Vatukoula, the Fijian equivalent of gold rock, is the name of the community embracing the gold mines owned and operated by Emperor Gold Mining Company Ltd., Loloma (Fiji) Gold Mines, N.L., and' Dolphin Mines Ltd. It is situated in the Tavua Goldfields approximately five miles from the northern coast of Viti Levu, the largest island of the Colony of Fiji.The climate is sub-tropical, there being a definite wet and dry season. The wet season is somewhat variable in length but usually extends from December to March, during which time most of the rainfall for the year is recorded.Although the average annual rainfall is 71 in., more than twice this amount has been recorded. Precipitation at the rate of 5 in. per hour is not uncommon and 15 in. of rain has been registered in 24 hours. The mining methods adopted, therefore, had to suit these wet conditions.The occurrence of gold in the Tavua area has been known since 1872, but it was not until 1932 that discoveries were made which led to the formation of the present operating companies. In 1934 the Emperor Gold Mining Company Ltd. commenced operations, followed in 1935 by the Loloma (Fiji) Gold Mines, N.L., and later by the Fiji Mines Development Ltd., now known as the Dolphin Mines Ltd. The location of the Inglewood Goldfield is 40 km north-west of Bendigo on the Calder Highway and covers an area of over 1600 hectares. The field was discovered during the 1850s gold rush and over 16 000 people camped on the field. Mining first began in 1859 and since then more than seven tonnes of gold has been removed from four major lines of reef. Most of the gold was won in the period between 1900 and 1940.. Goldquest NL currently has leases over approximately 1550 hectares and through its historical research has identified 142 known reefs.

Central Norseman Gold Corporation was established in 1935 and has been mining on the Norseman field in Western Australia since then. It is Australia’s longest continuously operating gold mining operation at nearly 80 years, although it has had its periodic challenges in the intervening years.Over the last 40 years, a series of open pit mines around the Dundas Goldfield have supplied lower cost mill feed to the Phoenix Mill at Norseman from time to time but this has largely come to an end for the foreseeable future. Now that underground ore sources are once again the principal mill feed, there are several challenges to be met for an ongoing profitable operation.During the last 20 years, there have been three different owners and this has affected the manner in which the operations were managed quite significantly. These differing approaches are contrasted and examined in some detail from both the operational and financial aspects.Planning of a downsized operation to ensure sustainable profitability in the future in a mining environment where there has rarely been more than two to four years of reserves ahead of the mill for planning purposes has been a significant challenge. The extractive industries response to community engagement due to social and political pressures in the 1980s and 1990s was the starting point of development leading to the modern function of corporate social responsibility.Challenged by communities who have greater access to information, demand greater transparency and responsibility of corporate organisations and who possess greater awareness of the communities they participate in, the mining sector faces another step change in how it approaches and integrates corporate social responsibility, transparency and engagement.Mining is seeking reserves of lower grades, in more sensitive environments and in countries with minimal transparency and governance. Not only are the locations changing but so to the stakeholders to engage with and issues to contend with. An increasingly savvy opposition, including not just the ‘green hippies’ but the Gen-Ys interested in the wider sustainability debate and Baby Boomers moving to life style environments, are now questioning mining’s behaviour and encroachment into ‘their space’. Issues including effect on lifestyle amenity, property value, energy efficiency, social provision; concepts such as ‘doing more with less’, participatory engagement, increasing transparency and balancing economic, environment, cultural and social aspects are becoming the norm.The traditional model of supporting local communities, communicating plans and providing employment, community investment and indigenous support programs is not enough. Our industry faces challenges on multiple fronts. It must now be able to address these from a personal/community perspective if it is to remain relevant within communities and play a role in addressing the global sustainability issues.This paper draws on corporate social responsibility trends, integrated functions and implementation approaches through the application of activities within Newmont operations across Asia Pacific.The approach presented works on the philosophy that communities do not necessarily have to like what we do, but should be able to identify and recognise the way in which we involve them in decision making, communicate our intentions and respond to issues.

