THE twenty-second annual meeting of the Canadian Mining Institute was held at the King Edward Hotel, Toronto, on Mar. 8, 9, and 10, and was followed on the 11th by an all-day excursion to the International Nickel Refinery at Port Colborne. The meeting was very well attended and dealt with some of the most important matters, both technical and economic, that have ever come before the Canadian Institute. The question of licensing engineers is before the Canadian members as it is before our own in this country and the attitude of the mining engineers across the border is like that of the American mining engineers, opposed to the licensing of the mining. engineer, however they may feel toward the licensing of other branches of the engineering profession. It was well pointed out that such a law, had it been in existence in the last decade or two, would probably have prevented the rapid development of Canada's mines. Whereas one civil engineer can run a line of survey as well as another, perhaps, it is only a question in his case of whether he can or cannot survey. In the case of a mining engineer employed by a man with capital to invest in a development project, unless the man with the money has confidence in the judgment of his engineer the fact that he is a professional man would carry little weight in inducing a large investment toward the development of Canada's resources. It was also pointed out that although the Institute as a whole had not passed on the matter, it would probably be opposed to legislation aiming only for self-interest, but would be heartily in accord with legislation which could be shown to be for the service of the community at large.

STUDIES of ground movement and subsidence caused by mining necessarily chiefly deal with causes and effects of making extensive excavations underground with spans beyond the strength of the un- supported or temporarily timbered roof or hanging wall. Perhaps no other phase of engineering is so de- pendent for results upon the assemblage of what may be called "experience data." That this is the case is cot surprising when one considers the number of variables involved in any at- tempted mathematical formula to determine the angle of draw or the angle of permanent slope of the rocks in any particular case. It is not like dealing with construction materials in which, through testing of. small specimens, in conjunction with the tests of large built- up specimens, relative stresses and strains may be deter- mined and formulas closely approximated for still larger constructions.

The New York talc deposits of commercial importance are in St. Lawrence and Lewis counties, in the northwest Adirondack Mountains (Fig 1). All of the deposits are of pre-Cambrian age and occur within highly deformed and recrystallized marble of the Grenville series. The deposits in St. Lawrence County, near Gouverneur, are the largest and most productive of their type known in the Western Hemisphere. In 1948 the seven mines which are in operation will produce about 130,000 tons of ground talc. All talc production in Lewis County is from one mine. There the annual production ranges from 15,000 to 30,000 tons. These so called talcs of New York State include earth materials of differ- ent chemical and mineral compositions. In general the mineral talc is sub- ordinate in amount to other minerals in both the Gouverneur and Natural Bridge deposits.

IT is commonly believed by metallurgists that in copper-smelting, the copper in the slags, which is irreducible by continued smelting, is retained in the form of "prills" of matte. I have frequently held well-settled slag in a molten condition for a long period without being able thereby to reduce the copper-content. The slag acted as though it contained a minimum of dissolved or combined copper that could not be settled out by gravity. I have used reagents, but without satisfying myself in what form this copper existed. The same slags, by fine grinding and elutriation, could not be separated into portions containing more or less copper than the average content. By treating copper-slags in an electric furnace an impure button of copper. was produced, but the high temperature and the strong reducing-action of the furnace were influences that suggest an explanation of a result not obtainable with ordinary smelting-temperatures. If all the copper in the slag were in the form of copper-matte, and not existing as a dissolved compound with some of the elements of the slag, then the other metals in the matte, such as gold and silver, should occur in the slag in the same ratio to the copper as to the copper in the accompanying matte. This reasoning led me to study the ratio of metals in the products of smelting, and, apart from the issues discussed in this paper, the research has proved both interesting and illuminative. On the assumption of a similar ratio of metals in matte and slag, if the percentage of copper in the slag accompanying; a matte containing 50 oz. of silver and 1 oz. of gold per ton of copper was 0.3 per cent., or 96 oz. per ton of slag, there should be found 0.15 oz. of silver and 0.003 oz. of gold per ton of slag:; but, in my experience, there is less silver and much

