IT its annual meeting on Oct. 21 and 22, the Engineers' Council for Professional Development announced the selection of J. P. H. Perry. vice-president of the Turner Construction Co. and prominent civil engineer of New York City as its new Chairman. He succeeds C. F. Scott, who becomes Chairman of its Committee on Professional Recognition. S. L. Tyler, Secretary of the American Institute of Chemical Engineers, succeeds A. B. Parsons as ECPD Secretary. R. E. Doherty is Vice-chairman. C. E. Davies remains as Assistant Secretary, as do R. L. Sackett as Chairman of the Committee on Student Selection and Guidance, O. W. Eshhach as Chairman of the Committee on Engineering Training, and Karl T. Compton as Chairman of the Committee on Engineering Schools.

Uranium ores occur in the Lower Cretaceous Inyan Kara group of heterogeneously stratified fluvial and fluvial-marine sandstones in the Black Hills of western South Dakota and northeastern Wyoming. There are three principal mining districts, each in the ancestral and present drainage area of a major river partially responsible for stripping the region to its present topographic form. Primary minerals in the deposits are coffinite and uraninite with minor amounts of paramontroseite and haggite. The ore minerals coat sand grains and fill interstices of complexly cross-stratified sandstone along solution fronts similar to "roll" type deposits of the other districts. Minerals of oxidized deposits are typically carnotite and tyuyamunite with different proportions of secondary vanadium accessory minerals. Ground water was the transporting medium and deposition of primary uranium and vanadium minerals occurred in reducing environments produced and controlled by physio-chemical characteristics of the sedimentary rocks.

Based on the mineralogy, phase characteristics and compositions of the smelter feed, the smelter products and the smelter wastes, the sources and distributions of mercury and arsenic in the Afton copper smelter, Kamloops, British Columbia have been determined. Of the total mercury In the feed, approximately 33% is in solid solution in tennantite, 51% is in native copper and 16% occurs as mercurian silver. Arsenic in the feed occurs mainly as tennantite. Under current smelting conditions, 99.6% of the total mercury In the feeds enters the off-gas cleaning system. From this off-gas, about 1% of the total mercury, occurring as dust, is recirculated to the flotation concentrate; 4.6% of the total mercury is contained in SO2 scrubber sludge which is discharged to tailings. Approximately 78% of the total arsenic in the smelter reports in the copper products; 20% is incorporated in the dust and slag which are subsequently recirculated to the mill. Only 1.8% is rejected as scrubber sludge, and less than 0.2% 1s released to the mercury scrubber.

FOR MANY YEARS lead and zinc have had the so-called protection of a tariff and it is the purpose of the following brief discussion to show what' such protection actually accomplishes with a view to forecasting the possible results of the present copper tariff. In analyzing the subject, tabulations of the United States production, consumption, imports and exports, including ore and concentrates and all of the metallic products, of both lead and zinc have been made for each year since 1900. Of these data, the relationship of the imports and exports and the relative foreign and domestic prices are shown in Table 1. The conclusions drawn from these figures are listed below. 1. The United States is an exporter of zinc. 2. The United States is an importer of lead. 3. The average price of zinc at St. Louis for the last 32 years has been no higher than on the London market even though zinc and zinc ore have "enjoyed" a protective (?) tariff of varying amounts per pound for 22 years of this period. 4. The average price of lead on the New York market for 32 years has been 1.2c. per pound higher than on the London market, the tariff varying from 0.75 to 1.5c. per pound of lead in ore, and 1 to 2c. or more on manufactured lead.

The alloys of gold and iron were investigated in 1907 by Isaac and Tammann,l who determined the thermal diagram for the entire system by thermal analysis and microscopic examination. They also reviewed the previous literature. Since that time the present authors have been able to find only two additional references. Guertler and Schulze2 examined the electrical resistance of iron alloys containing up to 40 per cent by weight of gold between 0" and 200" C.; the alloys were in the form of wires. The main result of this work was to confirm the solid solubility limit found by Isaac and Tammann; namely, about 20 per cent Au. More recently, Shih3 has examined the magnetic properties of gold alloys containing up to 10 weight per cent iron and particularly the range below 5 per cent. The alloys in the lower range were found to be paramagnetic; the 10 per cent alloy was ferromagnetic. The present investigation was undertaken to determine the solid solubility limits at various temperatures, particularly below the a-y transformation point of iron, since these solubilities are of some importance in connection with the working of the alloys in the manufacture of certain "grey" and "blue" golds. Materials and Methods The gold was obtained from the U. S. Metals Refining Co. and contained 99.99+ per cent Au. The electrolytic iron had been annealed in hydrogen and contained impurities as follows: P, 0.035; Si, 0.001; S, C, Mn, Cu, each 0.01 per cent. Extrapolation is a useful technique, but it can be overdone. Seldom is it justified to study over a range of 1 to 6 and extrapolate the results to 150,000. It is especially dangerous if the extrapolation is based on a false assumption. The authors assume settlers scale-up by residence time rather than by area, admit their result (a settler depth of 7 m) is "unreasonable" and suggest longer, wider, shallower settlers might be better. Various authors have noted for a copper-LIX system a total flow basis of 2 gpm per sq ft for sizing settlers. The results of this are compared with those in the paper in [Table 7]. The authors note that flooding of their settlers was never approached. Thus the smallest unit calculated is understandably twice too big. The largest however, is 5% of the required size. I note that the figures in [Table 6] for 1/min/cm2 are based on plan area rather than cross section as titled and are wrong by l0 4. A flow of 2050 1/min/cm2 is about Mach I. It is also 10 5/3 or 46.5 times that of the little one, although the abstract says the design was based on constant flow rate per unit cross section.

