"INTRODUCTION Burning refuse dumps are a common and by no means pleasant sight in most coal-mining distracts; they have been and largely continue to be accepted as a necessary, if undesirable, adjunct to coal-mining operations. The odor, smoke, and fumes emanating from the burning dumps have caused much property damage, as well as aroused unfavorable public sentiment in the areas thus affected; and there is reason to believe that, in at least some cases, they have had an adverse effect on the health of certain communities, adjacent to mines. In some instances such communities have been owned or controlled by the mining companies and in others they are incorporated towns.After the start of World War II, it was necessary for Great Britain to take prompt and effective measures to extinguish or at least blanket the burning refuse dumps at collieries, since the fires served as beacons for the enemy planes; the problem thus became a matter of national security rather than one of local inconvenience. If the United States should become involved in a bombing war, these dumps might became a source of national danger, hence now is a propitious time to at least make a start on available methods of solving this problem. Much progress was made in Great Britain in extinguishing the dump fires that had burned for years and in preventing newly made dumps from taking fire.Burning refuse dumps have not been a national problem in the United States, but they are a nuisance and frequently a danger and often a fruitful cause of poor public relations on account of the odor and fumes. Many progressive coal-mining companies are taking effective and positive action in trying to extinguish old dump fires and to build new dumps so they are less likely to fire.The purpose of this paper is to provide information about the problem as well as on ways to extinguish refuse dump fires, to describe methods of constructing dumps that probably will prevent them from firing, and to point out some of the danger that exists when dumps are improperly built and when they are on fire."

In connection with the purchase of coal under specifications for Government use, the Bureau of Mines in this report has compiled data on 81 mines located in 15 States. This annual report lists analytical data on the composition and quality of tipple and delivered samples of coal collected during fiscal year 1973. Tipple samples were collected by Bureau of Mines engineers at tipples as coal was being loaded into railroad cars or trucks. Ultimate analyses are given for most of the coalbeds listed. The deliveries were sampled at destination in accordance with instructions issued by the Bureau of Mines. All samples were analyzed in the Bureau laboratory at Pittsburgh.

The Bureau of Mines conducted research to separate the F from byproduct Zn concentrates obtained from fluorspar (CaF2) production, as part of the Bureau's effort to devise efficient, environmentally acceptable technology for recovering Zn from resources considered undesirable by Zn producers. Sulfuric acid (H2SO4) was found to be effective in F removal, while ammonium carbonate [(NH4)2C031 was not. The most important variables for reducing the necessary residence time were found to be temperature and agitation. Optimum leaching conditions were 75° C and 500 r/min for 2 h at 40 pct solids with 0.2 g acid per gram of concentrate, which resulted in a 98.3-pct F extraction. Zinc losses during F removal were in the range of 2 to 3.3 pct. Other elements such as Fe, Cd, Ca, and Cu were also partially dissolved. About 93 pct of the F was removed from the leach solution by neutralization and precipitation with calcium hydroxide [Ca(OH)2]. Additional treatment might be necessary to limit the buildup of soluble elements in the recycled leach solution.

This publication summarizes the Bureau's activities as part of a study of the Juneau Mining District (JMD) during the period 1984-1988. The objectives of the program were to identify the type, amount, and distribution of mineral deposits in the district, determine ore reserves, study beneficiation technologies for the ore, make feasibility studies, and address economic and legislative effects on mineral development. The JMD study was a cooperative study involving the Bureau and the Alaska Division of Geological and Geophysical Surveys (ADGGS). Over 30 employee-years were spent by the Bureau on this project. Bureau investigations in the JMD consisted of a district-wide investigation of industrial materials in addition to site-specific investigations of precious and base metals in five subareas. During the 4 years of the JMD study, more than 300 areas, mines, prospects, and occurrences were visited, which contain gold, silver, copper, zinc, lead, nickel, cobalt, tungsten, molybdenum, chromium, and platinum group metals (PGM). More than 59,000 feet of underground workings were mapped and sampled. More than 5,500 samples were taken; one diamond drilling program and three geophysical surveys were completed. An up-to-date and complete mineral data base for the JMD did not exist prior to this study. The JMD study, which coincided with a tremendous increase in mineral interest and activity in the district, has proven to be valuable to both the minerals industry and land management agencies. The discovery of two new mineral occurrences and compilation of data on known mines, prospects, and occurrences have aided industry activity in the region. The study enabled timely data to be available to land management agencies at the Federal, State, and municipal levels.

