Ifremer, on behalf of the French government, holds an Exploration Contract with the ISA for polymetallic nodules in the CCFZ. As part of its exploration activities, the NODULE (2015) cruise was conducted to acquire a 50 m resolution bathymetric coverage of the eastern sectors of the Contract. In 2017, Ifremer initiated an update of the Contract’s mineral resource estimate. Metal grades and nodule abundance were modelled using ordinary kriging. The inferred mineral resource is 436 Mt (wet) of polymetallic nodules at an average abundance of 10.7 kg/m² with a cut-off grade of 7 kg/m². Based on the geological data, seamounts, sedimentary basins and steep slopes contain no nodules. Technical studies of most of the contractors have determined that nodule collectors could not maneuver on slopes above 5 to 10°. Thus, Ifremer has selected a quite conservative slope threshold of 7 % (about 4°) and a backscatter threshold of -29.5 dB to delineate nodule-free areas. This has a significant impact on the resource estimate, as about 54 % of the eastern Contract areas are excluded. Near-seafloor high-resolution mapping and photographic transects, associated with finer-spaced box-core sampling could constitute a next step to better constrain the mineable areas and to get a higher level of confidence in the resource estimation.

The discovery of rich alluvial diamond deposits on Namibia?s Skeleton Coast in 1908 began a period of intense exploration and mining off the coastal sand; and shallow surf zones. In the mid-60s a Texas entrepreneur, Sam Rollins took the search to the seafloor. The inhospitable conditions encountered made the early going difficult. After a slow start, the past 10 years have seen much progress in geologist?s understanding of the deposition mechanics and the use of sophisticated geo-physical and sampling techniques to aid in the discovery of economic deposits. Diamondfields, in a joint venture with BHP and Benguela Concessions, began an exploration program in 1994 for sea-bed diamonds off the Port of Luderitz in Namibia. This program has progressed to a mine development program with the potential of creating a 500,000 carat per year operation. The mining technologies being considered include state-of-the-art, remotely operated sea-bed crawlers and high volume dredges feeding to semi-mobile processing platforms. The company's objective is to use the best proven technology to create an environmentally responsible operation with the lowest fixed operating costs and the longest and safest weather operating window of any offshore operator working Africa's diamond coast.

Herein, concept designs of two different types of mining robots are concerned, which are aimed for developments of deep seabed mineral resources: polymetallic nodules (PMN) and seabed massive sulfides (SMS), respectively. Continuous mining concepts are presented based on technical and environmental feasibility, where the environmental and functional differences for commercial productions are investigated. Needs and roles of versatile mining robots are explained as a key of continuous mining system. The functional requirements and design characteristics of mining robots to satisfy the top requirements from customers are described comparatively. Schemes of axiomatic design and quality function deployment (QFD) are utilized: functional requirements (FR) are defined, technical requirements (TR) are figured out, design parameters (DP) are derived, and degrees of importance of design parameters are evaluated. Analogy and discrepancy in remote operation methods are put side by side. A pilot scale mining robot for PMN and a commercial scale one for SMS are suggested in form of concept designs. PMN mining robot is shaped as a multiple configuration of unit robot modules in side dimension, in which the unit robot module consists of two tracks and two pick-up modules. SMS mining robot is based on a four-tracked vehicle. Main platform is mounted on the vehicle through turn-table. Excavation device consists of two-articulated boom and cutter tool. Crushing-and-pumping units are placed same in both robot platforms.

?ORE? is defined as ?mineral/s that can be mined at a profit?. So, what is ORE at 2,000 m water depth? Is it 5% Copper or 1.8% Nickel/Cobalt? One of the key factors that determine what is ORE, profitable or not, is the cost of mining and extraction. Therefore a determination of ORE requires a commercial and technical appreciation of both sea bed mining equipment and mining options. Perry Slingsby Systems (PSS) have built more remotely operated submarine work vehicles, including 900HP trenching machines, than any other company. With Nautilus Minerals, PSS have been studying a range of deep ocean mining solutions. This paper discusses the commercial and technical issues of various extraction techniques applicable to deep ocean mining from 1,500 m to 5,000 m water depth. Issues such as the rate of extraction, (i.e. tons per hour) is a key economic component and is often constrained by the design and horsepower of the miner. Likewise the design itself of the mining machine and cutting heads can determine the size of material produced which impacts on methods of lifting the ore to surface. Issues such as overburden, sea floor conditions, style of mineralization and physical properties of the ore, obviously affect the selection of appropriate mining machine configuration.

