth compounds to develop a catalyst for the cathode reaction of a hydrogen-oxygen fuel cell. This report presents the results of studies of the catalytic activities of lanthanide oxides for the oxidation of hydrogen at 150° to 250° C. Preliminary activity tests were made with approximately stoichiometric mixtures of hydrogen and oxygen diluted with helium. A series of tests was also run under oxygen-rich conditions in which specific rate constants and activation energies were determined. Variations in rate constants up to 2,000 times were observed for the various lanthanide oxides. The three most active catalysts were oxides of Ce, Pr, and Eu, having specific activities of 6.93 X 10-7, 4.88 X 10-7, and 4.06 X 10-7 moles H2.sec-1.m-2, respectively, at 200° C.

"Using propidium assay and flow cytometry, we examined how silica exerts its toxicity toward phagocytic cells employing the human neutrophil as a model. This toxicity appears to be associated with calcium bound to silica. Once the silica with calcium is phagocytized, the extra calcium causes the death of the cell. Using ""Ca we found that 6 to 10% of millimolar calcium is bound to milligram amounts of respirable-sized silica (diameter of 5 µ.m or less) at physiological pH. If the silica particles arc coated with an organosilanc (Prosil 28). calcium binding is decreased by 60% as is cell death. Pretreating with INDO IAM (a chelator of intracellular calcium) reduces the cellular death by 80%. Nonfibrogcnic particles- polystyrene beads or coal dust-produced 10% or less cell death in a 4-h period. Silica with no added, external calcium appears to exert toxicity to neutrophils; however, pretreating cells with EDT A decreases cellular death to the level of nonfibrogcnic particles. Chronic toxicity with silica-calcium appears similar to the chronic toxicity in gout where particles cause a cycle of inflammation. c 1993 Academic Press, Inc.Silicosis is an occupational disease caused by the inhalation of fine particles of silica, usually between 0.1 and 5 µ.m in diameter (1). A recent hypothesis explaining silica's toxicity suggested that surface free radicals caused damage to cells (2). This explanation appears doubtful, however, since the addition of silica to water, such as that found in biological systems, quenches free radicals; also, such a hypothesis does not provide basis for a persistent inflammatory pattern that lasts for years. Kane et al. (3) proposed that silica's toxicity resulted from an excessive concentration of calcium ions within the phagocytic cell (macrophages). However, the mechanism that was capable of linking silica to an excess of intracellular, ionic calcium was not explained. The surface of silica is certainly involved because covering the surface with polymers or phospholipids decreases silica's toxicity (4-6).When silica is engulfed by macrophages platelet activating factor and leukotrienes are produced (7, 8). This is the same inflammatory pattern produced by phagocytic cells exposed to the calcium ionophore A23187 and ionic calcium. How could silica be acting like A23187? Perhaps calcium binds to silica extracellulary and then is released intracellulary following phagocytosis; the latter process, in a sense a ""piggy back"" process, would permit activation of inflammation and cell death mechanisms."

1. The Pocahontas No. 3 and Pocahontas No. 6 ere the two most important beds in Mercer County from the standpoint of present production and recoverable reserves. 2. Known measured and indicated reserves in all beds, based on a minimum thickness of 14 inches and 1,800 tons per acre-foot of coal in place, are estimated at 188 million short tons as of January l, 1953. Of this total, 80 million short tons are in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.

Equilibrium partial pressures of gaseous HCl and H2O over aqueous binary and ternary solutions of HCl and AICls were calculated or estimated in the range of 20° to 110° C, and up to saturation with AlC13?6H2O. The results were extended to solutions containing less than 10 wt-pct FeCl3 by assuming that FeCl3 and AIC13 are equivalent on the molar basis, since both salts have trivalent cations with a cammon anion. The ionic activity coefficient of HCl and the equilibrium constant for dissolution of gaseous HCl were also computed. This research is part of the effort by the Bureau of Mines, U.S. Department of the Interior, to provide thermodynamic data to expand the technology base relevant to the extraction of alumina from nonbauxitic domestic raw materials.

The chief object of the Electrical Section of the United States Bureau of Mines is the study of causes and means of preventing accidents resulting from the use of electricity in mines . A large part of this work for the last 20 years has been the inspection and testing of mining equipment under the provisions of schedules which give the minimum requirements considered essential for the safety of equipment intended for use at or near the working faces of dusty or gassy mines . During the first few years of this work , particular attention was paid to the explosionproof features of the various accessories such as motors , controllers , and other parts . The knowledge of the essentials necessary for safe designs of enclosures has since been augmented by field experience and by data obtained in testing a large number and variety of designs . With our present knowledge it would seem that a disproportionate stress was placed on making the various enclosures explosionproof , but not enough thought was given to the danger from wiring and connections outside of explosionproof enclosures . The list of equipment that has met minimum requirements for safety and has been approved as permissible by the Bureau of Mines includes storage - battery locomotives , power trucks , drills , loading machines , conveyors , cutting machines , room hoists , pumps , concrete mixers , and rock-dusting machines . The wiring on some of the machines is comparatively simple and sometimes , except for the trailing cable , may be entirely within the explosionproof enclosures . In general , there is outside wiring between enclosures , and on the larger machines the wiring may be extensive and complicated . In considering the safety of wiring for mining machinery , attention must be given the severe service and unfavorable surroundings imposed by mining conditions . Some of the matters that require consideration are : ground . The lack of care of the exterior wiring to be expected in the average mine . The lack of adequate periodic inspection of the wiring . The absence of adequate facilities for satisfactory inspection and repairs under- The severe conditions of moisture , dirt , mechanical injury , and low voltage encountered in mining service .

