The Bureau of Mines performed experiments to determine concentrations of toxic gases and liquids, and smoke-particle diameters and diameter-concentrations evolved during degradation of PVC-derived brattice with and without nylon-woven fabrics, fiberglass, cotton, and jute brattices, and other mine materials. The samples were exposed in a 20-L chamber at temperatures of 1500 to 4500 C, with a chamber airflow of 10 L/min; 27.3 cm3/s of which was directed into a submicrometer-particle detector-analyzer. During the degradation of PVC-derived brattice, large concentrations of hydrogen chloride (TLV, 5 ppm; STEL, 100 ppm) evolved at a temperature as low as 2000 C. The minimum toxic load of 3.1 mg or 40 ppm in 50 L of dilution air, with O.l~g weight loss, may be reached at a mine face with 314,000 L of dilution air, at the 5th min, during which less than 1 kg of brattice undergoes combustion. Fiberglass, cotton, and jute brattices, pine wood dust, and coal dust showed small concentrations of carbon monoxide evolving during early stages of combustion. Hydrogen cyanide gas evolved from the PVC-derived, nylon-reinforced brattice; at a later stage of combustion, large concentrations pf carbon monoxide and dense smoke evolved from all PVC-derived brattices. Experiments to characterize smoke particles showed that marked differences exist in particle diameter-concentrations among the materials.

"In the United States there are hundreds of underground and surface (inside and outside) inclines at coal mines on which trips of cars are continually being run with coal, rock, supplies, and men. The safety of the men and prevention of damage to the slopes depend, excluding the personal element of the hoist-man, on the strength and condition of the wire cable, draw bars, and the couplings, and on the links of chains and pins as well. Within a recent period of four weeks there have been two runaway trips, one on the surface and one underground; it seems desirable to call attention of mechanical engineers and others at coal mines to the need for closer and more frequent inspection of the cable, draw bars, coupling links and pins, derailing devices, wheels, brakes, and other parts of cars or trips on which men are hauled on inclines. This bureau has never published anything on this class of accident heretofore.How frequently runaway trips occur is not known. If no serious injury or fatalit has to be reported to the State authorities, a number of such happenings may occur and not be mentioned outside of the immediate vicinity of the mine.Runaway trips can and do result in considerable loss of life, in injuries, and damage, either at or near the place of the break, or throughout a mine by causing an explosion of gas or coal-dust or both, This report is restricted to a study of the mechanical and physical phases of car trip construction and of the metal of couplings and ropes; derailed trips are not included and may be the subject of another paper. There is no need to mention gas accumulations, coal-dust and rock-dusting, open lights, protected power lines, and permissible equipment, because these have all been well covered in Bureau of Mines publications which have been widely distributed and partly or wholly reprinted by others.Most of the items regarding the runaway trips tabulated have been abstracted from reports made respectively by Clarence Hall, W.O. I have been asked to speak briefly about recent progress in the mining industry of the United States, and to touch on the general advancement of en- gineering science as applied to mining. By recent, I shall mean within the past 20 or 30 years. Such a period includes a great many of the changes which are of particular interest to the present generation of engineers, and the undergraduates of today will hardly turn back farther than the beginning of the present century in their study of develop- ment of methods and processes. Also, my own professional life spans this period, and I have seen or have been aware of most of these developments as they were taking place. In my review of developments, for the sake of simplicity and clarity, I shall deal separately with improvements in metal mining, coal mining, mechanical and electrical machinery for mines, metallurgy, petroleum engineering, and safety practices. Under each of these headings I have set down what appear to me to be the outstanding changes brought about during the past 2 or 3 decades. Other points will occur to other engineers; I do not represent that the following re- view is complete; it is only intended to be suggestive. In general, improvements in mining and metallurgical practices have come gradually, the charges being effected little by little, simultaneously in widely scattered places, and through the experience and inventive genius of many men. These changes have has small beginnings, and are generally the cumulative result of many steady and unsensational progressions, which still continue. What we today might be inclined to consider the culmination of a series of betterments in mining is, of course, but an instantaneous phase of developments which will continue in the future at even a more rapid pace than they have in the past. We are looking at but a flesh of a moving picture, with an endless reel to come after we finally leave the theatre. Behind all the changes in the mineral industry, the driving force has been the increasing demand of an expanding population for more metals and minerals with which to advance civilization. "The evolution during oxidation of the internal structure of soot and carbon black particles was studied using high-resolution transmission electron microscopy (HRTEM) and an image analysis system. Increasing ordering to the carbon structure with increasing oxidation is observed. Measures of the increased order are increases in the fractional coverage of a cross section of the particles with a layered structure, a decrease in the mean interlayer spacing, and a decrease in the spread of the interlayer spacing. The changing structure of the carbon black impacts its properties, such as the rate of oxidation.There is considerable interest in the study of the structural changes of carbonaceous materials as a function of oxidation. Davis et al.1 measured the variation of carbon dioxide surface area of various coals as a function of residence time in a flow reactor. HRTEM measurements revealed that crystallite dimensions and interlayer spacings are altered by combustion. Ishiguro et al.2 showed that oxidation alters the structure of diesel soot. The aim of our current research is to develop a better understanding of the microstructural reordering of carbon blacks with implications to their properties. The carbon blacks used in this research have already been studied and their reactivities as a function of oxidation measured.3The methodology used in this work has already been described in detail elsewhere.4 This paper presents an application to quantify the structural changes of carbon black particles as a function of oxidation and graphitization. The technique used is based on the use of HRTEM (high-resolution transmission electron microscopy) and computational image analysis.It is well-known that carbonaceous materials like graphite, soots, coals, chars, etc., possess characteristic structural appearances which can vary from mostly random or amorphous to a perfectly ordered graphitic crystalline structure. The carbon structure has been variously described as turbostratic5 or as crumpled sheets6 to indicate that parallel layering, reminiscent of graphite, is observed over dimensions of nanometers but that these planes or crystallites show disorder over larger scales. The degree of order of such structures is strongly dependent on the thermal treatment of the material as well as the composition of the source of the carbonaceous material. The value of electron micros¬copy in studying the morphology of such materials has been well established,2,7,8 although only a few attempts toward quantification have been made.The sample observed was carbon black CB330 from De¬gussa. One set of carbon black samples were oxidized in a thermo-gravimetric analyzer (TGA) in air at 575 0C, so that the conversion varied from 0 to 96%. Another set of carbon black samples were graphitized (Graphpac-GB by ALLTECH) and then oxidized in the TGA at 680 °C until 92% burnout was reached. The latter samples are called GB 0% and GB 92%, respectively.For the HRTEM observation a small portion of each sample was ultrasonically dispersed in ethanol. The suspension was deposited dropwise on a copper TEM grid coated with a lacey carbon film. The examination of the samples was carried out on areas that extend over the holes in the supporting film in order to avoid interference from the amorphous carbon background film An oriented gold crystal was used as a calibration standard and subjected to the same techniques as the carbon black samples."

