Alcoa of Australia Limited owns and operates a 150 MW power station adjacent to the coastal township of Anglesea in south western Victoria.The power station was constructed in the mid 1960s to supply electricity to the Company's smelter at Point Henry, near Geelong, and is fuelled by high quality brown coal mined at the site in Alcoa's lease area.The open cut mine, producing approximately one million tonnes of coal per year, utilises a backfilling method and has carried out progressive regeneration of those completed areas since the mid 1970s.

Direct seeding or regeneration of vegetation in Australia has been occurring in nature for about 400 million years! From the 1870's till the 1930's, direct seeding by man was used in the south-west of Victoria as a method of re-establishing native vegetation on broadacre farmland. The introduction of improved exotic pasture grasses and the wide-spread use of superphosphate from the 1930's lead to its demise as a farmland revegetation technique.

The mineralogy of the crocidolite (blue asbestos) veins at Wittenoom Gorge was examined to determine the cause of failure to recover soma of the fibre by the ore-dressing methods currently being practised. As a, result of this yamina.tion, several fo.Ctors pertinent to the problem were found to be a function of the pa.ragenosis of the veins. The occurrenceof magnetite from tho'cap rock within the veins was thought to be preventing fiborisation during troo.tment. Several petrologic features are described and their relation to the ore genesis is discussed, Comparison with the crocidolite deposits of the Union of South Africa is also considered.

Nickel phytomining is a low cost alternative to traditional nickel mining and a complementary process to existing mining operations in areas with low-grade nickel soils or nickel waste material. The process of nickel phytomining consists of growing selected hyperaccumulator plant species (‘metal crops’) on Ni-rich (ultramafic) soils, followed by harvesting and incineration of the biomass to produce a ‘bio-ore’ from which Ni salts or Ni metal may be recovered (Chaney et al, 2007). The ‘metal crops’ are selected on the basis of high biomass yield combined with high Ni concentrations (>1 per cent) in the above-ground biomass (Chaney et al, 2007). Currently, Alyssum murale and A. corsicum have been used for Ni phytomining trials, mainly undertaken in Albania and USA (Bani et al, 2015; Li et al, 2003), while the agronomy of <10 species has been tested in temperate regions (Nkrumah et al, 2016). Nickel phytomining has high economic potential; however, large-scale demonstrations are needed to provide ‘real-life’ evidence for commercial operations (van der Ent et al, 2015). Unrealised opportunities exist in tropical regions for commercial scale Ni phytomining. To date, the agronomy of tropical ‘metal crops’ has not been tested. As mines become deeper, the problems of heat in the workplacebecome more acute. An important response from the industry hasbeen the widespread adoption of microclimate cooling such asair-conditioned cabins. However, not all work in mines can becompleted from inside an air-conditioned cabin, and in any event,it is still important to keep the ambient air in the mine outside ofany microclimate to a safe temperature. An important method forbringing workplace temperatures under control is the appropriateuse of refrigeration. The application of refrigeration inmechanised mines has been recently described (Brake, 2001;Brake and Fulker, 2000). This paper provides an overview ofsome of the important engineering considerations in thespecification and selection of mine refrigeration plants. Thepurpose is to provide a basic understanding of refrigerationprinciples, practices, terminology, hazards and opportunities formining engineers or other personnel who may need to beinvolved in the introduction of refrigeration onto a mine site.

Over the last 20 years the mining industry has played a key role in the further development of many Central Queensland and New South Wales communities. The number of people who are employed by the coal mining industry, the number of transient residents, shift work and the town facilities have all contributed to how the community views the coal mining industry. As the coal mining boom continues and the mining communities continue to grow more emphasis is needed to address the community concerns, specifically the socio-economic and environmental impacts that the coal mining companies may have on these communities. Central Queensland coal mining operations are situated in the Bowen Basin. Many of the towns in the region have been developed specifically for the coal mining industry with 13 - 50 per cent (Australian Bureau of Statistics, 2006) of people living in the communities being directly employed by the mines. The introduction of shift work, differing rosters and the mining boom have resulted in considerable changes to these communities with more transient contractors and permanent employees taking up residence outside of these communities. This change, however, has not been as noticeable in the Hunter Valley region. The Hunter Valley, situated in the Sydney Basin has two main mining towns, Singleton and Muswellbrook. Of the 37 173 (Australian Bureau of Statistics, 2006) people that reside in the communities 13.8 to 16.5 per cent (Australian Bureau of Statistics, 2006) are employed directly by the mines. The Hunter Valley is a large tourist destination due to its many vineyards; this results in a diverse community where mining is not the sole means of employment. Similar to Central Queensland the mining boom has brought more people to the Hunter Valley region, although greater percentages have taken up residence in the communities. The views vary between the two regions on the coal mining industry, specifically on the socio-economic and environmental impacts that the industry may have on the surrounding communities.

