A simplified model for the theory of reaction rates near equilibrium has been applied to the reduction of wustite. A linear relationship between the net rate of reaction and the Gibbs free-energy change, ?F, is predicted. The reduction of wustite in H2 -H2O gas mixtures was studied with a microbalance technique at temperatures from 850° to 950 °C. The predicted model was found to be valid to -?F/RT = 0.1 or approximately -200 cal per mole away from equilibrium. ThE theory of reaction rates near equilibrium has been developed by a number of authors. Prigogine, Outer, and Herbo1 have studied the catalytic hydrogena tion of benzene in an attempt to deduce some intrinsic connection between reaction rates near equilibrium and thermodynamics. Manes, Hofer, and weller2 have derived more general expressions for reaction rates near equilibrium from classical thermodynamics. Hollingsworth3,4 has commented briefly on the work of Manes et al. Benson5 has summarized in a general way the results of the earlier contributions. It is the purpose of this paper to apply the theory of reaction rates near equilibrium specifically to the reduction of wustite in H2-H2O gas mixtures. The basic premise is that the reduction of wustite proceeds by a surface reaction, rather than by solid-state diffusion ,or gaseous diffusion. Richardson and Dancy6 and Gellner and Richardson7 have suggested that the reduction of wustite may be governed by iron diffusion in wustite. Mckewan8-11 has proposed that reduced iron layers on various oxides are sufficiently porous to offer a negligible impedance to the reducing gas. The linear motion of interfaces reported by McKewan and discussed by Themelis and Gauvin12 indicates the lack of diffusive control during reduction. The reduction studies of magnetite reported by Quets, Wadsworth, and Lewis13 give additional evidence that reduction rates are linear when the reaction products are porous and nonprotective. The interpretation of measurements reported in this paper is predicated upon a surface-controlled reduction reaction, at least in the earliest stages of reduction when the reduced iron layer is thin.

A recent paper described, by means of stereographic pole figures, the preferred orientations produced by cold-rolling low-carbon steel of automobile-body grade. It was found that the surface of the sheet exhibited a deformation texture significantly different from the texture possessed by the inside of the sheet. Efforts to produce the surface texture by buffing a sample exhibiting the normal or inside texture, using a copper lap, have not been successful. In view of the data collected by Kurdjumow and Sachs2, it was suggested that the surface texture might be the result of partial recrystallization of the normal or inside texture. The recrystallization texture of cold-rolled mild steel was studied by Goss3, but he did not use the pole-figure method, so that his conclusions were in need of verification. For these reasons the work reported in here was undertaken. It had two objectives: (1) to study the general behavior of cold-rolled mild steel on recrystallization below the critical temperature Al, and (2) to attempt experimentally a demonstaration of the genesis suggested above for the surface texture in cold-rolled steel. The material was that used by Gensamer and Mehl, cold-rolled to 97.5 per cent reduction in thickness. Fig. 1 is an X-ray pinhole photo-gram of this material, taken with the beam transmitted perpendicular to the plane of the sheet, using a molybdenum target at 35 kv. with no filter. It is typical of the inside texture, but in it the deformation texture is better developed than in the samples that showed a well developed difference between the inside and surface samples. Specimens from this sheet, which was 0.005 in. thick, were annealed for 5 min. at various temperatures in a lead bath. After about 0.0005 in. had been etched from both surfaces, X-ray photograms were prepared, using the technique described in the earlier paper1. Figs. 2 to 6 are photograms of the annealed sheet, at 566, 571, 577, 580 and 650" C. (1050' to 1202" F.), in order. Fig. 2 shows that 5 min.

