A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

Since the last occasion on which I spoke to you on this subject there has been a considerable increase in the mechanical ventilation of Western Australian mines.The following table compares the figures for 1939 with those of 1941. The type of fan most commonly used is the limit load fan. On account of its higher mechanical efficiency it has very largely superseded the multivane fan with forward curved blades.Two fans of the propeller type are in use and these have given very satisfactory service. This type of fan also has a high mechanical efficiency particularly at the correct duty for maximum efficiency.The maximum efficiencies obtainable from the various types are, for "multivane" 670/0, for "limit load" 75%, and' for aerovane 7810/0.References to propeller fans with variable pitch have appeared in the technical press, but no detailed d~scription has been issued. The advantages of these fans for mine ventilation are not obvious. An aeroplane is required to operate over a wide range of duties, while the speed of the motor for maximum efficiency is pl'actically constant. In such circumstances the propeller can be adapted to the particular work it has to do by varying the pitch of the blades. In a mine the speed of the fan can be varied to suit.the conditions, and it would appear that variable pitch is not necessary while there is a reasonable range of fans to choose from.The question of the correct position for the fan still comes in for considerable discussion. Exhausting fans at the surface have the support of time and custom, and in many cases this represents the only reasonable arrangement. Such fans should be fitted with an evase, especially in the case of fans with a high outlet velocity such as the aerovane types.It is claimed that there are advantages in having the fan at the surface where it is readily available for inspection and maintenance. Experience has shown that these advantages are more apparent than real. Fans will run for long periods with no attention other than occasional greasing and cleaning, and modern electric motors will run without attention for very long periods.In some instances the expense of a power cable to take current to the fan may be saved by placing it on the surface, but in the majority of cases...

"Considerable metal values are often locked in stockpiles (ore, concentrates, heap leach pads, slags, reverts, etc.) and process equipment (bins, holding tanks, thickeners, etc.). This is more than enough to justify accurate accounting of such in-process metal inventories from both financial accounting and operational perspective. However, accurately determining the metal inventory of an in-process unit is often a challenge in industrial practice. Audits have shown that available indirect or direct measurements often carry large inaccuracies. Sooner or later, ignoring these measurement errors lead to unexpected incoherencies in reported metal balances. In such situations, coherent metal balances are then achieved through subjective and sometimes significant adjustments of in-process inventory levels. While such metal accounting methods applied by mineral processing engineers used to be rarely challenged, they are now being increasingly scrutinised by various stakeholders. Hence, metal accounting procedures that mitigate subjectivity in adjustments while still coping with the unavoidable uncertainty are more relevant than ever.This paper reviews three different metal accounting methods for reporting in-process metal inventory values. Their individual application strongly depends on the available measurements i.e. The indirect method where the metal inventory of a given process unit is determined by subtracting the cumulative reclaim from the cumulative feed carries important flaws. The direct method also comes with challenging accuracy issues so that emptying a process unit is often the best available inventory measurement. This reality is recognised for by further analysing a previously proposed operating mode where two interchangeable process units are alternately used. The third investigated method is the redundant method which combines indirect and direct methods for a given process unit. Well planned and executed environmental management plans can reduce life-of-mine operating costs and the need to deal with major environmental issues at the time of mine closure. With proper planning during the exploration, feasibility and execution phases of a project, final closure costs can be reduced. The reduction of closure costs should be considered during exploration and initial feasibility studies and when process facilities, waste rock dumps and tailings impoundments are designed. During the mining of the resource, closure cost reduction will depend on effective and efficient environmental management plans for ongoing land clearance, segregation of mine waste materials, management of mine site water and workshop wastewaters, and the establishment of progressive rehabilitation strategies. These issues are the responsibility of planning, production, technical support and maintenance personnel at an operating site. The successful implementation of environmental plans will ensure that all impacts are reduced and that closure issues with major cost implications are addressed prior to closure of the mine.