Onslow Bay is a broad, shallow, high-energy shelf system bounded by the Cape Lookout and Frying Pan shoals. It is generally a sediment-starved shelf system dominated by hardbottoms with a scattered and discontinuous veneer of mobile Holocene sediments. Phosphate-rich beds of the Miocene Pungo River Formation crop out in a belt 150 km long and up to 50 km wide across the continental shelf in Onslow Bay, North Carolina. Previous research has demonstrated that a few of these beds contain vast quantities of potentially economic phosphate resources that occur in the surface and shallow subsurface sediments. Onslow Bay contains five phosphate-bearing beds predicted to include up to 20.7 billion tons of in-place phosphate concentrate with total sediment grades ranging up to 22.9% P2O5 and adjusted average concentrate grades of 29.8% P2O5. These phosphates are lithologically and chemically similar to phosphates currently being mined in the nearby Aurora phosphate district in North Carolina. Various lithologies of the Pungo River Formation and associated rock units of Oligocene and Quaternary age crop out on the sea floor to form extensive hardbottom habitats that dominate almost 100% of Onslow Bay. A large proportion of these hardbottoms appear to be sea floor deserts, whereas others are virtual oases with rich associations of benthic organisms. These important differences in benthic community structure appear to be greatly influenced by one or more of the following variables: 1) geologic framework (geologic formation, hardbottom composition, morphology, and spatial orientation relative to dominant currents and waves), 2) texture, movement, and accumulation of surface sediments, and 3) flow rates and chemical composition of discharged submarine groundwater.

The China Ocean Mineral Resources Research and Development Association (COMRA) conducted a topographic survey in its deep seabed claim area with the SeaBeam system in 19475. After analyzing the data, it was determined that there is a group of living things several hundreds of meters in depth that significantly affect the sound waves in the frequency range of interest. We will attempt to investigate more about such influences. Physical model testing is an important means for studying the theory, and for development of the technology for geophysical prospecting. Because the manganese nodules are distributed over the sea floor in irregular patterns, it is hoped that study of the acoustic properties of manganese nodules by means of physical model testing can improve interpretation of the data of the multi-beam system and the SeaBeam system. This will provide a more reliable basis for delimiting the mineral site and evaluating the reserves in the Pioneer area of China.

Marine minerals are more than an academic curiosity as they represent the most significant global source of mineral materials for economically and ecologically sustainable development for the future. Minerals research is traditionally carried out by industry and thus, in the United States at least, applied research in marine minerals may not get the share of government funding or attention that more exotic programs for space exploration or future global disasters engender. Two recent events have significantly changed the status of marine minerals. Discoveries made in the last thirty five years indicate that the potential for mineral occurrences in the oceans and seabeds, area for area, is as high as for terrestrial lands. On this basis the global mineral resource base has been recently increased by a factor of four of which three quarters is underwater. The recently enacted Law of the Sea has mandated what is probably the most far reaching re-distribution of natural resources in human history, and has resulted in a peaceful subdivision of seabed jurisdictions between the coastal nations of the world which should significantly affect future mineral markets and the balance of economic powers. Significant applied research efforts are ongoing for marine minerals as an adjunct to commercial production in southern Africa for diamonds; and in many other parts of the world for sands for beach and coastal protection. Forward planing, including research and development activities focussed on future commercial production of metalliferous oxides, continues in Korea, China, Japan, India, and with lesser activity, in the United States, United Kingdom, Germany and the CIS. Annual expenditures for this work amount to millions of dollars. In all cases the environmental aspects of commercial produc¬tion are a significant part of the research. Geologic studies on the occurence and distribution of metal sulfides at plate boundaries continue on a regional basis in the Pacific.