This paper is one of a series, describing current practice in diamond drilling for production at various mines throughout the United States. It describes the drilling and blasting methods, used at the Tennessee Copper Co., which started using deep-hole drilling for blasting in 1927, employing inde- pendent, rotation percussion drills with sectional drill steel. Since 1942 the company has employed diamond drills for deep-hole drilling. This method has now passed the experimental stage and promises to become permanent. The elimination of rock dust and safer working conditions for the drill crews are listed as the main advantages. The higher initial cost of equip- ment is the principal disadvantage.

Under a very high vacuum of 10-8 torr the transfer of terrestrial mineral beneficiation methods to the vacuum ambient of extraterrestrial locations such as the lunar surface was investigated. In the size range for the electro-static and magnetic separation of ores (minus 35 plus 150 mesh) there is no adhesion of particles produced by crushing and grinding due to the limited contact area, and for repeated contacts area size has a frequency of occurrence in accordance to the normal law. The photoelectric effect which is successful in separating a few minerals in an air ambient has a wider application in a vacuum, while the lack of air viscosity and sound transmission provides for high feed velocities and the adaptation of particle vibration to dispersion and grinding. Contact electrification is reversible upon return to atmosphere.

Discovery of these unusual fluorite deposits was brought to the attention of the Bureau of Mines late in 1951, shortly after the first locations were made. A brief investigation of the deposits by the Bureau revealed seven principal outcrops of fluorite in two areas. The smallest outcrop continuously exposes massive fluorite over an area 25 by 55 feet; the largest outcrop is a similar exposure 180 by 240 feet. The deposits appear to be sharp-walled, low-angle-, tabular ore bodies in granite and are at least 10 feet thick. The Bureau investigation of the deposits included bulldozer strip-trenching, drilling and blasting rock cuts, and channel sampling across three of the largest outcrops. This sampling indicated an average grade of 97.2 percent CaF2 and 1.44 percent SiO2. Preliminary metallurgical tests on the ore indicate that it can be concentrated to acid-grade specifications by simple gravity methods. One laboratory test recovered 78.4 percent of the fluorite in a product containing 98.7 percent CaF2, 0.25 percent SiO2, and 0.10 percent Fe2O3.

This investigation was undertaken to assess the feasibility of processing an extensive deposit of iron ore near Palisades, Eureka County, Nev., previously penalized for high phosphorus content. The experiments described indicate a satisfactory accomplishment of objective. Chemical treatment will permit a high-phosphorus iron ore to be used. Leaching with acid solution effectively lowers the phosphorus content with a [gligible] loss of iron. The use of hydrochloric acid is preferred because [ ] does not contaminate the ore and the cost is lower. Minus-1/2-inch ore was satisfactorily leached in 24 hours, minus-1/4-inch ore, in 8 hours, and minus-10-mesh ore, in 3 hours. About 40 pounds of acid per ton of ore was consumed in each instance.

