A SEARCH of the records indicates that evidences of accumulations of petroleum and natural gas within the boundaries of British Columbia were discovered at approximately the same time as were those of Alberta. They probably would have been developed as soon bad it not been for the fact that they are in such uninhabited parts of the Province. Even today, the seeps of the Flathead area, and the later discovered extensive seeps of the Peace River area, have been seen by very few people. From the geological evidence, there is reason for believing that British Columbia soon will be a petroleum producing Province. Fifty-eight operators, both companies and individuals, are now backing the money and the effort which they have invested with us, for the most part within the last three years, in a belief that this is so. The promulgation of the Petroleum and Natural Gas Act in 1947 marked the beginning of a new phase with regard to the exploration and the development of our petroleum and natural gas resources. Since August 15th, 1947, the date on which the Act came into force, the area under exploration bas increased from a few thousand acres, held by lease under the Goal and Petroleum Act, 1986, to 10,460,115 acres, including all active permits, licences, and leases. In addition there are 192,720 acres under application, bringing the total under issue and application to 10,652,835 acres. The total area is comprised of 105 permits, 20 licences, and 26 leases under the 1986 Act. The permits and licences, which ?represent active exploration and development, are held by a total of 82 companies and 26 individuals.

It is estimated that China accounts for 94% of the world supply of rare earths (Roskill, 2011). This fact, together with the impact of China?s export policy, poses a substantial risk to the security of the rare earth supply as well as a rare earth price risk. This situation has motivated an increase in the number of rare earth projects under development, i.e., there are currently more than 440 worldwide (Technology Metals Research, 2012). However, economically and environmentally acceptable processing technology to produce tradable products from rare earths (e.g., separated rare earth oxides) is not freely available on the market at the moment. In this respect, a lot of research and development has been initiated on this topic, in academia as well as in industry. Using a proprietary model and scenario-based analysis, we studied the impact that the development of rare earth processing technologies would have on the rare earth market and the economic feasibility of rare earth projects mentioned before. The analysis showed that this impact varies depending on the technology type (e.g., technology can affect project production volume, cost structure or both) and the legal context of the invention (e.g., free or limited by patenting availability of a new technology). The effect of a technology which influences project production volume is not the same as of a technology which changes project cost structure. The impact of a patented processing technology differs from the impact of a processing technology which is freely available on the market. In the case of a new technology which is limited by patenting, its impact depends on the market position (?producing?, ?next-coming?, or ?not producing? project) of the patent holder. The paper contributes to existing research by studying the dependence of the expected micro- and macroeconomic impact of rare earth processing technology developments on the properties of a new technology (e.g., costs, legal framework etc.). By this means, the paper adds to existing knowledge and attempts to make the rare earths market more transparent and predictable from a perspective outside China.

The haulage cycle is the sequence which a haulage vehicle must first arrive at the loading area, then turn around and reverse into position. Once it is loaded, the vehicle leaves and travels to the unloading area, where again it must turn around and back up to unload. The cycle is repeated over and over again. The Vector Neutral truck is a rubbertired, self-propelled hauling vehicle designed such that it eliminates the requirement to turn around and back-up to either load or unload. Vector Neutral Truck Cycle: 1.) Travel from the load station to the dump station. 2.) Stop and dump load. 3.) Travel from the dump station to the load station. 4.) Stop and load. The Advantage is in the Difference: 1.) Shorter distance traveled. 2.) Fewer brake and steering actuations. 3.) Easier to automate. 4.) Easier to adapt for remote control operation.

Mining has several characteristics, uncommon in other business sectors, which pose additional challenges to the implementation or design of IT and management systems that use the information. Understanding these characteristics would improve the chances of successfully importing new information technology and management techniques to mineral producers. The most important characteristics that should be understood are workplace issues, the industry’s dual nature of being a continuous construction project using cyclical factory processes, labour challenges, workplace culture, information availability, integrative data elements, and the current technical education of mining engineers. These characteristics were taken into account in two applications of information technology and systems design at operating companies. The research and consulting projects focused on the development of an IT-enabled performance management system at several underground metal mines in Canada and an integrated data warehouse for surface mines spread throughout the United States and Latin America.

