A brief review of the silver industry is presented to set the stage for the analysis of the distribution of silver production by source from various types of mines in Canada and of the changing relationship between the total output of silver and the total output of base metals. The decline in the average grade of the Canadian mines is also discussed and a trend for the future is proposed. The report then examines in broader aspects the world primary silver production and concludes, in the section on outlook, that the effective supply in primary silver will grow at a rate significantly lower than the growth rate expected for base metals. A cumulative deficit of some 900 million ounces is projected for the period 1975-1980 and a further deficit of some 1,100 million ounces if projected for the 1980-to-1985 period.

"IntroductionSINCE ancient times, the precious metals have played an important role in influencing the course of history. Silver and gold happened to occur, although in small amounts, in those countries where the early civilizations developed. Their persistent brightness certainly amazed the primitive people, who also found it easy to shape them into ornaments •and implements. Ever since then their properties have made them seem desirable possessions.Use of precious metals as money was the natural consequence of man's desire for them. The possibility of changing an ornament into a tool or food at any time, and the ease with which such medium of exchange could be carried and hidden, further increased the demand for the two metals.Silver was probably discovered after gold and copper, and was undoubtedly found by prehistoric man as native silver. The oldest silver articles have been discovered in Chaldean tombs and date back to 5000 B.C. The earliest ascertained producers of silver were Asia Minor and the Iberian Peninsula. The Romans worked deposits in Spain, Britain, and France. In the Middle Ages, some silver was extracted from German deposits, and near the end of the Middle Ages systematic workings were carried on at Freiberg, Schneeberg, and Joachimsthal (1).Before the discovery of the New Continent, the Aztecs and Toltecs in Mexico, and the Incas in Peru, had made extensive use of silver. In the 16th century the Mexican deposits became the largest source of the world silver."

"The outlook for supplying the world's metal needs in the next twenty-five years is good, although in several cases basic costs are likely to increase with rising demand. Metal prices calculated at a constant dollar from 1900 to the present show that for nickel, copper, silver, lead, zinc and tin, prices -and presumably production costs -fell from 1900 to the early 1930s. Since then, they have generally risen, apparently reflecting some depletion in relation to demand. This tendency has been accentuated since the post-World War II adoption of managed, full-employment, growth economics, which have resulted in a sharp escalation in world demand for metals. (Abandonment of such policies, apparently now under consideration in North America, would, of course, affect the pre-dictions of this paper.) Nevertheless, metal prices generally are still below those prevailing in 1900. Exploration potential exists for disseminated ores of many metals still thought of as characteristic of lode and vein deposits. These include uranium, silver, gold, tin and nickel and, to a lesser extent, lead and zinc. Considering the discovery potential for some principal metals in relation to expected demand and prices, I would tend to rate them as follows: molybdenum, zinc, lead, uranium, silver, gold, tin, nickel and copper."

The CIM Estimation of Mineral Resources and Mineral Reserves Best Practice Guidelines (MRMR Best Practice Guidelines) were prepared by the Canadian Institute of Mining, Metallurgy and Petroleum's (CIM) Mineral Resources and Mineral Reserves Committee (CIM MRMR Committee) to update an earlier version that was accepted by CIM Council on November 23, 2003 (CIM, 2003). These 2019 MRMR Best Practice Guidelines supersede and replace the November 23, 2003 version of the MRMR Guidelines. These 2019 MRMR Guidelines are not intended to be prescriptive and are not intended to provide detailed and exhaustive instructions for preparation of Mineral Resource and/or Mineral Reserve (MRMR) estimates. Rather, they are intended as general guidance to assist professional geoscientists (or equivalent) and engineers (or equivalent) in preparing high quality estimates of MRMR that incorporate sound geoscientific, engineering, evaluation and design practices. They are based on well-established estimation and mine planning principles and are designed to provide general guidelines of best professional practices employed in the preparation of MRMR estimates. Although the 2019 MRMR Best Practice Guidelines are intended for use by Canadian-based mining/exploration practitioners, many of the concepts and practices presented herein are in general agreement with current industry practices in jurisdictions with membership in the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). For this document, persons preparing MRMR estimates are called Practitioners. Preparation of MRMR estimates should be carried out by Practitioners who either hold the status of Professional Geoscientist (or equivalent) or Professional Engineer (or equivalent), or who prepare the estimates under the supervision of a Professional Geoscientist (or equivalent) or Professional Engineer (or equivalent). For the purposes of this document, all references to reporting describe such necessary reports and related documentation that are created as part of the normal-course work flow of preparing MRMR estimates for internal purposes. For clarity, all public disclosure of MRMR estimates made by, or on behalf of, an issuer and intended to be, or reasonably likely to be, made available to the public in a jurisdiction of Canada must comply with the requirements of National Instrument 43-101 Standards of Disclosure for Mineral Projects (NI 43-101), as amended from time to time. At least one Qualified Person (QP) must take responsibility for each part of the estimation process when publicly disclosing the results of MRMR estimates. The intended audience for these 2019 MRMR Best Practice Guidelines includes Practitioners at all levels of skill and experience, government agencies, academic institutions, and the public.

