Spontaneous firing of coal during storage end even during shipment has long been a serious problem, especially in some regions and with some coals, and methods for preventing such firing have been investigated at intervals for more than 70 years. Spontaneous or other firing of coal waste, either outside or inside mines, has also been a problem probably for as long as mining has been practiced extensively. Much trouble has been caused by such fires, and much money has been spent in attempts to extinguish them. It is known generally that surface waste banks in bituminous-coal fields are very likely to take fire sooner or later, but it is not known so generally that anthracite refuse-bark fires also are common and that at least some of them are more serious in their effect and results than being regarded merely as a nuisance. There surface refuse fires probably would have attracted much more than local attention long ago had it not been that they usually cause no more serious trouble than air pollution. A few supposedly effective methods of preventing or extinguishing spontaneous fires have been reported rather recently. Unless one or more of these prove to be widely applicable, methods of solving these problems are no more certain today than they have been for many years.

The Shamrock copper-nickel mine in Jackson County, Oreg., was formerly a part of the Chisholm mercury property. In 1948 new owners advanced the old workings 40 feet to reveal encouraging widths of copper-nickel sulfide, ore on the Shamrock claim. When the owner's funds became exhausted, the Bureau of Mines carried on the development in 1949-50, completing 1,650 feet of bulldozing trenching, 396 feet of drifting, and 3,419 feet of diamond drilling. The Bureau's trenching disclosed a separate surface deposit 600 feet south of the mine deposit. This and the previously known deposit subsequently were diamond-drilled. The underground deposit has a known length of 100 feet, a dip length of. 100 feet and a width varying from 1 to 25 feet. The surface deposit is 200 feet long, 200 feet deep, and 5 to 38 feet wide. Neither deposit has been entirely delimited by development to date.

"At the request of Philip S. Hoyt, the Eagle Mountain fluorspar deposits in section 35, block 68, Texas & Pacific Railroad Survey No. 9, were examined by an engineer3/ of the Bureau of Mines during March 1943: As a result of this examination; a preliminary program of trenching, sampling and core drilling by the Bureau of Mines was begun in. June 1943.4/ Eight deposits were explored.The Federal Geological Survey mapped the properties and furnished geologic information throughout the program, while the Texas .Bureau of Economic Geology6/ made preliminary maps that facilitated planning the exploratory work on section 35.The eight deposits explored by the Bureau of Mines are in block 68, Texas & Pacific Railroad Survey No. 9, Hudspeth County, Tex., approximately 7-1/2 miles south of. Hot Wells and 12-1/2 miles south of Allamoore, which is 10 miles west of Van Horn and 20 miles east of Gierra Blanco on U. S. Highway 80(fig. 1). A graded gravel road, built by the Public Roads Administration, leads from Hot Wells to the deposits in section 35, and there are unimproved roads, passable,by automobile, to all the other deposits.Carload shipments can be made to and from Hot Wells on the Southern Pacific Railroad, and complete railroad facilities are available at Allamoore on the Texas & Pacific Railroad.Van Horn and Sierra Blanca are the only local source of labor and. supplies. The prevailing wage for common labor is 60 cents an hour. Living accommodations are obtainable in Horn and Sierra Blanca.No electric power lines pass near the deposits. Diesel and gasoline motors are employed to furnish power for mining and milling operations.Two recently 'drilled water wells on section 35 furnish water for the mill. Other wells will be drilled if the present supply is inadequate for prolonged Peak operation.The properties lie in the foothills on the northeast side of the Eagle Mountains at 5,500 feet altitude. The Eagle Mountain Range rises sharply from a broad, flat valley known as Eagle Flat. Eagle Peak, the highest in the range, has an altitude of 7,510 feet. In the vicinity of the fluorspar deposits the topography is moderately reliefs ranging from 50 to 300 feet."