PRICE changes in competing fuels in the last three decades have reflected the changes in the consuming habits of the people of the United States. Prior to World War 11 the importance of fuel oil and fuel gas increased almost constantly while the relative importance of both bituminous and anthracite coal decreased. During this same prewar period coal prices increased to a much greater extent than oil prices. In fact, in many years, oil prices declined and in most cases are now no higher than they were back in 1925-26. During the war natural economic trends were entirely upset because of the tremendous petroleum requirements of the Army and Navy. Under these conditions many industrial plants were converted to the use of coal and the new installations in home heating and industrial plants of all kinds which might have used oil were practically eliminated. The relative significance of corrosive and erosive wear in magnetic taconite grinding is examined. The influence of different types of aeration (nitrogen, air, and oxygen) on ball wear was established for mild steel and high carbon low alloy steel balls. Ball wear data from dry and wet grinding tests are compared with those obtained in the presence of an organic solvent that does not promote electrochemical corrosion. Marked ball grinding tests and electrochemical measurements involving ball material and magnetite electrodes indicate that contribution from oxygen toward wear (corrosive wear) is relatively small, and abrasive wear appears to be significant. Rheological properties of the slurry appear to have an important bearing on the abrasive wear of grinding balls.

G. A. Vissac (Consulting Engineer, Vancouver, B. C.) —Some of the data presented in this paper, in connection with cost studies of washed coals, should be clarified and qualified. Washing a raw coal down to a low ash content may mean higher losses in refuse, but the cost of the operation may be more than compensated by the increased value of the resultant product. However, careful engineering and accurate machinery are required to insure maximum profits. Washing at a low gravity separation demands a very accurate automatic process, chiefly when the small sizes of coal are being handled. Coal consumers today are buying mostly on a Btu basis, cognizant of the fact that low ash contents result in lower installation costs and in savings in handling and transportation charges. The attached Table X gives the actual balance sheets of the various cleaning operations corresponding to various ash contents for the two coals presented in the paper, using the old technique of a two-products separation. or the new technique, now commonly used in Europe, of a three-way separation made possible by new methods and new equipment. Savings in capital costs, handling, and transportation have been calculated on the basis of a delivered cost f.O.b. plant of $10.00 per ton of coal at 16.5 pct ash (actual 1953 average price reported by Consolidated Edison, N. Y.), and of $3.50 at the mine also for 16.5 pct ash coal. In both cases this corresponds to values of 126 and 4.26 per 1 pct of combustible and per ton, respectively, on delivered and on at the mine prices. As an example, the middle western coal at 16.5 pct ash, raw, washed down to 4 pct ash in a two-way process will give 53.75 pct of clean coal at 4 pct ash and 46.25 pct of refuse at 31 pct ash. The value of the losses will be 0.4625x(100—31)x0.042 = $1.34. Add the cost of washing, capital, and operation, which is $0.35. The total cost will then be $1.69. But with a three-ways separation we will have 53.75 pct of first-grade coal at 4 pct ash, 37.25 pct second-

