According to the Australian Bureau of Statistics, fatalities from road transport accidents represented an average of over 97 per cent of all transport related accidents between 1997 and 2002. With increasing traffic density, tunnels are becoming a more viable means of providing alternative travel routes to ease areas of congestion in the road transport network. However, unlike open road conditions, a fire incident in the confined space of a tunnel environment may impact upon many users that are remote from the incident location. In this context, designing for an appropriate level of safety in tunnels is therefore an important consideration for achieving consistency in the life safety measures for users of the road transport network. Unfortunately, like fire safety engineering design for buildings, there are presently no clear measures in the design processes to assess the adequacy of the design in terms of attaining the level of safety implicated in the design objectives. This is partly due to the indeterminate nature in which the design objective or the level of performance measure is stated û the intent of the objective is relatively clear but the measure of it is not. Another reason is the lack of a standardised procedure for determining the critical design variables affecting life safety. This is important to ascertain consistency in the use or adoption of the important parameters for design. This paper looks at the processes involved in the fire engineering design of road tunnels that are currently practised. A review of the design processes for fire safety in road tunnels is provided, which includes the range of fire scenarios in a tunnel environment, the traffic flow and composition, the relevant fire protection systems, the ventilation and smoke control system, the egress provisions and the benefits of incorporating fire brigade intervention. A simplified risk assessment approach is developed for a typical road tunnel to assess and evaluate the impact of a range of design parameters on life safety. Using a sensitivity technique, the important variables are then identified and means of reducing design variations associated with them are recommended. The technique may be further refined for use in the development of codes or guidelines in order to develop a suitable means of deriving more consistent design values, and hence achieve better consistency in the overall level of safety in the design.

A new leaching regime was implemented at Kalgoorlie Consolidated Gold MinesÆ (KCGM) Gidji plant on a cyanide leach of ultra-fine ground sulfide concentrate. High lime concentration and lead nitrate were used to overcome the refractoriness of the fine sulfides (high reactivity of fine sulfides with the presence of gold tellurides). The leach pretreatment stage was shown to be detrimental and was shut down. Lime titration was introduced as part of the process control. It was shown that the leach could be performed at low dissolved oxygen, (ie 3 - 5 ppm) to avoid sulfide oxidation and the associated high cyanide and lime consumption. Plant results showed reduced cyanide consumption (40 per cent) and an accelerated leaching rate, whereby most of the gold was dissolved in 24 hours compared to 72 hours used previously. Similar work was performed at KCGMÆs Fimiston plant, which leached a combined ultra-fine ground sulfide concentrate along with the slimes fraction from hydrocycloning the bulk flotation concentrate. The use of lead nitrate, high lime and carbon-in-leach generated a faster leaching rate and minimised adsorption of gold on fine pyrite particles. The grind, previously controlled with a P80, was replaced by a P98 to give a better operational indication of top size hydrocyclone performance. Before the implementation of the changes, average leach residues for slimes and UFG were respectively 4.0 g/t and 5.5 g/t. With the modifications to the leaching regime, average leach residues were lower by 1.5 - 2.0 g/t. Whilst significant improvements have been demonstrated, further work is progressing at KCGM to further reduce ultra-fine concentrate leach tail grades, and also to improve the understanding of concentrate refractoriness and the factors responsible for differences between laboratory and plant leach results. Estimated profits since the implementation of the new approach are in the range of $A3.5 million per year.