"Once all the hullabaloo about Finance Minister Wilson's April 27 budget died down (or was it an April 26 budget?), the pain of the budget papers began to sink in. Individuals and corporations will have to dig deeper and pay more taxes - and government will continue to dig deeper and spend more. The irony of the situation is that higher tax rates actually make flow-through shares more attractive as a tax-deferral investment - a bittersweet ""bravo"" for the mining industry.INTRODUCTIONFor the first time in Canadian history, a major budget address has taken two days to deliver. Of course, it's not a case of long-windedness, but rather a case of a hastily called press announcement on April 26 in response to a budget leak, followed by a formal budget speech on April 27.The general reaction of the business community to the budget was to the effect that the tax hikes are acceptable, but the government's failure to curb spending is less than acceptable. Mr. Wilson's reported response indicated that the government had never promised to cut spending, and that increased government spending would actually benefit the country. That age-old debate will doubtlessly continue for generations.In any event, three noteworthy components of the budget papers are:• Personal income tax rates increase effective July I, 1989;• A ""large corporations tax"" (in effect 'a corporate ""minimum tax"") is effective July I, 1989; and• Federal sales tax increases are effective from June 30, 1989, to be replaced by a national sales tax in 1991.A brief overview of these and other budget proposals follows."

This paper will discuss the common trends existing in various Canadian jurisdictions for the closure and reclamation of mines. Included will be a discussion of the requirement to post security as well as its form and how security is calculated and refunded. Reclamation can no longer be left to the end of mine life. Progressive reclamation must occur throughout mine life and must be part of the mine plan from the beginning.

Daring to try where others had failed, Herbert and Lou Henry Hoover translated from the Latin the principal (and first) textbook on the mining and metallurgical profession, De Re Metallica, 1556, which had been in use for two centuries and then had lain dormant for 350 years in a language unreadable except by a chosen few. Thus the Hoovers enriched the English tongue with a vitally important contribution to history in the fields of mining, metallurgy, and chemistry. To them it was a joint hobby, because they were actively interested in the beginnings of the mining profession in which they had both been trained. Illuminating the years of toil to perfect this translation shone their ideal of service to humanity, since, in the Preface, they refer to their task as "a labour of love", which had to find the moments for its execution in night hours, weekends, and holidays, extending over a period of about five years. And they add: "If the work serves to strengthen the traditions of one of the most important and least recognized of the world's professions, we shall be amply repaid". While a student at Stanford University, during the years of 1891-95, Herbert Hoover had become familiar with a copy of this Latin mineralogy classic, De Re Metallica, a rare book in the private library of Dr. John C. Branner, at that time head of the department of geology and mining. Another Stanford student in geology was also examining and studying the ponderous volume of twelve 'books'. She was Miss Lou Henry, of Monterey, who graduated in 1898, and the following year became Mrs. Herbert Hoover. Interwoven through the tapestry of their life experiences gleamed the silver thread of their interest in this mediaeval Latin textbook. Just nine years lacer, the Hoovers had commenced their translation, while they were in temporary residence in London after the seething years in China under the shadow of the Boxer rebellion.

"The mechanization of mining operations in underground coal mines has led to faster cutting rates of coalfaces with increased levels of emission of gaseous and particulate contaminants in the workings. Consequently, the fresh air streams from the main ventilation systems reaching distant workings are often insufficient, ineffective or inadequate and have to be supplemented by auxiliary ventilation systems to create and maintain the required working environments underground. The efficiencies of auxiliary ventilation systems are largely affected by drivers of the system such as the type and capacity of the fan; the type, length, diameter and condition of the ventilation ducting and the distance from the discharge end of the intake ducting to the face. Traditionally, single point measurements of methane gas concentrations using either flame safety lamps or hand-held measuring instruments have been used to assess how safe underground coal workings were. Unfortunately, such occasional measurements of methane gas concentrations do not give an accurate picture of the real gas concentration in the working as they are often taken from the easily accessible locations in working. Continuous monitoring of the methane gas concentration in development headings enables a better assessment of the environmental conditions prevailing there. All variations in the methane concentrations are more easily captured on a continuous monitoring basis than by instantaneous single point measurements. The approach adopted in this work was to continuously monitor the concentration of methane very close to the face and about 60 m outbye in development headings, observe the types of auxiliary ventilation equipment and their sizes being used in the working as well as noting the lengths from the discharge ends of the forcing and exhaust ductings to the face.In this paper, empirical methods are used to calculate the mean efficiencies of the auxiliary ventilation systems in selected development headings in coal mines in North America. This enables the assessment of the effectiveness of the auxiliary ventilation systems and the identification of the system drivers in them. The results show that the efficiencies of the forcing systems ranged from 17.02% to 96.81% while the efficiencies of the overall systems varied from 6.04% to 54.16%. The distance from the discharge end of the intake ducting to the face appeared to be the strongest driver in the performance of the auxiliary ventilation systems studied. It was also noted that when the discharge end of the intake ducting to the face does not exceed 7 m, there were faster purging rates of methane at the face and the efficiencies of the overall auxiliary ventilation system were greater than 50%. These findings are very important in underground coal mining in North America as they will assist to avert calamities, such as the Westray coal mine disaster in 1992 which resulted from the explosion of methane gas, by identifying which components of the ventilation system need special attention to create safe working conditions underground."