High war-time prices stimulated interest n various sources, and domestic production increased rapidly. What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

Dolomite, heretofore regarded merely as a variety of commonplace limestone, has suddenly attained headline prominence, partly because of the increase in demand for dolomite refractories to line metallurgical furnaces now working at an unprecedented rate of activity, but chiefly because it has become an ore of the light-weight metal, magnesium, needed in vast quantities for the manufacture of war machines. A multitude of inquiries, chiefly from war agencies and prespective operators, for data not only on locations of dolomite deposits but on their size and quality, has made it necessary for the Bureau of Mines to assemble all information available on this important subject. From the Bureau's own records, published information, and correspondence, date on locutions, extent, thickness, accessibility, workability, and chemical composition of high-grade dolomite deposits throughout the United states were accumulated for presentation herein. The report includes about 1,000 tabulations of analyses and a map showing locations of the deposits. The uses of dolomite are discussed in Bureau of Mines Information Circular 7192, "Occurrences and Uses of Dolomite in the United-States," published in 1941. The cordial corporation of many State ecological surveys and various individuals who have contributed information is gratefully acknowledged.

A statistical technique, useful to analyze assay and other data characterized by location in three dimensions, is described in this Bureau of Mines report. If present, trends in the data are defined for the purposes of improving ore estimation, predicting ore beyond existing workings, and aiding geological interpretation. The technique is to fit linear and quadratic polynomial equations to the data through the statistical method of regression analysis. The fitted linear equations have the geometric form of hyperplanes; the fitted quadratic equations have the geometric form of ellipsoids or elliptic hyperboloids of one or two sheets. To visualize these three-dimensional forms, contour maps of a series of plane sections through the fitted surfaces are plotted. Both the fitting of the polynomial equations and the plotting of the con-tour maps are done by electronic computer to facilitate calculations and to obtain accurate results. Computer programs are described in appendixes. Methods employed are illustrated by an example analysis) based on data from a part of the Fresnillo mine) Zacatecas, Mexico.

"The electrolytic manganese process developed by the Bureau of Mines4/ and now in use in the commercial plant of the Electromanganese Corp. at Knoxville, Tenn., and in the Bureau of Mines pilot plant5/ at Boulder City, Nev., involves the electrolysis of a solution of manganese sulfate and ammonium sulfate in a diaphragm-type cell. Metallic manganese is deposited on the cathodes, and sulfuric acid is produced at the anodes.. The spent electrolyte contains, in addition to the sulfuric acid, approximately 30 percent of the manganese and most of the ammonium sulfate originally present in the feed solution. This spent solution is used to leach fresh ore that has previously been given a reducing roast. The resulting leach liquor is purified and returned to the cell.Since the presence of small amounts of certain impurities in the electrolyte may be very detrimental to the electrodeposition of manganese, the purification of feed solution is a very important step in the process. According to the purification method6/ now in use in the Bureau of Mines pilot plant at Boulder city, Nev., cobalt, nickel, iron, arsenic, lead, copper, etc., are removed by precipitation as sulfides at a pH of 6.0 to 6.5. Residual sulfides and colloidal material are removed from the resulting solution by ferric hydroxide formed by adding a small amount of iron sulfate and passing air through the solution. Feed solution purified in this way contains less than 1/2 mg.-per liter-of such impurities as arsenic, iron, cobalt, nickel, copper, etc., and is pure enough to give consistently excellent manganese deposits.Although this purification scheme has given satisfactory results at the Boulder City pilot plant knowledge of the specific effects of various impurities would be valuable. Such information would be useful in diagnosing the causes of cell room operating difficulties, and might aid in the recognition and correction of impurity difficulties arising from the use of new ores.. The purpose of this investigation was therefore, to study the effects of various concentrations of some common impurities.Since the effects of some impurities may not be apparent during short deposition periods and since harmful impurities often cause erratic results rather than consistently poor ones, it was believed that conclusions concerning the effects of impurities should be based upon the results of a fairly large number of 20- to 24-hour tests. Because of the time required for such tests, it was necessary to limit the scope of the work to a few of the more common impurities."

