In his March 31, 1977 budget, Finance Minister Macdonald has attempted the delicate balancing act of stimulating the economy without reinforcing the inflationary pressures which Canada is continuing to experience. Several tax changes of benefit to the mining industry, as well as measures designed to encourage oil exploration in frontier areas, are among the budget proposals. Additional earned depletion of 66- 2 /3 %, which may be offset against income from any source, will be available on drilling costs in excess of $5 million incurred between March 31, 1977 and April 1, 1980 in connection with an exploratory well in Canada, including the continental shelf . Other changes include more favourable treatment of resource property dispositions, less restrictive rules r elating to "successor corporations" , increased capital-cost allowance on railway spur lines, the inclusion of certain production royalties in Canadian development expenses and the application of the lower "manufacturing and processing" tax rate to sulphur production. To encourage business capital spending, the 5% federal investment tax credit it to be extended an additional three years to mid 1980 and broadened to include spending on scientific research and development. The rate of credit will also be selectively increased on a regional basis, to 7.5 % in certain designated areas in Saskatchewan, Manitoba. Northern. Ontario and Quebec, and to 10% in the Atlantic provinces and the Gaspe.

Experimental Mine, Val d'Or, Quebec, Experiments on the ignition of sulphide dust clouds by explosives have been conducted in a 1 m3 explosion chamber. The explosives tested are ANFO, emulsion, aluminized emulsion and Detasheet. By controlling the composition of the ANFO and the emulsion explosive the oxygen balance could be changed in order to identify the dominant factors in the ignition of sulphide dust clouds by explosives. Experimental results, combined with theoretical calculations, show that the temperature of the detonation products is the most important parameter in the ignition of the dust cloud while the combustible detonation products are of secondary importance in the case of non-aluminized mining explosives. In the case of aluminized explosives and explosives having very negative oxygen balance the ignition of the dust cloud is assisted by the large amount of combustible detonation products.

"Significant strides have been made during the past decade to integrate the traditionally separate administrative functions of financial management, materials management and maintenance management.In 1983, Key Lake Mining Corporation (KLMC) brought on-stream one of the most technologically advanced mining operations in North America. There was a requirement to support this new facility with state-of-the-art management information systems.This paper will discuss the development and evolution of the corporation&apos;s computerized information systems with specific emphasis on the utilization of computer systems to assist maintenance personnel in performing their work activities:Note: In August of 1989, the administration and operation of the Key Lake Mine was assumed by CAMECO - A Canadian Mining and Energy Corporation.IntroductionThe Key Lake Mining Corporation was incorporated in 1979 and operates a $500 million uranium mining and milling complex located in northern Saskatchewan.The feasibility study and environmental impact statements for the Key Lake Mine were submitted in 1979and in August of 1981, following a public inquiry, approval to proceed with construction was granted. Ore processing commenced in October of 1983 and during 1984 a total of 10.4 million pounds of uranium oxide (U3O8) was produced. In 1987, an annual production of 13.5 million pounds was achieved clearly establishing Key Lake Mining Corporation as the world&apos;s leading producer of uranium oxide. Current ore resources are expected to extend production of the Key Lake facility into the year 2000."

As Building Information Modeling (BIM) becomes widely adopted by the construction industry, it holds undeveloped possibilities for supporting Facility Management (FM). Some FM information systems on the market claim to address the needs for FM requirement. However, the question of whether the functionalities provided by the current BIM-based FM software companies are those actually required by the FM Professionals still need to be answered. The data is required by FM professionals in the operation and maintenance phases of facilities and type of maintainability problems that frequently occur, which can be solved early in design phase, have not yet been addressed. The aim of this paper is to clarify the frequently occurring maintainability problems and to investigate the potential areas that can use BIM technology to solve the maintenance problems in early the design phase. A survey was conducted to collect perspectives from the industry practitioners for the maintenance problems and their frequency. The survey results indicated that maintainability considerations should be taken into consideration during the facility design phase. The results also address the perceived areas by practitioners that need maintainability consideration in design phase