This paper aims to increase our understanding about existing capacity-building approaches and their implications for obtaining a social license to operate in the mining industry. The notion of ?capacity building? is gaining increasing currency in the mining sector in developing countries due to a rapid rise in the globalisation of mining operations. Capacity-building is conceived here as a process that lasts after the mine-cycle, intended to provide local mining communities with tangible skills and knowledge to gain meaningful employment in mining or other industries relevant for the local economy. Building community capacity to understand and effectively respond to these transformations is vital for obtaining a social license to operate, as it promotes sustainable and locally relevant development. Accountability mechanisms such as global norms and international standards increasingly highlight the need to build capacity among stakeholders, particularly among local communities adjacent to mining operations. International frameworks and mining companies have embraced the notion of capacity-building as a driver to assist corporate social and operational performance. However, this narrow understanding of capacity-building through the prism of corporate social responsibility and ?best practice? is preventing the industry from meaningfully impacting communities and maintaining a social license to operate. This latter notion is being widely embedded across multiple industry sectors, as a social and economic reward from mining companies to compensate communities for natural resource extraction and gain social acceptance. Although both concepts are widely recognised in the minerals industry, insufficient attention has been paid to the implications of applying a top-down (mining-orientated) or a bottom-up (community-orientated) capacity-building approach for obtaining a social license to operate, or indeed how these two concepts are linked and applied in practice. At times, communities lack the necessary capacities in the form of education and skills to deal with mining-led livelihood transformations. This is preventing both mining companies and communities from forging sustainable livelihoods and responding to mining-led livelihood transformations, a situation that is creating discontent among communities and reducing the possibility of obtaining and renewing a social license to operate for the industry. Based on a review of current scholarly debates, accountability mechanisms in the mining industry and fieldwork findings in Colombia, this paper will contribute to an understanding of the implications of existing capacity-building approaches that support a social license to operate.

This paper details the work of RISKGATE, the largest Australian Coal Association Research Program (ACARP) occupational health and safety initiative to date. The program is an interactive online risk management system developed to maximize health and safety performance in the coal mining industry by implementing continuous improvement in managing major unwanted events. The comprehensive knowledge base covers tires, collisions, fires, isolation, strata control underground, ground control open cut, explosions, explosives, manual tasks, and slips/trips/falls. All major Australian coal mining companies contributed topic experts to this broad industry initiative: nine coal mining companies, more than 80 experts, and more than 400 days of individual time for knowledge-capture workshops.

"The development curve in the extractive sector has become longer, steeper, and riskier due to increased social, legal, and political risks from various stakeholders. Indigenous peoples are a unique stakeholder because their growing legal rights to lands and resources can often determine a project’s outcome. A project will only be successful if it is able to obtain the legal permits, withstand any judicial reviews, and gain and maintain the social license to operate. For the period January 1st, 1942, to January 1st, 1946, the American Bureau of Metal Statistics records the gold production of the world as 118,788,000 fine ounces. If we include 1946 at the same rate as 1945 (26,- 590,000), we arrive at a total of 145,378,000 fine ounces in the past five years . Included in these figures are estimates of Russian output at 4,000,000 ounces per annum for the five years, and 1,300,000 ounces per annum for Korea and Japan. The remaining 120,000,000 ounces represent the aggregate production from official reports of the other gold producing areas of the world, with the exception of the 1946 figures, as noted above. At $35.00 per fine ounce, this represents $5,188,230,000. According to the reports of the Federal Reserve System of the United States, on December 31st, 1941, the monetary gold reserves of the United States were $22,736,- 600,000 (at $35.00 per fine ounce) , while on October 31st, 1946 (latest available) , they had fallen to $20,402,000,000, a decline of $2,334,600,000. Adding this decline to the value of the new production for the five years, we have a total of $7,522,830,000, which has been absorbed by the rest of the world since Pearl Harbour, a rate of absorption of over $1,500,000,000 per annum. This has taken place at a rime when the advocates of purely managed currencies had convinced many people that gold performed no really essential function in the world's economy, and that we could get along perfectly well without it. It was pointed out that gold could not be eaten, it could not clothe our nakedness, it could not shelter us from storms, and, therefore, it was a non-essential, even though it could be used to settle international balances of trade. Apparently, the world as a whole still regards it as preferable to the paper promises of governments, however sound, relatively, they may appear. Actually, we have no way of measuring the true strength of this feeling, because the principal governments of the world have made it legally impossible for their citizens to own gold, except in the form of ornaments.