The Bureau of Mines monitored surface subsidence and water level fluctuations in 10 shallow observation wells above a series of four adjacent longwall panels in southwestern Pennsylvania, for about 4 yr. This study attempted to correlate the changes in the water levels within the observation wells to the measured vertical and horizontal ground movements associated with subsidence. Results of this study indicate that the fluctuation of the water levels appears to be a function of the well location relative to the mine layout and the proximity of mining. Wells are generally unaffected by mining of a preceding panel unless they are located within the angle of draw for that panel. Wells located at the centerline of a longwall panel exhibit the greatest fluctuation and head loss. This relationship may be related to the strain developed by the advancing longwall face. The water levels in the wells monitored fell at the greatest rate when the ground surrounding the well was in tension. The rate of the decline decreased as the dynamic development of the strains was changing from tension to compression. The water levels were found to be near the premining level before the ground was subject to maximum compressive strain. Nine of the ten wells investigated recovered to their premining water level after mining was completed.

Perform laboratory tests to measure the vibration attenuation characteristics of off-road vehicle operator seats for various types of seat suspensions, cushions, and seat adjustment settings. Background A study was conducted by the U.S. Bureau of Mines to determine the probability of whole-body vibration (WBV) exposure for a large class of off-road machinery operating in surface coal mines. The study determined that mere than 40 pct of off-road equipment operators were exposed to WBV exceeding the standard fatigue-decreased-proficiency (FDP) level defined by the International Standards Organization in its guideline ISO standard 2631. The tire-terrain interaction of a moving vehicle generates vibrations that are transmitted through the ve¬hicle suspension, cab mounting, and seat. The final point of transmission of vehicle vibration to the operator is through the scat. A seat that provides good vibration isolation and allows good vehicle control is of prime importance to operator safety and health.