The Grossmann principle1 for the calculation of hardenability of steel from composition is attractive because of its simplicity. It postulates that the hardenability of a steel for any particular grain size may be expressed in terms of an ideal critical diameter, which is the product of an ideal critical diameter for a "pure" iron-carbon base multiplied by a succession of factors for each element of composition contained, including the incidentals. It infers that the multiplying factor for a given quantity of an element is constant for all combinations of composition. Gross-mann has stated that in the great majority of cases the experimental values of hardenability are found to be well within 10 per cent of the calculated values. The validity of the scheme has been confirmed in principle by Crafts and Lamont2,3 and by Kramer et al.4 Their results differ from the original in the magnitude of the effect of some elements but, since they accepted the product concept and followed its direction, it is to be ex~ected that similar results would be obtained. Crafts and Lamont, in their second Paper, recognized that the factor relations for manganese and nickel were not continuously linear, but beyond certain critical amounts increase sharply. Austin, Van Note and Prater6 demonstrated nonlinear relations between hardenability and alloy contents. Their curves for chromium, silicon, manganese and nickel were all convex upward to show decreasing incremental effects. They concluded that Grossmann's factors under-evaluate the hardening effect of low percentage additions of these elements, and overevaluate the larger additions. More recently W. Stevens has found that the factor method fails when applied to complex steels containing two or three principal alloying elements other than carbon. Multiplying factors derived from his results bear a complex relation to composition and are not constant for a given amount of an element as the base composition varies. C. A. Liedholm7 found that, using either the Grossmann or the Crafts-Lamont multiplying factor values, not only were the relative hardenabilities of two heats of S.A.E. 6130 chromium-vanadium steel

In the course of a study concerned with the rnechanical behavior of the intermetallic compound CO3V, both structural observations and anomalous electrical-resistivity behavior indicated the presence of a new high-temperature phase in an alloy with the stoichiometric composition, Co-22.4 wt pet V. The evidence, which is given below, suggests that the new phase is situated between the low-temperature ordered hexagonal phase, k,1, 2and the high-temperature disordered fee solid solution, a,3 within a small range of temperature in the vicinity of 1070°C. Structural studies included X-ray diffraction analysis* and electron-transmission microscopy examination* of stoichiometric composition speci- mens homogenized for 1 hr at 1200oC and either air-cooled or water-quenched. The air-cooled specimens yielded X-ray diffraction evidence of the k phase, while electron microscopy revealed a microstructure of both heavily and moderately faulted regions as shown in Fig. 1. The high density of stacking faults (or fine twins) in region A is reminiscent of hexagonal cobalt following its allotropic transformation.4 Selected-area diffraction from this region revealed distinct superlattice reflections of the ordered hexagonal phase, as well as continuous rel-streaks which were normal to the fault planes in the micrograph. The latter is indicative of extremely small spacings between the faults.' Regions such as ß were found to be only partially transformed to the k phase. Attempts to study the antiphase domain structure by either bright- or dark-field techniques were unsuccessful in these initial studies. This was due to the low intensity of the superlattice reflections arising from the closeness of the cobalt and vanadium scattering factors. Quenching Co3V from above Tc appears to suppress the formation of the k phase. Both X-ray and electron-diffraction results indicated that the disordered phase, a, was partially ordered during severe cooling and that the structure of the ordered phase was of the L12 (Cu3Au) type,6 designated here as a'. As in the case of the hexagonal phase, examination of the domain structure was unsuccessful; however, significant information concerning the morphology of this condition was revealed by the appearance of dislocation arrays. The object of this paper is to record and interpret field and laboratory observations made by the writers during five years of study of the barite deposits of North Carolina. Deposits of barite are known to occur in three localities in North Carolina (Fig. 1) two of which—the Hot Springs and Kings Mountain —contain material of economic value. The Hot Springs area begins near Bluff, some 6 miles south of Hot Springs, and continues northeast by Stackhouse; a total length of 7 miles. The Kings Mountain deposits lie along a belt that extends from the north end of Crowders Mountain in a southwestward direction, along the east side of this and Kings Mountain, to Kings Creek, South Carolina. The third locality is 3½ miles southeast of Hillsboro, Orange County, a short distance west of the highway leading from Hillsboro to Chapel Hill. It is not known when barite was first discovered in North Carolina, but production from the Hot Springs area began some 50 years ago. The state has never produced large quantities of barite—usually there have been less than three producers—and definite figures are not available, but reasonably reliable estimates indicate a total production of 