Most mining projects will involve some level of financial markets price risk. This is because commodities are generally traded in $US. The project will also incur costs in $A and if based in Australia will seek to generate a return in Australian dollars. Therefore the project faces commodity, foreign exchange and interest rates risk. As a business you may wish to maintain these risks within your business. However if the project requires financing to be provided then the financiers will want to ensure that there is a level of certainty attached to the cash flows to support the debt repayments. This is achieved by hedging the financial market risks. Traditionally the hedging process has been based on underlying assumptions within project models, which incorporate views on the direction of the underlying price risk. These views can be formed in an ad hoc manner. Gathering information from a variety of sources including economic forecasting and modelling, technical analysis, seeking market expert views. However, given the historical accuracy of such forecasts locking into long-term fixed hedging arrangements can create an inflexible environment that can restrict the opportunity to benefit from the underlying volatility of financial markets.

Open stoping dimensions are typically controlled by a number of factors including production drilling capacity, scheduling, fill constraints, orebody dimensions and host wall rock conditions. Frequently host wall rock conditions are the key control on stope dimensions. As a new mine is brought into production, there is a steep geotechnical learning curve for those associated with the development of the mine. Initially, the experience and observations gained at other mines is used to guide the stope design. As experience is gained at the new operation, site specific techniques can be validated for use. This has been the case at BHP Cannington, where a heavy emphasis has been placed on the validation of empirical stope stability techniques for site specific conditions and experience. A range of empirical and numerical techniques can be applied during the design of open stopes. The empirical techniques are an experience based application of known performance levels during the design of open stopes. The numerical modelling and structural tools can be used to compliment the empirical techniques so that an understanding can be gained of the likely stress and structurally controlled failure mechanisms.

Groundwater issues for the mining industry are many and varied. When the depth of mining is below the water table/potentiometric surface, a groundwater æsinkÆ is created which alters the local groundwater flow regime resulting in minewater inflows. Assessment of mine dewatering, mine water balance and wastewater disposal requirements are central to the effective management of water in a mining operation. Each of these issues has a significant groundwater component. Other groundwater issues for mining operations include: water supply, aquifer storage and recovery, the impact on other groundwater users in respect of groundwater levels, bore yields and water quality, and the development of an effective groundwater monitoring network for early detection of impacts and to satisfy regulatory requirements. This paper outlines the techniques involved in assessing groundwater issues for project feasibility, during operation and post closure, and provides an overview of several mine dewatering and water disposal methods. The practical assessment of groundwater issues for the mining industry is illustrated with several case studies of mining projects in Australia, SE Asia and the subcontinent. These are projects to which the author has contributed during a career as a geologist/hydrogeologist spanning more than 25 years.

In the early 1970s, Jim Walter Resources, Inc. (JWR) embarked on a coal mine expansion program that was unparalleled in the history of the United States. With a small nucleus of people then operating two rapidly depleting captive mines, action was initiated to develop four of the deepest mines in the United States. Because of the depth of these mines, operational and technical problems were anticipated. However, because of the high quality of the coal (Blue Creek Seam), the financial risks involved were acceptable. The total investment to get the expansion program completed (to get the new mines to full capacity) would represent an investment of over US$ 500 million.By the end of the decade of the 1970s, the Company had grown to 2100 employees who were producing 1640,000 tonne of saleable coal per year, a productivity rate of 3.9 tonne per man-shift. This productivity rate was not sufficient to maintain a profitable, viable organisation. Therefore, if the operations were going to survive, it would be necessary to improve productivity tremendously, a task which would tax the resources and imagination of all employees.