"Introduction The Luscar company, Forestburg Collieries Ltd., operates the Diplomat Mine located 14 km south of Forestburg, Alberta. Production is now at a declining rate from the 1 million tonnes achieved in 1978 as the reserves are being depleted. Three pits are operated at this prairie strip mine utilizing draglines and stripping shovels to uncover the coal. The coal is hauled to a tipple on site for shipment by rail or highway vehicles or is hauled directly to the adjacent Battle River Generating Station. Geology The mine is currently extracting the Battle River seam on the north side of the Battle River. This is the lower-most seam in the Horseshoe Canyon Formation and is the only one present in the area, the upper seams having been eroded by glaciation. The seam lies generally flat and varies from 2.0 to 5.0 metres thick. It lies under glacial till overburden varying in depth from 5.0 to 12.0 metres. The mineable coal extends from the side of the Battle River valley where it outcrops, to approximately 2.5 kilometres to the north. The mine is spread out over a distance of 8.0 kilometres in an east-west direction. Reserves and Coal Quality After over 30 years of mining at Diplomat, there are now less than 1 million tonnes of mineable reserves remaining on the property. With the commencement of coal production from the Paintearth Mine in 1981, supply to the Battle River Generating Station, formerly Diplomat's biggest customer, is being transferred to Paintearth. Rail shipments and domestic supply will continue until reserves are depleted. The coal has the following specifications:"

Productivity and operating expenses are everything when it comes to judging how well your mine and company are doing. Stakeholders are always looking at these numbers and trying to understand if productivity is improving, if operating costs are trending downward and what you are basing your decisions on. o make improvements you first need to understand how you are performing. If you can?t get this basic information, you will never improve. You will not be able to make simple decisions related to maintenance, operations or production. Forget about planning, as you will only be guessing based on the numbers some stakeholder or your executive wants to see. The problem miners run into is not that the data doesn?t exist; it does, but typically it?s raw, it?s everywhere and its volume is huge. Today there is more on-board computing capability in shovels than we had on our desktops three years ago. Add other mobile equipment, plant systems and multiple OEM vendors to the equation and the challenge is daunting.

Since the beginning of this century Boliden Mineral and Atlas Copco have worked together in stages on improving the accuracy and quality of drilling. Navigation of the drill rigs with IREDES has been in use in the Boliden mines for several years. Recently the capability of the system has extended with map navigation to more accurately follow the ore in cut&fill mines. The system allows for changes on the individual round level to follow the ore without changing the whole design for the heading. Those changes are done in a CAD-system and remove the need for face markings and will allow for even better accuracy in both height and wall position. All the information between the CAD-system and the drill rigs is exchanged using the IREDES standard. This paper describes the workflow and the use of the IREDES standard.

"RésuméLe mécanisme de transfert des charges et le processus de décohésion le long des scellements d'ancrages scelles dans des massifs rocheux sous des charges de tensionnement peut être examine par instrumentation de l'ancrage à l'aide de jauges de déformation. Dans ce contexte il est présente ici les résultats d'une étude, en vraie grandeur sur chantier, ayant porte, d'une part sur des essais d'arrachement conventionnels et d'autre part sur des essais déflagrée barres d'ancrages instrumentées et scellées à l'aide d'un coulis de ciment dans un massif rocheux sain et compètent. Les résultats décrits ici, particulièrement les profits de contraintes de cisaillement le long de l'ancrage, obtenus à partir des valeurs de déformations relevées sur les jauges, ont permis de préciser le niveau de chargement correspondant à la décohésion initiale du coulis de scellement, d 'examiner l'effet de la décohésion sur la distribution des contraintes et de caractériser le fluage du système barre d'ancrage/coulis de scellement.ABSTRACTThe load transfer mechanism and the debonding process along grouted rock anchor, subjected to tention loads, can be examined through the instrumentation of the anchor with the aid of strain gauges. In this context, the resultsof a full-scale site investigation including classical pull out tests and creep tests are presented in this paper. These tests were performed on instrumented bars which were cement grouted in a competent rock mass. Results presented in this paper concern, among others, shear stress pro/ties along the grouted anchors which were determined from strain values obtained from the strain gauges. These results have been used to: (1) predict the load level corresponding to initial debonding of the grout; (2) study the effect of debonding on shearstress distribution along the anchor; and (3) characterize the creep behavior of the bar anchor/cement grout system."