Air movement and associated oxygen transport through waste rock dumps has the potential to significantly enhance the rate of oxidation of pyrite-bearing material. While this is a desired outcome for most heap leach operations, airflow in waste rock storage facilities can result in significant increases in generation and acceleration of acid rock drainage. Hence, a good understanding of internal airflow through waste rock dumps is required to control ARD and minimise any associated liability. The principal mechanisms contributing to airflow and oxygen transport in a waste rock pile include: diffusion; advection due to a thermal gradient (chimney effect) and/or wind pressure gradients; and advection due to barometric pumping. While diffusion is typically limited to a near-surface zone of a few meters depth, advection and barometric pumping have the potential to move air (and oxygen) to much greater depths into the pile. In general, the more permeable the waste rock material, and the greater the height-to-width ratio of the waste rock pile, the greater is the potential for advective air movement. The reactivity of the waste rock material as well as the coarseness (hence air permeability), and the spatial variability of these properties within a pile, have a strong influence on the magnitude of thermally induced advection. In contrast, air movement due to barometric pumping is controlled by the waste rock porosity, changes in ambient air pressure and the heterogeneity of air permeability of the waste rock dump. Results of field monitoring and numerical modelling using TOUGH AMD are presented to illustrate the concepts on air movement in waste rock piles discussed in this paper. During the design and construction phase, airflow can be controlled by judicious placement of reactive waste rock and use of selective placement techniques to control the internal structure of the waste rock facility (eg introduction of horizontal layering, prevention of inclined, high-permeability, channels (æchimneysÆ)). Several closure measures are available to minimise airflow including: placement of a low-permeability cover to reduce air entry; and placement of a non-reactive cover material to isolate reactive material from the zone of active airflow and/or regrading of the waste rock pile to obtain a geometry and internal structure less susceptible to advective airflow.

From a material cycles perspective all processes are interconnected and consequently a process can never be evaluated as an isolated and independent unit. This also holds true for the evaluated co-incineration options. Environmental and sustainability issues for example, such as raw material and energy utilisation or air pollution, are a resultant of the whole system of industrial activities. It is therefore important, not to optimise a single process or industrial activity, but rather the whole system. Although engineering procedures for the design of individual industrial units are well developed, the problem of determining the best arrangement of these interconnected units is often far more difficult. Regulation that manages the arrangement of the units for waste processing is still under construction. In the evaluation of co-incineration, analogous principle from process control can be used: feedforward control. This principle includes the determination of which outlets can be used for all process outputs, hence avoidance of any æunusableÆ products or wastes possibly arising from co-incineration. To establish the extent, to which produced wastes are usable, a system overview is necessary, in addition to in-depth information on the subsystems, which produce and can consume wastes. Material cycles modelling can be used as the basis for a tool that supports the development of a suitable playing field. It should provide overview of the system and in-depth information on its subsystems. This tool then represents an attempt to bridge the gap between æholisticÆ industrial ecology and process engineering.

Risk Management has been applied relatively slowly in the mining industry. Except for the risk concept application in financial considerations, the application of Risk Management in safety management has been far from satisfactory. When applied it was treated in a global occupational safety and health sense. Regardless of how much the mining industry has progressed over the years it is still, in many respects, `state-of-the-art' business. The safety aspects of mining are well known and yet little understood by the public. Regardless of what has been achieved so far and how much effort has been put into it, mining is regarded as an unsafe and somehow rude business. Safety records of the mining industry vary from State-to-State. Latest mining related disasters in PNG and Queensland and some other fatal accidents support this public perception. They purport a need for change in managing safety in the mining industry. The latest mining fatalities have raised the issue: What must be done to improve safety standards? Duty of care, risk management and system engineering concepts can provide some answers. Risk Management principles which have been advocated for some time provide many answers and explanations and can make safety management more constructive and workable. What has been missing so far is that this concept has neither been applied nor has been modified for its practical application and purpose on a larger scale. A risk management approach to the management of safety and health in the mining industry is addressed, herein. This approach does not attempt to provide the solution. It does, however, provide a basic understanding of what Risk and Risk Management are all about. Rational management of risk is addressed in the life cycle and system contexts. A system of continuous improvement is applied. There is always a chain of events, outcome, exposure, consequence(s), and consequence(s) value(s). It means that development of an event takes place in time and space. Dynamic circumstances have been created in or within the system. It is a decision-making process designed to provide a methodology which is directed not toward a mathematical model but toward easy use and application in dynamic working environment, by decision-makers who can be anybody from either a risk taker or a risk creator. The emphasis is placed not only on arriving at the best practical, possible and fair decision but also on structured and systematic acquisition of knowledge about the system, its hazards and associated risks, hence increasing the decision maker's ability to manage the decision-making process related to the management of risk.

