NEARLY 25 years ago operating officials in the northern anthracite field were confronted with the problem of profitably mining virgin beds of thin coal (those 48 in. and under) or destroying them by mining under-lying thick beds. To solve this problem costly hand-mining methods were replaced by cheaper mechanical methods, which eliminated the need for the lifting of bottom or the brushing of top in excessive quantities, which was essential if proper height for hand loading' was to be provided. During this period long-face mining was an outstanding development. In its favor in comparison with any other method were the ease with which undercutting machines could be used, a differential in powder cost of about fifteen cents per ton in favor of this method over mining from a solid chamber or pillar face, and a greater production per day from a single working place, resulting in lower capital expenditures for a given total production, closer supervision and lower transportation cost. The long faces were drilled by jackhammer and undercut by machines. The coal from the cut was loaded into mine cars placed on the gangway road by means of a double-drum mechanical scraper engine and a mechan-ical V-type scoop. A tugger hoist was used to spot empty cars at the loading point from a supply placed at the operation by an electric mine locomotive. During loading the roof was supported by vertical wooden props paralleling the face. After the loading was completed the scraper engine and the ropes that had been used to propel the scoop in the loading of coal transferred the props to and along the face. A row of unfilled cogs was then built parallel to the new face and about 6 ft. from it. These cogs were usually made 6 by 3 ft., the longer dimension paralleling the face; they were placed on an average at 12-ft. centers. These wooden cogs were left in place and were buried later by falling roof. Attempts to remove them were never successful. Anthracite coals have been divided into three groups: (I) meta-anthracite, a high-carbon coal that is usually very slow to kindle and difficult to burn, at least on conventional equipment; (2) anthracite, a high-carbon low-volatile coal of widely accepted value as both a domestic and industrial fuel; and (3) semianthracite, a coal lying between anthracite and bituminous coal in carbon and volatile content, and also, generally speaking, in burning characteristics. Anthracite Groupings The technical differentiation between these groups, as defined by the A.S.A.-A.S.T.M. Sectional Committee on the Classification of Coals, is as shown in Table I. Tables 2 and 3 show typical analyses of anthracites and semianthracites and Figs. I to 3 show graphically the range of analytical samples. Table 4 shows the commercial sizes of coals. Meta-anthracite and Graphitic Anthracite Typical analyses from virtually every field in the United States indicate that there are few if any extensive deposits of meta-anthracite. Some of the anthracites of Rhode Island contain almost negligible quantities of volatile and would thus fall into the meta-anthracite grouping on a basis of analyses alone. However, their other characteristics indicate that it is doubtful whether they should be considered as fuels at all, but rather as graphite. In fact, this material is being mined for use as foundry facings and furnace linings.4 A typical analysis of Fenners Lodge graphite,4 from Rhode Island, is: graphitic carbon, 55.9 per cent; silica (ash), 40.6; sulphur, 1.6; moisture, 1.9; volatile, o. Other Rhode Island coals possess percentages of volatile that would throw them into the normal anthracite rather than the meta-anthracite class. However, this "volatile" is nearly all noncombustible,3,4 being composed almost entirely of carbon dioxide and inert gases, therefore its definition as volatile is open to discussion, leaving the exact classification of the fuel a moot question. The South Works high-tonnage billet caster was started in late March 1971, with the first heat being successfully cast to completion. Currently, over 31,500 tons per month are being produced. U. S. Steel designed and built this caster with the objective of producing quality-steel billets for critical bar, rod, and wire applications. The essential design parameters were based on studies conducted on the Research Laboratory's pilot caster, also located at South works. 1,2,3)* The caster is a four-strand, straight-mold machine that produces 7.5-inch- square billets at rates exceeding 300 tons per hour. An in-line-reduction mill reduces each strand to either 6-inch-, 5-inch-, or 4-inch-square billets.

THE Wednesday morning session was devoted entirely to the consideration of the tentative code for coal mine ventilation. A. W. Hesse is chairman of this subcommittee. E. A. Holbrook presided at the session and assisted by A. W. Hesse and George S. Rice, gave the historical background of the movement for a ventilation code. They stressed the point that this was to be an engineer's code, and that it was hoped that it might serve as a valuable guide to operating companies in securing greater efficiency as well as safety in ventilation. The discussion was continued into the afternoon session, and by adjournment the entire' code had been covered.' Many sections were referred back to the Committee for further study and several new sections were suggested. The various opinions and new ideas brought out during the discussion proved very valuable and. contributed much to the progress being made in the preparation of this code.