GROUND movement from mining, whether it be for coal, metal, industrial minerals, or .oil, will always present many difficult problems. These are especially serious when valuable surface improvements may be badly damaged. The mine itself, if mining methods are not suitable to the formation, is subject to heavy falls of the main roof in the working places; and with certain structural conditions the movements may cause in coal mines disastrous bumps and outbursts of gas, and in deep metal mines rock bursts. There is a dearth of information on the economic threat of silicosis. Even the insurance companies and rating bureaus are in a quandary, and the majority of them avoid any action that will stir up an awakened public consciousness of the serious nature of this industrial hazard. Individual claims for $100,000 are now common in silicosis lawsuits. Because of ('hidden costs," in lowered plant efficiency, the total cost of this disease to industry is probably four times its apparent direct cost. The direct costs vary with the labor policies of the employer and with the labor legislation in force. Direct costs may originate in three ways: (1) voluntary assumption by the employer of medical expenses and loss of earning power of stricken employees; (2) state enforcement of industrial disease compensation acts; and (3) awards or settlements after suits in common law. Examples are offered in the last two classifications. In the Rand, South Africa, compensation laws are in effect and in approximately 20 years prior to 1932 about $65,000,000 has been awarded for silicosis and an additional liability of $34,000,000 incurred, or an average of about t5,000,000 per year. During 1932 silicosis compensation on the Rand was about $6,000,000. No figures are available for the direct capital or operating costs for preventive measures there, nor for the additional "hidden costs." It might be reasonable to assume that silicosis has cost the gold-mining industry of South Africa twenty to twenty-five millions of dollars per year. It is estimated that common-law silicosis claims have, in the last few years, aggregated $50,000,000 in New York State alone and have exceeded $300,000,000 in the United States. Attention is called to the involved nature of the insurance situation for industrial diseases in contrast to accidents. The indeterminant, insidious nature of silicosis makes it particularly difficult to predict necessary insurance premiums and reserves. The serious hazard of this disease was not properly appreciated by either insurance companies or industrialists, so sufficient study has not been given its causation, prevention, detection, treatment, and compensation. IT has been a noteworthy feature of the Cobalt camp, that many of the valuable ore deposits have been covered, wholly or in part, by small but usually deep lakes, such as Cobalt, Cart, and Peterson lakes, and with the subject of this article, Kerr lake. In the early days of the camp many water-covered areas, which have since been found to be valuable, were ignored, or neglected by owners, or simply perfunctorily staked for water rights. Kerr lake is probably the evidence of a fault or sharp fold, having a general east and west strike, and containing a series of ore-bearing fissures, parallel generally to the strike, although having some notable exceptions to the general rule. On the north side of Kerr lake the formation is of diabase, while on the south side it is of Huronian slates and conglomerates. These Huronian measures extend out under the lake, dipping gently to the north to a lateral distance not yet definitely determined, owing to the lack of development under the deepest parts of the lake. Probably the contact between the diabase and Huronian or else between the former and the .underlying Keewatin formation occurs somewhere near the center of the lake. Kerr lake originally covered 45 acres. Of this the Kerr Lake Mining Co. owned 12, the Drummond Mine, 7, and the Crown Reserve Mining Co. the remainder of 26 acres. Since the latter's property was originally entirely under water, it was necessary for the owners to make land for buildings and shaft room. Accordingly, in 1908, a trench was blasted out which deepened the outlet, and lowered the lake 8 ft. As many of the rich veins of the Crown Reserve and Kerr Lake companies were under water, mining was pursued under some disadvantages. Fortunately the rock is tight and solid, and mining has been done sufficiently far from the surface to avoid unnecessary risk. Nevertheless, there was always danger of encountering open seams, through which too large a flow of water for comfortable working might come. Careful soundings were made over the veins, y means of steel-shod pipe, through mud and water to bedrock, but there was sometimes an element of uncertainty as to whether actual bedrock had been reached. It is with more than ordinary pleasure that I have complied with the request of the President of the Verein Deutscher Eisenh?tten leute, to read before this meeting and in this country a paper on a system of transport by wire ropeways which, during the past twenty years, has advanced with rapid strides in Europe, and more partic ularly in Germany. America, with its immense network of railways and water communications, should offer peculiarly favorable oppor tunities for the introduction of these ropeways as feeders, more par ticularly in the mining districts, where, as in Europe, a hilly or mountainous region frequently opposes serious obstacles to the em ployment of surface railroads. The importance of the aerial ropeway as a factor in the develop ment of mineral resources deserves the consideration of every mining engineer. As a case in point, the rich iron-ore of the sierra de Bedar in southern Spain, would probably remain untouched to this day but for an aerial ropeway, 15.6 km. (9 3/4 miles) long, which con nects the mines with the shore of the Mediterranean near the town of Garrucha, affording cheap carriage to the nearest shipping point. A railway would have cost about $480,000 (£100,000), but such a heavy outlay would have more than absorbed all prospective profits on the sale of ore. As the aërial ropeway could be built for a little more than one-fourth of that amount, or $124,800 (£26,000), its erection furnished the successful solution of a profitable mining enterprise. This line has been in satisfactory operation for over two yearn; its details will be referred to later. But beside their importance as feeders, ropeways are valuable as a means of conveyance between works and distant warehouses, and between separate buildings in the same works. Their rapidly spreading introduction for such purposes indicates how keenly the necessity of effecting economies is felt under the stress of an everaccentuating competitiop.

