The recent (2005) amendments to the Resource Management Act 1991 have made it clear that there is no obligation on an applicant to consult. However the importance and value in consulting with the community, particularly before commencing a major project, cannot be understated.   This paper looks at the provisions of the Resource Management Act as they relate to consultation and public participation in the process, and will discuss the benefits of consultation both before an application is filed and following the filing of the application. Engaging with the local community can help shape a project to better fit the community, engender support and address opposition. In short, taking the extra step to what is legally required, can help smooth what is potentially a bumpy road. Examples in practice of the value of consultation are given.

The recent renewal of interest in hydrometallurgical routes for copper production has been brought about by the possible future reliance on mixed ores and lower grade deposits, environmental aspects, and energy considerations.A number of hydrometallurgical processes for the recovery of copper have recently been proposed. Flowsheets are developed for two processes which incorporate several treatment methods being experimentally studied in Australia.In the first process a cupric chloride leach is followed by electrowinning whilst the second is based on the formation of cuprous ions, stabuized by acetonitrile and subsequent disproportionation to cupric ions and metallic copper. For the purpose of comparison, flowsheets were also developed for the Arbiter and Cymet processes.Process economics are estimated for the four processes and the results are discussed in relation to competitive pyrometallurgy. None of the four hydrometallurgical processes, with possible exception of the Cymet process, appears to be competitive with established large scale and newly developed pyrometallurgical processes for chalcopyrite.However, because the economics of the individual hydrometallurgical processes depend strongly on specific conditions, a "tailored" process may be competitive with pyrometallurgy in particular circumstances.

The principal source of funding the working capital requirements of gold miners has traditionally been equity. However in the 1980s, with a substantial increase in activity in the exploration for, and the production of, gold the traditional sources of equity finance became no longer sufficient to meet demand. With the often high cost of raising equity, the need for developing alternative financing structures became critical, especially since the stockmarket crash of 1987 which at least until recently, adversely affected the amount of equity capital available for investment in mining.

