Some project managers accept unsatisfactory economic evaluation modelling because they are unaware of what constitutes good practice. They tend to leave it to the evaluation specialist or others to decide. The AusIMM has published on its website a draft set of guidelines for technical economic evaluation which will allow these project managers to take control and demand worldÆs best practices.The style of the guidelines is described and the source of a worked spreadsheet example in Excel is given.Economic evaluation in project management is described. A simple test for the acceptance or rejection of evaluation work is offered. The nature of modelling and evaluation in each of the three study phases of concept, prefeasibility and final feasibility are described. Suggestions on the selection of specialists for each phase are given. The three levels of evaluation thinking are described, namely, modelling, valuation and evaluation. Finally the meaning of æfinancial analysisÆ is explained.The conclusion is that æthe role of an economic evaluation specialist is to create models and evaluations for the whole project team to readily understand and use: it is not to create models for his/her own useÆ.CITATION:Card, P, 2012. This paper outlines the evolution of managing high consequence risk scenarios in BHP Coal, with particular focus on managing the stability of an endwall that is adjacent to a public infrastructure corridor running through a Central Queensland coalmine. BHP Coal developed a Geotechnical Consequence Register after industry failures identified shortcomings in traditional risk assessment practices. Traditional risk assessments consider the consequence and likelihood of a geotechnical event occurring under normal operational conditions. As such, the risk rating for a high consequence, low likelihood failure may fall within the acceptable range, even where a lack of meaningful geological data exists due to the area being off lease or outside of mining reserves. The Geotechnical Consequence Register lists all geotechnical failure scenarios of high consequence, identifies if current controls are adequate, and highlights if specific Geotechnical Management Plans are required. This case study reviews a failure scenario that was identified through the geotechnical consequence register. The scenario had previously been considered low likelihood and subsequently driving a low risk; however, the likelihood ranking was impacted by a lack of geological data outside of the mining lease and predominately informed by an acceptable historical slope behaviour. Additional exploration identified previously unmapped faulting which increased the risk rating. The requirement to develop a specific management plan resulted in an increase in the required factor of safety, design changes, the implementation of additional monitoring and a corresponding monitoring Trigger Action Response Plans (TARP). In the case study area, the initiation of a geotechnical instability was identified early through the increased monitoring program. The instability was successfully managed and any impact to the infrastructure corridor off lease was prevented. BHP Coal has used the Geotechnical Consequence Register for several years to identify and assess high consequence geotechnical failure scenarios. In some areas this has justified additional exploration, more stringent design acceptance criteria and an increased level of geotechnical monitoring. The process has been successful in ensuring that geotechnical risk is controlled in areas that often receive less attention than active production areas.

"The Efemçukuru underground mine in western Turkey is an intermediate sulfidation, epithermal gold deposit. The bulk of the mineral resources and all of the mineral reserves lie within the Kestanebeleni (KB) vein system. This system comprises four spatially-distinct mineralised zones: the south ore shoot (SOS), the middle ore shoot (MOS), the north ore shoot (NOS) and the KB north-west ore shoot. Production currently occurs only in the SOS, MOS and NOS zones. The gold mineralisation is very fine grained and occurs as free grains in quartz and carbonate, and as inclusions in sulfide minerals. Gold is recovered as part of a sulfide concentrate by flotation methods. Though hosted in the KB vein, the gold mineralisation is not evenly distributed within the veins. Definition of its occurrence is totally dependent on diamond drilling.Diamond drilling at Efemçukuru is done with its own equipment and staff, all managed by the mine geology group. The process over the mine’s six year production history incorporates continual improvement with an innovative approach by focusing on the following: drill team organisation career development and training product research and effective equipment management cost reduction planning and scheduling of development for drill stations.Over 40 000 metres of mostly BQ size core are drilled annually by three drill rigs at a cost approaching US$35/m.The planning and execution of the drilling pattern depends on the configuration of the ore shoot and the planned mining method. Ore extraction is mainly by drift and fill mining augmented by about 15 per cent longhole stoping. The drilling of a specific area is scheduled to be finished 3 to 8 months prior to mining. Achieving occupational health and environmental noise objectives is a major consideration in the planning or operational phase of resource development and industrial projects to meet the needs of the workforce and community and comply with legislative requirements. For material handling systems, ventilation plants, mobile equipment, process plants and fixed infrastructure, noise emissions need to be considered at the design phase. The preferred approach is to provide noise emission technical specifications, but in many cases this is not stipulated. An occupational noise requirement, such as ‘not to exceed 85 dBA at 1 m’, is often provided, but this will not achieve the required occupational or environmental noise objectives and