There are some thirteen laboratories in Australia in which coal petrological work is carried out on a consistent and routine basis. Applied coal petrological research is conducted by several institutions in different disciplines which can be grouped into four main categories:

Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. The mineral industry is an important element in the human environment and in varying degrees contributes to the general standard of living throughout most of the world, both by supplying the basic materials required for heavy industry, transportation, construction, scientific equipment, and many labour saving tools and also by its contribution to the international economy.When projecting population growth and per capita resource utilization against a finite amount of nonrenewable mineral resources, it is apparent that at some future time, if the established trend continues, the supply of industrial minerals will progressively become exhausted according to their relative scarcity and world demand.In one way or another all of nature's mineral resources are used in the sel'vice of man. Some of the products of their manufacture are essential to the survival and further development of our civilization, others are luxuries, desirable but not essential. Marine vessels are essential to maintain a flow of resollrces around the world, and as trade increases the size of the fleet will grow and the quantities of metals needed will be greater.The commodities they transport, may be used in an inefficient or extravagant manner causing unnecessary depletion which may adversely affect the activities of future generations. An example that comes readily to mind is fuel oil, the international transport of which uses a vast tanker fleet. When refined, large quantities of motor spirit are used in motor vehicles. The U.S.A. alone uses 70 billion gallons annually in the 90,000,000 automobiles in use.Much of this is used in private cars-of which there is one for every 2'3 people-for transport between home and city. Electricity will play a major part in providing energy services in the 21st century. Ecologically Sustainable Development (ESD), that is accommodating the needs of the present without compromising the needs of future generations, will provide a focus for optimising the use of electrical energy. Environmental externalities may redefine the cost structure of electricity. Strong corporate environmental management will ensure that current environmental objectives are met and that future ones, identified by the ESD process and environmental externalities accounting, can be developed and implemented by receptive business managers. This paper addresses the current environmental issues of electricity production. It outlines a management strategy for the SECV becoming a community leader in protecting the environment. ESD is discussed in terms of using non-renewable resources wisely, extending their availability and putting in place mechanisms which ensure their ultimate substitution by renewable resources and conservation. The paper explores options for dealing with costing environmental externalities, particularly in relation to greenhouse emissions.

Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.

Determination of cut-off grade?strategy is one of the most important stages of open pit mine planning and design. It is the parameter directly influencing the financial, technical, economic, legal, environmental, social and political issues in relation to mining operation. Choosing the optimum cut-off grade strategy that maximises the economic outcome has been a major topic of research workers for nearly one century. Many researchers have contributed in devising methods and algorithms, such as dynamic programming, linear programming, optimal control and so on for various aspects of its determination. In this paper, a non-linear mathematical programming for cut-off grade strategy optimisation is presented, considering the three main stages of mining operation introduced by K F Lane. In this model maximisation of net present value of mining operation, under the three constraints of mining stagesÆ capacities, considered as the optimisation criteria. Due to the discrete representation of the mining resource, the proposed non-linear formulation is approximated by a non-linear signomial geometric programming. According to non-convexity and the complexity of the proposed model, an augmented Lagrangian genetic algorithm was used to find the optimum cut-off grade strategy under varying and fixed price circumstances. To validate the proposed non-linear model efficiency, the results were compared with the results obtained by the K F Lane methodology. It was found that the proposed non-linear model works efficiently in the determination of cut-off grade strategy. According to the simplicity of the structure of non-linear programming modelling in comparison with dynamic programming it is hoped that, further development of this model would certainly provide the ability of considering managerial and technical flexibilities as well as incorporating more real mining conditions in the determination of cut-off grade strategy optimisation.

