In most mineral enterprises, what is the progress, and shift in responsibilities, as the young engineer advances in the corporation? You are all familiar with the normal pattern-in mine production from level boss, to shift boss, to superintendent to manager; in milling from test engineer, to shift boss, to foreman, to superintendent and then manager; in engineering from surveying on to Chief Engineer; and all then aspire to the corporation presidency. Note the shift-from purely technical jobs, say in the first five to ten years in the profession, to administrative positions for 30 to 40 years. What is the average preparation given to mineral engineering students, who can look forward to about 30 years of administrative work? From the catalogs of 21 institutions, offering 36 curricula of four years length, in mining and/or metallurgy, requiring the equivalent of about 150 to 160 semesterhours for graduation, the following results were obtained: Average number of semester hours of economics, 3 hr. Range of requirements, 0 to 8 hr. Thirteen curricula do not require any economics. Accounting and business law, average: 1 semester hr, 26 curricula do not require business law or accounting.

THE official title of our topic for today is "Resources of Metals and Other Strategic Minerals," but in accepting the invitation to open this discussion I claimed the privilege of being allowed to talk about problems other than resources for the two reasons that a great deal has already been said about resources and because we can never discuss them with the degree of certainty that an engineer likes. Resources are uncertain for many, reasons. One is that we do not know what is in the earth. It is four thousand miles to its center and although oil wells 1 ½ miles deep are becoming common and engineers are now talking of drilling holes 2 miles deep, even when they do they will have advanced only one two-thousandth part of the total distance. Only a relatively few mines are over a mile deep as yet. We know certainly that it is comparatively expensive to work at such great depth, but it would be a very foolish man who would assert it will be' impossible, one or two hundred years from now, for engineers to obtain from great depths mineral supplies that are now being obtained at or near the surface. As long as- I can remember I have been hearing that our petroleum resources were in imminent danger of speedy exhaustion, and yet the yearly output is now of the same order of magnitude as the total resources were once estimated, with ' the cry of over-production the loudest it has ever been. Tapping progressively deeper and deeper sources of supply, has produced this result. Even in the thin layer that we are now working much-exploration still remains to be done. .

THE demand for "production control" has, like the poor, been with us always. With the development of the nation, the accumulation of business experience, and a maturing understanding of how our many and varied industries work, it is increasingly evident that an uncontrolled output is a source of great mischief and that order and performance demand a control of production. To see clearly the demand for "production control" we must look in detail at the ways in which industries operate. General pictures, grand aggregates, situations as "wholes," and smoothed curves are likely to be deceptive. An industry may seem to keep the even tenor of its ways, and yet the establishments which made it up may experience a great range of fortunes. A nice bundle of statistics may show in the aggregate a lovely regularity which is not shared by the firms which make up a trade. An industry may appear to be reasonably profitable, and yet the profits may be very unevenly distributed. The people in an industry, and dependent on it, are managers, laborers, stockholders, creatures of flesh and blood, such as you and I. General pictures and abstract statements must not blind us to what is happening to firms, corporations and individuals.

MeRcuRy is one of the strategic metals of which the supply has been raised from critical uncertainty to more than enough for essential demands. Work by the Bureau of Mines has contributed substantially to increased production of mercury in the United States and to consequent accumulation of Government stocks. Other contributing factors have been higher prices for mercury and Government loans to operators. The Bureau has undertaken 13 exploration projects, 10 of which have been completed. This work has comprised 28,376 ft. of several types of drilling and 23,798 lin. ft. of surface trenching, and has indicated commercial ore containing 34,800 flasks of mercury and marginal ore containing 26,200 flasks, a total of 61,000 flasks; equivalent, respectively, to domestic production for 8 months, 6 months, and 14 months. As Government stocks are now adequate, domestic production (currently at the rate of 50,000 flasks per year) is gradually being curtailed through Government control of labor and operating supplies. Introduction Mercury was one of the seven metals designated as strategic by the Army and Navy Munitions Board in 1939, when Congress appropriated funds for the investigation of domestic sources of supply of war minerals. The Bureau of Mines immediately started a limited search for strategic minerals, but the first mercury project was not begun until December 1940. The U. S. Geological Survey assisted in the search for cinnabar by contributing information on domestic mercury deposits, preparing maps, and making geological studies of exploration projects. The present high rate of production of mercury in the United States was encouraged by the increase in price to $196 per flask at New York (Fig. I) and Government loans to operators for mine development and plant construction. The Bureau of Mines has issued, for restricted distribution subject to wartime controls, 13 War Minerals Reports on individual mercury deposits (listed in appendix A). In March 1942 it also published a Progress Report of the Metallurgical Division, R. I. 3627, Cinnabar-reduction Plants of the Southwestern Arkansas Quicksilver District. Uses of Mercury Mercury and its compounds have more than 3000 uses. Its principal use is as a catalyst in the manufacture of gases for chemical warfare; the next largest is in pharmaceuticals. Mercury is essential also for: (I) certain electrical apparatus, (2) industrial control instruments at many war plants, (3) munitions, including blasting caps, (4) insecticides in agriculture, (5) antifouling paint for ship bottoms, (6) dental preparations, (7) general laboratory use, and (8) amalgamation of free-milling gold ores.