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.

"In the development of a new product as well as during its introduction on the market, it is very important to give due consideration to problems involving patents, licenses and trade marks. At the very beginning of the research and development program, it is obviously essential to ascertain, through a suitable patent search, that the product in question will not infringe any patents which are still in force. Then, a possibility of achieving one's own patent or proprietary position on the product or the process of its manufacture should be carefully explored. Licensing arrangements that one may reach with respect to patents and know-how covering such new product may, in the final analysis, determine its over-all success or failure. If one can count on licensing revenues or some favourable cross-licensing arrangements with respect to a newly developed product, this may go a long way to achieving profitability and success. The selection of a good trade mark is probably one of the most important acts that one has to perform once the product is developed, as customers will identify the new product by such a trade mark. In many instances, successful marketing and widespread acceptance of a product are largely due to its appealing name or trade mark, accompanied by proper promotion and advertising. Once the trade mark has been adopted, it should be registered in the Trade Marks Office to provide the protection afforded by federal statute. If the product is to be manufactured, sold or licensed in some other countries, similar considerations should be made with regard to each such country."

"When it comes to new mines being developed, there is a general industry consensus that most low-hanging fruit has been picked. Many projects currently in the mine development pipeline have been around for decades, but were held back because of technical challenges. Future development of these deposits will likely require access to the public capital markets, and in Canada that means providing scientific and technical disclosure on these deposits in compliance with NI 43-101. As many of these “challenged” projects have metallurgical issues, the companies that own the projects need to ensure their metallurgical Qualified Persons provide transparent disclosure regarding proposed solutions to those issues.This paper provides an overview of the disclosure requirements under NI 43-101 that are pertinent to metallurgists, and other Qualified Persons who prepare technical disclosure regarding the metallurgical characteristics of a mineral project. It lists the triggers for a technical report under NI 43-101 and Canadian stock exchange policies, and identifies the sections of the report that should involve input from a metallurgist or process engineer. "Long term contracts requiring delivery of 6,000,000 pounds of U308 per year to its customers have made it necessary for Denison Mines to expand its milling capacity from 7,100 tons per day to 15,000 tons per day.Previous papers (1) and (2) described the old leaching and product recovery practice. The flowsheet briefly includes a crushing and grinding circuit, sulphuric acid leaching in a Pachuca plant, liquid-solid separation with wash thickeners and two-stage drum filtration, concentration and purification by moving bed ion exchange followed by two-stage precipitation to produce an ammonia yellowcake.No. 1 Shaft ore, about 4,000 tons per day, will be processed through the truck dump into the old crushing and grinding plant and through the old leaching plant. Ore from Stanrock (No. 3 shaft) will be hauled by truck and also processed through the truck dump as No. 1 shaft ore. Beginning in 1982, ore production from Stanrock will gradually increase until 1985 when some 3,000 tons per day will be milled from the source.A new 8,000 ton per day circuit was designed and constructed to increase the milling capacity to 15,000 tons per day. The new circuit is separate from the old one except that it coins together for the precipitation and tailings neutralization sections of the plant. The feed to the new plant will be from No. 2 shaft.The flowsheet is much the same as the old plant with the exception of the grinding circuit and the ion exchange plant. A semi-autogenous grinding (SAG) plant, unique in the Elliot Lake area, has been installed rather than the conventional crushing and grinding plant; the ion exchange plant is the stationery bed type.This paper describes the major equipment installed for the expanded grinding and hydrometallurgical plant."