GENERALThe lode, for purposes of description, may be said to be divided into two portions which are usually referred to as the Southern and Northern Orebodies.The southern ore-body is the larger and in places attains a width of 200 feet. The northern ore-body is, generally speaking, comparatively narrow. These ore-bodies have a northerly pitch of approximately 45' and a westerly dip of 60. In the southern ore-body a grid of ore chutes is provided at 31 ft. 8 in. (5 square set) intervals and this necessitates an elaborate arrangement of cross-cuts, portion of which have to be driven through the foot-wall. Crushed country rock adjacent to the foot-wall makes it necessary for drives to be placed at least 60 feet from the lode.In the northern ore-body the ore chutes are arranged along a longitudinal drive, thus making a much simpler layout. These layouts were described in detail by A. R. West (Proceedings A.I.M.M. No. 117). In opening up a new level from the shaft plat, a heading is extended in a westerly direction until a point approximately 60 feet from the footwall of the lode is reached.At this point the direction of the cross-cut is altered to a bearing approximately 90 to the general strike of the ore-body, and the cross-cut continued until the hanging-wall is intersected. From the information obtained together with that from diamond drilling, the outline of the ore-body is plotted as closely as possible, and this serves as a basis for the layout of the level. Drives south and north from the main cross-cut are made in order to determine the southern and northern extremity of the southern ore-body. Coastal acid sulfate soils (ASS) are wetland soils and unconsolidated sediments that contain iron sulfides which, when exposed to atmospheric oxygen in the presence of water, form sulfuric acid. ASS form in protected low energy environments such as barrier estuaries and coastal lakes and commonly occur in low lying coastal lands as Holocene marine muds and sands. When disturbed, the iron sulfides in these soils can oxidise and produce large volumes of sulfuric acid (essentially similar chemistry to acid rock drainage with mines) resulting in the subsequent release of toxic levels of iron, aluminium, manganese and possibly heavy metals. This results in detrimental effects on aquatic biota, plants, animals and steel/concrete structures and on human health in the surrounding environment. There are an estimated 2.3 million ha of ASS located along 6500 km of the Queensland coastline. In contrast to many mineral sulfides encountered in the mining industry, the pyrite crystals in ASS can be as small as 2 mm and commonly occur as framboids with extremely large surface area per unit mass, substantially increasing their reactivity if exposed to air (oxidation). Highly reactive iron monosulfides can also occur, particularly in drains and shallow lakes. Many coastal areas, where some 80 per cent of the population of Queensland reside, are coming under pressure for agricultural and urban development. Construction of canal estates, marinas, housing/industrial estates, roads, golf courses, aquaculture ponds, sand/gravel extraction and drainage for sugar cane can disturb ASS and release sulfuric acid, which may then drain into adjacent waterways with heavy rain. As development continues to encroach on coastal lowlands, the identification, quantification and management of ASS must be addressed as part of a commitment to the principles of Ecologically Sustainable Development (ESD). ASS can be successfully managed by adopting best practices and following guidelines, but government, community and industry must collaborate to raise awareness, avoid æhot spotsÆ and develop more cost-effective solutions. Scientists led the education and public awareness program showing infrastructure and environmental damages arising from ASS in Queensland. Using results from mapping and research, they convinced policy makers, industry and polititians to accept the need for legislation founded on good science. The resulting æState Planning Policy 2/02: Planning and Managing Development Involving Acid Sulfate SoilsÆ identifies the StateÆs interest in acid sulfate soils. The Queensland Government considers that development involving acid sulfate soils in low-lying coastal areas should be planned and managed to avoid potential adverse effects on the natural and built environment (including infrastructure) and human health. SPP 2/02 states where the policy applies and when a development application will trigger the policy. It can also be used to assist local governments in preparing their planning schemes under the æIntegrated Planning Act 1997Æ. The SPP 2/02 comes with a æState Planning Policy 2/02 GuidelineÆ to provide advice and technical information on interpreting and implementing the SPP 2/02. This guideline has legal status in assisting in the interpretation of SPP 2/02. Those seeking more detailed technical information can now also access the æSoil Management GuidelinesÆ and ASS æSampling GuidelineÆ, available from the Department of Natural Resources and Mines website. The distribution of tin and iron between slag and metal phases at about 1150°C was studied in pot scale experiments. The distribution coefficient k = (Sn/Fe) In metal X (Fe/Sn) in slag was found to vary from about 300 for metal corresponding to nearly pure tin, to about 100 for metal of about miscibility gap composition (17' 4 per cent Fe). Results conformed reasonably well to a straight line relationship between log k and (l-2NFe), as expected on theoretical grounds, and are consistent with thermodynamic data for the Fe-Sn phase diagram and the reaction Fe + SnO = FeO + Sn.Calculations are presented indicating the feasibility of smelting low-grade tin concentrates in a two-stage counter-current reduction process.

South Africa has joined the league of other major Western World countries by officially adopting its own code for public reporting of Mineral Resources and Mineral Reserves. The recently published South African Code for Reporting of Mineral Resources and Mineral Reserves (SAMREC Code or Code) (SAIMM 2000) is presented here in its local and global context. The main aspects of the Code are listed and elaborated upon. The Code has been written with the participation of the major South African stakeholders in the field including Government institutions, the legal confraternity and the mining industry. Relevant foreign organisations, such as the Australasian Joint Ore Reserves Committee (JORC) and the United Nations contributed to its compilation, and supported it. The Code thus enjoys endorsement both locally and, to a large extent, overseas. The Code is modelled on, and is 90 per cent compliant with, the Australasian Code for Reporting of Mineral Resources and Ore Reserves (JORC Code) (AusIMM, 1999). The paper also elaborates on the duties and responsibilities of Competent Persons signing off resource and reserve reports and on the new listing requirements of the Johannesburg Securities Exchange (JSE), formerly the Johannesburg Stock Exchange, which has officially adopted the Code.