Within the frame of the German-Indonesian cooperative Bandamin research project two short cruises (7 station days each) were carried out which led to the Flores-Banda basin located north of the active volcanic arc. This basin is part of a large island-arc subduction-collision system resulting from a complex plate tectonic situation in which three major plates collide with each other. The eastern part of the Sunda-Banda convergent margin also includes the transition from subduction of oceanic lithosphere to collision of the Australian continental crust with the arc. This transitional part is cut and displaced by various large obliquely striking fault systems. Thus, the south eastern and eastern arc segments represent geological conditions which are suitable for the development of hydrothermal convection and potential mineral precipitation. Our study area lies north of the transitional section between Flores and Wetar. We started with a high-resolution bathymetric mapping of 240 km2 in a region some 36 km north of the island of Lomblen. A small submarine neovolcanic ridge was discovered striking approximately NW-SE and consisting of several submarine volcanic structures. In the northwest of the study area, the active subaerial Komba Volcano (Batu Tara) marks the youngest continuation of the ridge system examined. From the ridge we collected fresh and hydrothermally altered volcanics with disseminated sulfides (pyrite, pyrrhotite, markasite, and chalcopyrite), together with ferrugenous gossans.

The 1982 United Nations Convention on the Law of the Sea contains major provisions that U.S. negotiators have sought for over two decades. The internationally recognized right to the mineral resources of a broad continental margin is of potentially enormous future importance to the United States. Although water depths reach 10,000 feet in some of the deeper areas of the margin, technology is rapidly making those depths economically accessible. In 1997, production in the Gulf of Mexico will reach a world record water depth of 5400 feet. Of perhaps even greater importance to the oil and gas industry is the broadly acknowledged right for tanker transport of oil to take place throughout all parts of the world's oceans.

The northern Izu-Ogasawara Arc is characterized by an abundant distribution of submarine calderas along the volcanic front to the back-arc rift zones. In many of these calderas hydrothermal activities are observed. Among these calderas, hydrothermal ore deposits with economically feasible quality and amounts are hosted at two calderas, the Myojin Knoll Caldera and Beyonnaise Knoll Caldera. We conducted two research cruises in 2005 and 2006 to investigate further hydrothermal activities and ore deposits in these calderas and to complete the geological and geophysical mapping in the area. We discovered a strong signature of hydrothermal activity in the Myojin-sho Caldera using AUV capabilities. Newly obtained geological and geophysical data clarified the relationship between back-arc rifting tectonics and hydrothermal activities in the area. Five calderas (two of them newly found) and numerous (>200) volcanoes are mapped in the area. Complete SeaBeam coverage showed a distinct feature of the back-arc rifting activity and its relationship to the submarine calderas on the volcanic front. The back-arc rift zones composed of four segments separated by E-W trending volcanic ridges. Three of the calderas are located in the rift zone and are heavily deformed by the rift normal faulting that typically trend NNW-SSE. As the Beyonnaise Caldera is located in a swarm of faulting zones at the eastern end of the back-arc rift, the formation of the hydrothermal ore deposits found in the Beyonnaise Caldera are apparently affected by these faulting activities. Newly found submarine calderas are located in the rifting zone and are heavily faulted.