This paper is concerned with the influence of engineering geology on design of Wall Control Blasts. In the Introduction, the Blast Management Framework and the Blast Design Requirements classification system (previously developed by the author) is drawn upon to set the context. Blasting objective for all wall control blasts involves both profile and damage control. Four classes of approaches for blast design are outlined and briefly discussed. Five distinct wall control blasting techniques are summarised. The general relationship between geology and blast design is explored in the paper. Influence of geology on pre-split and post-split design and blasting direction is highlighted. Wall damage modelling from the closest row of blastholes is also introduced using the Analytical Damage Model (ADM). The relationship of rock properties and explosive selection and in particular the Mach wave generation is introduced to assist blast designer in this regard. Finally a Conceptual Model that relates vibration, damage and rock mass condition has been presented along with some applications that have been undertaken by the developer. Eight conclusions have been formulated based on extensive work in this area and the current study.

Fume events in coalmines are typically associated with wet conditions, soft ground and deep holes. An ACARP research project used laboratory and field testing combined with literature reviews, numerical models and field investigations to characterise the influence of these conditions on the propensity for fume. This paper highlights the results for soft ground and wet conditions and proposes a proactive fume mitigation methodology. A simple numerical model is used to show how fume arises in soft rock that yields more under the loading of high-pressure, water-resistant explosive blends than for ANFO. The blends cool more rapidly after detonation into the lower temperature zone favourable for NO2 production. Low-pressure, high detonation temperature explosives are loaded or charged into soft ground. Water resistance must be considered because soft, faulted and fractured ground can lead to fume from degradation by water flow and non-ideal detonation of product in cracks.A suite of tests were developed to quantify ANFO and emulsion blend performance over time that can be carried out in a mobile laboratory on-site. Index tests such as viscosity measurement and water resistance in beakers are proposed to quantify long-term product performance because small components, such as surfactant, prill impurities and prill fines, contribute to inconsistent product performance. Water ingress experiments and detonation tests aligned with field investigations identified and characterised the role of groundwater in damaging ANFO and causing fume.Fume risk management is achieved using a proposed proactive fume mitigation methodology to characterise influences such as seasonal rain variation, groundwater flow hydrogeology, rock mass strength and structure well ahead of blast design. RME has a vision for a new mill operational paradigm made possible by RMEÆs fast, safe Mill Relining System. This vision can be moved forward into reality at any time with or without guidance from recent development in measurement and predictive modelling tools.Some new liner designs can degrade SAG mill performance because of mill volume loss, ball strike (rotational speed limitations) and other issues often brought about by optimising liners for life and without a backward glance at metallurgical consequences. Freshly relined mills can initially produce as little as 80 per cent of their maximum throughput, that maximum occurring toward the end of the linersÆ wear life. RMEÆs proposition is to design new liners for maximum commercial performance. This may mean more frequent changes of liners but with liners designed to yield optimum grinding, metallurgical and profitability performance. In other words, mill liner profiles and mill relining speed become key operational controls and not simply æmust doÆ maintenance functions. Taken to the extreme, liner profiles may prove capable of ætuningÆ a grinding plant for maximum profitability in any metal price environment. This paper provides an update regarding RMEÆs fast, safe Mill Relining System technologies and outlines RMEÆs vision of a æliner profile versus profitabilityÆ model as a function of metal price, developed intuitively or by using a combination of new measurement and modelling technologies. These new measurement and modelling tools provide the opportunity to predict the optimum commercial outcome, off-line in the virtual world, before committing to an expensive liner experiment.

As we strive for a sustainable and resilient future, repurposing assets has become a top priority. In Australia alone, we have a significant number of mineral projects in the pipeline, extensive existing operations, and over 50 000 legacy sites. Collectively, this presents a unique opportunity to be a world leader in mine rehabilitation. Complex stakeholder landscapes, inflexible policies, aged regulatory frameworks, technical uncertainties and increasing liabilities are all barriers hindering effective transition of legacy assets. The impetus for change is further catalysed by shifting consumer preferences, workforces in flux and regional Australians questioning what the transition means for their local community. We need innovative approaches to take a leading role in the industry and support global efforts more broadly. Co-designing an ambitious, shared vision spanning projects, operations and legacy assets with all key parties is a fundamental step to unlock and realise maximum societal, environmental, economic and reputational value. Serious play and gamification can further enhance this visioning process.

