Approximately 6,000 coal mines are operated in the United States. All of them have in some degree the elements that are likely to contribute to an explosion, hence it is surprising that explosion disasters are not more frequent and that many mines have been operated for years and finally worked out and abandoned without experiencing an explosion. The absence of coal-mine explosions does not always indicate that effective efforts have been made to prevent them but rather that the nine has been fortunate in that the combination of circumstances necessary to cause an explosion has not existed. In view of present knowledge of the methods of preventing explosions, disasters are inexcusable and discredit the mining industry. The methods of preventing mine explosions are known to experienced, well-informed persons engaged in coal mining, yet despite this knowledge far to many coal-mine operators continue to use practices and methods that they should know have resulted in numerous explosions. Moreover, many mine workers persist in following past procedure irrespective of consequences and in breaking safety rules or indulging in practices almost certain eventually to result in disaster. Continued failure to apply known common-sense methods of accident and explosion prevention unquestionably will cell for ultimate enforcement of law.

A major highlight of Fiscal Year 1993 is the completion of a new research facility dedicated to the advancement of robotics research and development. This new facility brings to the U.S. Bureau of Mines one of the largest and most unique facilities of its kind in the world. Located at the Bureau's Pittsburgh Research Center, the facility consolidates under one roof, all of the resource requirements of a first class automation and robotics research program. The Mining Robotics Development Center (MRDC) is the result of a major renovation of a large under-utilized warehouse-type structure and brings together the laboratories and offices previously housed in five separate buildings scattered throughout the Pittsburgh Research Center's 238-acre site. This new facility will support the computer-assisted mining research program, a high priority, multi-million dollar program that is expected to have a high impact on the health and safety of miners and coal productivity.

Much has been written of the changes undergone by coal in storage and the deterioration of coal through exposure to the weather. In order to obtain definite information for the benefit of the Government departments and of all who store coal in large quantities, a series of tests was begun in the fall of 1909 under the supervision of J. A. Holmes, then chief technologist of the United States Geological Survey, and was continued by the Bureau of Mines after its establishment in 1910. The tests were confined to determinations of the loss in heating value of the coals and did not include a study of other deterioration; for example, in coking quality or the yield of by-products in coking. The Bureau of Yards and Docks of the Navy Department cooperated in tests of New River (W. Va.) coal, a variety largely used by the Navy. A preliminary report presenting a brief account of the early results of these tests has been published by the Bureau of Mines as Technical Paper 16.a The detailed report is presented in this bulletin, which gives a full account of the tests and the analytical data covering a period of five years' storage. Data of somewhat similar experiments for shorter periods with gas coal from the Pittsburgh bed, with Pocahontas coal on the Isthmus of Panama, and with Sheridan, Wyo., subbituminous coal, which is used for railroad and other purposes in the West, are included.

THE Bureau of Mines was established in July 1910 to conduct research and to establish standards for mining equipment and practices which would conserve human life, natural resources, and property in the mineral industries. Several lists of equipment approved by the Bureau as permissible for use in gassy coal mines have been issued since then. The lists covering all approved equipment except breathing apparatus and explosives have born consolidated into two publications: Bulletin 343. Permissible Equipment Approved to January 1, 1953, and Information Circular 8220, Permissible Mina Equipment Approved By The Bureau of Mines During 1953-62. The, purpose of this publication is to supplement Bulletin 343 and Information Circular 8220 with a listing of permissible equipment approved during 1963 and 1964. This report is Volume II of a three volume final report dealing with the microseismic monitoring of a longwall coal mine. The research presented in Volume II is concerned with the evaluation of field techniques for obtaining seismic velocity data required for computing microseismic source locations. The report describes the evaluation of a number of different field techniques and the seismic velocity data obtained at the Greenwich mine site where the micro-seismic studies, described in Volume I of the final report, were carried out. Three different methods were employed to evaluate seismic velocities, namely; surface refraction, down-hole, and transmission. In all cases the seismic sources were either located on surface (mechanical impact) or near-surface (explosive charges). It was found that a mechanical energy source could be conveniently utilized to determine shallow velocities and make bedrock-regolith interface depth determinations. For deeper velocity determinations suitable explosive charge sources Here required. In general, refraction data did not always plot in a linear manner and some subjective interpretation was necessary. The down-hole method was found to be useful for incremental vertical velocity evaluation, however, the transmission method provided the most consistent average vertical velocity data. At the Greenwich site seismic velocities were found to be anisotropic with values ranging from 9,551 to 10,739 feet per second depending on direction.

