This report presents the results of a three-phase investigation of the feasibility of using cemented coal waste in active underground coal mines to prevent mine subsidence. Coal caste was broadly defines to include waste from both coal preparation plants and coal-fired power plants. Underground systems with potential for cemented backfill are determined through identification of current mining methods and available technologies for cemented backfilling and consideration of materials and systems constraints upon mining and backfilling integration technical concerns including operation, health and safety, materials utilization, environmental impact, applicability and techni¬cal status are assessed for six (6) systems which were identified as potentially feasible. Two (2) of these systems are conceptualized in a hypothetical case history and developed to further assess their operational and economic feasibility. Comparisons of costs among both systems and with costs of surface disposal are presented. Also presented are the conclusions reached concerning the present feasibility of using cemented backfill in active coal mines and potential avenues for further research. Appendices contain further consideration for design of cemented mixtures to be used in backfilling, the results of laboratory testing of mixtures rich varying concentrations c: waste products and cementing agents, and an annealed bibliography

The successful expansion of crude oil production begun in late 1977, led to promising development of the nonfuel minerals sector. Although actual production of nonfuel minerals was limited both in variety and in percentage of output on a world scale, the potential for expansion with a rapidly developing infrastructure was significant. The energy base was expanding with construction of two new hydroelectric powerplants in addition to the existing plant near Edea. The Song Loulou plant will have a 240-megawatt capacity, and a hydroelectric plant under construction in the northern part of the country by mainland China will have 72 megawatts of installed capacity. Inflation of between 15% and 20% resulted in a real gross domestic product (GDP) of $2.8 billion2 in fiscal year 1980 (July 31 to June 1), up 6% from that of the previous fiscal year. Petroleum became the leading export item in terms of value, surpassing coffee and cocoa exports. Mineral exports as a whole increased eightfold in value, mainly because of oil sales. Oil exports also caused a reduction in the trade deficit by nearly one-third, and the Government expected its 1980-81 budget to be balanced at $1.17 billion. The Port of Douala accounted for about 8 million tons of cargo, or 93% of total maritime traffic for Cameroon. Expansion plans for the port call for an initial increase to 5 million tons, and a cargo handling capacity of 7.5 million tons in 1985 and 10 million tons by 1990. The Port of Victoria will gain importance with the startup of an oil refinery. The country's third seaport at Kribi was used solely for timber shipments, and capacity at the Port was to triple by 1981. The Government operated its own shipping line with six oceangoing freighters. France was the dominant trading partner, accounting for 25%

This report is one of a series prepared by the Bureau of Mines on manganese deposits of the Northwestern States. It describes properties on the Olympic Peninsula, Wash. Exploration by the Federal Bureau of Mines in 1939-40 and 1954-55 on several typical deposits is summarized, and examination data are presented for other manganese deposits on the peninsula. An attempt was made to list all known occurrences; however, some properties are abandoned, and their exact location is unknown.

This work, conducted under Bureau of Mines contract, deals with the development of a computer graphics software package that will: 1. display mine ventilation schematics and other representative Illustrations for a real-time data acquisition system under development by the Bureau, and, 2. utilize the Bureau-owned Minefire and Ventilation Code for display of ventilation on and contamination predictions. The software package has been written try operate on a 64K, Z-80 based microprocessor-computer. The project has been divided into two phases. The first phase dealt with the development of the graphics software The sec rind phase dealt with the retrofit of the Minefire and Ventilation Code to the Z-80 microprocessor-computer.

