Case studies from four western states are used to illustrate the impact of the environmental compliance process on the mining industry. The case studies were not chosen as a statistically significant sample of all mining operations in the western United States but were chosen as representative of operations on both public and private lands and in locations that exhibited varying degrees of involvement by governmental units, non-governmental organizations and the general public. Basically, each case study was chosen because some aspect of their environmental compliance process helped to illustrate an interesting point in the regulatory process. The criteria used to select the case studies were: mines located in different jurisdictional areas, mines located in varying geological areas~ mines located in areas having different historical relationships with mining: and operations that are in production as well as those seeking an operating permit. The variety of such projects should provide the necessary foundation to evaluate the impacts of the environmental compliance process in each location.

A simplified energy model for the United States is quantified for a recent historical period. The basic model and calculated quantified structures are used for a number of analytical case studies that estimate midterm and long-range shifts in patterns of energy resources demand and required supply. Historical data series are presented for the years 1947 to 1965 in the form of integrated energy balances by source, form, and consuming sector. In case studies I to XII, conditional projections of historical trends of energy demand and required supply are made for the midterm period 1966 to 1980. The projections are carried out by correlation of major energy components with relevant independent variables such as major economic indicators. Simulations of the medium-range projections to 1980 are carried out by varying the assumptions for the determining variables to produce high-and low-range projections for the midterm period. Case studies XIII to XXII are long term contingency or technological forecasts to the year 2000. These cases assume technological changes or innovations that produce major shifts in the long term pattern of energy consumption and the mix of required resources. The domestic resource base is assessed in its ability to meet projected or forecast demand for energy resources under the midterm and longrun assumptions made in the various case studies. Various energy issues or problems identified from the analyses of the case studies are discussed, and possible alternative approaches to solutions to these issues or problems are suggested.

Proposed advantages and disadvantages of low-voltage shielded trailing cables are formulated utilizing the literature and industry sources. A partial analysis of these proposed advantages and disadvantages is completed through a review of the literature. Cable costs are assembled from mine operators, cable and splice manufacturers, and actual cable purchases. To confirm each advantage and disadvantage, an underground test site is established, and testing is performed here and in the laboratory. All testing procedures are completely described. The results of this investigation are reported and used to formulate recommendations attendant to low-voltage shielded cables. Suggestions for installation, handling, and maintenance are presented.

This report documents the process of site selection, instrument installation, data acquisition, and preliminary data analysis followed to characterize the physical response of overlying strata to longwall mining. A system of surface, subsurface and mine level instrumentation was installed at the Allen Mine in Weston, Colorado where the overburden varied in thickness from 600 to 900 feet. Survey monuments, automatic-recording strain-meters, multi-point rod extensometers, inclinometer-extensometers, stressmeters and tape extensometer convergence stations were installed to monitor displacements and stress changes. A preliminary analysis of the data acquired up until project termination has shown the system to be operative and strata response to be similar to that reported for other subsidence monitoring case histories. Recommendations for continued monitoring of the instrumentation systems are presented.

Consumption of abrasive materials in the United States increased 22% in value over that of 1982 to $320 million; of which, 59% was manufactured abrasive, 35% was industrial diamond (natural and synthetic), and 6% was natural abrasive. Production value of natural abrasives, excluding industrial diamond, remained virtually unchanged. Production of crude tripol, a porous siliceous rock, decreased slightly; however, shipments of processed tripoli increased 13% in quantity and 32% in value. Production of garnet, an abundant iron-aluminum silicate, continued to increase primarily because of further increases in production from one plant that had completed an expansion program in late 1981. Results are presented of a comprehensive study of the characteristics of the original oil in the Weber sandstone reservoir, Rangely oil field, Colorado. Through the medium of subsurface sampling, adequately representative samples of the original reservoir oil were obtained from many parts of the reservoir over a period of 5 years concurrent with active development of the reservoir. Data of differential gas liberation, pressure-viscosity, and. pressure-volume-temperature relationships are shown for 12 subsurface oil samples. Data also are given of reservoir pressure and. temperature, composition of liberated or solution Gas, composition of 22 produced-gas samples, and Hempel analyses of crude-oil samples from 18 wells. The characteristics or physical properties of the 12 subsurface oil samples, as determined by laboratory analyses, were correlated with elevation of the top of the Weber sandstone. These relationships of oil characteristics to elevation in the reservoir show that only the oil in contact with the initial gas cap was gas-saturated at the existing pressure and temperature. The characteristics of the original reservoir oil were marked by an appreciable decrease of saturation pressure and solution gas-oil ratio and increase of viscosity and density with depth below the gas-oil contact. The composition of solution gas and of' produced was also was found to vary with elevation of the oil in the reservoir.