"It is a widely held view that in the 21st century, the mining industry will be dominated by a relatively small number of large companies, truly global in scope and internationally staffed (Gooding, 1997). Interestingly enough, most of the exploration and exploitation activities are being carried out by junior and major mining companies from common law jurisdictions in civil law countries, in particular in Latin America, where in recent years, the region has ranked first as a destination for exploration dollars, thanks to the reforms undertaken by some countries to amend their legal framework to attract foreign investment. From a lawyer’s point of view, this is where the main challenge lies: how to bridge the gap between the two legal systems.In order to avoid pitfalls, common law lawyers should be more diligent and proactive when dealing with civil law jurisdictions, given the different systems of law, standards, traditions and customs. Common law lawyers cannot be expected to be well-versed in civil law but they should not be completely unfamiliar with it either. A balance should be struck to ensure clients’ needs are professionally taken care of and that common law requirements and standards are met."

So far, a large number of algorithms have been developed for the optimization of pit limits, most of which follow deterministic rules. In this paper, a new algorithm is introduced, which follows a probabilistic logic using the Markov chain process. The algorithm is implemented on a transition matrix that corresponds to the 2D conventional economic block model of the mining area. The probability of mining a block is proportional to the desirability it may provide. Applying this algorithm, the probability of mining each block is obtained, and finally, the optimum pit limits are defined as the pit, which provides the highest probability of mining. In order to validate the proposed model, a numerical example is given and the results of the algorithm are compared to those of a dynamic programming algorithm. A 2D analysis of the problem is discussed in this paper. Although dealing with 3D problems requires larger size matrices, the optimization method is the same and the algorithm does not need any smoothing.

"SKSTM oxygen bottom blowing smelting technology was developed by SKS-ENFI at SKS Smelter, Hunan in the 1990s to replace the conventional sintering process and thus to meet the high national EHS standard for lead.Since then, two major milestones have been achieved:1. Since 2002, the SKS oxygen bottom blowing smelting-blast furnace reduction has been in operation at SKS, YGL, Chizhou smelter etc. Now in China, about 50% of the lead (4.2 millions t/year) is produced using SKS process; and2. Since 2008, the blast furnace has been replaced by direct reduction of molten rich lead slag at YGJ smelter, which is more energy-efficient since no slag cooling is required. This two stage process (SKS Oxidation- Direct Reduction) is named as the YGL process.Since 2008, numerous technological innovations have been implemented in the furnace design, process control, and maintenance at YGL. The plant has been successfully demonstrated its unique excellent performances on all aspects from processing capacity, product quality, energy reduction, cost reduction and emission reduction. The purpose of this report is to update all the improvements with proven tracks.Meanwhile, a preliminary comparison on the following aspects between the YGL process and other similar technologies has been discussed:1. Plant design and operating conditions;2. Mass and heat balances, metal (Pb, Ag) recovery;3. Consumables, oxygen gun and refractory lining life;4. Energy consumption and operating costs;5. Sulfur capture and emission reduction etc.It is concluded that the modified SKSTM process is a clean SO2-free emission process. The process is characteristic of other features such as no extra fuel addition, low capital with a small foot-print design, low OPEX, high throughput, easy operation, long refractory lining life and high productivity (95%+ on line time annually). It offers an alternative cost-effective technology for lead smelting industry."

Reference should be made to the Index.A Brief History of Royalties1In the early days of mining in Canada, the tendency was to sell a claim for cash and to move on, using the stake to look for and stake more prospects. As prospectors became more sophisticated and Canada’s North opened up, the market for properties and the number of mining properties available increased dramatically. Speculation and the practice of consolidating several small properties into one large holding entity became common. In “hot” areas, the speculators2 could far outnumber the prospectors, many of the former having little or no prospecting expertise but lots of market and promotional savvy. However, to consolidate a number of small parcels into one large project can be expensive, and many of the parcel owners became interested in keeping a share in the project, rather than giving up everything. Speculators who were trying to consolidate small parcels wanted to minimize cash payments to parcel holders (usually they did not have much cash and preferred it flowing in their direction rather than away from them). Accordingly, non-cash transactions were developed to meet the aspirations of both owners and speculators."