Objective The main purpose of this video is to teach mine rescue personnel certain aspects of rescue work that are not traditionally taught. These include the strain caused by working continually under adverse conditions; the "survivor guilt" that occurs from being spared the fate of one's deceased cohorts; and the posttraumatic stress that may be experienced during the sometimes lengthy task of recovering the victims' bodies. Background On November 20, 1968, an explosion rocked the Farmington No. 9 Mine in northern West Virginia (figure 1). The explosion killed 78 of 99 miners who were working in the mine, including all but one member of the mine's rescue team. Some 30 years after the event, researchers from the NIOSH Pittsburgh Research Laboratory (PRL) conducted a video interview with Danny Kuhn (figure 2), the only Farmington No. 9 mine rescue team member who was not working that day and who did not die in the explosion. According to the Mine Safety and Health Administration (MSHA), there are about 80 underground coal mine rescue teams in the United States, and according to the National Mining Association, there are more than 850 underground coal mines. This represents a significant decrease in both over the past decade. The low number of rescue teams is a concern because serious incidents, though fewer, still happen, and if a disaster occurs, there will be fewer rescue teams to respond. This would result in an increased need to use available human resources very efficiently. Much training to prepare these rescue teams still takes the form of what educators call "teaching to the test." In other words, teams practice in order to win mine rescue contests. This test-oriented approach has traditionally been augmented by interactions with others who have responded to real situations or by participating in actual incidents. Given few incidents and fewer rescue teams from whom to derive enrichment, the preparation of coal mine rescue personnel becomes a problem. Recently, more emphasis has been placed on active learning, such as working out problems in smoke. These sessions more nearly simulate the actual conditions that today's team members might rarely encounter. To properly prepare and retain the current coal mine rescue personnel who are left in the workforce, it is necessary not only to offer such hands-on experience, but also to replace the learning narratives that once were passed from team to team. The present video is intended to contribute in that capacity. Approach NIOSH researchers first learned of Mr. Kuhn in the fall of1998. Mr. Kuhn was contacted and agreed to an interview. An oral history interview was conducted with Mr. Kuhn in early November1998. After reviewing the videotape of the interview, researchers determined the content to be so rich as to warrant a second interview in a more formal setting. The second interview was done in early December 1998. During this interview, Mr. Kuhn spent about 2 hours describing the Farmington disaster, including the workplace climate leading up to the explosion, the events that took place in the 10 days after the explosion, and the nearly 10-year effort to safely and successfully recover most of the victims' bodies. The videotape of the second oral history interview with Danny Kuhn was reviewed and edited by NIOSH researchers for content. Careful attention was used to ensure that valuable information was presented, but within a reasonable timeframe. A detailed map of the Farmington No. 9 Mine was edited into the final video and used to highlight critical features as they were being described by Mr. Kuhn. Results and Accomplishments A 60-minute videotape and instructor's guide for use in safety training or other settings was completed. The target audience consists of all those who work in underground coal mines. This training video will help safety instructors better prepare mine rescue team members for the situations that they will encounter when engaging in extended rescue and recovery work. The Pittsburgh Research Laboratory of the National Institute for Occupational Safety and Health (NIOSH) endeavors to provide national and world leadership in the prevention of work-related illness, injury, and death. This is accomplished by using a scientific approach to gather information, assemble and create knowledge, then translate the knowledge and results into products and services. These products and services are then delivered to all personnel who can effect prevention. Obviously, the development and use of instruments to monitor mine roof conditions provides an opportunity to execute that mission. In the late 1990’s, based on observations at a number of underground limestone mines, only a few used roof monitors. Subsequently, NIOSH introduced the Roof Monitoring Safety System (RMSS) as an aid to roof inspection beyond traditional visual and sounding techniques. Initial expectations were that by gaining roof movement information, ultimately roof sag rates could provide indications of eventual failure. During this investigation, RMSSs were installed in 13 underground limestone mines in six states and this paper analyzes the data obtained at three of these mines. This paper also provides an overview of the system, data, analysis, and applications relevant to the RMSS.

This document is Volume II of a two-volume report on underground and surface coal mine fires occurring between 1950 and 1977. Volume I discusses the methods of data acquisition, data analysis procedures, results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of coal mine fires during the period from 1950 through 1977 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 14 indexes keyed to the master list and annotated bibliography. The appendix contains three different parts: o The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires) o The annotated bibliography of journal articles about selected fires from the MSHA bibliography o A listing of non-reportable fires (one section each for underground and surface mine fires) Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

The Bureau of Mines is responsible for a broad spectrum of programs for meeting the diverse and changing mineral resource needs of the Nation. These programs are managed by the Director and two Deputy Directors, who formulate general policy and program direction from the Washington, D.C., headquarters. A senior advisory staff, consisting of the Chief Staff Officer, Chief Scientist, and Chief Mining Engineer, provides advice and consultation to the Director on a wide range of scientific and technical matters and acts on behalf of the Director to maintain liaisons with other government agencies, mineral industries, and professional societies. Bureau program activities are classified into two major functions: (1) Developing new and improved technology that will make the production and processing of minerals more efficient, safer and more healthful for mineral workers and the public, and more compatible with a quality environment.