"Hangingwall sloughing is the major cause of unplanned stope dilution in open stope mining. Understanding the hangingwall sloughing mechanism can guide the stope design in minimizing the unplanned dilution and improving muck size and therefore mining efficiency. Though the modified stability graph method may be adopted to assess the hangingwall stability, for mines where the hangingwall is inaccessible, the required parameters are difficult to define and some of the simple influential factors cannot be easily identified in this method to provide guidelines for stope design.This paper identifies the main modes of hangingwall sloughing in open stope mining based on detailed data collected from mined-out stopes and site observations, applies the voussoir beam notation to analysis of the hangingwall sloughing mechanism, compares the model analysis results with the collected stope data, and provides guidelines for stope design and model application. Finally, examples are given to demonstrate the time and support effects on hangingwall sloughing and stope dilution."

"Geological and technical problems are often considered the most important ones affecting new mining projects. Typical problems and likely causes are reviewed based on current Quality Management and Continuous Improvement (QMCI) perspectives, giving particular attention to the work of W.E. Deming. As the “system approach” is an essential part of these policies, its characteristics are described with particular attention given to cultural- behavioural, organizational and systembased constraints described by J. Gharajedaghi. Given that poor communication and interaction among geologists, mineral processors and mining engineers/operators can seriously affect the adequacy of tests, project planning and execution, and mine profitability, these interrelated processes within the mining systems are analyzed and modelled. The impacts on models and simulations of ignoring typical data, information and knowledge uncertainties are addressed. Adapting W.E. Deming’s Fourteen Points, System of Profound Knowledge and insistence on leadership, and the analysis of mining system constraints, will allow the effective QMCI approach required to reduce geological and technical risks. Whenever we achieve this goal, we will be in a better position to overcome environment-, market-, finance- and community-related problems, achieve higher company and industry profitability as well as more sustained development. RÉSUMÉLes problèmes géologiques et techniques sont souvent considérés les plus importants parmi ceux qui affectent les nouveaux projets miniers. Des problèmes typiques et leur causes sont étudiés dans la perspective de gestion de la qualité et d’amélioration continue (GQAC), en relation avec les travaux de W.E. Deming. Comme l’approche système est au centre de ces méthodes, ses caractéristiques sont décrites en donnant une attention particulière aux contraintes de types culturel-comportemental, organisationnel, et systémique décrites par J. Gharajedaghi. Compte-tenu que les lacunes dans les communications et les interactions entre géologues, minéralurgistes, et ingénieurs/opérateurs miniers peuvent affecter sérieusement la validité des essais, de la planification et de l’exécution des projets ainsi que la rentabilité des exploitations, ces processus connexes font l’objet d’analyse et de modélisation. Les impacts sur les modèles et les simulations de l’incertitude des données, informations et connaissances sont soulignés. En adaptant au système minier les Quatorze Obligations et le Système de connaissance approfondie de W.E. Deming ainsi que l’analyse des trois types de contraintes, nous pourrons développer une approche GQAC permettant de réduire les risques géologiques et techniques des projets miniers et des exploitations. A small number of mining contractors worldwide have evolved their businesses to be able to provide a ?total service solution? to their clients. Thiess, an Australian-based international mining service provider, works with numerous clients to tailor delivery methods and commercial arrangements to suit individual projects. The benefits of Thiess? extensive experience is brought to each client and project, whilst business improvement within projects, to the mutual benefit of both the client and Thiess, is a key part of all long term contract relationships. Historically, optimal business outcomes were closely related to the achievement of production and cost performance measures. Whilst these remain fundamental to successful mining businesses, other elements of sustainability are assuming increasing importance. As a large energy user, greenhouse and energy management is becoming an important part of Thiess? business. Thiess is a signatory to Australian government initiatives such as Greenhouse Challenge Plus, and is integrating energy management into its operations and business improvement programs, in many cases to the benefit also of the client. This paper will highlight the benefits that an organisation such as Thiess can bring to a mine owner. Thiess? approach to business improvement and cost reduction, sustainability and energy management, as well as the relationship between these will also be considered. Increasingly, overall mining performance is dependent on the alignment of formally disparate elements.