Changes in the types of materials used for the construction of recent automobile models have occasioned a review of the continued applicability of current recycling techniques. Plastics are being used increasingly in late model cars. To evaluate the changes occurring, a 1972 Mercury Montego, furnished by the Ford Motor Co., was completely dismantled and analyzed, and the composition was compared with that of a composite automobile from 15 vehicles ranging in date of manufacture from 1954 to 1965 and designated as a circa 1960 model. The composite vehicle contained about 26 pounds of plastics, while the 1972 model contained over four times that quantity. The increasing use of plastics in automobiles suggests that research to improve the economic potentiality of plastics recycling is warranted.

This report presents the results of a study examining the relationship between supervisor characteristics and performance in underground coal mines, The specific objectives of the research include; document tasks performed by first-line supervisors during a normal shift; explain why supervisors carry out their duties as they do: identify salient characteristics of effective first-line supervisors; and formulate criteria for selecting and developing candidate supervisors. To accomplish the study objectives, on-site observation and data collection was carried out at 13 underground mines in Illinois, Ohio, and Pennsylvania. One hundred thirty-eight first-line supervisors were observed during a full work-shift and discussions with the supervisors and the mine superintendent were held during the course of the visit. The observational data from the study provide a detailed description of what supervisors to during their shift. The report begins with an introduction discussing the problem being studied and objectives of the research. The literature related to supervisor selection is then reviewed. The following section describes the research design including data collection procedures and statistical methodology used in the study. The next sections present the analysis of mine, section, crew, and supervisor characteristics. The report concludes with a discussion of the results of the study and recommendations concerning supervisor selection and development.

A dynamic gas-mixing system assembled by the Bureau of Mines for the generation of precise gas mixtures from sources of concentrated or pure gases and diluent gases is described. A set of electronic mass flow controllers with maximum flows ranging from 10 to 5,000 ml/min, a so-called Pure Air Generator, and gases in cylinders are used to generate differing gas concentrations. The repeatability of the delivery rate of a flow controller, measured on different days, has a precision of 0.3 pct of the setting. This dynamic gas-mixing system reduces the cylinder inventory and the demurrage charges for special gas mixtures. Gas mixtures that cannot be shipped commercially, such as flammable mixtures of methane in air, can be conveniently prepared by this system. The maximum dilution ratio is 2.5 x 104. Thus, gas mixtures can be made over a wide range of concentrations, from the percent region (by dilution of a pure single-component gas) to fractional parts per million (by dilution of a premixed standard, e.g., a 1,000-ppm mixture). This system is especially useful in determining the response of gas detection devices over the entire range of their measurement. Because the controllers are voltage controlled they lend themselves easily to automated control using computer-based systems.

It is generally recognized that if the lose and contamination of the fluid content of a core specimen from an oil- and gas-bearing formation in a well were eliminated, the value of core analysis would be increased greatly. In an effort to obtain uncontaminated cores, extensive field tests were carried out in the Mercy field, San Jacinto County, Tex., with the Carter pressure core barrel and an oil-base drilling fluid having very low rates of filtration as measured by the standard A.P.I. drilling-fluid filter teat. A tracer was added to the drilling fluid filter test. A tracer was added to the drilling fluid to provide a means for quantitatively measuring the volume of oil filtrate in the cores. Unfortunately, as stated in the report on the Mercy tests, very little oil nand was penetrated in coring the well; and because the performance of the pressure core barrel was not entirely satisfactory, the tests did not provide a complete answer to the question: Does a filtrate from an oil-base drilling fluid enter cores., and how does it affect the results of the core analyses?

