Deposits of manganese oxides and silicates in the Tamworth area were re-examined. The major deposit at Danglemah consists chiefly of rhodonite and the rare silicate tephroite. It is considered that the manganese was deposited with the original sediments, the silicates being formed later during the intense folding and low-grade metamorphism of the enclosing rocks.INTRODUCTIONMany small deposits of manganese oxides and silicates occur along a belt of eastern New South Wales and Queensland.Some fifty occurrences, most of which have been subject to mining activity, were described by Lloyd (1943) and some of this information was summarized by Knight (1947). The ores have been mined on a small scale since 1884. Small supplies of battery grade ore were won from a number of deposits, while larger quantities of metallurgical grade were sold to the steel industry. Maximum production was in 1918, when 6,500 tons were mined.The siliceous nature of many of the ores and their occurrence in the neighbourhood of granite batholiths led earlier investigators to consider the deposits to be of hydrothermal origin, associated with the granite intrusions. The present work questions this viewpoint.In this investigation, three of the chief deposits in the Tamworth area were seen. These were at Danglemah, which is being mined at present, and Mount Jasper and Manganese Mountain, which were mined in the past. Historically, key closure risks have been studied during operations and then further assessed as cessation of mining approaches. Only in the past couple of decades or so has progressive rehabilitation and closure become an integral part of regulatory frameworks, sustainable mine planning and more recently, new project and development planning. It is now broadly accepted that the best closure outcomes occur when rehabilitation and closure are properly considered upfront, during the early stages of a mine development project and well before mining occurs. Increasingly, regulatory processes are requiring more diligence on early closure planning, often as part of the environmental impact assessment (EIA) and approvals process, rather than later in dedicated closure study phases. There is an opportunity to use the information generated during this phase to make better decisions on project selection, design, mining methodology and all other facets of the mining operation.

Geotechnically massive strata may lead to a host of problems during longwall mining. These include windblast on initial goaf fall, sudden loadings on powered supports, periodic weightings, fractures that may propagate to surface, and extreme subsidence problems. It is essential to identify these problems prior to mining and to appropriately deal with them. The problem is essentially that the rock mass does not breakup evenly and when it does so it tends to produce large blocks which may suddenly move. The rock types that produce these problems tend to be massive sandstones, massive siltstones and sometimes igneous sills. The fundamental problem with these is that they do not breakup readily. This is because the ratio of stress they are subject to compared to their strength is low. Thus, the shallower mines with lower stresses are more subject to this problem than deep highly stressed ones with similar strength rock.

Surface water management and drainage is a key aspect of mine rehabilitation and closure planning. In the authors’ experience, drainage related problems are amongst the most common forms of failure in mined landscapes. The appropriate design of surface water infrastructure is therefore a key focus of practitioners. While there is currently a trend towards distributed drainage networks and avoiding hard engineered structures, in many situations (especially for existing landforms) engineered drainage structures cannot be avoided. Martabe gold and silver mine is operated by PT Agincourt Resources (PTAR) and is situated in northern Sumatra and comprises several deposits in steep terrain, and in a tropical climate, that are required to be developed in the optimal sequence for the best possible Net Present Value (NPV) return on the project. In addition, the waste rock from excavations and tailings from processing is a by-product to be scheduled and used for a number of purposes identified as part of life-of-mine planning. These uses include construction of the current integrated tailings storage facility (TSF) as well as future engineering construction and waste disposal projects which includes plans for a program of in-pit backfilling. These plans need to be aligned to ensure the waste rock and tailings can be contained relative to the production rate. Given that the site will have multiple open pit voids upon cessation of mining activities opportunities for integration of in-pit disposal of mine waste have now been assessed with technical studies to review the practicality of the approach with respect to operational challenges and conformance with closure planning requirements. This includes assessment of disposal of waste rock, tailings (including consideration of filtered tailings) and co-disposal of waste rock and filtered tailings.

Sustainability is one of those fuzzy words like innovation: everybody has an idea what it means, but if one starts asking for concise definitions then it becomes clear that everybody puts their own nuance on the meaning of these words. It’s not because these are difficult words per se, but rather because our understanding of them is highly dependent on the environment we work, live and play in. The Ok Tedi copper and gold project, located in the Western Province of Papua New Guinea, commenced operations in 1983. The open cut mine has undergone several significant transformations throughout its project life including changes of ownership, mine life extensions and varying production performance profiles. As of today, the Ok Tedi Mine is a 100 per cent PNG owned company (67 per cent State and 33 per cent Western Province and Communities) and has a life-ofmine plan extending out to about 2032.

