The Resource Management Act 1991 (RMA) and the Crown Minerals Act 1991 (CMA) both came into force on 1 October 1991. The purpose behind RMA was to integrate the existing laws dealing with town and country planning, land subdivision, water and soil, minerals and energy resources, coastal management, air pollution and noise control into one omnibus Act. Originally, there was a section in RMA dealing with minerals. However, this section was taken out of RMA and a companion piece of legislation - namely CMA - was passed with RMA.

In presenting this paper may I preface my remarks by recognizing the presence here to-day of the many delegates from the overseas mining communities throughout the world. That is to say - those delegates not representative of Companies resident in Australia. This does not mean that my comments following are directed solely to the Australian exporter - far from it. The Company which I represent is internationally based. The experiences we have had in dealing and negotiating with our good friends the mineral cargo shippers vary very little in any operational area. However for the purposes of this exercise this address is based on some of our experiences within the Australian trade scene with the emphasis on the fact that we believe it has application to all trading areas.

I have chosen this subject in view of the fact that, while there are many and ample opportuuities of getting reliable assays made, there are but few who are in a position to obtain reliable data on the sampling of minerals and metals my long experience at Port Pirie, where, for five years, I had charge of the Refining and Sampling Mill, showed me how important it was that a correct sample should be taken.Weighing; This, to the ordinary layman, seems so simple that no expert knowledge is needed, but in actual practice there are hundreds of pounds to be lost by the lack of knowledge in this department.(1.) There is the matter of weighing in large or small quantities.(2.) The class of weighing machine used.(3.) The accuracy of weights used.We all know that, say, 1000 tons of ore cannot be weighed in one parcel; but the fewer the weighings the less loss to the seller (and usually wishes it weighed in small lots carefully) for it is a well known fact that the most sensitive scales take a certain weight to show distinctly the indication of the balance, or, in other words, what is known as "the pull of the scales." As for instance, 1000 tons weighed in lots of 1 c. each, taking the pull of the scale as being equal to 1 lb., would give a result of 9 tons loss to tbe seller, and as most of the ore sent to Customs works is worth 5. -£20 per ton-this would mean £180 loss to the careful man.

Various steps, and complete sequences, for the recovery of lead and zinc from a mixed sulphide concentrate, high in silica and pyrite, have been tested.Oxidation steps of roasting in air or in a sulphating atmosphere and use of aqueous acidic, ammoniacal, and near neutral oxidation media were compared. Oxidation roasting or use of acidic media appeared most useful. Procedures for dissolution of zinc from calcines using sulphuric and sulphurous acid to avoid silica gelation problems are compared and a direct leaching procedure with sulphuric 'acid at controlled pH shown to be the most useful.Methods for the removal of germanium, nickel, and magnesium from zinc sulphate solutions prior to zinc electrodeposition were tested. The recoveries of zinc from ammoniacal solutions by electrolysis and distillation are compared.The dissolution of lead compounds from the residue of zinc extraction by amine and ammoniacal ammonium sulphate (AAS) solutions Was tested. Lead, sulphide was precipitated in filtera'ble form from AAS solutions. The reduction of lead sulphate to lead sulphide with sulphur was difficult, but possible. The various steps were used to deveiop five complete processing sequences, of which two were shown to be technically feasible and have potential economic viability.

Support design in jointed or blocky rock masses is often approached by the use of either 'rules of thumb', rock mass classification systems such as the Q-system (Barton, Lien and Lunde, 1974) or RMR (Bieniawski, 1973) or conventional wedge analysis. Generally, this requires that a number of key simplifying assumptions are made and the support system is designed to cater for either a mean, most likely, or worst case scenario depending on the risk tolerance. The design block size is often a major uncertainty and often a worst case block size based on excavation span is used. Thompson and Windsor (2007) state that it is inappropriate to base support designs on the excavation size as these size blocks rarely occur if discontinuity trace lengths are considered. Probabilistic keyblock methods can be used to determine the most likely design block sizes. A methodology is presented whereby JBlock software (Estherhuizen, 1996) is used to estimate potential block sizes as part of the support design process. Using information such as the spacing, orientation and length of discontinuities, it is possible to simulate blocks in the walls of an excavation (Esterhuizen and Streuders, 1998). Keyblock analysis methods (Goodman and Shi, 1985) are used to evaluate whether blocks are removable and whether the chosen support will be sufficient to ensure stability. Data from two mines is used to demonstrate how probabilistic keyblock analyses can be used in support design. Discontinuity data was used to generate 10 000 removable blocks and the design block size statistics were determined. For one mine this information was used to scale blocks in a conventional. Unwedge analysis whilst for the other mine, the point estimate method (Harr, 1987) was applied. The choice of appropriate design acceptance criteria in terms of factor of safety and probability of failure is also considered.