This report presents a complete qualitative picture of knowledge of the composition of petroleum as of April 1965. The material is presented in detai 1 on two imaginative maps--one, the Hydrocarbon Hemisphere, depicts the hydrocarbons that have been identified in petroleum; the other, the Heterogeneous Hemisphere, shows the sulfur, nitrogen, and oxygen compounds that have been found. All compounds are placed on the maps according to boiling point. The accompanying text illustrates by structural formulas the several types of hydrocarbon and nonhydrocarbon compounds identified, presents some quantitative data, and points out the possible geochemical significance of a number of the compounds. The possibilities of the Petroleum World of the future are discussed as a function of needed research.

Consumption of abrasive materials in the United States in 1981 was approximately $340 million, of which 37 % was industrial diamond (natural and synthetic), 39% manufactured abrasives, and 24% natural abrasives. Production and shipments of natural abrasives, excluding emery and industrial diamond, decreased in quantity 9% and 7%, respectively, when compared with that of 1980. Emery showed the largest change in output, decreasing 30% in quantity and 20% in value. Production of nonmetallic .manufactured abrasives material plus shipments of metallic abrasives material decreased 5% in quantity but increased 4% in value. Nonmetallic manufactured abrasives consisted of aluminum oxide (fused) and crude silicon carbide produced in the United States and Canada and accounted for 63% of the value of all manufactured abrasives. Metallic abrasives shipments included chilled and annealed iron shot and grit, steel shot and grit, plus cut wire, aluminum, and stainless steel shot and equaled 37 % of the value of all manufactured abrasives.

The investigation to evaluate the reserves of coking coal in the United States suitable for the manufacture of metallurgical coke is being made by the Bureau of Mines in three parts: (1) To estimate known (measured plus indicated) recoverable reserves of all coking coal; (2) to study the carbonizing properties of coals and coal blends not now widely used for metallurgical coke making; and (3) to upgrade marginal coals through effective preparation. This is the second7j of a series of reports giving the results of studies by counties under part (1) of the investigation. This report covers Indiana County, Pa., which comprises parts of the Smicksburg, Punxsutawney, Elders Ridge, Indiana, Barnesboro, Latrobe, New Florence, and Johnstown Quadrangles. (See fig. 1.) A base map for each bed in each Quadrangle was made to the scale 1 inch equals 1,200 feet. Maps of mines, locations of drill holes, bed and total coal thicknesses, and the outcrop of the bed were plotted on the maps. With all available data plotted, isopach lines were drawn to limit areas of known unmined reserves in beds 0 to 14 inches thick, 14 to 28 inches thick, 28 to 42 inches thick, and over 42 inches thick. These areas of coal reserves also were divided into "measured" and "indicated" categories. All areas in each thickness range and in each category, mined-out areas, areas excluded from the estimate, and areas outside of the outcrop were measured by planimeter on the base maps. Estimates of total reserves 14 inches and more thick and maps for individual beds were prepared from these data.

In 1988, the aggregate value of total world international export trade in mineral commodities was estimated at nearly $542 billion in current (1988) dollars, which was about 8.6% above the 1987 level, but still 23.7% below the record high set in 1980. Comparable comprehensive data for 1989 were not available in time for inclusion in this chapter, but 1989 returns for developed market economy countries only were 1 1.8% above those for 1988. These countries accounted for about 50% of the total mineral commodity export trade in 1988. It would be unsound to utilize the overall 11.8% growth rate for mineral commodity export trade for these countries to extrapolate the growth in total world mineral commodity trade because these developed market economy countries account for substantially different shares of the five major mineral commodity groups listed in table 2. Specifically, developed market economy countries in 1988 accounted for 56% of world export of ore, concentrate, and scrap, 74.7% of world exports of iron and steel, 71.7% of world exports of nonferrous metals, and 57.8% of all exports of crude nonmetals, but only 26.6% of world exports of mineral fuels. Moreover, even within each of these groups, the actual product mix included in developed market economy country aggregates differ from that in developing market economy country aggregates and in centrally planned economy country aggregates. Nonetheless, an increase of 9% to 12% in the value of world mineral commodity export trade seems indicated by available returns.