The Mitsubishi Higashitani limestone mine is a ten million tonne per annum operation located near the city of Kitakyushu on JapanÆs western island of Kyushu. Higashitani is one of the largest limestone mines in Japan and accounts for about five per cent of national production. Blasting practices at the Higashitani mine involve the use of bagged ANFO, dynamite primers and non-electric detonators. Regulations in Japan prohibit the use of site mixed bulk explosives. Blast size is usually around 17 000 tonnes with 20 holes in a single row, two or three blasts are fired per day at a powder factor of between 0.25 and 0.32 kg/m3. As part of a program looking at oversize reduction Mitsubishi, Asahi and Orica agreed to conduct a joint project at the Higashitani mine to investigate the relationship between the powder factor and fragmentation. The first stage of the project was to benchmark the current blasting performance. Five blasts were monitored in each of the 210 (hard rock) and 220 (soft rock) areas of the mine. OricaÆs Powersieve« software was used to measure fragmentation and total rock breaker hours were also recorded for each blast. OricaÆs computer blasting simulation model Sabrex« was used to prepare revised blast designs with a higher powder factor and predict their performance. The performance of these blasts was monitored using the same methods.

The deformation resulting from the presence of a tunnel may signifcantly affected, nearby structures and need to be considered during design of both tunnel and structure. The aim of this paper is to study the effect of different factors which may affect the interaction between the tunnel and the str- ucture. These include; the depth of both tunnel and foundation level of the structure ( z and t ), distance between C.L. of tunnel and loads, breadth of the loaded area, Diameter of tunnel and lining of the tunnel. The problem is studied as a two dimensional plane strain model by the boundary element technique. The results of this study indicated that the presence of a cavity/tunnel increases, in general, the vertical displacement on the ground surface and at the foundation level as well as the horizontal and vertical stresses in the cavity/tunnel level. The effect of eccentricity is increasing as e/D decreasing. For pile foundation there is a quite different- influence of the presence of cavity/tunnel in both cases of friction pile and end bearing pile type of foundation.

A review of publicly available coronial inquiries into fatalities that have occurred within the resources sector since the year 2000 reveals that a loss of corporate memory has been a contributing factor in 40 per cent of these accidents (National Coroners Information Service, 2010, Appendix B). With the highest levels of employee turnover within the Australian economy, increasingly complex operations and an ageing workforce, the management of corporate memory within the Australian resources industry poses a significant and often unrecognised safety risk.    The North Parks airblast of 1999 is used as a case study to highlight how corporate memory loss poses a significant hazard to resources projects and how such incidents will continue to occur if corporate memory is not effectively managed. Best practice from other industries is discussed to demonstrate how knowledge management systems can effectively work. This paper discusses how systems can be put in place within the geographically diverse resources sector, and how at the heart of any knowledge management system a culture of knowledge management needs to exist within an organisation.   The paper then discusses the importance of retaining key personnel and utilises findings from primary survey data collated in 2009 to show the size of the retention problem within the industry. From the data possible solutions to retaining key staff are proposed.   Finally the large and increasing role of contractors and consultants within the industry is discussed and methods of managing their knowledge are proposed.