The United Nations Convention on the Law of the Sea (UNCLOS) entered into force, for those nations who had ratified it, on November 16, 1994. The Convention deals with nearly every aspect of ocean affairs, including marine scientific research, fishing zones, freedom of the high seas, protection of the marine environment and deep seabed mining. Article 76 of the Convention defines edge of the continental shelf in a way that many earth scientists find bizarre. Out to this limit, a coastal state has sovereignty over the seabed and sub-seafloor resources. Beyond that limit, the key principle of UNCLOS, that "the resources of the deep seabed represent the common heritage of mankind and should be developed to benefit all nations" is invoked. Establishing that limit and managing development in the different areas of jurisdiction is no small task. Canada's continental shelf as defined by UNCLOS covers an area approximately equal to half the area of the Canadian land mass. Interpretation and application of the convention is therefore highly significant for Canada. For example, the sedimentary basin in which the offshore Hibernia oil field is found, extends beyond the 200 mile limit but lies predominantly within the limits of the (UNCLOS) continental shelf. Responsibility for development of inshore placer deposits rests firmly with the coastal state. However, development of deep sea mining, in which the international community plays a management role under UNCLOS, has raised many concerns. Of particular interest to Canada will be the application of the provisions of the convention to interest in the polymetallic sulfides sampled on the mid-ocean ridges such as the Juan da Fuca Ridge. A further complicating factor for Canada is management of fishing stocks. Canada has sought to resolve this "problem" through multilateral negotiations under the UN. Under its "Oceans Act," currently being debated by Parliament, Canada intends to become a world leader in oceans and marine resource management. Similar activity in most maritime nations is setting the stage for a revolution in the way in which use of the world's oceans is managed. Much of this revolution will be guided by UNCLOS. Coastal states that have ratified the convention have ten years in which to define the limits of their continental shelves the clock is already ticking for them! We have yet to see how their actions will guide, or be guided by, those who have not yet ratified. We also have yet to see how national legislation and aspirations will mesh with international conventions that were drawn up in a previous era of environmental standards. This is a time in which many questions have been raised and few firm answers received. However, we must ensure that everyone is aware of what is happening, with what potential consequences, in order that rational decisions can be made. Canada has taken a few small steps that it is happy to share with the world community.

Hawai'i is surrounded by a series of potentially valuable marine mineral deposits. These include manganese nodules between Hawai'i and Mexico, cobalt-rich manganese crusts and phosphorites in the Exclusive Economic Zone around the Hawaiian Island Archipelago, Johnston Island and the neigh- boring island states and sand and gravel deposits off the main Hawaiian Islands largely in State waters. Hawai'i has an economy that is very narrowly based on the tourist industry. In an effort to avoid the difficulties coming from such a vulnerable economy, significant efforts have been made toward economic diversification. The State has set up a range of programs looking to find new industries. New ocean industries figure prominently among these efforts as Hawai'i is surrounded by ocean. Naturally, among new ocean industries the potential for new marine mineral industries is significant given that Honolulu is the only full service port in the Central Pacific and Hawai'i is in the middle of the mineral belt. The port of Honolulu is now being actively used by mineral exploration vessels of several countries and with the current number of ship visits varying from 10-15 per year, this puts several million dollars a year into the State economy. It helps to fulfill the State's goal of dynamic growth in the ocean sector of the economy. Nonetheless, a major marine minerals industry, particularly one which would involve processing of minerals in Hawai'i, is controversial in a State whose main source of revenue is tourist expenditures based on the image of a pristine environment. In addition to the perceived threat to the hotel and fishing industry, is the whole highly emotional debate concerning preservation and development. To complicate the issue further, the major interest in developing a marine minerals is currently largely from Korea and China rather than from domestic U.S. industry. On the other side of the debate is the fact that the State's economy is hampered by many low paying jobs and a lack of technical jobs. This is further exacerbated by the fact that lower paying jobs are held disproportionately by people of Hawaiian and Pacific Island ancestry. Naturally, this leads over time to a certain amount of resentment. The higher paying technical lobs associated with a minerals processing industry could help to alleviate this problem.

Low- to intermediate-temperature, diffuse-flow hydrothermal fields and associated mineral precipitates have been found at many locations along oceanic spreading centers, back-arc basin spreading axes, and midplate hot-spots. However, this type of hydrothermal field has not been found in oceanic fracture zones until recently. We mapped and collected samples from an active hydrothermal field in the Blanco Fracture Zone (BFZ) located in the northeast Pacific. The BFZ connects the Gorda and Juan de Fuca spreading centers and is divided into east and west segments by Cascadia Depression, a small spreading center. Small pull-apart basins occur along both the east and west segments. A complex set of basins near the western end of the BFZ includes from east to west, Surveyor Depression, East Blanco Depression (EBD), and West Blanco Depression. The hydrothermal field described here is located in the EBD.

