A considerable amount of psychological research has been conducted on human behaviour and its relationship to accidents. However, the research covers very wide fields and the findings drawn are so varied that at first sight they are confusing and there does not appear to be any major useful lead. I propose a discussion of a number of research findings to illustrate the variety and complexity of the human behaviour factors involved in considering safety. Such discuss- ion might point to some conclusions which could lead to an action programme to improve safety records.

The regulation of environmental management in the minerals and petroleum industries has been undergoing considerable change over the past decade. In recent years, there has been a distinct trend towards smaller government and increased environmental awareness. Current regulatory systems have generally neither responded to these trends nor effectively dealt with the demands placed on them. There is a need to develop a more effective means of providing assurance to Government and the community that its environmental objectives are being met. These means must also enable industry to have an effective environmental management process.

Traditional methods for calibrating the most customisable forms of GyÆs formula for the prediction of sampling variances involve a large amount of experimental work. This work is often extremely sensitive to outlier treatment and often relies on assumptions. A general methodology called æthe consistency methodÆ, however, has proven efficient in guiding these critical steps and adding objectivity to these subjective tasks. After a quick exposition of its principle, it is shown how it can also be used to reduce the amount of experimental work when dictated by budgets.

The Department of Mineral Resources is the lead agency in mine site environment management and control in New South Wales. The Department introduced a Mining, Rehabilitation and Environmental Management Plan (MREMP) process several years ago in order to integrate the activities of other government agencies who may have a material interest at the mine site. The MREMP process has resulted in a spirit of trust and co-operation between agencies and between agencies and mining companies. The spirit of co-operation has been reflected in greater public confidence that mining is environmentally responsible.

Samples weighing O·25 g are fused with 1 g potassium hydrogen sulphate, leached with 5 ml. of hydrochloric acid, and then diluted with another 5 ml. of acid. After settling, an aliquot of the clear solution is reduced with stannous chloride, and then a zinc dithiol solution is added to form a coloured tungsten complex which is extracted with petroleum spirit for comparison with standards.Concentrations down to 4 p.p.m. may be analysed at a rate of 100 determinations per man-day of 8 hr.

To grow a mining company today is seen to be challenged by the reduced interest in resources companies by the financial markets, the complexity of native title and a somewhat depressed commodity cycle. However, the opportunity to grow production and sales in a mining company are as numerous as they have ever been. It is the challenge of growing significant shareholder value that is difficult. The distinction between growth in æcompany sizeÆ and growth in æshareholder valueÆ is an important distinction upon which some resource companies are now firmly focussed. The equity market/commodity market cycle can provide windows of opportunity to consolidate and expand a company for the benefit of shareholders. These benefits may not be reflected until more buoyant equity markets return but, as the cycle turns, as it surely will, those with the foresight to position themselves may be richly rewarded.

Open pit planning and scheduling play a significant role in establishing, maintaining and improving the economics of open pit mining ventures.The development of an open pit plan and schedule involves consideration of the following elements:ò the market for the mineral, ò the mineral deposit,ò the treatment process, ò the external factors,ò the mining method,ò the scale of operations, ò the open pit design,ò the open pit schedule,ò the calculation of economic performance, andò the implementation of the open pit plan and schedule.The above factors are described and discussed. Open pit planning and scheduling is the linkage which enables a mineral deposit amenable to open pit mining to meet a market requirement for the particular mineral. To effect this linkage the open pit planner should have a good detailed appreciation of both the mineral deposit and the market.

The kinetics of the hydrogen reduction of iron oxides in granular calcined bauxite were studied at 550-1,050°C in a shallow bed reactor. The iron oxides behaved as a dispersion of particulate iron oxide in a porous alumina matrix in which the iron oxide particles were reduced independently. The observed rates of reaction were found to be virtually independent of the bauxite grain size. At 800,°C and above, the reduction was multistage, Le.1. Fe203 +2Al203 (matrix) ?2FeAl204, and2. FeAl204? Fe0 +Al203.Reaction 1 was very rapid. Reaction 2 was much slower, the latter stages being controlled, at least in part, by phYSIcal changes of the Fe0 and a-Al203 produced in the reaction. Owing to the observed nature of the material, the reaction rate controlling steps could not be determined.