Gekko Systems has developed an underground pre-concentration plant (Python) to reduce mine operating costs. Many ores liberate favourably using either high pressure grinding rolls (HPGR) or vertical shaft impactors (VSI). Using these comminution circuits for mineral liberation; rather than for the final recovery process and by utilising a high mass pull, high recovery process route (gravity/flotation), a narrow, low head, compact processing plant was developed that can sensibly be operated underground. The Python underground processing plant can provide a number of advantages for narrow vein mines including lower haulage costs, improved mine call factor and lower operating costs. The focus on fine crushing reduces the power requirement of the plant to approximately 8 kWh/tonne. The Python underground processing plant has been designed to be towed down the decline or lowered down a shaft, and is capable of being installed in sloping, non-linear drives for placement close to the working face. The overall benefit to mining companies of this concept has been estimated to be a saving in mining costs and a significantly smaller environmental footprint.

‘Grade Engineering<sub>®</sub> is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans as part of a system-view’ (Walters, 2017). Two of these technologies are directly recoverable through screening stages: Natural Deportment and Induced Deportment. The potential for taking advantage of “Natural Deportment” by size following blasting and crushing has been demonstrated for a range of ore types. Simple and low cost screening can in some cases generate a fine product with improved grade and a lower grade oversize which can be directed to leach or to waste. One of the regular tasks of geotechnical and mining engineers is the measurement and management of deformation in underground excavations. Although several methods are used to do so, the incumbent methodologies for monitoring deformation and ground support serviceability are limited to the use of visual observations or measurements at discrete points, resulting in a qualitative assessment only. The introduction of LiDAR technology allows a quantitative assessment across the entire excavation volume and its rock surface, by collecting a full three-dimensional image of the entirety of an excavation such as an underground drive, decline, or a tunnel. Comparisons between epochs of complete 3D data coverage allows for change detection over time that doesn’t feature otherwise typical omissions. The implementation of regular scanning has shown to be highly advantageous for mines with swelling or squeezing ground, but also at mines with rapid deformation. Despite the LiDAR potential, its adoption has been slow. A key reason for that is that working with point clouds is foreign to most geotechnical engineers. Point clouds have long been the realm of surveyors, but to fully adopt their use in geomechanics requires retraining, upskilling, and devotion by the individuals and the company. Sites are already stretched, so often there are insufficient resources to be applied to bringing the new technology into use. The solution to this hurdle is to partner with subject matter experts to achieve the desired high-quality outcomes without the commitment of time by geotechnical personnel. This paper presents a new solution of fully automated raw LiDAR point cloud data processing that not only enables geotechnical engineers to avoid having to learn unrelated skills by allowing for deformation monitoring without associated training or expertise, but it also provides instant reporting results as well as a sophisticated database with features otherwise not available. All data processing time and effort is completely replaced by an automated process which at the same time opens up the opportunity to monitor many more excavation volumes at a higher frequency than is possible with conventional tools and methodology.