Consumption and intensity of use trends for twelve metals, by industrial end use, were estimated for 1972 through 198Z. The trends were then forecast through 1993 using standard statistical methods. The intensity of use measure selected is the quantity of metal consumed per constant dollar output of a specific industrial sector. The metals studied were aluminum, chromium, cobalt, copper, lead, manganese, nickel, the platinum-group metals, tin, titanium, tungsten, and zinc. Average annual growth rates for the following four of the twelve metal increased from 1972-82 as follows: aluminum, 1.00 percent; platinum-group metals (consisting of platinum, palladium, and iridium), 8.83 percent; titanium, 7.82 percent; and tungsten, 6.09 percent. Consumption. for the remaining eight metals decreased at average annual rates ranging from 0.58 percent (copper) to 5.37 percent (manganese).

This circular, which is a revision and combination of two previous publications,3 4/ presents information on the different types of equipment that may be used to analyze mine atmospheres, with particular reference to the application and limitations of each type. Such information is frequently requested by mining companies, State mining departments, and other agencies concerned with safety in mining who wish advice regarding methods of analysis of mine atmospheres and the equipment necessary for establishing laboratories for that purpose. Since the Haldane-type apparatus is particularly applicable to the accurate determination of carbon dioxide, oxygen, and combustible gases such as methane in mine atmospheres, that apparatus and the method of operation are described in detail. The circular presents results of a critical study of the accuracy attainable with the Haldane-type apparatus in the determination of methane in concentrations of the order of 0.25 percent, by volume. Analytical procedures involved in the other methods discussed are presented in publications referenced in this circular. Information is given also on the various accessory equipment needed in a laboratory for the analysis of mine atmospheres, and suggestions on laboratory design are included. All technical facilities of the Bureau of Mines have been geared for more efficient use and conservation of mining equipment, developing plans for safety, improving the quality of coal through better methods of preparation, studying the problems of coal storage and utilization, and extending the uses of coal5/ for the war and postwar economy. The Bureau is now analyzing all of the coal purchased by the Army and much of that required by the Navy. Work on boiler feed water was doubled over last year to meet the increased demand made by the War Department for protecting vital boiler plants in many new camps and defense plants. Progress has been made in safely storing coal to reduce dangers of spontaneous ignition to a minimum and to preserve coking power. Mixtures of oil and coal to be used as a substitute fuel have been investigated. The U.S. Bureau of Mines assessed mineral resources of the BLM Malheur-Jordan Resource Areas (MJRAs) in southeastern Oregon in 1993 and 1994. The study relied heavily on acquiring and analyzing existing data. In order to efficiently handle and analyze a large quantity of data, a minerals information management program, informally called MINFO, was developed as a frontend for three databases created to store basic information gathered during the minerals resource assessment. The MINFO program will also provide the BLM with a method of tracking and updating minerals information in the future because program modules in MINFO allow the addition of new data and the correction of errors, creation of print files, transfer of data to other database formats, exportation of data to other software packages, and creation of AutoCAD script files to be used in conjunction with AutoCAD to produce maps. The report specifically identifies significant past and present mineral exploration and development activities and possible areas of future mineral exploration and development. These areas are informally designated as areas of development interest or ADIs. The report contains a scenario of what mineral development might reasonably occur in the foreseeable future if the BLM does not substantially change its present resource management plan, and it shows the possible socioeconomic impacts of that development. The uncertainty of the political and economic situation makes it extremely challenging for the USBM to accurately predict a reasonably foreseeable development scenario. The reasonably foreseeable development (RFD) scenario developed by the USBM for the BLM indicates short-term RFD of minerals should have a negligible socioeconomic impact, and longer-term RFD of minerals should have a slight socioeconomic impact on the MJRAs. The mining industry is facing a rapidly changing business and regulatory environment in Oregon. Several signal changes have occurred recently, including State regulations that require significant bonding prior to the startup of "chemical process" mining, an initiative by a special interest group to stop all chemical process gold mining within the State, and an opinion by the Oregon Attorney General (AG) banning all forms of placer mining without exemption. In the AG opinion, not even gold panning is allowed, and the prohibition applies to mining claims on Federal lands. The State legislature may amend the statute to allow small scale placer mining to occur, as was allowed under an AG opinion issued in 1982. These and other changes occurring at the local, State, and National levels are making it more challenging for the mining industry to operate in the United States. Several epithermal gold properties in the MJRAs attracted the mining industry's interest. Only the Grassy Mountain Project of Newmont Grassy Mountain Corporation may be developed in the next few years. It is probable that at least two other properties will be developed if Grassy Mountain is successful. Mining companies are waiting to see the effect recently promulgated State mining regulations and more stringent proposed regulations, particularly bonding regulations, may have on Grassy Mountain. Resources of bentonite, diatomite, and zeolite are abundant. The almost Ubiquitous stone, sand and gravel, and semiprecious gemstone resources also were examined. Little environmental or socioeconomic impact is expected from reasonably foreseeable development of these mineral resources.

