ARCHEOLOGISTS, by use of the terms Bronze Age and Iron Age, indicate that metals have in the past determined the character of civilization. The relatively simple discovery by a primitive metallurgist that the addition of tin to copper both facilitated the production of castings and increased the durability of the product enabled hunter, warrior, and housewife alike to do things never dreamed of before. Similarly, the smelting of iron and the discovery of hardening methods greatly changed the arts of peace and war. Discoveries of low-melting-point alloys for joining and for making household utensils, and perhaps the adornment of a feminine form by sparkling precious-metal jewelry, have at times changed the destiny of a country. Bronze cannon, the cast and wrought iron Watt engine, copper transmission lines, and aluminum alloy aircraft, are cases of particular metals making possible the realization of an improved engineering design. Perhaps of the greatest influence of all upon civilization was the development of type metal. The rapid increase in the rate of dissemination of knowledge dates from the day that the technique of the pewterer was utilized in making rapidly reproducible and accurately sized letters for printing. It was not movable type, but metal type that was important, for metal castings could be made of identically the same shape and size at an enormous rate, and possessed excellent inking and wearing characteristics.

MOST people believe that rare metals are always, scarce in nature, expensive to make, and therefore useless despite some miraculous properties which might make them a cure-all. There are' some metals, which are quite frequent in nature, such as zirconium, which are called rare only because our present methods for making them are elaborate, thus forcing the manufacturer to sell them at a high price. There are also truly rare metals, such as gallium, which do not occur frequently in ores, but are easily reducible from their oxides. In these cases the price of the concentration operation is the decisive factor. The distribution of the elements in the earth's crust is no indication as to the availability of a metal; the concentration operation is the critical factor. Concentration is frequently obtained in the course of metallurgical operations for the extraction of other metals, and the rare metal may be enriched in by-products, flue dusts, mother liquors or precipitates from electrolyte purification as are indium, thallium, selenium, and tellurium. A periodic table of the rare elements may serve as a basis for discussion of their properties and to establish a program. (Table 1.)

Mobile cranes on tires are perhaps the most important accessory in truck-haulage pits. They usually are of 20-ton capacity at short radius and with outriggers but have considerable overload capacity. Standard booms are 30 ft but have 10-ft extensions with which they are usually operated. Cranes have two engines, both originally gasoline, but 150-hp Diesel engines have been found more reliable for the propulsion motor, the 100-hp gasoline motors being retained for hoisting. Pro- visions are made for dropping the ballast counter- weight to reduce axle weights to legal limits for highway travel. The weights are carried on a regular truck or are transported on an extra trailer axle behind the crane. Tractors-Probably equalling the cranes in usefulness are the track-laying tractors which are used to prepare roads and other surfaces, to clean up at the shovel, and for dozing on stripping dumps. A new type of tractor mounted on rubber tires has been tried out on the Mesabi Range for the past year and a half. The advantage of this design is its mobility which makes it capable of taking care of the spill at the shovel and then running to the dump to clean up. Alternating between these two jobs, it relieves heavy tractors that can be used to better advantage on heavier work that does not require so much traveling. This tractor can travel at speeds of 12 to 13 mph and is designed to facilitate repair of the expendable parts. Weaknesses have developed in the internal construction which have seriously marred the performance record of this unit, but when used within its capacity it is quite successful.

