0. R. LYONS*—I know that we are all interested in hearing about problems that other people have. To most of the people from the eastern part of the United States, this kind of coal preparation is completely different. It represents washing difficulties that most operators have never experienced, or, if they have, they have refused to consider them because there are coals that are much easier to wash and, therefore. they leave the more difficult ones alone for the time being. E. R. McMILLAN†—I think the au-thors have summarized the material very well. Dr. Yancey has spent a great many years in the study of washing coals, as has Mr. Geer. I might comment briefly on some of the plants that were mentioned, plants with which I have had some con-nection, particularly those of our own company, the Northwestern Improve-ment Co. I would like to point out this: that ill each case, a great deal of work was done in the way of preliminary studies of washability of the coal before plants were built. The first plant of any size built in Roslyn field was mentioned in the paper. This central cleaning plant was designed and built to handle coal from three different mines. I might say that prior to 1935, the year in which the plant was built, the coal was used largely as railway fuel, close to a million tons annually. But as mining increased in depth, it became increasingly difficult to separate and gob much of the impurities underground, with the result that the run-of-mine coal became so high in ash that the railroad eventually was forced to consider installing some kind of preparation plant at the mine. We spent about a year in preliminary studies in cooperation with the Bureau of Mines to find out the best type of plant that would clean the coal. The result, as Mr. Geer has explained to you, is a rather complicated plant, but it is doing a very satisfactory job. We have, however, made a number of changes and improve-n~euts since it was first built. The last addition was the, installation of a cen- trifugal drier to dewater the minus ¼ in. size. We are now contemplating installing heat driers for further drying of minus ¼ in. We use Vissac heat driers for drying the stoker coal, the ¾ to in. The demand for drier coal, for both railway and industrial use, is forcing us to further drying of the coal. The plant that was mentioned as having been built in Pierce County, during the war, was a government sponsored plant. I happen to have had some connection with its design, construction and initial operation. We did what we thought then, and still think, was a very thorough job of preliminary studies in cooperation with the Burea of Mines of the coal from that field. The plant was as good a plant as could be built with the equipment available at that time, 1943. The plant that was mentioned as having been built at Ravensdale for treating the McKay coal was rebuilt about two years ago, and in addition to the modified Elmore jig washer that was mentioned. we added a coucentrating table for re-cleaning the minus 3/32 in. wben a displacement front encounters an isolated permeability heterogeneity, it will be perturbed. The details of this perturbation will depend on the beterogeneity size and shape, the Permeability contrast, and the mobility ratio. This paper deals with the displacement front behavior for one, simple, mathematically tractable model: a circular permeability discontinuity and unit mobility ratio. The progress of an initially planar front is shown for four permeability contrasts: k2/k1 = 0, 5/2, 2, m. The front distortion is more pronounced than streamline and isopotential distortion and it approaches a constant shape downstream from the discontinuity. INTRODUCTION The impact of reservoir heterogeneities on oil displacing processes depends upon the variation of the heterogeneous property (frequency distribution), its disposition (spatial distribution), and the inherent stability of the displacement mechanism.l The interplay of these factors plus the impracticability, if not impossibility, of describing a natural rock system in any detail makes exact displacement front movements difficult to determine. It is useful, however, to be able to qualitatively visualize what heterogeneities will do to a displacement front. In this respect certain simple models that can be treated analytically are of value. The following analysis will show the displacement front behavior for one such model. MODEL DESCRIPTION The flow field is two-dimensional and infinite in extent. The fluid flow is single phase, steady state and unidirectional at x, y = 2 m, or before insertion of the discontinuity. A circular permea- bility discontinuity is placed at the origin. Porosity and thickness are the same within and exterior to the heterogeneity. This is exactly the same model that was used by Greenkorn et al. to check analytically Streamlines as determined by Heie-Shaw flow models and finite difference computer techniques.2 FRONT POSITION CALCULATIONS The results of displacement front calculations are presented in Figs. 1 through 4 for four different permeability contrasts: k2/kl = O, %, 2, m. The times corresponding to the front locations are the Same for the 0 and cases! and for the 1/2 and 2 cases. SUGGESTIONS that existing schools give instruction bearing on the mineral industry, or that schools for that purpose should be established in the United States, began to be made early, and it would require too much space to catalogue them all. Some of the more important may be mentioned to indicate their general character. In the "advertisement to such parents as have now (or expect to have) children prepared to be