BEFORE describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, sary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor-that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work he spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. BAUXITE is known mainly as the ore from which aluminum is smelted but it has large use also in the manufacture of artificial abrasives and as a basis for certain chemical industries. A small amount is used for refractories and for other purposes. COMPOSITION Dana and others give the mineral formula of bauxite as A1203.2H20 and the composition as A12037 73.9 pct; H2O, 26.1 pct. It has been definitely shown, however, that bauxite does not exist as a specific mineral but rather as a rock. The term is now used synonymously with aluminum ore and it embraces gibbsite (hydrargillite or alpha trihydrate), A1203.3H20 (A12037 65.4 pct; H2O, 34.6 pct); boehmite (alpha mono¬hydrate), A1203.H20(Al203) 85 pct; H2O, 15 pct); diaspore (beta monohydrate), A1203.H2O(A12037 85 pct; H2O, 15 pct), and mixtures in various proportions of any two of them. Bauxite of the Mesozoic and Cenozoic in Europe is predominantly a mixture of gibbsite and boehmite, subordinately a mixture of boehmite and diaspore, or gibbsite and diaspore. The bauxite of North and South America, tropical Africa, Asia, and Australasia consists largely of gibbsite. Corundum (A1203) is not included under bauxite, although gradations from bauxite to emery or corundum exist. All bauxite, irrespective of the aluminum minerals composing it, contains certain impurities, including silica, in the form of clay minerals (kaolinite, halloysite, and others) or quartz, iron oxide (as hematite or goethite), titania (as leucoxene or rutile), iron sulphide (as pyrite or marcasite), iron carbonate (siderite), and calcium carbonate (as calcite); the last three mentioned in minor amount and of local occurrence only. Bauxite belongs to a group of partly consolidated materials called laterites, formed by surface weathering. This group includes also impure siliceous and ferruginous bauxite and siliceous and

PONCA CITY proved an ideal selection as a place of meeting for the Petroleum Division this fall. The accommodations at the Conoco Club were just what was required for such a gathering; the committee having the arrangements in charge functioned with the efficiency of veterans and the enthusiasm of neophytes; and the members and guests followed the speakers with close attention, entered the subsequent discussions with gusto, and divulged the "low-down" at private conferences. No one minded the drizzling rain on the first day, which only served to keep up the attendance in the auditorium; the weather then cleared up in time for a group picture before the gathering went their separate ways.

THERE has never been a great civilized nation which did not have a mining industry; civilization cannot flourish without metal mining. Without tools we can have none of the 'industries that are the foundation of civilization and without metal mining we cannot produce the material of which tools are made. Therefore, if we have no metal mining we have no metals, no tools, no civilization. An example to illustrate this may be drawn from a recent article in the Saturday Evening Post which described the run-down condition of modern Athens. Athens is nothing but a busted mining camp! In its palmy days the Greeks so applied the leasing system to the silver mines of Laurium that the royalties, paid the expenses of government and instead of a tax bill the inhabitants received a pay check. The Persians came over to capture these mines but the Greek navy was built to defend them. When the silver mines played out, Greek civilization declined.. Our mining must continue if our civilization is to continue.
