The mining industry has had lengthy experience with risk management involving technological situations imposing risks to people and property. In such situations the relevant parameters can be fairly well defined, the outcomes can be broadly predicted and probabilities of these can be estimated. Accordingly quantitative risk assessment can be applied. In recent years there has been increased emphasis in risk management on a broader set of potential consequences. These include potential impacts on the flora and fauna of ecosystems. These are typically poorly understood and this is especially true in Australia where the vast size of the continent and sparse population make gathering a comprehensive data base on biological resources a difficult task. The resulting scientific uncertainty and ignorance regarding the potential for serious or irreversible harm to the environment mean not only that quantitative risk analysis techniques are not appropriate, but also that the precautionary principle (PP) needs to be applied as a complement to qualitative ecological risk analysis. The potential for significant impacts is particularly high in Australian ecosystems. These comprise one of the 12 æmegadiverseÆ regions of the world in terms of biodiversity and, hence, have global significance. Moving from risk management to application of the PP by the mining industry provides a significant challenge. Application of the PP has no clear guidelines to follow and, to-date, has been highly unpredictable. However, there is much to be gained for industry in embracing this challenge and taking a pro-active approach in exploring methods that will provide for clearer guidelines and hence more certainty in outcomes of environmental management decisions involving precaution. As well, there could be considerable other advantages for the mining industry in terms of reputation assurance, community acceptance and greater certainty in terms of access to resources.

"In project evaluation there are two matters of keen interest to non-executive directors: the process by which an investment recommendation is reached, as well as the investment itself, as presented. It is sometimes mistakenly believed that Boards of directors are interested only in the result. That is not so. The process by which project evaluations are derived and socialised with the Board is as important as the result, sometimes more so.Setting aside the gloomy predictions of the doomsayers and looking through short-term volatility in supply and demand, the overall availability of mineral resources more often than not exceeds demand. There are in reality more development projects in prospect at any one time than are needed to meet the market. Only the fittest will prosper, although some others may survive.Optimism springs eternal in the mining industry and every project promoter, executive or entrepreneur has a convincing project development case. Some will create value for shareholders, but the historical evidence suggests that many will fail to meet the expectations set in their evaluation.Boards of directors make the final decision to invest, or not, in a new mine. Knowledge is power, and on that basis the balance of power favours management. Management has the facts (or in some cases, what passes for fact) and the passion to invest. The non-executives have the power of approval – yes or no – but before making a decision directors must demonstrate due diligence, the essential precursor to project approval.Management has a vital part to play in facilitating that due diligence process and in encouraging the independent thought processes of the Board. A closed approach by management fosters a negative, risk-averse attitude on the part of the Board. Mining professionals recognise the need and application for reconciliation and value tracking. It is necessary however to examine our current reality, and evaluate the following. Do our reconciliations really balance correctly, and are we able to track value effectively throughout processes? If we are honest, in most operations the answer is a resounding no. This means that we are surrounded by fluctuation and deviations that we do not account for and do not understand. This is astounding, because given our level of scientific knowledge and the technological tools at our disposal we should have a good understanding of our environments and be able to manage them effectively. How do we manage effectively if we are surrounded by so much uncertainty? The purpose of this paper is to describe, at high level, the principles of reconciliation and value tracking, to highlight some areas where deviations are introduced into the mining process, and to propose a different approach to the apparent reconciliation and value tracking conundrum. The paper also poses several questions that need to be critically addressed at most operations. Instead of making the same mistakes each month in reconciliations, mining professionals need to acknowledge two facts. Firstly there will be uncertainty that we need to accept, since all our estimates are based on sampling, an orebody is not homogeneous and peopleÆs behaviour will influence the process, etc. Variability will always exist and lead to uncertainty. What is the current approach in the reconciliation process when a deviation occurs and how do we use reconciliation and value tracking to manage and improve our business? The second fact is that we need to stop using reconciliation and value tracking to only measure and report. We need to adopt a new approach to manage mining throughput, where reconciliation and value tracking are enablers to the success of the business. In most mining operations, significant effort goes into planning and measurement for the purposes of reconciliation and value tracking. The importance of accurate and effective reconciliation and value tracking should be to ensure the maximum utilisation of the resource, maximising throughput and enabling the business to deliver a product to its client, of the correct quality and in a timely manner.

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

Cyanide is a significant contributor to the cost of producing gold. Any reduction in cyanide consumption that is achieved through more reliable measurement, and/or more efficient management of cyanide dosing rates, can produce a significant financial saving to the mine operation.