educated in the College of New York," which appeared in the New York Mercury of June 3, 1754, Samuel Johnson, the first president of King's College, the predecessor of Columbia, said that it was the "design of this college to instruct and perfect the youth," among other things, "in the arts of Numbering and Measuring of Surveying, and Navigation and Geography. . . . and in the Air, Water and Earth around us, and, the various kinds of Meteors, Stones, Mines and Minerals, Plants and Animals; and in the knowledge of all Nature in the Heavens above us, and of everything useful for the Comfort, Convenience and the Elegance of Life . . . " Though the concept that natural science should be used to enlarge the bounds of human life was thus implicit at Columbia from the very beginning (John Stevens graduated from it in 1768, James Renwick in 1807, Horatio Allen in 1823, and A. W. Craven in 1829), it was only during the period of Renwick's professorship of Natural and Experimental Philosophy and Chemistry (1820- 1853) that much attention was given to applied science.* Among the Austin papers, published by the American Historical Association,2 there is a draft in Stephen F. THE figures on enrollment in the engineering schools of the United States and Canada indicate that the total number of students in these schools for the current year, 1949-50, is about 10% less than it was a year ago. This year, 226 - 533 undergraduates and graduate students are studying engineering in the United States and Canada as compared with. 249,913 students last year. These figures are taken from advance data in the Journal of Engineering Education for February 1950.

The increase is accounted for principally by four items: $6000 increase in initiation fees and dues of new members; $1800 in current dues; $4000 in "back" dues; and $2800 in the sale of publications, including TRANSACTIONS volumes and technical papers in the form of "separates." In passing, it may be remarked that income from back dues during 1935 will be less than in 1934, for the obvious reason that the total amount of dues in arrears has shrunk and consequently there is less to draw from. AT the meeting on Engineering Education on Mon- A day afternoon E. A. Holbrook, of the University of Pittsburgh and chairman of the Committee, presided as chairman with W. B. Plank acting as vice- chairman. About sixty members of the educational fraternity were present. Dean Holbrook, after a few introductory remarks, introduced the first speaker of the afternoon, Charles Y. Clayton, who then presented his paper, "Why Do So Few Elect Metallurgy?" in which he stressed the fact that ,one of the things the study of metallurgy ,now needs is publicity and public education on what metallurgy is and 'does. Another thing he brought out is that the study of metallurgy has been looked on for many years merely as a branch of other departments. He gave tables showing past and present enrollment in the course of metallurgy in various schools.

Introduction Self-tuning regulators are a class of controllers built around the concepts of sampled data theory, and are especially suitable for implementation in a digital microprocessor or minicomputer control system. The algorithms used are distinctly different from those based upon analog control techniques and include automatic adjustment features which permit them to adapt to unmeasured changes (in, for example, ore grindability) or process nonlinearities (as exhibited by cyclone classifiers). They are also designed to handle transport lags in a simple manner, for example, anticipating the effects of a variable recycle rate on particle size distribution. The advent of distributed control systems will encourage the exploration of these techniques in the minerals processing industries, and particularly for improving the control of comminution circuits, which are especially energy intensive. This paper outlines some current work in progress on this topic. Background Those engaged in the practice of process control have long had two philosophical problems for which solutions have been actively sought - what is optimal control and how can we attain it in some heuristic fashion automatically. The basic analog controller can be represented by the differential equation: [V = Ko + K1 f y • dt + K2 dt(1)] where: v and y are the instantaneous values of output and error respectively and K0, K1, and K2 are tuning constants. The empirical rules for establishing the values of K0, K1, and K2, which provide stability, have evolved from the initial suggestions of Ziegler and Nichols(9) in 1942 and have served their purpose well. However, later analyses demonstrated that there are in fact many combinations of the values of K0, K1, and K2 which, besides being stable, behave better or worse in relation to other process control criteria; some examples are duration of error, amplitude of a damped response, magnitude or rate of movement of control valve or adjustment of speed regulator, etc. The definition of optimality had broadened. Tensile properties of annealed molybdenum were investigated from 1000" to—200°C. In the vicinity of room temperature a well-defined transition in tensile properties occurs. Reduction in area decreases from over 80 pct to 0 pct and, simultaneously, the yield strength increases about 60,000 psi. MOLYBDENUM, tungsten, iron, and many other metals and alloys with the body-centered cubic and hexagonal close-packed crystal structures change from ductile to brittle behavior over some relatively narrow temperature range. The temperature at which this transition in ductility occurs depends on chemical composition, microstructure, and