"Researchers at The Pennsylvania State University are engaged in a project to understand the mechanics of respirable size fragment formation in coal. The project is based on the premise that a thorough understanding of the fundamental mechanics of fine fragment formation may lead to techniques for reduction and better control of coal dust problems in mines. Presently, it is believed that the mode of fracture propagation which can range from pure tensile to pure shear or any mixed mode in between and the loading or displacement rate can influence the amount of respirable size fragments that are generated on new fracture surfaces during the fracture propagation process The essence of any coal cutting process is one of mixed mode fracture propagation. To study the crack propagation process, a unique mixed mode testing rig was designed and fabricated. This rig is capable of applying loads to a prenotched test specimen that range from pure Mode I (tensile mode) to nearly pure Mode II (shear mode) or many mixed mode loading combinations. It is also possible to apply different loading or displacement rates to the test specimen. With this rig, it is possible to create new fracture surfaces via the different fracture modes and under various loading conditions.These new fracture surfaces are examined with a scanning electron microscope (SEM) to characterize the amount of structural damage and respirable size fragment formation that occurs during the fracture process. Initial observations suggest that the amount of fine fragment formation and the new fracture surface appearance is related to the fracture initiation conditions, particularly the fracture mode and the loading rate. Mode II loading and higher loading rates seem to generate more structural damage and respirable size fragment formation that Mode 1 loading at slower rates.With the mixed mode test rig, the mechanics of fracture initiation for a single crack can be controlled to better understand its influence on respirable size fragment formation. Such understanding may lead to methods which characterize the tendency of specific coal seams to produce undesirable fine fragments during the fracture process, or it may lead to rational recommendations and design guidelines or coal mining machines which inherently produce less dust.IntroductionAs part of a larger effort to reduce the incidence of coal workers pneumoconiosis (black lung) in coal miners, researchers at The Pennsylvania State University are engaged in a project to understand the fundamental mechanics of fine fragment formation in coal. This project is part of a com¬prehensive research effort within the Generic Mineral Technology Center for Respirable Dust which is jointly administered by The Pennsylvania State University and West Virginia University.The principal source of the coal dust in underground mining is the cutting operation. The U.S. Bureau of Mines (USBM) and various European research organizations have conducted investigations into the mechanics of coal cutting for many years. These studies of airborne respirable dust (ARD) formation have concentrated on empirical studies of the various cutting parameters and their effect on ARD for¬mation. The parameters study include depth of cut, cutting speed and bit spacing.(1,2) Other studies investigated the effect of symmetric and asymmetric bit wear and various bit geometries and designs (3-5) Roepke(6) summarized the principals of proper coal cutting to minimize dust formation by recommending to ""cut at maximum depth (maximum advance rate) at all times, at minimum RPM, with the fewest possible bits, having the lowest possible included tip angle."" The Bureau of Mines performed cratering experiments in a homogeneous granite to test scaling laws for charge weights of 0.00476, 0.0220, 0.0900, 0.304, and 1.03 lb. Agreement among the data was best when empirical scaling exponents greater than one-third were assumed. Although the analysis showed that the best empirical scaling exponents were 0.37 for crater volume, 0.38 for crater radius, and 0.39 scaling for crater depth, all three crater dimensions could be scaled with a 0.38 scaling exponent.

U.S. scientists attempting to maintain continuous surveillance of scientific information are confronted with two acute problems: The steady, even spectacular; increase in the volume of such information and the fact that much of it is published in unfamiliar foreign languages, According to the National Science Foundation, almost one-third of the world's scientific literature is published in languages that are read by less than 5 percent of U.S. scientists. Most scientists in the United States must rely on abstract journals and translations to obtain information on developments in research and investigations conducted in the non-English-speaking countries. However, there are problems involved in procuring suitable abstracts and translations and in obtaining such information as cheaply and rapidly as possible.

The Bureau of Mines is investigating the fundamental behavior of electric arcs in electric furnace operations. The electric arc is a poorly understood phenomenon. If the arc in a steelmaking furnace can be more carefully controlled, it should be possible to increase heat transfer to the melt, reducing both electrical and acoustical noise. As a first step toward a better understanding of the are, voltage and current signals from operating furnaces were analyzed. The results of the initial analysis show that instrumentation used in monitoring and controlling furnaces, such as meters and strip-chart recorders, gives incomplete or erroneous information to the operator and therefore leads to less than optimal control. Advanced instrumentation and analysis techniques, such as the waveform analysis used in these investigations, can improve the understanding of operation and the control of electric furnaces. This report describes the instrumentation and the numerical analysis methods used and compares these methods with standard metering and recording techniques.