Traditionally gold producers had built up hedge books to protect themselves against adverse changes in the commodity price, but diversified mining groups were staunchly opposed to hedging in any shape or form. The situation has evolved over the past few years. Gold miners have been reducing the size of their hedge books in line with the rising gold price. Commentators have talked about ædouble-digit dehedgingÆ and have suggested that this is the final countdown for gold hedge books. It sounded as if the era of hedging by mining companies was drawing to a close. But as appearances can sometimes be misleading, we decided to find out what mining companies were actually doing. Companies listed on stock exchanges are now obliged to give details of their derivatives holdings in their annual reports. Two or three years ago there was no such obligation. Our reality check was based on the latest annual report issued by three multinational mining groups; two with diametrically opposed views on hedging (Rio Tinto and Barrick) and the third (BHP Billiton) with an intermediate position. This snapshot of their derivative positions at a point in time revealed that Barrick and BHP Billiton have substantial derivatives positions (worth billions of dollars) to protect against adverse changes in foreign exchange rates and interest rates. Moreover Barrick has recently started hedging against increases in fuel prices. Despite its opposition to hedging, Rio Tinto has derivative positions worth several hundred million dollars, but these are primarily a legacy from various mergers and acquisitions over recent years or were entered into as a condition of project financing. Lastly we were surprised to discover that Barrick was holding asset-backed commercial paper (ABCP). So the idea that mining companies donÆt hedge their risks is just another urban myth.

In the Bendigo district, with its large number of comparitively small leases worked by separate companies, we might naturally expect to find many different arrangements of winding machinery and, as a matter of fact, there are steam winches, old portable engines, single and duplex geared engines, twin engines on the first motion, and in one instance a single engine on the first motion, all employed for hauling purposes from depths of 1000 feet and over.It would be impossible in the compass of this paper to discuss at all fully the various arrangements of winding gear employed on the field the writer can simply refer to some of the more prominent features, in the hope that the information may prove of interest and benefit to the mining community. In criticising our machinery it must be remembered that when many of the plants in use at the present time were erected, they were not intended to wind from more than one third of the depths now common on the field; but so long as the machine could be made to haul a tank of water from the bottom of the shaft it has remained, the greater power required being obtained by increasing the piston speed and altering the gear wheels to suit. The consequence is, of course, that in some of our mines the speed of winding is painfully slow this feature, however, though certainly not consistent with modern ideas of economical mining, does not so seriously affect Bendigo as it would other fields, for the comparatively small quantity of stone to be raised from a given reef by some...

The usefulness of laboratory studies - petrology and mineragraphy in the search for, and investigation of, mineral deposits should not be exaggerated, but it should not be overlooked, because such studies will always contribute to an understanding of the geology of the deposits, and can on occasions provide invaluable information not otherwise available. A few examples furnished by the investigations of the Mineragraphic Section of the Commonwealth Scientific and Industrial Research Organisation will show this.Petrology.In the early stages of the investigation of the King Island scheelite deposit, during the war, when the nature of, the deposit was not understood, a series of samples embodying the exposed rock types was submitted to the Mineragrap;hic Section for petrologicalexamination by the Mineral Resources Survey. It was at once apparent to the petrologist that the King Island scheelite ore was a contact metamorphic deposit, in which a series of argillaceous shales, calcareous shales, impure limestones and limestones had beenintensely metamorphosed. The shales had been converted to finegrained biotite and actinolite hornfels, according to their lime content, and the impure limestones to fine-grained diopside hornfels, garnetdiopside hornfels and garnet hornfels (calc-flint), the garnet being the lime variety grossularite. The limestones, however, after being first converted to marbles, had suffered intense pyrometasomatism, involving substitution of immense quantities ,of silica and' iron for lime and carbonate, and had been converted largely to a coarsegrained garnet rock, in which the garnet was the lime-iron variety, andradite. The silica and iron were derived from the mineralising solutions of the adja,cent ,granite. intrusion, responsible for the contact metamorphism, and were accompanied by tungsten and some molybdenum. The tungsten in the presence of so much mobile lime, was precipitated as schecelite, much of it finegrained and enclosed in or intergrown, with the andradite garnet or the quartz interstitial to the garnet.It was apparent that the King Island scheelite deposit, was a perfect example of selective pyrometallomatic replacement in a bedded contact metamorphic deposit. The bedded nature of the original rocks was preserved, and the scheelite was practically limited to the original limestone beds, 'Which had been so much more susceptible to replacement after recrystallization, than the other sediments. The further geological study of the deposit then resolved itself into the task of mapping the folding and faulting of the deposit, with bore cores to provide the stratigraphic sequence, and establish the number of scheelite-bearing beds.A second example is provided by a petrological investigation of the mineral composition and genesis of the talc deposits of the Gumeracha district of South Austral.ia, which was undertaken at the request of the South Australian ,Mines Department, in conjunctionwith mapping of these deposits. This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

