The report is concerned with the issue of the possible transfer of U.S. and other developed country deep ocean mining (DOM) technologies to developing countries. This subject is one of several major issues in current UN Law of the Seas negotiations. As background to the subject, the report provides a detailed critique of the various terms and conditions pertaining to technology transfer in recent negotiating texts. It also provides a description of the relevant DOM technology, sources of innovation, and methods of proprietary protection. Functional requirements for viable technology transfer are developed and used as a basis for the definition of alternative levels of programs and implementation approaches, including required changes in the negotiating text. The consequences of these technology transfer options on the various parties are investigated.

In situ stresses are important input data for the design of safe, stable stope layouts and extraction sequences. However, it is commonly assumed that normal and shear stress gradients in a stress field are negligible and, consequently, that stresses are uniform throughout the region of analysis. To evaluate these assumptions and to provide input data for an analysis of a shaft pillar mining plan, in situ stresses were measured at the Homestake Mine, Lead, SD, using overcoring on hollow inclusion cells and borehole deformation gauges. These measurements were used with conventional least squares, best fit data reduction schemes. The results showed that normal stresses within the shaft pillar were less than, but comparable to, those estimated from finite-element modeling. Shear stresses were an order of magnitude less than normal stresses and varied considerably from site to site. Possible causes of this variability include effects of scale, elastic moduli, anisotropy, and axial strain. Because of the variability, it is not possible to determine the magnitude of horizontal stress gradients.

In-place leaching is being actively utilized to extract uranium, copper, and evaporites from low-grade and difficult-to-mine ores. The purpose of this report is to discuss in-place leaching technology, its advantages and disadvantages, and to give an overview of past, current, and envisioned in-place leaching operations in the U.S.A. Application of in-place leaching to uranium ores has been particularly successful because the conditions for leaching are nearly ideal. The ores are generally in highly permeable sandstone aquifers bounded above and below by impermeable shales. The uranium ore minerals are easily leached with oxidizing acid or base solution and the pregnant solutions are amenable to ion exchange concentration and purification prior to conventional solution neutralization for recovery of yellow cake. Copper is routinely recovered from sub-grade rock by dump leaching at most major copper mines. Acidified ferric sulfate is either sprayed on the surface of the dumps or is ponded on top of the dumps. The leaching solution migrates down through the rock and dissolves copper. The solution is collected from the base of the dumps and copper is recovered by solvent extraction-electrowinning or by cementation on detinned steel cans. True in-place copper leaching is being practiced in the caved stopes of an exhausted underground copper mine. Other innovative in-place copper leaching techniques have been tested commercially and laboratory- and pilot-scale experiments have been conducted to investigate proposed in-place leaching techniques for extracting copper from difficult-to-treat chalcopyrite ores. Solution mining of evaporites is being conducted commercially for the extraction of sodium chloride and potassium chloride. A large-scale experimental project for solution mining of trona has been undertaken.

A four foot overhang provides shade protection for the walls. The building is heated and air conditioned. The HVAC System has an elevated outside air intake and provides a positive pressure environment within the structure in order to prevent the infiltration of heavier-than-air, noxious gases. A new concept was proposed for a personal warning device for use by miners who may be exposed to health hazards from inhalation of alpha-emitting radionuclides, especially radon-222 and its short-lived daughters. Two successive prototype models of the proposed instrument were designed, fabricated and tested. The Personal Alpha Alarm, in its final form, weighs less than 90 g (3 ounces), and can easily he mounted on a miner's safety cap. It is powered r, by electricity drawn from the cap-lamp battery, and consumes less than 100 n A at 4VDC. It is entirely passive and has no moving parts. Alpha-radiation originating in the air around it is detected by a 5 cm2-area semiconductor-type sensor that was developed especially for this purpose. The presence of alpharadiation in the air is communicated to the wearer by means of a small flashing light-a light-emitting diode-clipped to the brim of the safety cap. When the intensity of alpha-radiation exceeds a predetermined threshold, the flashing mode changes to a continuous illumination, thus providing an alarm signal to the wearer. Because the detector senses all alpha-emitters in the air, including 222Rn, it is not able to measure Working Levels accurately. For its intended purpose, however, which is to give a timely warning of excessive levels (several times the normal control level) of radon and/or radon daughters in an individual's air environment, the Personal Alpha Alarm is expected to be a useful instrument.