The focus in the iron ore industry has shifted from increasing production volumes with less regard for cost, to efficient production of quality tonnes. BHP Billiton iron ore geoscience and exploration has embedded infrared spectroscopic sensing of drill hole samples to help meet this challenge.Infrared spectroscopy is delivering mineral predictions that are used for (automated) geology logging and modelling. The spectra are processed together with other available data sets to predict geometallurgical and geotechnical variables that include lump per cent and uniaxial compressive strength.Trials are ongoing to test the benefit of infrared spectroscopy during mining, including the analysis of grade control samples and remote sensing of mine faces. Results show great benefits in the fields of short-term geology modelling, better understanding of material (handling) properties, identification of geotechnical risk areas and high resolution ore-waste delineation.These trials are bringing BHP Billiton iron ore closer to its ultimate goal of having infrared spectroscopic data collected across the mining value chain. Once such data are available everywhere, regression models can be trained at one point (eg iron grade model trained on exploration samples) and be applied elsewhere (eg iron grade predicted on mine faces). Such predictive analytics will enable not only high precision mining, but also provide maximum time to tailor plant design to the ore in the ground, based on learnings from ores processed in other plants. And the compulsory purchase of land and the minerals beneath it by the State or a body approved by the State (Fitzgerald, 1952) was a principle well established and enforced in practice over a hundred years ago, when such powers became a practical necessity during the period of railway building in Britain and elsewhere:The acquisition of mineral properties which stand in the way of public construction projects still goes on. But in recent years nationalization is being increasingly undertaken as part of the planned use of national resources, for the closer regulation of economic activities, or merely, so it would seem, as a matter of political expediency or national pride. For instance, the unsevered coal in Britain came under State ownership in 1938 in an attempt to simplify a complex pattern of freehold titles which were impedingplanned mining operations. Later, unsevered minerals became a factor in negotiations arising under various town and country planning acts. The acquisition of the Rio Tinto mines by the Spanish Government implies political aspirations. Current trends into mining iron ore have seen an increase in the exploitation of problematic orebodies that would typically be disregarded. These bulk materials cause problems within all facets of the material handling stream, from remains left in train wagons to transfer chute blockages, which can cause costly downtime to mining operations (Roberts, 1998). These problematic bulk materials are referred to as wet and sticky material (WSM) due to the adhesive and cohesive nature they possess. Their characteristics can be computationally expensive to model. With the development of discrete element modelling (DEM), in conjunction with advancement in computational power over the past decade, it is now more feasible to model WSMs into the DEM technique.This research will couple two different contact models that can represent the characteristics of a WSM. These models include the Simplified Johnson-Kendall-Roberts (SJKR) and the Easo liquid bridging contact models. The SJKR contact model is an expanded form of the classic Hertz model. This model includes the tensile forces that are in the contact zone between two bodies when they are separated, which the Hertz model failed to capture (Johnson, Kendall and Roberts, 1971). The Easo liquid bridging contact model accounts for the capillary effects and surface tension that will form between two bodies, such as that of a WSM (Soulié et al, 2006). Both of these models were coupled to give the best representation of a WSM, which was simulated using MoleculeX™ (Chen and Williams, 2017) as the software platform.Additionally, this research also investigated the adhesion of problematic iron ore samples onto impact plates under dynamic conditions. An experimental set-up consisting of an apron feeder and inclined impact plate was utilised, to gain an understanding of the way the material builds-up and the possible modes of failure that could be experienced. This was undertaken for different wall liner materials, wall liner angles and moisture contents of the iron ore samples. From this, a series of DEM calibration simulations were conducted on the experimental set-up and particle size distributions (PSD) of the iron ore samples. During the extensive research which has been conducted in the Metallurgy Department of the University of Melbourne, into the properties of lead and its dilute alloys, the Brinell test has been used for the determination of hardness.The work described herein represents part of an investigation into the influence of various factors on such determinations, particularly when carried out on different qualities of "pure" lead. It is intended to publish the more theoretical and controversial aspects of this research elsewhere.MATERIALS USED AND THEIR PREPARATION FOR TESTINGThe tests to be reported have been conducted on a specially pure electrolytic lead, and several brands of commercially "pure" lead. The analyses of the samples upon which most of the work has been carried out are given in Table 1.Note: Oxygen was not determined, but from the work of H. W. Worner, in the Rosenhain Memorial Laboratory, it appears probable that it was approximately 0-0003% in all samples.