Multiple branch wellbores and horizontal holes, when applied to deep lying ore bodies, have the potential of significantly reducing well costs by reducing total footage drilled per acre of well pattern. In addition, horizontal holes may increase sweep efficiency. Well completion is a major problem. They must be cased to contain leaching solutions within the underground portion of the production loop. Several drilling and completion concepts are given and evaluated in the report. Our evaluation shows that there is economic incentive to further develop these concepts for field application to ore bodies 1,500 feet. Multiple branch concepts are the most attractive. They can reduce well costs by as much as 30° when applied to 2,000 feet ore body depths (44%, at 5,000 feet) and can accommodate a lamer pump than conventional vertical wells. We recommend this concept be developed further to accommodate either dual or triple branches.

The real gross national product (GNP) expanded by 2.3% during the second quarter, down from the anomalous 4.4% growth rate in the previous 3 months. If the expansion continues through October, it will have lasted 5 yr and become the second longest in 40 yr.2 As in the first quarter, improvement in U.S. exports played a role in the continuing--albeit slow--growth. More than 2 yr of declines in the dollar relative to currencies of other industrial countries have contributed to a slight reduction in the trade deficit in real (volume) terms, as real net exports of goods and services rose $1.9 billion (table 1). Exports grew a strong 12.1% while imports, which had fallen the previous two quarters, rose 7.4%. Manufactured goods and petroleum products accounted for most of the second quarter import increase. The American Petroleum Institute estimates that the volume of crude oil and refined products imports in the first half of 1987 surpassed those in the same period last year by 7.5%, reflecting falling domestic production and higher than expected demand. Expenditure on durable goods--those that last at least 3 yr-by both consumers and producers also contributed to the second quarter expansion. Personal consumption of durable goods rose 9.0%, after having fallen the two previous quarters. Motor vehicle purchases accounted for most of the second quarter increase and the first quarter decrease. Sales of automobiles surged in the last quarter of 1986, as consumers rushed to capture the sales tax deduction that was eliminated on January 1. Sales fell in the first quarter of 1987, but have now moved closer to the trend line exhibited in the first three quarters of 1986. Automobiles accounted for half the 0.8% July gain in retail sales, and two-thirds of the 1.4% June gain. Producers durable equipment purchases also rose this quarter, accounting for the increase in nonresidential fixed investment.

"The Riley tungsten property of the Northern Nevada Mining Co. was examined by the Bureau of Mines in August 1943, and from February 22 to August 22, 1945, the property was explored by the Bureau.Riley mine, which comprises 60 acres, is in sec. 9, T. 38 N., R. 42 E., Mount Diablo base and meridian, in the Potosi Mining District, on the east slope of the Osgood Range in eastern Humboldt County, Nevada. J. S. Riley is president of Northern Nevada Mining Co., the general offices of which are at 29 East First Street, Reno, Nev.Winnemucca, Nev., 42 miles southwest of the mine and on the main line of the Southern Pacific and Western Pacific Railroads and U. S. Highway 40, is the nearest supply center. The post office for the Potosi district is 15 miles south at Red House, Nev., a station on the Southern Pacific and Western Pacific Railroads. A good dirt road, which leaves U. S Highway 40 about 15 miles east of Winnemucca, extends northeast to the property.Tungsten occurs as scheelite in a characteristic Nevada contact-metamorphic tactite deposit between limestone and granodiorite Fifteen diamond-drill holes were completed for a total length of 2,630 feet.In its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources, to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts preliminary examinations, performs the actual exploratory work, and prepares the final report. The Metallurgical Branch, R. G. [The steady increase of aluminum production means a corresponding increase of carbon consumption in the alumina-reduction cells. Improved petroleum techniques constantly reduce the amount of byproduct petroleum-coke production. These, trends threaten the alumina-reduction works with possible shortages of carbon, which must be supplied from some other source. In anticipation of this shortages, an investigation into the possibility of using coal as an alternative source of carbon was begun at the Northwest Experiment Station of the Federal Bureau of Mines. The investigation lit has developed bench-scale methods that produce carbon of higher purity than is required by specifications for anode carbon. Additional work will b required to bring these processes to pilot-plant seals and to prove the suitability of the carbons, produced or aluminum-anode consumption.]