The Physiographical Features of the Region The Middleback; Range proper, from the Iron Duke in the south to the Iron Prince in the north, extends in a meridional direction for 21 miles, but may well be taken to embrace also the Iron Knob and Iron Monarch prominences so that the total length of the Range is 37 miles.Although no great altitudes are reached, the slopes of the high country are steep and the Range stands out prominently above the peneplaned surface of upper Eyre Peninsula. The Range is built up of sub-parallel ridges at some places, and its continuity is interrupted by transverse breaks or gaps resulting from normal stream erosion and corrosion during earlier periods when precipitation was heavier and streams were more active. Traces of high-level gravels remain on the flanks of Kimba Gap. A former mature stream on the western side of the Range has had its lower reaches blocked by sand and the old stream channel has been converted into an eiongated basin of internal drainage. The sand dunes in this area appear to be practically stationary at present, being fixed by mallee vegetation. Their trend is west-northwest.The relief of the Range is regarded as having been determined primarily by meridional strike faulting and selective silification of some of the beds. A detailed study of the capital investment and production cost for copper electrowinning plants shows that significant savings in both can be achieved by increasing the current density. From the economic analysis it is determined that the optimum current density which will result in lowest capital investment and lowest operating cost is between 60 A/sq. ft. and 70 A/sq. ft., or at least three times as high as the Conventionally employed current density. The specific investment, expressed as $/ton-year, is found to be a function of both the current density and plant capacity and has a minimum value at the optimum current density. Empirical equations are developed for the purpose of estimating the capital investment and operating cost for plants of any production capacity operating at any current density.

The mineralogy and microstructure of mattes from the nickel flash smelter at Kalgoorlie, Western Australia, have been studied. The flash furnace matte consisted mainly of an intimate mixture of pentlandite and heazlewoodite with some nickel metal. The electric furnace matte was mainly an iron-nickel alloy with subsidiary pentlandite while the converter matte consisted mainly of heazlewoodite with crystals of nickel metal.

Compressed air energy storage (CAES) uses low cost off-peak energy to compress air and pump it into pressurised underground storage. Expanding the air through a modified form of gas turbine generates electrical energy when required. While generating power, a CAES station consumes approximately one-third of the gas required for the equivalent installed capacity of a conventional gas turbine. Air can be stored in underground rock caverns, caverns in salt domes, or in aquifers. Existing CAES power stations use caverns mined out of salt domes. Aquifer storage for CAES has been proposed, but not yet implemented. The groundwater in the aquifer would be displaced during air injection and when required the air would be extracted using the natural hydro-static pressure. Victoria has no salt domes, but has aquifers onshore in the Gippsland Basin with geological dome structures of suitable depth, discovery pressure, porosity, permeability and caprock for CAES development. Field tests costing several million dollars would be required to prove the suitability. The most suitable aquifer is near Seaspray, where several dome structures exist. The aquifer, comprising of coarse sands capped by coal and mudstone, is some 600 metres deep with a hydrostatic pressure of 6.3 MPa. Computer simulation of injection and extraction of air from the aquifer under various combinations of horizontal and vertical wells, permeability and tubing head pressures indicated the largest aquifer structure had the capacity to sustain a 300 MW station. A well field comprising of 24 directionally driven wells with a horizontal exposure to the aquifer would achieve the air flow rates required. Using plant similar to that recently installed at McIntosh Alabama USA, would mean high capital costs compared to standard gas turbine plant. However, a review of modem gas turbines indicated that they could be easily and economically adaptated to CAES duty. Adapting a 120 MW gas turbine would give 344 MW output. A separate air compression plant would be used. Economic evaluations indicate that, for gas prices above $1.95 per GJ, a 344 MW CAES plant is more economic for intermediate/reserve load duty than simple cycle gas turbines.

A new test coke oven of 7 cu. ft. capacity is described. The oven was designed to simulate conditions in a central section of a battery oven and a special feature is the achievement of unidirectional heating from theflues on either side of the charge.The method of charging permits close control of charge conditions such as bulk density and moisture content.These conditions, as well as coking conditions (e.g. flue temperatures and coking time) must be varied to simulate conditions in different batteries. The effects of several variables on coke quality are discussed.Using test oven conditions corresponding to those of Newcastle steelworks batteries, good agreement was obtained between strength indices of test oven and battery cokes. For 17 tests, the average ASTM stability and hardness indices for the test oven coke were 38· 5 per cent and 69·7 per cent, while those for the battery coke were 37· 4 per cent and 67·6 per cent.Observed relationships between coke yield and productivity, and volatile matter and charge moisture are given.The use of a test oven to classify test coals into prime-, medium-, poor-, and non-coking coals is discussed.This may be achieved by observing the effects of the test coal in blends with other coals. The results of a series of blending tests are presented.The dangers of attempting to predict coke quality from a single coal property are pointed out, since this can be done only for very restricted ranges of coals.A diagram is given showing the established trends in the effects of blending various types of Australian coals on coke strength.

