ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

This report reviews the work performed on Task M of Bu-Mines Contract H0220073 to develop an engineering model of a surface and subsurface communications system for normal mine operations and for post disaster rescue operations. The system concept provides for one-way transmission of digital information between a number of identifiable subsurface terminals or subcenters and a single surface station. It also provides 2-way voice communications between the subcenters and the surface station. The basic communications link is electromagnetic signaling through-the-earth, but the system is also capable of using mine phone lines as an alternate link. Engineering models of three subcenters and one surface terminal (see Figure 1-1) have been fabricated in order to demonstrate the system's performance. The system concept, however, permits up to 20 subcenters to be incorporated if desired. Additional subcenters are also feasible for large mines if they can be deployed in the mine to operate on a noninterfering basis.

"SUMMARYThe quality of Moose Creek coal is considered superior to that of any now being produced in the Matanuska field of Alaska. In rank it is classed as roar coking high-volatile B bituminous coal.At present the Moose -Creek mines are accessible from the Glenn highway by 6 miles of well-maintained gravel road. The nearest railroad loading point is Moose Creek siding; 7 miles by road from the Buffalo mine. Palmer, 12 miles south of Buffalo mine, is the nearest town. Anchorage is 50 miles south of Palmer by road and-railroad.Core drilling and trenching by the Bureau of Mines revealed 2,375,500 short tons of coal in the Buffalo series on the Buffalo Coal Co. leasehold. Of this, 514,200 tons is considered measured coal and 489,900 tons indicated coal. Existence of deeper beds over the same length increased the tonnage of coal of all categories to 3,279,300 tons. The property has an assumed life, of 16 to 22 years, depending on the number of beds mined, based on an output of 500 tons of coal a day and 100-percent recovery. Coal from some of the beds car be marketed without washing however, a washery is necessary if all beds are mined. Beds in the Buffalo series not mined in the ""first mining"" will be irrecoverable at any later date.The Bureau of Mines completed exploration of approximately one-third of the local coal-bearing areas during 1943. Knowledge gained from this work makes it possible to investigate the rest of the area by drilling an estimated additional 5,000 foot of hole."

Ecuador a gross domestic product (GDP) grew 8% despite a slowdown in production and sales of petroleum, the dominant economic sector. Crude petroleum exports, which amounted to about 35% of total exports in 1977, were valued et $484 million,2 a decrease of 14% from 1976 values. Petroleum export sales were depressed because foreign buyers were somewhat uncertain that State-owned Corporación Estatal Petrólera Ecuatoriana (CEPE) held legal title to the oil until final settlement with Ecuadorian Gulf Oil Corp. In addition to the legal complication, Ecuador maintained a relatively high export price for oil until late in the year. There was also a shrinkage of traditional U.S, markets owing to the Alaskan pipeline becoming operational and an increased availability of Mexican supplies. The export market was also affected by increased domestic production in Peru and Chile, which lessened their import needs, and the pressure of greater competition from the Middle East in supplying crude oil to Caribbean refineries. About 20.4 million barrels or 40% of Ecuador's total crude exports went to the United States. Only 27 wells were drilled in Ecuador during L977; of these, 16 produced oil, 3 were dry holes, and 8 were suspended. About 31 wells were planned for 1978. Three new oilfields were discovered during 1977; two by CEPE in northeastern Ecuador and one by the Argentine State oil company Yacimientos Petraliferos Fiscales (YPF), operating in Ecuador under a service contract. "INTRODUCTION.Luring the year 1923 a complete survey was made of the condition of research in the reduction (milling) and concentration of ores and nonmetallic minerals - that is, up to the stage where the ores or concentrates were ready for hydro- or pyro-metallurgical treatment. This survey was carried on under the general supervision of L. A. Lyon, assistant director and chief metallurgist of the Bureau of mines, in cooperation with the milling committee of the American Institute of mining and metallurgical Engineers, the Massachusetts Institute of Technology, and the University of California. Other institutions, including the National Research council, were of assistance and outlined recommendations during the study.While this report is on ""ore dressing"", it contains short sections on coal and clay. The mechanical handling that these minerals undergo is ""dressing"", so that ore dressing is inclusive of metallic and nonmetallic minerals. ""milling"", in its broadest sense, includes with ore dressing certain other metallurgical treatment which the report is not designed to cover.The survey revealed that considerable experimentation is being carried on great cost to the mining industry, but that the research is in general poorly coordinated while companies and firms are adequately taking care of routine tests and the mechanical features involved in their own operations, no comprehensive study of the fundamental principles of ore reduction is now in progress or contemplated. Many industries, besides mining, are interested in the preparation of materials for final treatment, rendering this investigation of value also to them. This class of fundamental research is neglected by industry unless there is some agency which can bring together at least a majority of this interested in a cooperative effort. It can not be effectively handled by a single company; and, moreover, no company can be expected to bear the whole burden of an investigation to benefit the entire industry or a number of industries hence there is need for concerted study within reasonable limits. Furthermore, co-operation eliminates duplication, which is largely a waste of effort and capital."