The number of completed petroleum refineries in the United States continued to decline in 1937 , but the total capacity to process crude oil continued to increase . These facts were ascertained in the Bureau's annual canvass of refinery capacity as of January 1 , 1938 . Several important changes were made in the census questionnaire for January 1 , 1938 . First , the basis of reckoning cracking capacity was changed from cracking stock charged to cracked gasoline produced . Although this is a definite improvement , in that it is no longer necessary to consider the yield , it is unfortunate that the data for January 1 , 1938 cannot be compared with cracking - capacity statistics since 1925. Other changes or additions included separating capacity at operating plants into that actually operating and that closed down ; collecting data on capacity added or retired during the previous year ; breaking down idle capacity according to physical status ; and separating new capacity into that built for replacement and that built to augment existing capacity . Prior to January 1 , 1938 , the total capacity of an operating plant was listed as " operating " even though some stills might have been closed down ; furthermore , the only capacity reported as being under construction was that of new plants that were being built on January 1. To make the statistics clear , the totals for the United States as of January 1 , 1938 , are given on both the old and the new bases . On January 1 , 1938 , there were 551 completed plants compared with 572 the previous year . Ten new plants were under construction on that date compared with 11 the year before . The greatest number of completed plants recorded was 632 on January 1 , 1936 ; since then , competitive conditions , particularly in the East Texas field , have been instrumental in reducing the number of small independent plants . The total crude- oil capacity of the completed refineries on January 1 , 1938 , was 4,351,151 barrels , of which 3,970 , 196 barrels ( 91 percent ) represented the capacity in actual operation and 380,955 barrels ( 9 percent ) was shut down . The " shut -down " capacity ( 199,875 barrels on the old basis ) was the lowest since pre- depression days , chiefly because numerous idle East Texas plants were removed from the list . The new method of compiling the statistics sheds considerable light on excess crudeoil capacity , which has been the subject of considerable speculation in recent years . The highest daily average crude runs to stills reached in this country was about 3,460,000 barrels in September 1937. At that time , the total crude - oil capacity was about 3,925,000 barrels . Currently many underground coal mines worldwide have installed or been planning to install a tracking system to trace miners mainly for their safety. Although many systems have been reported functional, a lack of sophisticated and systematic error correction methods apparently is still an issue for them; often it results in a low system resolution. To improve the system resolutions, this paper introduces two position adjustment methods for mine tracking systems. The first is an entry-matching method that optimally adjusts an off-course tracking device to the closest tunnel (entry). The second is a distance measurement adjustment method that accurately adjusts the position of a tracking device along an entry according to a measured distance from the device to a reference point. The coplanar node-path network mine model is used as the foundation for the development of these two methods.

A comprehensive review of published research was carried out to identify methods for teaching and assessing critical but nonroutine skills needed for coping with emergency situations. Specific methods for assessing critical skills proficiency in aviation, medicine, organization management, the military, and other industrial/technical workplaces are described. The potential application of these methods for teaching and assessing (1) critical first aid and (2) self-rescue and escape skills to underground coal miners in annual refresher training is explored. Research and development activities that may improve mine health and safety training are suggested. Most of these research and development activities were completed later in the project. This additional work is reported in the project technical report #2 and the final report. The research reported in the present document was completed in 1984 -85. Many of the initial findings reported in this document are updated in the later project final report.