Terramin Australia LimitedÆs Angas Lead and Zinc Mine operates in the unique and picturesque environment of Adelaide Hills, 60 km South East of the Adelaide city centre itself. The mine was granted approval for construction by the South Australian Government in April 2007 and the Process Plant was constructed and commissioned in July 2008. This paper outlines the background to the plant design and the approval process given the close proximity to the local town of Strathalbyn, with a major focus on the commissioning learnings from the Concentrator startup for future reference and a review of the operational performance of the Concentrator throughout the first year of successful production versus design and expectations.

Titanium is not yet being produced on a commercial scale despite the facts that it has some impressive properties, and that it occurs very abundantly in easily-mined, highgrade oxide ores. One important reason for this is that the excellent mechanical properties of the metal were not widely recognised and appreciated until about twenty years ago.Another factor which has tended to retard progress in titanium metallurgy has been the realization that the oxide minerals of titanium are very stable; in other words, considerable energy has to be expended to reduce the oxide to metal. Table 1 presents the minimum energies which would have to be expended to produce one ton of each of the metals, aluminium, magnesium, titanium and iron from their respective oxides under theoretically ideal conditions at normal temperature and pressure. At higher temperatures, the minimum energy requirements are different, but the values for the various metals still fall in the same order as indicated in Table 1.In actual fact, the energy consumption in the case of any particular metal is higher than the ideal value by an amount which can be determined only by' the results of plant practice. In stopes of the 2000- and 2150-ft. levels in the North mine section of North Broken Hill Limited, whence a substantial proportion of the company's production is being drawn, and especially in stopes which involve the portion known as the Northern orebody, occurs it light-coloured friable porous material which represents average grade ore from which the lead and zinc minerals, and certain gangue constituents, have been largely or wholly removed by leaching. The 2000- and 2150-ft. levels lie, respectively, 1550 and 1700 ft. below extreme base of the pre-mine oxidized zone. Composition of the cellular product shows it to be supergene. The area around Big Bell was actively explored and sporadically mined for gold from 1904 onwards. The lease was named Big Bell in 1913. The property became established as a major mining centre with the development of the Big Bell underground mine in 1936. Mining operations commenced in late 1937 and ceased in January 1955, after milling 5.56 million tonnes of ore and producing nearly 21 tonnes of gold. In 1969 Australian Consolidated Minerals Ltd (A.C.M.) acquired the deposit then explored it alone and in joint venture until the current joint venture agreement with a subsidiary of Placer Pacific Limited (PPL) was negotiated in 1984. Following exploration and evaluation of near surface mineralisation, and a reassessment of the remnant pillars underground, the concept of a large open pit in conjunction with an underground mine evolved. The feasibility study was completed in October 1987, and the decision to go ahead was formally announced on 2nd December 1987. Placer Dome Technical Services Ltd were contracted to be the Project Managers, commencing construction on site early in January 1988 and handing the plant over to the operators 13 months later. The capital cost of the project at handover was estimated to be $133 million. The operating team commenced pre-production stripping of the open pit on 1st May 1988. By 31st January 1989 almost 16.0 million tonnes had been stripped and 350,000 tonnes of ore stockpiled.

In this, the centennial year of The Institute, it is appropriate that the history of the Institute in New Zealand be recorded. I am indebted to John Dew, compiler of the centenary publication æMining People A Century - Highlights of the First Hundred Years of The AusIMM 1893 - 1993Æ, for many of the early historical references in this paper. In July 1892 the Amalgamated Mining Managers' Association of Australasia held its annual conference in Ballarat, Victoria, Australia, when it was suggested by the delegate from Broken Hill that the time had arrived for the establishment of an Australasian Institute of Mining Engineers. Resulting from this meeting at Ballarat, a Provisional Committee was formed at Broken Hill with the object of forming The Australasian Institute of Mining Engineers having the following objectives. To promote the arts and sciences connected with the economic production of the useful minerals and metals, the welfare of those employed in those industries by means of meetings for social intercourse, and the reading and discussion of professional papers with the circulation by means of publications amongst its members and associates the information thus obtained.