It seems that over the years the business of making a summary alternates between'Mr. Pearce and myself, also I,think that w~oever is around onthe day in question 'obtains the task and apparently I drew it this, year. It is hoped you will be patient as previous experience in this capacity'indicates that the best way to proceed is to have a brief summary on each paper and then do a summary of summa~ies. This makes the approacha little cumbersome but it is felt to be fair to each author and it brings'back to the audience some recollections of what transpired at the time and they can make their own decisions, which may not necessarily agree with those of the 'sum'marisor.

The risks faced by organisations are part of a risk continuum. They can be evaluated in terms of hazard, uncertainty and opportunity as well as by the degree of influence they have on conformance, operating performance and strategic objectives. This paper discusses the application of risk management techniques for mitigating blasting hazards, reducing blasting output variability, and implementing blast improvement opportunities. Effective risk management practices can identify and evaluate risks across all levels of the continuum and can deliver realistic assessments of the likelihood and impact of risks on the companyÆs safety and business objectives. This paper does not attempt to present technical details about blasting, rather it aims to provide enough blasting context and examples so that the practical benefits of applying the risk management process to blasting can be fully appreciated. The topics discussed include: explosive management plan; statistical process control; quality blasting, rock-on-ground; Blast Management; Mine to Mill optimisation; and blasting information systems. The concept of a blasting risk management system employing a continuous improvement loop is also introduced. On reflection the insights presented should be extremely useful for observing and understanding which risk face has management focus at a mine site or for a blast site.

Mining cycles have come and gone and with them there have been dramatic swings in the levels of interest and student entry into minerals-related education programs, hence graduate supply to the industry. So what is the problem? These trends will keep happening and the industry will keep on keeping on – or will it?This paper discusses recent trends in Australian minerals education programs and some international examples, together with some of the more recent initiatives taken by both the minerals education sector and the industry, such as the Minerals Tertiary Education Council (MTEC) and MEA. The real problem is that things will not just keep going the way they have over recent decades – there will come a time when there is no longer a supply of minerals academics available to provide the educational programs; and universities will simply shut down subcritical mass mining programs and invest in the much more lucrative programs such as commerce, law, medicine, etc. By the time this starts to happen it will be at least ten years too late for any last-minute reactive response by industry, if they were to try and avert such a consequence. International experience with mining programs bears out this scenario quite clearly.It is therefore timely for industry individual mines and mine management to take a much more strategic look at their role in the education sector. Sustainable mining also means sustainable minerals education – without one, the other will not function over the long-term. There is a pressing need for long-term strategic buy-in by industry into the education sector – not just for the good times, but also through the tough times. This means much more than a scholarship here or there, but includes such commitments as major industry-university research partnerships; collaborative recruitment initiatives and much more. The paper will discuss a range of such issues, problems and opportunities to address these important issues through strategic, comprehensive, long-term commitments by industry and equally significant and appropriate responses by the education sector. In large coal strip mines, there are many different processes at work: stripping, overburden removal using trucks/shovels, cast blasting, slot dozer pushing, more fragmentation and further truck/shovel benches. A key component to each of these steps is the use of machines. In modern operations, most machine costs are tracked within Enterprise systems that transact costs and repair work order management. Similarly, in contemporary mines most machines are tracked using technology that provides precise performance measures for each key process. Such technologies include productivity monitors on draglines, dozers and drills and fleet management systems for trucks and shovels. Linking these two sources of seemingly disparate data û costs and performance by machine û would allow for the precise calculation of unit costs by specific machine. This is similar to an activity-based costing system, except in this machine-based system, calculations are made at an even finer granular level. There are many uses for such an integrated information system in mine planning and performance management, both in real-time and through historical analysis.A real-time fleet costs (FLC) measurement process was developed as part of a larger blending-related, multi-million dollar project centred on a centralised remote control room developed at the University of ArizonaÆs Mining Information Systems and Operations Management Mine Control Center. The FLC component of the overall blending system would allow a mine controller to manage the equipment fleet by viewing its cost in real time and, when mixed with other revenue-related components, the exact profit. For example, a mine controller may show high utilisation while still maintaining a production surplus. This could occur, for example, if the equipment is driven long distances. This might appear in traditional performance metrics as æhigh production performanceÆ, but in reality may prove less profitable. This paper discusses the technical development of the FLC, its deployment and its impact on controller performance, and compares mine profitability before and after its application.