This papery describing the mining methods employed by the Bunker Hill and Sullivan Mining and Concentrating Co. at Kellogg, Idaho, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the United States. The Bunker Hill and Sullivan mines are situated in the western part of the Coeur d'Alene district at Kellogg, Shoshone County, Idaho. The mines were discovered during the summer of 1885 and except for two short periods of labor trouble, between 1890 and 1900, have been in continuous operation. About 575 men are employed at the mine. The production is about 1,400 tons of lead-silver ore per day. This is treated in the company's concentrator and smelter at Kellogg.

The U.S. Bureau of Mines treated mixed and contaminated super alloy scrap by pyrometallurgical and hydrometallurgical methods to separate and recover metal values. Best results were obtained by leaching Zn-treated or atomized scrap with HCI-02 at 9SO C and 50 psig 02' This resulted in dissolving approxi-mately 98 pet of the AI, Co, Cr, Cu, Fe, Mn, Ni, and Zn while rejecting over 98 pct of the Mo, Nb, Ta, Ti, W, and Zr as an insoluble refractory residue. Chlorine was successfully substituted for HCI to leach Zn-treated scrap but was unsuccessful for leaching atomized scrap. The leaching solution was treated by pH adjustment and hydrothermal precipitation at 2000 C for 4 h to remove AI, Cr, Fe, and other contaminants as a filterable precipitate. Recovery of Co and Ni would be accomplished by solvent extraction and e1ectrowinning. Chromium recovery as a ferroalloy was demonstrated.

The helium resources base of the United States was estimated by the Bureau of Mines to be 1,040 Bcf as of January 1, 1987. These resources are divided into four categories in decreasing degree of assurance of their existence: (1) helium in storage and in proved natural gas reserves, 265 Bcf, (2) helium in probable natural gas resources, estimated at 228 Bcf, (3) helium in possible natural gas resources, estimated to be 320 Bcf, and (4) helium in speculative natural gas resources, 227 Bcf. These helium resources are further divided into depleting and nondepleting, with the helium in storage being in a separate classification. The depleting resources are those associated with natural gasfields that are, or will be, produced for the natural gas they contain. Almost all of the helium in potential (probable, possible, and speculative) natural gas resources is included in this classification. These depleting resources are estimated to contain 951 Bcf of the total helium resource base. Helium resources contained in nondepleting natural gas resources, i.e., those in shut-in, abandoned, or otherwise nonproducing natural gasfields, are estimated to total 53 Bef. There is 36 Bcf of helium in storage in the Federal Government-owned Cliffside Gasfield near Amarillo, TX.

In its investigation of deposits of strategic minerals, the Bureau of Mines lid some development drilling at the Milan deposit in an endeavor to find an additional source of supply of copper. The deposit, which is in Coos County, northern New Hampshire, is about 8 miles northwest of Berlin. It was discovered in the seventies and was worked steadily until 1886, yielding a monthly production of 2,600 tons of ore. Lessees opened the mine again in 1695 and mined 1,500 tons. The Milan Mining & Milling Co. acquired the property in 1907 and made regular shipments of ore and concentrates until 1910. From 1911 until 1938, the tract was held by a local resident for timber land, Ventures, Limited, a mining concern with headquarters at 25 King Street, West, Toronto, Canada, acquired the property in 1938. No production has been recorded since 1910. To cut the vein below the old mine workings and to search for extensions to the northeast and southwest, the Bureau of Mines diamond-drilled eight holes for an aggregate of 3,596.2 feet.

A new phone system was developed that provides eight full duplex communications channels over a single twisted shielded phone line, with no central switching station or line amplifiers. This system greatly simplifies installation and maintenance over that required with conventional switching systems. The system is based on microprocessor technology and digital frequency synthesis. Frequency division multiplexing is used over a bandwidth of approximately 300 kHz, and a baseband voice channel (compatible with conventional pager phones) is provided as a backup to assure communication if the multiplex features fail. Multiplex operations are controlled over a 30-kHz digital channel. The system is designed to operate with up to 16 km (10 miles) of cable plant and a maximum phone separation of 8 km (5 miles). The digital techniques permit a limited amount of monitoring and control capability to each phone. This consists of two pair of contact inputs or outputs, to be used as desired. These "flags" may be read or controlled by a dispatcher's phone.