The correct assessment and understanding of geotechnical conditions is fundamental to mine design and, hence, successful (safe and efficient) mine planning, design and operations. However, this assessment and understanding is simply not possible unless there is a sound appreciation of the geology of the project. This paper addresses geological uncertainty in mine engineering and its communication, and shows that a mining project that does not take geology properly into account in the engineering phase is fraught. Uncertainty levels become excessive, which leads to hazards and consequential risks in design and operations in terms of both safety and efficiency. Several examples, both positive and negative, are provided to make the point. The paper concludes that mining geologists must become more overtly cognisant of the influence of geology on mine engineering. Equally importantly, mining (and geotechnical) engineers must communicate better with their geological colleagues to ensure that they (the engineers) have a clear understating of the geological issues affecting their operations. The engineers must know how to ask the right questions of the geologists. Engineers who do not understand and take account of geology in their designs and operations are failing the expectations of stakeholders.

When attempting to understand potential regional or community socio-economic changes that resource-extraction industries may produce, it is important to analyse the channels that promote these changes. In this study, we propose a conceptual framework to better understand how socio-economic effects are likely to emerge in regions impacted by mining. The framework considers three levels of hierarchical effects (Measham, Fleming and Schandl, 2016).In the first level, the resource-extraction industry causes four direct initial impacts on nearby communities: labour demand shock (mining employment generation), income generation (compensation to landowners and higher wages), environmental consequences and land tenure/Aboriginal issues and an increase in local tax revenues.The second level is shaped by the subsequent population increase (given by immigration of permanent or temporary residents) produced by the new levels of employment and income that resource windfalls can generate in resource-extraction regions. These increases in employment, income and population become the source for a rise in the demand for local (and non-local) goods and services.Finally, the third level is given by boomtown-like and other socio-economic effects generated from the initial effects.CITATION:Measham, T G and Fleming, D A, 2016. There is an established need for an inflow of foreign capital if New Zealand is to meet projected growth rates. The Government recognises this and encourages capital inflows especially where there are allied economic benefits such as the access to specialised know-how or export markets. The Government has promulgated certain Regulations which are administered by the Reserve Bank. Under the Capital Issues (Overseas) Regulations 1965, consent is required before any company incorporated overseas can commence business in New Zealand or before an overseas person can borrow or raise any money in New Zealand. A New Zealand company is deemed to be an overseas person if more than 25% of the voting power is held by non-residents. In terms of current policy, overseas companies are permitted to borrow in New Zealand only a limited amount of working capital and some longer term capital calculated on the ratio that their New Zealand owned equity capital bears to their overseas owned equity capital. Wholly owned overseas companies are expected to bring all of their Fixed term capital from overseas.

As this Seminar is on "Progress - Mining and the Environment", I am taking the liberty of extending my address beyond the scope implied by the subject, "Rehabilitation of Mined Land", with a preliminary discussion on broader economic issues relevant to "Progress and Mining in Western Australia" before discussing its effect on the Environments Western Australia is nearly one million square miles in area and has a population density of approzimately one person per square mile. Because of its vastness it has wider climatic variations than any other Australian State. The north is tropical and the south is in the temperate zone. The major portion of the State is an arid plateau with less than 10 inches of mean annual rainfall. The climate, rainfall and soil conditions of the South-West region are more favourable to agriculture than any other part of the State and consequently was settled first. The immediate need of the colonists being food and shelter, the early economy was based on farming and forest products.

The value of water is defined by its marginal utility. Challenges arise where the marginal utility is difficult to estimate. Therefore, when two or more interested parties wish to access water and they cannot use commensurate units for marginal utility; other means of value comparison must be sought. It is asserted here that sustainability principles can be used to guide this valuation if this is supported by a transparent decision framework. This paper proposes that the ICMM sustainable development principles provide appropriate guidance. In addition, a generic framework for decision making is suggested as a complement. Indicators of water management are recognised widely as an integral part of the accountability of minerals companies towards meeting sustainability goals. Less widely recognised are the ways in which sustainability principles can be used to guide decisions on water management which demonstrate growing awareness of its value. This paper illustrates the use of this logic in water issues associated with global sustainability challenges. It then goes on to demonstrate, using examples, that these links exist at all levels of the minerals industry and that indicators of this type are potentially as powerful as those currently being used. The reason for this is that the path from cause to effect is transparent and direct.