In 20 years of commercial development, nuclear reactors have demonstrated that they are a safe, dependable, and economical source of power. Operating experience with commercial power reactors has firmly established nuclear power as a practicable source of energy. For both boiling-water (BWR) and pressurized-water (PWR) reactors, performances to date have generally met design predictions. Furthermore, it has become possible to analyze and understand the nuclear, chemical, and physical behavior of this class of reactors. The United Kingdom has had similar success with gas-cooled reactors. The Experimental Boiling Water Reactor (EBWR), the first United States experimental power reactor, began operation in 1956. It proved to be capable of supplying 4500 kw (kilowatts) of power. This reactor was followed in 1957 by the Pressurized Water Reactor at Shippingport, Pa. It was the nation's first full-scale central-station nuclear power plant and the first in the world designed exclusively for the production of civilian electric power. The Shippingport reactor was originally designed to produce 60 megawatts (MW) of electricity, and it was increased to 100 MW in 1964. In 12 years of operation, this reactor generated over 4.5-million MW-hr of electricity in spite of many shutdowns for experimental alterations. By 1969, a total of 15 central-station nuclear power reactors were operable in the United States with an aggregate electrical capacity of over 4200 MW. Early in 1964, Jersey Central Power & Light Co. announced plans for constructing a 515-MW nuclear plant at Oyster Creek, N.J., to be built without government financial assistance. The company stated that a nuclear plant had been selected competitively with fossil fuel. Their economic analysis stated that the plant would generate electricity at less than 4 mills per kw-hr, competitive with coal at 200 per million Btu (British thermal units). Coal cost in 1964 for that region averaged 26.00 per million Btu. The Jersey Central report created wide interest in public-utility circles; nevertheless, no other nuclear plants were announced in 1964. However, in 1965, six nuclear plants were announced by utilities, followed by 26 in 1966, 29 in 1967, and 10 in 1968. By Sept. 30, 1969, 97 reactors were operable, being built, or planned. The cost of these, all committed by electric utilities, was estimated at about $12 billion. When constructed, they will have an electrical capacity of 72,000 MW. The relationships between collector and mineral, activator and mineral, and activator, collector and mineral will be considered herein. We propose to criticize current theories of flotation but we will not repeat the many pertinent arguments presented by Wark and Cox28 in 1937 in which the "chemical" or more strictly the "solubility" theory proposed by Taggart and co-workers22 is shown to be untenable. Recently Taggart, Arbiter and Kellogg24 have studied the long-chain aliphatic amines as collectors and have attempted to resuscitate the solubility theory for these particular collectors. Dean and Ambrose3 have felt that "we stumble over words" when we distinguish different mechanisms of adsorption. Our view is that nothing is more stultifying to the development of a science than attempts to force widely different phenomena into one classification. This oversimplification leads immediately to difficulties in the interpretation of results. Experimental Procedure The response of minerals to activator and collector was determined by "captive-bubble" tests. The methods of preparation of specimens26 and of testingin have been previously described. Results from captive-bubble tests were confirmed by flotation tests in glass-stoppered cylinders.26 The full lines shown in the figures relating solution composition to contact (flotation) distinguish solutions in which contact (flotation) is possible from those in which it is not. The curve is derived by successive approximation and the accuracy is ±o.2 pH units and ±5 mg. per liter of collector or depressant. Solution compositions for which it was shown experimentally that contact or flotation is possible are marked by a circle, those for which it is not possible by a cross and those for which it is doubtful by a cross within a circle. It is assumed that at all other solution compositions within (without) the curve, contact or flotation is possible (not possible). After testing in the collector solution, the mineral was removed, washed, and tested by the captive-bubble method in water, or floated in a cylinder with frother only. In this way the composition of solutions in which a mineral was conditioned but in which properties of the collector solution prevented contact or flotation can be defined. The composition of solutions in which conditioning was possible lie between the full and broken curve, the experimental results being indicated on the figures by a square. The curves show the limits of composition of solution in which flotation in a cell would be possible. Many factors other than those considered in these tests determine recovery or grade of a given mineral in practice.

BRIEFLY stated, the history of the St. Joseph Lead Co. is the story of how a group of men, working for ten years as officers without salaries and stockholders without dividends, developed a small mine in Missouri into what became a large and prosperous corporation. Their courage and faith in the scattered surface deposits of lead coupled with the management's engineering vision and sound financial judgment should prove an inspiration to present-day mining operators and investors. In 1717, John Law's company, known as "The Company of the West," was formed in France and letters patent were granted, for a period of 25 years by Louis XV, for exploration in the Mississippi River Valley. One of the underlying purposes of the expedition, headed by Mr. Renault and Mr. La Motte, a French metallurgist, was development of the lead mines in the area now known as Southeast Missouri.