Gas Hydrates (Methane Hydrates) are solid, ice ? like substances composed of water and natural gas. They occur naturally in areas of the world where methane and water can combine at appropriate conditions of temperature and pressure and are found in the ocean bottom sediments and in some permafrost areas. Besides temperature and pressure, factors like bathymetry, sediment thickness, sedimentation rates, and total organic carbon content (TOC) also control gas hydrate formation in the sea. The stability of gas hydrates depends on the critical high pressure ? low temperature combination (0 - 17 bars, 0 - 25°C), which in turn dependent on the mix of gases from which the mineral is formed. As the critical parameters can be altered by deposition, erosion or slumping of sediments, formation or melting of ice cover, rise and fall of sea level and sudden temperature changes induced by tectonic activities, current flows or volcanisms, the gas hydrates tend to be very unstable. The Indian offshore is promising with the occurrence of gas hydrates in a total of about 80,000 km2 area in the bathymetry range of 700 to 3000 m as reported in the earlier surveys. A gas hydrate stability zone thickness map was prepared using bathymetry and sea bottom temperatures along the continental margins of India. This map is expected to provide the depth window while searching for the ?Bottom Simulating Reflectors? (BSR). The study indicates that a minimum water depth of 750 m is required for the formation of gas hydrates, and above which the chances for gas hydrates occurrences appear minimal despite other favourable conditions like presence of sediment rich organic content etc. Single channel seismic analog records (Gupta et al., 1998) suggests that Western Continental Margin of India (WCMI) offers greater promise with to gas hydrate occurrences, particularly with regard to the number of BSRs traced on the analog records as compared to the earlier surveys.

(for an oral presentation) Activities for preparing future deep-sea mining offer the unique opportunity to study environmental conditions and anticipate adverse environmental impacts prior to the commercialization of the activity. Until know, environmental research has first and foremost focused on understanding direct impacts occurring at the seafloor or in the water column such as the removal of substrate, the suspension of sediment or the creation of particle plumes. Impacts occurring above the sea surface have thus far rarely been considered. The operation of deep-sea mining equipment, as well as of mining and transport vessels will be associated with a considerable energy demand. In the open ocean, this energy will be provided by heavy fuel oil (HFO), which is the cheapest and most common marine fuel. The combustion of HFO will be associated with the release of greenhouse gases and other pollutants. Deep-sea mining will thus directly add to already critical air pollution levels caused by international shipping. To contribute to a holistic assessment of deep-sea mining impacts and to address the previously outlined knowledge gap, we present the methodology to quantify the fuel consumption and associated emissions of a potential typical commercial manganese nodule mining operation in the Clarion-Clipperton Zone (Fig.1). Using the mine set up and energy demand estimates from a study commissioned by the German Federal Ministry of Economic Affairs and Energy supplemented by information from literature, we anticipate emissions of carbon dioxide (CO2), carbon monoxide (CO), methane (CH4), nitrous oxide (NO2), nitrogen oxides (NOx), sulfur oxides (SOx), particulate matter and non-methane volatile organic compounds.