300,000 tons. From 1901 through 1920 barite mining was on a seemingly prosperous basis and a large tonnage was shipped from the Hot Springs and Kings Mountain areas. With the depression of 1920 the industry began to decline and production practically ceased in 1926. Geology of the Barite Areas In the Hot Springs area barite is found in the Max Patch granite of Archean age and the Snowbird formation of Cambrian age. The Max Patch granite is of two varieties, one gray to whitish and the other red. The gray granite is coarse, at times porphyritic, and composed of quartz, orthoclase and plagioclase feldspar, with a little biotite and muscovite. The red granite is also coarse and differs from the other only in having conspicuous pink and red feldspar. Both varieties have been much metamorphosed and weathered in places, so that they contain secondary

In all, 127 producing oil wells, 8 producing gas wells and 212 dry holes were drilled during 1936 in the Central Texas area; 76 wells in Bexar County, 62 in Caldwell County, 44 in Guadalupe County, 22 in Williamson County, 20 in Navarro County and 20 in Frio County. Less than 20 were drilled in each of the other counties and none at all in Ellis, Hill, Bosque, Coryell, Lampasas, Burnet, Llano, Kennedy, Mason, Real, Kinney and Uvalde Counties. The Pearsall-Austin chalk field in Frio County and the Zoboroski field in Guadalupe County were the only new discoveries and there were no important extensions to old fields. In this report Corsicana, Mildred (Elm Ridge), Angus-Edens-Hodge, Burke, and Rice-Oil Ridge, all shallow Navarro County stripper fields, are grouped together under the name of Corsicana. This grouping follows that of the Railroad Commission of Texas, thus facilitating the gathering of production data. A map showing the location of the oil and gas fields in the Central Texas Area was published in Volume 114 of the A.I.M.E. TranBactions, page 380. New Fields Pearsall-Austin Chalk.—The Amerada Petroleum Corporation completed 13 Austin chalk wells during 1936 on the large Amerada-Rycade block in Frio County. Other companies drilled two dry holes to the Austin chalk in this vicinity. Not enough wells were drilled to give control of the structure but it appears to be a nose plunging in a west-southwest direction. A second deep test is being drilled in the Pearsall area and at this writing has cemented off a show of oil and gas in the Edwards limestone. The Humble Oil and Refining Co. is building a 6-in. pipe line from Lytle, Tex., to serve the Pearsall field. Zoboroski.—Actual discovery of the Zoboroski field was made by W. J. Walton et al. in 1931. The discovery well, Anton Zoboroski No. 1, was a small producer making but from 3 to 5 bbl. per day, which was used locally for fuel oil. In view of the prominence which the conical mill has attained in the fine-crushing field within the few years since its introduction, the following comparison with its more mature forerunner, the Chilean mill, based on extensive tests, is submitted in the interest of the milling profession. Soon after designing the concentrating plant of the Miami Copper Co. in 1909, the Hardinge conical mill made its appearance in the milling forum. Its possibility as a suitable crushing device for the plant was well recognized, but in view of the lack of commercial demonstration, at the time, as to capacity, efficiency for desired product, and the still more uncertain factors of cost of maintenance and power consumption, it was deemed that the immediate adoption of this machine throughout the plant would be a hazardous undertaking. For these reasons it was decided to equip the majority of the immediately required units of the plant with Chilean mills, the fine-crushing proficiencies of which were better known, and one section with Hardinge mills, to serve as a test unit for the guidance of future installations and replacements. Thereby, after 1.5 years' operation with both types of mills, a thorough test as to metallurgical efficiency and cost economy has been obtained. The conical mill used in these tests is the 8-ft. Hardinge pebble mill, having a cylinder 22 in. in length. The cylindrical portion of this mill is lined with cast-iron liner plates, and the conical extensions with silex bricks bound together by cement. Each liner plate carries a projecting lifter, the function of which is to increase the height of drop of the lifted material. Danish No. 5 pebbles, obtained from the coast deposits of Denmark, are used for the grinding charge. The Chilean mill used is a fast-running, 3-roller, 6-ft. Saturn mill, with screens of 0.037-in. opening. The feed to these mills is the oversize of Callow screens having 0.029-in. openings, which follow rolls crushing to 0.5 in. THE type of gas producer in which the ashes are fluxed and run off as slag was among the very earliest made. Ebelmen built the first one in 1840 at Audincourt, France, only a year after the installation of the first gas producer of which we have record. Charcoal was used as the fuel, with blast-furnace slag and clay is flux. My interest in this type of producer began when as a boy I saw the fluxing producer at Chester, N. J., which was invented by W. J.. Taylor, and described by him in 1881.1 This producer was invented independently by Mr. Taylor to meet the difficulties he experienced in making producer gas for roasting sulphurous iron ores. It will be of interest to review briefly his description of his producer. It was built like a small blast furnace, having a hearth 24 in. in diameter and 24 in. high. The bosh angle was 25° from the vertical; the diameter