The U.S. Bureau of Mines is conducting research to assess the effectiveness of different chain pillar designs in maintaining gate entry stability. A particular concern is ground control for deep-cover 1ongwalls located at depths in excess of 1,000 ft. The study described in this report was performed in two experimental sections in one longwall headgate section which contained three different pillar designs. Two of the designs used conventional abutment pillars, while the third was a total-yielding pillar system. Both of the test areas were located under 1,800 ft of cover. The purpose of this study was to evaluate the effectiveness of these three pillar designs for gate road stability. As the longwall mined passed the test areas, Bureau engineers monitored entry convergence, roof sag, and changes in roof quality. The study indicated that the all-yield system performed nearly as well as the better of the two abutment pillar systems; but all of the three designs would have failed to provide acceptable stability for second panel mining without considerable artificial support.

This report (Independent Functional Safety Assessment Guidance 7.0) is the last in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure1 shows a safety framework containing these recommendations. The reports in this series address the various life cycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and after-market suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing a system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. Studies on coal mine drainage sludge densification have led to the following conclusions: 1. Coal mine waters containing iron principally in the ferrous (Fea+) state can be treated by a modification of the commonly practiced lime neutralization process to yield a ferromagnetic sludge. The sludge, presumably composed in large part of a hydrated ferrosoferric oxide (Fe304.xH20), is much denser and faster settling than the ordinary "yellowboy" sludge obtained by lime neutralization and aeration at ambient temperatures. 2. The magnetic sludge preparation technique involves (quantitative) precipitation of iron (largely as Fe(OH)2) by the addition of hydrated lime to a pH of 8.5, separation of the resulting sludge from the aqueous phase, and heating of the sludge concentrate to at least 80 C (176 F), preferably higher, followed by mild aeration. 3. Magnesium, present as Mg2 in most coal mine drainage waters, inhibits the formation of the magnetic sludge. This inhibition can be adequately minimized by keeping the pH below 9.6 during lime addition (thus avoiding the coprecipitation of Mg(OH)2) and by separating the sludge from the bulk of the aqueous phase before the heating step, as indicated in (2) above. 4. Aluminum, commonly present in coal mine drainage waters, also inhibits the formation of the magnetic sludge. This inhibition is of practical significance when the molar ratio of aluminum/total iron is greater than 0.18. Below this value, sludges are still appreciably magnetic, but are bulkier and slower settling than those obtained when aluminum is absent. Unlike magnesium inhibition, aluminum inhibition cannot be minimized by the scheme indicated above, since aluminum precipitates as Al(OH)3 near pH 4 and remains dispersed within the sludge. 5. The limitation on aluminum content is probably the most serious restriction affecting the feasibility of the magnetic sludge process as presently conceived. Nevertheless, a limited review of available water quality data has indicated that, in terms of relative acid and iron loadings, a significant number of major coal mine discharges in the eastern Ohio River basin may be amenable to treatment by a magnetic sludge process. 6. Data from tests on the use of magnetic seeding materials indicate that seeding did not enhance the formation of a magnetic sludge under the experimental conditions employed.

Tables 16 through 19 continue the series of providing the world merchant fleet distribution by type of vessel and the ranking of the major fleets by country of registry. Table 20 this year provides a summary of the world&apos;s liquid gas carrier fleet. These vessels are included in the totals given for the world&apos;s tanker fleet, but gives a breakdown demonstrating the growth of the importance of natural gas in the world&apos;s energy commodity consumption. Panama and Suez Canals Tables 21 and 22 provide the latest available information on the transit of mineral commodities through the Panama Canal, by number of vessels, direction, and the commodities transported. Although the number of vessels transiting the Panama Canal dropped slightly (0.5%) between 1989 and 1990, the total amount of cargo moved rose by 3.6% and the amount of mineral commodities moved rose by 7.2%.

Nine dust and gaseous inhibitors of propagating coal dust-air flames (lean, stoichiometric, and rich) were evaluated in a newly developed 15-cm-id, 3.6-meter-long instrumented flame duct, under conditions such that wall quenching was virtually absent and the dust concentration was temporally and spacially uniform to within about t5 percent. Listed roughly in order of increasing efficiency, the inhibitors evaluated were rock dust (calcium carbonate), powdered oyster shells (calcium carbonate), Halon 1301 (trifluorobromomethane), Halon 1211 (difluorochlorobromomethane), sodium chloride, Super-K (potassium chloride), regular-grade fire extinguishant powder (sodium bicarbonate), Purple-K (potassium bicarbonate), and Monnex (potassium bicarbonate combined with urea). Experiments were extended to clouds containing 1 and 2 volume-percent of methane. The inhibition of lean, stoichiometric, and rich methane-air flames without coal dust was also examined in a few instances; results agreed with those obtained for coal dust-air flames.