THE development of the North Lily ground, which lies in the East Tintic district, Utah,. about half a mile northwest of the famous Tintic Standard mine, was undertaken by the International Smelting Co. on purely geological reasoning. The geologic theory on which this work was based resulted from several years' intensive study of the East Tintic district by the geological department of the International Smelt-ing Co., who were, during this period, indebted to many for valuable suggestions that were adopted and became part, of the gradually maturing concept. For example, E. J. Raddatz, president of the Tintic Standard Mining Co., first called attention to the significance of rhyolite alteration; J. W. Wade, assistant manager, contributed greatly to our knowledge of the great Tintic Standard orebodies; and so on all along. the line. In short, the ultimate theory embodies the aggregate experience and thought of all those most familiar with the area in question. The problem in brief was this: is the Tintic Standard deposit an isolated occurrence of ore, or are other ore deposits to be found in the vicinity? If the latter is the case, where can these others be looked for? The difficulty of the problem lay in the fact that most of the area is covered by rhyolite; beneath which lies the limestone in which the orebodies occur; so that the available evidence as to the structure of the formations, and, their mineralization; is of the slightest. The sav-ing features of the case, by means of which it proved possible to solve the problem, are three in number first, the rhyolite is pre-mineral and hence has been exposed to alteration by the mineralizing agencies; second, certain persistent dikes and fissures are con-tinuous through the rhyolite into the limestone below; and third, the extensive underground workings of the Tintic Standard gave a good basis for study of the sub-rhyolite structure and the occurrence of ore. The rhyolite overlies the Tintic Standard orebodies, and over them shows a large patch of brownish altera-tion. This patch proves to be due to chloritization and sericitization, which has spread out from certain zones of dikes, pebble-dikes and fissures. The dikes are com-posed of a light fine-grained rock which has been altered to an aggregate of quartz, alunite, and magnetite. They can be traced southwest to a common center in Big Hill, the entire mass of which is composed of the same material. The pebble-dikes, which consist of a mass of rounded pebbles, mainly quartzite, in a matrix ranging from the same quartz-alunite-magnetite rock as above to almost pure vein quartz, are closely asso-ciated with these light dikes, but in general extend farther northeast. They thus represent a specialized phase of the intrusive action of which Big Hill is the center. The brown chloritized rhyolite, then, is an alteration product due, in all. probability, to emana-tions closely associated with this phase. Since it coin-cides geographically with the Tintic Standard area of highly altered limestone, with its many great ore-bodies, it has been concluded, that it is the expression in the rhyolite of activities which have also altered and mineralized' the underlying limestone.

INCREASING attention has been given in the last decade to the possibilities of mine leasing in the West. The practice as described in this article does not refer to the leasing of entire properties for corporate operation. It is intended to deal rather with the advantages and problems incident to leasing portions of properties to individuals who themselves, individually or in groups, do the actual mining and transportation of the ore. These individuals are sometimes called "leasers" and sometimes called "tributors." The contracts under which they work set up an independent relationship of lessor and leaser, between themselves and the mineowner or operator. This relationship has many advantages to both sides over those created by the ordinary relationship of employer and employe. From the standpoint of the owners there is no liability on independent contractors for industrial injuries, social security taxes, unemployment taxes, or the manifold restrictions of the Federal Labor Relations and Wage Hour Acts and similar state acts where they exist. As the leaser's income depends on the quantity and quality of ore produced, there is a distinct incentive for maximum production of a good grade of ore. This in turn promotes careful mining of the areas under lease. Ordinarily in mining, labor cost is a high percentage of the total cost of operation. Under a leasing system, even if the leasers be allowed to retain half of the gross values that they produce, and the owner or operator gets half, in the case of marginal ore bodies this is ordinarily more than the lessor would realize if the property were worked by day labor. . Only the acute phase of the smelter fume problem is new. The problem itself is older than the Christian era. While both lead and copper were mined and crudely smelted some 3000 years ago, it was not until the Roman occupation of the Iberian . Peninsula and the British Isles, which occurred but shortly before the beginning of the Christian era, that there was any evidence of smelting operations on a scale sufficiently large to permit a fume problem. Around Huelva, Spain, are found more than 30 million tons of slag from lead smelting conducted there by the Romans. Pliny tells US that more than 20,000 slaves were employed in the Iberian mines. Extensive mining and smelting by the Romans in England and Wales were coincident with the Iberian proceedings. These metallurgical operations were upon a sufficiently large scale to produce marked results both upon the surrounding country and the smelter workers, but, as they were those of a conqueror upon conquered soil, conducted by slaves, imperial Rome failed to recognize that such a thing as a smoke problem did or could arise, and whatever fume question there may have been at that time remained a question only to those who had no chance to answer any phase of it. The smelting operations of the Romans extended over about 400 years, and little is recorded of lead and copper smelting from that time until the 16th century. From the revival beginning at this period up to the present century, the growth of smelting has been comparatively gradual. In Great Britain, smelting was conducted almost wholly in localities where metallurgical operations were of paramount importance, and the communities .that grew up in smelter localities were due to and dependent upon the mines and smelters. This fact had much to do with the comparative freedom of British smelting from burdensome fume litigation and legislation. To a lesser degree these conditions applied to the German operations which, when coupled with the further fact that most of the early German operations were to a greater or less degree fiscal workings of Prussia, Saxony and Brunswick-Hanover, accounts for

WORLD production of the three major nonferrous metals, copper, lead, and zinc, in 1939 will aggregate about 6,050;000 tons, compared with the all-time peak of 6,237,944 tons in 1937, and the previous peak of 5,679,442 tons in 1929. The United States will furnish 30.9 per cent of the total compared with 30.4 per cent in 1937 and 41.3 per cent in 1929. Table 1 gives the details of the three metals.