Risk management for resources and reserves includes examining the fundamental processes of data collection, interpretation, modelling and estimation. Newmont Australia has developed a procedures manual to assist mine sites to build Resource block models, estimate Ore Reserves, validate the outcome and report the results. An audit scheme has been developed to compliment the procedures manual by assessing the degree of site compliance with recommended practice. A score of between one and five stars is awarded to each site depending on its performance in the audit. Audits are undertaken by a team of three Newmont personnel over a three to five day period at each site. Scores are ultimately compared between sites and reviewed annually. The objective of the program is to encourage continuous improvement in the modelling, estimation, validation and reporting practices used at sites and in advanced projects. The scheme provides a method of risk management for the companyÆs biggest asset û its Ore Reserves. Newmont Mining Corporation is preparing to use the audit scheme internationally in part to conform with recent legislation requiring US companies to demonstrate that management systems and procedures are in place to monitor and verify the companyÆs assets.

THE following notes simply sum up the writer's experience, which extended over a very busy period of some three years, dealing with wolfram ores and concentrates. The three methods for the estimation of tungsten that are discussed below are well known, but these results of their trials and comparison under technical conditions may be interesting. Method I. The routine procedure for the assay of rich wolfram ores or concentrates was as follows: Take 1 gram of finely-ground sample; digest with HCl and HNOs for about 2 hours, evaporating down to near dryness. To the remaining 5 cc., say, of liquid, add water, warm or boil for 1 to 1.5 hour, filter through a small filter paper, and wash the beaker and the insoluble matter with hot dilute HCl. It is best to keep the bulk of the insoluble matter (WOs, Si02, etc.) in the beaker at this stage. Then plaee a weighed porcelain dish under the filter funnel and wash the beaker and the filter paper with successive small quantities of strong NHOH, finally bringing all the insoluble matter on to the filter paper, and collecting the ammoniacal filtrates in the porcelain dish (S). Then place the filter paper with the insoluble matter in a porcelain crucible, dry and burn off the paper, cool, and brush the contents of the crucible on to an agate mortar, grind it to flour, and brush this back to the original beaker without loss. In the absence of draughts this can be done safely. Re-treat this residue with' acid and ammonia as above, running the second ammoniacal filtrate into the previous porcelain dish, which in the meantime has been heating on a water-bath.Finally evaporate to dryness on the water-bath the combined ammoniaeal filtrate, and then heat gradually to a red heat over a Bunsen burner, cool, and weigh. Then the contents of the porcelain dish give the WOs (tungstie aeid) direcvly (5).The final filter paper and insoluble matter may be ignited in a porcelain crucible, thus giving the "insoluble matter." The Pacific Rim and its environment involves a vast array of natural phenomena, and a vast array of situations which show the impact of man. Almost half the world's population of over five billion live in nations" which border the Pacific, but the concentration is focussed in the North. Great experiments are occurring in this region, the industrialization and energy development in- Japan and China, the growth of Indonesia, (now 168 million - soon 368 million; Brown and Jacobson, 1986), the enormous developments of agriculture and the metals resource base in Australia and China. At the same time, the Pacific Rim does not project images of hopelessness, the mood is upbeat. Over the past decade, incomes have increased substantially in most of the major countries of Pacific Rim (e.g. over the period 1980-86, + 58% in China, + 21% in Japan, + 34% in South Korea; Brown and Jacobson, 1986). In September, 1986, at the general assembly of the International Council of Scientific Unions (ICSU) in Bern, Switzerland, representatives of over 50 nations approved a new initiative, "The International Geosphere Biosphere Programme: A Study of Global Change". The focus of this new program is "To describe and understand the interactive physical , chemical , and biological processes that regulate the total Earth system, the unique environment that it provides for life, the changes that are occurring in this system, and the manner in which they are influenced by man. The IGBP will be a tightly-defined programme of research, directed at providing fundamental knowledge that will serve as a basis for assessing likely future changes on the Earth in the next 100 years" (ICSU, 1986). For the earth scientist, and all resource scientists, there is an emerging agenda; new priorities are appearing, new questions are being asked. The recent report of the World Resources Institute (1986) focusses on this emerging agenda. Topics which are at centre stage in this report include the following: The environment and human health Tropical deforestation The atmosphere as a shared resource and climates Soil-degradation Rural-urban migrations Food and agriculture The diversity of species-ecosystems Freshwater as a finite resource Coastal areas and resources

Modern minerals projects face serious challenges in earning and maintaining acceptance by their key stakeholders. Factors which underpin effective response to managing these challenges include consideration of public affairs issues from the earliest planning stages, building robust alliances with a range of influential partners, developing a level of transparency in all operations and decision-making and integrating activities towards resolving key strategic issues. Effective community relations is vital and there are a number of elements common to the best approaches. These include senior management support and involvement, appropriate involvement in project decisions and activities by community members and company responsiveness to community expectations. The project's operations manager and executive team must fully commit to developing the capability and processes to meet these challenges. They require a whole of project response and it is not an option to manage them peripherally.