Mukuk gold mine in South Korea produces a pyrite concentrate containing gold associated with arsenopyrite as a gangue mineral. The effects of Portland cement as a depressant on the flotability of arsenopyrite were studied to improve the separation of arsenopyrite from pyrite concentrate containing gold. A series of the fundamental flotation tests were performed using Portland cement as a function of pH and concentration of the collector. Flotation recovery of pyrite and arsenopyrite in the fundamental tests with amyl xanthate showed that arsenopyrite was depressed by the addition of a moderate amount of Portland cement, but pyrite was not depressed by it. In the flotation tests of the artificial mixture samples with arsenopyrite and pyrite, following pH were adjusted to be 10.5 by Portland cement, different amount of amyl xanthate was added. The results from these studies showed that flotation recovery of pyrite was 100 per cent under the condition of some addition of amyl xanthate, but arsenopyrite was not floating at all. Portland cement shows remarkable depression of galena, but its effect on the flotability of chalcopyrite is not as clear. In the pulp under Portland cement addition, chalcopyrite can be easily activated by the addition of sodium bisulphite, whereas galena is depressed more effectively. From the batch flotation tests with the pyrite concentrate, the galena concentrate and the Cu-Pb bulk concentrate from the mines, it was confirmed that the results of the batch flotation tests agree with the results of the fundamental flotation tests. The effects of depression by Portland cement on pyrrhotite, marmatite and stibnite are also discussed briefly.

Over the last five years Solid Energy New Zealand (SENZ) has gone through a series of changes in response to both external and internal factors. These changes have included corporate reorganisation and funding restructure, as well as modifications to medium and long term business objectives. The nature and size of its coal reserves and markets requires SENZ to continue developing new mines as existing mines are depleted. As well, there are opportunities to develop new mines as coal markets change or to realise value from existing coal resources. To assist in this process, a set of mine project assessment guidelines which are relevant to the size and scale of anticipated mine developments have been developed for SENZ. These project guidelines are structured to operate from the early stages of project or resource review through to final feasibility study stage. The guidelines provide both a basis for planning and budgeting, and a control mechanism within the company. They also enable clear understanding of the status of individual projects and provide a framework for comparison between projects. SENZ now has a defined method to plan, monitor and control this important aspect of its business. The paper explains the development and structure of the guidelines, as well as providing examples of their application. and use. It demonstrates how SENZ integrates its long term planning, five year planning, annual planning, project planning and risk management to maximise the value of individual projects, business units and the company overall in a consistent manner.

During September 2000, Nabalco management identified the need for a corporate system to deliver its key performance indicators (KPIs). In June 2001, a need was also identified to replace the existing metallurgical accounting system. After a review of the technologies available, the decision was made to develop the systems in-house, in preference to purchasing commercial software packages. This would allow much greater control over the structure, and provide for an iterative, concurrent development process between software and key business developers. This has proven invaluable in the development process. The purpose of the KPI system is to provide a unified reporting tool for all performance indicators. These indicators include production, safety, health and environment, personnel, costs, continuous improvement initiatives and opportunity losses. All of these disparate measurements are brought together into the KPI system and used to determine the performance for each department or area. The general principles of the balanced scorecard business approach (Kaplan and Norton, 1996) are applied to achieve a performance measurement for each area within Nabalco. The new metallurgical accounting system (MA) is a SQLServer database with web page and Excel interfaces. The database is structured around daily inputs of all measurements and calculations. The data is stored and adjustments and reconciliations can be made to this data as required. The focus is on accounting rigour, with all adjustments recorded in the database to allow for full auditing. The structure of the data focuses on the five input/output streams (bauxite in, caustic soda in, fuel oil in, residue out, and alumina out). In-circuit inventory provides a secondary measurement on which to check and calibrate the MA system. The KPI and MA systems were developed using Web technologies and are available to any internet-enabled device with Internet Explorer installed. This removes the need for software rollouts and user training. This will promote the wide use of the systems throughout Nabalco and Alcan.