DATA on the solubility of hydrogen in iron-silicon alloys are of practical interest, as hydrogen causes gas unsoundness and embrittlement in iron and steel and is also a factor in the metallurgy of cast iron. Zapffe and Sims1 have recently demonstrated that in deoxidized iron and steel castings gassiness and bleeding are primarily functions of the hydrogen content of the liquid metal. These authors also suggested convincingly that ordinary melting and casting practice provides several sources of hydrogen for absorption by the metal. Norbury and Morgan,2 and Boyles3 have shown that dissolved hydrogen affects the graphitization of cast iron. Schneble and Chipman4 included in a study of the effects of superheating on the properties of cast iron an investigation of the part played by hydrogen. Schwartz, Guiler and Barnett6 investigated the significance of hydrogen in the metallurgy of malleable cast iron. A complete interpretation of investigations of this kind calls for equilibrium values of the solubility of hydrogen in the liquid and solid phases. From the theoretical standpoint, the solubility of gases, especially hydrogen, may reveal some aspects of the nature of liquid metallic solutions. This was implied in the early work of Sieverts6 on the effect of alloying additions on the solubility of hydrogen in copper. Recent work by Bever and Floe7 has shown that in liquid copper-tin alloys the solubility of hydrogen changes abruptly at the composition of the intermetallic compound Cu3Sn. It is of considerable interest to determine whether liquid alloys of iron also have compositions at which the solubility of hydrogen exhibits a discontinuous or otherwise unique behavior. Among the various alloys of iron the iron-silicon system is important because of the presence of silicon in various structural alloy steels, transformer sheets, cast irons and special acid-resisting castings. The various grades of ferrosilicon, finally, cover almost the entire remainder of the composition range. Published information on the solubility of hydrogen in iron-silicon alloys is meager. The first values for pure liquid - iron were reported in 1910-1911 by Sieverts and Krumbhaar8 and by Sieverts.9 They found that 100 grams of iron absorbs 28 C.C. of hydrogen at 1550°C. and one atmosphere pressure, and 31 C.C. at 1650°C. A NEW LINE of specialists has arisen as a result of the trend toward labor socialization and collectivism in all branches of industry. These men are the ones who will govern the destiny of many companies and the labor policy of our government in coming years. They must be men of integrity and of rather exceptional qualifications; men who can foresee the trend of labor relations with business, and who are willing to sacrifice the immediate fruits of technical training for manual labor and study. They must take their place in industry, not with the idea of following the orthodox line of advancement, but knowing that they must stay at the bottom until they have learned to understand the viewpoints, the work, the advantages and the disadvantages of each classification of labor. They must not be of a radical nature or become easily biased, and they must study. You will say I am looking for a superman and in one sense that is true, but the business man and our government are both in the market even now for this type of man, and with the proper training and background, many of our young technicians can readily enter this field of work.

Alaska is a land of immense proportions and resources. Its very name, derived from an Aleut term, means "The Great Land." Yet, in a state slightly larger than Texas, California, and Montana combined, there are presently only two-large scale mines in production, excluding dredge operations. Once referred to by its territorial governor as "a storehouse of minerals," Alaska is, in the opinion of many industry observers, at least 20 years away from a healthy, productive mining industry. The mineral potential of the state is tremendous: coal deposits on the North Slope alone have been hypothetically pegged at 1.5 trillion tons. Copper-zinc deposits on the south flank of the Brooks Range are conservatively estimated to be worth $4 billion to $6 billion. TWENTY-ONE of the states in the Union, the Territory of Hawaii, and seven provinces of Canada now have in operation laws requiring that professional engineers be registered or licensed. In addition, two states require that civil engineers be registered, and one other state demands registration of structural engineers. Moreover, nearly every year sees additions made to the list. The registration movement, fostered by the American Association of Engineers, now has the powerful, energetic backing of the An1,erican Society of Civil Engineers, which is itself now fostering registration legislation, and there is a strong sentiment in favor of registration in the American Institute of Electrical Engineers and the American Society of Mechanical Engineers. Only in the American Institute of Mining and Metallurgical Engineers is anti-registration sentiment, strongly dominant, but many members of this organization are enthusiastic advocates of registration.

