Total United States production for 1928 was 900,364,000 bbl. as compared with 901,129,000 for 1927, or 2,466,000 bbl. per day versus 2,468,000. The three major producing areas were Texas, Oklahoma and California. Texas production increased from 217,389,000 bbl. in 1927 to 256,888,000 in 1928—an increase of 39,499,000 bbl. following an increase of 44,500,000 bbl. in 1927. Oklahoma production amounted to 249,558,000 bbl. in 1928 as compared with 277,775,000 bbl. in 1927 and 177,650,000 bbl. in 1926. California production for 1928 was 231,982,000 bbl. as compared with 231,196,000 in 1927. Production increased markedly in Venezuela and declined in Mexico. Elsewhere no great changes or declines in production were noted. New discoveries occurred in nearly all districts. The many excellent reviews of the various districts of the United States presented at this meeting, are each fully summarized and tell their own story so well that little would be gained by attempting to repeat their content here. There are certain impressions to be gathered from these papers and certain trends that are indicated by them which may better be pointed out. OVERPRODUCTION Overproduction is the most serious one of them. Efforts to avert it resulted in a measure of cooperation in the oil industry more widespread in character and more beneficial in results than has ever been recorded in any previous year. These efforts were undertaken in the closing months of 1927 and enthusiastically effected before the spring of 1928 had passed. Unfortunately, slight advances in prices during the summer months accompanied by the letting down of this sort, of effort resulted in a marked increase of production during the latter half of 1928. The resignation of Herbert Hoover, Director General of Relief in Europe, from his post as Chairman of the Board of Directors of the Food Administration Grain Corporation, in which capacity he had served for nearly two years; and the reorganization of the corporation under the name of the United States Grain Corporation, with Julius Barnes, United States Wheat Director, as its new head, took place at the annual meeting of the stockholders, held in New York, July 1. This action on the hart of Mr. Hoover is believed to be one of the first steps in his intended withdrawal from public service upon the conclusion of the war service of the various departments of the Food Administration, or as soon as they shall have been absorbed by other agencies. The Grain Corporation has been, for the past two years, a vast collection and distribution agency. Its function has been to assist in supplying to the Allies and the American Army and Navy large quantities of wheat, wheat flout, and other foods, with very little disturbance of American prices, and with such an even control of American distribution that reserves from one crop to another have been brought down to the lowest possible compass and without the dvelopment of actual scarcity anywhere in the United States. In the year just past, it carried on all the buying and the shipping for, the Belgian Relief Commission, until the commission retired on May 1 and the Belgian Government itself undertook its own overseas supplies. During the twenty-two months of its existence the corporation had disbursed $3,500,000,000 and collected an equal amount, selling for over-seas shipments commodities valued at $1,800,000,000, at an operating expense of about $3,250,000, or one-sixth of 1 per cent. During this time it has not lost a single dollar through fire loss.

The Secretary of the Treasury, in a recent ruling, allows 18 months from date of discharge within which former service men may reinstate their Government insurance policies lapsed f or non-payment of premiums. The point just now confronting the Bureau of War Risk Insurance and all those who are interested in the immediate and the future welfare of the young men who offered their lives for the flag and the country is that they be kept mindful that the provisions of the War Risk Act were not solely war measures, but that the framers of the Act provided insurance protection for all time to come for the boys in uniform and all dear to them. Under this ruling those making application for reinstatement will be required to pay only the premium on the amount of insurance to be reinstated for the month of grace during which they were protected, and for the current month. When the men are mustered out of the service, the insurance continues in force for one month and they are fully protected during that period even if their premium has remained unpaid. In reinstating, that month's premium will be required as well as the premium for the month in which reinstatement is effected. The ruling also stipulates that when applying for reinstatement the man must be in as good health as at the date of discharge, and so state in his application. After complying with these simple requirements, a Government insurance policy may be made as sound as on the day it was written. The Bureau of War Risk Insurance is now searching out its delinquent policy holders and offering them this renewal of Government protection. It needs the assistance of public spirited, patriotic, business and professional men everywhere, for the sake of our former service men, who must be given the information about its privileges to which they are entitled.