In July 1947, the U. S. Bureau of Mines, in cooperation with the Air Materiel Command, started an investigation of zirconium alloys with the object of determining the suitability of such alloys for high-temperature applications. This report covers the preliminary study of about 25 zirconium-rich alloy systems with respect to preparation, fabrication, tensile properties, metallographic structures; constitution, and heat resistance. Obviously, each system could not be investigated thoroughly, and this publication can be regarded only as a first approach. The more promising individual alloy systems will be studied in greater detail and reported in subsequent publications. The study of zirconium alloys on such a scale has been made possible by the U.S. Bureau of Mines developments in the past 5 years On producing zirconium metal. This basic process is similar to that developed by Kroll for producing ductile titanium metal and consists essentially of reducing zirconium chloride by means of molten magnesium. The Northwest Electrodevelopment Laboratory at Albany, Oreg., has produced several thousand pounds of ductile metal in this manner and has a pilot plant producing over 300 pounds of metal per week. Alloys were prepared by melting Bureau of Mines zirconium and the best available grade of alloying element in graphite, with suitable provisions for preventing oxidation. The ingots were quartered longitudinally and sheath-swaged at 850° c. to 3/8-inch diameter rod. Two of those rods were send to Wright Field for room-temperature and 1,200° F. tensile properties. The remaining two sections were used for metallographic, hardness, heat-treatment, and heat-resistance studies. The salient features of this investigation are summarized in table 1.

The evolution of surface mining equipment has resulted in larger, faster haulage units, loaders, etc., resulting in increased demands on steering technology. Careful analysis of these systems was warranted to determine if steering-related safety problems have been introduced. The objectives of this program were to: 1. Define the generic types of steering systems being used on mobile mining equipment used in surface mining operations. 2. Gather information on steering-related accidents in mining operations. 3. Assess the need for initiating government-sponsored research into steering system technology. A comprehensive literature survey was conducted concurrent with extensive contacts with mining operations, mining equipment manufacturers, steering system component manufacturers, and government agencies. A Technical Evaluation Group composed of representatives from the above organizations was formed to review the data gathered. It was concluded that the steering systems in use on surface mining equipment are reliable and do not present a safety problem. The Society of Automotive Engineers, Inc. is active in pre-paring voluntary consensus standards to assure that the minimum levels of performance are defined for industry.