Cadmium occurs in the Broken Hill Lode essentially as a camouflaged element, substituting diadochically for zinc in the sphalerite.Analyses of a series of zinc concentrate flotation products, prepared from samples of ore taken at intervals throughout the developed lengths of the several orebodies forming the lode, have revealed a pattern in the distribution of cadmium relative to zinc. This pattern appears to reflect the temperature and order of deposition of the several orebodies, and the direction of movement of the mineralizing solutions.INTRODUCTIONThis investigation into the distribution of cadmium in the several orebodies of the Broken Hill lode was undertaken by the Mineragraphic Section. of C.S.I.R.O. in conjunction with the Broken Hill Geological Research Committee, as part of a study of Broken Hill mineralization.It arose from the examination of cadmium and zinc assays supplied by Mr. T. A. Read, Chief Metallurgist of the Broken Hill South Ltd.; of experimental zinc concentrates prepared from localized samples of the No, 2 and No. 3 orebodies in the Broken Hill South Mine. These assays suggested that the two orebodies were characterized by distinctive ZnjCd ratios.In view of the possible sigmficanc'e of such a difference, comparable data were sought from each of the other mines. The necessary samples of ore were collected by the geological staffs of the several mines. The preparation of separate zinc concentrates and lead concentrates from these samples, and their assaying, was conducted by Mr. Evan Hardy, for the North Broken Hill Mine, and its assodated leases, and by Mr. D., Swan, under the direction of Dr. J. Stope back conditions in the cut-and-fill stopes at New Broken Hill Consolidated Limited often deteriorate to such an extent that, because conventional rockbolts are not able to maintain safe working conditions, square-set timber is installed. An attempt to eliminate this costly procedure has involved the use of long grouted rockbolts using high tensile prestressing wire. These bolts were developed in conjunction with the prestressing engineers of BBR (Aust.). This form of support has improved the back conditions, maintained safe working conditions, and delayed the introduction of timber in a number of stopes.Production from these stopes has been maintained at its previous level (at a rate approximately double that of a comparable timber stope).

The recent boom in the mining industry has lead to some unique challenges in successfully operating processing plants. With high turn-over rates of both operators and technical staff, and many experienced personnel leaving regional sites for city based jobs there is often an onsite knowledge vacuum and this in turn puts pressure on both site training departments and senior metallurgists to provide the relevant skills to the continuous stream of new staff. Frequently both operators and new metallurgists are instructed on a æhow-toÆ basis rather than giving them the understanding as to why tasks are performed and decisions are made. This paper has been written with the plant operator and metallurgist in mind and aims to provide suitable material to be incorporated into a site training manual. Topics have been broadly divided into the following categories: factors that operational staff can control; including pulp density, air addition rate, froth depth, particle size and reagent type and use; factors that operational staff cannot control; providing general information on bubble size, froth stability, pulp chemistry and the mechanical effects of the rotor/stator system; and process improvements. Each topic is discussed with a view to clarifying the key process variables that need to be understood and optimised in an industrial operating plant.

In the latter half of 1973 a contract was given to Roberts-Holland Joint Venture for the stripping of the southern exhaust airway.The contract was carried out efficiently and relatively cheaply. It was completed 2 months ahead of schedule.The sinking stage and in particular the drilling jumbo proved to be a success and helped produce an above schedule stripping rate.No major problems were encountered with ground conditions or ventilation. A survey of the shaft showed the diameter to be within the set limits of 5·49 m ± 0·15 m.