may cause overly stringent requirements when they may not be needed. It should be noted that when developing the technical specification, measuring compliance needs to be taken into account as, in some cases, measuring may be very difficult or even not possible.This paper will discuss the requirements for providing an effective noise specification that ensures the environmental and occupational noise objectives are able to be achieved and that, once installed, compliance can be measured. It discusses planning such as when to set the objective, correlating the appropriate objectives for the environmental and occupational noise requirements, allowing for measurement tolerance, providing a suitable criteria and data format for the suppliers to respond to and methodology to measure compliance. Different phases of a project require different approaches to planning for noise management and these will be discussed in the paper. A common problem in the mining industry is that company exploration groups operate in relative isolation to the rest of the company; resulting in poor knowledge transfer (Qureshi and Briggs, 2006) and often priority conflicts with mine geology, operations and project departments. In recognition of this problem, Newcrest created a Minerals Division responsible for stewardship and governance of mineral assets across the value chain from reconnaissance to rehabilitation. It was recognised at an early stage that effective collaboration both internally and externally would be required to improve decision making, deliver faster cycle times and improve governance.Collaboration in companies is generally associated with the introduction of new IT functions. However, modern IT-based collaboration systems and practices are relatively simplistic compared to the long-standing practices associated with collaboration and knowledge management in science and engineering disciplines such as geology and mining.The authors of this paper have started a trial of a 12-point plan for effective collaboration, which recognises that significant efficiencies can be gained and barriers to future success removed if more effective collaboration can be achieved between science and engineering divisions in a company along with external professionals and with the collective intelligence (Tapscott and Williams, 2006) of the outside world. To meet growth aspirations some companies, like Newcrest Mining Ltd, are adopting this comprehensive, step change approach by moving from a closed model the isolates mine geologists to an open and collaborative model that uses IT visualisation systems strategically. The paper describes how an open model provides people with the right work environment and the right information at the right time, which will help individuals and workgroups to work more collaboratively day-to-day. The aim is to achieve speed, focus and mitigate risk through an environment where everyone and anyone can contribute effectively (Cisco, 2008).

The theory of sampling has progressed slowly over the last century. The concepts of correct sampling were known to mining engineers such as D W Brunton in the 19th century. It was recognised early in the 20th century that the Poisson distribution of particles carrying the target analyte was the key to the uncertainties between samples of a given mass. However, no efforts were made until the 1980s to determine the entire sampling distribution as a function of sample mass. The variance of sampling was made clear by Gy and others, but none attempted to determine the entire sample assay density function until J H Venter in South Africa applied the method of characteristic functions to the problem.Venter applied the method to a specific case of very low analyte concentrations in samples of very fine particle size where his assumption of constant sample mass was justified. When his general methodology is applied to the more general problem, it can be shown that the assumption of constant sample mass is no longer justified and leads to some anomalous results for sampling variance. Venter’s method can be expanded to allow for a statistically variable sample mass and to take into account the size distribution of particles that carry no analyte.This paper presents the basis of Venter’s work and shows how the approach can be easily modified to yield results for the variance that are consistent, for example, with the work of Gy. It is also demonstrated that the entire sampling distribution can be determined without undue computational burden when sufficient information on the material heterogeneity has been collected.CITATION:Lyman, G J, 2014. "Predicting how coal seams will be beneficiated through the coal handling processing plant (CHPP) has long been challenging within BHP Coal. Various coal seams from different areas are mined and stockpiled separately, often depending upon a deleterious coal quality parameter; high/low trace elements for example. These stockpiles are then fed in different ratios into the CHPP to produce the desired product/s. In understanding the washability characteristics of the feed source, mine geologists and process engineers work together to improve the beneficiation of different coal materials through the CHPP.For the majority of the BHP Coal deposits, the washability data is available for the coal seams across the deposits. However, no previous standardised modelling and prediction technique existed that could ensure the correct information was available for forecasting and refining CHPP processes. This paper will discuss the steps undertaken to implement a geometallurgical prediction tool that simplified and streamlined the washability modelling and yield estimation process. The value realised to the BHP Coal assets resulting from this process was: improved compliance to plan increased throughput increased CHPP recovery through improved efficiencies and increased revenues.CITATION:Handley, P J, 2017. A study was undertaken using various methodologies to determine the optimum loading and hauling configuration for