Dr. Willett. I will start by answering one or two general points which have been posed. The first point is a question of liability of a seam to spontaneous combustion. Some seams are very liable to spontaneous combustion. Some seams are not liable at all except in most abnormal circumstances, and some seams have a liability somewhere between these two extremes. Dr. J. S. Haldane made the comment some 50 years or so ago that if you try hard enough you can make any coal seam in the world fire spontaneously. Many heatings have in fact occurred because the coal has been allowed to be ground up into a fine state and there has been air leakage through it for many years. This has resulted in spontaneous combustion which would not have occurred in some seams unless conditions had been very abnormal indeed. One comment I heard while listening to the discussions of one team was the importance of encouraging morale and the team seemed to go to the extent of suggesting that this was more important than the actual technical action taken. Though I agree that everything possible should be done to encourage morale, it must be in conjunction with the correct technical method of dealing with the Emergency.

Analysis of the topography associated with large vertical strains measured in the upper crust in the Basin and Range and elsewhere in the US Cordillera shows that it varies systematically with upper crustal strain such that it decreases where tectonism has resulted in relative thinning. The magnitude of topographic deflection suggests that the amount of thickening or thinning of the upper crust cannot also be reflected in vertical motions of the Moho discontinuity, nor can the vertical strain be isostatically accommodated by inflow or outflow of asthenosphere, mantle lithosphere or mafic lower crust. Simple isostatic calculations show that the compensating medium had a density probably within 100-200 kg/m of average upper continental crust, thus indicating that the compensating medium lies within the crust and is probably in large part quartzose. This conclusion is in accord with laboratory experiments on the strengths of rocks, and with reflection seismograms in deformed regions which suggest that the Moho is generally flat beneath regions of extreme gradients in upper crustal vertical strain. The upper crust floats on a quartzose layer in the mid-crust which, under orogenic conditions, is apparently so weak that it behaves as a relatively inviscid fluid at geologic timescales (> 10,000 a) and subcontinental lengthscales (100-1000 km).

The Perth Mint receives gold and silver from various sources for evaluation and refining. The metals are received in many forms and vary widely in assay. Refining is carried out using the Miller Process and the and the resulting market quality bullion is sold in a range of weights and alloys to suit the international bullion market and public demand. INTRODUCTION The Perth Mint was established in the late nineties as a branch of the Royal Mint, London, to refine the gold from the newly established gold- fields in Western Australia. The branch was opened for business in June, 1899. After refining, the bulk of the gold was used in the manufacture of sovereigns and half-sovereigns. Nowadays, although most of the gold received comes from the W.A. goldfields, some gold is deposited by producers in other states and in Papua-New Guinea, as well as scrap and trade wastes from manufacturing jewellers and old jewellery from the general public. Silver is deposited in the form of old silverware, recoveries from-photographic processes etc. Gold or silver may be lodged at the Mint in person, through a bank or other agency or by registered post. Telegraphic advice is usually given when gold is sent by the latter, so that insurance may be effected.

The tertiary educational institut- ions are making a valuable contribution without formal financial support. The Australian Mineral Foundation is offering a programme of continuing education in the earth science and related disciplines both by direct initiative and by co-operation with existing tertiary educational institutions.

Material sampling theory is well established in mineral process monitoring, improvement and control. It has been much enhanced by fundamental contributions due to Gy. When GyÆs sampling theory is applied to sampling inspection and monitoring, it provides estimates of average quality or extent of contamination. It also provides estimates of uncertainty, but these often ignore uncertainty in estimated variograms or other measures of variability. Risk assessment is often an implied task in sampling inspection and quality monitoring. A valid technique of risk assessment needs to take into account the uncertainty in the variational measures themselves. Standard statistical tolerance limit calculations which do take such uncertainty into account can be adapted to develop a technique for handling uncertainty in variational measures such as the variogram. Data from a published example is used to illustrate the technique.

The Resource Management Act 1991 has been amended on a number of separate occasions since its enactment in 1991, and has recently be subject to further amendment by way of the Resource Management Amendment Act 2005. The amendments as proposed in the Resource Management and Electricity Legislation Bill would have had revolutionary and far-reaching consequences. However, as finally enacted, the amendments are a greatly watered down version of what was initially proposed.   Nonetheless, the Resource Management Amendment Act 2005 has provided for a number of amendments that will impact on the minerals industry to varying degrees. This paper discusses in particular the changes and impact of the changes to the definition of æcontaminated landÆ, clarification with respect to the duty to consult, amendments to the provisions relating to National Environmental Standards, and to the council and Environment Court hearing process.