A method is presented for calculating the number of cycles of stress to failure of a drill rod from operating variables; a mathematical analysis by Cooper of the stresses present in drill steels is applied to the forged collar, i1i-in. hexagonal hollow drill steel in common use in Australia; and an estimation is made of the dry fatigue limits at various points along a drill rod.It is shown that these calculations predict failure at a 'point where failure rarely occurs, and do not predict that failure should occur where it does in practice. The reasons for this anomaly lie in the neglect of bending stresses in the stress calculations, and in failuredue to corrosion fatigue at a preferred section rather than to simpler fatigue under non-corrosive conditions.INTRODUCTIONIt has long been recognized that failure of metal sections by fatigue is influenced both by the number of cycles of stress imparted to the section (N) and by the magnitude of this cyclic stress (8). In this paper, both Nand Shave been calculated for rods which have failed in service, and whose operating history is known. While the calculation of the number of cycles to failure is·simple, the calculation of stress is more complex. The results of stress caIculations predict that failure should occur only hi short rods, and then preferentially at the tip end rather than the shank end.However, in actual fatigue failures of steel rock drill rods, approximately 75 per cent. of such failures are close to the shank end, and failures near the tip end are rare.The usual explanation given for this high incidence of shank-end failures is that at the point of failure there exists, in forged collar steels of the type common in Australia "hardness valley" or. In recent years the mining industry has suffered from skill shortages in a range of disciplines including mine geology. As a consequence, many businesses operate with incompletely filled organisation charts and technical professionals are frequently thrust into roles earlier than previous generations of geologists, engineers and metallurgists. Exacerbating the difficulties managers face with recruiting suitably experienced professionals is the churn of people through roles. Churn may be caused by internal pressures related to the rapid increase in projects and opportunities within a company or by external factors including the high workforce mobility resulting from the advent of fly-in, fly-out (FIFO). Historically, new entrants into the mine geology profession often received on-the-job training from their more experienced colleagues. This training, supplemented with targeted skills and knowledge enhancement through dedicated short courses, ensured the wide range of skills, knowledge and abilities required in the complex role of mine geology were continually renewed. Faced with an influx of new graduates and a dearth of mine geology professionals in the critical ten to 15 year experience range, the industry needs to develop new paradigms to ensure that the full business benefit of the mine geology function is delivered. This is increasingly important as the complexity of business planning built on geologically-based variables grows. Mine geologists are now faced with the potential incorporation of geometallurgy and waste characterisation along with energy efficiency, carbon-economy and other environmental issues into their roles. Providing baseline data, models, operational control and reconciliation for a wider range of variables further stretches the already limited geological resources available to the industry and exposes personnel with relatively low levels of experience to potentially business transforming decision processes. This paper outlines a successful approach to mentoring at the individual and team level. It discusses what went well and what could have been done differently from both the mentor and menteeÆs perspective with examples from case studies and offers insights into a new approach to dealing with gaps in organisation charts and high turnover of personnel.

