Test procedures for evaluating underground coal mine trailing cable splices are formulated. The tests are utilized to evaluate several trailing cable splices. The laboratory results are compared with actual field observations and experience. The results are utilized to define quantitatively the generalized terms of the 1969 Health and Safety Act. Recommended specifications and procedures for testing by MESA Department of Approval and Testing personnel are included. Failure points in splices are detailed and presented for use by a MESA training program and manufacturers attempting to improve product quality.

A procedure, which can be performed in the field by nonanalytical personnel, is given for sensitive spot tests for detecting tellurium or selenium. The expressed need of a field test for detecting small amounts of tellurium, which may be accompanied by relatively large amounts of selenium, has led to the development of this method. Tellurium search has been impeded by the lack of a satisfactory test from the standpoint of sensitivity and specificity. A quantitative laboratory method exists, but it is expensive and relatively laborious. Several other qualitative tests are known, but they require unstable solutions, which must be freshly prepared for use, and a greater variety of laboratory equipment. The particular advantages of the test described are its simplicity and the stability of the reagents required, there-fore is is well adapted for field use. Also, this test was found to be of practical use in the analytical laboratory when screening samples, thereby reducing analytical costs. The roughly quantitative interpretation of the results can save time by indicating the approximate size of the sample taken for a quantitative determination.

This final report describes the work accomplished under U.S. Bureau of Mines Contract #H0242011 - "Feasibility of Automated Rail Haulage Systems in Underground Coal Mines." The report outlines the base for the development and evaluation of automated rail haulage systems in terms of the service requirements for haulage systems in underground coal mines, and of the performance of existing haulage systems. A generalized automated rail haulage system concept is defined. A safety impact analysis of automating the mainline portion of the underground system indicates a 50% reduction in injuries and fatalities. A cost effectiveness (over the total life cycle) study for the system indicates a cost benefit can be obtained from implementing an automated rail system. The design specifications for the total automated rail haulage system - including subsystems and components -are developed, and the equipment types and general design approaches evaluated, with selections outlined. A detailed conceptual design for a prototype automated system is described. Conclusions and recommendations are presented, and a program plan devised for implementing a proto-type automated rail haulage system demonstration in an operating underground coal mine by 1980.

This report presents evidence indicating that when rock is stress-relieved during the course of mining or in drilling a core, it may be altered or damaged to the extent that the physical properties of the relieved specimen are not the same as those of the in situ rock. Furthermore, this type of damage may result from stress change other than that accompanying stress relief, such as the application of a relatively large compressive stress. In some instances the damage is microscopic, manifesting itself as incipient cracks or the failure of individual crystal bonds. However, if the sample is taken from a high-stress area, macroscopic damage may occur.

It has long been known that ventilation is a cost-effective method to lower respirable dust concentrations in all types of mining applications. The National Institute for Occupational Safety and Health has been working on a number of different research techniques that use ventilation as a critical component to lower respirable dust levels at surface and metal/nonmetal operations in the United States. This article presents five such research efforts. The first research area discusses how improving the ventilation flow patterns in an iron ore mill facility lowered respirable dust concentrations by 31 pct throughout the primary grinding area. The second research area examines how respirable dust levels were lowered at a dimensional stone shop by using air cleaning units suspended from the ceiling. A third area discusses how improvements in ventilation at underground limestone mines lowered respirable dust concentrations. The fourth area examines how improvements in dust filtration and pressurization systems significantly impacted the air quality in enclosed cabs of surface mining equipment. The last area presents a newly developed clothes cleaning technique. This technique uses an air spray manifold to blow dust from a worker?s clothing in an enclosed booth, which confines the dust for capture and removal by a baghouse dust collector. These research areas represent an array of different control technologies to lower respirable dust concentrations. Ventilation is an integral part of these control technologies.

The objective of this study is twofold, The first is to present the composition of the offshore petroleum industry in terms of lease bonuses and the value of hydrocarbons produced from Federal offshore tracts. The second is to present costs of producing petroleum (oil and condensate) in the Gulf of Mexico with a financial analysis of an offshore operation. To prepare a financial analysis of an offshore operation, a model was derived to show the costs necessary to explore, acquire, develop, produce, and abandon a 5,000-acre block and the estimated income from the sale of the hydrocarbons produced. To establish cost and income guidelines for the model, a group of seven oilfields in the Gulf of Mexico ranging from 7 to 75 miles from shore and in water 20 to 130 feet deep was selected for study. A net profit or loss statement was prepared for each field and a discounted cash flow rate of return was calculated. Discounted cash flow rates of return for the seven fields range from 1.1 to 19.5 percent. Under the two specified conditions set up for the model (a 20-year and a 30-year oil depletion model), the rates of return are 17.2 and 13.7 percent, respectively. To January 1, 1959, the top four operators in the Federal offshore areas had paid approximately 40 percent of the amount spent on all lease bonuses and produced about 56 percent of the total hydrocarbons.

