I have the pleasure to present 6 excellent papers in this section all of major relevance to the mining environment of today where competing social, legal and monetary interests and their often complex interaction require serious consideration. This is particularly true today where huge fluctuations in commodity prices makes mining a perilous undertaking while the world increasingly are becoming aware of the serious threat that mans activities has on his environment. The 6 papers deal with such complex issues as safety in an underground environment; How to protect sensitive wetlands well into the next century; The enormeous waterproblems in China and conflicting dewatering/water supply needs; Disposal of contaminated water in sensitive areas and the dynamic interaction between mining companies and legislation.

The Myra Falls minesite, of Westmin Resources Limited, is located at the geographic centre of Vancouver Island, within the confines of Strathcona Provincial Park. The operation includes two active underground mines, II-W and Lynx, together with a modem 3650 1/d milling facility. Recent exploration successes will lead to the commissioning of a third mining area in late-1993 - The Battle/Gap Mine. These ore deposits are complexly metal-zoned volcanogenic massive sulphides of Devonian age, hosted in the Myra Formation of the Sicker Group volcanic assemblage. Three distinct felsic volcanic units are defined within the 450 metre thick Myra Formation. They are, from oldest to youngest, the H-W Horizon, the LMP Horizon and the Upper Rhyolite Unit. Massive sulphide mineralisation occurs throughout the property in the H-W and LMP Horizons. There are a number of orebody types, including polymetallic massive sulphides, polymetallic disseminated sulphides, zoned pyritic massive sulphides, elastic sulphide zones and stringer sulphide zones. Individual orebodies range in size from 10 000 tonne zinc-rich polymetallic lenses to the ten million tonne, zoned massive sulphide H-W main lens. The property has been in continuous operation for 26 years, producing over 13 Mt of ore averaging 2.2 g/t Au, 64.0 g/t Ag, 1.9 per cent Cu, 0.6 per cent Pb, and 5.6 per cent Zn. Current geological reserves stand at 12.5 Mt at a comparable grade, including 4 Mt of recently discovered high grade ore in the Battle and Gap Zones. Mining and milling methods have evolved over time to enable successful extraction and milling of these complex ores. Change is on-going with the recent conversion of the H-W Mine to large-scale bulk mining methods, and the development of effective computerised ore reserve calculation and mine planning tools. These changes, in concert with successful exploration techniques that led to recent high grade ore discoveries, have breathed new life into the operation and should assure its present and future viability.

Three decades ago mining companies, principally in North America, aided by machine and explosive manufacturers, started significant attempts to develop and implement automated mining systems, mainly underground. These tended to be motivated by decreasing cost, increasing productivity, reducing labour requirements, and improving safety. These are important business drivers, however, little attention was given to the underlying goal of mining automation, namely to bring upstream processes in control and reducing variation, as seen in downstream mineral processing plants.This paper first reviews the nature of Lean Thinking and its application in the context of the growing commitments by industry to develop future automated mine production systems. The paper then makes reference to prior and current experiences in open pit blasthole drill and shovel performance monitoring, to demonstrate the principle that machine performance data offers as a means, not only to characterise the dynamic geological and working environment, but also to provide a foundation for automation. In this case, drill and shovel monitoring was originally motivated as a means to optimise blast fragmentation through more effective drill and blast designs that are based on an accurate determination of the bench geological and geotechnical characteristics, hence managing variation in the drilling and blasting process. This paper considers how automating and integrating such components of the mine production system would bring processes into a controlled state, creating value at the face, within a framework of Lean mining.

Pebble recycle crushing circuit performance at Telfer has historically fallen significantly short of the design product P80 of 12 mm. An investigation was undertaken to evaluate the current pebble crusher circuit performance, quantify the optimum performance achievable with the existing circuit and examine the impact of pebble crusher performance on the overall grinding circuit throughput. The primary objective of this investigation was to develop an operating strategy that could consistently deliver the finest possible pebble crusher product to maximise the overall plant throughput.The pebble crusher specific energy (Wc) was proposed as a key control variable for pebble crusher operation based on the results of plant survey work. Over the range of pebble crusher specific energies encountered at Telfer, a strong linear relationship was found to exist between Wc and the crusher product size. This direct linear relationship between specific energy and crusher product size remained constant regardless of how the change in specific energy was generated, ie through changes to the crusher closed side setting (CSS), feed rate, liner profile or moisture content. Key findings for the Telfer pebble crushing circuit were: each 0.1 kWh/t change in Wc resulted in a 4.9 per cent to 6.0 per cent change in plant throughput, each 1 mm change in pebble crusher CSS resulted in a 2.2 per cent to 2.6 per cent change in plant throughput, and 0.57 tonne of new feed was displaced for each tonne of crushed pebbles recycled to the semi-autogenous grinding (SAG) mill. The presence of an existing 3000 tonne pebble stockpile between the SAG mill and pebble crushers provides an opportunity to manipulate the feed rate to the pebble crushers independently of the SAG mill pebble production rate. This flexibility, along with excess pebble crushing capacity, enables the pebble crusher specific energy to be maximised the majority of the time. Pebble crusher specific energy has subsequently been incorporated as an online crusher control measure to assist in maximising plant throughput.