It is a great pleasure to accept the invitation to open this Joint Conference of The Australasian Institute of Mining and Metallurgy and the American Institute of Mining, Metallurgical and Petroleum Engineers. It is the second invita- tion to participate in the Conference that I have accepted. When it was being planned, the President wrote to me to invite me to be one of the speakers in one of the technical sessions. I wrote accepting the invitation, and when my present appointment was announced, there was a nice question about the earlier commitment. The upshot of it all is revealed by the present arrange-., ment: you get me as opener and the more sub- k stantial speech is to be given by Professor Rupert Myers, my friend and former colleague who will not only be able to contribute from the standpoint of an experienced University admini- strator, but will also speak from a professional training and experience much more closely relat- ed to the concerns of this Conference than I possess. Though it is a joint meeting and the speakers will include distinguished figures from North America, I hope that since the venue is Australia, I may be permitted to speak with an Australian emphasis. I have recently had a brief glimpse of part of the Australian mining industry. In the course of a journey through the Northern Terri- tory we-my wife and I-visited Gove, Groote Eylandt, and Tennant Creek. At Gove we saw the remarkable Nabalco development in bauxite and alumina and the very impressive town plan- ning development at Nhulunby, the major man- ganese enterprise at Groote Eylandt, and the gold mining activity at Tennant Creek. For lay people like us, a gold pour was arranged at Tennant Creek and that was a spectacular sight. On earlier occasions, and before my present appoint- ment, I had visited Mount Isa and the Utah fields, and Queensland Alumina at Gladstone. I have not seen the cradle of the modern mining industry, using cradle perhaps loosely, at Broken Hill, nor have I seen the great Pilbara develop- ment, nor Weipa. This is not for want of generous invitations and it is my hope that within the not too far distant future this will be rectified. Then there is the Australian petroleum industry and the great industries which make their products from the minerals mined which I have yet to See.

Marvel Loch South Pit has had a number of stages of open and underground mining activities before acquisition by Sons of Gwalia. The historical pit had achieved a completed pit depth of 150 metres and the shaft and decline mine had reached approximately 220 metres in depth using open stope mining methods. The various mining methods reflect the various economics and industry practice at the time. The South Pit ore zones are medium grade (~2.5 g/t) but have a regular geometry and large tonnes per vertical metre. A number of studies have been completed up to a pre-feasibility stage looking at options to extend the pit depth and to lower the unit cost of gold production. The options considered were the re-optimisation of the pit to determine further cutbacks or the innovative use of an in-the-wall ramp. The in-the-wall ramp (tunnel) would permit the removal of the in pit ramp to expose additional ore that was within the footprint of the ramp design and to provide the opportunity to increase the final pit depth. Similar mining method has only been used at Three Mile (Coolgardie, WA) and Chalice Mine (Norseman, WA). The tunnel would serve as a gateway for further extension of the south mine and the central ore zone via underground mining methods. The ultimate depth of the South Pit has been extended to 310 metres below surface and significant additional ore has been recovered. This paper will give an insight into the various studies to optimise the Tunnel mining method, the determination of the various tunnel dimensions, and the phases of mining to arrive at the completed design.

WHEN reading reports on reefs and lodes, one often comes across the statements "short shoot," "narrow shoot," "wide shoot," & c.From a number of reports in the writer's possession, some by members of the Geological survey, it is plain that the words "short," "narrow," "wide," "long;" &c., are used somewhat carelessly.In one official report on a certain field, for instance, the reefs are described as having "short, rich shoots"; another report on the same field states that "the reefs were characterized by narrow shoots, rich at the surface." Again, Charters Towers is described as having "wide shoots"; another writer says they are "long shoots. "The writer has read again of "short shoots which went down like pipes," and of "narrow shoots of limited extent." No doubt one can make out what is really meant, but the language is mixed. It is apparent that "narrow" is meaning the same as "short," and that the shoot has not much length in a horizontal direction. Nothing is said about the thickness or width of 'said shoot, or its depth. The "wide" shoot is evidently a "long" one; its thickness 01' width and depth is not specified. When we consider these terms, it is seen that only a few words are needed, and that these few should (as they do) have a definite meaning. In the course of his mining experience, the writer has seen shoots of almost all sizes, and some have been very long (in horizontal measurement), and have been followed down for great depths, these shoots being the best type-Charters Towers, Walhalla, &c., are examples.

