The Queensland Department of Mines believes it is in the best interests of the gold mining industry to reduce and control the environmental impacts from gold mining since that is the community expectation.The Department of Mines has set as a special condition of many recently granted Mining Leases the requirement to submit a "Description of Operations" for the approval of the Minister, prior to commencing initial mining operations. In order to facilitate compliance by lessees with this condition an explanation is given of the reasons for this condition and how it is intended to achieve the objective of environmental protection.Environmental impact is operations dependent. Impact on a lease will vary quite significantly with the scale and methods employed. Before a lease can be granted and mined it is therefore necessary to have this information. The parameters of operations most critical both in terms of environment impact and economic viability are worked out and agreed with the lessee before the lease is granted. An approved description of operations which is required now, prior to the start of mining, provides the details of that agreement for the security and benefit of the lessee and the inspectors. It also provides the details of operations and environmental controls which were not required prior to the grant of the lease but are nevertheless required and necessary for compliance with the environmental standards.

The Gj0vik Olympic Mountain Hall is the world's largest underground cavern for public use and was created primarily to facilitate the ice hockey tournaments for the 1994 winter Olympics in Norway. The cavern has a span of 61 m, is 91 m long and is 25 m high. Ordinarily, rock caverns have a span width of 15 to 25 m, however, temporary mining caverns of up to 60 m have been excavated and natural caves with even greater dimensions occur. The Gj0vik Olympic Mountain Hall is unique as it is for public use with a capacity for 5800 spectators. Blasting was conducted with a high production rate at normal costs due to detailed planning and strict supervision of each round. The initiation system and vibration monitors were the main tools to control vibration levels and to facilitate a high production rate. It was of utmost importance that the rock remaining in the roofs and walls was of high quality after blasting to avoid rock fall, rock slides and excessive maintenance work.

This paper reports on the field results of using electronic detonators to improve blast outcomes. OricaÆs electronic detonator, the i-konTM Digital Energy Control System, allows exact and precise timing in 1 ms increments from 0 to 15 000 ms. This gives the blast engineer and shotfirer the ability to fire a blast using any possible desired sequence. In the three years that have followed the release of the i-konTM System, Orica has been re-exploring ways of initiating blasts using the abilities of electronic detonators to improve fragmentation, diggability and crusher throughput. This study began with revisiting fundamental blast theory, lead to generation of new state of the art computer fragmentation modelling and ended with many iterative field trials of i-konTM blasts across a wide selection of mining methods and rock types. At three sites a detailed measurement process was undertaken to compare the results of pyrotechnic blasts with i-konTM blasts. This paper will detail the significant improvements in fragmentation, diggability and crusher throughput that was found at these sites.

The passive interception and in situ treatment of groundwater using permeable reactive barriers (PRBs) has, within the past decade, become an accepted remedial approach to the control of plumes containing dissolved organic and inorganic contaminants. Since the first applications of the technology in the early-1990s, there have been several field-scale PRBs that have provided excellent treatment of dissolved metals in groundwater. Additional commercial applications and demonstration projects continue to be developed. Three field-scale applications and supporting laboratory columns have shown that several thousands of milligrams per litre of sulfate, more than 1000 mg/L iron, and several tens of milligrams per litre of other metals can be removed from groundwater by PRBs that promote sulfate reduction. The reactive materials, which incorporate various forms of organic carbon, promote microbially mediated sulfate reduction, the generation of hydrogen sulfide, and the subsequent precipitation of sparingly soluble iron and other metal sulfide minerals. Effective performance has been achieved by PRBs installed at a mine-tailings impoundment in 1995 (Sudbury, Ontario) and at an industrial facility (Vancouver, British Columbia). These PRBs have removed iron and other metals from groundwater. Similar materials were also used to create reactive layers within test cells directly in a tailings impoundment in 1999 (Timmins, Ontario) with the objective of removing iron and sulfate from the pore water before it migrates from the tailings impoundment. Zero-valent iron (ZVI) has been shown to provide excellent removal of chromium (VI) in a PRB, which was installed at the US Coast Guard facility in Elizabeth City in 1996, by reduction and precipitation reactions. Laboratory tests have also shown that ZVI reduces As(V) to As(III), which is subsequently removed from solution by co-precipitation with iron oxyhydroxides. In groundwater containing sulfate, ZVI and mixtures containing organic carbon can promote sulfate reduction and the subsequent precipitation of sparingly soluble arsenic and other metal sulfides. A trial PRB system was installed in 2001 and was shown to attenuate arsenic and other electroactive metals in groundwater at an industrial facility in northwestern Ontario. Basic oxygen furnace (BOF) slag, a waste material generated by the steel industry, has shown excellent potential for the removal of phosphate, elements such as arsenic and water-borne pathogens from groundwater in field and laboratory tests.