different haul routes at Callide Mine, a coal mine located in central Queensland. The study involved development of an effective flat haul model that was used to estimate production rates in truck and shovel circuits that employ two excavators of differing capacities then Queuing Theory to construct a capacity constraint model for scheduling purposes to assist in truck allocation and finally a cost model to determine the most cost effective fleet configuration.The model was calibrated using haul road design and performance data of trucks and excavators currently in use at the mine. The study examined the effects of cycle time for different truck and excavator fleet configurations on production rate and costs.The study found haulage cost was directly related to cycle time while production rate reduced with cycle time. The study indicates the approach taken in combining a cost model with a capacity constraint model offers a simple and effective method of scheduling an optimum number of trucks in a haulage circuit.CITATION:Campbell, S and Hagan, P, 2012. "An effective geotechnical design provides an accurate and appropriate assessment, balanced with a mining company’s risk profile. Justifying the cost of slope assessment requires an understanding of the input sensitivities, and resultant risk, to achieve a slope of a required functionality. As a project progresses from Scoping to Feasibility, the geotechnical risk becomes better resolved through increased expenditure on drilling, testing, analysis and modelling as long as the input data is appropriately spatially distributed. Providing accurate and appropriate geotechnical assessments in the early stages provides confidence in all following stages, especially where initial analysis indicates difficult geotechnical conditions. It is also in the early stages of project definition that there is most opportunity to maximise the value of the deposit through investigations into optimal mining methods.This paper examines the advantages of geotechnical engineering input through a project study period. Early geotechnical involvement allows the Scoping and Pre-Feasibility Studies to be more effective. Operational risks can then be better understood and dealt within the Feasibility Study phase, also ensuring that the correct risks and management controls are put in place.With commodity price pressure and cost of resource recovery in a downturned industry, reducing the risk to cash flow, resource recovery and safety should be a primary goal for all mining companies. RME has a vision for a new grinding plant operational paradigm made possible by RMEÆs fast, safe Mill Relining System. Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by modifying liner design for maximum life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to see new liners designed for maximum commercial performance. This may mean more frequent mill relines but with liners designed to yield optimum grinding, metallurgical and profitability performance, not maximum life. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. Following the introduction, the first section of this paper provides an update describing recent and significant developments within RMEÆs range of Mill Relining Systems, the enabling technologies which permit more frequent liner exchange without incurring additional downtime imposts. The second section outlines RMEÆs vision of a æliner profile versus profitabilityÆ commercial model, developed either intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

The mining industry needs to attract and recruit young talented people. An important task is, therefore, to create an attractive mining workplace that engages with, and motivates youngsters who are not particularly interested in working in the industry. This paper aims to illustrate a way forward for the mining industry to form healthy and safe workplaces honouring key components such as knowledge, skill, co-operation, continual development and acceptance of diversity. This is a way to create a vision of healthy and safe mining work. The mining industry must work towards zero vision; a future without accidents and hazardous environments. In this paper the authors discuss different aspects of an ‘attractive workplace’ and summarises lessons learnt in 26 statements dealing with safety, both physical and social work environments, and social responsibility. The authors hope these recommendations will provide some guidance for how attractive workplaces should be designed for future deep mining.The paper is based on lessons from two large European projects, a Swedish-Polish project: The Smart Mine of the Future; and a European Union project: Sustainable Intelligent Mining Systems (SIMS). Qualitative risk assessment methods are not well suited to considering complex systems and potential interactions of new technology. As part of supporting tier one mining organisations and international industry groups, the author and colleagues have innovated processes to help provide better solutions to sites/companies considering a move to implementing proximity detection and collision avoidance systems. The process identifies required operating states for the system. By applying a combination of research and team-based analyses, a rigorous identification of credible failure modes which could cause these states to be lost, is identified. Finally, required business inputs, expressed in practical terms are distilled from regulator, industry, organisation and site in a way which clearly addresses the failure modes and so retain the required operating states. These business inputs identify improvements for site arrangements (EMESRT levels 1 to 7) before identifying functional requirements for technological collision avoidance solutions (levels 8 for advisory and 9 for autonomous). The paper presents a case study synthesised from multiple sites analyses and will provide guidance on where to find additional resources to assist in making the best possible transition to better equipment and road network solutions.