In areas where undeveloped land represents a scarce resource, an upgraded post mining land use can result in economic benefits to both the mining company and to the community. A study undertaken at Allied Queensland Coalfields Ltd's Aberdare Colliery located between Brisbane and Ipswich during 1986/1987, assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed final land use plan comprised a combination of these uses which can be upgraded to higher valued uses once subsidence monitoring of backfilled opencut areas and dumps indicates that total settlement has reached acceptable levels. The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled opencuts and overburden dumps represents the major constraint to urban development on mined areas.

Prior to resource modelling, sample scale data is normally grouped into spatial domains that reflect zones of homogenous properties. These domains are usually based on a combination of grade and other variables that reflect, for example, geology and alteration, or variables known to correlate with properties of the samples that affect downstream processing. Domaining and wire-framing sample scale data is a time intensive task and it is difficult to track more than a few variables simultaneously while establishing domain boundaries. This is especially the case in operations with complex data, for example, a combination of multi-element assaying of total element concentrations, and/or phase specific assaying such as sulfide sulfur, carbonate carbon, cyanide available gold, and/or downhole geophysical measurements. To minimise unintentionally grouping samples of contrasting properties within the same domain, unsupervised statistical methods are available that can automatically identify samples atypical of the domain, both as univariate tests, and as tests that take correlation within the domain into account. Unsupervised methods in this context means methods of identifying atypical samples that require just the selection of the domain and input variables. Thresholds are derived robustly from the data itself, and the results are therefore repeatable and operator independent. Atypical samples may be thought of as outliers, ie, samples that are separated from the ‘majority’ of the data. If these atypical samples are themselves spatially associated, they may be allocated to an alternative existing domain or allocated to a new domain. Care should always be taken to ensure that identified outliers are due to meaningful causes and not due to data coding and storage errors, although the identification of the latter is still valuable. *This is an abstract only. It is generally known that Charters Towers was discovered by Mosman, Clarke and Fraser in 1871. However, the time was ripe, and these three were barely in front of others. There is one account that prospectors from Ravenswood visited the area months before but decided it was too far from water, and that one of them had told Mosman and party of the find. There is another account that Joe Larkins found the discoverers before they had registered any ground - this may explain Mosman's quick departure for Ravenswood.When the news spread, the rush was rapid, and there was soon a sizeable population: probably too many, as within twelve months the infant settlement was under considerable stress. First, the presiding Gold Commissioners had adopted "unusual and arbitary" interpretations of the Regulations, and many of the miners were aggrieved; Charters, the senior Commissioner, was accused of favouring moneyed interests, and of retiring ill whenever a brawl or confrontation occured. As a result, the law of the field soon became "the survival of the strong". Second, the settlers were, divided on where the main town should be: Millchester, near the water, or Charters Towers near the mines. Third, the discovery of gold at the Millchester Deep Lead in August, 1872 was followed by highly exaggerated accoants in_' the southern papers, apparently fabricated by local business speculators. The resulting rush resulted in hundreds of unlucky prospectors having to return or seek other fields. In that period two men were killed in squabbles over ground. To make matters worse, by October 1872 a drought had set in, water cost three pence a bucket, fodder was scarce, cartage expensive, and the price of crushing ore rose to thirty shillings per ton.

The theme at this yearÆs AusIMM New Leaders Conference in Ballarat was æThe Minerals Industry û Future Directions for New LeadersÆ. There was a strong focus on the recruitment and retention of trained and skilled graduates and new professionals into the mining profession. This paper highlights some of the key findings and discussion points from the New Leaders Conference. While some of the main causes of the decline in attracting new geoscientists to the mining industry have been identified, there still remains a lack of accountability among a number of Australian mining companies. Some of the factors identified that are driving new graduates away from the industry include; the social and geographical isolation, the long hours in challenging conditions and a difficulty in obtaining work straight out of University. Often there appears to be no clear opportunities within companies for career development and advancement. The opinion also still persists that the mining industry is lagging behind in both environmental and technical developments, which makes entry to the industry unattractive. Solutions that some of the large players in the Australian mining industry are implementing to help reverse the trend include targeted marketing of the lifestyle, money, freedom and travel offered in the mining industry, the development of graduate recruitment programmes and much more emphasis on the quality and reputation of the companies themselves. Incentives to attract families have also been significant in attracting and retaining employees whom otherwise would have left the workforce. However, more still needs to be done to completely reverse this trend and the mining industry needs to continue to be proactive in marketing itself as a desirable employer and career choice option for students and new professionals.