This paper is intended to help design engineers, operating staff and plant managers understand the principles of metallurgical gas handling systems design. It also explains operating, safety and energy savings issues that the designer should take into consideration in the design of process off-gas systems for sulfide smelters. Primary smelting reactors, converters, and other off-gas sources impose challenging duty requirements on the various components of the gas handling systems. This paper reviews the design of common system components including the hood for gas capture at the system inlet, gas conditioning, gas cleaning, ductwork, dampers, hot gas fans, and the appropriate use of instrumentation and controls. The engineer must also be aware of how ductwork system effects and heat losses influence system performance. Also, the analysis of a recently-designed gas handling system will be reviewed, which includes high-strength SO2 gas from a smelting reactor, asymmetrically located Peirce-Smith converters, and a gas mixing chamber to mix the gases before they are sent to two acid plants of different sizes.

Routine, in-pit geological mapping of highwall at Central Queensland Coal Associates (C.O.C.A.) deep strip mines has proved too slow for the increasingly greater highwall lengths which require mapping. This realiz- ation has encouraged the search for faster mapping methods and after trial of ground photographic methods has resulted in the adoption of interpretive mapping off stereo cover, oblique -- aerial photography. This entails using a Cessna 182 light aircraft flying at its slowest speed, the aerial meth- od finally employed consisting of two Vinten, air reconnaissance cameras mounted in parallel and simultaneously taking both colour and black and white photographs of the mine high- wall. The respective 1:500 scale enlargements produced from the 70mm format films combine to present the sharpest resolution attainable under the field conditions pertaining and such information on weathered material as only colour photography can fully render. Total costs for the aerial photography method are estimated to be about the same as those for conventional in-pit mapping. Whilst total costs are comparable, geo- logist's time for mapping a 10 km. length is reduced to less than half that for in-pit mapping (for Stage 1, fully accurate mapping) and accuracy and detail are greatly improved. The mining industry views with the utmost concern, legislative or administrative action that inherently reduces the scope for exploration activity. Is there any basis for this concern in relation to Victoria? This paper will outline the role of the Department of Minerals and Energy and the main features of legislative provisions affecting exploration effort. The practical difficulties that confront the Department and explorers alike will be examined. The importance of industry representation to influence the direction that policy and legislative review might take, will be highlighted. Above all, the paper will establish that one essential duty of government is to ensure the provision of appropriate mining titles and security of tenure.

The AJ Parker Cooperative Research Centre for Hydrometallurgy carries out research on behalf of, and in collaboration with, the Australian mining industry. As might be expected, much of its research is directed towards improving the efficiency of alumina and gold processing plants. However, the Centre also carries out research of relevance to base and other metal producers. A key element in its work is the successful transfer of its technology to the companies with which it is working. In general, this is achieved in the following five steps:definition of the problem through discussions with the company commissioning the research; execution of the research; assessment of the research findings; testing of the research findings by pilot plant or on-site trials; and implementation of the results on the full-scale. This pattern is exemplified by the work carried out by the Centre to improve the performance of gravity thickeners which are used throughout the minerals industry for solid-liquid separation. The research has focussed mainly on ways to optimise the use of flocculants (long chain polymers) to enhance thickener performance. It has been shown that the way the flocculant is mixed with the slurry is of profound importance. Computational fluid dynamics modelling of the feedwell region of thickeners and laboratory and plant flocculation studies have been used to determine better ways to contact the flocculant with the feed slurry. Implementation of these and other findings on the full-scale confirmed that improvements in thickener performance were indeed possible. As a result of this AMIRA funded thickener technology work, there have been considerable savings to a number of Australian mineral processing companies, through improved operation, higher throughputs and flocculant savings.

