The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core. The State of Hawaii has expressed concern over deterioration of the tourist beaches at Waikiki, which are becoming seriously depleted of sand. In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).

Geochemical exploration for marine placers involves the acquisition, processing, and interpretation of geochemical data. Recent technological advances such as in-situ analysis systems and microcomputers have greatly improved our ability to acquire and process data, but their full benefits cannot be realized until we also develop improved methods for reducing and interpreting large amounts of raw geochemical data. Toward this end, our research has sought to identify existing and/or develop new geostatistical techniques for use in marine placer exploration. Each technique has been tested by evaluating its performance in the analysis of existing data sets. The data sets typically include the results of chemical analyses of suites of sediment samples collected from areas of known or suspected platinum and gold placers along the Bering Sea coast of Alaska. Results to date indicate that three geostatistical methods (subpopulation partitioning analysis, comparative factor analysis, and end-member compositional factor analysis) are useful in identifying elemental groups which can serve as "pathfinders" in the search for marine placers, and are also helpful in discerning the generic geochemical basis under lying observed statistical correlations between pathfinder elements and placer minerals. The Minerals Management Service of the U.S. Department of the Interior and the State of Hawaii Department of Planning and Economic Development are investigating the cobalt-rich ferromanganese oxide crust deposits found within the Exclusive Economic Zones (EEZ) of the Hawaiian Islands and Johnston Atoll. The objective of this investigation is to complete a preliminary resource assessment and an Environmental Impact Statement for potential leasing of mineral rights to these crusts. The results of this effort will be summarized and published in a Draft Environmental Impact Statement in March 1986. Three oceanographic cruises to deposit sites in the Hawaiian Islands EEZ were conducted by the University of Hawaii in 1984. As a result, data and sample analysis yielded the following resource estimates (in thousand tonnes): (1) total crusts - 378,500; (2) cobalt - 2,500; (3) manganese - 76,200; (4) iron - 59,700; and (5) nickel - 1,400. These estimates do not include key factors such as deposit continuity, recoverability, and environmental sensitivity. A preliminary attempt to quantify some of these factors for one particular deposit is in progress and will consist of detailed field studies followed by laboratory analysis. Similar evaluations of the Johnston Island EEZ have also begun and are based upon field work conducted by West German researchers and the U.S. Geological Survey. The Johnston Island EEZ appears to have crust resources about as large as those contained in the entire Hawaiian EEZ.

Phosphate deposits on the southeastern U.S. coastal plain have long been the major force in world phosphate markets. World markets continue to grow, but the role of U.S. resources is rapidly declining. This situation results from a complex interaction of economic, political, and environmental factors. Causes for this ongoing erosion of the U. S. market include 1) escalating costs, 2) changes in land-use patterns, 3) environmental pressures oh conventional mining techniques; 4) exhaustion of shallow, high-grade resources in Florida, and 5) increased, low-cost production in other countries throughout the world. In fact, some agencies and commodity personnel predict that the U.S. will become a net phosphate importer early in the next century. If this projection is correct, the U.S. industry must look towards major changes in the near future in order to continue to compete in the world market. One possible change includes development and application of unconventional mining techniques to cheaply recover vast 'new' potential resources in areas with lower land-use pressures. These 'new' resources include 1) deep phosphorites within major sediment basins of the southeastern coastal plain and 2) subsurface phosphorites on the continental shelf and within the U.S. EEZ. These latter resources include extensive deposits in Onslow Bay, N.C.; broad regions offshore of Savannah, Ga. and Cape Canaveral, Fla.; and the central portion of the west Florida shelf. For the past twenty years or so the oceans of the world have been transformed in the minds of most Americans from the ultimate and nearly infinite receptacles for sewage and other wastes to an almost sacrosanct and threatened last refuge of Mother Nature from man on Earth. While this general movement has helped somewhat to moderate the flows of pollutants into the oceans, it has had severe and sometimes devastating impacts upon various attempts to develop seabed mineral resources. Marine mining proposals have been easy targets for attack. In most cases, they have short or no histories and involve prototype or first-generation methods. They commonly lack major financial backing, and do not command significant public support. Their constituents are limited. Opposition movements to such proposals have been able to evoke strong support by appealing to this "last refuge" image and depicting mining operations as the final assault. In mounting these public appeals, the movements obtain visibility and support. Because of the small and sometimes tentative status of the constituencies which support particular proposal s, the potential liabilities for opposition movements are minimal.