Attraction, recruitment and retention of quality mining engineers is becoming increasingly difficult for many mining companies. Part of the problem is attracting young professionals, especially given the decline in graduating engineer numbers, and the other is balancing the new engineerÆs development with business needs. The evolution of the graduate program at Olympic Dam over the last five years has resulted in substantial benefits for both the engineer and the company. The program has developed to provide structured exposure to key areas of the mine enabling new engineers to step into vacated roles as the need arises. The pool of quality engineers generated by the graduate program is a buffer against high industry turnover and helps reduce future recruitment expenditure. Olympic DamÆs program goes beyond conventional recruitment of graduate engineers. Innovations designed to improve intake include the employment of graduate engineers as well as final year students, retraining of existing personnel from other backgrounds and fast track recruitment for previous vacation students. By employing a cross-section of professionals to complement the generic university graduate, the company takes full advantage of the relevant lifestyle experience belonging to the individual, which is a substantial factor in turnover. Study assistance and a salary paid for final year students and mature age students often creates a loyalty that lasts beyond graduation. Careful selection of vacation students increases the ease of recruitment at a later stage and ensures that full advantage is taken of the relationship developed previously between the company and young professional. The evolution of recruitment at Olympic Dam has seen a decline in the turnover statistics of young mining professionals.

It also is of critical economic importance to tell and understand the difference, especially in a metallurgical plant. In this paper, the grand principles of Sampling Theory are first recalled, then the most popular types of sample cutters for plants are critically reviewed. It is concluded that the industry has a lot of progress to make in that direction, although improvements usually pay for themselves very quickly.

A consistent and reliable international approach to public reporting of a mining companyÆs main assets, its Mineral Resources and Mineral Reserves, has become of increasing importance in recent years with the rapid globalisation of the mining industry. Through the efforts of the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), a committee representing national resource/reserve reporting committees in Australia, South Africa, UK/Ireland/Western Europe, Canada, USA and Chile, the reporting standards in most æwesternÆ countries use almost identical resource and reserve definitions and are generally around 90 - 95 per cent compatible. New codes based on the CRIRSCO model are being developed or considered in other countries, including Peru and the Philippines. This unified approach has provided the mining industry, regulators and investors with a common framework to report and interpret mineral resource and reserve estimates, thereby facilitating funding to the mining industry through improved investor understanding and confidence. The common reporting standards are reflected in the CRIRSCO International Template, available on CRIRSCOÆs web site, a document that is kept æliveÆ by reflecting the best of the most recently published CRIRSCO-type national standards. In a significant exception to this unified industry approach, the USA Securities and Exchange Commission (SEC) requires adherence to its own standard, only partly compatible with CRIRSCO-type standards, with adverse and costly implications for companies listed in the USA. A major industry submission was presented to SEC in April 2005 which, if accepted, would bring about considerable compatibility of CRIRSCO and SEC standards. The UN Economic Commission for Europe (UN-ECE) has, since 1992, been developing its Framework Classification (UNFC) as a single global system for harmonising all existing national and international resource/reserve reporting systems, covering both government and industry requirements and both the hydrocarbon and solid minerals sectors. While few mining companies report their resources and reserves using the UNFC, the system is accepted or is being examined as a basis for reporting by some governments, including those of Russia, China and India. The UN-ECE agreed in 1999 to incorporate CRIRSCO definitions into the UNFC for those categories of resources and reserves used for market-related reporting, but a more recent edition of the UNFC removed or changed the definitions, requiring re-engagement by CRIRSCO to ensure compatibility. Since 2005, CRIRSCO and the Society of Petroleum Engineers (SPE) have been involved in discussions with the International Accounting Standards Board (IASB), which plans to develop a new Accounting Standard for the Extractive Industries as part of its International Financial Reporting Standards. At the request of the IASB, CRIRSCO and SPE have been examining any potential for convergence of resource/reserve definitions between the mining and hydrocarbon industries. Each of these systems is described in this paper and high level comparisons made.