Two well-developed styles of mineralization occur in the Nevados del Famatina mining district, Famatina ranges, La Rioja province, Argentina. Porphyry molybdenum- copper-gold mineralization and high level acid sulphate alteration/mineralization (Nevados del Famatina) are related to intrusion of the Pliocene Mogote rhyodacite porphyry complex. High sulphidation epithermal mineralization (La Mejicana) is developed peripheral to the Nevados del Famatina deposit. Both are hosted mainly by the Ordovician Negro Peinado metapelites.At Nevados del Famatina, five mineralized fracture events have been identified and correlated with four distinct alteration assemblages. Stage I (barren quartz) and stage II (molybdenite¦sphalerite¦pyrite) mineralization are associated with a K-silicate alteration assemblage of K-feldspar+biotite+quartz+magneti te¦ilmenite¦anhydrite. Stage III (bornite+pyrite+sphalerite+molybdenite ¦chalcopyrite¦idaite) and stage IV (chalcopyrite+pyrite +sphalerite+gold¦tennantite-tetrahedrite) mineralization are related to a quartz-sericite assemblage of quartz +phengite+illite+pyrite+rutile. Stage V mineralization is divided into two substages. Stage Va (chalcopyrite +pyrite+sphalerite¦ tennantite-tetrahedrite ¦ tellurides ¦ gold ¦enargite¦famatinite¦stibnite¦molybdenite) is related to a sericite-clay assemblage of quartz+illite+kaolinite ¦montmorillonite¦alunite. Alunite-kaolinite alteration (alunite+pyrophyllite+kaolinite+ aluminum - phosphate -sulphate minerals ¦illite¦fluorite¦corundum¦anhydrite) occurs in the upper part of Nevados del Famatina associated with the later stage Vb (quartz+famatinite +chalcopyrite+covellite + chalcocite ¦ marcasite ¦ enargite ¦ luzonite¦sphalerite¦melnikovite) mineralization.

THIS paper is not intended to be a detailed description of the lead, smelting plant at Cockle Creek, as this has been covered in previous papers for the Institute in 1918, Proceedings No. 31, by other members of the staff; but the idea is to give some of the practices and conditions peculiar to these works, also to give some experiments carried out and the conclusions arrived at. Unfortunately, owing to the closing down of the smelting and refinery plant at these works, sone of the experiments could not be carried to a more definite and commercial basis, but they are given in the hope that they may be of interest to members, and may perhaps suggest further thought along the lines indicated.ROASTING AND SINTERINGThe greater part of the ore treated at these works came from the Central mine, Broken Hill, but, in addition, a large quantity was purchased from other parts of New South Wales and from Tasmania. The presence of coal in the Sydney area was confirmed in 1891 when Cremorne Bore No. I intersected cindered coal at 1 854 m. The decision to develop Sydney Harbour Colliery was based on the results of Cremorne Bore No. 2 (drilled in 1892) in which a 3.12 m. seam of unaltered coal was encountered at 889 m. Geologists from the New South Wales Department of Mineral Resources consider that this seam is probably equivalent to an upper split of the Bulli seam. Long Cove at Balmain was selected by Sydney Harbour Collieries Ltd. as the site for mine development in 1896. This was due to opposition to the proposed establishment of a colliery on the north shore of Port Jackson near Cremorne. Construction of the main access and ventilation shafts (termed Birth- day and Jubilee), other mine infrastructure and the quay wall occurred between 1897 and 1902. A fatal accident in which five men were killed occurred during the construction of the Birthday Shaft in 1900. This acci- dent resulted in amendments to the Mining Act providing for guide rails in shafts.

The paper outlines the development and objectives of the slim core (50 mm dia.) testing procedures employed at the Company's Central Research Laboratories with particular reference to washability studies required for coalfield evaluation. It shows that when the routine test procedures, that have been developed for cores recovered form the Sydney Coal Basin, were applied to Bowen Basin Coals some of the washing data obtained appeared to be suspect. Though yield indications appeared to be of the right order, product ash, required separating gravity and percentage of near gravity material were found to be at variance with bulk washability data. The results of a correlation study made on an underground seam from the Bowen Basin comparing slim core, hulk sample, and pilot plant washing data are given. The results of a series of studies including washability studies made on slim cores, strip samples, large diameter cores and bulk samples, pilot washing trials and computer simulations of washery circuits treating Lilyvale seam coal from the Bowen Basin are shown.