Bench and pilot plant studies were carried out at ANSTO to develop a process for rare earth recovery from the Mt Weld deposit near Laverton, Western Australia. This paper describes the development of the flowsheet, which is similar to conventional monazite processing, but with the introduction of several innovative steps to account for the complex rare earth mineralisation and the presence of specific gangue minerals. A unique feature of the flowsheet is the recovery of cerium by solvent extraction from a sulphate leach liquor. The process was tested continuously by the operation of a pilot plant at ANSTO's Lucas Heights Research Laboratories, Sydney in the first half of 1992. The plant, designed to treat 100 kg per day of beneficiated ore, confirmed the viability of the process, with rare earth products from the operation satisfying stringent buyer specifications.

Aberfoyle sought to reduce Hellyer project development risk to a greater degree than usual. Consequently the ore reserves estimate and feasibility study were particularly comprehensive. A detailed ore reserve study was completed based on extensive drill core and underground sampling, large scale pilot plant work and a detailed feasibility study. Leading external consultants were used for advice on commercial matters which impact on ore reserves and to audit major technical conclusions, including the results from pilot plant work and the ore reserve estimate. Other project risks were diminished by negotiating a State agreement covering security of title, royalty formula and environmental management procedures, by obtaining sales contracts, and by analysing Hellyer's position on an industry cost curve. The task of financing the project was much simplified by the extent and quality of information available from the ore reserves estimate and feasibility study report.

Regional problems, such as political risk and debt reschedulings, in Pacific Rim nations coupled with the price volatility of gold mean that multi-faceted financing packages are needed to offset the many risks inherent in a new gold mine development. The cross-border risks of getting money back out of a producing mine may require the involvement of export credit agencies, multilateral government banks, or political risk insurance. Variations on forward gold sales, gold loans, or offset structures can also enhance the flexibility and safety for the providers of both the debt and equity. The region will become as large a gold producer as South Africa by 1990. The large dollar amounts for both investment and revenues realised are of great significance to the economies of many of the Pacific Rim countries especially as a means to increase foreign exchange earnings.

The scale and seriousness of AustraliaÆs social and environmental problems are no longer in doubt. We are consuming the opportunities of future Australian generations by our lifestyle choices. And at the global level, human activities are altering the very systems on which our species depends. Doing nothing about such problems as climate change is not an option. It is possible to move to a sustainable future but it will require fundamental changes to our values and national social institutions. We must recognise that we share a common future with the entire human family and the other species with which we share the planet. It is not just our humanitarian duty to improve the lot of the poorest people of the world. It is also enlightened self-interest because a world of increasing inequality will be a world of increasingly destructive tension.

Mining and metals projects have tended to increase in both scope and cost to a point where many projects are Droperly designated as superprojects. Specialist engineer- constructors have developed organisations and systems to provide project management services during the design and construct phase of large projects. However, the engineer-constructor is also required to provide a wide spectrum of services during the evolution of large projects prior to the construction phase. Some common phases of pre-construction evolution are identified together with the associated types of specialised services which may be required. A project management team approach is described which has been developed for the design and construct phase. It is suggested that a modified matrix organisation could be adapted to the provision of special- ised services as well as to project management for ore-construction phases of the project.

The Airport Link Railway utilises innovative solutions to a number of issues associated with underground development and transport infrastructure planning. It is typical of the major change underway in the countryÆs rail and air transport industry. It involves the private sector providing transport facilities in competition with the public sector, a convergence of planning and transport imperatives, the use of the most technologically advanced engineering practices to minimise construction impacts on the community and a commercialised way of developing and maintaining railway infrastructure and services.