The production and processing of crude petroleum and natural gas are the dominant economic sectors of the Middle East. Development of downstream petrochemical and fertilizer industries continues as a major investment area. In 1993, the 15 countries that constituted the region accounted for 29 % of world crude petroleum output, 19 % of world natural gas plant liquid production, and 6 % of world dry natural gas production. Only Cyprus and Lebanon were not crude petroleum producers. Regional output was up for most major mineral commodities. A major exception was phosphate rock, which declined sharply owing to reduced worldwide demand. Total crude petroleum output declined by over 100 Mbbls, again owing to slack demand in the major industrial countries.

To demonstrate the feasibility of unwatering ore reserves previously indicated in the virgin Melrose zinc-lead field in Kansas and Oklahoma, the Bureau of Mines .carried through a pumping project on the Park Walton farm in 1943. Due to success of the undertaking, attention was turned to exploration of other indicated ore deposits and promising areas within that part of the field benefited by .the drainage project, By the middle of 1946, four private mining companies were active in the field; and a considerable output of lead and zinc concentrate had been obtained from the new Park Walton mine and mill. The Park Walton Ore deposit was unwatered by installing deep-well pumps in three holes previously drilled by the lessee. Pumping was continued by the Bureau of Mines at a rate of 2,500 to 1,000 g.p.m. for about 6 months; during this time the local static artesian water-level, originally averaging 108 feet below the surface in the old drill holes was lowered to the 316-foot level, which justified beginning the initial shaft sinking and mine developments. In all, about 750,000,000 gallons of water was pumped by the Bureau of Mines at an operating cost averaging $0.024 per 1,000 gallons.

A study was made by the Bureau of Mines of the temperature and thermal stress distributions in thin circular disks subjected to peripheral thermal shock at various rates of heat transfer. The theoretical analysis is based on one-dimensional radial heat flow by conduction in the disk, and on heat exchange by convection between the disk and its surroundings. Preliminary experimental data obtained from shock tests on thin circular disks of basalt, quartzite, and taconite show reasonably good agreement with theory. The case of constant properties and plane stress is treated. Solutions of the stress distribution are presented for both cooling and heating shocks. The elastic energy stored at fracture is examined, and on this basis an average stress theory is formulated. Physical properties vital to the studies include thermal conductivity, thermal diffusivity, tensile strength, Young's modulus, and linear coefficient of thermal expansion. This work is of importance in predicting the thermal shock responses of a rock body of finite size.

Expanded war in Viet-Nam overshadowed activities in the Far East in 1965, diverting capital and materials from potential regional development projects. Japan with-stood a period of business recession that was particularly felt by its coal mining and iron and steel industries. Toward yearend signs of improvement began to show. Despite the recession with attendant credit restrictions and forced cutbacks in areas of overproduction, Japan's overall industrial output rose nearly 5 percent during the year. Foreign trade, liberalized in 1964, was a strong point in the Japanese economy and took the place of lagging domestic demand. Japan maintained its third place in world production of iron and steel ahead of West Germany and in 1965 was the world's fore-most exporter of iron and steel in primary and semimanufactured forms. Economic setbacks in mainland China caused by its "Great Leap" failures and subsequent withdrawal of Soviet technical assistance were difficulties relegated to the past. However, a newly formed "Red Guard" political group, part of a so-called cultural revolution, was due to cause new disruptions in 1966. Nevertheless, significant gains were claimed in Chinese industry, and the country approached self-sufficiency in petroleum in 1965 by virtue of its Tach'ing oilfield. Restoration of friendly relations was achieved between South Korea and Japan accompanied by Japanese offers of industrial aid and increased trade. Indonesia's economy was deteriorating; the country withdrew from regional development organizations and continued its stubborn confrontation policy against Malaysia throughout 1965. Late in the year after a Communist uprising had been quelled, there was a period of political retrenchme t and it was hoped that economic improvements would follow. Petroleum remained a strong area in Indonesia's varied resources, and its production was increasing. Tin output declined, however, because of operating difficulties.