The United States is dependent on foreign imports for about 80 percent of its ilmenite, about 60 percent of its rutile, and virtually all of its monazite. Nearshore marine sand deposits and beach-complex sediments in the southeastern United States are important domestic sources of ilmenite, leucoxene, rutile, zircon, monazite, and a number of other less well known economic heavy-mineral (HM) species. Because global onshore reserves of placer titanium minerals may fall short of demand in as few as 20 years, offshore research in HM placers will become more important. The Atlantic Continental Shelf (ACS) defined by the shoreline and the 200-m isobath varies in width for the modern U.S. coastline from a fraction of a kilometer to about 150 km offshore of Cape Cod, Mass., and includes an area of about 3.91 x 105 km2. It probably contains 3-7 x 1011 m3 of sand and gravel which may locally contain commercially exploitable placer HM deposits.

The International Marine Minerals Society has now come of age! Previously known as the International Marine Mining Society, it was an informal group without officers, by-laws or official status. Despite the lack of formal structure, the Society has cosponsored symposia both in Europe and in North America including the 16th Annual Underwater Mining Institute in Halifax, Nova Scotia, last year. The roster of members is now sufficient to emerge as a fledgling professional society. To this end an ad hoc committee was appointed to prepare by-laws stating the objectives of the Society, provide the procedures for the election of officers and other guidelines essential for the operation of the organization. This paper briefly summarizes the history of the group, the by-laws, together with membership requirements.