The key to successful flotation plant design, production planning and mine/mill optimisation is a solid understanding of the resource to be processed. As advocated by the authors of this paper, the main components of geometallurgical modelling of an orebody and its associated flotation plant are: an ore sampling program and subsequent laboratory testing of these samples in order to extract process model parameters; geostatistical distribution throughout the resource model of the process parameters; calibration of the plant via benchmarking (for existing operations); and plant simulation using a system of process models and the distributed metallurgical parameters (from step two) as the data set.It is important that the grinding and flotation models are linked. For example, a laboratory test conducted on a drill core sample, intended to represent a portion of the orebody, is conducted at a specific grind (represented by a P80). However, when that ore is actually processed through the plant it may well be (and in many cases most likely will be) at another P80. Additionally, the flotation plant residence time will often be determined solely by the grinding circuit capacity and feed slurry density. In the case of SAG mill û ball mill circuits, the fluctuations in tonnage and grind are known to be high. The modelling approach described in this paper allows for changes in the measured flotation kinetic parameters in order to reflect the expected grind as determined by the comminution process.

The æProfit Driver ModelÆ is a tool which builds costs from first principles and integrates revenue, costs and physical mining parameters and, hence, can quantify the impact and leverage on profit. In this paper an æexample mineÆ has been created to represent a typical Australian Open Cut Coal Mine. This has then been input into the Profit Driver Model to allow different variables to be tested. A series of variables were tested to determine which ones had the highest impact on profit and results are useful to management as a guide to the areas in which they can focus effort to achieve better profitability. Whilst the highest profit drivers are those external to the control of management and include selling price and exchange rate, the next most sensitive are those variables related to the geology of the mine and the mining method. These included coal quality, yield and strip ratio. Site management has some control of these. For example, the ability to vary the sequence of mining or improve the yield by a more efficient coal washing process. The efficiency of the workforce and management has similar impact to the mining variables. Finally, there are the supply variables, such as fuel, labour and explosives which are the least sensitive although, cumulatively, still significant. Each mine is different and the results of the example mine will not apply to all mines. However, the approach taken is universal and the tool illustrates a simple method to quantify the profit impact when changing variables. The benefit of the approach is the short time taken to get a set of results. This allows the more detailed and time consuming work to be more focused. The results illustrate that management has a significant influence on profitability.

Equity finance provides the most suitable and frequently the only access to capital during the exploration and evaluation stages of resource projects when project risk is at its highest. Investors are prepared to provide equity funds in the knowledge that they are compensated for the higher risk they take on with higher potential returns or sufficient upside potential to justify the higher risk. The context of resource projects which determines the role of equity finance has changed considerably. Prior to the resurgence of the gold price and the development of new mining technology many resource projects were selectively mining orebodies by underground methods frequently with limited reserves proved up in advance of mining. The limited proved ore reserves base and the volatility of the gold price all contributed to a higher risk and higher return investment environment in which the use of equity finance was more appropriate and frequently the only option for capital raising. The financial risk of a resources project can be transferred to an underwriter who makes the commitment to distribute the financial risk between a number of investors. There is also the opportunity for financiers to use a mix of equity and debt finance to allow a company to proceed with the development stage where without such a mix the resource project would not proceed. By using a level of equity finance the project becomes robust enough in its ability to service the debt finance facility and the project proceeds with the equity participants receiving a suitable risk reward return. The liquidity from the establishment of a market for the company's securities enhances further capital raising and generally enables the company to satisfy its financial requirements on more favourable terms particularly during bull markets. The role of equity finance in the management of the financial risk during the exploration, evaluation, development and mining stages of resource projects is summarised in Table 1. In more detail the principal roles of equity finance and the ways in which equity finance impact on the risk management of resource projects will be considered in turn.