Alabama probably has the most extensive deposits of high-grade flake graphite in the United States and was the largest producer during World War I. Therefore, with the outbreak of World War II, users of flake graphite turned again to Alabama to supply their requirements. Flake graphite is the most important ingredient contained in graphite crucibles used in melting crucible steel and special alloys essential for war purposes. Early in World War II the Army and Navy placed flake graphite on the list of critical war materials. During World War I, when the supply of Ceylon graphite (then in demand) was cut off, large quantities of flake graphite were produced in Alabama, and about 40 mills were built. Most of these were abandoned after the war when imports of the cheaper Madagascar flake (which gradually replaced Ceylon graphite) began to reach this country. With the beginning of World War II, the Madagascar supply was cut off', and consumers were again compelled to look to domestic sources for their supplies. They found only one small mill in operation, that of the Ceylon Graphite Co. in Coosa County, Ala. The Bureau of Mines made a preliminary examination of the Alabama flake graphite deposits in 1940. Samples were taken and tested at the Southern Experiment Station at Tuscaloosa.

A preliminary examination of the Dayton iron deposit was made in 1941 and 1942 by Paul E. Pesonen and O. H. Metzger, engineers of the Bureau of Nines. Trenching and sampling were recommended, to be followed by core drilling if favorable results were obtained. The Bureau of Mines conducted a project at the property from June to December 1942. The deposit is in sec. 6, T. 17 N., R. 23 E.; sec. 31, T. 18 N., R. 23 E.; sec. 36, T. 18 N., R. 22 E.; and sec. 1, T. 17 N., R. 22 E., M. D. B. & M., about 15 miles west of Lahontan Reservoir in Lyon and Storey Counties, Nev. It lies at an altitude of about 4,500 feet north of the Carson Plains, in the foothill section of mountains that rise to about 7,000 feet to the north of the property. The deposit may be reached by driving 12.5 miles northeast of Dayton over U. S. Highway 50, thence northerly 2.7 miles over a dirt road to the property. The climate is hot and dry in summer, with occasional thunderstorms some of cloudburst variety, and frequent high winds. Winters are usually moderate, with light snowfall and some subfreezing temperature.

The Bureau of Mines and the Alabama. Power Co. jointly conducted a first experiment in underground gasification of coal at Gorgas, Ala., during the fall and winter of 1946-47. This preliminary experiment showed that it was not difficult to maintain combustion of coal underground, and that coal in place could be completely gasified. It was noted that the high temperature developed by the gasification of coal in place brought about changes in overlying strata that appeared to be favorable to the process. The high temperatures caused the roof rock to become plastic, to expand, and to settle down on the mine floor directly behind the reacting coke face. These results were promising enough to warrant further investigation of the process. It was believed that if this action could be controlled properly with roofs of similar composition, it would tend to force the gas-making fluids underground against the coal faces. Plans for the second experiment were based in part on this favor-able roof action, and the successful operation of the planned initial straightline passages depended on this fact. Gorgas was chosen as the site for the second experiment for the following reasons: A tract of coal land of sufficient size was available and isolated from the main body of coal; the roof rock was similar in composition to that encountered in the first experiment; and the overlying strata were thick enough to eliminate some of the operating difficulties that had been encountered, In addition, power, water, and machine-shop facilities as well as an adequate supply of labor were available in this area, and the friendly cooperation of the Alabama Power Co. further recommended this site for the planned experiment.

This project focused effort on three separate areas: demonstration of a low seam longwall illumination system, design of illumination systems for low coal auger miners, and an assessment of machine lighting systems for machinery used to mine low seam coal. Results indicated illumination systems can be purchased by the mine operators of low coal seams. These systems can be supplied with the equipment as a factory integrated system or can be retrofitted to the machine or longwall equipment.