In late 1988, the Committee for Coordination of Joint Prospecting for Mineral Resources in South Pacific Offshore Areas (CCOP/SOPAC), Suva, Fiji, consulted the Continental Shelf Division of the Marine Minerals Technology Center regarding low-tech, low-cost, reconnaissance sampling systems for a variety of nearshore needs. Materials of interest to several member island nations included silica and calcareous aggregate for cement manufacture, sand for beach replenishment, heavy minerals, and precious metals. A principal criteria of the system was that it be of low-tech design, and as far as possible, suitable for construction on the islands from available materials. It should also be operable with SOPAC personnel on island vessels of opportunity. The system selected to satisfy these requirements was a convertible drill of basic airlift design, capable of operating with easy modification as either a vibralift or airlift, depending on the desired application. The basic system included a drill pipe constructed of heavy duty 76 mm (3") black iron pipe, divided into three 3 meter sections (for ease of transport), fitted with an air intake manifold and bit at the lower end. A 25 mm (1") galvanized pipe assembled in three similar sections and clamped to the drill pipe served as a water jet to assist in cutting. Air was supplied to the manifold by means of a 12 mm (1/2") pipe also clamped along the length of the drill pipe. Accumulation of cobalt -rich ferromanganese crusts on Pacific seamounts located off-ridge in the Hawaiian EEZ, represents a complex process that involves geologic aging of the seamounts, geographic transportation- of the seamounts on the Pacific plate during the past 80 million years, and geochemical history of the oceans for that period. A comparative study of the building and erosion processes of the young Loihi Submarine Volcano, located south of the Island of Hawaii , and the 80 million year old Cross Seamount, located west of Hawaii , shows that both edifices show wide armchair-shaped talus chutes and intervening ridges of exposed dikes. The similarity between the observed mass wasting process on Loihi and Cross suggests that the slopes of submarine volcanoes are geologically unstable from the time of their origin on the seafloor through their entire geological history. The slopes of Cross are covered by coalesced ferromanganese crust covered talus, steep exposed dike faces, and crust covered dike ridges. A study of the stratigraphy of the crusts shows a range of thicknesses and number of unconformities present. The thickest crusts, up to 8 centimeters, are found preserved within the larger coalesced slabs along the shallower slopes of the talus chutes and along the crests of the ridges between water depths of 400 and 1800 meters. The platinum content was used in stratigraphic correlation between the crusts in the coalesced slabs and those collected from ridges with the PISCES V submersible. A recently completed series of projects funded by the Commonwealth of Virginia and the U.S. Minerals Management Service was designed to assess the distribution of heavy minerals on the inner continental shelf adjacent to Virginia. These projects indicate that a suite of minerals of both strategic and economic interest is present. Analysis of several hundred grab and core samples shows that zircon, monazite, and titanium minerals (ilmenite, rutile, and leucoxene) occur in quantities that probably warrant further study by the mineral industry. Furthermore, side-scan sonography and shallow seismic profiles have provided information on the thickness and areal extent of the mineral-bearing sands. Possible development of the resource is enhanced by a potential use of offshore sand for beach nourishment. The results of the preliminary studies have been presented in open-file publications and oral reports in order that the mineral industry might have an up to date basis upon which to consider more exploratory work. Much of the effort south of the mouth of Chesapeake Bay was made in cooperation with and enhanced by an independent study of sand resources for beach nourishment and other needs. Preliminary review of the quantitative analyses of the heavy-mineral content of several hundred samples demonstrates that the distribution of high concentrations is non-uniform. The University of Hawaii, Ocean Basins Division (OBD) shares, equally with the University of Mississippi, Continental Shelf Division (CSD), congressional funding for the Marine Minerals Technology Center, a Generic Minerals Center under the U.S. Department of the Interior's Mineral Institutes Program. The State of Hawaii supports the program by the provision of salaries for the Executive and Technical Directors and by the provision of fiscal, administrative, and facilities support through the Hawaii Natural Energy Institute, the Research Corporation of the University of Hawaii, and the School of Ocean and Earth Science and Technology. The Center's program of research, technology development and education is multi-disciplinary and international in scope. "Bimodal lithostratigrafic assemblages are of significance in volcanogenic massive sulfide (VMS)-hosted lithology. The largest deposits are either bimodal-siliciclastic or maficsiliciclastic, and the presence of a significant siliciclastic component in the host stratigraphic succession favors large VMS deposits (e.g., Franklin et al., 2005; Barrie and Hannington, 1999). In the case of modern sub-seafloor VMS deposits in arc-related settings, the majority of deposits have been discovered in association with calderas or cauldrons (Halbach et al., 1993; Ishibashi and Urabe, 1995; Iizasa et al., 1999). These features are formed by the explosive eruption of silicic volcanoes, so that silicic host rocks and/or pumiceous volcanic clasts are generally observed around the ore deposits (e.g., Binns and Scott, 1993; Fiske et al., 2001). Caldera-like and graben-like morphological features therefore attract attention in geophysical surveys. However, silicic lithologies (dacite and rhyolite) normally contain only small amount of metallic elements (e.g., a few ppm to a few dozen ppm of Cu), whereas mafic rocks, such as basalts and basaltic andesites, contain significant amounts of metals (e.g., a few hundred ppm of Cu). Thus, the origin of metallic elements in VMS deposits associate with the silicic host rock remains unclear.The Iheya North Knoll is a volcanic complex in the middle of the Okinawa Trough. It is located in a young and actively spreading back-arc basin that extends for 1200 km behind the Ryukyu arc-trench system (Lee et al., 1980; Letouzey and Kimura, 1986). Several active hydrothermal fields have been recognized in the Iheya North Knoll. Mineralization at the Iheya North Knoll is characterized by relatively juvenile features consisting of VMS deposits with associated hydrothermal alterations to various degrees. Massive sphaleriterich sulfides at this site, recovered for the first time from beneath an active seafloor hydrothermal system, strongly resemble the black ore of the Kuroko deposits of the Miocene age in Japan (Takai et al., 2011). From February 11 to March 17, 2016, the SIP CK16-01 (Exp. 908) D/V Chikyu cruise was conducted at Iheya North Knoll and the rifting center of the Iheya Minor Ridge area, middle Okinawa Trough. The Iheya Minor Ridge area is also an active hydrothermal field, located ~30 km southeast of the Iheya North Knoll. In this area, basaltic rocks are widely distributed, and drilling has confirmed that the basaltic materials continue to ~120 m below the seafloor (Kumagai et al., in prep)."