The paper discusses assay methods generally used when prospecting for gold, and also the applicability of various chemical methods, it describes a new paper chromatographic technique.for making fairly rapid semi-quantitative assays for very fine gold. Testing of the method in field work shows that this simple method could have applications in geologic work, in prospecting and in certain routine mine sampling work. It is not yet a method that can be used to detect anomalies in traces of gold dispersed around an orebody, as is general practice in geochemical prospecting.INTRODUCTIONAccording to the English economist Harrod (1958), "the acute shortage of gold in the world-because currency value has not been adjusted in line with the fall in the goods value of the various currencies-has been a familiar fact for some time now". Harrod calculates that a rise in the price of gold to double its present value is necessary to rectify this condition, and that, if this rise were to take place, increase in production and reduction in private hoarding might well bring annual accretion to world stocks from the presentaverage of about $464 million to a figure close to the $2,000 million that would probably eiiminate these shortages.Any increase in the price of gold is bound to lead to a great increase in prospecting at working mines, in abandoned areas and possibly in untouched country. Prospecting, techniques for base metal orebodies have improved greatly in the last thirty years; but methods available to detect gold occurring without accessory metals have not received the same attention. The Resource Management Act 1991 represented an innovative and unique piece of planning and environmental legislation when it was introduced. Since the Act was passed into law in 1991 it has been subject to nine amendments, many of which were of the ætinkerÆ variety. These amendments recognise that the Act has not been as successful in providing the æone-stop shopÆ for resource users that the Act was hoped to be. The latest and most significant attempt at changing the Act was the Resource Management Amendment Act 2003. The amendments made by the Amendment Act have proved to be largely unsuccessful in achieving any significant changes to the way resources are managed in New Zealand, and have failed to address many of the concerns which drove the original Resource Management Amendment Bill in 1999. The recent decision to discontinue further investment in Project Aqua has once again placed the Act in the spotlight as a significant hand-brake on major projects. This particular event has led to yet another review to be undertaken this year. The review will focus on five key areas:   1.   achieving the right balance of national and local interests; 2.   improving the design and process for local policy formulation; 3.   improving the consent decision making process; 4.   allocation of natural resources (water, air and geothermal); and 5.   supporting measures for building capacity and promoting best practice and implementation at the local authority level.  It is important for the business community and the mining industry in particular to seize the opportunity that this review provides to make sure that any amendments undertaken as a result of the review achieve the aims listed above. The review needs to be considered in light of the current regime for the management of natural resources in New Zealand. In addition to the Resource Management Act 1991, the Crown Minerals Act 1991 and the Building Act 1991, which form the core resource statutes in New Zealand, there have been other developments affecting the regime. Special legislation over and above the Resource Management Act 1991 has been enacted to protect the Hauraki Gulf and special legislation is currently being considered to protect the Waitakere Ranges in Auckland. In the Hauraki District mining is prohibited in some areas and a plan change mechanism is specified as the appropriate tool to use in the event a mineral resource is to be developed in those areas. The current review is a further opportunity to remedy the inadequacies of the Act.