Recent well-publicised problems with the start-up of new mining projects have continued to feed the perception that the mining business in general and Ore Reserves in particular are a poor risk. New mines commonly experience difficulties when the true variability of ore characteristics becomes apparent during commissioning. At this critical stage, the impact of lower metal recovery, reduced throughput or increased consumption of reagents and energy can have a catastrophic effect on economic returns, as illustrated by the premature closure of some operations. There appear to be several common reasons contributing to the poor performance of mining projects, of which three are examined here: lack of early risk assessment before feasibility studies are started, inadequate sampling for metallurgical test work and variability of the run-of-mine (ROM) ore. An underlying feature of these issues is the lack of effective interaction between geologists, mining engineers and metallurgists/ process engineers. Geologists need to be more aware of ore processing issues and the range of characteristics that need to be considered as part of the resource estimate. Metallurgists need a greater understanding of the variability of the run of mine ore in terms of all the characteristics that influence the design and operation of the plant. Mining engineers need to determine the short-term variability of the ore in the mine schedule, so that there is confidence that the quality of the run-of-mine ore will be within the design specifications of the plant. A substantial overlap between these disciplines and sharing of areas of responsibility is necessary if these and other technical problems are to be better understood, production estimates are to be improved and commercial risks are to be reduced. Although the JORC Code (1999) provides guidelines for reporting all the issues that are material to an Ore Reserve estimate, some issues are rarely fully addressed in Ore Reserve reports. In particular there is no formal requirement for a metallurgist to assure his or herself of the appropriateness of the Ore Reserve classification. Consequently the level of uncertainty related to recovered grade and ore processing characteristics may be understated. It is suggested that to meet the concerns of bodies funding new mineral developments a stronger multi-disciplinary approach to the analysis of mineral deposits and reporting of Ore Reserves is required. The culmination of this approach would be the formal requirement for a geologist, mining engineer and a metallurgist to co-sign Ore Reserve reports.

The relative merits of treating coal by flotation and spiral concentrators have been examined by tests on run-of-plant fines samples from three seams in the Wittingham coal measures of the Upper Hunter Valley. Flotation of the complete fines was found to be the most metallurgically efficient process with yields substantially superior to those obtained from treatment of only the deslimed fines. A strict comparison between spirals and flotation for the treatment of the deslimed fines was impossible due to differences in product quality. However, the results indicated that the performance of a flotation circuit would be equivalent, and sometimes superior, to that of a spiral circuit.

In February 1974 a continuous synthetic polymer dosing plant was installed at Hamersley Iron Pty. Limited's Pellet Plant at Dampier. The polymer, supplied in a liquid sus- pension, is used to improve the drying characteristics of green pellets. 'Three years of test work were involved in the development of the use of polymers. Polymer is continuously dosed to the balling spray water system at a rate determined by the flow of spray water to the discs. Problems have been experienced with handling the polymer in 44 gallon drums, the increased viscosity of the spray water, disc overloads, increased bed strength and increased "stickiness" of pellet fines.

There have been many changes in the Australian mining industry during the last 30 years. One of the most dramatic changes, from a geological perspective, is the reduction of in-house geological staffing and an ever increasing reliance on contract and consulting services. As a result, there has been a change in the way geological information is generated, managed and retained within the industry. This paper describes the changes that have taken place in the industry, provides two case studies of how companies manage their geological Intellectual Property and reviews some of the issues associated with management of in-house and outsourced geology services.