Polymetallic sulphide (PMS) deposits have recently been discovered associated with hydrothermal vents on the sea floor off Vancouver Island, B.C. Visual estimates indicate reserves in excess of 1 million tons. Reliable reserve estimates have not yet been made, however, due to the extreme difficulty of drilling cores in 2 km of water. Few geophysical techniques can aid in the exploration of these deposits. There is little or no difference in radioactivity, magnetic susceptibility or electrical resistivity between the deposits and the surrounding sea floor sediments. This precludes radiometric, magnetic, electromagnetic and resistivity methods. There is a density contrast, but the logistics of gravity surveys at such depths are formidable. The physical property which shows the most contrast with the sea floor sediments, and which is perhaps one of the easiest to measure (with modern equipment) is polarizability. The induced polarization (IP) method is one of the major electrical geophysical techniques for exploring for PMS deposits on land.

Recent investigations located at least six major massive sulfide deposits (dimensions measured in tens to hundreds of meters) within a 50-km-long segment of Escanaba Trough, the sediment-covered axial valley of southern Gorda Ridge. The sediment fill is intercalated silt and sand turbidites and hemipelagic mud with a maximum thickness of 500 m. Several volcanic edifices, spaced at approximately 15-km intervals along the ridge axis, penetrate and locally breach the sediment. The largest sulfide deposits form mounds and ridges on the steep flanks of structurally unstable sediment-capped blocks that have been uplifted above the volcanic edifices; both sediment and sulfide deposits are undergoing rapid erosion and redeposition. Although hydrothermal activity appears to be absent at most sulfide fields, 220°C fluids are discharging from the tops of sulfide mounds near 41°00'N lat, 127°31'W long. Recent pillow lavas and sheetflows erupted onto the sediment-covered sea floor less than 500 m away from the active vent field. The massive sulfide deposits have compositional characteristics that differ from deposits formed on sediment-free spreading axes. The Escanaba Trough deposits include Fe- and Cu-rich, Zn- and Pb-poor massive sulfide mounds, polymetal (Zn-Fe-Pb-Cu-As-Ag-Sb-Sn) sulfide vent structures, abundant barite-rich chimneys, crusts, and sinter cones, and thermogenic petroleum in the sulfide and sediment. Marine scientists at the University of Georgia, have in the past few years, designed, developed and refined two geochemical survelliance systems for the exploration of hard mineral resources on the seafloor. The one first developed is an underwater sled which contains a nuclear radiation detector for measuring naturally occurring gamma radiation that is associated either with marine phosphorites containing uranium and its decay daughters or thorium decay products that are indicative of monzanite. The latter can, in most instances, be used as a pathfinder mineral for placer deposits that may contain other heavy minerals of interest such as rutile, ilmenite, chromite, gold, etc. This sled is operational in continental shelf depths. The second system is capable of more definitive measurements in the form of direct elemental analyses of the silt and clay fractions within the surficial sediments. It consists of a towed sled containing a submersible pump which, upon agitating the sediments, transfers the finer fraction up a hose to a shipboard centrifugal cone then to an automated sample processor. The resultant samples are rendered into sediment wafers, suitable for non-destructive XRF analysis. The system is capable of shipboard analysis for specific elements within minutes after sampling, allowing a cursory look upon which an exploration grid can be formulated while on site. A much wider spectrum of up to 40 elements can be evaluated when the wafers are returned to the land based laboratory.