Laboratory amenability studies as well as a pilot heap-leaching investigation of low-grade sandstone uranium ores from Wyoming, New Mexico, and Colorado are described. Sulfuric acid heap leaching with oxidation, for 120 days, extracted up to 98 percent, 90 percent, and 79 percent U308 from Wyoming, New Mexico, and Colorado ores, respectively.

This vapor, which describes mining and milling methods and costs at the Knob Hill gold mine, is one of a series being prepared by the Bureau of Mines on gold mining and milling practices in the United States. The mining properties owned or controlled by Knob Hill Mines, Inc., are situated in the Eureka mining district on a country road 2 miles up Eureka Gulch from the town of Republic, county seat of Ferry County, Wash. The district is about 140 miles northwest of Spokane by road and 35 miles south of the international boundary line. The altitude at the mine office is 2,700 feet.

"INTRODUCTION The Treasure Hill mines, situated in Dry Canyon, Ophir mining district, Tooele County, Utah, together with several other properties in the district, examined were examined by Frank L. Wideman, an engineer, the Bureau of Mines, in September 1942.In April 1945, development drilling was started on the Treasure Hill mines, which are operated under lease from the Madison Mines Co. The project was continued in 1946 and terminated in 1947.While the Bureau of Mines project was in progress, the Morgan and Fullion tunnel workings were surveyed by Bureau engineers.ACKNOWKEDGEMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy, It is the policy of the Bureau to publish the facts developed by each project as soon as practicable after its conclusion. Since early July, domestic producer listings in primary aluminum ingot have been at 53¢ per pound. Dealers, however, lowered their August quotes by 1.8¢-2¢ to 47.5¢-48¢ per pound. BITUMINOUS COAL AND LIGNITE -The wildcat strike of UMWA coal miners which began on June 23 in protest of cutbacks in medical benefits appears to have ended. According to the West Virginia Coal Association on September 7, 1977, all mines in West Virginia were back in operation on September 6 and again on September 7. The Kentucky Coal Association reported approximately 2,500 miners were on strike in eastern Kentucky on September 6, but there was full employment on September 7.

IN THE HALF-CENTURY that has passed since the Bureau of Mines was established in July 1910, the research and technologic investigations conducted by the Bureau's scientists, engineers, and other personnel have helped significantly in improving health and safety in the mineral industries and have contributed substantially in conserving the Nation's mineral resources through improved techniques in the mining, treatment, and use of mineral commodities. From Bureau laboratories have come new materials for industry and better methods of extracting and processing minerals and mineral fuels. Bureau safety investigations-complemented by equipment testing and by programs of mine inspection and education-have brought about safer and more healthful working conditions.

The objective of the Automatic Fire Sensing and Suppression Systems for Mobile Mining Equipment program is to document the design, fabrication, factory testing, 11-month in-mine testing, and final demonstrations of auto¬matic fire protection systems on several units of mobile mining equipment including trucks, front-end loaders, cranes, draglines, coal haulers, and cutters. Proper sealing of all system components from the elements, especially in corrosive mine conditions, is essential for reasonable life-cycles with minimum maintenance. Also, adequate power supplies, wire, connectors, and plumbing with adequate protection from the harsh mine environments and physical damage were necessary during the in-mine tests. The fire protection systems were developed from technology employed during two previous Bureau of Mines contracts: HO122053, Improved Sensors and Fire Sensing Systems for Mining Equipment, and H0232059, Validation Testing of Truck Fire Protection Systems.

The present study was designed to explore the contribution of organizational climate and management practices to the injury experience in underground coal mines. A cross-lagged panel design was used in which miners from 22 mines completed questionnaires assessing 27 organizational climate, structure, and function dimensions on two occasions, The results strongly support the hypothesis that climate and management practice have casual effect on the incidence of disabling injuries.

The owner of minerals in land can not be barred by laches for failing to assert his ownership where his title had not been ques- tioned and his right invaded. No lapse of time bars one's right to property and it is only in case his right has been invaded that it can be barred by laches.