This chapter presents an overview of fatal and nonfatal injuries reported to MSHA during 1986-1995. Reportable injuries follow the criteria for reporting specified in 30 CFR 50. These criteria are listed in appendix A. The data used for these analyses came from the MSHA accident, injury, and illness data closeout files for the years 1986-1995. The MSHA data are described in appendix A and methods used in data analysis in appendix B. There may be slight discrepancies between the figures presented here and other presentations of MSHA data for the following reasons: (1) injuries to nonemployees have been excluded from analysis; and (2) injuries identified by MSHA after the files were closed out are not included. Within the MSHA data, there are differences in reporting requirements for operators and contractors. Contractors are required to report only those injuries that occur during certain categories of work (described in appendix A). For this reason, data on injuries among employees of operators and contractors in the MSHA database should not be considered directly comparable. As discussed in the "Introduction," the MSHA data on fatal injuries differ from the CFOI data (chapter 1) because of varying definitions used for the mining industry. As compared to the CFOI data, MSHA data exclude injuries that occurred off of mine property and include injuries occurring at mills and processing plants on mine property. Tables 4-1 through 4-9 and figure 4-1 provide comparisons of injury frequencies and rates among the commodities. These comparisons are followed by sections 4A through 4E, which provide more detailed tables and figures for each commodity separately. The method used to calculate injury rates is described in appendix B. Since denominator data for occupations (lob titles) were available for 1986 only, estimates of rates by occupation for the entire 10 year period are based on extrapolation from 1986 data. For this reason, estimates of injury by occupation should be interpreted with caution. Fatal Injuries A total of 1,078 fatal on-the-job injuries were reported to MSHA during the 10-year period 1986- 1995. The average annual fatal injury rate for all commodities combined during this period was 30.9 per 100,000 full-time equivalent workers. Mine operators accounted for 908 (84%) of the fatalities and had an average annual fatal injury rate of 28.2 per 100,000. While mine contractors comprised only 16% (n = 170) of the total number of fatalities, their average annual fatal injury rate was 2.3 times higher than that of mine operators (65.0 per 100,000). Table 4-1 presents the number and rates of fatal injuries by commodity for operators and contractors. Contractors in metal, nonmetal, stone, and sand and gravel are grouped together, since MSHA data on employment were not available for rate calculations for these commodities separately. The highest average annual fatality rate for the period, 66.5 per 100,000, occurred among metal and nonmetallic mineral mining contractors, followed closely by coal contractors (63.1 per 100,000). Among mine operators, the highest average annual fatal injury rate was in coal (38.9 per 100,000); the lowest was in nonmetal (14.3 per 100,000). Table 4-2 shows the average annual fatal injury rate by type of operation for each commodity for mine operators only. Of commodities with underground mines, all except stone had higher fatality rates at underground than at surface operations of these mines. The highest fatality rate for any operation occurred in surface operations at underground stone mines (124.5 fatal injuries per 100,000 workers). Stone had the second highest fatality rate for underground operations at underground mines (77.9 per 100,000). The highest rate for underground operations at underground mines occurred in metal (87.6 per 100,000). Table 4-3 shows the number and rate of fatal injuries by U.S. Bureau of the Census occupational groups (described in appendix D) for the 10 occupation-commodity groups with the highest fatal injury rates. These data should be interpreted with caution because the denominator used in calculating the rates was based on an extrapolation from data for the year 1986 only, as described in appendix B. Extractive occupations are represented in this group for three commodities: coal, metal, and sand and gravel. Construction trades are included for coal, sand and gravel, and nonmetal. The distribution of fatal injuries by commodity and work activity for mine operators is presented in table 4-4. A description of the work activity categories is in appendix C. Overall, the leading work activity at the time of injury was using or operating tools and machinery (26.4%) followed by constructing, repairing, and cleaning (24.0%), vehicular operations (18.8%), and materials handling (12.6%). The distribution varied by commodity. The largest percentage of fatal injuries occurred while operating tools and machinery in both coal and stone; during vehicular operations in metal; and during constructing, repairing, and cleaning activities in nonmetal and sand and gravel. Table 4-5 shows the distribution of fatal injuries by commodity and MSHA accident classification for mine operators. A description of the MSHA accident classifications appears in appendix E. In 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied 39,420 acres of the 60,960-acre Skedaddle Wilderness Study Area in order to evaluate its identified mineral resources. There are no known mines or mining operations in the study area. None of the prospects or claims in or within a 1 mile peripheral zone around the study area have recorded production. At least 276 recorded lode, 6 unrecorded lode, and 29 placer claims have been located in and within about 1 mile of the study area. Approximately 191 of the claims are in the study area. Four of these were current in 1985; all four are wholly or partly inside the study area. None of the study area was being explored by private industry in 1985. Metallic and nonmetallic commodities present in the study area consist of gold, mercury, perlite, basalt, pozzolan, stone, and sand and gravel. Perlite is represented by a single deposit which contains 184,000 tons of subeconomic resources in and adjacent to the study area. No other sites contained identified resources. There are no other identified nonmetallic resources in the study area. Occurrences in and near the study area contain small amounts of gold and mercury in vein-type deposits and show characteristics similar to bulk-tonnage, low-grade gold deposits. No base-metal resources were identified. The gold and mercury mineralization and perlite deposit are spatially related to a volcanic center located in the Skedaddle Mountains. Prospects in the Skedaddle Mountains may contain both precious metals and perlite resources, but additional work is required to adequately delineate these areas.