In the dynamic realm of mining health and safety, addressing psychosocial hazards is crucial. Legislative requirements now demand employers navigate this complex terrain, but uncertainty often clouds effective management. The resource industry’s skills in managing physical hazards are showcased in their adaptability in this case study. Integrating the Critical Risk Management framework with organisational psychology, a mining company achieved a transformative breakthrough. They identified and assessed psychosocial hazards and established a sustained and risk based approach to managing these hazards within the workplace. This innovative approach encompasses strategic steps. Key learning from the case study was: - Beyond Bow-tie Analysis: Discover why a linear risk analysis tool, like Bow-tie Analysis, falls short in capturing the dynamic and interdependent nature of psychosocial hazards. - Psychological Safety Power: Learn why psychological safety is vital for gathering accurate data and ensuring control effectiveness. - Dive into how it creates a data-driven foundation for success. - Broadening the Brush: Explore the impact of preloading Broad Brush Risk Assessments, an educational and dynamic hazard-identification tool. Control Mastery: Gain insights into how the Critical Risk Management framework ensures ongoing control monitoring and effectiveness for psychosocial hazards. While this implementation’s outcomes are still in their early phases, promising key indicators such as absenteeism, turnover and cultural engagement have emerged. Increasing attention is being focused by regulators and industry on the residual environmental liabilities associated with mining projects following site relinquishment (termed surrender in Queensland). Even sites that have been rehabilitated to a high standard and to the satisfaction of the regulator are not completely risk free and may require some degree of ongoing management. As well as ongoing monitoring and maintenance costs, considerations should include how costs associated with potential risk event occurrence can be quantified and, if considered material, how provisioning should be undertaken to minimise the risk to the state and to taxpayers. In Queensland for example, once a resource site is fully rehabilitated and meets its environmental authority conditions or rehabilitation completion criteria, the tenure and environmental authority can be surrendered. During the surrender process any ‘residual risks’ resulting from the use of the site for the resource activity must be considered, and, if requested, a payment given to the government to cover any ongoing management and risk costs. Accent Environmental, in conjunction with Lane Associates, was engaged by the Queensland Government as part of the government’s financial assurance framework reforms to develop an innovative, ‘one-size fits most’ Residual Risk Calculator for the Queensland resources industry. The calculator is an Excel-based tool that uses detailed user inputs to estimate post-surrender management requirements and liability at resource sites. If residual environmental risks associated with rehabilitated mine sites can be identified, quantified and managed through pragmatic regulatory tools and effective provisioning, site relinquishment/surrender can be achieved without compromising environmental and social outcomes or exposing the state to unreasonable financial risk. The effective management of residual risk can also help facilitate operations as well as relinquishment/surrender of sites where a ‘walkaway’ solution may not be otherwise technically feasible.

For more than four decades, rehabilitated lands in the Bowen Basin have been planted with buffel grass (Cenchrus Ciliaris), which is often used to provide rapid, stabilising and erosion reducing cover to reshaped landforms (Erskine and Fletcher, 2013; Harwood, Hacker and Mott, 1999; Grigg, Shelton and Mullen, 2000; Naidu et al, 1997). Historically introduced to Central Queensland and encouraged by pastoralists in the early 1900s (Humphreys, 1967), the species has been extensively used by mine managers in seeding mixes (Coaldrake and Russell, 1970; Edye, 1975), and the invasive nature of the grass has led to the monodominance in rehabilitated areas of semi-arid Central Queensland. With 40 open cut coalmines in Central Queensland (Department of Natural Resources and Mines, 2015), a considerable amount of land is either disturbed mine footprint (156 200 ha) or rehabilitated (29 200 ha) (Dale, 2015), and the bulk of rehabilitation consists of relatively young (<30-year-old) developing ecosystems, with demonstrated biomass fuel loads up to 20 t/ha (Grigg, Shelton and Mullen, 2000).Uncontrolled fire poses a significant risk to rehabilitated landforms that are located in close proximity to mining infrastructure, neighbouring communities, open pits with exposed flammable coal seams and flammable stockpiled coal resource. Mine lease holders in Queensland have the added responsibility of managing and protecting any endangered regional ecosystem communities, and flora and fauna listed federally under the Environment Protection Biodiversity and Conservation Act 1999 or the State Vegetation Management Act 1999; as well as, any culturally significant sites such as scar trees or middens that are found on-site. Additionally, uncontrolled fire in rehabilitated landscapes poses a significant risk to mine site closure goals, with the potential to create altered states and stalled ecological trajectories (Grant, 2006). The SRS-1200 concept came about following the recommendations from the Board of Inquiry into the 1994 Moura No 2 mine disaster with the aim of having a system to remove personnel from an unsafe environment underground via a shaft where no other means of escape is possible. It is a mobile rescue unit that utilises a winding system to operate a man cage. It can descend the cage up to 1200 m into a vertical shaft. This operation is managed from the winder control compartment located on the non-driver side at the rear of the vehicle.