MOST extraordinary of the technical developments in placer gold mining during the last five years has been the rise of the dragline dredge, by which is meant a floating washing plant for auriferous gravel, fed by a dragline excavator. The idea originated in the fall of 1933, when Horace Onyett constructed a floating washing plant to which gravel was delivered by a dragline excavator standing on dry land. Onyett's operation near Oroville, Calif., and another started by H. F. England later on Wyandotte Creek, Butte County, Calif., yielded '75 oz. of fine gold before the end of 1933. Although the first operation was abandoned shortly as un- profitable, the dragline-dredge method of gold recovery soon began to expand at a boom rate. As a matter of interest, the Onyett operation was taken over later by Lord and Bishop, who are re- ported to have succeeded in making it the first financially successful drag- line dredge. ALTHOUGH confident of its ability to meet any demands which may be made, the petroleum refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full co-operative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor within the industry and the means for gearing that endeavor in full harmony with the nation?s needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned.

MUCH has been written and many prophecies made on the subject of plastics as a replacement for metal, and the extent to which these materials will compete with each other for peace- time markets. (Metal is used in a broad sense to include all types.) But although certain synthetic resin materials have made considerable headway in war production, this change to plastics can hardly be regarded as a serious threat to the mining and metallurgical industries. Even today, the total yearly tonnage of plastic materials is approximately only 1 per cent of that of steel, and only a small fraction of this might be considered as actually replacing steel. However, these figures must not be taken as indicating that the importance of plastics in fields hitherto considered exclusively the territory of metals is negligible-far from it. Considering the comparatively minute tonnage of plastics now being produced in comparison to the output of metals, the number of applications where plastics have augmented or aided the sale of metals is considerable.

THE annual fall meeting of the Institute of Metals and the Iron and Steel divisions, in conjunction with the American .Society for Steel Treating and the Metal Congress and Show, at Boston was from many standpoints the most successful we have had to date. While many faces were missing from the various gatherings, the Institute registration reached the high mark of 324 members and guests. Cooperating with the Steel Treaters were also the American Society of Mechanical Engineers, the Society of Automotive Engineers and the American Welding Society. ,The meeting was, as usual, a three-ring circus with technical sessions 'galore, plant .trips, visits to the Exposition, social events such as lunch- eons and dinners as well as entertainment for the ladies present.

WE HAVE come a long way since the time of the old steel master who declared that chemistry would ultimately bring the steel business to ruin. Yet I sometimes doubt whether even now we fully recognize the great debt we owe to the institutions that today are initiating young men into the fascinating mysteries of science and training them in the art of engineering. I am not sure that we recognize the importance of the contribution that the schools of applied science and the technical colleges are making to our industrial economy. That contribution is neither narrow nor restricted. It covers the whole range of industry. Dr. Compton, himself, has shown in his survey of leading American corporations that the engineer is twelve times more likely than the nonengineer to become president, five times more likely to become treasurer, and thirty times more likely to become an officer. So the hand of the engineer not only is all-powerful in the laboratory and in the drafting room but his control is increasing in all departments of management.

The use of ultrasonics in forming emulsions is not new. As early as 1927 Wood and Loomis' reported preparation of emulsions with ultrasonics. In 1935 Rschevkin and Ostrawskyz described the use of great ultrasonic power in producing fine emulsions of various oils and paraffin in water. Recently Oyama and Tanakahmployed ultra-emulsification to increase the effectiveness of sodium ethyl xanthate in flotation of chalcopyrite and galena. An emulsion is a two-phase system consisting of two incompletely miscible liquids, the one being dispersed as finite droplets in the other. The dispersed liquid is known as the internal or discontinuous phase, and the surrounding liquid is termed the external or continuous phase. There are two types of emulsions; one is oil-in-water (O/W) and the other water-in-oil (W/O). The word oil refers to the liquid other than water. Circumstances exist in which the emulsion type is not clearly defined, and the internal and external phases both contain portions of the opposite phase. This is said to be a dual emulsion. Among the many hypotheses', 6v proposed for the formation of emulsions, the Bancroft's adsorbed film or double interfacial tension theory is widely accepted. Bancroft ""educed that in the process of emulsification the interfacial tension between oil and water is lowered by the formation of an emulsifying film, which contains the adsorbed molecules and/or ions from the emulsifying agent and the two liquids.