In this Bureau of Mines report a selection process has identified 14 nonstockpiled materials (cesium, gallium, hafnium, indium, osmium, rhenium, rhodium, rubidium, ruthenium, scandium, selenium, tellurium, thallium, and zirconium) that are linked to the continuing evolution of high-technology fields such as electronics, catalysis, and energy, and that have limiting factors associated with domestic availability. A qualitative assessment of the "potential criticality" of these materials was made through a consideration of end uses, demand trends and forecasts, production, mineral reserves, byproduct status, alternative supply sources, substitution and conservation options, and recyclability.

The Bureau of Mines made laboratory investigations to determine the feasibility of utilizing fine tungsten wires to reinforce a number of nonferrous metals and alloys and a superalloy, S-8l6. The composites of tungsten filament and metals were chosen to attain elevated temperature strength and corrosion resistance. Oriented clean or precoated tungsten wires were incorporated with the other metals by extrusion, swaging, and infiltration casting. Although widely varying characteristics were found in the composites, none were considered satisfactory for high-temperature use, chiefly because of reactions between the matrix metal-tungsten surface. Diffusion, solution, and chemical reactions between matrix and tungsten wires were sufficiently slow for some combinations, such as 15 v/o 8-816, to exhibit increased high-temperature strength for a limited time. A few metals failed to wet or bond to the tungsten surfaces, while a few responded after precoating with a third metal.

This report is a general summary of pertinent data on the manufacture and use of synthetic ammonia products. It provides a condensed summary of the potentialities of a synthetic ammonia industry in North Dakota for Federal, State, and private organizations that may be interested in helping to develop an integrates synthetic ammonia and fertilizer industry. The report contains discussions of: (1) Materials used in the manufacture of nitrogenous fertilizers, nitric acid, and urea; (2) National production, imports, exports, and consumption; (3) the ammonia industry, location, capacity of plants; (4) processes used in manufacturing synthetic ammonia, nitric acid, and urea; (5) other potential industries; and (6) analyses of manufaturing and plant cosh;. Additional information on industrial compounds from ammonia and plant nutrients removed by crops is given in Appendixes 1 and 2. Synthetic ammonia is one of the primary ingredients in fertilizers. Resources required in synthetic ammonia manufacture are available in North Dakota. Hydrogen is available from the petroleum and natural gas resources, particularly in the Williston Basin, and from the large lignite resources in the State. Hydrogen can be produced from lignite by a gasification process developed by the Bureau of Mines at Grand Forks, N. Dak.

As part of its research and development activities concerning coal mine operational/emergency communications sys terns, the Bureau of Mines commissioned several contractors to conduct electromagnetic (EM) noise studies and measurements that would aid the development of improved coal mine operational/emergency communications systems. The bulk of the noise studies and measurements were conducted in 1971. The Pittsburgh Mining and Safety Research Center (PMSRC) inherited the responsibility for monitoring the electromagnetic noise activities by mid-to-late 1971, and initiated a review and evaluation of the current and planned electromagnetic noise work. Arthur D. Little, Inc., (ADL) was asked by PMSRC to assist it in performing this review and evaluation by placing stronger emphasis on certain tasks of existing Contract No. H0122026. This technical memorandum report presents the findings, conclusions, and recommendations of our review and evaluation of the electromagnetic noise measurements of the five contractors we were asked to examine. Our review and evaluation effort included meetings and telephone discussions with technical staff of each contractor; serving as Technical Discussion Leader of a "Contractor's Round Table Meeting on EM Noise, Surface and Subsurface, Operating and Non-Operating Mines" called by the Bureau of Mines; examination and discussion of contractor reports and relevant open literature; sample verification calculations; and the documentation of our findings, conclusions, and recommendations by this report.