The present day success of gravel packs to prevent or retard the migration of unconsolidated sands into the well bore is due to: (I) the use of a saline or non-aqueous, nonsolids drill fluid, (2) proper preparation of the well bore prior to gravel packing, and (3) pressure placement of the gravel. The experience gained from the "pressure pack" method of gravel packing indicates that sand-free fluid production can be maintained for a length of time sufficient to make the operation economically attractive. Data pertaining to the first 15 wells so completed by Gulf indicate that for each dollar spent to effect the completion, there will be a return of more than $2.92. The pressure pack technique of gravel packing is essentially the placing of gravel in and adjacent to the producing formations. This is done with fluid pressure and by the use of a drill fluid that will permit partial or complete loss of returns to the formation during placement. This technique was first intentionally used by Gulf in May, 1950, and since that time has been applied in more than 90 wells. Other advantages claimed for this type of completion are that the pressure placement of the gravel has a scouring effect on the casing perforations, that additional drainage channels to the well bore are created, and that the possibility of shifting of the formations adjacent to the casing is minimized and possibly prevented. During the past few years, the use of gravel to prevent or retard the migration of unconsolidated sands into the well bore has met with a favorable degree of success. Numerous methods and techniques of "gravel packing" have been used, each having its own relative merits, and with varying results. M. L. Cashion1 in 1939 ably reviewed the history of gravel packing to that time. As stated in his paper, ". .. the idea of gravel packing wells is not new." During the period 1939 to 1949, very little if any progress or change in technique in this type of completion was made. However, it was noted in some cases that during the placement of gravel, if there was a loss of drill fluid to the formation, there was a corresponding loss of gravel to the formation. Also, it was noted that in those gravel-packed completions (opposite casing perforations) that "sanded up," there was found to be an absence of gravel in the annular space between the liner and casing, although gravel had previously been placed in this space and no gravel had been removed from the well at the surface. These findings resulted in the placement of gravel with fluid pressure and by the use of a drill fluid that would permit partial or complete loss of returns to the formation during placement. Pressure placement of gravel became an accepted practice in late 1949 and early 1950. Another fact brought to light that has contributed to the current success of gravel pack completions is that drilling fluids containing solids will to some extent cause plugging of the screening medium or blocking of the producing section. Even as the rational selection of excavation equipment requires a matching of machine performance capabilities to rock response characteristics, the functional features of transportation systems must be matched to the characteristics of the materials handled in order to secure optimum, trouble-free operation. In particular, ore passes and chutes must be designed for flow in order to insure controlled draw whenever a chute is opened. The alternative to quantitative design is, of course, the well known ad hoc procedure of freeing plugged ore passes, cleaning up spillage from flooded chutes, etc., after installation of the system. Since the voluminous empirical work sporadically undertaken through the years evidently had not led to reliable design methodology, it seemed worthwhile to attempt a rational and complete description of the movement of material through ore passes. The concepts of de- formable body mechanics applicable to gravity-induced flows of granular media or "soils" were involved. Accordingly, the mathematical theory of soil plasticity was adopted as a working hypothesis, and a two-dimensional laboratory model of an ore pass constructed in order to investigate the appropriateness of the theory. The general experimental strategy consisted of formulating the movement of material in ore passes as a boundary value problem in soil plasticity, determining the required boundary values of stress and velocity experimentally, and then using these data for the initiation of a theoretical solution for stress and velocity throughout the moving mass of material. A comparison between the theoretical and experimental constituted the test of the original hypothesis.

TOWARD the close of 1925, a British geologist, T. Landell Mills, brought to the notice of .A. Chester Beatty and selection Trust Ltd. certain mineral areas in southern Yugoslavia. Mills' data, which included rough maps and preliminary reports by' a Yugoslav engineer, Jules Draskocy, appeared interesting to Reatty, and early in 1926, I, with three British assistants, proceeded to Serbiaand commenced the investigation of several groups of ancient mine workings. They were found to be extensive and the geological conditions-schists, limestones, and andesitic intrusive-favorable for mineral deposits. At Stan Trg, on the Trepca Concession, five rniles east of Kosovska Mitrovica, an ancient filled adit was found, a shelter-hut erected, and work started in reopening this adit.

AN older man looks back, perhaps wistfully, on a long and rather active experience, and possibly a popular and brief glimpse of some contrast between past and present may hold your attention for a few brief moments and prove useful. In the late nineties an engineer was .called on to de- sign and build two copper ore concentrating mills of 400 tons average daily capacity. There were larger mills than this at Washoe and elsewhere, but a 400 ton' mill was a large one as mills went over thirty years ago, and one might say a large mill of those days could crush a ton of copper ore in 216 seconds. In the mills I refer to steel construction and the conveying belts were introduced into the copper industry and rein- forced concrete came shortly after. Since then we in the West have ever been faced with a constantly de- creasing tenor in the grade of our copper ores and a constantly increasing demand for our product, and we have therefore been obliged to call for far larger castings and finished machines than were formerly used. The mechanical engineer has also enabled us to accomplish notable economies in power generation and distribution. Ore handling and crushing have been simplified and through the introduction of reagents to induce physical or chemical reactions, or both, our older methods have been vastly improved or even supplanted by new and better ones and our recoveries greatly improved.