As part of the construction of the Melbourne Underground Rail Loop it was necessary to construct two 7 metre diameter tunnels, each 100 metres in length, by shield driven excavation through an alluvial valley at Elizabeth Street. The tunnels had a primary support of bolted precast reinforced concrete liner blocks and were excavated with the aid of compressed air. The work was undertaken by the Tunnelling Group of the Melbourne and Metropolitan Board of Works as nominated sub-contractor to John Holland (Constructions) Pty. Ltd. Mineral resources are national assets which must be capitalised for national development. Those assets should be transferred into real economic capital and then into social capital to achieve national/regional prosperity. Successful development in the mining industry will depend on the correctness in determining the role of mining industries for regional development. Using the context of sustainable development, this paper will analyse the concept and process of mining industry development as an accelerator to achieve regional sustainable development, using the mining operations of PT Newmont Nusa Tenggara (PT NNT) in Batuhijau, Sumbawa Barat Regency as a case study. In the premining activity phase, Sumbawa Barat was dependent on the agricultural sector. Agriculture contributed around 40 per cent of the regional gross domestic product (GDP). Meanwhile, in the activity phase, mining became the sector with the biggest contribution to regional economy. From its operation in Batuhijau, PT NNT contributed around 70 per cent of the regional GDP per year since 2001. In year 2000, the GDP had increased 170 per cent from its figure in 1999. However, due to its depleting reserve, PT NNT will finish its activity in Batuhijau by year 2015. Consequently, the Government of Sumbawa Barat Regency must develop other sectors in the post-mining phase to sustain economic development. Based on location quotient (LQ) and input-output analyses, Sumbawa Barat should develop its priority sectors, ie agriculture, trading and hotel, services and construction to achieve sustainability after mining life. Development of these non-mineral sectors is expected to sustain economic growth in the region.

As long as the tendency of Chilean copper ores continues to feature high levels of impurities, the smelters will tend to produce high-impurity mattes. The most notable impurities include As, Sb, Pb and Zn. Producing high-quality copper with such materials is a major challenge to metallurgical engineers and operators. More investigations into process optimisations and/or alternatives are needed, using both theoretical knowledge and operational skill. Converting of matte in Chile depends on the matte grade using established technologies. Mattes up to 66 per cent Cu, such as those from Outokumpu Flash furnaces, are converted in two stages, while typical Teniente Converter mattes, ranging from 70 - 74 per cent Cu are converted in one blow, directly to copper. In this paper thermodynamic data are used to evaluate possible variations in the use of traditional technologies applied to smelt copper concentrates with high impurity levels. The results of this analysis help to predict the impurity distributions between matte-slag-gas during the slag blow, and between copper-slag-gas during the copper blow. For converting high-impurity white metal, the effectiveness of volatilisation in the slag blow is analysed. In the copper blow, the type and the amount of flux (SiO2, CaO and others) are altered with the aim of optimising impurity distribution to the slag and gas.

Of all of the processes in the mining cycle, blasting has the greatest impact on the efficiency of both mining itself and the initial stages of ore processing. The cost of blasting can be readily accounted for, but the true benefits of an effective blasting operation are seldom measured or reported. This means that blasting is seldom optimised in terms of its overall economic impact on an operation. Blasting operations have evolved according to the environment provided by mine management. Most operations seek to minimise the unit cost of each component process (overburden removal, blasting, excavation and transport, crushing or grinding) without recognising the impact that blasting performance has on subsequent activities. The creation of æcost centresÆ or æmanagement unitsÆ that isolate blasting from its downstream impacts reinforce this trend. Modern blasting technology is regarded as sophisticated by virtue of the mechanical design of the drills, the chemistry of the explosives and the flexibility and reliability of modern blast initiation systems. However, blast performance is controlled by the nature of the rock mass and there is generally an inadequate appreciation of how blast designs should be tailored to suit different rock mass conditions or to meet different blasting objectives. Most operations utilise a limited suite of standard designs without routinely tailoring designs to suit the actual conditions at hand or the objectives of each blast. Mining operations would benefit from tackling the following specific challenges:What is the appropriate target performance for blasting operations to generate the maximum economic benefit for the operation as a whole? How should designs be configured to suit the changing rock mass conditions and operating constraints? What compromise (if any) should be allowed from the ideal to assist conflicting scheduling or other operational requirements? How can blast performance be measured and reported to provide appropriate guidance to future operations? These challenges can be tackled through the process of æblast engineeringÆ. This paper discusses the potential impact of blasting performance on the economics of mining operations and the author argues that very considerable benefits over and above those currently being achieved could be realised by improving the routine engineering of mine blasts. The paper then explores how the industryÆs failure to recognise the economic importance of blasting has resulted in the engineering of blasting operations receiving less management and technical support than is appropriate. Finally, a simple approach to the engineering of routine blasting operations is described as an example of how these challenges can be tackled.

The techniques used by the State Electricity Commis- sion of Victoria to handle and store brown coal in the both the raw coal and boiler bunkers are outlined. These tech- niques were adopted in agreement with the science of modern bulk solids handling. By successful balance between practical requirements and bulk solid handling system design require- ments the Commission expects to confidently attain reliable coal flow even for the most adverse of coal flow properties. Attainment of this goal demanded full attention to channel detail selection. An outcome of this attention has been the development of a novel bunker and discharge arrangement for handling extremely difficult to handle coals. Due to the novel features of this slot bunker outlet arrangement it's ad- vantages and disadvantages are discussed.