Power supply for remote mining developments is compared with supply to the general public with the conclusion that the private power plant operator has many opportunities to minimise his costs which are not open to public utilities. The main features of diesel, gas turbine and steam power plant and the limitation upon their application which may be imposed by the fuels available and the local conditions at remote sites are outlined. Reference is made to the value of joint examination by the mining engineer, metallurgist and power engineer to decide how to make best overall use of capital, labour and energy in co-ordinating the design of power and process plant and in setting no more than adequate standards of reliability and efficiency. Fluctuations in world markets make it difficult to plan mining operations to a firm time base. Suggestions are made to minimise the financial risk in forward expenditure upon power plant which in large sizes due to longer construction time may have to be ordered before a final decision is taken upon the mining development it is to serve.

The nature of exploration in Australia is reviewed from its inception to the present time. It is seen as consisting of three phases: the first, prospecting; the second and third, mainly company-based activity. The first yielded the discoveries on which the mining industry was originally built. The great recent growth of the industry has been due mainly to the discoveries of the third. The technical, organisational, legis- lative and other aspects are reviewed. The overall result has been a very great increase in the known mineral resources and, viewed collectively, exploration is seen as providing the principal means of assessing, evaluating and building up the nation's mineral resources.

Bridging of production stopes in narrow vein gold deposits contributes to significant financial losses and production delays. Bridging is caused when underbreak in the stope production blast occurs, resulting in less than the designed stope blast volume breaking out during blasting. Jundee Operations in the Northern Goldfields of Western Australia extracts ore from its expansive narrow vein orebodies utilising longhole open stoping. In 2006 it experienced bridging in ten panels, or 8.77 per cent of all panels, as well as multiple bridging in 30 per cent of these bridged panels. The Jundee orebodies are west dipping with the bridged panels dipping between 44¦ and 62¦. This paper examines some solutions from the drill and blast design perspective to minimise bridging occurrences. It was found that the then current drill patterns and number of holes were adequate from a longhole stope design perspective. However, changes to the blasting design, specifically modifications to the blast delay initiation sequencing, primer positioning and blasthole dump combined with timely stope surveying and back analysis, were implemented with the aim of preventing bridging in this narrow vein operation.

Thiosulphate is an attractive alternative reagent to cyanide for processing gold ores. It is relatively cheap and non-toxic, forms relatively strong gold and silver complexes, and readily leaches gold ores in ammoniacal solutions, catalysed by Cu(II). It is particularly suited to carbonaceous ores where the recovery of gold by cyanide is poor. However research over the past 20 years has identified a number of issues and impediments that must be understood or overcome before an overall process can be demonstrated as practical and economic for typical oxidised gold ores. This paper reviews our current understanding of thiosulphate chemistry and mechanism of gold dissolution, and discusses the stability of thiosulphate and polythionates. It then reviews the results of leaching various gold ores that have been reported in the literature, discusses gold recovery options, and considers environmental and toxicity issues. Some of the issues that require further research include decreasing the oxidation of thiosulphate by Cu(II) or other oxidants, increasing the extraction of gold compared to cyanide, and understanding the variation in gold recovery between ores. More work is also required to minimise the effect of polythionates on gold recovery using resins or alternative absorbents, to improve the elution of copper and gold from resins, and to recycle or minimise the concentration of reagents.

An experimental study of the influence of surface active agents on the dewatering of fine coal was undertaken with a view to evaluating the usefulness of such materials in reducing the residual moisture contents of filter cakes. Experimental evidence is presented which suggests that while polymeric fiocculants have a beneficial effect on settling, they can have adverse effects on the filtration of the thickened underflow. Detergent addition, on the other hand, was shown to reduce filter cake moisture, and the magnitude of this effect was determined, in part, by the prevailing electrochemical equilibrium at the solid-solution interface.

Roof bolts are an essential component of roof support systems in underground mines. They are used to provide structural support to the roof of the mine and prevent it from collapsing. Therefore, it is imperative to perform regular assessments of these roof bolts to avert any hazards. Manual investigations of roof bolts are done by surveyors in underground mines, which is extremely timeconsuming and challenging due to the low-light conditions in underground mines accompanied by stringent mine access rules. To this end, automated recognition of roof bolts in 3D point cloud data obtained through laser scanning in underground mines serves as a potential solution to aid roof bolt monitoring. With the continuous advancements in laser scanning-based 3D data acquisition systems, the feasibility of making such surface estimations from 3D point cloud data has increased severalfold.

Natural Gas has been available in New Zealand for twenty years. During that time the gas share of the energy market has grown and now natural gas forms a significant part of New Zealand's energy scene, helping consumers to achieve a higher standard of living, and reducing dependence upon imported oil.Natural gas is now used for petrochemical manufacture and power generation in addition to direct supply to consumers.As concern for the environment continues to build, natural gas will have an increasingly important role to fill in these markets. This paper sets out the background to the development of natural gas in New Zealand and identifies the current markets. It then looks at those matters which are likely to influence the role of natural gas in the 1990s.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line.