"An introduction and case study of Mintek's latest generation of Milling Circuit controller, the MillStarTM with IES (Interpreting Expert System) is presented. This paper also describes as a case study its installation on a Southern African base metals concentrator plant which has demonstrated improved operation, greatly reduced variation in product quality, as well as increased capacity and availability of the circuit.In this case study, the MillStarTMw as installed along with several other enhancements, including hydrocyclone underflow monitoring, product particle size estimation and flotation circuit stabilisation. MillStarTM utilised the particle size measurement to control grind to within 2% of setpoint, all the while ensuring sump level control, density control as well as mill power optimisation. Mintek' s expertise in the modelling of tumbling mills allowed the development of a specialised optimising controller that ensured the mill was kept in the most efficient operating region.MillStarTM augments the automatic control with useful user interface features, such as on-line trends of any logged variables, historic data warehousing and retrieval and production summary reports.A novel feature that distinguishes the MillStarTMi s the IES (Interpreting Expert System). This is a feature of the software that works with the automatic control code to generate explanations for control actions made by the controller. Often complex control systems are mysterious in nature, reducing trust and eventually resulting in them being switched off. Researchers at the Pittsburgh Research Laboratory (PRL) of the National Institute for Occupational Safety and Health (NIOSH) work to reduce respirable dust exposures in mining operations. One focus of this research is silica dust control for surface and underground operations in the metal/nonmetal mining industry. PRL researchers analyze dust sampling results from the Mine Safety and Health Administration (MSHA) to identify high-risk occupations to guide research efforts. Research is then conducted in an effort to improve existing technologies and/or develop new controls for reducing worker exposure to airborne silica dust. During the last few years, PRL researchers have conducted research related to the following goals: improving protection provided by enclosed cabs on mobile surface mining equipment, reducing dust generation from surface drills, reducing dust levels in iron ore operations, and developing a new method to clean dust from workers? soiled clothes. A description of each of these controls and subsequent dust reductions quantified through site surveys will be provided.

To strike a fair balance is not always easy, nor is it possible always to satisfy both sides. Still, under the free enterprise democratie form of government to which I think we al! subscribe, no better way of handling the problem has yet been discovered."

The shaft structure being part of an underground mine, depends on programned functional duties, and on geological and hydrological conditions. The majority of Canadian metal mine shafts are in hard competent igneous rocks, which are in an elastic state of equilibrium around the excavation. Others penetrate soft sedimentary or very weak water-bearing rock formations in which the equilibrium varies from plastic to hydrostatic. Knowledge of how to interpret the underground conditions, determine acting forces and design proper structures is essential for the production and safety of the future mine.

IN 1922, the writer communicated to the Institute a paper entitled The Development of the Coal Industry in Canada (1), which summarized the considerations set out in a series of papers (2) concerned with coal-mining in Canada which he had presented in 1920 and 1921. This paper contained a forecast by decades, commencing 1920, of Canadian coal production, importation, consumption, and exports, based on anticipated rate of population increase, and continuation of the gradual increase in the per capita rate of coal consumption in Canada that had taken place every year up to 1920. THE LATE Dr. D. F. Hewitt, Ontario&apos;s foremost authority on industrial minerals, was the first to point out the importance of urban minerals when he produced figures (Hewitt 1968) to prove that the Toronto-Hamilton area was Ontario&apos;s second largest mining camp in 1966 (Fig . 1). In that year, the value of mineral production within a 60-mile radius of downtown Toronto exceeded individually that of Steep Rock, Kirkland Lake, Timmins, Manitouwadge and Elliott Lake. Only the nickel and precious-metal production of Sudbury .surpassed in value that of Toronto&apos;s pits and quarries. Although that position was unchanged for some years during the early sixties, it was admittedly an unusual situation: gold was still pegged at an artificially low value; uranium was stagnant; and Texasgulf had not entered the scene. However, the point had dramatically been made. The combined value of production from hundreds of sand and gravel pits and dozens of limestone and shale quarries was of formidable proportions. The mining industry of the urban fringe could not be denied. Construction aggregates, cement, building stone and bricks were fueling an apparently insatiable appetite for urban expansion and redevelopment.