The conclusions reached by den Tex after a study of the fabric of some rocks from Broken Hill have been used to support the epigenetic hypothesis for the origin of the ore, first by Edwards (1959, p. 70) and then by Stillwell (1962, p. 131) in his criticism of Segnit's (1961) views. Den Tex claimed that the petrofabric study provided "independent evidence that the ore, at least in its present form, post-dates all events of a diastrophic nature in the area concerned".Repetition of this claim by Edwards and by Stillwell and the lack of any criticism of den Tex's work for more than three years implies its general acceptance by geologists in Australia. Therefore it appears necessary to examine parts of den Tex's paper in detail to show that his, conclusions are unwarranted. The major weaknesses in his study are that1. the petrofabric study was inadequate to warrant any major conclusions, and2. the petrofabric data allow alternative conclusions.Den Tex made a single visit to the field, collected six carefully selected specimens and presented quartz and· biotitepetrofabric diagrams for two specimens, quartz-diagrams alone for three more and included three diagrams of the orientation of c-axes and fractures in one specimen. It is not reasonable to come to firm conclusions about the origin of such a complex area as Broken Hill on such inadequate data, despite den Tex's claim (p. 87, lines 22 and 23) that "a thorough investigation of the quartz-fabric of the wall rock was undertaken".Den Tex's interpretation of each diagram is open to criticism, and alternative (and to my mind, preferable) interpretations may be made. In presenting this address I am conscious of the honour that has been paid me in my election to this important office, and I am very aware that I follow, in the position of President, many distinguished men who have led the Institute over the 70 years since its inauguration in Broken Hill in 1893.It is perhaps appropriate tonight that I intend to talk about a metal which recalls the birth-place of the Institute, and is also one with which I have had a direct association throughout the whole of my working career. This metal is Silver.Silver is associated traditionally in everyone's mind with money and silverware, and has always been prized for its natural beauty and elegance. It is today one of the few metals in which world consumption has outstripped production, and the events which have occurred to bring about this situation make an interesting story.In telling this story, I propose firstly to indicate our development as a silver producing country, give an historical review of the metal, trace its use as currency and the factors influencing its price, and then say something of the old and new uses of silver. At the inception of the gold-mining industry at Kalgoorlie the small supply of firewood required for steaming purposes was naturally all drawn from the limited local areas, which promised soon to become denuded. With the advent of the railway toKalgoorlie came the ever increasing machinery and steam power, and the accompanying demand for firewood so increased that the fuel contractors began their operations, by following the timber belts along the Yilgarn railway line, and graduallygetting further westward, until at present we find them as far as Woolgangie, 63 miles from Kalgoorlie, and with the regular railway rates, I0. per ton per mile, this maybe considered the limit of payable timber at current rates. Although in the early days the reserve of timber along the railway line must have appeared as incalculable and inexhaustible as that of coal did in Europe a couple of centurys ago, the day is now near us when even this source will fail to meet the demands made upon it, for, although a good two years' supply is available or the areas under the axe, yet it is time to look ahead and find from whence the future supplies are to be drawn. Along the railways we find the zone of felling operations limited for want ofcommunication, and only such portions of the forests as are within six or seven miles of the railway come under the axe at present while virgin forests to the rear remain practically unexploited. An investigation on the breakage characteristics of closely sized orc samples at different levels of input energy was carried out to determine an appearance function for possible use in ball mill modelling. A consistent pattern of breakage behaviour was observed and the resultant size distributions could be described by a one-parameter, ('t'), family of curves. For each particle size range tested, this parameter 't' has an exponential relationship with input energy below an upper energy limit. A tentative linear relationship between the input energy at a constant value of 't' and the work-index leads to reconstruction of 'I' - input-energy curves from the work-index values. To normalise the efrect of particle size and input energy, multidimensional cubic spline regression was performed on thc entire range of data. The results indicated that the parameter 't' can be determined, reasonably accurately, as a function of Ln (input energy, kWh/tonne) and Ln (particle size, mm) for input energies between 0.5 and 8.0 kWh/tonne.

The paper is a general review of practice in design of sub-level open stopes in Northern Rhodesian copper mines and gives examples of some interesting developments during the last five or six years. It discusses the effect of hangingwall subsidence and the methods used to combat rock pressure on working areas.INTRODUCTIONAll producing mines on the Northern Rhodesian Copperbelt have large ore reserves and are designed for high rates of production. The three mines (Mufulira, Rhokana Corporation, and Roan Antelope) where sub-level open stoping is used, hoist from 250,000 to over 400,000 short tons of ore a month so that any stoping method used must be adaptable to concentrated' mining. The development of a noise attenuated compressed air driven fan is described. The fan, which employs the jet reaction principle, possesses blade extension pieces which penetrate into an acoustically treated annular chamber. The dominant noise source, namely the air jets, is thereby partially suppressed. In addition, the increased moment arm of the jets leads to an improved propulsion effect which contributes to the improved aerodynamic performance of the unit.A typical measure of the improvement of this type of auxiliary mine ventilation unit is a 4 per cent increase in efficiency and a 10 dB (A) drop in sound level for a fan duty of 0·5 kPa and 1600 litre/s. This degree ofattenuation corresponds to at least halving the loudness level, a subjective noise measure.