A Discussion of the Paper of Prof. Howe. (Bi-Monthly Bulletin, No. 14, March, 1907, pp. 169 to 274.) P. H. DUDLEY, New York, N. Y. (communication to the Secretary*) :-The characteristics of Prof. Howe's metallurgical papers are, that he is able, from the mass of confusing evidence on the subject, to make an analysis and present hypothetical and essential principles in concrete form for consideration and discussion. I can appreciate, from the practical side of the subject, the arduous labor of collecting and investigating the data that is essential to prepare the paper. Much of the data necessarily came from material of preceding years. of manufacture in which there was allowed time for chemical reactions of the recarburizer, and for the elimination of the oxidation-products before teeming the ingots. This condition gave a favorable tinge-element to free the metal from slag- and other impurities, but, in allowing the. ingot to cool before charging in the furnace, the time-element entered as a detrimental factor in the development of the pipe or shrinkage-cavities, which gave an ingot-structure deficient in soundness. The interpretations from such material must be made with due allowances for the methods of manufacture, and must be given proper weight, as general facts, in subsequent arguments. The difficulties under which investigators labor are not easily surmounted in differentiating between reliable and unreliable data incident to variables of methods of manufacture, chemical composition of the alloys of steel, mediocre practice and that of the highest state of the art. PHOSPHATE ROCK is a low- priced commodity. This fact has influenced the choice of mining and beneficiating methods to a greater degree, perhaps, than in most other low-grade mining operations. The fact that many yards of everburden and matrix must be stripped and mined per ton of salable "rock" produced and sold has necessitated he development of relatively simple btneficiating plants having high capacity and low capital and operating costs. The law of diminishing returns must always be reckoned with in phosphate mining and washing, and often recovery must be sacrificed in favor of costs in order to achieve the highest over-all economic efficiency. The phosphate-bearing formation, known as "matrix," is composed of (1) phosphate pebbles, which are somewhat rounded in shape and which vary in size from 1-in, to micron sizes, (2) rounded quartz grains usually smaller than 10 mesh, and (3) clay, of varying "stiffness," which is the binder of the matrix. The phosphate pebbles vary in hardness. Their color, which varies from white to black, is not a reliable indicator of the Bone Phosphate of Lime (B.P.L.) content of the

WITH seventeen papers submitted. and thirteen presented in three sessions, the geophysicists had a most successful meeting at New York in February. The first paper on Monday morning dealt with the location of a diabase dike near Chapel Hill, N. C., by magnetic and resistivity methods. The magnetic indications were pronounced directly over the dike. whereas the anomalies of apparent resistivity were less distinct and displaced away from the dike. (Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. The purpose of the following research, as originally planned, was to investigate the influence of temperature upon the plate¬amalgamation process. In order to consider the amalgamation process intelligently, it was first necessary to learn the nature of an amalgam. In the performance of this task it was found necessary to consult a large volume of literature and to perform experimental investigations. The conceptions of the nature of amalgams thus obtained have so important a bearing on the amalgamation-process as a whole, as well as upon the possible influences of temperature, that it was advisable to include them in the treatment of the subject. The broader title is therefore used, even though some features of the amalgamation process have been treated very briefly and others entirely omitted, there being nothing new to present regarding them and their development not required for a clear presentation of the matter in hand. I. HISTORICAL INTRODUCTION. Gold was one of the earliest metals known to man. Occurring in the metallic state, it could be picked up in nuggets or washed, as gold dust, front the sand and gravel of streams. Interesting descriptions of the processes employed in early times for the recovery of gold may be found in Pliny's Natural History and in the treatise by Agricola on ores and minerals. But little progress in the treatment of the ores of gold was possible until efficient -crushing machines were devised. TWO months ago, just after the coal code hearing in Washington, one of our leading liberal weeklies printed a study of the coal industry made by an economist in the Administration, and on the outside cover bad it featured as "Coal-A Dying Industry." There are, of course, different opinions as to the accuracy of this characterization and I want to present some of the facts about the outlook for the bituminous industry for a short time ahead. In view of what has happened in the industry within the recent past it would be futile to attempt to make any prophecy about what is likely to occur in the future. We all know that a prophet is not without honor save in his own country, but it is likely that anyone undertaking this role about this industry would soon find himself in no man's land. One can, with some slight degree of safety perhaps, outline present conditions and tendencies and draw some inferences as to what the future may hold.