AS a rule the thoughts of engineers are more often directed toward the mechanical and physical conditions of mining practice than they are toward the disposition and the marketing of the product. This, I think, has been true of the coal industry to the present time not only among the engineering force but also generally true of operators. There has been a tendency to place the sales department in a rather secondary position; for a great many years there was a greater demand for coal than the supply would meet, so it was only necessary to increase production: either by expansion of operating mines, or opening new mines of greater capacity. While the production of coal is still a highly important phase of the industry, its enormous development throughout the country, the great advance in fuel, efficiency and economy, and the discovery of new reserves of competitive fuels have combined to create a buyers' market and force the present-day attention upon merchandising in modern ways. A buyers' market has a natural tendency to develop the keenest competition, frequently unscrupulous and nearly always profit-wrecking. Under such conditions bad practices are bound to grow and to extend until the industry is wrecked, or until wiser heads get together to reduce or eliminate unfair methods of competition. This is not so recent a condition as one might believe.

The decomposition of austenite in steels, because of its immerse practical importance, has been subjected to extensive study in recent years from the point of view of the mechanism of the process.1"3 Although much information has been acquired, a number of questions, principally of theoretical interest, remain. One is that of the atomic-crystallographic mechanism by which each of the various reaction products forms. The isothermal reaction products of the eutectoid decomposition in plain carbon steels (to which this study is restricted) have conveniently been classified in three general groupings—pearlite, bainite, and martensite. Of these several products, pearlite and martensite have been studied extensively, but bainite has received only scant attention. -As a result, the mechanism of the formation of pearlite and that of martensite are now fairly well understood while a great deal of uncertainty exists regarding bainite. Pearlite Pearlite forms from austenite by the precipitation of alternate platelets of cementite and ferrite, which grow into the austenite matrix.2--5 The rate of reaction may be described in terms of a rate of nucleation and a rate of growth.2.3 Mehl and Smith6 have attempted to determine the lattice relationships existing between the ferrite in pearlite and the' parent austenite. Using a pole-figure method of analysis, it was found that a limited number of ferrite orientations resulted from the decomposition of a single grain of austenite; it was not possible, however, to decide between two assumed ideal relationships, both of which appeared to account for the experimentally determined pole figure. It was definitely shown, however, that the relationship obtaining was quite different from that determined for the proeutectoid separation of ferrite.7 No attempt was made to determine the habit plane (matrix plane to which the precipitate lies parallel) of the pearlite lamellae. Belaiew8 earlier had stated that the number of directions assumed by the pearlite lamellae in a single grain of austenite was 12 (no details were given) and concluded wrong!:!, as Mehl and Smith6 have pointed out, that the lamellae delineate the {2I0} planes of ferrite.* Martensite It is known that martensite is a transiti0nal constituent of body-centered tetragonal lattice,' and that it forms suddenly

The legislatures of New York and New Jersey, determined in 1919 that a vehicular tunnel should be built under the Hudson River. On July 1, 1919, an engineering staff was organized with the late Clifford M. Holland as chief engineer. After preliminary investigation it was decided to build the tunnel from Canal St., New York, to 12th St., Jersey City, which is the center of the heaviest traffic across the Hudson River. It was also decided to build two tunnels—one for west-bound traffic and one for east-bound—the tunnels to be of cast iron, built up of segments and bolted together, each tunnel to have a roadway 20 ft. wide and a clear head room of 13 ft. 6 in. The tunnels have an exterior diameter of 29 ft. 6 in. The interior lining is of concrete, the sidewalls, tiled with a vitreous white tile, and the roadways are paved with granite block. The entrances and exits at both ends are separated by two blocks so as to reduce traffic congestion. Basis of Ventilation It was recognized very early that one of the most important problems confronting the engineers was a proper ventilation system. It was estimated that each tunnel as planned would have a traffic capacity of 1900 vehicles per hr. The tunnels are 8500 ft. long between portals, and it was considered that the ventilation should be based on all of these vehicles being operated by gasoline engines. That presented a problem in ventilation unlike any other either in magnitude or character. There have been vehicular tunnels built in Europe, principally in London, but they are shorter and have a smaller traffic capacity. Up to the present time, at least, they have handled a very large percentage of horsedrawn vehicles so that the necessary ventilation has been provided for by the natural draft through the portals and open shafts. Within the last few years, however, a small mechanical ventilating plant has been installed in the Blackwall Tunnel, which has been in operation about 27 years. GERMANY'S recent collapse and the occupation by the Allies of the coal fields of the Ruhr, the Saar, Silesia, Poland, and Czechoslovakia have focused attention on the postwar coal problems of Europe. American coal operators are interested deeply in what is happening in Britain, particularly in the discussion of plans to rehabilitate and reorganize the entire British coal mining industry, as such reorganization will probably determine the place Britain will occupy in the European coal markets for the next few decades. The continuing decline of British out-ut per man-shift, particularly during wartime, has resulted in a most serious effort to determine whether this unfortunate trend is due to the physical condition of the coal seams, poor management, poor engineering and planning, inadequate use of power and machinery, or failure of labor to co-operate with management.