In a previous paper in these Proceedings(l) it was shown from a study of the bore'logs and analyses then available, that the brown coal seams of the Latrobe Valley areas show progressive changes in composition with increase of stratigraphic depth, equivalent to a rise in rank: These changes appear as:(i) An increase in ultimate carbon and hydrogen, calculated on a dry, ash-free basis, and(ii) An increase in calorific value, calculated on the, same basis, each of the order of 1% per 100 ft. of depth, and(iii) A decrease in moisture content of the order of 0.5% to 1.0% per 100 ft. of depth. The decrease in moisture content was found to be less regular than the other changes. In some bores the moisture content remained more or less constant throughout a single seam, or fluctuated slightly, decreasing stepwise on passage to the seam below.It was noted that individual analyses within a bore showed irregular fluctuations, tending to mask the general trend in composition change. This was particularly so for the moisture content, which had been determined for 10 ft. lengths of core, whereas the other components were determined for 50 ft. lengths of core. Averaging of the moisture contents over 50 ft. lengths reduced the masking effects of these irregularities. The suggestion was made that these irregularities arose from variations in the relative proportions of pollen, resin, wood (lignite) and woody attritus composing the core. IncoÆs Clarabelle mill currently processes ores from eight mines in the Sudbury basin area in Ontario, Canada. The ore from the Garson mine contains a much higher concentration of arsenic than the other ores. Adding this ore into the feed to the mill has resulted in an increase in arsenic content of the Cu-Ni bulk concentrate to a level that significantly affects the smelter operation, and more importantly the efficiency of Cu-Ni separation in the Matte separation plant. The arsenic occurs mainly as gersdorffite (NiAsS), with a small amount being in the form of cobaltite (CoAsS). Extensive laboratory tests on depressing arsenic in Garson ore flotation have been conducted and two reagent suites have been identified as effective arsenic depressants. One is the so called MAA depressant which is a mixture of magnesium chloride, ammonium chloride, and ammonium hydroxide. This reagent combination was reported to depress other arsenide minerals such as arsenopyrite (FeAsS) and enargite (Cu3AsS4). However, in this study for the first time it has been shown to have a depressing effect on gersdorffite. The other reagent suite, a mixture of triethylenetetramine (TETA) and sodium sulfite, that has been reported as an effective pyrrhotite (Fe1-xS) depressant in pentlandite ((NiFe)9S8) flotation, has not been reported as gersdorffite depressant before. The effectiveness of both reagent suites is more pronounced when the arsenic minerals are oxidised through pulp aeration or the addition of hydrogen peroxide. With a flow sheet consisting of a magnetic separation, rougher- scavenger flotation, followed by regrinding and cleaning of combined magnetic and scavenger concentrate, the arsenic recovery to the final Cu-Ni bulk concentrate was reduced from 73 per cent in baseline test to less than 30 per cent with either reagent suite at no decrease in nickel recovery. The TETA/sulfite reagent combination has the advantage over the MAA suite in that pyrrhotite is also depressed, rather than being activated, and the copper and nickel concentrate grades are therefore increased.

To operate a mine in California requires compliance with State environmental regulations, including assessment of risks and associated financial assurances for postulated worst case catastrophic event scenarios. Carson Hill Gold Mine, an open pit, heap leach operation, completed new risk assessment catastrophic event analyses in 1988. The risk assessment was performed at the same time that a new leach site (Leach Site 3) was being designed. Leach Site 3 is located about 400 m upslope of New Melones Reservoir, which is a public recreation facility and a source of drinking water. Release of leachate (pregnant solution) or ore containing cyanide and metals from Leach Site 3 into New Melones Reservoir was considered to pose the largest risk of environmental damage.Flow failure of the ore heap, potentially induced as a result of liquefaction of the saturated portion of the ore, and/or overtopping of the leach site containment embankment due to excessive precipitation were found to be the most plausible leachate release scenarios. Yearly combined probabilities of various downstream release volumes were estimated. The release volume corresponding to a yearly probability of 0.05 percent was then used to estimate potential environmental impacts and mitigation costs. The costs include earthwork to restore the geometry of the ore heap and repair the fill slope below the Leach Site 3 containment, and impacts on New Melones Reservoir.