"The low cost and availability of micro-computers and their peripherals provides the metallurgical engineer with the opportunity to use such computers in a wide variety of applications. In this paper, the authors describe the development of a low cost data acquisition system capable of measuring up to 8 analogue channels at a sampling rate of up to 5000 measure mentsper second. This system is equipped with proper hardware and software so that the micro-computer can be linked to a central computer facility such as the McGill System for Interactive Computing (MUSIC). This central computer facility is supported by an AMDAHL V7 computer. Using the present interface, communication rates between the microcomputer and the central computing facility can be as high as 9600 (baud).The above mentioned data acquisition system is currently used for monitoring dissolution kinetics of ferro-alloy additions in liquid steel. In addition to this, special software has been developed which enables the user of this system to monitor solidification rates of ingots, etc. As economic considerations are always important, comparisons have been made with existing recorders which show that the cost Of the present system is only 30 per cent more than a two-pen strip chart recorder.RESUMELa disponibilité et le bas prix des micro-ordinateurs et de leurs périphériques permet à l&apos;ingénieur métallurgiste d&apos;utiliser de tels ordinateurs pour diverses applications. "In the last few decades, microwave energy has been widely employed in food processing, rubber and plastics curing, and in ceramic sintering. Recently, the application of micro waves as an energy source in extractive metallurgy has received considerable attention from a number of researchers. During the period from the mid-1960s to about 1988, the majority of the research was focussed on the behaviour of materials in microwave radiation. These research activities will continue to be important, since fundamental data on the interaction of microwaves with materials are vital for the successful application of the technology. Since1990, a number of potential applications of microwave processing have been investigated.These include: pretreatment of ores and concentrates, leaching, reduction, preheating of refractories, heating of slags and waste treatment. In this paper, the interaction of micro -waves with materials of interest in extractive metallurgy are reviewed and potential applications are discussed.IntroductionMicrowaves were first used in 1946 for the heating of materials, shortly after radar equipment was invented during the second world war. It was evident that microwaves were very effective for heating water and the technology was quickly adopted for drying and cooking. Since the introduction of the first microwave oven by Raytheon in 1952, many millions of domestic microwave ovens have been sold annually (National Research Council,1994; Atomic Energy of Canada and Voss Associates Engineering, 1990).In extractive metallurgy, microwaves are in the early stages of development (National Research Council, 1994; Atomic Energy of Canada and Voss Associates, 1990; McGill and Walkiewicz, 1987; Bradhurst and Worner, 1990;Peng et al., 1993). However, there are several reasons for the growing interest in the use of this technology in the field of metals extraction. These include the following potential advantages of microwaves: (1) rapid and selective heating of materials; (2) reactions can be catalyzed because the heating occurs on a molecular or atomic level; (3) clean and controllable energy source; (4) the gas volume is reduced and the atmosphere can be controlled as there are no gaseous combustion products; (5) the material is heated internally in comparison to external heating with conventional methods; (6)the temperature of the refractory can be minimized; and (7) the working environment is improved."

In open stope mining borehole deviation is one of the main factors affecting the blasting results. Though previous research has identified some actual deviation patterns, these studies are unable to relate the hole deviation pattern with the blasting results and therefore it is not possible to modify the design or take remedial measures based on the prediction of the blasting results. An alternative to the conventional method for borehole surveying is the in-hole probing techniques. With their inherent errors, it is important to evaluate these surveying systems under conditions of different mine sites. The lack of available assessment methods has limited the application of these techniques. In this paper some of the characteristics of the actual hole deviation pattern are discussed based on data from surveying production holes in six stopes. A method of predicting the blasting results is proposed by considering the borehole deviation pattern. Based on the prediction stope design can be modified or further surveying is carried out to improve the blasting results. The tolerable error is introduced to relate the surveying error with the drilling pattern and therefore it is possible to assess various in-hole-surveying techniques.