Societal expectations about how the industry operates and treats its people will be a key driver in the development of the Australian mining industry over the next 20 - 30 years (Moffat, Mason and Littleboy, 2009). Understanding these expectations will be critical in maintaining what much of the minerals industry calls its 'social licence to operate', or its public acceptance or approval. Yet what constitutes this social licence is poorly articulated, with little published research exploring the concept at a local operational level or at the national level in Australia or internationally. This research aimed to explore the societal expectations of the mining industry in Australia and test a participatory methodology to articulate them. Three workshops were conducted with a sample of 24 members of the 'Australian voting public' to explore community objectives for the onshore exploration and mining industry, and the underlying expectations for how the industry should operate in the future. Qualitative analysis of this data revealed three overarching objectives for the onshore mining industry held by participants. They thought that the industry should: advance Australia's national interests (including social well-being); minimise environmental impact, and; act in a socially responsible manner. Within each of these three key themes, or objectives, a number of tensions were evident in the views of participants regarding the trade-offs they are willing to make to secure economic benefit from mining, as well as the basic conditions for socially acceptable mining. These data provide an insight into the conditions for a national social licence in Australia for the mining industry, and the means for its realisation.

South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

Major mining projects are developed with the assistance of lending institutions who provide hundreds of millions of dollars in funding over several years, and of course expect those funds to be returned with interest. Two Australian banks have adopted the Equator Principles, an emerging financial industry benchmark for assessing and managing environmental and social risk in project financing. Project financiers have encountered environmental and social issues that are both complex and challenging, particularly with respect to projects in the emerging markets of Asia-Pacific and elsewhere. There are many recent and historical examples of failures by resource companies to effectively manage their environmental, social, safety and security risks, some of which have caused the project to fail completely, and some of which have caused the temporary cessation of production. These events put the financial institutionsÆ funds at risk through inadequate management capacity and non-compliance adversely affecting the ability of the borrowers to repay the loans. They can also reflect adversely on the reputation of the lending institutions. In assessing these risks, lenders are increasingly looking at the track record of the borrower in its country of origin and in other countries where it operates. Lenders are wary of companies that have one standard for operations in a developed country, where the regulatory environment may tightly control what they do, and another standard for operations in countries where the regulatory regime is perhaps less stringent. Lenders may require environmental and social reviews or audits to be conducted on their behalf by competent third parties prior to a loan being approved, and annually over the life of the relationship. The mining industryÆs concept of the unwritten æsocial licence to operateÆ is highly relevant in relation to the delivery of community benefits that are sustainable post-mine closure. This paper provides examples of recent practices that support financial viability and sustainable development, as well as examples of some failures that have put lenders at risk.