Rotary drilling in modern open-pit mining is usually considered the lead phase which not only establishes the production rates but frequently limits them. From this viewpoint alone, the drilling phase must be maximized. The drill phase is the step that permits all the other operational phases to function within their design limits. This means that, in most cases, the drill is literally run to destruction to ensure that the shovel will be able to smoothly and consistently load a manageably size muck, the haul trucks can carry a balanced load without having a boulder dropped through the bed, and the crusher can devour constant rock size.

The practice of using acid-lined converters at the plant of the Old Dominion, Copper Mining & Smelting Co. was discontinued early in January, 1913, and replaced by basic-lined converters. The new equipment consists of one electrically operated 12-ft. upright converter stand and two basic-lined shells for same. These shells are provided with twenty-four 1 1/4-in. tuyeres. The mouths are 5 ft. in diameter. Owing to the fact that there is no bedding system or other large storage capacity between the mine and the smelter, the furnaces must handle as fast as produced ore and concentrates, which may vary considerably from day to day, both in tonnage and copper content. Consequently the converter is often crowded to its utmost capacity by the frequent fluctuations in the daily matte supply. From the foregoing, it will be seen that in no way can the 'converter be favored by running light charges or by transferring to it from other stands in operation. Neither can it regularly be allowed to cool between blows, and only occasionally can it be run at as low a temperature as might be wished. No copper precipitate or other foreign material high in copper is available to help out the tonnage. Repairs and alterations or the removal of defective tuyeres must wait until such time as a slight falling off in.the matte supply allows the converting operations to ease up. These variable conditions all combine to interfere with the systematic operating of the converter. The first 12-ft. shell was blown in on Jan. 6, 1913, and ran until June 27, 1913, when it was removed to patch the brick. A record of operations covering this period follows: Shell No. 1. Today, the enigma of the "missing man" in the metal mining industry equals, and frequently surpasses in objective importance, the problems of ore development, drilling, sampling, pumping, milling techniques, geophysical prospecting, or any one of a hundred highly technical subjects. Unfortunately, as engineers, we have confined our attentions, in the main, to the scientific phases of mineral technology, relegating our man power problems to the background. But what good has all our scientific study and preparation been if we can't get the ore mined, milled, or smelted? What has happened to our labor supply? Where is the good old miner who could timber, drill a round, lay track, or do any job underground?

The influence of the stress dependence of the dislocation density on the overall stress dependence of The steady-state creep rate is discussed. Experimental measurements of dislocation densities and creep rates jor an Fe-3.1 pct Si alloy tested over a wide range of stress are presented which indicate a close correlation between the two quantities. EXPRESSING the stress dependence of high-temperature steady-state creep rates has been the subject of numerous investigations over the past decade. From these investigations have emerged a few general equations which fit most of the available data reasonably well. Garofalo 1 has proposed that for a wide range of stress and temperature the creep rate, i, can be expressed by a relationship of the form: where A, ß, and n are temperature-dependent and is the applied stress. Eq. [I] gives a stress dependence of a at low stresses and exp(nßo) at high stresses, both consistent with experimental observation where n = 5. A number of other investigatorshave proposed a similar expression where: where m and w are in general functions of temperature. Theoretical justification for Eqs. 111 and [2J comes from two different approaches, theories based on dislocation glide3-5 and theories based on the balance between work-hardening and recovery.' Dislocation glide theories predict where p is the mobile dislocation density and V is the activation volume. In order for Eq. [3] to predict a on stress dependence at low stresses with n = 5, it is necessary for p to be a strong function of stress, about proportional to u3 or u4.436 Recovery models of creep start with the general expression:' where r is the recovery rate and h is the work-hardening rate, and then employ a detailed model to determine the stress dependencies of r and h. As example, weertman2 has described a model based on pile-up hardening which results in an expression similar to Eq. [2] with m = 2 and p = 2.5. A recent, seemingly more general approach suggested by McLean is to use Friedels dislocation network growth expression to calculate the stress dependence of r. This model predicts r = p 3,2 and, as h is taken to be a relatively weak function of stress, the stress dependence of i should be about proportional to p3, 2. Once again, it is required that p be a strong function of stress to yield i This recovery model is by no means complete as the stress dependence of network growth is calculated in the absence of an applied stress meaning that r should probably be a stronger function of stress than given by p3, 2 and also some recent work by Mitra and McLean8 suggests that the stress dependence of h may be as large as Because of the importance of the stress dependence of p in determining the overall stress dependence of the strain rate it seems reasonable to examine this relationship in some detail.