Gold was discovered in the Bendigo area of Victoria in 1851 (Willman and Wilkinson, 1993), and all the early gold mining of any note involved washing (puddling) the gold out of the regolith or alluvium. The waste material from this process was a semi-fluid mixture of rock debris, soil and water, referred to as `sludge'. Puddling machines were gradually introduced to speed up the puddling process (Cole, 1994), and by 1855 an estimated 2000 machines were in the district (Anderson, 1978). In 1859 it was estimated that approximately 2 293 000 m3 of material was puddled annually by the machines on the eastern side of the goldfield, whose waste drained into Bendigo Creek and its tributary gullies. It was also estimated that after the gold was removed, approximately one-quarter of the residue/sludge consisted of the heavier, coarse-grained material which settled out fairly quickly, while the remainder, approximately 1 720 000 m3, was the fine-grained material which flowed downstream for some distance (VPP, 1859 - 60). From these figures it can be assumed that for the ten years during which this volume of puddling was maintained (1854 - 1864) over 5 700 000 m3 of gravels and sands and 17 200 000 m3 of fine-grained sludge had been discharged into and around Bendigo Creek. This was enough to cover an area of over 400 km2 to a depth of 5 cm. By 1859 the problems associated with the sheer volume of sludge being discharged were such that a Royal Commission was appointed to `Enquire into the Best Method of Removing the Sludge from the Gold Fields' (VPP, 1859 - 60). The goldfields referred to were those in the Bendigo area around the township of Sandhurst (now known as Bendigo). The Report of the Commission (VPP, 1859 - 60) stated that: `... inspection of the country bordering upon the course of the Bendigo Creek, to a distance of about fifty miles from Sandhurst . . . ' had revealed that the sludge had ' . . . filled up watercourses and flooded pasture lands . . . '. It also noted that ' . . . even on the plains, thirty or forty miles away from Sandhurst, where the sludge flows thin, and is relieved from its heavier particles, we found it baked into a perfect concrete, and in thicknesses varying up to two feet or more . . . '. The italics were used for emphasis in the original text. As it was considered unlikely that the physical evidence for such widespread inundation would have disappeared completely over the intervening 130 or so years, a project was initiated to locate any evidence of the inundation in the current landscape. If such evidence were to be found, then an estimate could be made of both its extent and its effects on the topography, drainage, and land-use of the inundated area. Extensive field work has determined that over 700 km2 to the north of Bendigo was inundated by the sludge. The area has not been uniformly covered, but has occasional `inliers' which have obviously escaped inundation by being slightly higher than the surrounding areas. Today the sludge is readily identified as a very fine-grained, hard-setting, concrete-like `capping' overlying a well-developed, well-structured, pedal horizon, or in some instances, the gravels and sands of a creek bed. The thickness of the sludge capping varies between a few centimetres and three metres (Peterson, 1996). Rock and coal fractures together with micro seismic vibration is a common occurrence during mining, however, it is very uncommon for coal and rock to be propelled into the roadway. Irrespective, such occurrences do occur and appear to require significantly more energy than is available from strain energy release during coal cutting. The sources of energy which can contribute to the propulsion of coal from the face or ribs are typically strain energy from the surrounding ground, seismic energy from a rapid rupture of the ground in the vicinity, or rapid expansion of gas from within the burst source area. The aim of this presentation is to briefly review the mechanics of a coal burst and to discuss the mining situations for which the energy is sufficient to create bursts. Dynamic hydrothermal modeling is a tool that can aid in studying problems associated with hydrothermal ore deposits and can help increase our understanding of the spatial distribution of ore within hydrothermal systems. Models are constructed by a sequence of steps involving development of a conceptual model, followed by its mathematical description in terms of governing equation with accompanying initial and boundary conditions. This equation is then solved either analytically or numerically. The four model types ò that fully describe a hydrothermal 'system are those for fluid flow, heat and ore solute transport, and deformation. At Renison, models have been used to help understand two major exploration problems. These are the controls on ore localisation in dolomite horizons and feeder faults respectively. The types of models used ò have simulated the distribution of all mineral zones, pyrrhotite, and temperature in the dolomites. This has allowed evaluation of the effects on ore localisation by physical and chemical heterogeneities within the dolomite host rocks, and allowed estimation of potential controls in different physical and chemical environments.

This short paper outlines the authorÆs views regarding the present ability of the resources industry to manage its mining assets. It represents a personal view û but one founded in fact-based observations of mining companies and of the mining industry in general. It contends that whilst a great deal has been learnt about the management of mines over the last 500 years since the seminal work of Agricola, observations suggest that best practice management is the exception rather than the rule across our industry. Although insights regarding the successful management of mines have become apparent, we still witness unnecessary errors in our industry that lead to the loss of shareholdersÆ funds. By highlighting some aspects of current best practice, particularly in the arena of operations improvement, it is hoped that this short paper contributes a small step along the next 500-year-long learning curve. At a time of key skill shortages in our industry as mineral producers attempt to ramp-up production to capture historically high commodity prices, achieving best practice operations management has seldom been more critical.

If the record of maj or proj ects in Australia is taken into account, it is apparent, the proper planning of an industrial relations strategy for many such projects has been ill considered by project developers. The recognition of the need to develop a plan from the initial feasibility study has been forced on those promoting new projects by the publicity given to the Australian industrial relations record. The delays in delivery caused by factors supposedly out of the project's control are often given for non-performance of contract and used as an excuse for limiting further development. Many of the problems experienced in project development can be overcome with sound industrial relations planning. The promises given in the euphoria of the early stages of a project relating to price and delivery often become a burden for the future because the complexities of the Australian Industrial Relations Systems are not understood or considered. The recognition by senior executives of their responsibilities in this area will contribute greatly to a new era of project development.