With ever-increasing global demand for mineral resources, numerous mines are moving towards developing and mining deeper, more complex and lower grade ore bodies. In many cases, mass mining methods (e.g. block caving) are being considered to deal with deeper, lower grade deposits. The body of practical knowledge, however, related to the impacts mass mining methods have on the surface environment in terms of rock mass response, subsidence, etc., is limited, imposing both economic risks to the mine and safety risks to mine personnel. This paper presents the framework for and preliminary results from a large collaborative research initiative between Diavik Diamond Mines, Rio Tinto, the University of British Columbia (UBC) and Simon Fraser University (SFU). The project involves the integration of available subsidence, rock mass, mine operation and monitoring data, together with the advanced application of combined finite/discrete-element modelling codes capable of simulating fracture behaviour, cave propagation and surface subsidence above block cave mines. The main objective of this work is to develop advanced numerical modelling methods to characterize complex rock mass behaviour above block cave mines. The research will also include the study of rock deformation mechanisms associated with the transition from surface to underground mining and the potential interaction between simultaneous open-pit and underground mining operations.

"The Construction Group is responsible for the construction of all of Placer Dome’s major projects and contributes to the development of most major feasibility studies. This group includes an international collection of Placer Dome people who have built mines in Papua New Guinea, Australia, Chile, the United States and Canada. This paper outlines the changing role of the Construction Group from the early days of single projects to today, when several projects are in various phases from feasibility to construction. The projects’ total annual budgets have from time to time exceeded one billion dollars. IntroductionAs the competition increases globally between the major gold mining companies, the impetus continues to build mines at the lowest cost with the shortest construction schedule. Placer Dome has more than met that challenge by building mines around the world at a pace that was not contemplated 15 or 20 years ago. Since 1960, Placer Dome has built 30 mines and expansions at a cost of nearly 4.5 billion dollars.In the last six years alone, Placer Dome has built 14 mines and expansions, worth 2.6 billion dollars. The company’s success is due primarily to Experience, Innovation, People and Standards.The diversity between projects, let alone the pace, has been a challenge. Placer Dome has built mines around the world in a variety of extreme climates and distinctive cultures. The construction experience gained from these projects has allowed Placer Dome to develop an extensive knowledge and data base making it easier to “fast track” projects.Through the years Placer Dome has developed a human resource base. It now has an experienced and adaptable core team of people able to set up construction projects and build mines anywhere in the world. By developing standards and systems to support the projects they can act as soon as a new project is approved, and complete the projects quickly and effectively. The result is that Placer Dome now has the construction expertise to build its own mines, giving them the competitive advantage that allows them to design and construct a mine in the least time at the lowest capital cost. This was demonstrated in March 1997 with the completion of the construction of two new mines in 12 months."

The objectives of the business case are to examine a proposed metallurgical project and answer fundamental questions about project feasibility, risks, opportunities, and value. A business case fulfills these basic functions: estimates economic value; helps to understand competitiveness; serves as a risk management tool; and serves as a communication tool. A business case evolves with the project life cycle, and supports the gate reviews at the end of each phase of engineering, through to project construction and operations. A business case must be holistic, including all elements of scope that can impinge on project risk and value.

"A bulk mining method is employed at the Lockerby mine resulting in the formation of large muck-piles. If these muckpiles remain in the stopes for some time they may agglomerate to the extent that the muck cannot be removed by a scooptram. A laboratory investigation was undertaken with sulphide material from the mine in order to detemine the time that oxidation begins and the flowability of the material as a f unction of several factors. The laboratory results are applied to the conditions in the muck-piles.The time of the beginning of oxidation of the material decreases as the sulphide composition, water content and availability of air increases. Oxidation is retarded by the addition of a copper sulphate solution instead of water. The unconfined yield force (strength} of the material increases with an increase in the sulphide composition, water content and time. The material ceases to be free-flowing before there is visible evidence of oxidation and this suggests that oxidation actually begins earlier and that agglomeration is also due to the capillary action of water.Broken ore should be removed from the stope prior to the time a muck-pile ceases to be free -flowing-perhaps as early as two days f or high-grade ore and 5 days f or low-grade ore. In order to control dust, 1.4 weight per cent of a 5 per cent solution of copper sulphate should be added 10 the muck-pile rather than water. This inhibits oxidation and increases the time that a muck-pile remains free-flowing."