Area selection criteria for gold exploration have historically highlighted the low prospectivity of high-metamorphic grade terranes relative to regions with lower metamorphic grades. The Tropicana gold project, Western Australia, is a rare example of a major greenfields gold discovery in Archean mid-amphibolite to granulite-facies gneissic rocks that have experienced widespread recrystallisation and partial melting.The project, located on the tectonically reworked eastern margin of the Yilgarn Craton, is part of the Tropicana Joint Venture, which is 70 per cent owned by AngloGold Ashanti Australia (manager) and 30 per cent by Independence Group NL. Construction of the mine commenced in the June quarter of 2011 and first gold pour from open pit mining is anticipated in the December quarter of 2013. The approved project will have a ten-year mine life and in the first three years of operation, gold production will be between 470 000 - 490 000 oz/a at a cash cost of A$590 - A$630/oz.Reserves as at 31 December 2011 total 56.4 Mt grading 2.16 g/t for 3.91 Moz of gold. The mineral resource, as of 30 December 2012, has grown to 7.89 Moz of contained gold, including Inferred Resources of 11.9 Mt at 2.83 g/t for 1.08 Moz.Economic gold mineralisation post-dates peak metamorphism and is interpreted as younger in age (ca. 2500 Ma) than other gold deposits in the Yilgarn Craton on the basis of structural and geochronological constraints. Mineralisation is genetically related to an imbricate thrust stack that records a prolonged history of reactivation during the Proterozoic era. Gold mineralisation formed from higher temperature (>350¦C) silica-undersaturated fluids that preferentially migrated though a favourable intensely potassium metasomatised zone. Permeability created during brittle fragmentation was accompanied by replacement of mafic metamorphic minerals, and synchronous partitioning of strain into pervasively biotite-sericite-pyrite-altered stylolites and shear planes that bound more competent lithons.CITATION:Doyle, M, Savage, J, Blenkinsop, T G, Crawford, A and McNaughton, N, 2013. In the continuous casting of ultralow carbon (ULC) steels, free carbon is used to control the melting behaviour of mould powders. If the carbon is not completely removed during melting, it is enriched at the top of the slag pool. Liquid steel may come into contact with this layer because of the turbulence of the molten metal, resulting in its recarburisation, which negatively affects the desired product quality. Thus, a reduction in carbon input is desirable. For this purpose, SiC and/or Si3N4 with and without antioxidants were selected as melt-control additives to replace carbon in the mould powders. Thermodynamic calculations were performed to quantify their effect on the melting behaviour based on the chemical composition of a flux already applied to ULC steels. To experimentally assess the liquefaction behaviour, laboratory mould powders were prepared and annealed in steel crucibles closed with a lid. Crucibles were inserted into a furnace that was already preheated to selected temperatures between 900–1200°C for 10 mins and quenched to room temperature. Subsequently, the samples were mineralogically investigated. The results confirmed those obtained from the thermodynamic calculations. Si3N4, and SiC in particular, are suitable raw materials for delaying the solid-solid reactions of raw material components during melting. Owing to their stability at high temperatures, the necessary SiO2 content to form a liquid phase is not available, resulting in lower amounts of the liquid phase. The addition of antioxidants to delay the oxidation of SiC further reduces this positive effect. Attempts to decrease the SiC content without negatively affecting the melting behaviour resulted in a reduction in the CO2 emission by at least 27 g CO2/kg of mould powder when compared to the carbon-containing standard mould powder. These investigations revealed differences in the melting behaviours of granules and loose powders, which are related to their respective production processes.

The concept of vertical pit mining has been developed as an alternative mining method for the exploitation from surface of small, vertical or near-vertical, massive orebodies down to depths of some 200 m, where ore extraction from conventional open pit excavations is rendered uneconomic due to high associated waste:ore mining ratio. Systematic lateral support maintains vertical pit sides, thereby minimising waste mining volumes. Stability analysis techniques have been developed for design of this lateral support, with the support quantum, primarily comprising long cable anchors, dependent upon country rock strength characteristics and pit configuration. Where the cost of support is less than the cost of the comparable conventional pit waste excavation, vertical pit mining becomes an economically viable alternative, additionally providing the benefit of reduced environmental impact and rehabilitation requirements for the mining area. The technique has been successfully applied for the mining of a chrome deposit in Zimbabwe to an 80 m depth, believed to be unique in the world, and a full feasibilty study for a 3000 m2 diamond pipe has been carried out for mining to 200 m depth.

The development of present methods of pillar extraction has evolved from the very earliest of hand mining operations which were limited in scope by venti- lation and transport considerations. Conservation and safety considerations also have led to the current shortwall operations with conventional equipment and powered supports. The shortwall methods have had significant effects on safety, costs, con- servation, flexibility, and other aspects of pillar extraction. The present stage falls short of the ideal but is some guide to prediction in what direction may lie the ideal methods for the future.

From time to time failures occur in structures made of lead, and the failure may be due to corrosion involving a definite thinning of the lead sheet, or it may be of such a nature that cracks develop and the lead appears to disintegrate. The idea of lead cracking will at once suggest something abnormal, for common experience shows that this metal is very ductile and will withstand considerable bending without showing any sign of fracture. Cracking, on the other hand, is usually associated with brittleness.Fig. 1 is a natural-size photograph of a cracked sheet of lead. Prior to photographing, the sheet was etched byimmersion in a solution of ammonium molybdate. Several characteristics of this crack will be evident. First of all it is distinctly a zigzag crack, and secondly it passes between, rather than through, certain well-defined areas which appear bright in the photograph. This is particularly noticeable at the lower end where the crack appears to terminate.

These areas were closely gridded,end where geochemical results were favourable, they were subsequently drilled or ro¦titeaned Che results indicated that for copper Lne anomalies were mainly associated wiL_ ironstone formed in areas of faulting. is suggested that copper is able to move considerable distances by ground water movement and is likely to be fixed under conditions of low pH. The movement of zinc is more difficult to explain but it appears to have an affinity for iron and is only deposited in areas having a high pH (i.e. doioiirific scdimet=Cs).