The Hartley layered mafic igneous complex within the Great Dyke of Zimbabwe contains economically-recoverable quantities of platinum group metals and gold, nickel, copper and cobalt. The recoverable metals are concentrated in a thin gently-dipping stratigraphic unit - the Main Sulphide Zone. The Hartley Platinum mine, jointly owned by BHP and Delta Gold NL, is scheduled to come on stream at the end of 1996 at an initial mining rate of 2.16 million tonnes per annum and will produce approximately 150 000 oz of platinum and 3300 tonnes per annum of nickel, as well as saleable amounts of palladium (110 000 oz), rhodium (11 500 oz) and copper (2232 tonnes).

The spatial modelling of geometallurgical domains is an important step in the characterisation of an ore deposit allowing for the quantification of various rock types, their differing rock properties and the overall value of a project. The traditional approach to modelling such features is through the use of deterministic models, where a single estimate of the extents and structure of the ore deposit is mapped out by geologists based on available data and their interpretation of the geological processes. Any uncertainty in the layout of different domains is not accounted for and heterogeneities of chemical and physical properties of the orebody are likely underestimated. Spatial machine learning techniques can be used to derive geometallurgical categories, or classes, from multiscale, multiresolution and high dimensional measured rock properties. Subsequently, geostatistical simulations of these classes can be applied to obtain multiple equiprobable realisations that define the layout of the geometallurgical classes at unknown locations between boreholes, or domains. In-turn these realisations can be used quantify the uncertainties in the location of boundaries between different domains. The development of a workflow for defining geometallurgical domains and later geostatistically simulating them across the Orebody H; a complex stratabound Bedded Iron Ore deposit located in Western Australia’s Pilbara region is demonstrated. This could be used to identify zones of high uncertainty where collection of additional data might help mitigate or minimise risks and in turn improve forecast production performances.