The reasons for choosing autogenous grinding for the new Warrego concentrator of Peko Mines N.L. are discussed and the ores to be treated in the concentrator are described. The mill was designed on the basis of pilot tests carried out at Cobar and the performance of the mill has been most satisfactory both in its metallurgical and mechanical aspects. An empirical technique has been developed to predict mill performance for change in feed rate or feed size and a mathematical model of the mill is being developed for simulation and control work. The weight and size distribution of the mill load was determined at one set of operating conditions for use in the mill model.

Mining is the art of disturbing ground. All phases of a mine’s life cycle from exploration to building and operating a mine, through closure, has a physical impact on the earth. There is currently increasing public and stakeholder awareness owing to a wide range of issues including heritage protection, environmental stewardship, and social impacts therefore ground disturbance must be conducted in a way that honours and respects all agreements, regulations, legislation, and social expectations. A comprehensive ground disturbance permitting process has been developed through consultation with major mining companies and Traditional Owner groups. It operates from strategic business planning through to closure and rehabilitation. Adherence to the principles and process of permitting helps to minimise risk by ensuring that mining companies conduct their business in an inclusive, professional, reliable, and consistent manner that stakeholders reasonably expect, and that mining companies can be proud of. Built on a geographical information system, supplemented with a specialist database, this process allows request, review, and approval by subject matter experts, to operate in a common environment that is transparent, facilitates collaboration, improves efficiencies, and reduces the risk of error or omission. The application of new technology can effectively highlight changes that naturally occur in today’s dynamic ESG domain and provides the perfect platform to record actual disturbance against authorised and planned allowances. The social license to operate demands that strong governance of the ground disturbance process, described herein, can be demonstrated to any interested stakeholder, and mining companies recognise that this principle is central to the betterment of the mining industry.

A requisite corollary of mineral sand mining on North Stradbroake Island (Queensland (Qld), Australia) has been the progressive rehabilitation of post-mined lands for the revegetation of native subtropical Eucalypt communities. Since 2005, rigorous environmental monitoring has been undertaken to verify the annual development of post-rehabilitated sites. From these long-term analyses, a chronosequence of land revegetation (ranging from three to 26 years postrehabilitation) was developed to examine the rehabilitation trajectories of various post-mined sites in relation to proximal undisturbed locations. Here, we identified that some sites may be deviating from the intended natural analogues as evidenced by the opportunistic colonisationand otherwise æinvasiveÆ behaviour of a regionally native species (Black Sheoak - Allocasuarina littoralis), which appear to be displacing the intended Eucalypt varieties. In 2015, MMG Limited commenced further action to improve operating margins and establish a blueprint for future growth in the Australian environment. This action was taken in the context of weakening metal prices and high input costs that arose during the Australian minerals boom.MMG was formed in June 2009 following the purchase of the majority of assets of OZ Minerals Limited by China Minmetals Corporation (CMC) through its subsidiary China Minmetals Non-ferrous Metals Co Ltd (CMN).Since formation MMG has been implementing a business model to deliver a standard way of operating. The overarching purpose of the business model is to enable fast integration of acquired assets to realise improved productivity and performance. CMN established MMG as a vehicle to reach their growth targets through further development or acquisition of mineral assets in jurisdictions external to mainland China.The business model is underpinned by the MMG operating model. The operating model defines how MMG is arranged to deliver the company strategy.This paper describes the application of the operating model to the formation of the Australian operations into a single business unit from multiple stand-alone operating sites. The development and impact of the business model on MMG’s performance is also presented.The extension of the operating model to the Australian operations has led to improvement in safety performance, direct costs and productivity. These improvements have been achieved through reducing