method of testing. When fine grained, completely recrystallized molybdenum of commercial purity is tested in uniaxial tension at a slow strain rate, the transition occurs at slightly below room temperature.' Iron2 and tungsten3 tested under similar conditions become brittle at temperatures close to the boiling point of nitrogen, — 195°C and at about 200°C, respectively. A sharp change in ductility is uncommon in metals with the face-centered cubic crystal structure, however, a relatively sharp transi- tion in notched bar impact properties has been observed below room temperature in a face-centered cubic copper-antimony alloy.4 A transition from ductile to brittle behavior is usually explained by the concepts originally developed by Ludwik,5 and discussed and elaborated on by others including Orowan,6 Hollomon and Jaffe,7 and Gensamer8 In brief, there are two aspects to strength, first the resistance to flow and second the resistance to fracture. Both are functions of temperature, strain, strain rate, stress system, composition, and microstructure. With decreased test temperature the flow stress required to initiate plastic deformation increases more rapidly than the fracture strength and brittle fracture occurs at that temperature where the yield strength equals or exceeds a brittle fracture strength. This investigation was conducted to determine the effects of temperature, strain, and rate of straining on the flow and fracture strengths of molybdenum above, through, and below the ductile-to-brittle transition. IN THE operation of oil properties there are various difficulties with pumping wells which can often be overcome or greatly lessened if sufficient attention is, directed towards pump and tubing problems. The difficulties referred to are the wearing out of pumps, sanding up of pumps, and the sanding up of the hole. As the perforations in the oil strings are large and the oil and sand loose and unconsolidated considerable trouble is often encountered in pumping wells due to the ease with which' the sand can come into the holes. DETERMINING FLUID LEVEL In determining the proper depth at which to tube a well it is essential to first find out something about the behavior of the fluid in 'the hole: Facts in regard to this natter can be obtained by finding the fluid level on pulling the tubing, by making a pumping test on the well tubed to various depths, and by bailing tests during cleaning out work. In ordinary oil field operations it is customary to take the fluid level at the time of pulling the tubing. This 'can only be done when the pump is not sanded up. All who are even generally aware of the tremendous rate of increase in coal washing operations must realize the growing importance of the float-and-sink test. I believe it is conservative to estimate that, in the past decade, the dollar volume of float-and-sink testing has increased tenfold. It is a simple matter of economy, then, to examine the factors that determine the cost of adequate float-and-sink testing. When the Coal Preparation Section of the Bureau of Mines entered upon a greatly expanded program of such work in connection with the synthetic liquid fuels investigations, it seemed advisable to examine these factors experimentally. The principal consideration that differentiates float-and-sink test sampling from general purpose sampling, is that the original particle size must be preserved. Therefore, the total cost of the test will be directly affected by any standard that might be proposed to limit sample bulk reduction at any given particle size. For this reason, the relationship of sample size to variability of results was the first factor to be studied experimentally.

The 64th Texas Legislature passed the "Texas Surface Mining and Reclamation Act," Chapter 131, Texas Natural Resources Code (subsequently referred to as "the Act"), at a point in time when little surface mining had taken place within the state. Thus, enactment of regulatory control governing mining operations in our state has, for the most part, preceded widespread, intensive mining activity. I should point out that the statute applies only to the extraction of coal, lignite, uranium and uranium ore. A recent opinion rendered by the Attorney General's office has stated that extraction of the named elements, when it occurs incidental to the extraction of other materials, e.g., clay, is not not an activity subject to the Act. An important theme of the Act, frequently overlooked in other environmentally oriented legislation, is recognition of the Act's affect on the mining industry. The Act states that "the extraction of minerals by surface mining operations is a basic and essential activity making an important contribution to the economic well-being of the state and nation" and, in reference to reclamation being accomplished contemporaneously with mining, provides a recognition that "the extraction of minerals by responsible mining operations is an essential and beneficial economic activity." This legislative recognition is, of course balanced against the need for proper mined land reclamation, the rights of surface owners, the need to guard against unreasonable degradation to land and water resources and numerous other actions or events that the Legislature wanted protected. Another rather pervasive general theme that is established in the Act is the concept that the agency is entitled to obtain whatever information, or take whatever action, that appears reasonably necessary to effectuate the purposes of the Act. This concept, coupled with the detailed requirements placed on mining operations in the portions of the Act dealing