at the bosh 4 ft. and at the top 3 ft.; the total height 12 ft. The producer contained one water-cooled tuyere 12 in. above the bottom, with a 1.5-in. nozzle.. Depth of the coal above the tuyere; 6 ft. Mr. Taylor mixed the coal with from 30 to 40 per cent. of basic blast-furnace slag to flux the ash. Occasionally some limestone was also used, but never limestone alone, as the use of the furnace cinder gave a larger volume of slag and made it easier to maintain a proper fluidity. . The producer was blown with a small Weimer blowing engine, delivering 300 ft. of air per minute, at from 1 to 1.5 lb. pressure. The slag was tapped every 2 hr. and was black and glassy in appearance. Broken or egg size anthracite was used. The fine sizes of anthracite could not he made to work. Mr. Taylor expressed the belief that bituminous coal could be used if not too fine, but no experiments were made with this coal. Runs were made of four weeks' duration, with no stops or changes. The gold precipitate from the zinc-dust presses in the cyanide plant of the Alaska-Treadwell Gold Mining Co., Treadwell, Alaska, is treated, in the refinery adjoining, by the Tavener or lead-smelting method. About 3 or 4 tons of this precipitate is produced monthly having 'a gold assay value of $40,000 to $60,000 per ton. It was formerly the practice to treat the byproducts from this process, consisting of 2 tons of slag, 300 lb. of matte, 500 1b. of refinery refuse, flue dust, etc., in a 24-in. water-jacketed blast furnace. This practice was discontinued in the summer of 1914 by reason of the difficulty of keeping the lead-well open when treating a high-grade lead product; of preventing the loss of gold in the flue dust; and of avoiding injury to the general health of the refinery operators; a plain single-phase electric furnace was substituted for the blast furnace. The furnace was constructed from an old steel acid drum by cutting off the top and introducing a cable, made from strands of bare copper wire, through the bottom and spreading the strands out fan-shaped on the inside of the drum. Powdered graphite, obtained by grinding up old crucibles, mixed with 10 per cent. cement, was tamped wet into the bottom of the drum, around and completely covering the copper wires. The graphite was carried up to the bottom of the furnace, or lead-well, and acted as the lower electrode. The sides were built up of ordinary firebrick forming a melting chamber 14 in. in diameter by 20 in. high. The upper electrodes, of graphite or carbon, are 3 in. in diameter and 40 in. long, arranged with joints enabling new electrodes to be connected without shutting down or wasting stubs. A screw feed was arranged for raising and lowering the upper electrode. (Figs. 1 and 2.) The cover for the furnace had three openings, one for feeding the charge, one for the escape of gases, and one in the center for the introduction of the electrode. It was later found more practical to enlarge this center opening to 6 in. in diameter, to allow of a central feeding of the charge around the electrode.

There can be two types of films on solids, those which are stable in mono-layers and those which tend to aggregate into three dimensional structures. A great number of metal films formed by condensation onto a solid base are unstable in the sense that they will aggregate into crystals providing the atoms possess sufficient surface mobility. The crystalline structure of the film is strongly influenced by the base in many systems and, in some cases, a single orientation prevails when the force fields around the atoms in the supporting crystal are sufficiently strong.' Relatively little is available in the literature about the nature of these forces and the role they play in promoting a preferred orientation of the atoms arriving at the substrate surface. An understanding of their periodicity and magnitude relative to the surface forces characteristic of the film itself should provide insight into the critical dependence of film orientation on the nature and temperature of the substrate. In addition, this effect may be very useful in preparing samples for surface studies. The study of the physical and chemical characteristics of pure metal surfaces has been severely handicapped by the presence of strongly adherent foreign films. Furthermore, the randomness of the surface orientation has obscured interpretation of experimental results. Evaporation of metals in high vacuum onto carefully selected substrates under ideal conditions for preferred orientation appears suited to the preparation of flat, oxide-free, oriented films for surface reaction studies. Many factors influence their structure and some understanding of the mechanism of their formation is a necessary prerequisite for obtaining satisfactory surfaces for study. The dominant factors in defining film structure are film thickness and growth rate and the nature, condition, and temperature of the substrate. GENERAL ASSEMBLY The system was enclosed in an 18 in. bell jar which rested on an L-shaped neoprene gasket on a ground steel plate as indicated in Fig 1. Rapid evacuation of the system to 10-6 mm mercury was facilitated by a 4 in. manifold, 2 in. packless valve, and an extra large diffusion pump. Much has been written on milling and cyanidation as practiced on this gold field, therefore the purpose of this paper is to record its development only briefly and to describe in more detail the contemporary state of the science and art of this branch of metallurgy. It is a pleasing task, because a steady evolution is to be recorded. Definite trends influenced the