Most of South AfricaÆs high-grade iron ore resources are hosted within a fault-controlled structural basin in rocks of the Palaeoproterozoic Transvaal Supergroup in the Northern Cape Province of South Africa. Iron mineralisation occurs as individual orebodies in fault-bounded basins or as fold-controlled concordant lenses around an unconformity plane above the Kuruman Banded Iron Formation. The Sishen mine near Kathu and the beeshoek mine and Sishen South deposit near Postmasburg lie on the northern and southern border of a major domal structure known as the Maremane dome, respectively. The effects and structural constraints of at least three orogenic compressive episodes and several intermittent extensional episodes on the formation, erosion and preservation of iron mineralisation on the Maremane dome and surrounding environs were investigated. Ventersdorp impactogenal rift basin development at ~2.78 - 2.64 Ga, finalised with the deposition of the volcano-sedimentary Vryburg Formation during the thermal subsidence stage at ~2.64 - 2.6 Ga, and was followed by tectonic quiescence/stability and an extensive marine transgression across the entire Kaapvaal craton. The drowning event led to the formation of a carbonate platform with the deposition of the Schmidtsdrif and Campbellrand subgroups conformably above the Vryburg Formation at ~2.6 - 2.52 Ga. The initiation of distal (to the west of the Kaapvaal craton) off-craton oceanic rifting, causing submarine volcanism and associated hydrothermal activity, led to the deposition of initially manganiferous chert (Wolhaarkop Formation) followed by banded ironstone formations (Manganore Iron/Kuruman Formation) of the Asbestos Hill Subgroup at ~2.52 - 2.46 Ga. Initial passive margin rifting along the N-S oriented western edge of the Kaapvaal craton, initiated at the end of Ghaap Group time (during Koegas Subgroup deposition) at ~2.46 - 2.35 Ga, formed a prominent system of N-S striking, westerly dipping normal faults. Easterly directed crustal compression in post-Ghaap Group time in response to the Kalahari Orogeny (accretion of Rehoboth craton along western edge (Kalahari suture zone) of the Kaapvaal craton at ~2.35 - 2.24 Ma led to the formation of large-scale regional, N-trending F1-folds. Partial to complete inversion of the Koegas passive margin rift system (ie reverse dip-slip reactivation of the N-S striking normal fault system to high-angle reverse faults and dextral strike-slip reactivation of the Ventersdorp rift system developed in the Archaean basement), was followed by uplift, erosion and formation of a regional angular unconformity (Postmasburg unconformity). Uplift was accompanied by deposition of fluvio-glacial sediments of the Makganyene Formation (Lower Postmasburg Group) within an intracratonic peripheral foreland basin setting unconformable above Ghaap Group strata at ~2.35 - 2.24 Ga. Post-orogenic crustal relaxation and rifting caused extensional reactivation of the N-trending Palaeoproterozoic passive margin rift system and NE-trending Neoarchaean Ventersdorp impactogenal rift system, forming a fault-controlled depository for the volcano-sedimentary Upper Postmasburg Group at ~2.24 - 2.1 Ga. Deceleration in rifting was succeeded by thermal subsidence of the Upper Postmasburg Group rift, erosion, formation of a regional angular unconformity and deposition of clastic sediments of the Lower Olifantshoek Supergroup unconformable above Postmasburg Group strata at ~2.1 - 1.93 Ga. Renewed rifting led to the deposition of volcano-sedimentary units of the Upper Olifantshoek Supergroup within a rift system superimposed on the Postmasburg Group rift depository at ~1.93 - 1.83 Ga. Easterly directed crustal compression during the Kheis Orogeny at ~1.83 - 1.73 Ga led to renewed inversion of rift structures of the Postmasburg Group and Olifantshoek Supergroup depository, N-trending F2 folding and thin-skinned thrusting of older rock units eastwards over the cratonic cover, thereby utilising planes of weakness in the strata such as prominent unconformities and lithological contrast boundaries as principal dTcollements. NNW-directed crustal compression in response to Lomanian (Namaqua-Natal) Orogeny at ~1.15 - 1.0 G along the southern margin of the Kaapvaal craton, resulted in minor sinistral strike-slip reactivation of the N-S striking fault system, the formation of extensional NNW-SSE striking fracture/fault zones and the development of ENE-trending F3 folds forming a F2/F3 fold interference pattern. Post-Lomanian tectonic events (eg the Pan-African Orogeny at ~650 - 500 Ma, the Cape Orogeny at ~310 - 240 Ma, and the Gondwana breakup at 205 - 120 Ma), caused only comparatively minor extensional reactivation of the pre-existing fault systems. Iron mineralisation was ultimately preserved from erosion by Kheis Orogeny-related N-trending F2 synclines and Lomanian Orogeny-related ENE-trending F3 synclines, in particular areas of interference between F2 and F3 synclines representing comparatively deep semi-circular trough- like depressions, as well as in half grabens formed adjacent to reactivated westerly dipping N-S normal faults. Support for relating the iron and manganese mineralisation to structurally controlled hydrothermal fluid flow during the Kheis orogenic event has also been found, and ongoing research is aimed at confirming and refining the hydrothermal model for iron ore mineralisation in the Northern Cape.

Classification of mineral resource estimates is one of the most important responsibilities of the Competent Person. In recent years, classification decisions have been driven more by the detailed block-by-block attributes generated by the now widely applied geostatistical estimation methods, and less by a general geological overview. This is increasingly resulting in æspotted dogÆ outputs, in which blocks of Inferred Resources or unclassified material separate blocks of Measured and/or Indicated Resources, or individual drill holes are surrounded by annuli of Measured and Indicated Resource blocks. Not only are such outputs potentially misleading, since they ignore fundamentals such as continuity of geology and mineralisation between drill holes and the imprecise nature of resource estimation, they can also cause substantial problems for engineers undertaking mine designs and estimating ore reserves, particularly for underground mines. Competent Persons for mineral resources must keep in mind the purpose of their work, and should use their experience and judgement to avoid or smooth out æspotted dogÆ classifications, providing a result commensurate with the level of geological and resource estimation confidence. For their part, ore reserve Competent Persons must understand the resource estimation and classification process, and should question resource classifications that are not consistent with the level of geological and resource estimation confidence.