"Preliminary examination of the Khayyam mine indicated that greater reserves of copper might be found by trenching, sampling, detailed geological and topographical mapping, and diamond drilling. The deposit seemed to be a potential source of sulfur, also, for use in the manufacture of paper pulp.Formal examination of the Khayyam mine by the Bureau of Mines was a follow-up of a preliminary examination made by W.S. Wright and the author on October 19-21, 1944. John Reed and W. S. Twanhofel, of the Geological Survey, visited the property during the summer of 1943 and suggested that the prospect be examined further.Preliminary examination of the Stumble-On claim was made July 1-3, 1945, concomitant with the formal examination of the Khayyam mine 11/2 miles to the west.In its program of exploration of mineral deposits, the Bureau of lanes has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy, It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Moon, chief, conducts pre¬liminary examinations, performs the actual exploratory work, and prepares the final report, The Metallurgical Branch, R. G. Knickerbocker, chief, analyzes samples and performs beneficiation tests. Both these branches arc under the supervision of Dr. R, S. Dean, assistant director.Special acknowledgment is due Robert S. Sanford, acting chief, Alaska Division, Mining Branch, for his help in the preparation of this report and during the project work.The Khayyam property is situated at 550 18’ north latitude and 1320 24’ west longitude on Prince of Wales Island in Southeastern Alaska. (see fig. 1.) The mine adit is 2,350 feet above sea level, near the summit of a mountain ridge, and 2.8 miles in an airline southwest of the head of McKenzie Inlet, a southern branch of Skown Arm. Skowl arm is navigable by ocean-going vessels .to the mouth of McKenzie Inlet, where reefs and rocky islands limit the channel width to 50 yards. Beyond this point the inlet widens to nearly half a mile. Coast and Geodetic Survey chart 8142 indicates from 12 fathoms of water at this narrow neck to more than 30 fathoms throughout the remainder of McKenzie Inlet, The old ore bunker and dock at the head. of the inlet are beyond repair. A new ore bunker and dock would have to be built if a large-scale mining operation were established.The mine can be reached by trail along the western ridge that lies on the west bank of Omar Creek. The trail is approximately 4 miles in length. The grade is rather steep to an elevation of 1,500 feet, but the last 21 miles can be traveled over gentle slopes along the crest of the ridge.Ketchikan is 30 miles by air and 42 miles by water from the head of McKenzie Inlet. Feed, hardware, fuel oil, lumber, and explosives can be purchased at Ketchikan and delivered by boat to McKenzie Inlet. By using an airplane, all small equipment and camp supplies could be using an airplane, all small equipment and camp supplies could be dropped with cargo parachutes near the mine."

This Bureau of Mines investigation was initiated to study and establish some of the chemical and physical characteristics of the condensed Mno-Si02 system. To prevent oxidation of the manganous ion, I atmosphere of purified helium was used in the furnaces. Solidus-liquidus curves and invariant points were established from melting-point determinations and were supplemented from data obtained by the static-quenching method. Experimental findings and data are for the intermediate compounds of tephroite and rhodonite with their respective eutectics represented at 25.5 and 37.2 weight-percent silica. Tephroite melts congruently at 1,347° C., and rhodonite melts incongruently at 1,286° 8.. A metastable transformation was determined to exist at the 1,347° C. isotherm, the congruent melting point of tephroite. A composite X-ray-diffraction pattern was formulated for synthetic rhodonite. This investigation contributes fundamental data leading toward a better understanding of the more complex slag systems.

Following is a brief history of Bureau of Mines Division of Coal-Mine Inspection activities that have favorably effected health and safety and reduced Injuries at coal mines: The Federal cline Safety Code for Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines for the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consulting with representatives of management and mine workers, and was incorporated in the 1952 and subsequent bituminous-coal wage agreements. The agreement of May 29, 1946, betweeen the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reporting to the Coal Mines Administrator any violations of the Federal Mine Safety Code. Federal coal-mine inspectors also had temporary authority to close mines considered imminently dangerous, but authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

A survey of previous underground mine fires revealed a number of reported fires may have been caused by malfunctioning stationary electrical equipment. Therefore, an evaluation of conventional fire protection systems was conducted to determine their usefulness in the protection of this equipment. To simplify the problem and facilitate the handling of data, the under-ground mine was divided into nine work areas. Representative combustibles and associated hazards characteristic of each area were identified. Conventionally available fire protection systems were then examined and evaluated to determine engineering and cost feasibility, effectiveness and reliability for the development of fire protection guidelines which could be used within the nine areas of interest.

Geology and oil-yield data are presented for a 58-square-mile area encompassing the U.S. Department of the Interior oil-shale leasing program tracts in the western Washakie Basin, Sweetwater County, Wyo. Lithology and oil yields of samples from three Bureau of Mines coreholes are evaluated and correlated with Kinney Rim surface sections measured and sampled by the U.S. Geological Survey. Minable sections of oil shale averaging up to 25 gallons of oil per ton crop out on Kinney Rim in the Laney Member of the Green River Formation. Thick oil-shale sections in the Laney Member that average 15 gallons per ton represent 155 million barrels of oil in place per square mile. In the lower part of the Green River Formation the Tipton Shale Member contains a 20-to 40-foot section averaging 15 gallons per ton. Beds of high-volatile C bituminous coal up to 6 feet thick are present in intertongued parts of the lower Green River Formation and upper Wasatch Formation.