Mineral maps of æintactÆ and large particle textures have been produced routinely from optical microscope images. Polished thin sections of large particles (1 - 3 mm) provide a balance between representative sampling and the preservation of primary rock textures. Optical microscopy is an efficient way to generate mineral maps suitable for geometallurgical applications. The automated optical mineral identification was carried out using a Leica DM6000¬ microscope with a high precision stage suitable for direct tiling of image frames and good registration of multiple image layers. Standard images collected were 10 x 10 frames (20 mm x 16 mm). Four image layers were recorded: ætransmitted light plane polarisedÆ, ætransmitted light crossed polarsÆ, ætransmitted light crossed polars with 1l tint plateÆ and æreflected lightÆ. All image analysis was carried out using Definiens Professional V5¬. The four image bands were read directly in 12 greyscale bands. A segmentation algorithm produced objects based on homogeneity across all bands. These objects were then classified using a complex set of rules (Process Tree) that are based on image brightness in all 12 bands. Opaque and non-opaque minerals were classified in the same sample. Using this protocol up to 12 minerals can be satisfactorily classified in one sample. The opaque minerals were recognised using colour ratio and reflectance intensity in the reflected light image. Non-opaque minerals are more difficult because of the complex variable colours of many minerals and the complexity of interference colours. However, object-oriented classification using three transmitted light image layers and multiple rules is a powerful technique for recognition of these minerals.

A key premise to this paper is that most people involved in the design and implementation of drilling and blasting operations could benefit from a greater understanding of the geological materials, deposits and landforms they are dealing with. The second key ingredient for successful blasting is the concept of blasting objective. Mine operators and blasting contractors must be clear on what drives their costs (blasting leverage) and should formulate blasting objectives and operational targets which help in this regard. Many operators ignore geology descriptors and features apart from the name of the rock and start crudely quantifying the rock mass properties in terms of uniaxial compressive strength, or even worse still as hard or soft. This occurs too early in the design process and not much attention is paid to the geological materials, geological structures and the characteristics of the deposit they intend to excavate. In effect the rock type name and the strength descriptor become the site geology. Furthermore many blasting operators do not formalise their blasting objective, do not set operational targets and do not measure results to the degree required for continuous improvement. In this paper a number of civil, surface mine and underground mine blasting applications are tabulated in terms of typical blasting objectives and common geological materials. A good description of geological materials can convey a lot of useful information for blasting operators if they are able to accommodate this knowledge. In addition a clear statement of the blasting objective and associated operational targets will maximise the likelihood of achieving blast-driven downstream productivity improvements. The æStarting at Both EndsÆ combination is deemed extremely useful for any continuous improvement blasting program.

The history of black coal as a fuel dates back in Europe more than 2,300 years, and possibly longer in China. Originally the mining of coal was done by underprivileged people, but with the industrial revolution and the dawn of mechanisation, the status of the coal miner improved. The improvement continued to the present day. Coal miners now take an important role in industrialised countries and enjoy a high standard of living. The miner is amongst the highest paid and best technologically served in any industrial activity. The abundance of coal relative to alternative fuels and its widespread occurrence, brings with it a prosperity much valued in those countries with significant resources such as Australia. Coal will play a major role in easing the world energy shortage. In addition to the conventional usage, throughout the world coal gasification plants are in various stages of development. Coal liquefaction plants are beyond the drawing board stage. Slurry pipelines to supply coal for direct burning in electric generating and other plants are planned. In the current atmosphere of environment consciousness, Australia has to contend with people with only marginal interest trying to influence coal mining activities to the detriment of the overall prosperity of Australia. Fortunately enlightened legislation is the greatest protector of the environment and in many instances great improvement to the environment ensues after mining has passed. With its vast resources of black coal Australia can look forward to a significant role in future supply of fuel. As a result of the trade and industry involved, Australia can become an even more influential country in world politics, trade, and the setting of high living standards.