Total mechanisation in the Western district of New South Wales is quite a recent addition to productive methods in that State, for it was only in 1940 that the first colliery was equipped for this method of winning coal. Now almost all mines either are totally mechanised or are planning to get their coal by these means.This marked change in recent years is explained by the salient features of the industry's history. Collieries in New South Wales had generally been subjected to low selling prices forced on them by over-production and severe competition. Little money was available out of profits to purchase machinery, and returns on capital were so poor that inducement to invest money in the industry was nonexistent.The second world war brought price fixing at the already low prices. It was not until the post-war period that there has been any inducement to mechanise.Much credit for mechanisation can be given to the Joint Coal Board, a government body formed in 1948. Pursuing a broad plan for the rejuvenation of the industry, this Board, purchased large quantities of machinery for use in, mines under hire-purchase agreement. These agreements encouraged machine mining, and this fact, together with the ensuing production economies, has improved the financial position of the industry.The Board has also been instrumental in the granting of increases in the fixed price of coal, so that the industry has been given an even greater boost in the direction of mechanisation.

The rapid advance in the adaptation of scientific knowledge to the treatment of ores, resulting in improved chemical and metallurgical processes, has enormously increased the possibility of working lodes profitably, which a few years ago were passed over as unpayable. By the discovery of chlorination, and later of "Cyanidation," by the highly improved methods of concentration, and by the rapid advance in our knowledge of smelting (for which we are greatly indebted to Americanmetallurgists), and by the gradual replacement of scientifing principles and enlightened management, for rule-of-thumb methods formerly in vogue, many large low grade bodies have been opened, and are now paying dividends, which were,twenty years ago, looked upon as hopelessly unpayable. It has been more especially in these large low grade ore bodies, that modern methods have been benefical; for small lodes must be rich to pay at all, as they cannot be worked on the same gigantic scale, but even in these a percentage of metal is saved which formerly was absolutely lost.To make these large deposits remunerative it is, however necessary to try and find the point of greatest economic advantage, to handle the ore in vast quantities, to erect huge plats to treat it, to substitute automatic appliances for hand labour as far as possible, and to combine several processes supplementary to one another, so that ore which is not amenable to one process, shall be saved, by another; and by doing...

The objectives of this paper are two-fold. First, it will show what problems can arise when single estimated values are substituted for a distribution of values when evaluating an open pit mine project in the face of uncertainty. Secondly, it will show how the ability to deal with uncertainty and risk in mine project evaluation can have a significant impact on the ownersÆ and stakeholdersÆ investment decision-making. Here a new mine evaluation framework, the integrated valuation/ optimisation framework (named IVOF), is introduced as an alternative tool for mine project evaluation where uncertainty and risk are incorporated in the evaluation process.