with Permit Applications, Reclamation Plan and Reclamation Standards, easily insures that surface mining activities can and will be regulated to the extent necessary. Section 131.102(b)(2) is probably the most relevant provision in the Act which deals with the preclusion of mined lands becoming waste lands. This portion of the Act states that the surface mining operator shall: ". . . restore the land affected to the same or a substantially beneficial condition. ." In this language the Legislature had made it abundantly clear that the abandoned or orphaned lands found in some of the Eastern states, will not be tolerated in this State, and provided the Commission with a degree of latitude to determine what condition would be appropriate in each individual mining situation. I bring this area of the Act to your attention because it is the area which has received the most inquiries and concern by operators, i.e. what does "substantially beneficial" constitute? The Commission's staff has spent a considerable amount of time wrestling with the statutory language "substantially beneficial" to determine the legislative intent and provide operators with guidance of what they can expect. In this regard, the most definitive criteria in our opinion lies in the Act's legislative hsitory. The Legislature had before it basically three reclamation standards namely: House Bill 656, considered to provide the most stringent reclamation standard and identical to Senate Bill 66; House Bill 1717 which was supported by industry spokesmen and was considered to contain the least stringent reclamation standard; and Senate Bill 55 which was adopted by the Legislature. During the Bill's initial hearing before the House Environmental Affairs Committee, the House sponsor of the Senate Bill 55, which was the Bill eventually adopted, made the following statement: (I am quoting verbatim from the Committee's transcript although substituting the speaker's reference to the authors names with the Bill's numbers.) "An example of the differing approaches of the four bills can be seen in the area of reclamation standards and this is critical. House Bill 656, talking about restoring the surface of the land, House Bill 656 has this statement: 'At least fully capable of supporting the use to which it was capable of supporting prior to any mining or any higher or better use.' In other words you have to restore it to the level it was prior to the mining. Senate Bill 55: 'Restore the land to the same or substantially beneficial use.' Substantially beneficial use. (Emphasis his) House Bill 1717 says: 'Restore insofar as practical to appropriate beneficial post-mining use.' So that House Bill 1717 said to, 'restore insofar as practical to appropriate beneficial use. I think that's too weak, whereas I think the House Bill 656 that would call you to restore it to at least the use it had prior to the mining may also be too tight the other way. I think the Senate Bill 55 approach is down the middle of the road which says that you do restore it to the 'same or substantially beneficial use,' is a proper way to go there." Therefore, the conclusion that we have drawn from the legislative history of the bill is that the extent of reclamation required by "substantially beneficial" may be something other than the use it was prior to

The total estimated production of coal in the United States during the first century and a quarter of mining is shown in Table 20. This is the total of the production of the various states already shown in the various tables, and is believed to be the first statement of this sort made. No such table prepared from limited data can be accurate, but it is the writer's opinion that the totals shown are less than those actually produced. It was thought that this study would enable a reasonably accurate account of the movement of coal down the Ohio and Mississippi Rivers to be written. The searches made have shown that at this time the data do not exist from which such a study can be made, but some of the facts collected may be useful to future students.

The manpower and time involved in primary blasthole stemming at Kennecott Copper Corp.'s Bingham Canyon mine have been reduced considerable through the use of a mobile stemming machine invented y three mine employees. The patented machine, developed 2% years ago at an estimated cost of $5000 for two units, is the brainchild of Thomas R. Carlson, mine plant superintendent; Alvin J. McIntosh, drilling and blasting engineer; and Jay K. Buehler, field repair general foreman. According to McIntosh, the machine has been well received by the mine employees, who have been relieved of the tedious task of hand shoveling drill cuttings into the blastholes. It is estimated that the stemming machine has saved the mine approximately $25,000 per year in overtime and regular labor costs.

R. E. Carter (General Research Laboratory, Schenec-tady, N. Y.)—Brown, Gaudin, and Loeb in their study of intergranular comminution by heating attempt to find one explanation for all types of rock in terms of the properties of the phases present. The only necessary condition for intergranular cracking by heating is the setting up of high stresses at the grain boundaries. Such stresses may be set up in multiphase isotropic mixtures if the thermal expansions of the phases are different, in non-cubic single phases because of the anisotropy of thermal expansion in the various crys-tallographic directions, and in materials containing quartz because of the a-p' transformation at 575°C. In addition, for intergranular comminution by heating, the cooling and not the heating is most important.