Zinc-Lead-Silver (Zn-Pb-Ag) mineralisation at the George Fisher Mine occurs in multiple structurally-disrupted stratiform orebodies hosted within a mid-Proterozoic sequence of calcareous siltstones and variably pyritic shales (e.g. Valenta, 1994; Chapman, 2004). The geological model for the mine has been constructed based on a large number of stratigraphic domains which have been defined using recognised patterns of the constituent rocktypes, aided by recognition and mapping of K-rich tuff marker beds (TMBs). The continuity of these domains has been affected by the presence of several sets of faults which are extensional in the plane of stratigraphy, leading to the common occurrence of fault-related stratigraphic gaps in drillholes. Recent improvements to the detail of the geological model have led to significant improvements in the head grade of ore at George Fisher, with relatively small loss of metal. Recognition and accurate logging of these domains requires a high level of knowledge and expertise amongst mine geologists. In order to aid this process, the George Fisher mine installed a Minalyzer CS (core scanner) on site, with the aim of using high resolution X-ray fluorescence (XRF) geochemical data and core photography to increase the speed, accuracy and consistency of the site geological logging system. This contribution describes some preliminary results from a research project aimed at using the Minalyzer CS XRF data to perform high-resolution rocktype identification and domain boundary mapping in drillcore at George Fisher. The existence of metalliferous mineral deposits on the deep-sea floor has been known since manganese nodules were discovered in the Arctic Kara Sea in 1868. Modern exploration to define commercially viable base and precious metal deposits began in the 1970s and gained further momentum in the last decade. High grade deposits have been delineated but investors remain cautious, many considering deep sea mining projects to be riskier than terrestrial projects. This paper compares opportunities and risks presented by terrestrial mining projects with those presented by deep sea mineral deposits (Table 1). The Solwara 1 volcanic-hosted massive Cu-Au-Ag sulphide deposit, the Atlantis II Deeps sedimentary base metal sulphide deposit, and the Mn-Ni-Cu-Co nodule deposits of the north-eastern Pacific Ocean are used as examples. These are advanced deep-sea projects with published Mineral Resource estimates, on the cusp of development. Off-shore diamond mines in Namibia are also considered. These examples provide a basis for comparing exploration and geological uncertainty, the technical risks of proposed mining systems, and the potential environmental and social impacts. The West Australian Government hold an annual ‘Mines Safety Roadshow’ around the State’s regions and the capital city, Perth. Each year presenters provide an update on legislation and safetyrelated themes. A recurring theme is the mining industry fatality rate. Professor Michael Quinlan’s ‘Ten Pathways to Death and Disaster’ (Quinlan, 2014) has been referenced regularly to assist in structuring workshops and conversations concerning fatality prevention in the mining industry. The ‘Ten Pathways’ are the outcome of an analysis of fatal injuries in the mining industry, which identified a series of common themes to the fatalities: Pathway 1: Design, engineering, technical and maintenance flaws. Pathway 2: Prior warnings or causes for alarm ignored. Pathway 3: Failures in risk assessment. Pathway 4: Failures in management systems and hazard management plans. Pathway 5: Failures in auditing. Pathway 6: Economic pressures compromising safety. Pathway 7: Failures in regulatory oversight and inspection. Pathway 8: Worker and others expressing concern prior to the incident. Pathway 9: Poor management – worker communication and trust. Pathway 10: Emergency and rescue resources and procedures. To determine a fatality risk profile we asked participants at the Mines Safety Roadshows to indicate their perception of their employer’s performance in each of the Ten Pathways. We administered the questionnaire at the Mines Safety Roadshows in 2017, 2018, 2019 and 2023. In this paper, we report on the results of the questionnaires, and suggest how organisations can improve their fatality risk score.

In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. Commonwealth of Australia (2016) defines rehabilitation as comprising “the design and construction of landforms as well as the establishment of sustainable ecosystems or alternative vegetation, depending upon the desired post-operational land use”. For open cut coal mines in Queensland and New South Wales, the question of how to apply this intent to pits at mine closure is repeated for hundreds of individual pits. In EISs, closure plans and public discussion, assorted treatments are proposed to rehabilitate pits. While some aspects of final voids have been intensively studied, there is little guidance on how to choose a final void treatment option that delivers the optimal outcome against rehabilitation goals. For example, in the Bowen Basin and Hunter Valley commonly proposed rehabilitation actions include reducing the angles of pit walls; however, with few voids successfully rehabilitated to date there is limited understanding of what different wall slopes will achieve.CITATION:Henderson, S and Hocking, A, 2018.
