Subsidence data resulting from longwall mining in the northern part of the Newcastle Coalfield of New South Wales has been reviewed. Themain factors influencing subsidence variability in this area (apart from width/height ratio) are strong bridging strata, the effects of the first major goaf fall, mining direction and depth of cover. In 1987 the NSW Department of Mineral Resources produced a guide to subsidence prediction for the Newcastle Coalfield which is still widely used. The current study shows this guide to be no longer appropriate for this area. An alternative prediction curve, incorporating more recent data, is suggested.

This paper reviews the need for, and potential of, dry technologies in mineral processing, and considers the problems that will have to be solved for such technologies to be economic. The need for water in conventional mineral processing is reviewed, together with the advantages and disadvantages of operating wet and dry. A wide range of dry processing techniques have been developed in the past, some of which are in routine use either in mineral processing or in allied industries. However more information is needed to determine which of these is appropriate to replace conventional wet processing. It is concluded that a new paradigm is required for the design of processing flow sheets, which will need to extend to innovative ways of valuing particular process routes. Research is also required to develop current dry methods to increase throughput and overcome other disadvantages, and to develop new or refined dry separation methods, perhaps exploiting alternative mineral properties.

The rare earths market is relatively small and slow growing. Three applications using mainly cerics rare earths : catalysts, glass-ceramics and metallurgy are volume market. Inside this slow moving frame, fast growing niches can be found lamp phosphors, permanent magnets, fine cera- mics... There is no specific ore for one given element, and the natural occurence of any ele- ment is almost constant in both monazite and basnaesite. This creates the "balance problem" that consists in the best compromise between shortage and over production. The general trend of prices is downward in constant money. Despite this difficult environment (price decrease, technology changes, etc...) lots of company have always been attrac- ted by the rare earth business.

This paper deals with the current situation in the mining industry in Poland. An overview of typical transport systems working in the different branches of mining is provided. The transport systems currently used in lignite mining, particularly in the Belchat=w mine û the largest brown coal mine in Poland, and those operating in copper mines are described in detail. New designs of belt conveyors used in underground hard coal and copper mining are presented.

The detailed engineering of a coal preparation plant is important from the point of view of optimum constructibility, operational security, ease of maintenance, operating costs, meeting environmental goals, safety, plant housekeeping and reduced corrosion and erosion. This paper reviews the several large coking coal preparation plants engineered by Fluor Australia in the past 10 years, and changes and trends apparent for detailed engineering of future plants. Areas of engineering to be covered are coal feed preparation, conveyor design, plant layout, electrics and instrumentation, noise attenuation, erosion and corrosion protection, magnetite handling, rejects and tailings disposal and coal stockpiling and blending.

Access to the vast volume of exploration data available in the Geological Survey Division of the Department of Mines would be impossible without the use of modern computing methods. These data are used by geologists in the early stages of exploration activity and methods of access to those data by the mining public are discussed. A regime of the Department's current hardware and applications software usage and possible future developments to enable more efficient processing of administrative matters and the production of maps using on-line graphics are included.

The processes most likely to be adopted for beneficiating ores or concentrator streams containing a large proportion of particles finer than 10 um are froth flotation, selective flocculation, wet magnetic separation and selective leaching. Flotation will be made more efficient for very fine particles if ways can be found to selectively flocculate the valuable mineral beforehand (floc-flotation), to produce smaller bubbles and to reduce entrainment of ultrafine gangue. Schemes for selective flocculation have proved difficult to implement because of the delicate balance between surface forces (electrostatic, dispersion, hydrophobic) and hydrodynamic forces, that determines flocculation, and the changes which occur to particle surfaces through hydrolysis, oxidation-reduction and cross-contamination between minerals in aqueous suspensions. The search for a better understanding of selective adsorption of flotation collectors and flocculants continues and will be particularly important for the practical success of selective flocculation and selective magnetic coating.

BlIP Minerals is a large, diversified, international mineral producer. This paper describes the company's operating strategy, and identifies the role of mineral processing in this strategy through three examples: the column flotation installation at Escondida in Chile, the leach-SX-electrowinning plant, proposed for Escondida, and the whole-ore roasting process being constructed for the Syama gold operation in Mali. It is concluded that the application of appropriate and sometimes novel mineral processing technologies can achieve significant benefits in reduced operating cost, improved product quality, and in some cases the exploitation of previously uneconomic deposits, thereby providing strategic advantages to the company.

Legislation for control of ventilation in New South Wales coal mines is contained in the Coal Mines Regulation Act, 1912, as amended. The standards set down in that Act were based on the needs of the industry at the turn of the century. Changes and additions to the original standards have been made to cater for mechaniz- ation of the industry and the introduction of modern developments such as the use of diesel equipment. Technological progress has been recognized by the requirement for monitoring of machines and return airways. The passing of the Coal Mines Regulation Act 1982 has ensured that there will be a revision and modernization of the regulations affecting day to day operations of the industry.

The Queensland Mining Act 1968-1972 has now been in force for almost two years. The Act was completely re-written and has made for easier working, e.g., there is no distinction now between Gold Mining Leases and other Mining Leases. For the first time in the history of Queensland, provision has been made for caveats, so that options etc. can be protected. The chief problem which has arisen so far has been the question of the Government issuing mining leases to the holder of an Authority to Prospect over areas which are included iri its Authority. Litigation has taken place and an Appeal, it is understood, will shortly be heard by the Privy Council. The provisions dealing with labour conditions have been brought up-to-date and generally speaking, they are quite clear as to the responsibility of the Lessee. The Mining on Private Land Act has been repealed and the provisions relating to mining on private land are now a part of the Mining Act itself. Partnering has come to prominence in the Australian construction industry in a formal sense this decade. The high level of disputation in the building and civil construction industries in the 1980s drove its development in both Australia and North America. PartneringÆs use has been most prominent in the construction industry, particularly in the civil and construction sectors of the industry. It has found favour in some mining development projects, one of the most notable being BHP MineralÆs Cannington project in NW Queensland. This paper examines the requirements of successful partnering agreements and describes in detail the mine development partnering agreement at Cannington. In particular, the paper discusses the authorÆs experience and recommendations for partnering to avoid contractual problems and achieve win û win project outcomes for all parties to major mining projects.