A research program to aid development of better and more efficient methods for producing petroleum and increasing its ultimate recovery from underground formations is an integral part of the work of the Bureau of Mines on conservation of the Nation's natural resources. Economic, efficient production of recoverable oil and gas from a reservoir depends to a great extent upon the best and most accurate information that can be obtained from a study of the reservoir rock and its fluid contents. Information on oil and water saturation is pertinent and essential in wildcat, extension, and pool wells for good reservoir operations and prediction of performance. This report presents results of an investigation by the Bureau of Mines of core recovery and degree of drilling-fluid contamination occurring during cable-tool coring operations using oil-base mud. Representative core samples were obtained from 6 major oil-producing sands in 8 fields of West Virginia, Pennsylvania, and New York. Field-mixed, oil-base drilling mud was used for the first coring test, and lightweight, premixed oil-base mud, with an organic chloride tracer added, was used in coring eight other wells. Tracer analyses were made to determine contamination of core by drilling-fluid filtrate. Core analyses, including oil and water content and minimum interstitial water-saturation tests, were made on selected core samples to compare and evaluate water saturations determined by the two methods.

Manganese-bearing deposits f the Leadville, Colo., district are of two distinct types. Manganosiderite, a combined or intimately mixed ferrous and manganous carbonate, occurs in unaltered zones as the predominant mineral. From 50 feet below the surface to as deep as 900 feet, psilomelane and wad, both black manganese oxide minerals, are found in intimate contact with hematite and limonite. A typical analysis of the black oxide ore shows 20.08 percent Fe, 18.64 percent Mn, 15.91 percent insoluble, 14.91 percent moisture, 0.94 percent Zn, and 2.13 percent Pb. A considerable tonnage of the oxide ore has been mined for production of spiegeleisen and for other purposes.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolanda No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a posy-tine identification of the bed at Yolande No. o will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 18° As fax as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in. this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its' use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers’ soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

One model each of three different makes of portable displacement seismographs was calibrated on a shaking table capable of 5,000 pounds of force, Calibration tests were conducted in the frequency range of 5 to 200 c.p,s, and in the amplitude range of 0,002 to 0.05 inch peak-to-peak, The seismographs were tested under two mounting conditions: (1) The feet of the instrument were bolted to the shaking table, and (2) the feet were resting on emery cloth affixed to the table, The results of these tests show that, in the frequency range of 5 to 40 c.p,s, and for vibration levels less than 0.2 g, the magnification for all three instruments is constant with input level but varies slightly with frequency. For vibration levels greater than 0.4 g. and for frequencies greater than 40 c.p.s., the magnification of all three instruments shows large variations with frequency and amplitude of table motion.

Mineral nodules from the ocean floor represent a vast potential source of manganese, nickel, cobalt, and copper. Process development studies to devise methods for recovering these metals were conducted by the Bureau of Mines using two types of nodules--relatively low-grade calcareous nodules from the Atlantic Ocean and higher grade siliceous nodules from the Pacific Ocean. Ammoniacal carbonate leaching of reduced nodules appeared to have the best potential for processing the calcareous nodules, but the method proved to be impractical for recovering manganese. Extraction of 90 percent or better of the nickel, cobalt, and copper showed the technique to be attractive for recovery of these metals. The siliceous nodules appeared amenable to a process that starts with either a sulfur dioxide leach or a sulfation roast followed by a water leach to dissolve the soluble sulfates.

This Bureau of Mines report provides information on all of the 329 proved salt domes in the Gulf Coastal States and offshore area of the United States. It includes specific data related to location, depth to the cap rock and to the salt, storage facilities for LPG, and production of salt, sulfur, petroleum, and rock related to or associated with the dome structure in the subject area. Also included is a brief history of the salt, sulfur, and petroleum industries as related to the salt domes. Gulf Coast salt domes were the scene of the first discovery of a large deposit of rock salt in North America, the birthplace of the Frasch sulfur industry, and the location of the first large oil gushers that ushered in the modern liquid fuel age.