UNITED STATES petroleum pro-dU6tion during 1937 materially exceeded? that of any previous year. Firm control of the production rate was maintained under State and Federal laws and aided by the' Interstate Compact. During the first ten months," crude oil prices were stable, except for a slight increase early in the year. Toward the end of the year, uncertainty of price structure be-came evident and a sharp reduction in allowable production was under way. Exploration for new pools and development of .pools already discovered continued active throughout the year. Production control agencies in Texas, and to a less extent in New Mexico and Louisiana, appear to have had increasing difficulty in holding crude oil output to allowable limits. The situation elsewhere is less well known but probably the same condition exists in other important producing States whether control is by State commissions or by unofficial bodies.

IN 1937 the employees of the Hollinger Consolidated Gold Mines Ltd., at Timmins, Ont., Canada, approached organized medicine for a plan to provide themselves and their families with a complete medical service including hospitalization. This approach was made because of two conditions: (1) the necessity for some organization whereby contributions could be made in instalments to offset the sudden and large expense connected with illness for which the average employee is not prepared, and (2) the need for a more cohesive quality of service to replace a contract practice then in vogue, which did not take care of the employee's family or dependents. In different parts of the United States and Canada similar plans were in force, not only for employed groups but for numbers of people in circumscribed areas. In Europe different countries had adopted various forms of health insurance plans. It then was no surprise that these employees as a group should ask for some similar plan. With the cooperation of the management, a plan was instituted. The plan has one object only-the provision of medical services, including the accessory services such as hospitalization, X-rays, nursing, and necessary drugs and medicines. It is not concerned with cash benefits, sickness and accident payments, or any form of monetary return as the result of illness, but is simply an organization to provide medical services and pay for them from a central fund. It is a nonprofit organization and the only shareholders are the employees and their families who contribute and who in turn receive services. The Hollinger plan is limited to the employees of the Hollinger mine, who live in Timmins and the immediate vicinity. At first, the membership was voluntary. In the third year, it was made a condition of employment, with the proviso that at the end of any Association financial year an employee may withdraw if he wishes to do so. After withdrawal, he cannot again become a member until the end of the next Association year, and then only by the payment of the back dues. This step was taken to ensure continuity, and to prevent employees from withdrawing when well and reentering when faced with impending illness or operations. The employee himself is subject to medical examination on application for employment, and if accepted is subject to further examination by a specialist in chest diseases under the Workmen's Compensation Board of Ontario. Thus it is possible to exclude those who have heart disease, tuberculosis, or other disabling conditions when first employed. Wives and families of employees are not subject to medical examination but other dependents of an employee-mother, father, or other relative-who are declared by the employee to be wholly dependent upon him must be examined. A series of specimens of a Cu- 3.23 pct Co alloy were prepared with particle diameters from zero to 590A. The samples were then cold-rolled 95 pct and the effects of the particle size on the behavior on annealing for hr at temperatures between 100" and 900°C were studied (by hardness, light, and electron metallography). Particles, particularly for d r 105 to 590A, greatly impeded softening and vecvystallizn-tion, and tended to give elongated grains. Particles deformed fairly homogeneously with the ,matrix, be- IN a previous study by the author,' the growth of cobalt-rich precipitates was followed electron microscopically in Cu-3.12 Co alloy as a function of aging, typically at 650°C. The coherent spherical precipitates grew to 520 + lOOA average diam before spontaneously losing coherency and developing (111) facets. Stretching a few percent after precipitation 2aused loss of coherency to occur sooner at about 220A average particle diam. The particles apparently retained their fcc structure after loss of coherency. coming lau2ellae. For d = 55 to 180A, these lamellae gave streak-contrast effects apparently due to coherency strains , and spheroidized on annealing at 600" to 650°C, forming coherent particles. Particles of d = 250 ov 320A lost coherency during t-olling, giving incoherent lamellae. Recrystallization apparently occured by growth of new grains into unrecrystallized (recovered) material at temperatures below that at which cobalt atoms had much mobility. The present study was undertaken to explore the effect of cobalt-rjch particles of various average sizes from 50 to 600A diam on the isochronal annealing behavior of copper after heavy cold