The Pebble deposit, located in south-west Alaska, is one of the largest Copper- Gold-Molybdenum (Cu-Au-Mo) porphyry systems in the world, with a current resource of >8 billion tonnes which contain 73.7 billion pounds of copper, 87.1 million ounces of gold and 4.16 billion pounds of molybdenum. The Pebble deposit formed at ~90 Ma, during emplacement of subduction-related hornblende granodiorite porphyry intrusions emplaced into Jurassic-Cretaceous sedimentary, volcanic and subvolcanic intrusive rocks of the Kahiltna Terrane. The Pebble West and Pebble East Zones represent two thermal and fluid centres in a single large magmatic-hydrothermal system. The West Zone extends from surface to about 500 m depth, has thin zones of oxide and supergene mineralisation overlying hypogene chalcopyrite mineralisation, and is amenable to open pit extraction. The East Zone extends to at least 1700 m depth, is higher grade, occurs beneath an eastward-thickening cover of younger sedimentary and volcanic rocks, lacks oxide and supergene mineralisation, and is being evaluated for underground block-cave mining. Most Cu-Au-Mo was introduced with early K-silicate alteration and related quartz-sulfide veins. In the East Zone, a structurally-controlled overprint by advanced argillic alteration significantly increased Au and, to a lesser extent, Cu grades. Exploration potential at Pebble and its surrounding district remains high. Several other porphyry, skarn and epithermal deposits have been discovered in the district, but only limited exploration has been conducted. The eastern, higher grade part of the Pebble deposit remains open in several directions, with significant potential for resource expansion by ongoing, aggressive drill exploration. The recent description provided by Scott (1981) of the Ardlethan alteration systems is of particular interest as it draws attention to the analogy between Ardlethan and the porphyry tin systems of Bolivia (Sillitoe et aI, 1975).During 1978-1979 a parallel study of the mineralization confirmed that the extensive alteration pattern relates to a series of breccia pipes which provide access channelways for the mineralizing solutions (Clarke, 1979). Many of the results reported by Scott are difficult to interpret without this concept and this short discussion is intended to provide additional perspective to the proposed porphyry tin model.The breccia pipe systems are centred upon each of the major mineralized zones (Wild Cherry, Carpathia, Stackpool and White Crystal) and with the exception of the White Crystal collapse breccia the major pipes are of the hydrothermal intrusive type. They range considerably in size and shape and at least two ages of formation are revealed by their cross cutting relationships at the Stackpool, Carpathia and Ardwest regions. Individual pipes or groups of pipes have distinctive alteration/infill characteristics and the entire system can be viewed as a complex porphyry tin system evolving with time. The recognition of pipes of different types and ages reveals a situation considerably more complex than suspected by Scott, and hence both the geochemical data and modelling require reinterpretation.For instance, the geochemical data contained within Tables 2 and 3 (Scott, 1981) relate to two separate breccia pipes which correspond to the South Cherry and Ardwest ore zones respectively. Although it is probable that both pipes are temporarily identical it is important that the geochemical data be viewed in context. The brecciation is extremely difficult to recognize and it is probable that the chemical compositions given represent mixtures of altered fragments and rock flour, together with material precipitated from solution as matrix, along microfractures, within small vughs, etc.