Extremely difficult ground conditions were encountered in the main belt entry in a room and pillar mine in West Virginia. Several generations of supplemental support, including cable bolts, cribbing, and Heintzmann jacks and beams failed to halt roof falls that threatened workers safety and the life of the mine. Polyurethane (PUR) was injected into 27 intersections in the roof and the results were monitored by borehole video camera. The mine had averaged 2-3 falls in the beltway per year and, since the roof injection, no roof falls have occurred. Pre- and post injection monitoring of test holes showed that stability can be achieved without filling all of the existing void spaces. Video logging showed that the project goal of building a beam from 2-6 ft into the roof was successful. Pre-injection monitoring of roof fractures uphole can delineate the zones to target for reinforcement, and avoid pumping PUR into large voids to little effect. Multiple-injection zones can be identified, and the entire intersection drill hole array can be optimized based on knowledge of the fractured zones. In addition, pre-monitoring can prevent excessive hydrofracturing in solid zones. Polyurethane injection is a proven method of rock stabilization in even the weakest, most broken ground. Optimization of the injection design by pre-injection video diagnostics can greatly contribute to the successful and efficient roof stabilization.

The commonly used exact methods (1-2) to determine the WL measure the total a activity or the total number of a counts during three preselected time periods. Due to the half-lives involved (TRaB = 26.8 min, TRaC = 19.7) I these methods take 3S minutes to complete the a activity Ra measurements. Methods using the total a counts, obtained at times less than about one RaB half-life after the end of sampling run into statistical 214 problems. These methods are almost blind to RaB (Pb214) as a consequence of its relatively long half period (see above) and the fact that RaB is a ß emitter. The way out of this dilema is to measure RaB directly through its ß activity. Since RaB's daughter Rae (Bi214) is also a ß emitter, the two f3 spectra have to be separated to obtain RaB alone. How this is accomplished 1s described in subsequent sections describing the theory of the IWLM and its calibration. 2.0 THEORY The IWLM samples air for two minutes and counts this airs ample for two minutes starting 3 sec after the end of the sampling period. The instrument has three channels. The lower a channel, the upper a channel, and one ß channel. The total RaA counts observed are accumulated in the lower a channel, the total RaC? counts are stored in the upper a channel. The total ß counts from RaB and RaC are recorded in the ß channel. These three quantities are functions of NA, NB, and NC, the unknown concentrations

This report describes Bureau of Mines experiments in gasifying coal in a helium-heated tube-coil reactor. The purpose of this work was to investigate helium as a medium for transferring heat from a nuclear reactor to gasify coal or for use as high-temperature process heat. A laboratory-scale system was designed and constructed to demonstrate feasibility. In preliminary tests with this system, in which the coal was fed as a water slurry, the helium-heating and recycling equipment operated well. Considerable difficulty was experienced, however, in preheating coal slurry to the desired range of 400° - 1,000° F. without plugging the preheaters. Five different preheaters plugged with coke or with salts leached from the coal. The longest operating period wan 12 hours. These difficulties were partly due to the relatively small equipment and flow rates. The gasifier processed l pound per hour of low-rank coal at 300 p.s.i.g. and 1,800° F., with the carbon conversion limited to 20 to 30 percent by the short residence time and slow heat-transfer rate.

Objective To develop safety training tools for mine safety and health trainers that can be used for both new-miner training and annual refresher training. Background For the past 3 years, NIOSH has been developing training materials for mine safety trainers in response to gaps identified during stakeholder meetings. Most materials have been directed to the hazards of underground mines, but the recent passage of Part 46 of CFR 30 required new-miner and annual refresher training in aggregate operations. One result was the identification of another audience needing basic information about safety in mining. Trainers characterized trainees in this segment of the industry primarily as young males, many of whom had little work experience. Approach Training specialists from the Arizona State Mine Inspector’s Office approached NIOSH researchers early in2002 about the possibility of a collaborative project to develop safety training materials for new trainees in aggregate operations. A preliminary search of MSHA accident statistics identified over a dozen common hazards that could be targeted in a training video. A storyline was developed for review by safety specialists in the aggregate industry, and a script was written to cover the selected hazards. Although the target audience was primarily new hires, the finished video was also to be relevant to more experienced workers.