Sound experimental ingots of zinc alloys for use as rolling slabs were cast with a specially constructed, semicontinuous casting machine. Nominal alloy compositions of Zn-1.0 percent Cu, Zn-0.12 and 0.36 percent Ti, and Zn-1.0 percent Cu-0.03 to 0.36 percent Ti were cast. This Bureau of Mines study was conducted to evaluate the suitability of the casting procedure for providing stock for rolling into sheet. Microscopic examination of ingot sections revealed structures in which grain size varied from the outer to center ingot zones. Columnar grains present in the center zone of the Zn-1.0 percent Cu ingot were absent in the titanium-containing ingots. The ingots with titanium displayed a finer grain size and eutectic structure in the center ingot zone than in the outer zone; the transition in grain size between the two zones was quite abrupt in some ingots. The overall grain size of the titanium-containing ingots was finer than that of alloys cast by more conventional methods. Chemical analysis revealed that compositional segregation is not a significant factor in the formation of the ingot structure. Microstructural studies of small ingots of similar alloys solidified at slow, fast, and intermediate rates confirmed that the ingot structure in the semicontinuous-cast ingots is related to cooling rate, which is, in turn, related to the particular casting machine design and the influx of cooling water on the withdrawing ingots. Microstructures of thin sheet hot-rolled from slabs of the semicontinuous-cast ingots demonstrated that the ingot structure does not preclude the rolling of sheet having a uniform microstructure. Results of hardness surveys of the semicontinuous-cast ingots demonstrated that copper and titanium exert essentially additive hardening effects in these cast alloys.

The Bureau of Mines used sulfur hexafluoride (SF6) tracer gas to evaluate the effectiveness of gob ventilation and/or sealing practices at three coal mines, each having different problems associated with their mined-out areas. The purpose of these ventilation studies was to better understand whether current techniques employed for ventilation or sealing are successful at minimizing the potential for gob fires and explosions. The work performed at each mine is discussed: One is a long-wall operation that uses ventilation to carry off hazardous gases, and two are room-and-pillar operations, each with far different concerns, that seal off the gobs to isolate them from the main mine ventilation. In all cases employment of the Bureau's SF6 tracer gas technique resulted in answers to questions raised by the mine operators concerning the effectiveness of their gob ventilation or sealing practices in preventing mine fires.

[On December 2, 1932, the Governor of California called upon the representatives of the mining industry of the State to attend a meeting at Sacramento to discuss ways and means of assisting is relieving some of its perplexing and extremely distressing problems, particularly the mounting cost of accidents which faces the industry with an industrial insurance rate for classification of $11.85 per $100 of pay roll, effective January 1, 1033. The significance of this fact is at once apparent when it is realized that the classification rates per $100 of pay roll for mining have steadily increased for some time, as follows: $3.91 in 1924, $5.54 in 1925 and 1926, $8.04 in 1927, $8.53 in 1928, $9.05 in 1929, $9.42 in 1930, $10.54 in 1931, $10.99 in 1952, and $11.85 in 1133. In other words, the cost rates have acre than doubled, wile statistics indicate that the accident rates nave shown an entirely different trend. At the meeting mentioned, one of the management officials sounded an effective keynote when he declared that a spade should be called: a spade. The perplexing problems of any industry can be approached best and remedies applied if that policy is kept to the front. It is appropriate to mention that high accident rates and a decrease in wages in recent years have unquestionably accounted in part for a unit cost rate, on a pay-roll basis; it also is well to explain that the policy years3 1926 to 1930, inclusive, are the years on which the accident-cost experience for 193: is based. That accident rates :lave not undergone the expected beneficial chance in California's experience is apparent in the words of a Bureau of Mines report:4]

Crude petroleum, the only commercially exploited mineral resource in Cameroon, continued to dominate developments in the mineral industry sector. International mining concerns have expressed interest in developing Cameroon's bauxite and iron and steel potentials. Domestically, the mineral industry focused on production of fertilisers for agricultural development, infrastructure construction, and hydrocarbon development, through the nearly self-sufficient production of fertilizer materials, cement, and crude oil. The mineral sector contributed 5.6% to the estimated 1981 gross domestic product (GDP) of $6.5 billion.2 Petroleum exports accounted for approximately 4.5% of the 1981 GDP and exceeded coffee and cocoa exports for the second consecutive year. The trade gap widened during the fiscal year ending on July 80, 1981, owing to a 21% increase in exports and a 25% increase in imports. Offsetting these balance-of-payments difficulties, typical of developing countries' early economic stages, were increases in foreign exchange reserves to $71 trillion by May 1983.