development. Some have the stamp of original thought and observation; many have been achieved from a logical sequence of planned experimentation and research; while others have resulted from the drive of sheer necessity. The large scale of operations and capital outlay has compelled conservative progress. Banket ORe For a better understanding, a review of the characteristics of the ore may not be out of place. The Witwatersrand gold ore is named "banket" from the similarity of the oxidized outcrop ore to the Boer almond cake of that name. The inter bedded orebody is commonly called "reef." It is a conglomerate composed of various sizes of pebbles, principally non-gold-bearing white quartz, which constitute about 70 per cent of the bulk, within a matrix of cementing material consisting of fine-grained quartz, sericite, chlorite and chloritoid and containing the precious metals and mineral sulfides. Argillaceous components in the mil pulp may be as high as 32 per cent. Of the sulfide minerals, pyrite and pyrrhotite are predominant. Most base-metal sulfides are present, but sporadically and generally only found in highly concentrated mill products. In the latter, osmiridium is recovered in varying amounts; from 1 oz. in 3000 tons to 1 oz. in 10,000 tons of ore. Most of the oxidized ore has been mined, so milling is confined principally to the sulfide ore. A typical analysis of sulfide ore is: silica (SiO2), 86.76 per cent; pyritc (FeS2), 2.75; ferric oxide (Fe2o3), 2.65; alumina (Al2o3), 6.91; lime (CaO), tr.; magnesia (MgO), 0.70; sp. gr., 2.7. Milling grade at present price of gold (137 shillings per ounce) varies from 3.5 to 8.5 dwt., with one mine milling ore as high as 16 dwt. The

Clean quartz cannot be floated with a high molecular weight sulfonate as collector at any pH. Good flotation is achieved from pH 6 to 12 when Pb is added at low additions of sulfonate. The active species of lead responsible for flotation is shown to be Pb(OH), which in the presence of sulfonate forms precipitated lead-hydroxy-sulfonate, the apparent collector in these systems. The ratio of collector to metal ion addition is critical for flotation to be effected at a given value of pH. At low Pb++ additions, the constant, k, k = (hydroxyl activity)/(sulfonate addition)', must be equalled or exceeded for flotation to result. Similarly, at high additions of Pb ++, k1 = (hydroxyl activity)/(sulfonate addition) " must be exceeded. Previous work has shown that clean quartz cannot be floated at any pH with a high molecular weight sulfonate as collector.'" Flotation can be effected, however, when a polyvalent metal ion is added to the system in a pH region in which the metal ion is hydrolyzing to its first hydroxide complex. Although the basic phenomenon responsible for activation is apparently metal ion hydrolysis, the amount of collector added in relation to the amount of metal ion is critical. In fact, Schuhmann and Prakash,3 and Gaudin and Rizo-Patron4 have demonstrated that this ratio of collector addition to metal ion addition determines whether any flotation is possible at a particular value of pH. The object of this paper is to explain and quantify the relationship between collector and activator additions as a function of pH. For this work, Pb++ was selected as activator, and a high molecular weight sulfonate was chosen as collector. EXPERIMENTAL MATERIALS AND METHODS Sodium alkyl aryl sulfonate (mol wt 450) was used as collector. Reagent grade n-amyl alcohol was added as frother, and pH adjustments were made with KOH. Lead was added to the systems as the chloride salt. Conductivity water, made by passing distilled water through an ion exchange column, was used in the investigation. It may he of interest, and perhaps of inzportance, to the members of the Institute that specific mention should be made in detail of the great value of this method of copying or photographing all kinds of tracings." Several samples are laid upon the table which may serve as illustrations of the results obtained. Some of these show slight imperfections, depending upon the character of the tracing, and upon the length of the exposure to the light, but it may be clearly seen that even a faint copy would be quite available for actual use. The process is believed to be of French origin, and has been used for many years. Special attention seems to have been directed to it recently, and its great value to engineers appears likely to be fully recognized. The manipulations required are of the simplest possible kind, and are entirely within the skill and comprehension of any office boy who can be trusted to copy a letter in an ordinary press. These particulars may be summarized somewhat thus: 1. Provide a flat board as large as the tracing which is to be copied. 2. Lay on this hoard two or three thicknesses of common blanket, or its equivalent, to give a slightly yielding backing for the paper. 3. Lay on the blanket the prepared paper with the sensitive side uppermost. 4. Lay on this paper the tracing, smoothing it out as perfectly as possible so as to insure a perfect contact with the paper. 5. Lay on the tracing a plate of clear glass, which should be heavy enough to press the tracing close down upon the paper. Ordinary plate-glass of 3/8" thickness is quite sufficient. 6. Expose the whole to a clear sunlight, by pushing it out on a shelf from an ordinary window, or in any other convenient way, for six to ten minutes. If a clear skylight only can be had, the exposure must be continued for thirty or forty-five minutes, and under a cloudy sky, sixty to ninety minutes may be needed.