The advance-and-relieve method benefits from lateral destressing associated with mining in laminated rocks and a high horizontal stress regime. This stress control method is based on measurements showing that occurrence of rock failure in the roof and floor of an entry (or caving of roof strata in a panel gob) results in redistribution of stresses in adjacent entries. By locating other entries within the shadow zone of the first entry (or gob), improvements in stability can be achieved. Numerical modeling proved useful in studying the basic mechanics of lateral relief while investigating the sensitivity of results to different geologic and mining parameters using controlled experiments. It was shown that failure of rocks near an entry results in redistribution of horizontal stress and shifting of the stress to higher horizons. Measurements from two mines are consistent in showing significant horizontal stress reductions in comparison with the far-field stress regime within the destressed zone. Although the far-field stress regime is very anisotropic, these measurements show near-equal secondary principal horizontal stresses, or perhaps a switch in orientation, as a result of destressing. Stress relief is achieved through lateral movement and relaxation of rocks along weak bedding planes toward adjacent caved zones (or softened zone). Because of cave geometry in the advancing panel, horizontal stress concentrations occur near the cave line both in front of the face and to the sides. The horizontal stress concentration reaches 1.7 times the far-field stress ahead of the face. This stress increase is significant and may cause structural damage in this zone benefiting from additional support. In the next advancing panel located within the shadow zone of the gob, horizontal stresses are significantly reduced in the roof (by 50%). Thus, the stability of future advancing panel can be improved through prudent layout designs and sequencing. The width of the relief zone is significantly influenced by the height of the softened (or cave zone) and rock mass properties.

Increased employment and a lower accident-frequency rate were the outstanding features of the metal- and nonmetal-mining4 industries of the United States in 1939 compared with 1933, according to reports furnished by individual mining companies to the Bureau of Vines, United States Department of the Interior. Except for 1937, the reports for 1939 showed gains both in number of employees and number of mar -hours worked over all years since 1929. The accident-frequency rate per million man-hours of exposure to mining hazards was lower than in any year since 1925. Reports for 1939 revealed a total of 111,909 men employed in and about mines, an increase of inure than 8 percent over 1931 The total volume of labor performed at all mires was slightly more than 299 million plan-hours, an increase of mare than 10 percent over 1938. As these gains suggest, the average employee had a longer period of work in 1939, the increase amounting to r workdays per employee.

A study of the high magnification of some inorganic fibers which are found in nature or produced in the laboratory, has been conducted with the electron microscope. This series of electron microqraphs shows the important morphological differences exhibited by potassium-lead silicate, lead-aluminum silicate, chrysotile, wollastonite, silicon nitride, potassium titanate, cobalt chrysotile, magnesio-fluor-richterite, fluor-richterite, refractory oxide fiber, silicon carbide, massive serpentine, and palygorskite. A ribbon or a thin lath 250-2500 A. wide is the structural form of potassium-lead silicate and lead-aluminum silicate. Chrysotile, cobalt chrysotile, and massive serpentine all have a tubular structure and a fairly uniform (150-300 A.) diameter. Wollastonite, potassium titanate, fluor-richterite, and magnesio-richterite crystals have a lath shape, and potassium titanate laths are laminated ribbons. Single fibers of silicon nitride and palygorskite are ribbons, and the silicon nitride sample contains many twins (branching fibers). Palyqorskite fibers are highly flexible and have cross-sectional measurements of 150-300 A. Silicon carbide fibers differ from other fibers because their structure consists of several different forms. The sample used in this study had, predominately, a margarite-type structure. The refractory oxide fiber lost, all its apparent fibrosity after being prepared for electron microscopic examination, and only irregular fragments are visible in the electron micrographs.