An analysis of coal slurry pipelines was presented in our May 1976 study, Route Specific Cost Comparisons: Unit Trains, Coal Slurry Pipelines and Extra High Voltage Transmission (4]. The present study extends that analysis. The earlier work included technical and economic cost descriptions of the black Mesa and ETSI pipelines as well as some hypothetical pipeline routes. Water problems, safety and environment, required resources, and labor impacts were discussed at some length. Additionally, pipeline impacts on competing railroads, slurry-rail comparisons, and cost escalation. were analyzed. The difference in pipeline profitability to an owner-operator versus a promoter-builder was suggested. These aspects are not redone in this study. Here, we present a synopsis of the previous results and a general statement of coal slurry pipelines. Extensions of the arguments are presented where they appear warranted. New material is developed in the area of pipeline branching and tapping. This would appear necessary if slurry pipelines are to function as more than private lines; if they are, for example, to be responsive to common carrier requirements.

In order to provide an initial approach to the deposits of oil shale, nahcolite, and dawsonite in the central area of the Piceance Creek Basin in northwestern Colorado, the U.S.B.M. and associated contractor personnel drilled and cased a 96-inch ID shaft to a depth of 2,371 feet. The shaft was constructed using "big hole" drilling techniques and succeeded in giving access to previously inaccessible deposits of the above minerals. This report documents the construction from its beginning in January 1977 to its completion in January 1978. Procedures used and problems encountered are discussed in derail.

1.1 DEVELOPMENT OF INDUCTANCE MATRICES The basic building block in this analytical work is the development of an equivalent circuit. The equivalent circuit for the cable depends on all of the distributed parameters of the cable although the series inductance and resistance are of primary importance. The cable resistances are generally available from handbooks or from cable manufacturers. On the other hand, the cable inductances are not usually available either from handbooks or from the manufacturer's published data. Thus, it is useful to summarize the derivation of the origin of the inductance matrix from basic principles. 1.1.1 Flux Around a Cylindrical Conductor The flux pattern around a cylindrical current carrying conductor can be found by using symmetry in conjunction with Ampere's Law. From symmetry it is clear that the flux lines which always close on themselves must be concentric circles. Thus, from symmetry alone one can get a qualitative picture of the magnetic field. This is shown in Fig. 1.1 where the inner circle represents the solid round conductor and the outer circle represents a flux line. The quantitative picture will now be developed using Ampere's Law.

A three phase program evaluated commercial proximity warning devices, developed and designed a microprocessor-based electrostatic field measurement instrument, and utilized this instrument to investigate the electro-static fields about power lines. The Phase I program consisted of test and evaluation of these commercially available proximity devices. The evaluation results were reported in the Phase I report entitlted "Evaluation of Proximity Warning Devices II dated 22 February 1980. The Phase II program resulted in the design and development of a microprocessor-based Distributed Sensor A.C. Electrometer which measures the electrostatic field present at 17 discrete locations along a crane boom. Operator control of the measurement system allows simultaneous electric field measurements from 17 probes, print out of the electric fields measured, and data archiving on magnetic tape for post measurement analysis. Under the Phase III program, electro-static fields around a crane boom were measured by the instrument at 17 high voltage power lines of various voltages and geometries. The electric field data was processed and plotted versus boom distance from the power line. Analysis of the electric field data indicate that the distances at which a single sensor alarm will activate, vary by a factory of 3 to 1. This is due primarily to variations in boom orientation. The results also indicate that in the case of multiple power lines, a single electrostatic field sensor cannot reliably be used to determine the distance from a power line.