Every mine will close! Charting a profitable course through mine operations to acceptable mine completion requires that risk and opportunity management planning of the mine life begin as early as possible in the life cycle. Management targets and metrics are required to identify and navigate the course to successful mine completion based on economic, social and environmental criteria. This paper outlines the application of The Metrics NavigatorÖ principles to the life cycle of a mine site. In general, metrics are required to make key strategic ideas apparent, transforming those ideas into a manageable set of quantitative measures that guide communication and decision making. For example, the chemical industry has established metrics that focus on the life cycle impacts of its products and eco-efficiency of their processes. Other industry sectors have focused attention on workplace and community well-being outcomes. These management metrics are necessarily organisation-specific, aligned to stakeholdersÆ expectations and the strategic outcomes sought, as well as the cause-and-effect relationships underlying key issues. Recently, the Global Environmental Management Initiative (GEMI), a consortium of multi-national companies, developed The Metrics NavigatorÖ. The guidance document provides a structured process for assessing and developing metrics for key environmental, social, and economic issues based on business and stakeholder perspectives. It incorporates best practices learned from the chemical and other industry sectors and has since been applied to develop metrics that guide life cycle strategies. The paper examines how the life cycle of a mine site could benefit from experiences in other industry sectors where sustainability metrics have guided strategy. It considers the potential application of The Metrics NavigatorÖ process to the life cycle of a hypothetical Australian mine site using the processes that have been successful in other industry sectors.

Leveraging 20 years of experience as a global technology provider of Proximity Detection System (PDS) and Collision Avoidance System (CAS) solutions for surface mining operations, Wabtec Digital Mine Technology shares key insights for ensuring the effective selection, implementation and integration of these technologies into existing mine site controls and mining operations for effectively reducing vehicle interaction risk enabling mines to drive towards ‘zero-harm’ objectives. OZ Minerals’ Carrapateena mine is one of Australia’s newest ‘greenfield’ mining deposits. It will be a 4.25 Mtpa sub level cave underground operation, with an estimated mine life of 20 years. The integration of stakeholder values to inform project development influenced the social and environmental outcomes. A Native Title Mining agreement was developed in 12 months. Project primary approval was obtained 12 months from submission, with achievable licence conditions and one public comment. The project moved from a Pre-feasibility Study in 2016 to construction in 2018. Following recent international dam failures, the Tailings Storage Facility (TSF) was a focus for Government approvals and stakeholder engagement. Significant effort was made into understanding the science around potential effects, impacts and risks. A leading practice Impact Assessment Framework that identified Sources, Pathways and Receptors was applied. A process of failure mode identification and layers of protection analysis was undertaken for robust design controls at each stage, while simultaneously transitioning between downstream and upstream discharge arrangements. Participatory selection of the TSF site and design layout was critical in managing project costs and environmental constraints, and in incorporating cultural heritage constraints and technical risks.

Classification within the Inferred Resource category is based on geological judgement and the balance of extrapolation versus interpolation that the Competent Person is prepared to accept. These resources are typically drilled at spacings well in excess of the geostatistical range and at a density that is non-uniform. In many cases, a substantial proportion of the available data will be historical, and should be considered with more recent data sources. The provision of a robust geological model will increase the confidence in any resource estimate, and should be viewed as a critical component. The definition of Inferred Resources is of great importance to vein gold projects, since Indicated and Measured Resources generally require costly underground development for delineation. Indeed, many gold vein operations possess substantial quantities of Inferred Resources (>75 per cent) in their resource inventory both at project start-up and during production. This contribution explores a number of the key issues when using the Inferred Resource category and presents four recent case studies.