It is merely intended to show how an agreement might be set out and the nature of possible provisions. As a negotiated agreement the format was dictated by the negotiations. It is not offered as a precedent of what should be contained in a joint venture agreement (“JVA”), the “proper” sequence of Articles, or a complete listing of the contents of joint venture agreements generally. The set-up used for an agreement should be decided by the parties and be one they consider flows in a logical and workable sequence. This example sets out the “deal” first, followed by the provisions relating to how work is to be carried out and then by administrative provisions necessary to make the agreement work. For mining companies facing strong international competition and unfavourable commodities’ prices, automation of underground operations has the potential to increase productivity and help cut costs. However, despite considerable technological progress in this field, there still remain many problems to overcome. Furthermore, successful implementation of automation depends also on numerous operational, organizational, and even human factors. In this context, this paper briefly reviews technological progress with regard to different underground operations. Following that, several issues related to implementation of automated equipment and systems are presented and discussed. Particular emphasis is put on the factors whose importance is often underestimated. Some recommendations in this respect are also given. It is stated that the success of an automation project is a function of many “winning conditions,” which may be created through very thorough planning and preparation. It is also underlined that despite achievements made, a vision of a man-less underground mine is not yet as much a matter of near future as it may seem.

The future is here ? or at least that?s what Mine Planners predicted some 15 years ago ? that by 2004 we would have man-less mines running themselves using space-aged technology. Truthfully, though, there hasn?t been much change in mining methods in the past decade, but thankfully that?s all about to change. The benefits of autonomous ? even Tele-operated mining (especially in narrow-vein ore bodies) are wellknown: increased production hours by eliminating travel time to and from the face, continuous production at the face while crews screen and bolt behind the working equipment, less liability for workers? safety in certain areas, etc. But when plans are put in place to accomplish this vision, things stagnate and production carries on as before. This paper examines the components necessary to make that vision a reality. First we?ll detail the technology required to enable Tele-operation ? even autonomous operation of mining machinery, then we?ll look at what?s wrong with the current way we?re mining, and finally conclude with a critique of the machinery itself.

The key to successful mine production plan and subsequent operation is efficient mine layout design and optimization. Pit layout design and optimization allow the delineation and extraction of mineable reserves and the minimum waste subject to slope stability, economic, quality and quantity constraints. Many design and optimization software packages have been developed to aid this intensive and challenging process. These packages include VULCAN, SURPAC, DATAMINE, GEMCOM, MICROLYNX, MEDSYSTEM and MINESIGHT. These software packages are developed as integrated computer-aided systems used for database creation, survey, geological and geostatistical modeling, mine planning and production optimization and environmental modeling. In Turkey, many mining companies still plan and design mine layouts with traditional hand methods. In this study, VULCAN has been used to design and optimize the Eti-Bor A.S. Kestelek Boran Open Pit Mine in Western Turkey. The main objective is to show the company the superior advantages of mine planning software for designing and optimizing mine layouts over the traditional hand methods. Drill hole data used by the company to estimate the reserves for planning are used in this study. The ore grade varies between %1,04 B2O3 to %47,33 B2O3. The pit toe and crest strings are projected using variable batter angles and berm distances. On the north side, batter angle is 180 and berm distance is 25 meters, on the south side, batter angle is 320 and berm distance is 15 meters. In addition to that open pit bench height is 10 meter. The concepts of block modeling are applied to the Kestelek open pit mine with detailed ore grade modeling for each block. The Lerchs-Grossmann?s algorithm is used to optimize this mine based on the block model, the economic block values for each block and the underlying field constraints. The results from VULCAN were similar to the estimates by hand. The reserve estimates from VULCAN is 13,192,870 tons compared with the hand estimate of 13,200,000 tons, overburden estimates of 15,622,889 m3 compared with 15,000,000m3 obtained by hand with a stripping ratio 1.18:1 (m3:ton) from VULCAN versus 1.14:1 (m3:ton) from hand estimate. Vulcan improves the efficiency, speed and reproducibility of the planning results. It provides mining engineers, geologists and surveyors with a cost-effective modular system for assessing and planning the mine layouts. Furthermore, Vulcan?s specific modules allow efficient access and manipulation of databases, open pit mine design, block models, optimized 3D mine layouts, and more. However, for competitive business in Eastern Europe, VULCAN should improve its software support. Effective training, help desk support systems and nearby distributors with just-in-time solutions to company problems will generate competitive business for VULCAN.