The current list of permissible explosives includes 124 different brands. Fifteen of these are gelatinous, and the rest are the more commonly used granular ammonium nitrate type. Their rates of detonation range from 1,300 to 5,600 meters per second, and the weights of 1-1/4 x 8-inch cartridges range from 86 to 244 grams. The list of permissible blasting devices includes 1 Cobra, 2 Hydrox, and 9 Cardox models. All of these devices are based on discharge of high-pressure gas from a pressurized shell in a shothole. INTRODUCTION To be approved for use in underground coal mines in the United States, explosives and blasting devices must pass certain schedule tests prescribed by the Bureau of Mines. The explosives listed here were tested under Schedule 1-G,3 which has since been replaced by Schedule 1-H;4 the blasting devices were tested under Schedule 26A.5

Rock property tests were performed on NX-size diamond drill core from the roof, floor, and coal from the longwall mining section of Federal No. 2 mine, West Virginia. The purpose of these tests was to determine the engineering properties of the various strata as part of a ground control study of the longwall operation. The following tests were performed: 1. Uniaxial compressive strength, Young's modulus, and Poisson's ratio 2. Triaxial compressive strength 3. Brazilian tensile strength 4. Modulus of rupture 5. This report describes a variety of coal mine lighting projects which were funded by the Bureau of Mines in order to obtain underground lighting experience in support of new lighting requirements for underground coal mines. Low coal and high coal, narrow and wide entries, conventional and continuous mining, ac and dc power, bituminous and anthracite, and machine mounting and area lighting were some of the variables covered in this program. Also evaluated was the OCENCO fluorescent caplamp.

This report and associated deliverables is the culmination of a comprehensive literature survey, data collection and identification of over 500 metal/nonmetal active mines/mills/smelters (over 50,000 tons per year, TPY, production) in the contiguous 48 states. The main purpose was to compile an inventory of the mine/ mill/smelter waste tonnages, thus forming a data base for future research and development in improving waste management and waste disposal techniques in the metal/nonmetal mining industry. The study specifically excluded sand and gravel, sulfur, granite and any commodity that leaves basically no waste when mined and/or milled. The coal waste inventory is the subject of another report. The study provided for locating, mapping. encodating and digitizing all the mine/mill/smelter information made available throughout the nation as well as the climatological, land use, topographical, ecological and vegetative data. Mine/mill/smelter information also included (where possible) acreage and/or volume, mining methods, primary ore and gangue minerals, waste composition and haulage methods and distance hauled. Finally, a discussion is provided concerning present and potential uses of various types of tailings, as well 8S recommending possible R&D in addressing problem areas in waste disposal techniques and management.

The above referenced contract between Badger Manufacturing Corporation and the U. S Bureau of Mines was executed June 30, 1975, as a result of the request for proposals for innovative machine concepts. We selected the cutting machine category because of the obvious lack of technical progress in this field for many years: Phase I of the contract required blasting fragmentation tests to determine proper blasting patterns for use with the auger-type kerf cutting machine. Phase II required design concept development for a machine capable of cutting a circular void as an aid to blasting.

The feasibility of using the nucleation properties of combustion generated particulates for the identification of their sources was investigated, using the Cloud Condensation Nuclei (CCN) Spectrometer. The Investigated materials included coal, wood, belt materials, electrical insulation, brattice cloth, and diesel exhaust. The materials were heated In an oven using filtered air flow, and their time, temperature, and the critical supersaturation spectrum of condensation nuclei (also referred to as the CCN spectrum) produced by the combusting material were recorded. Some data was obtained on a typical metal-mine background containing blasting products. The data was processed and analyzed In an attempt to specify parameters and limits that would allow the identification of the combustion sources. It appears that under controlled test conditions It Is possible to Identify the source on the basis of data derived from the CCN spectrum. More general use of the Idea for fire detection under uncontrolled practical circumstances in an actual mining environment does have potential but would require further research.

An electrically powered methane sampling system for application on mining machines was designed, fabricated and laboratory tested. The system will sequentially draw sample air at a controlled rate from up to three machine positions across the mine face and deliver the air to either an approved methane monitor, methanometer or flame safety lamp. The prime considerations in the design were to provide an intrinsically safe, water and dust resistant control box and an explosion-proof power box capable of being operated from the various mining power sources. The power box contains an internal battery that provides operating power prior to mining machine start-up and alter machine shut-down. The internal battery is recharged automatically when mining machine power is available.