rolling. The previous work' was used as a guide in preparing the two-phase series of prerolling structures. The solution-treated alloy was also rolled for comparison. A further question of interest in the present study was whether dislocation and particle hardening were additive, since the prerolling structures covered the full range unaged - peak aged — overaged, and further precipitation might occur on annealing after cold rolling. THE safety lamp is the most common and convenient apparatus for detecting inflammable gases in mines, the presence of gas being shown by a blue flame, called the cap, if the wick has been lowered to suppress the luminous flame. The height of the cap increases with the proportion of gas and with the temperature of the lamp flame. Lamps of the Wolf type, the fuel of which is benzine, have a hotter flame than lamps in which vegetable oils are used, such as the Davy, and the Clanny, and are more sensitive than the latter and their many modifications. The Piehler alcohol lamp gives a still higher cap while the Clowes hydrogen lamp is most sensitive of all. While the effect of the temperature of the source of ignition is well known, the writer knows of no previous attempt to correlate the change of this temperature with change of the height of the cap produced. In order to determine the height of the cap at various temperatures, it was necessary to have a source of ignition the temperature of which could he accurately controlled over a considerable range. This condition was met by a coil of wire of high fusing point heated by an electric current controlled by a variable resistance. The use of a coil offered the further advantage of freedom from complications due to the flame of a burning fuel. Such a flame, being itself of variable height, would to some extent raise or lower the elevation of the base of the cap and therefore add to the difficulty of determining the height of the cap. Besides this, the presence of a small cap from the lamp fuel, commonly known as the "fuel cap, " would interfere with the observation of small gas caps. After some experiment, a coil was made of platinum wire, No. 26, diameter 0.016 in. The coil was 17/64 in. (6.746 mm.) in outside diameter and had eight full turns in a length of ½ in. (12.69 mm.). The following abstract of the minutes of the final Adjourned Annual Business Meeting, held Nov. 12, 1912, in the office of the Institute, 29 West 39th Street, New York City, is here presented for the information of the membership at large. On the announcement by the Secretary that there was a quorum present, President James F. Kemp called the meeting to order. The minutes of the Adjourned Annual Business Meeting of Oct. 7, 1912, were read and approved. (Sec p. xi,Bulletin No. 71, November). Prof. Jos. W. Richards, in behalf of the Special Committee of the Board of Directors and the Council (Messrs. Richards, Kirchhoff, and Rand), withdrew the two proposed amendments to the Constitution offered by the said Committee at the Adjourned Annual Business Meeting of Oct. 7, 1912. (See Bulletin. No. 70, October, 1912, p. vi., and Circular Announcement No. 8, Oct. 15, 1912, p. 15.) Professor Richards presented a syllabus of the proposed amendments to the Constitution and By-Laws prepared by the Special Committee. Several members present discussed various sections of the proposed Constitution, and the Committee advised that the suggestions would he duly considered before submitting the final document, which would be duly presented and sent to the membership at large at least 30 days before the next Annual Business Meeting, Feb. 18, 1913. Professor Richards presented a resolution, seconded by Mr. Kirchhoff, making a change in the present Certificate of Incorporation, so that it would conform to the proposed changes in the Constitution and By-Laws; said resolution was unanimously adopted. Professor Richards presented another amendment to the Constitution, which had been purposely omitted from the printed list, but had been requested by many members, namely, the creation of a " Class of Fellows." This question was freely discussed at the Cleveland meeting (see Bulletin No. 71, November, 1912, p. 1348), and in view of the diversity of opinion it was-decided to present it in separate form for separate action of the membership at large at the Annual Business Meeting, Feb. 18, 1913. In answer to question, the President announced that the proposed amendments to the Constitution and By-Laws presented by Messrs. Corning and Stone at the Adjourned Annual Business Meeting, Oct. 7, 1912, and published in Circular Announcement No. 8, Oct. 15, 1912, were still on record. Professor Richards presented a syllabus of the proposed amendments to the By-Laws, and several sections were discused by members present, but no action of record was taken. Mr. Charles F. Rand read a letter from Mr. L. K. Armstrong, Sec-retary of the Spokane Local Section of the Institute, referring to the proposed amendments to the Constitution, and he announced that many of Mr. Armstrong's suggestions were, in one form or another, already incorporated in the proposed amendments submitted by the Special Committee. A special vote of thanks was passed to Dr. Albert R. Ledoux for the valuable assistance rendered by him to the Special Committee in the preparation of the proposed amendments to the Constitution and By-Laws.