This paper presents a case study to reduce the operational cost on the secondary ball mill circuit in the Lead/Zinc Concentrator at Mount Isa Mines. The circuit includes two five-metre diameter ball mills each closed with a cluster of ten 15-inch cyclones. The operating cost for both ball mills is about six million Australian dollars per annum.The concentrator achieves 75 per cent of the plant design capacity with one ball mill operating, but will have to use two ball mills when 100 per cent plant capacity is required. The optimisation study on the circuit identified a new flowsheet that enabled the concentrator to reach 100 per cent of the capacity by using one of the two secondary ball mills. The success of the project utilised the existing equipment rationally and saved the operational cost for one ball mill at full concentrator capacity. A further simplified secondary circuit is proposed using the IsaMill for the secondary grinding duty. Performance of the IsaMill circuit and the potential cost savings are predicted.

The mining industry has undergone a profound and transformative shift in recent years, driven by the rapid advancement of emerging technologies such as automation, digitalisation, and electrification. These technological innovations have not only revolutionised operational efficiency and productivity but have also introduced an imperative need for new and innovative approaches to conducting mining activities. Specifically, the mines of the future face a new series of complex challenges when planning and developing greenfield or brownfield mining projects in the 21st century. These challenges include greater operational depths, higher seismicity levels, higher rock temperatures, increased environmental constraints and sustainability requirements, a higher degree of interoperability, lack of skilled workforce, and the need for sustainable and eco-friendly mining practices. Consequently, there is an essential need to formulate novel strategies and robust planning methodologies that re-evaluate how mines are planned, executed, and managed, from the early exploration stages to the post-mining era and the consequent uses of mine sites. This research focuses on identifying the factors influencing the implementation of modern technologies, such as autonomous machinery in mining operations, and their impact on mining method selection and longterm mine planning. The findings underscore a crucial need for a paradigm shift in how mines are planned and developed, going beyond mining method selection, which primarily focuses on geological and economic factors, and must evolve to incorporate the multifaceted implications of modern mining operations.

Thrusting is well documented in the Finisterre/Sarawaget moun- tains, the Kainantu-Waf district and in the Highlands between the Kubor Anticline and the Ramu Valley, Papua New Guinea. The thrusts trend NW and involve rocks ranging in age from Permo-Triassic to Plio-Pleistocene. Evidence from the Finisterre/ Sarawaget mountains demonstrates that a major phase of thrust- ing commenced in Pliocene times and continues today. Palaeostress analyses is a sensitive technique for assessing the kinematic history of faulting. The picture gained from the Finisterre/Sarawaget mountains, the Kainantu district and be- tween Kundiawa and Keglsugl is simple, involving a north to northeast ol. Local complexities between the upper Chimbu Valley and Brahmin indicate extension on a NW-N trend. The simplicity of this anlaysis, which accords with seismic and geo- detic strain data, shows that the major faulting in Papuan Orogen is no different from that in the Papuan Fold Belt; that the Papuan Orogen and the Papuan Fold Belt together form a young thrust- fold complex; and that such structures as the Kubor Anticline may be fault-bend folds. Recognition of the obduction of the Finisterre/Sarawaget reef/ volcanic complex over the Australian plate, the gas seeps in the Ramu Valley and foothills of the Finisterre/Sarawaget Mountains, oil seeps in the Goroka and Kundiawa regions, and our interpre- tation of the PNG Orogen as part of the Papuan Fold Belt indi- cates unexpected probability that the PNG Highlands are pro- spective for hydrocarbons.

Timely disclosure of information germane to the taking of investment decisions makes an essential contribution to ensuring the growth, efficiency and integrity of our capital markets. Australia is ranked tenth in the Morgan Stanley Capital International (MSCI) World Index, yet represents only 1.59 per cent of that Index. In order to survive and grow in this globally competitive environment, Australian capital markets û the drivers for economic activity in Australia û need to attract foreign investment and engage retail capital. The communication of relevant and comprehensible information to the investor plays a vital part in fostering investor confidence, thereby building depth and liquidity in our market. We have had a rewarding partnership with the mining industry to develop and recognise reporting standards which could allow ready comparability and investor understanding of the mining investment vehicle. Our mining market has been successful because of the high standards of professionalism and the intellectual capital that has been built up among the participants û the mining professionals, brokers, analysts, mining investors, professional advisers and the market operator. The balance of knowledge and understanding among these participants combined with the competition for capital, contributes to the standards for our mining market in a way that the market operator simply cannot replicate by market rules alone.

Most mining dredges are adapted from canal/harbour dredges. Their automation and control systems are generally not designed for integrated mining operations. Consequently they have a number of limitations. This paper describes a new dredge control concept which paves the way for improved efficiency and increased production.

Australia is a significant exporter of uranium for use as fuel in nuclear generating plants around the world. Although Australia does not have any nuclear power plants the Australian Atomic Energy Commission has a research program on methods for the safe disposal of wastes produced by such plants.