The uptake of zinc, lead, and copper by the flora of the Tui Base Mine area near Te Aroha is described.Vegetation and soil samples were taken from two traverses across the Raukaka Lode. Results. after statistical analysis, indicated that Beilschmiedia tawa was a suitable species for biogeochemical prospecting for lead and that SchefJlera digitata was satisfactory for zinc.The tawa showed a negative anomaly for lead over the vein itself but not over the adjacent dispersion halo. It was concluded that lead concentrations greater than 230 p.p.m. in the wood ash of the tawa and zinc concentrationsgreater than 540 p.p.m. in the leaf ash of S. digitata denoted threshold values for anomalous mineralization in the soil beneath. Although both species contained copper, neither indicated a soil anomaly for this element.

A study was made of the instrumentation and technique of atomic absorption spectroscopy developed by Walsh of the Commonwealth Scientific and Industrial Research Organisation (C.S.I.R.O.), Australia.The method was evaluated for the determination of silver in lead sulphide concentrate. The precision of the procedure developed is equal to that of the uncorrected fire assay method and the accuracy is greater.Brief mention is made of the use of this technique for the determination of silver and other elements in ores and concentrator products.INTRODUCTIONThe fire assay method, although accepted on a world-wide basis as the umpire method for the determination of silver in ores and concentrates, is freely recognized as yielding results which are lower than actual due to unavoidable losses.King (1934) investigated the influence of the cupelshape, size and material on silver losses during cupellation. Using 100 mg silver prills he recorded silver losses ranging between l. and 10 per cent under extreme conditions and averaging approximately 2 percent under conditions which might be considered normal. Guerin (1957) made a detailed study, under carefully controlled conditions in a furnace similar to that described by Esdaile (1952), of the effect of temperature on silver losses during cupellation. There is now a new generation of mobile crushing and screening plant systems available which have been developed based on the motivation of reducing truck haulage. Newly designed mobile crushing and screening plant systems have the advantages of mobility, flexibility, economy and reliable performance, making this system very appealing for small- to medium-sized projects or projects where a number of resources are separated by distance.A brief review of the past history and experience with transportable crushing plants provides an insight into some of the issues with transportable plants in mineral processing. A closer look at a simple model based on exploiting small but high-grade orebodies suggests the concept has merit, however there are many more engineering, logistics, legal, technical and management aspects which have limited the application of such a concept in the resource sector. This paper explores the concept in detail and endeavours to analyse the preferred commodities and scenarios under which the concept could be used and the economic and logistical limitations for iron ore. The paper also looks at the risk assessment criteria to be applied in selecting the type of resource projects where the model could be applied successfully. Other aspects considered in this paper are the project planning requirements, technical and economic feasibility, bankability and operability. With the change in legislation under the Resource Management Act 1991 (RMA), the responsibility for administering the effects of blasting on the environment, has transferred from an essentially central government system to local bodies. This naturally will allow for a variety of compliance levels and control procedures which will depend on the particular local body and rather ad hoc arrangements. It is anticipated that the existing NZ Standard on blast vibration levels will soon be replaced by the Australian Standard. These changes raise the question as to what should be used as suitable compliance levels to prevent damage to structures. The paper will address the measurement, control levels and the appropriateness of current standards in relation to the overall legal framework of the RMA.

The Permian-Triassic Bowen Basin and the Jurassic-Cretaceous Surat Basin evolved in a backarc tectonic setting behind an active convergent plate margin in eastern Gondwana. Several extensional (Early Permian; Eocene) and contractional (mid-Permian; Early Triassic; Middle-Late Triassic; early Late Cretaceous) intraplate deformational events are recognised in the basins. These can be correlated with similar events in the New England Orogen that was being deformed in the Late Permian-Late Triassic as a foreland thrust belt. The intraplate deformations were probably the consequence of plate interactions, including the accretion of terranes, at the ancient active plate margin, remnants of which now occur in New Zealand.

The National Economic Viewpoint? Any substantial project undertaken by private enterprise would normally be subjected to a Discounted Cash Flow analysis of its commercial viability, and would proceed only if the rate of return was judged satisfactory. A 'national viewpoint' analysis attempts to do the same but from the viewpoint of the community as a whole. The objective is to ensure that those projects are undertaken which yield the best return, economic and social, to the nation as a whole.