Semi-massive to massive sulfides were drilled in a shallow-water (630 m) hydrothermal system in an island arc volcanic setting at the Palinuro volcanic complex in the Tyrrhenian Sea,Italy. Overall 12.7 m of sulfide minerlisation were drilled in a sediment-filled depression in a water depth of 630 - 650 m using the lander-type Rockdrill 1 drill rig of the British Geological Survey. The longest drill core recovered consists of 4.9 m of continues semi-massive to massive sulfides + sulfates with abundant late native sulfur overprint. Metal enrichment at the top of the deposit is evident in some cores with polymetallic (Zn, Pb, Sb, As, Ag) sulfides overlying more massive and dense pyritic ore. The massive sulfide mineralisation at the Palinuro volcanic complex contains a number of unusual minerals, including enargitefamatinite, tennantite-tetrahedrite, stibnite, bismuthinite and Ag-sulfosalts, that are not commonly encountered in mid-ocean ridge massive sulfides. In analogy to epithermal deposits forming on land, the occurrence of these minerals and the abundance of native sulfur suggest an intermediate to high sulfidation state for the hydrothermal fluids during deposition, implying that the mineralising fluids were acidic and oxidised rather than near-neutral and reduced as those forming typical base metal-rich massive sulfides along mid-ocean ridges. Oxidised conditions during sulfide deposition are likely related to the presence of magmatic volatiles in the mineralising fluids that were derived from a degassing magma chamber below Palinuro volcanic complex. Scientific drilling and blasting techniques are currently being presented to the mining industry as an aid in the overall optimisation process. The degree of success in the development of these techniques over the last ten years has prompted statements that generally relate to blasting becoming a science rather than an art. Many of the techniques are currently operated or at least analysed by scientists. As such, their use has been restricted to project type activities while the more routine activities associated with day to day mining has continued to be carried out by engineering rather than scientific staff. Some of the scientific techniques will remain legitimately as a project or an occasional use facility. Generally speaking a cost/benefit analysis at a particular mine will decide the level of use. This should logically highlight a number of techniques with potential of regular mine site use. Regular mine site use implies mine site analysis and hence the gulf between the scientist and mine operator/engineer must be addressed. There are all sorts of solutions and they are not mutually exclusive. One alternative could be to increase specialisation at the mines. With "career paths" becoming more formalised the trend would seem to be away from mine site specialists unless, for instance, this specialisation was provided by term secondment from research establishments. Another alternative could be the scientists themselves applying their developmental skills to "humanise" and "package" the projects in such a manner that they can be routinely used at mines.

The media in Australia is currently rife with articles and pronouncements on global warming as the most significant crisis of our time, which may æthreaten the future of civilisation as we know itÆ. This has been recently reinforced by release of Al GoreÆs film æAn Inconvenient TruthÆ, and one would be led to believe that the science of global warming is settled. And yet there is a strong body of literature disputing this apparent consensus which suggests that care should be exercised in introducing radical policies to solve a crisis which may not be real. Such policies would have a major impact on those in professions such as engineering (project approvals and design to minimise greenhouse gas emissions), accounting (carbon tax issues) and the law (corporate disputes on greenhouse gas issues are already in train in the USA). This paper addresses the hysteria apparent in the climate change debate by presenting factual evidence relating to climate change and the current phase of mild global warming. Some of the more extreme statements on future impacts are repudiated with published data, and alternatives to the purported role of fossil fuels in temperature change are offered. The potential impact of political decisions on professional activity is discussed, as are the implications of a possible future reversal of the scientific consensus, as has occurred in the past. The paper concludes with a call for the professions to exercise their Learned Society role to ensure that a rational and public debate is held on the broad issue of climate change.