Mining is a waste intensive industry, oftentimes producing hundreds of kilograms of waste rock and tailings for every gram of metal recovered. Disposal of mine tailings is a major concern in most mining operations. In Southeast Alaska the steep terrain and high seismic hazard province limits cost effective opportunities for land disposal of tailings. The lack of infrastructure and long travel distances generally limits secondary utilization of tailings, as well. Since the mines are located close to tidewater, submarine tailings disposal is an attractive option for tailings management. At the present time the EPA will not issue a permit that authorized marine tailings disposal from any mining process that includes flotation technology. Upland disposal is the "Best available technology" and must be used. Consideration of submarine disposal is generally precluded because the tailings are contaminated with fluids from the flotation process. However, when developing technological solutions to minimize environmental disturbance, destruction, pollution, and risk, submarine tailings disposal deserves another evaluation. In Southeast Alaska it may be the "Best available technology" based on an assessment of all issues and concerns in these mining projects.

East Diamante is a submarine volcano in the southern Mariana arc that is a complex caldera about 10 km x 5 km (elongated ENE-WSW), and breached on its northern and southwestern sectors. A large field of barite-sulfide mounds was discovered in June 2009 and revisited in July 2010 aboard the R.V. Natsushima using the Hyper-dolphin ROV. The mound field occurs on the NE flank of a cluster of resurgent domes inside the caldera. The mound field extends for more than 100 m long and is about 30 m wide, and is aligned along a NE-SW rift valley. A sample of dacite yielded a 40Ar/39Ar age of 20,000±400 years. Individual mounds are typically 1-3 m tall and 0.5-2 m wide, with lengths from about 3 to more than 5 m. The mounds are composed of barite-dominant layers interbedded with Zn-sulfide-rich barite layers. Rare inactive spires and chimneys cap some mounds. Fe and Mn oxides are currently forming small (<1 m diameter, ~0.5 m tall) subsidiary mounds on the top of some of the sulfate/sulfide mounds and drape the flanks of others. Both diffuse- and focused-flow fluids emanate from the subsidiary oxide mounds. Ages of the basal sulfate/sulfide mounds cluster around 4,000 years old based on 226Ba/Ba, whereas the oxides are less than 5 years old based on 228Th/228Ra. Most mound and chimney samples are dominated by barite and amorphous silica; sulfides occur in variable amounts that in decreasing order of abundance include sphalerite, galena, pyrite, and chalcopyrite. Anglesite, cerrusite, and a Pb phosphate occur as late-stage interstitial phases. Some mound samples have fragmental textures; layered clasts composed of chalcopyrite and pyrite may have been derived from collapsed chimneys. Despite the abundance of barite, samples contain high concentrations of Zn (to 23 Wt.%), Pb (to 13 wt.%), Ag (to 500 ppm), and Au (to 15 ppm). Copper is enriched in a few mounds samples, up to 3 wt.%, but is typically <1 wt.%. Other significant metal enrichments include Sb (to 1320 ppm), Cd (to 1180 ppm), and Hg (to 55 ppm).

In a commercial effort to characterize deep seabed manganese deposits in the Clarion-Clipperton region of the northeastern tropical Pacific, Ocean Mineral s Company carried out 16 expeditions to the region between -1978 and 1981. During these cruises OMCO collected substantial data. Activities included acoustic profiling, video and photographic imaging of the seabed, and sampling of the deposits with dredges, box cores and free-fall grab samplers. In 1990 the samples, photographs, technical reports and computer data bases which resulted from this work were archived at the Marine Minerals Technology Center at the University of Hawaii. This preliminary examination of the collection focuses on the biological observations made from almost 10,000 photographs of the seabed and the manganese nodule size distributions and compositional data from the free-fall grab recoveries. Regional trends are evident in all three data types. The biological examinations of the seabed photographs show significant geographical trends, with greater abundances of organisms being noted in the northeastern extreme of the region, decreasing toward the southwest (11.4 to 2.7 observations per 100 m2; 460 to 190 g per 100 m2). The nodule size distributions suggest that the ratio of the nodule burial rates to growth rates systematically decreases over the same range (0.65 to 0.36 nodules buried per 1 cm of growth).