Mr. P. F. THOMPSON said this matter was one of very great importance to producers of lead. His association with the matter was that he happened to be the Institute representative on the Committee of the Standards Association of Australia charged with formulating a standard for chemical lead, that is, lead used in technical chemistry for acid chambers and the like. The British standard had this test incorporated in it, but those on the committee felt that it should not be included in the specification. The main objection was that in an accelerated corrosion test one was endeavouring to do in a few seconds what in natural conditions would take years; and it was now being recognised that such tests were of little value in assessing the corrosive properties of a metal.The flash point test was carried out with boiling hot strong sulphuric acid; but no chemical manufacturer would be likely to use such in contact with lead. There were many factors such as the formation of steam, the chemical reduction of sulphuric acid, the evolution of hydrogen, the catalytic effect of the surface lead, affecting this test, other than the presence of the segregated impurities upon which this test throws the onus of the whole imperfection of the lead. Mr. Russell had shown that lead which had stood the test of time often gave a low flash point. They were endeavouring to find rapid methods of estimating minute amounts of the more important impurities, which would eliminate the labour and expense of a full analysis.Mr. H. St. J. McLeod: Without getting into the argument as to how well we can know our resource levels specifically in the immediate short term, I would like to make one or two points about the future, and perhaps try and persuade people that they are not really facing a doomsday. It is fair to say that over the last few years the rate at which we have increased our resources has far exceeded the rate at which we have used them, and this is likely to continue for quite a few years yet. As people are now looking for a substitute for petroleum, later on we will be looking for a substitute for coal, should the position get serious. After all man is pretty versatile, has plenty of initiative-and makes allowances for experience. It has been demonstrated here by the way people are looking at use of low quality coals and better use of the coals that are available. It would be fair to say that what now we regard as economically submarginal deposits will, by the time we need them, become economic. I think that there is quite a lot in front of us in exploration and finding new reserves. I would like to have comment from yourself sir, because I recall reading a report of a meeting, here in Wollongong I think it was, in which you addressed the local branch on the future of coal in Australia, and you said that the coal basins of Australia had been well explored and there was not much chance of new discoveries. Since that time we have seen some thousands of millions of tonnes turned up in the Galilee Basin of Queensland, we have seen five hundred million tonnes turned up in Lake Phillipson in South Australia. Do your previous comments still apply? I would like to hear from some of the exploration people, who are operating on an Australia-wide basis, as to how they regard our chances of discovering significant new deposits and significant extensions of known deposits. H,artnell: Mr. McLeod has asked me to comment on what he has just said. I think that the important thing is that our knowledge of the main coal basins in Eastern Australia is increasing in detail but for the most part the extent of coal basins is not being increased in respect of their superficial areas. There are additions but they are not substantially changing our expectation of what the main coal basins will be. I believe that our task is essentially to intensify our knowledge of the main coal basins that we know about. This is important for example for the various reasons that Mr. Roach was talking about, that is the problem of surface alienation, jeopardising the chance of recovery when you go to underground operations. My approach to this whole problem is predicated on the belief that coal has a special destiny to perform in the next fifty years. I believe that it is going to take up to fifty years and maybe a little longer before the enormously demanding technology for nuclear power recovery is in fact achieved. When it is achieved the supply of energy to the world will be enormous, much beyond what we have ever even dreamed about. The mind boggles at what the people of the middle of next century, of two thousand and fifty, will command in the way of physical resources. It is going to be, I believe, tremendous, but the technology involved is very demanding. I mentioned to Mr. McLeod the other day that according to the information that I got in November last, 60% of the nuclear power stations in the United States were out of action, by automatic cut offs because of safety requirements. The technology of breeder reactors seems each year to be a bit further off. In the meantime coal I am sure is going to be called on to supply power directly to fluidised bed and other technologies for power generation. It is going to be called upon in the near future, I believe, to supply liquid fuel on a vast scale and the only thing in my view that we should be thinking about is whether the coal producing countries of the world will succeed in producing as much coal as is going to be demanded. I believe the real challenge to the coal mining industries of the world is that they may fail to do what is going to be demanded of them. This is a challenge I believe to mining technology. I think that we should be working deliberately and energetically finding ways and means where underground recoveries, instead of averaging 50%, can average 50% plus, plus, plus, and this is the first requirement. We should be spending many millions every year, here and overseas, on increasing our means of winning coal because every tonne of coal that is alienated and left irrecoverable in the earth is going to weaken the capacity of the coal mining industry to fulfil, what I believe to be its destiny in the next 50 years.

Open cut low grade gold mines form the basis of the current upsurge in the mining industry in Australia. The effect on profitability in the short term and viability in the long term requires accurate estimation of grade and tonnages. The application of the Ditch Witch Trenching Machine as a grade control tool has occurred rapidly and the machine is now a working tool in many mines throughout Western Australia.

As the awareness and concerns on subsidence issues increase, there are clear, challenging and credible community expectations for responsible mining, public safety, optimal resource recovery and effective land use and environmental management, coinciding with a changing and strengthening regulatory environment being implemented by the NSW Government. This paper discusses a number of areas where cultural changes in the mining industry will assist with improved subsidence management to meet the enhanced standard.

A method using dynamic programming for solving the optimum pit limit problem was presented in an earlier paper. A recent issue of this journal contained some contributed discussion on the implementation of this technique. In this paper we provide some additional ideas and possible options one can incorporate into the method. In particular, an efficient procedure for obtaining further optimum pit outlines on extensions of the original block model is described.