"The O'Jack Mining Co.'s zinc and lead deposits in Jasper County, Missouri, have been worked intermittently since the early nineties; production from these deposits was greatest during World War I and II - 4,668 tons of zinc and lead concentrates. The deposits are in a sink-hole structure in which intense deformation has taken place and in areas of disturbance in the sheet-ground horizon.While high-grade ore was being mined, the operators sank seven churn-drill holes for the purpose of extending reserves. They then asked the Bureau of Mines to explore the deposit with the object of developing a reserve of lower-grade ore that could be mined by open-pit methods. Twenty-two holes were sunk. The methods of drilling and sampling and the logs of the holes, as of those drilled by the operators, are given later in this report.INTRODUCTION AND ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mined has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Papers presented at a U.S. Bureau of Mines (USBM) technology transfer seminar describe the causes of violent material failure in U.S. mines, measurement techniques for monitoring events that result in violent failure, and mitigation techniques for controlling failure. Specific factors contributing to violent failure are identified on the basis of geotechnical monitoring in 16 U.S. hard-rock and coal mines and on statistical analyses of 172 coal bump events. New monitoring and analysis techniques developed as tools for assessing violent failure; geotomographic methods that provide new capabilities for the study of material failure and stress changes over large areas; and seismic methods for determining source locations, calculating energy release, and determining source mechanisms are described. Fair correlations have been established among seismic parameters, elastic stresses, face support load, and violent events. USBM studies have identified the advantages using both yielding and stable pillars for coal bump control. A computer program has been developed as an aid for selecting room-and-pillar layouts. The practical aspects of implementing a destressing program is outlined for coal mines, while the importance of mine orientation and timely support installation in controlling buckling-type failure is identified for hard-rock mines.

This survey report, the first for this type of fuel, is issued to provide information on the characteristics of the burner-fuel oils now manufactured for sale. Reports of surveys of diesel fuel, conducted under a cooperative agreement between the American Petroleum Institute and the Bureau of Mines, United States Deportment of the Interior, have been published annually since 1950.2/ This survey of burner-fuel oils is similar to the diesel-fuel surveys In pattern and has been conducted under an extension of the same agreement at the request of the Oil-Heat Institute of America and the petroleum industry. It is not intended to conflict with the diesel-fuel survey but rather to supplement it. Burner-fuel oils, also specifically referred to as heating oil, range oil, furnace oil, "Bunker C," and fuel oil, are sold in increasing volumes for use in this country and for export. Sales of all grades of fuel oil in the United States have increased from 340 million barrels in 1926Y to over a billion barrels per year. 4/ Distillate fuel oil sales, in proportion to total fuel-oil volume sold, increased from 42 percent in 1950 to 50 percent in 1954. To initiate this project a critical evaluation of the pre-sent phosphate mining industry in the Western phosphate field was conducted. Mines were visited, mine operators were interviewed and pertinent literature studied. Three phosphate mining enterprises were reviewed and mining cost estimates prepared. The report discusses the present state of phosphate processing, rock alteration and location. New ideas and concepts are proposed to improve the recovery of phosphate rock from the Phosphoria formation. The report evaluates two variations to the present phosphate open pit mining methods, which were developed to improve the economics of mining phosphate and to better accomplish necessary reclamation and accelerate the time for environmental recovery. A material handling system using conveyor haulage will eliminate the need for trucks. Terrace haulback utilizes safety benches to haul and dispose of waste in the mined out pit. Ore will be removed from the pit via an inclined, cable-supported mobile conveyor.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruction3 issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor; if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

In 2005, a total of 7,111 sand and gravel mining operations reported employment to the Mine Safety and Health Administration (MSHA). ? Sand and gravel mines were the largest mining sector, comprising 48.5% of all mining operations. ? Sand and gravel mines were found throughout all 50 states and Puerto Rico.