Liquid oxygen explosives are ordinarily made from a carbonaceous absorbent and from liquid oxygen of high purity. These explosives have a limited but definite field of usefulness; their properties have been described in the literature, which includes several publications of the Bureau of Mines, the most recent dealing with fire-retardant treatments.3/ It seems generally conceded that the outstanding hazards in the use of these explosives are their high inflammability and their relative sensitivity to mechanical action. Each of these topics has been studied, and some interesting practical results have been obtained. Treatments have been described[7] that render liquid-oxygen explosives prepared from granular carbonaceous absorbents practically immune to the action of igniting agents representing or exceeding practical hazards in violence.

This bulletin is a revision of Bulletin 63 and is published by the Bureau of Mines in order that purchasers of coal for Government, State, municipal, or private use may be informed regarding advances or refinements in sampling coal deliveries and preparing specifications for the purchase of coal. The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form, but the same in principle, has been gradually adopted by other departments until, at present, of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publioations a listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples representing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the specification method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly representative of the commercial product delivered in wagons, railroad cars, or ships. Therefore the method of taking and preparing samples for shipment to the laboratory has been given fully as much care as the making of the analyses and tests, and a general plan of collecting samples fairly representative of the delivered coal has been evolved through various modifications and improvements based on experience and increased knowledge of the physical and chemical characteristics of the various coals that are purchased by the Government. The method that is in general use by the Government is described in the following pages. In connection with studies of the coal deposits of the country, of the best methods of preventing waste in mining, and of increasing efficiency in the utilization of coal belonging to or for the use of the Government, geologists and engineers of the United States Geological Survey and of the Bureau of Mines have visited more than 2,500 coal mines scattered through all of the coal-producing States and Territories. From each mine 2 to 8 or more samples were taken, the number depending upon the size of the mine and its output. The analyses and descriptions of the samples collected up to the end of the fiscal year 1913 are published in Bureau of Mines bulletins 22 a and 85,b and those of samples collected in the fiscal years 1914 and 1915 are presented in a bulletin that will soon be published by the bureau. A study of the analyses of these samples and of the samples taken from cars shipped from a number of the same mines shows that the mine samples are as a rule of higher grade than the average commercial shipments, particularly with respect to containing a lower percentage of ash and having a correspondingly higher heating value. This difference is due to the fact that the Government inspector, proceeding on the basis of what can be done by a good miner, usually removes more of the partings of bone, slate, and other extraneous matter from his mine samples than the average miner does in ordinary practice, the aim of the miner being to get the maximum number of tons past the tipple inspection, as his earnings are based on his output. The average miner, therefore, does not always take as much care as he might in rejecting the impurities. This paper describes the location, features, qualities, extent, and potential of iron occurrences and some associative resources -limestone and dolomite, coal, petroleum and natural gas, power, and water - in New Mexico. Reconnaissance investigations were made of 118 iron occurrences to deter-mine their extent, attitude, and potential; character samples were analyzed to determine their quality and impurities; and pioneer metallurgical investigations were made on character samples to present their metallurgical problems. Some factors influencing past and potential iron markets are discussed. The most abundant iron minerals are magnetite and hematite. The higher grade deposits are extensive contact-metamorphic and pyrometasomatic replacements in calcareous Paleozoic rocks associated with intrusives. Low-grade deposits of considerable potential are the extensive Cambrian oolitic hematites of sedimentary origin and the Precambrian magnetite-hematite taconite iron formation. Iron occurs also as extensive colluvial and alluvial concentrations. A wide variety of accessory elements are indicated and these pose metallurgical and economic problems.

This Bureau of Mines report describes the development of load cells for measuring compressive loads in timber and lock-bolt support systems commonly used in. coal; metal, and nonmetal mines Design and evaluation is covered in detail to insure a reliable, accurate, and practical instrumentation scheme. The load cells are relatively inexpensive and adaptable to various size support systems. User-oriented procedures are emphasized, and design equations were reduced to a series of nomographs. Laboratory evaluation, destructive testing, environmental testing, and tests to determine the effect of extraneous loads were conducted. Field performance was evaluated in conjunction with ongoing Bureau projects at a metal mine in North Idaho and a coal mine in Utah. Load cells utilizing a titanium alloy as the cell body and weldable strain gages as the strain-sensing components satisfied the basic design and performance criteria, and with minor design modifications, the load cells can be adapted to many mining applications.