The Federal government has a lengthy history in supporting and conducting research in the ocean mining and minerals field. The Federal effort has been and is currently focused primarily in four agencies: the National Oceanic and Atmospheric Administration (NOAA) within the Department of Commerce, and the Geological Survey (USGS), the Bureau of Mines (BuMines), and more recently the Minerals Management Service (MMS) within the Department of the Interior. While NOAA and the USGS have played dominant roles in mapping and geologic studies, and the MMS has recently provided funding for several task force studies within the Exclusive Economic Zone (EEZ) , the Bureau of Mines has conducted research in mining technology, minerals processing, resource definition, and economic evaluation of minerals from the seabed for over 20 years. These studies have yielded considerable minerals information regarding manganese nodules and crusts, placers, mineral sands, phosphorites, and sulfides. This paper reviews the past achievements in ocean mining and minerals programs starting in the late 1960's, describes current research and information efforts, and presents an outlook for Bureau of Mines research and information gathering efforts. INTRODUCTION Due both to the political history of UNCLOS and the sensitivity of the ocean floor and environment to man made impacts, both the Convention (including also the 1994 Amendment) and subsequent codification (such as the ISA draft code on Exploitation of Mineral Resources in the Area) put a focus on information about, and conveyance of, technology employed by interested deepsea mining companies, to inter alia the Authority and developing countries. In contrast, companies usually are (or by their nature should be) interested in safeguarding their technology and business secrets in order to secure unique selling propositions in a competitive environment. On the background of the meanwhile maturing regulatory régimes on deep sea mining, the presentation will look into some of the key regulatory provisions mirroring these apparently antagonistic interests, how the players involved could deal with them, and how they might in some cases be reconciled. Progress of Presentation The presentation will start by briefly examining some classical methods of protection of technology, such as patents, copyrights, and (not the least) secrecy. It will be found that some of the statutory means of protection due to their territorial character may face problems in being implemented in areas outside national jurisdiction, such as the Area, but that, thinking globally, they nevertheless retain much of their value for the purpose of protection. Depending on available presentation time, a model case may be used to illustrate the above – and also some of the following – findings.

The Central Indian Ridge (CIR), the boundary between the African and Indian plates, forms a SSE trending mid-oceanic accretionary system in the equatorial Indian Ocean (Fig. 1), extending to the northerly Carlsberg Ridge spreading center, and terminating at the Rodrigues Triple Junction (RTJ; 25°30'S, 70°06'E) by intersection with the Southwest Indian Ridge (SWIR) and the Southeast Indian Ridge (SEIR). Crustal divergence of the CIR proceeds at intermediate rates; a progressive increase of ocean floor accretion towards the south is documented: the present half spreading rate and ridge trend change from 1.80 cm/a and N142° at the equator to 2.73 cm/a and N152° north of the triple point. The topography of the central rift zone is rather smooth compared to slow spreading analogues such as the SWIR, but slightly more rugged than the SEIR. The rift valley is 500-800 m deep, 10-15 km wide and usually well defined. The inner floor, 2-4 km in width, is relatively flat along the axis and more variable in cross section, and lies at 2700-3200 m depth. Off set fracture zones striking generally N60° . in southern portions of the CIR and laterally displacing median valleys by as much as 8 km are often bent, uplifting crustal sequences up to several hundred meters. The length of individual spreading segments varies between a few and several tens of kilometers. The vertical displacement on normal faults are larger while lineaments are shorter than those of the faster spreading SEIR. "With the expansion of “green” energy technologies, the demand for the critical raw materials required to sustain this growth is increasing. Many E-tech elements, including tellurium (Te) and rare earth elements (REEs), suffer from high supply shortage risk and the need for more diversified metal supply routes is driving research into alternative resources. Hydrogenetic ferromanganese crusts, seafloor deposits of Fe- and Mnoxyhydroxides that form from the direct precipitation from seawater, present a potentially important future source of E-tech elements. With growing interest in the potential wealth of these deposits and the issuing of permits for deep-sea mining and exploration, more work is underway to understand the nature of ferromanganese crust deposits, their elemental concentrations and distributions, and the potential impacts of mining activities.This research focusses on the formation of ferromanganese crust deposits and processes that control the extreme enrichment of elements such as Te, Co and REEs. The crusts were systematically sampled and mapped between ~ 1000 – 4000 m depths using ROV ISIS, from a range of environments, substrates and morphologies from Tropic Seamount (NE Atlantic) in order to determine the seamount-scale factors that control major and trace elemental concentration variations. These factors include depth, surface roughness and micro-bathymetry, location relative to long-term mean current direction and energy, influence of tidal energy dispersion across the seamount, sediment supply, substrate lithology, biological productivity and phosphatisation. The study analyses trace-element characteristics of 100 ferromanganese crust samples alongside standard reference materials NOD-A-1 and NOD-P-1 (US Geological Survey manganese nodules). At this initial stage, we report results from whole rock acid digestion and ICP-MS analyses."