ALL technical men who are planning to visit the Century of Progress Exposition in Chicago this summer-and all reports indicate that it will be worth visiting-should try to be there during Engineers' Week, beginning June 26. At that time most of the national engineering societies of the country will hold important meetings in that city. Engineers will thus have an opportunity not only to see the Fair at a time when special programs have been arranged for their benefit, but will have the opportunity to meet their professional brothers and to attend technical sessions of direct interest to them. The A.I.M.E. headquarters will be at the Stevens Hotel, and it will be to the interest of every Institute member who expects to attend the Fair at that time to secure his accommodations as promptly as possible. DURING recent years, there has been a material increase in the use of ferrophosphorus in the steel industry. It has been observed, when rolling sheets, that those made of Southern iron did not have to be rolled at as high a temperature as the others and, consequently, did not stick together. The reason was found to be the phosphorus content of Southern iron. It was therefore thought that an addition of phosphorus to sheet steel of other than Southern origin would give the same result as the use of Southern iron. At first, this addition was made by intro¬ducing phosphate rock in the blast furnace and reducing it together with the iron ore; but, because of the necessity for only small quantities of this grade of iron, the process was not satisfactory. The manufacture of ferrophosphorus was then introduced, so that additions might be made to the open-hearth furnace or ladle. Ferrophosphorus was first manufactured in the blast furnace. This method, however, can only economically produce a grade of product up to about 20 per cent. To produce a higher grade, it would be necessary to charge a larger proportion of phosphate-bearing material; and as the rate of absorption by the iron is low, there would be an increased loss of phosphorus oxides. This feature makes the production of a higher grade ferrophosphorus in the blast furnace uneconomical. The use of high-grade ferrophosphorus in the steel requires a smaller addition and involves, besides the economies in handling, an additional economy in transportation. The alloy with a higher percentage than 20 per cent. can be made only in the electric furnace. In the ordinary operation of the electric furnace in the production of ferrophosphorus, an alloy may be produced containing 26 per cent. phosphorus; this is the limit, for it does not seem possible to produce a higher phosphorus alloy even if large excesses of phosphatic materials are used. The reasons for the difficulty in raising this percentage of phosphorus are not known. Two processes for agglomerating fine sized ores with low temperature coke are described. One process (Orcarb) agglomerates ores with limited amounts of carbon; the other (ore-carbon pellets) pelletizes fine sized ores, using low temperature cokes as the binder. Data are presented on the products obtained when taconite, magnetite, and hematite concentrates and several titanium oxide ores were used. REDUCTION of finely divided oxide ores has long been a major metallurgical problem. Various methods of agglomerating, notably briquetting, sintering, nodulizing, and pelletizing, have been developed and are in industrial use. Carbon is the usual reducing agent for oxide ores and attempts have been made to agglomerate fine ores with coking coal in order to get the metallurgical advantages of intimate contact and increased particle sizes suitable for subsequent smelting or reduction.1-3 For the past three years, research has been in progress on two processes for combining fine sized ores with reactive carbon in the form of low temperature coke. By one process, designated Orcarb, the ore is coated with coke carbon in amounts limited to that required for reduction and the result is an appreciable but limited increase in product particle size over that of the original ore. The second process, called ore-carbon pellets, produces pellets of fine ore bound by low temperature coke. The first objective was to develop a process for combining an oxide ore with only enough carbon for its reduction, the amount being that derived from the simple reduction equations. The carbon (that amount theoretically required for the reduction of the oxides in an agglomerate with ore), calculated to CO, ranges from 10 pct for zinc calcines Or phosphate Ores to 21 pct for rutile and 26 pct for silica. The carbon required for reducing iron oxides falls between the extremes—10 and 26 pet' When the carbon in the agglomerate is low temperature coke, reduction by hydrogen may be expected to take place, thus modifying the calculated carbon require- ment. On the other hand, in practice, an excess of reducing agent over that required in theory is normally used. Screen sizes of three iron ores on which the greater part of the experimental work was performed are given in Table I. Most of the testing was done with Freeport (Renton Mine) coal, but Pittsburgh and Elkhorn bed coals were also used. The first objective was to agglomerate the ore with sufficient low temperature coke to provide carbon for reduction, i.e., in the range from 10 to 25 pct. This was accomplished by preheating the ore, mixing with pulverized coking coal, and completing the coal carbonization in a plain steel rotating retort.