The plant and quarries of the Inland Portland Cement Co. are located at Metaline Palls, Wash., about 128 miles north of Spokane, on the Pend Oreille river, and within 10 miles of the Canadian border. The plant is one of a chain of cement plants controlled by the Lehigh Portland Cement Co., of Allentown, Pa. Work on this plant was commenced in June, 1910, and was completed in April, 1911, but on account of some delays in the construction of the power plant, the works were not put into operation until August, 1911. Since then it has been in continuous operation and has furnished the Inland Empire with a high grade of cement. Fig. 1 is a view and Fig. 2 is a plan of the works. Water Power Development.—The source of the water supply for the hydro-electric plant of the Inland Portland Cement Co. is Sullivan lake, a body of water approximately 5.5 miles long and' 0.5 mile wide, situated in the Kaniksu Forest Reserve. A wooden crib dam was installed so as to raise the elevation of the lake 25 ft., and the additional storage capacity was taken up by the diversion of Sullivan creek into the lake by means of a wooden flume, 0.25 mile long, 6 by 8 ft. in cross-section, and a ditch 1,200 ft. long. The water from the lake follows the natural water course to an intermediate storage reservoir, which was created by the construction of an earthen dam. This pond was used in connection with the saw mill which was installed at this point. Besides the earth dam, there was also built a crib, at the point shown in the sketch map, Fig. 3. This crib dam is 35 ft. high. From this point the excess water follows the natural course of Sullivan creek to the Pend Oreille river. The water is taken from this intermediage storage by means of a 6 by 8 ft. wooden flume approximately 13,000 ft. long. This flume is built up on the side hill, piling being driven most of the way on

THE John Fritz Medal Board of Award, at its regu¬lar annual meeting Oct. 19, awarded its gold medal to Herbert Clark Hoover. Thus ended a process of selection begun a few years ago. The award was tentatively made a year ago by the Board, which is composed of sixteen recent past-presidents of the four national societies of Civil, Mining and Metallurgical, Mechanical, and Electrical Engineers, having together a membership of nearly 60,000. The sixteen members of the Board are: American Society of Civil Engineers : C. E. Grunsky, Robert Ridgway, George S. Davison and John F. OF the new production of non-ferrous metals in 1930 gold will rank first in value. We usually think of copper as the most important non-ferrous metal. The copper industry as a whole, that is, adding copper production to copper fabrication, is the largest non-ferrous metal industry. Prior to the world war; however, gold led in value of new metal produced. During the war copper passed gold in value, but gold regained its position during the 1921 depression. For the past several years copper has again passed gold, but in 1930 gold promises again to regain the lead. The gold producer has at times been called a social parasite, largely because we ' cannot eat or drink gold, or because we cannot use it for clothes or for the construction of buildings. Let us briefly examine this accusation.

In connection with some of the experiments carried out by the writer on the behavior of gas and oil in a sand reservoir,' an interesting phenomenon was observed which may throw some new light on the problem of recovery of oil from a natural reservoir. The experiments are intended to show the effect of the surface area of the occluded gas masses, originally present in a reservoir, on the further evolution of gas from the oil and its consequent effect upon the rate of production of oil. The apparatus used in the experimental work is shown in Fig. 1. It consists primarily of a sand reservoir R and a displacement chamber D, which is used to induce small variations in volume. The reservoir and displacement chamber form a unit, and a lowering of the plunger D is equivalent to increasing the volume occupied by the oil and gas in the reservoir. The reservoir was first filled with dead oil and maintained under pressure until it was ascertained that most of the free gas had gone into solution. The volume of free gas present in the reservoir was computed from the coefficient of compressibility of the fluids by means of the displacement chamber D, reading to 0.005 c.c. and a special gage J reading to 0.02 lb. per sq. in. The oil was saturated with gas under pressure in reservoir S by circulating the oil for a long period of time through the gear pump B. Subsequently, the saturated oil was circulated through the sand reservoir following the circuit S6, B, S6, R4, the sand reservoir R, R1, R², F4, F1, back to reservoir S. In the following experiments the sand reservoir R was filled with gas-saturated oil at a pressure of 415Ib. per sq. in. with no free gas present. This was ascertained by closing off all the outlet valves and determining the coefficient of compressibility of the system by means of the displacement chamber D.