DISCOVERY of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silverlead mines in the United States. They have a production record of more than fifty-one million dollars.1 After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. GEOLOGY Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. The stratigraphic column is as follows:2 [THICKNESS, FI ORDOVICIAN Pogonip limestone (upper part). Thin bedded limestone with some chert. UPPER CAMBRIAN: Pogonip limestone (lower part). Commercial demand for gold in the United States is important. It has a large impact on the total world commercial and overall non-monetary demand. Given the present free market price and our need to import gold, it has a substantial adverse effect upon our international payments position. But, according to most recent estimates, the United States demand is perhaps no more than 20% of the world as a whole. In 1971, United States consumption was estimated at 215.6 tons out of a total of 1,412.1 tons 1. This figure is very close to the 16% figure developed by Consolidated Gold Fields as the average for the years 1968-1970.2 Surveys of both production and use of gold on a world-wide basis are not new. With the bulk of gold production in only a few countries, it has been possible to develop fairly reliable series on gold output. Estimates have been developed on the known reserves of gold and probable output at various prices.3 On the demand side, figures have been somewhat less complete and reliable. The Bank for International Settlements and the Director of the United States Mint have regularly published estimates of commercial use in major industrial countries. The IMF has issued an increasingly comprehensive survey in its Annual Reports. The IMF has attempted to cover all nations-not restricting its efforts to major industrial nations-and has tried to estimate both gold taken for commercial uses (Estimated Industrial and Artistic Use) and for private hoarding. Their method is to begin with data on free world output plus any net sales by the Soviet Union, subtract any additions to world monetary stocks (or add to available supply for any net reductions in world monetary stocks), subtract estimates for commercial demand and have left as a residual an estimate for private hoarding. The method is straightforward and simple but the quality of the data is suspect. Industry sources tend to believe the figures as biased on the low side because of a persistent tendency to underreport gold movements.4

I DISAGREE with Mr. Brinsmade on several points, and I will discuss his remarks under the same six topics which he has used. 1. Rate of Interest Earned by Sinking-Fund.-I believe Mr. Brinsmade is confused in his ideas as to the effect of new gold on the interest earned on money. The flood of gold which he mentions certainly should not operate, to increase interest rates, but since it replaces and adds to liquid capital should reduce interest rates and counteract the destruction of liquid capital which he mentions. Furthermore, it is doubtful if the destruction of capital since 1897 by wars and catastrophes has been any greater in proportion than in similar periods before 1897. With regard to savings banks, I would say that only 3 per cent. is allowed on deposits through a large part of the West. As to bonds, they can be bought to yield any rate. of interest desired up to 6 per cent., but, a 5 per. cent. bond is not as safe as a 4 per cent. bond, nor a 4 per cent. bond as safe as a 3 per cent. government security. I do not understand why Mr. Brinsmade says that Mr. Denny's quoted opinion of a 3 per cent. rate is evidently based on English conditions before the Boer War. Certainly there is no reference to the Boer war or to English conditions in Mr. Denny's article. M. Howard Burnham, in his admirable work on mine valuation, says': ". For instance, redemption is taken at 3 per cent., because even 4 per cent. represents a greater risk, as is indicated by the purchase of Government paper to bear only 3 per cent., the great desideratum of the .latter being security." . Again, Mr. Burnham says:2 "The tables are calculated on the assumption that the dividends shall accumulate at 3 per cent. only, as in accordance with the general idea set out elsewhere, a rate greater than 3 per cent. involves appreciable risk with which it were inaccurate to saddle the sinking-fund if risks are to be segregated, this being the basis of all the writer's calculations."