The economic success of cave mining projects is significantly influenced by the secondary fragmentation size distribution of the caved orebody and making the fragmented ore available for extraction. If the cave does not propagate as predicted, it may lead to stalled cave growth and/or localised preferential caving. This can cause significant ore loss and the inclusion of excessive waste in draw columns, both of which damage the economic value of the project. Uncontrolled caving can have severe consequences for the safety and economics of mines. Such safety risks include air blasts due to the formation of excessive air gaps and damage to infrastructure due to surface subsidence. Monitoring the cave-back delivers critical feedback that is required to exert control over its propagation and reduce the likelihood of adverse consequences. Current methods for monitoring cave propagation include access through open holes, microseismic monitoring systems, time domain reflectometers and extensometers. All of these monitoring systems rely on stable holes for installation and ongoing data collection. However, cables in holes often get sheared due to ground movement in the seismogenic zone well ahead of the cave front, rendering the systems useless. To resolve this issue, Elexon Mining, with the support of Rio Tinto, developed the Networked Smart Marker system, which is based on Elexon’s Smart Marker technology. This system provides a more robust and versatile alternative to other cave monitoring systems as the data is transmitted wirelessly through rock, and thus is not vulnerable to hole shearing/dislocation experienced with current cave monitoring systems. Installations at the Argyle block cave have proven that the Networked Smart Maker system can continue to provide information on the cave-back’s location long after all conventional monitoring systems have failed. Social licence to operate is not a new concept for the mining industry, referring to stakeholder approval or acceptance for the activities and impacts of a project, company or industry. It is intangible, dynamic and non-permanent, hence it needs to be earned and then maintained (Thomson and Boutilier, 2014). It has also been argued that social licence extends beyond building approval or acceptance, into engagement for long-term development (Owen and Kemp, 2012).There are many examples where stakeholder opposition – or withdrawal of social licence – have increased capital and operating costs, extended schedules and impacted reputation. At its extreme, the withdrawal of social licence to operate can also contribute to or be the catalyst for mine closure.The key benefit of obtaining a social licence is a reduction of risk. Stakeholder support and advocacy, as well as the implementation of social performance programs that contribute to social licence, can be beneficial in terms of schedule, costs and other benefits.While decisions to close a mine are generally driven by resource availability or economic conditions, the social, economic and environmental legacy remaining post-closure is of importance to many stakeholders. With a number of significant mines now approaching closure within Australia, we are seeing heightened community concern about the economic and social impact of mine closure and the success of land rehabilitation. Mining exploration and development projects in Australia are being negatively affected by the highly complex regulatory and bureaucratic processes at all levels of government. These processes affect mining companies operating in Australia by impacting on timelines and the cost of developing a mining project. It is not uncommon for the granting of project approvals to take in excess of five years, meaning that mining companies struggle with productivity, efficiency, time frame and cost issues in respect to their projects in Australia. As the mining boom in Australia is moving from the investment to the production phase, it is now more important than ever to maintain a regulatory landscape that facilitates rather than discourages new investment.While one of our key arguments is that there is too much burdensome regulation and red tape in Australia, we are also strongly believe that regulatory intervention is necessary to ensure that appropriate checks and balances are in place to serve the public interest and manage environmental, health and safety, social and other development-related impacts that may arise from a mining project. However, the regulatory intervention in Australia has come to a point where it is excessive and starting to discourage valuable investment in mining projects for nominal return to the public. Excessive regulation or ‘red tape’ impedes productivity and competitiveness, deters investment and innovation and costs jobs, all of which ultimately impact on the growth of Australia and the standard of living of all Australians.This paper aims to examine and compare the federal, state and local regulations that govern mining projects in Australia. It will highlight how these regulations are unnecessarily complex, lengthy and duplicated and how they can be streamlined to reduce red tape. The distribution ratio of Pb (LPb s/m) between three types of slags (FeOx–SiO2, CaO–FeOx and FeOx– CaO–SiO2) and molten copper after equilibrium was measured at 1300°C and oxygen partial pressure (pO2) of 10-10–10-6 atm. Results showed that for FeOx–SiO2 slag, the LPb s/m increased from 0.024 to 2.57 with pO2 increased from 10-10 to 10-6 atm. The LPb s/m with CaO–FeOx slag was lower than the FeOx–SiO2 slag at the same pO2, ranging between 0.015 and 0.53. Using the FeOx–CaO– SiO2 slag generated LPb s/m values (0.02–1.6) in between. The oxygen partial pressure in the investigated range had no obvious effect on the activity coefficient of PbO (γPbO) which was averagely 0.44, 1.70 and 0.71 for FeOx–SiO2, CaO–FeOx and FeOx–CaO–SiO2 slags, respectively. The increases in the (CaO+MgO)/SiO2 mass ratio of the FeOx–CaO–SiO2 slag induced the decrease in the LPb s/m and the increase in the γPbO value. However, the variation in the Fe/SiO2 mass ratio didn’t exert obvious effects.