Construction of the Ranger uranium project located 230 kiss east of Darwin in the Northern Territory commenced in January 1979. Energy Resources of Australia Ltd (ERA) was incorporated in February 1980 to acquire all the rights in the project. The total cost to ERA of these rights was $407 million, made up of $125 million in cash to the Federal Govern- ment and the issue of 125 million $1.00 shares at par, plus a payment of $16 million in cash to each of Peko-Wallsend Ltd (Peko) and EZ Industries Ltd (EZ).

Safety is paramount in the underground mining environment. The mining industry has for many years focused on injury prevention in the workplace through procedures and training. In the area of control of major accident events that could result in single or multiple fatalities, and serious injuries, the mining industry approach has concentrated mainly on past experiences and lessons learnt. However, in the last 20 years, other high hazard industries, such as the chemical process industry and oil and gas industry have developed the Safety Case approach, using systems safety techniques and risk assessment as a means of identification and control of major accident events. The Safety Case approach is now being introduced into Australian underground mining. This paper describes the Safety Case approach and how this can be adapted to underground mining. This is a holistic approach and assists in ranking significant risk contributors and prioritising risk management efforts. The discussion includes how the Safety Management System interfaces with the Formal Safety Assessment in effectively controlling the hazards. It provides examples from actual case studies conducted by KBR, and suggests ways forward for the industry.

The energy input requirement to produce the molten slag associated with iron production to the modern Australian blast furnace, is estimated to be 2.OMJ/kg. In converting blast furnace slag to products of higher commercial value, advantage should be taken of this energy content by transporting molten slag from the furnace for beneficiation and processing in the molten state at an "off furnace site". The refined slag melt may then be converted into a variety of products for use in the building and construction industries, e.g. slag cement, slag sand and slag aggregates, insulation wool and various slag ceramic products. Some results of studies into slag melt beneficiation and conversion processes involving both molten and cold granular slag raw material, are presented.

Mineral sands make up only 3% of the value of mineral production in WA. However, the distribution of mining operations, close to the more highly populated south-west coastal areas, and the wide range of land-tenures and land-uses involved has resulted in the most complex range of regulatory procedures found anywhere in the State's mining industry.Mineral sands are mined on private agricultural and "minerals-to-owner" land, State forests, nature reserves, coastal reserves and vacant Crown land. Local Government authorities, State Government departments and private landholders can, depending on the land tenure, be involved in setting the environmental conditions for mining operations and supervising subsequent rehabilitation. In the past, rehabilitation was predominantly aimed at establishing an agricultural land-use after mining; however, it is now necessary for mining companies to rehabilitate mined areas to a much wider range of end land-uses.

The ""comparable sales"" method of valuation attributes value to an asset by reference to actual sales of comparable assets or to the market capitalisation of companies with comparable assets. This methodology is widely used in real estate valuations. The real estate approach can be used to value mining and exploration properties where there are actual sales of comparable or similar assets in the recent past. The practical limitations of the comparable sales method are well known and self evident: limited number of transactions, limitations on comparability and inadequate data. The real value of the comparable sales method is in its use as a validity check. Estimates of value of mining and exploration assets are so sensitive to so many variables that all valuation methods have limitations. Accordingly there is real value in attempting to establish benchmarks from comparable sales. Apparently sophisticated valuation methods can mislead by creating the impression that valuation is a precise science. The judgement of the valuer is critical and judgements can be wrong. Any available evidence from actual sales that are even remotely comparable can provide useful input to the valuation process.

For 20 years the US Bureau of Mines has been researching strategies for improving the physical, social, and psychological work environment of the miner. The products of this program have shown that a consistent link exists between safety and productivity, and the key to this link is the use of effective human factors and management practices. There are specific research findings from the research projects of the Bureau on ergonomic design of mining equipment, redesign of tasks (especially materials handling) to minimize back injuries, human resource management techniques for increasing safety and productivity, and improved shift rotation schedules. Current research is continuing these themes with new applications to high technology mining systems, including computer assisted extraction devices and mine monitoring.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. The Woodlawn Mine near Canberra faced the challenge of poor ground conditions from the commencement of underground operations 1987. Talcose shears bounded the dense massive sulphides on both the hangingwall and footwall side of the orebody. In another area the talc existed not only on the edges of the orebody but through out it as well. The country rock was relatively weak shales compounded by a low stress environment that allowed the wall rocks to fall apart quite easily. The challenge for the operators was to overcome the poor ground conditions. This was done by attacking the problem from three directions:technology, how technology is applied, human relations and leadership by all levels of the Management team, and by ensuring that these processes meshed together well.Woodlawn in it early days as an underground mine enlisted the assistance of BFP (Formerly Barrett Fuller and Partners) as a second set of eyes to assist with the assessment of the ground control procedures. The results are discussed in this paper. The progression to this end result included:non-contract payment systems; ground control training for the full range of mining personnel; the development and enhancement of cable bolting and shotcreting equipment; the development of Practical Standard Work Procedures by mine operators; and innovative use of shotcrete and cables bolts to control extremely poor ground conditions.