According to Lindgren , the economic importance of pegmatites stems from the fact that they represent the principal natural storehouse of two classes of mineral products : (1 ) common minerals in exceptional size and purity and ( 2 ) several of the rarest minerals , which are not commercially available from other types of deposits . Most pegmatites can be described simply as coarse- to very coarsegrained granites . Pegmatite includes coarse -textured igneous rocks of any composition , such as syenitic , alkali syenitic , dioritic , or gabbroitic ; but basic pegmatites are far less common than those that are associated with acid rocks and correspond approximately to the mineral composition of ordinary granite . Moreover , only a very few basic pegmatites can be considered as economic sources of useful minerals . Whereas , in ordinary granitic rocks the individual minerals usually measure 1/8 to 1/4 inch across , in pegmatites they are characteristically over 1 inch and often more than 12 inches in diameter . Although some of the constituents of the pegmatite may be only a fraction of an inch in length , single crystals more than 10 feet long are by no means unusual , and some crystals are enormous . A whole quarry was operated in the Urals within a single crystal of feldspar . Huge quartz crystals are quite common although usually imperfect . Muscovite plates 10 feet in diameter have been mined in India , and the Purdy mica mine in Canada contained a mica crystal measuring 6.5 by 9.5 feet and weighing nearly 7 tons , which supplied more than $20,000 worth of trimmed mica sheet . A loglike crystal of spodumene in the Etta mine in the Black Hills of South Dakota was 42 feet long . Giant crystals of beryl weighing several tons apiece have been mined from several properties . Because so many rare minerals are found in substantial concentration only in pegmatites , it is a common fallacy to suppose that pegmatites are always enriched in rare elements . Traces of most of these elements , of course , are found in almost all igneous rocks , and they reappear in the sediments derived from igneous rocks . It does not follow , however , that all or even most pegmatites contain higher percentages of rare elements than other granitic rocks . Geological evidence points to the probability that notable concentrations of rarer minerals or elements in pegmatites are more or less fortuituous , such additions often being ascribed to events subsequent to the original emplacement of the main body of the pegmatite . Most pegmatites consist principally of potash , feldspar , and quartz . Even mica , although commonly present , is not an essential constituent . Probably

In 1980, gold, silver, and pit and quarry construction materials were the principal minerals produced in the Dominion of Fiji. The combined value of these minerals totaled some $7.2 million,2 over 85% of all mineral production, Production of cement, sand and gravel, and quarry products continued to increase, but gold and silver production from Fiji's only operating mine declined slightly from the previous year's level. Mineral exploration has been carried out by U.S., Australian, British, Canadian, West German, and South African companies since the early 1960's, and a high level of activity was maintained throughout 1980. At the end of 1980, some 40 mineral prospecting licenses covering over 4,300 square kilometers were in force, and 19 applications were under consideration by the Mineral Resources Department. Total expenditures by mining companies on land base projects exceeded $6 million in 1980.

"The pure mineral chromite, FeO.Cr203, consists of ferrous and chromic oxides, chemically united in equal molecular proportions. Unfortunately, pure chromite as defined above appears to be a rare exception. In most chrome ores the mineral may be considered a combination of spinel, MgO.Al203, and chromite, with the latter predominating. The ratios between the four common constituents Fe0, Mg0, Cr203 and A203 vary greatly, and other minor constituents such as TiO2 and. Fe203 may also be present.In the mechanical concentration of chromite ores the maximum grade of concentrates that can be produced is thus limited by the composition of the chrome minerals present. Pure chromite contains 68 per cent Cr203, but the Cr203 content of the chrome minerals in commercial ores varies between 45 and 60 per cent and the average is not far from 55 per cent.Chromite is usually associated with serpentine. Other silicates, quartz, dolomite, magnetite, ilmenite and other iron Minerals are frequently present.The amenability of a chrome ore to concentration, depends upon the kind and amount of the various gangue minerals present and the amount .of crushing necessary to separate the chromite from them.A relatively small amount of chrome ore is concentrated by milling. In most cases the mine product is simply hand-sorted. Such chrome deposits as are known in the United. States can not be worked in this way on account of one or both of the following conditions: High cost of labor and finely disseminated impurities. There are, however, several deposits in the United States, Canada, and Alaska which may be able to compete with imported or by efficiently utilizing modern ore-dressing and milling methods."