This Bureau of Mines report compares the availability of federally owned minerals in Arizona with lands considered favorable for discovery of mineral resources, to deter-mine the extent to which Federal mineral lands in such areas have been withdrawn by legal action or restricted by management practice. Of particular concern are restraints on Federal lands in areas identified as highly favorable for occurrences of valuable mineral deposits. Excluding Indian lands held in trust by the Federal Government, about 32 million acres, 44%, of Arizona's mineral estate is federally owned. This total includes lands with partial Federal mineral ownership. Approximately 16.5 million acres, or 52% of these lands, are available for location or lease. This includes 496,000 acres, 62%, of the lands highly favorable, and 2.6 million acres, 57%, of the lands moderately favorable for locatable minerals in Arizona. All other Federal mineral lands are either withdrawn or restricted, reflecting a wide range of purpose, authority, and impacts on mineral exploration and development.

The purposes of the research were to assess the applicability of new accident investigation methods to mining accidents, and to adapt those found to be applicable in the development of a new methodology for use in mining. The development included field testing, evaluation and modification of the new methodology. The report is in two volumes. This, volume one, discusses primarily the Phase I work: background research, design of a methodology for field evaluation, and preliminary field tests in Utah mines. Phase I was completed in June, 1980. Also discussed are some activities to prepare for a field evaluation during the period May 1980 -October 1981. Volume 2 discusses the subsequent field tests, modifications of the initial methodology and the results of use of the methodology in two mining companies for a period of approximately eighteen months, and in other companies for selected loss incidents during that period.

The U.S. economy continued to expand during 1986, although at the slowest pace since 1982 when the current business expansion began. Real gross national product (GNP) grew about 2.6%, slightly below 1985 growth but significantly below that of 1984. The continuing expansion was fueled predominantly by rising personal consumption expenditures as well as growing government purchases of goods and services. Fixed investment, although positive, failed to grow at the rate of the overall economy. The trade deficit, which increased more than 30% over the record 1985 level, continued to depress economic growth despite significant declines in the price of petroleum and the value of the dollar. On a more positive note, domestic employment continued to grow--increasing over 2 million from the 1985 level--and inflation and interest rates declined. The unemployment rate dropped slightly to 7.0%. Of direct importance to the minerals-producing industries, expenditures for consumer and producer durables as well as investment in residential construction each grew faster than the overall economy, but investment in nonresidential structures fell more than 10% from the 1985 level. The low level of real capital spending declined about 3% in 1986, following strong gains in 1985 and in 1984. Capital expenditures for new plant and equipment bottomed out in the second quarter and expanded in the third and fourth quarters. The decline in the first half of the year was partially attributed to uncertainty arising from the then-proposed tax bill. Also, there was little impetus for corporations to invest in new capacity since factories were operating at less than 80% of capacity during most of the year, in part because of continued competition from imports.

This report describes a study to develop a detailed set of guidelines and equipment recommendations to be used as a guide for mine operators, mine inspectors, and equipment manufacturers in implementing the emergency escapeway standards for metal and nonmetal underground mines. It was sponsored by the United States Bureau of Mines. The first part of this report reviews the historical background of metal and nonmetal mine fires and the development of present and proposed mandatory standards. This is followed by a discussion of the survey of representative mines and how the proposed standard effects these mines. The remainder of the report covers technical discussions of each escapeway component including a comprehensive computer simulation of mine evacuation. Following the technical discussion of each group of escapeway components is a list of the pertinent guidelines. "INTRODUCTION This report deals with a comparatively simple application of some of the engineering principles involved in the evaluation, installation, and operation of air- or gas-injection projects and well-clean-out and repair methods to increase the producing rates of oil wells in partly depleted pools during the war. The methods suggested for developing gas-injection projects take into consideration that in general no new wells will be drilled because of wartime restrictions of equipment and manpower and that only existing wells and second-hand machinery will be used. Because air will be employed as the injection medium in secondary-recovery operations where natural gas is scarce and expensive, the disadvantages and hazards accompanying, its use are discussed. Engineering techniques recognized as best modern practice are discussed in relation to the effect of simple air-injection development of properties on postwar operations and Probable ultimate recovery of oil. The report is an introduction to where, when, why, and how an air-injection project should be installed and operated; it is not intended to be an engineering manual for technical guidance in the selection, development, and operation of simulative methods of oil recovery.The report is intended mainly for these thousands of operators in the Appalachian region owning a few wells prodding small quantities or oil daily. Many such operators are anxious to increase their production rates by simulative means and to rehabilitate their wells so that they will produce more oil to help win the war but, in general, are unfamiliar with secondary-recovery operations and cannot afford to hire technical assistance."