Oxidation procedures based on the chlorine-hypochlorite system were investigated for improving gold recovery from carbonaceous gold ores. The oxidation pretreatment prior to cyanidation was accomplished by (1) addition of sodium hypochlorite to ore pulp, (2) by addition of chlorine to ore pulp, and (3) by generation of hypochlorite in situ by electrolysis of a brine solution used to pulp the ore. Gold extraction of 90 pct was achieved by cyanidation of carbonaceous ore that had been pretreated with 20 Ib per ton sodium hypochlorite at 50° C for 4 hours. Similarly, pretreatment of the ore pulp with 35 1b chlorine per ton at 24° to 30° C and 15 hours reaction time resulted in 89-pct gold extraction by subsequent cyanidation. Concomitant studies showed that electrolyzing the pulp prepared with a brine solution was equally as effective as electrolyzing hypochlorite and chlorine for oxidizing carbonaceous ore constituents that are deleterious to cyanidation. Gold extraction of 90 pct was obtained by electrolysis when 275 lb of are was treated at 200 amp for 7 hours in an 8-to 10-pct salt solution. Power consumption was in the range of 60 kwhr per ton.

This U.S. Bureau of Mines report presents an evaluation of the coal mining industry's impact on the economy of Pike County, KY. A software package called IMPLAN was used to perform the analysis. The results of this study show that coal mining was the primary income producing industry in Pike County in 1990, accounting for about 46% of the county's Total Industry Output, and 21% of the total employment.. Coal production in that year amounted to 29.6 M mt (32.6 M st). Two alternate economic scenarios were developed to study the potential effects of changing coal market conditions on the county. Scenario A assumes market changes result in a coal production increase of 4.5 M mt/yr (5.0 M st/yr), and scenario B assumes a decrease of 4.5 M mt/yr (5.0 M st/yr). Scenario A would result in a 15.3% rise in the value of Pike County's Total Industry Output, adding a total of 1,663 jobs (+6.1%) in all sectors in the county. Scenario B would have the opposite effect, decreasing the Total Industry Output and employment by identical amounts. Such knowledge would allow local and regional officials to anticipate the economic and social impacts of shifts in coal production, and plan accordingly to mitigate impending changes.

The value of protective clothing in the prevention of injuries has long been recognized in many of the leading industries , but the adoption of the idea into mine safety programs is comparatively new . Once started , however , the idea has grown rapidly and the results already obtained by mining companies have shown that it is fundamentally sound . Both coal and metal mining companies are rapidly adopting these protective measures , and since 1924 many mines have become well equipped with eye , head , and foot protection . At the present time approximately 70 percent of the employees in the anthracite mines of Pennsylvania are provided with safety hats . At many metal mines all employees are provided with safety hats, shoes , and goggles . The Pennsylvania mining law provides that all shaft · workers in anthracite mines shall wear protective hats . In According to a study³ made of the nature of 3,485 temporary injuries and of the parts of the body of underground coal mine employees most exposed to occupational hazards , the head and face were injured 665 times , the hands 856 times , and the feet 565 times . Of 2,555 temporary injuries in metal mines , the head and face received 484 , the hands 788 , and the feet 357 . a similar study4 made by a coal -mining company for the year 1928 , of 556 injuries the scalp received 9 , the skull. 4 , the eyes 47 , the hands 62 , the thumbs 21 , the fingers 141 , the ankle , the feet 51 , and the toes 35 . Probably most of these injuries could have been prevented by suitable protective clothing and equipment . This study also revealed that at least one injury occurred

The practice of using partly depleted oil reservoirs for gas-storage operations is proving successful. Moreover, this practice provides a method of secondary oil recovery when gas is cycled at full-storage reservoir pressure. Because of the relative newness of this operation, a study was undertaken to assist engineers in developing improved gas-injection and production procedures and in calculating the amount of gas needed for completely repressuring reservoirs. This paper is the third in a series reporting the progress of a study by the Federal Bureau of Mines of reservoir performance during complete gas repressuring and gas cycling. A procedure for estimating secondary oil recovery by this method is also under study. One report (7)3/ describes the laboratory equipment. The other report (8) gives (1) data on the New York City field, Clay County, Tex., which has been converted to gas-storage operations; (2) laboratory data from research with a model oil reservoir, in which primary production, complete gas repressuring, and gas cycling for the New York City field were simulated; and (3) theory to explain reservoir performance during gas repressuring.