This study explores two evolving 3D surveying technologies, photogrammetry and laser scanning, and applies them to deformation monitoring of rock faces and mine highwalls. A quantitative analysis focused on 3D coordinate determination is performed. Furthermore, a qualitative assessment directed at the practicality and viability of each system operating near a rock face or in a mining operation is undertaken to reveal one systemÆs deficiencies over the other. Two photogrammetric and four laser scanning surveys aimed at optimising accuracy and precision within a short period of data acquisition are conducted on the rock face at Organ Pipes National Park, Keilor, Victoria. The accuracy and repeatability of each survey is determined using a combination of iWitness photogrammetric, and Cyclone laser scanning software. The 3D coordinates of targets placed on the rock face are determined by triangulation and resection principles within a bundle adjustment. The coordinates determined by each system are then compared in a 3D transformation. Controlled deformation conditions are established to determine the precision to which each system can detect movement in the rock face. An object of known dimensions is placed on the rock face to simulate deformation. The relative orientation of images taken for the pre- and post-deformation photogrammetric surveys provide an overall 3D point accuracy of 1.255 mm and 1.804 mm respectively. A 3D transformation shows discrepancies of less than ¦22 mm (RMS) between the geometry of the photogrammetric and laser scanning models. Both systems are able to detect the simulated deformation to a precision of 50 mm. This work also identifies how to obtain millimetre accuracy for 3D coordinate determination of rock faces, thereby providing a quality data set for surveyors, geotechnical engineers and mine geologists. Photogrammetry is shown to be a mobile, time and cost-effective technique that is more amenable to mining operations than terrestrial laser scanning. However, both systems demonstrate that they are capable of detecting movements that may lead to failures in the rock face, and possibly endangering human life. The implications are significant for surveyors, geotechnical engineers and mine geologists working in mining operations where enhanced safety conditions, increased productivity and lower operational costs are important considerations.

Fire suppression systems are now recognised by both NFPA 502 and PIARC as legitimate tools for both life protection and asset protection. The effectiveness of these tools for life protection demands extremely rapid and accurate incident detection coupled with rapid response. This rapid response must be integrated with other emergency systems such as emergency ventilation. The March 2007 fatal Burnley Tunnel incident in Australia graphically illustrates the potential of effectively integrated fixed suppression systems to protect people from harm and save infrastructure from damage. Despite the raft of technology available in that instance to the operator it was the human operatorÆs ability to effectively control the emergency equipment and not the equipment itself which so positively influenced the threat to life and property.

The Ridgeway gold mine has been an enigma of the international underground hard rock community for nearly 20 years. It nearly didn’t eventuate as it was more than 500 m below a farmer’s paddock in Central New South Wales when the exploration team, looking for open pit deposits, got a sniff on its last attempt and then drilled the high-grade discovery hole. It took separate studies to find an economic mining approach. Newcrest, then a mid-tier mining company, took the venture that set it on a path of growth and built what was to become the backbone of the company for the next 15 years.The initial mining method was sublevel caving (SLC) for the upper 300 m of the orebody. The nameplate production rate for the SLC was 4 Mt/a, which was reached in June 2002 shortly after the commissioning of the materials handling system. The ultimate production rate was subsequently lifted to around 6 Mt/a through a series of innovative and efficiency initiatives. In June 2007, approval was granted for the development of a block cave (BC) operation to extract the ore reserve situated immediately below the existing SLC operations, Ridgeway Deeps. The BC was designed at approximately 6 Mt/a to match the concentrator and a systematic improvement process through the entire underground system again saw delivery rates consistently around 10 Mt/a.In line with the production rate increases, Newcrest was also committed to advancing caving knowledge through a number of targeted research and development experiments and new processes. These were primarily related to improving cave ore recovery through systematic draw marker trials, cave propagation through preconditioning techniques with associated monitoring systems. New technologies were also developed to improve the safety and efficiency of the mine through data collection, cave establishment techniques, production dispatching and autonomous loading.CITATION:Dunstan, G, 2016. The Ministry of Commerce has been carrying out an evaluation of the resources of the Northwest Nelson region. In part this was to revisit the issues covered in the earlier proposal to close part of Northwest Nelson to mining under section 24 of the Mining Act (1971) initiated in 1990. In addition, the option of using GIS to integrate a variety of spatial data sets to aid policy formulation could be tested. The Northwest Nelson assessment would be a useful trial. The subsequent national park proposal provided a major impetus to the project and resulted in the scope of the study being broadened to include all energy and minerals resources.