duplication, simplification of systems and rapid deployment of improvement initiatives.The successful implementation of the operating model to Australian operations strengthens the platform for further growth. On 26 June 2000 a hydraulic fill retaining barricade failed at the Bronzewing mine in Western Australia. The barricade failure resulted in the release of 19 000 m3 of saturated hydraulic fill into the mine, which caused the deaths of three miners. Following this tragic accident, the practices and procedures of mines using hydraulic fills came under intense scrutiny by regulatory bodies and mining companies. At this time, the use of hydraulic fill at NormandyÆs zinc/copper Scuddles mine was suspended and waste rock became the sole backfill material in use underground. By 2003, development of the mine adjacent to Scuddles, Gossan Hill had progressed to a point where a self-supporting fill material was required to enable full recovery of high-grade ore. Cemented hydraulic fill (CHF) was identified as the optimal fill type and work began on designing appropriate management procedures and controls to ensure the safe implementation. This work included definition of the fill properties, plant design and construction, reticulation system design, design of stope barricades and drainage systems and fill placement control and monitoring practices. CHF placement began on 16 July 2004 and has continued to date. Significant operational experience has since been gained in areas including plant performance, fill product quality assurance, barricade construction, stope drainage and in situ performance.

The purpose of this paper is to provide a ælook behindÆ the Coal Mine Health and Safety Act 2002. The more important policy considerations in the development of the Act are described along with a summary of the main provisions of the Act. The Act, together with supporting regulations and other instruments will formalise the use of risk management as a necessary discipline in the systematic management of occupational health and safety. It must be recognised that the purpose of this paper is not to provide a legal interpretation of the legislation nor is it to provide legal advice. Rather, the main purpose is to provide some indication of the underlying intent behind the Act.

With more than 50 000 recorded abandoned mines in Australia, effective management strategies are needed to prioritise and manage health, safety, environmental and socio-economic risks and opportunities. This paper reviews international leading practices for abandoned mine management and identifies key issues that need to be addressed in the Australian context. As well as the academic literature, this review draws on a 2008 global legacy site survey and forum in 2008, a Churchill Fellowship study of abandoned mines and the recently released æStrategic Framework for Management of Abandoned Mines in the Minerals IndustryÆ (MCMPR/MCA, 2010).A conceptual model was developed to identify the relationship between key issues affecting the management of abandoned mines in Australia. The conceptual model is then used in the development of a maturity chart which draws on risk management principles to provide leading practice guidance for abandoned mine managers, jurisdictions and stakeholders. From ancient times to the modern world, the mining industry has played a pivotal role in shaping the society that we live in today. It remains an integral part of everyday life and is a catalyst for both technological and economic growth. With finite resources on Earth, and growing pressures surrounding climate change and the environment, space mining opportunities have become of increasing interest. Recent discoveries have shown celestial bodies including the Moon and surrounding asteroids, contain an abundance of critical minerals, as well as resources necessary to sustain human life. These discoveries coupled with a transition into the digital and autonomous age, offer an innovative solution to solving some of the mining challenges currently being faced on Earth. Similarly, they also offer a pathway to enabling deep space exploration and off Earth exploratory missions. However, like with mining operations on Earth, space remains and immensely challenging and complex operational environment. The inhospitable nature of space poses new challenges, including communication barriers, lunar dust, cosmic radiation, and gravity. The challenges and risks are not just technological, as Environmental, Social, and Governance (ESG) factors must also be considered to prevent unintended consequences and hazards. Furthermore, future workforce, law, financial, and security systems must evolve to enable space mining to take place. These are all known aspects to begin with, but as the complexity of the space grows it becomes apparent that a holistic approach to assess and manage these factors will be required.