This paper briefly describes the shaft, including sinking, steel sets and their installation, shaft equipment and winders.INTRODUCTIONThe New Broken Hill Consolidated Ltd. Service Shaft is a vertical concrete-lined circular shaft, 20 ft. in diameter with -steel sets spaced at 12-ft. centres. The diameter of 20 ft. was established as the minimum that would enable the shaft both to house the proposed hoisting and service equipment and to satisfy ventilation requirements as a downcast airway. The 12-ft. set spacing was based on South African practice in similar types of shafts.The shaft extends from the surface to 28 ft. below No. 22 Level, a total depth of 3,194 ft. Sinking was commenced in September 1946, and equipping completed in January 1955. Initially the shaft was sunk and concrete-lined to a depth of 52 ft., using a stiff-legged crane and clam-shell grab for mucking. Operations were suspended at this depth to allow the installation of the steel sinking head-frame, winders and ancillary equipment.Sinking and concreting were recommenced after four months and continued to a depth of 1,035 ft. 6 in., where the shaft connected with a pilot opening. The concrete lining was poured as sinking progressed and was piped from the surface to this depth, after which all concrete was lowered in buckets and discharged through a distributor suspended in the shaft. A cycle of stripping to the pilot opening and concreting was continued until the shaft reached No. 22 Level. From this level the remaining 28 ft. was sunk full size. All plats were cut and concreted as sinking progressed.

The Zeehan field has yielded over 190 000 tons of lead and 26,000,000 oz of silver. Moh of the production took place between the initial discovery of silver-lead ore in 1882 and 1920, and the greatest part was extracted from fissure lodes in the Proterozoic to (?) lower Cambrian rocks. It is demonstrated that the prosperity of the mines relied upon the silver content, which is apparently highest in these beds, particularly where spilitic rocks are associated with them. In contrast, galena occurring in orebodies emplaced in the Gordon Limestone is low in silver.Most of the workings are relatively shallow due in some cases to enrichment related to erosion surfaces.Fault zones within a complex anticlinal structure exposing the Proterozoic to (?) lower Cambrian formations appear to have been major factors in the control of mineralization.

An oxide ore heap (80,000 ton assaying 2 per cent copper) and a sulphide ore heap (300,000 ton assaying 1·7 per cent copper) are being leached in series in a closed circuit system. The ore is friable and weatherseasily giving severe percolation problems. These were eased by applying liquors at 235 gal/min to trenches 2 ft wide and 6 ft deep along the full length of the heaps.Cementation recovery was improved from 20 per cent to over 80 per cent by regular intermittent agitation of the iron using a back hoe unit.Liquor pH is controlled by acid addition, and iron content is controlled by a bleed-off set according to predictions made from a pH-Eh diagram drawn for the liquor components. These controls, together with acyclic wetting and draining procedure, have raised production from 6 ton/week to 10 tdn/week of 80 per cent copper.

FOR many years past it has been the practice at the Bairnsdale School of Mines to treat any parcels of auriferous concentrates sent in from the surrounding district by roasting them in a handworked reverberatory, and then chlorinating or cyaniding the product. According to Donald CIark, who has done a large amount of work on these ores, the results obtained were fairly satisfactory extractions of over 90 per cent being claimed. With some modifications, the method has been very generally adopted, not only in Gippsland but throughout Victoria. It is, however, difficult to get exact information as to the extractions actually obtained, and unfortunately no records of working results have been kept at the Bairnsdale School of Mines.Having treated several lots of ore by this method during 1907 and 1908 with unsatisfactory results, the writers thought it desirable to make a detailed investigation on some particular ore, both in the laboratory and on a working scale. The ore selectedwas a parcel of low-grade concentrates from Stirling, a small mining field situated about forty miles to the east of Bairnsdale. This ore was chosen chiefly on account of the heavy and inexplicable volatilization loss which took place even on roasting with the greatest care; the loss amounting to between 10 and 15 per cent.