THE furnace described in this paper was installed and has been used by the writer for the melting of rich gold-bearing material, and has given complete satisfaction. It may, therefore, prove of interest to other metallurgists who are faced with a similarproblem. A furnace of this type should be most suitable for the reduction of "cyanide preeipitate," "charcoal ash," "anode sludge," &c. formerly the melting was done in fire-clay crucibles, using coke or crude oil as fuel, but this method is costly, slow, and unsatisfactory. A small water-jacketed blastfurnace was also tried on this material after briquetting it, but was discarded in favour of the electric furnace. The furnace may be described as a simple form of the Heroult resistance furnace, with an adjustable upper electrode and a fixed bottom electrode. This is in accordanee with Stansfield's classification of electric furnaces. The heating is mostly due to the resistance offered the current by the molten slag. The melting chamber consists of a steel drum 14 in. in diameter and 21 in. high, and is lined with silica bricks specially made to fit the shell. The internal diameter is G in. The bricks contain 92 % silica, are made from calcined quartzite bonded with fireclay, and are similar in composition to those used for lining steel converters. They are set in a mixture of finely-ground quartzite and clay, and well dried out. The shell is bolted to a steel plate, which forms the decking of a truck running on rails, so that the furnace can be moved under ahood for carrying off the fumes. A cast-iron slag spout is bolted to the shell below the tapping hole, which is 4 in. from the bottom of the shell. At Great Boulder Gold Mines Ltd. a number of attempts were made to remove water soluble copper and iron salts from calcined pyritic concentrates but variou~ problems arose and the methods were abandoned.A method of rapid washing has been developed and although some problems still exist a workable process was established which resulted in substantial savings of reagents used for the cyanidation of calcine.INTRODUCTIONIn the Great Boulder flowsheet crude ore is ground in cyanide solution, then thickened, agitated and subjected to two stage filtering. Secondary filter discharge is pulped with flotation circuit water, gassed with sulphur dioxide to precipitate soluble gold and activate pyrite, and after the addition of copper sulphate and xanthate, the pyrite and tellurides are recovered by flotation. Flotation tailings are thickened and pumped to the disposal area and concentrates are calcined in Edwards roasters. Calcine is washed to remove water soluble copper and iron salts and the washings pumped to the flotation section where the copper is used as an activator. The washed calcine is cyanided and returned to the crude ore circuit via the thickeners. Solution for precipitation in the Merrill Crowe is drawn from the crude ore thickeners.Prior to the introduction of calcine washing the calcine contained 7 lb/ton copper of which approximately 60 per cent was water soluble. Cooling tower design has not advanced significantly in the last decade. Recognising this, Outotec has developed an innovative horizontal outflow cooling tower with increased performance compared to conventional design cooling towers.Outotec® Cooling Towers operate today in applications such as spent electrolyte cooling in zinc plants and for gypsum removal before copper solvent extraction. In such applications the use of this latest design has enabled increased production and lower maintenance costs in the downstream operations.In actual operations, the cooling performance has been confirmed at start-up, and has demonstrated that the towers operate in accordance with the CFD modelling. In the last three years these towers have proven themselves in commercial operation to operate with high efficiency and availability.This case study will outline comparative data, collected over two years at a site where both Outotec and conventional cooling towers are operating. The data shows that Outotec cooling towers require less than half the maintenance time of conventional cooling towers, when adjusted to a total solution flow basis. A close partnership approach with the site has allowed continual development, ensuring high availability and high performance.Experience with previous cooling tower installations guided the development of maintenance philosophies and procedures; this resulted in a design where maintenance intensive components were accessible from the top of the cooling tower. So many emergencies that crop up in mining necessitate a departure from ordinary methods that the writer has been led to illustrate a few of the examples that have come under his notice during a somewhat lengthy career; and as most of the methods illustrated are certainly outside the ordinary, it may be hoped that while to many they may convey little that is new, to the larger number some acceptable information may be gleaned whenever the occasion calls for it. Experience has shown that there can be no hard and fast rule in mine timbering that will fit the varying- necessities of different localities, and the engineer must divest his mind of all prejudices that his practice of any particular system or systems may have induced, and must direct his attention to the character of the local timber and its fitness or otherwise for the purpose he has in view. Fortunate indeed are the man and mine that can claim an abundance of good and cheap mining timber it simplifies, oftentimes, what would be, under unfavourable timber conditions, a difficult problem. In many parts of the States there is either none or at best a scrub if the latter, he has to either pigstye, balk, or bulkhead, if his ground will permit; if, not, and the necessary timber has to be imported, then some system of recovering his timber and using it over and over again may be possible. A quantitative chemical model of the rocks of the Broken Hill lode environment is presented to illustrate a stratiform orebody in a meaningful form to scientists interested in environmental control on the chemicalcomposition of sediments.Even though this study was restricted by the narrow range of rock analyses available it is obvious that significant chemical differences exist between the various rock units and also that some association of metallic sulphides with Ca, Mn, Fe, and P is indicated.Correlation of this evidence with that from other mining fields may point out more definite chemical relationships and elucidate the puzzle of the mode of formation of many stratiform orebodies.

Methylene blue dye adsorbs on chalcopyrite concentrates slurried in aqueous solution. Saturation adsorption can be achieved within about 24 hours for dye equilibrium concentrations greater than about 10-5 M. The dsorption coverage is obtained from a measurement of the' colour change of the solution. Comparison with BET measurement of the concentrate surface area shows that 2.4 ± 0.1 µmol of methylene blue are adsorbed per square metre of surface accessible to the dye cation. The procedure described can be used as a single-point measurement and values for the surface area can be otained to within about 10 per cent with inexpensive instrumentation.