Soon after the Broken Hill Limited started operations at their Iron and Steel Works at Newcastle, NSW, it was found necessary to install a mill for rolling small merchant bars, rounds, etc.An arrangement of the first mill laid down is shown on Plate 1., Fig. 1. This mill commenced operations on the 18th July, 1917.The feed for this mill was rolled in the existing 18-in. mill and sheared to the lengths required before being delivered to the billet storage yard. The billet storage yard is 90 ft. span, and is served by one 10-ton electric overhead travelling crane. Billets were placed on the billet bed preparatory to being charged into the heating furnace.The heating furnace was of the continuous recuperative with end discharge and had a hearth 40 ft. long by 10 ft. wide. The billets were pushed through the furnace by means of two hydraulic rams, which could either act together and push one row of billets, or act singly and push two rows of billets. This furnace was fired by producer gas from the producers shown on Plate I., Fig. l.The gas was conveyed to the furnace by means of a brick underground flue.

The development and sloping system employed will be primarily designed around these unique features. Modern techniques and equipment used in narrow vein mining will be applicable in this situation.The purpose of this paper is to examine the important geological features of the field as well as the known historical occurrences of the type of gold deposition in the ore bodies. This information will point to a system of development and extraction which will accommodate these features.

The tailing retreatment project rated at 10 000 t/day commenced operations in October 1982. The operation consists of dredging, feed preparation, cyanide leaching and carbon-in-pulp (CIP) gold recovery followed by Zadra atmospheric stripping and electrowinning. For the first two years the operation was adversely affected by excessive cyanide consumption and low gold extraction. Investigations demonstrated that the very fine, or slime, fraction of the tailing was the dominant consumer of cyanide and dissolved oxygen. The plant flowsheet was subsequently modified by inclusion of 80 - 100 mm dia. cyclones for slimes separation and a 31 m dia. thickener for water recovery. Treatment of deslimed feed in the CIP plant has reduced sodium cyanide consumption from an average 1.85 kg/t to 1.15 kg/t. The reduced oxygen consumption by the CIP plant feed has resulted in higher dissolved oxygen levels, frequently reaching supersaturation after 4 to 5 h contact time. This has allowed much improved gold extraction from the existing CIP plant capacity. Gold extraction from the mixed pyritic siliceous tailing has improved from an average U prior to desliming to a current 57%. Investigations are continuing on the recovery of gold from the discarded slimes.

Arc-type volcanic activity has been a major feature of the late Cenozoic geological evolution of the Pacific-Australian plate boundary in the northern New Zealand region. The timelspace distribution patterns of arc-type rocks reflect changes in the nature of the plate boundary as it has evolved. Inception of volcanism began in the north during earliest Miocene times (26 Ma) following ophiolite emplacement and during the next 10 Ma developed into a volcanic arc segment extending south to the present position of the central North Island. The northern part of the arc became extinct about 15 Ma ago, but activity continued in the central (Coromandel) part of the arc until about 5 Ma ago. In late Pliocene and Quaternary times volcanic activity has become concentrated in a northeast trending zone which is collinear with the Tonga-Kermadec Arc.

NEARLY all problems in mining engineering involve the transport and distribution of materials from place to place, and in general the most economically managed mines and plants are those in which the transport of materials has been carried out most efficiently. The Barrick Osborne concentrator has gone through a number of upgrades since commissioning and has increased production from the original 119 t/h design capacity to a milling throughput of 265 t/h in 2008. This was achieved incrementally over several years, by maximising operating efficiencies, in order to minimise capital expenditure, and take advantages of economies of scale; but more importantly it was reached with no measurable loss of recovery. Osborne currently processes a blend of underground and open pit material from the nearby Trekelano deposit. Following primary/secondary crushing, the material is processed through a rod/ball mill grinding circuit ahead of rougher/scavenger flotation that produces a copper concentrate. Osborne was seeking a further increase in plant throughput of the order of 15 per cent, but at more sustainable levels of secondary crusher plant utilisation. In early 2008, Osborne contracted Metso Process Technology and Innovation (PTI) to review the entire process from run-of-mine feed to final copper concentrate. This review would be done concurrently with surveys of both the crushing/grinding and flotation circuits being performed at the same time. The outcome would be a steady-state model of the complete flow sheet allowing the crushing/grinding model to interact with the flotation circuit model, such that overall process optimisation was possible. This was to apply both by exploring the operating limits of the currently installed plant, as well as looking at the logical next stage of capital plant expansions. Surveys of the crushing and grinding circuits were conducted at the Osborne concentrator in May 2008. The main objective of the surveys was to review the potential of increasing grinding throughput whilst maintaining the flotation feed 80 per cent passing size. This would also require improving the efficiency of the crushing circuit which was already operating in excess of 80 per cent of the time. Steady-state simulations were performed using the developed circuit models to identify opportunities to increase throughput and alleviate high circulating loads in both the secondary crushing and grinding circuits. Due to operational changes, the recommendations resulting from this project were considered by Osborne but have as yet only been partially implemented.  This paper covers part A or the crushing and grinding component of the project. A separate paper discussing part B or flotation is also being presented at this conference. The results of interactive simulations between the flotation and grinding circuit models are included in part B of this paper.