The traditional method of scale-up uses the population-balance model. In particular, the selection function values for a material are determined in a laboratory mill and a variety of correlations are used to scale these values to plant scale mills. For example, the factor D2-5L (D-mill diameter, L-mill length) appears in many power correlations. The number of collisions is proportional to the number of balls (aD2L), the frequency of mill rotation ((x 1/4D-) and effectiveness of impact ((XD), which gives rise to the 'D2.5L' expression. However, what is lacking in this expression is that it does not throw light on the intensities of collisions. In other words, the collision intensities in both laboratory and plant scale mills are implied to be identical. This fact has been very limiting. Alternatively, the collision frequencies and intensity of impacts can be computed with the discrete element code. This code computes the motion and collision of each individual ball in the ball charge. Therefore the number of collisions and the fraction of collisions in the energy range Et, E2.òòE. (collision energy density) are calculated for a given mill size and operating conditions. Then, using the breakage function determined in drop-weight experiments, the evolution of size distribution is computed for a lab mill. The collision frequency and energy density for larger mill sizes are shown. The fundamental theory outlined for the calculation of size distribution is equally applicable for the large mill, which is the basis for scale-up.

Acid rock drainage (ARD) can have detrimental effects on mining infrastructure, water reuse options and environmental discharge. As a result, some form of short- or long-term treatment is required at many mine sites. Successful treatment depends on a number of factors including the selection of an appropriate treatment technology and its correct implementation. A variety of passive and active technologies are available for dealing with ARD. Passive treatment solutions do not require continuous chemical inputs but take advantage of naturally occurring chemical and biological processes. They are often low cost, site specific approaches and are predominantly used in post-closure situations. Passive systems are well suited to drainage with low acid loads and low soluble aluminium concentrations, and are more effective with highly reduced (ie low oxygen) water. While they are often regarded as permanent fixes, most require some form of ongoing maintenance and all have an engineered life expectancy (ie finite carbonate and organic matter budgets). Passive treatments include, oxic limestone drains, anoxic limestone drains, limestone diversion wells, various reducing and alkalinity producing systems, pyrolusite limestone beds, aerobic and anaerobic wetlands, permeable reactive barriers (organic ¦ carbonate and zero valent iron), slag leach beds, and gas redox and displacement systems (GaRDS). Active treatment solutions require a continuous or semi-continuous activity (eg reagent dosing) to correct water quality issues. They can be engineered to treat virtually any type of drainage or site specific ARD issue, and have no set acid load or redox limitations. Tasks handled by active treatment systems are almost invariably larger and more costly than for passive systems. Active treatment approaches include; pH control, adsorption/absorption, ion-exchange, electrochemical concentration, biological mediation/redox control, flocculation/filtration and crystallisation. A range of generally available and proprietary technologies has been developed around these approaches. Active treatment involving pH correction with alkaline amendments is the most common and cost-effective form of ARD treatment. A variety of fixed plant and portable treatment systems are available. Calcium-based reagents, including quicklime (CaO), hydrated lime (Ca(OH)2) and limestone (CaCO3) remain the reagents of choice for the majority of active ARD treatment worldwide. This is principally due to their widespread availability, non-proprietary nature, and variety of proven dispensing technologies and cost-effectiveness. Limestone, in particular, is a very low cost reagent. However, due to æefficiency of useÆ problems with limestone in passive treatment systems, combined with its very low cost, there has been a recent emphasis on developing active treatment systems that use limestone efficiently. As the requirement for treatment increases, there is a growing emphasis on treatment sludge management and sludge stability. The final choice of a suitable treatment technology is dependent upon water chemistry (eg pH, type of metal contamination, acidity), flow rates, acid load, local natural resources (neutralising materials, topography), climate, site logistics, environmental risk and economics. The benefits and limitations of both passive and active treatment technologies are summarised.

Dr David Dekker discussed the importance of a multidisciplinary approach to automation, the infrastructure required to support automation, and selecting the equipment for automation. Dekker stressed that automation involves a number of technologies. The mining industry is currently about part-way through the evolutionary process of achieving a fully integrated automation system. He pointed out that the final stages require parallel development of infrastructure such as mine communications. Technologies required for automation Automation systems consist of three parts: the gathering of information, the processing of that information, and taking action.