The Bureau of Mines investigated fumes generated by selected welding materials used in mines in order to help determine their relative hazard potential. The initial phases of the study have been completed. A welding-fume generation and collection apparatus was designed, assembled, and calibrated. Five brands of coated, AWS-type E308-16 stainless steel electrodes were tested. Total fume generation rates of 0.39 to 0.51 g/min were measured. Quantitative chemical analyses were conducted for all of the principal firms constituents. Two analytical schemes were used to determine levels of the Cr6+ and Cr3+ species contained in the welding fumes; comparable results were obtained. The Cr6+ was found to be the most hazardous constituent, leading to a maximum allowable total fume exposure of 1 mg/m3. Fume generation rates and fume constituent analyses will be derived for other groups of welding electrodes using similar procedures.

"This paper discusses the evaluation and application of a portable parked-vehicle tailpipe emissions measurement apparatus (EMA). The EMA consists of an exhaust dilution system and a portable instrument package. The EMA instantaneously dilutes and cools a sample of exhaust with compressed nitrogen or air at a known dilution ratio, thereby presenting it to instruments as it is presented to personnel in the surrounding environment. The operating principles and governing equations of the EMA are presented.A computational method is presented to determine the engine operating and performance parameters from the exhaust CO2 concentrations along with an assumed engine overall volumetric efficiency and brake specific fuel consumption. The parameters determined are fuel / air ratio, mass flow rates of fuel, air and exhaust emissions, and engine brake torque and horsepower. These calculated engine parameters are used to characterize engine load when performing EMA in-field tailpipe sampling without a dynamometer, and to detect deteriorated engines.Evaluations of the EMA by comparison of diesel tailpipe measurements with those made using laboratory-grade instruments showed that the EMA measurements are accurate and reproducible. The results also show that the EMA is capable of detecting emission concentration changes resulting from engine faults. Calculated engine operating and performance parameters correlate and compare well with laboratory-measured values.The EMA in-field engine loading and tailpipe sampling procedures for parked vehicles are presented, and results of the EMA field measurements are also presented. Low coefficients of variation for repeat EMA tailpipe measurements on diesel-powered haulage vehicles in four underground mines indicate that the EMA in-field engine loading and tailpipe sampling procedures are reproducible.An analysis of EMA tailpipe measurements for three haulage vehicles in one mine shows that the EMA can: 1) identify haulage vehicles that emit excessively high pollutant concentrations, and 2) provide data needed to evaluate and determine the efficiency and effectiveness of tailpipe emission control devices.Finally, recommendations for a proposed commercial EMA system are presented. This commercial system would overcome many of the adverse features of the prototype EMA used in these tests."

This U.S. Bureau of Mines (USBM) report describes a chromatographic method that is used for rapid field determinations of carbon dioxide in natural gas streams at a USBM helium production facility. The method employs a commercially available portable gas chromatograph that is equipped with a 10-m fused-silica capillary column coated with a porous polymer. The instrument operating parameters permit determinations to be performed over a concentration range of 10 ppm to 10 pct with a frequency of 20 samples/h. The speed at which determinations can be performed is an important factor when evaluating efficiency or troubleshooting processes at the helium facility.

This paper is one of a series of digests of foreign mining legislation and court decisions that is being prepared in advance of a general report relative to the right of American citizens to explore for minerals and to own and operate-mines in various foreign countries. This interpretation of the mining laws of Greece was prepared from information furnished by Ralph B. Curren, American assistant commercial attache, Athens, in reply to a questionnaire of the United States Bureau of Mines, transmitted through the courtesy of the commercial laws division of the Bureau of Foreign and Domestic Commerce. INTRODUCTION In his report,3 Mr. Curren states that the source of his information was the Director of Mines of the Greek Ministry of National Economy and the Mining Code of Greece, which was, compiled from existing laws in 1929,4 and which has since been modified by several acts of Parliament.