T has been proposed1 on the basis of slip and flow I- that the ideal deformation texture of cold rolled face-centered cubic metals is (110) [112]. As pointed out recently by Brick,' this theory does not account for the difference between the pole figures for cold rolled copper and 70-30 alpha brass, which develop strikingly different spreads from the ideal orientations. It does suggest that the pole figures might be similar for these two metals if they are rolled sufficiently. This has been found to be the case for cold drawn wire.' Experimental Procedure: Four inch sections of cast cakes of copper and 70-30 alpha brass were obtained through the courtesy of the Bridgeport Brass Co. Pieces from these cakes were cold straight rolled 99.993 pct reduction in thickness with the assistance of the Remington Arms Co., Bridgeport, Conn., and by the use of pack rolling. Pole figures were made using the X ray camera and techniques described by Brick.' These pole figures were not significantly different from those previously published for the same materials rolled 98 pct. Eight thicknesses of this strip were then pack rolled. This material failed completely and extensively in tension as shown in fig. 1, developing wavy transverse fractures and bulges. No further work could be done on these samples. Summary: Within the range of this experiment, no attainable amount of cold rolling would cause the pole figures of cold rolled copper and 70-30 brass to become similar, in spite of the fact that such a similarity is predicted by theory.' FOR many years there has been no book that adequately represented the present state of the art of coal preparation-an art that has been rapidly changing during the passing years, and particularly during the last ten or fifteen years. In fact, changes of preparation have been so rapid that no book could keep abreast of their progress, and even the Proceedings of the technical societies have not been able to do so. It has been the intention of this committee and of the editor to make this book as nearly up to date as possible and to make it one that would appeal primarily to operating men, while at the same time adequately showing the theory back of the many processes used. The start of the war and the increased calls upon the time of the authors selected for the various chapters have slightly dimmed the brightness of the ideal intended, but the result undoubtedly brings the practice of preparation and its literature closer together than they ever have been before. It is the hope of the committee that this book will be useful both to those whose daily work is concerned with preparation and to consumers who use the product produced at the many fine and up-to-date coal plants throughout the country, which are now producing, as they always have done, all the coal needed by this country in its greatest crisis. While the committee has exercised a general supervision over the preparation of the various chapters, all of the correspondence and edi¬torial work have been done by Prof. David R. The production from the Maidan-i-Naftun area for the year ending March, 1928, was 5,340,000 tons (40,210,200 bbl.), an increase of nearly 13 per cent. over the production for the year ending in March, 1927. The Masjid-i-Suleiman Field The present producing unit, the Masjid-I-Suleiman, is an anticline some 20 miles in length by 4 miles in width, including three domes as so far proved. The producing horizon is a very open, dolomitic limestone, which, while showing much variation in texture and porosity, is so connected that the lowering of pressure in one section of the field quickly affects the whole area. The topography of the field is broken, with differences of well elevations of as much as 1100 ft. The depths to the limestone vary from about 800 to about 5000 ft. The closed-in pressure of the oil wells varies from zero to 50 lb. per sq. in. and that of the gas wells is about 450 Ib. Although the static oil level may be several hundred feet below ground level, in oil wells of high elevation, all the wells flow continuously or intermittently after they are once started—the majority continuously. The gas is very high in hydrogen sulfide in gas-oil wells of low pressure.

Barite deposits are of widespread occurrence in Nevada but there are few pro-ducing properties; most of the latter are in northern Nevada. The production of the state is small at present-in the neighborhood of 15,000 tons annually-but is steadily increasing. The barite occurs in veins and also as replacement deposits in lime-stone. The bulk of the production has come from the replacement deposits. It is thought that the barite was deposited from rising hot waters similar to-and probably contemporaneous with-those responsible for some of the metallic ores of the state. This paper discusses only the deposits in northern Nevada. THE commercial mining of barite did not begin in Nevada until 1916 but although the production has been small there has been a rapid increase in tonnage during the past several years. Barite is widely distributed in the state and production comes from at least nine of the seventeen counties. Apparently this is not generally known, as only two counties are mentioned in a recent publications dealing with barite. The increase in output is due largely to recently discovered barite deposits in northern Nevada. The principal production has come from the northern portions of Lander and Eureka counties; smaller amounts from Elko County. The discussion in this paper is confined largely to the deposits in these counties. Most of the producing area is tributary to the Western Pacific and Southern Pacific Railroads, whose tracks lie along the Humboldt River. Barite is known from other northern counties but so far the production has been small. The output has come entirely from veins and replacement deposits, the latter largely in sedimentary rocks. In general, the barite from veins is white; that from the replacement deposits usually is dark gray to black, although some is light gray or white. Most of the veins contain sulphides and many barite-bearing veins have been worked for their content of base or precious metals.

DESPITE the meetings and discussions on over- production the situation still continues to grow worse instead of better. The demand for oil has dropped to 2,700,000 bbl. per day. On the other hand domestic production has risen to 2,700,000 bbl. with prospects of further increases, and if imports and natural gas-gasoline be added to this the current supply is about 3,100,000 bbl. per day. Though during the summer and early fall the demand may exceed this figure for a few months the prospects are that 'the average demand during 1929 will be at least 200,000 bbl. per day less than the present current supply, meaning additions to stocks over the year of about 75,000,000 bbl.

SOMEWHAT biased by pride in twentieth century achievements, most of us mining engineers and diamond-drill operators look upon core drilling as a relatively modern practice. The invention of the diamond drill is generally ascribed to Rudolf Leschot, who made use of diamonds in 1846 in drilling blast holes in the Mont Cenis tunnel in Switzerland. In vain we search Agricola and other early writers on mining for signs of diamond drilling. We have, therefore, concluded that it was unknown until the middle of the last century. The trouble with this conclusion, as most prospectors will tell us, is that we "don't dig deep enough"; for it now appears that the archeologists have been putting one over on us for the last fifty years.

FRANK T. SISCO is a native of Lawrence, Kansas. He received his earlier education in Clinton, Iowa and his university training at the University of Illinois. His experience in the steel industry has included service in the chemical, testing, and metallurgical departments of the Illinois Steel Co., of South Chicago; the Hess Steel Corp., of Baltimore; the IJ. S. Naval Ordnance Plant at Charleston, W. Va.; and the American Steel and Wire Co., Waukegan, Ill. He severed for seven years as chief of the metallurgical laboratories of the U. S. Army Air Corps at Wright Field, Dayton, before coming to New York in 1930 to become metallurgist and editor of the Alloys of Iron Research, the position he now holds.

FIFTY years ago William Bertolette Plank was born in Pennsylvania, in which state he was also educated, winding up with an E.M. from Penn State in 1909, at the age of 23. ' He remained there as instructor for a year, and then went with the Philadelphia & Reading Coal & Iron Co. as mining engineer for three years. During the next four years he was on the staff of the Pittsburgh Coal Co. In 1916 he turned to Government work, going to Pittsburgh as junior mining engineer for the U. S. Bureau of Mines. He became successively assistant mining engineer there, mining engineer at the Bureau's Urbana, Ill., station, and finally Mr. Plank was appointed district mining engineer for the Bureau at Birmingham, Alabama.

Meeting of Dec. 18, 1914. Charles F. Rand, Karl Eilers, and William L. Saunders were appointed a Committee to audit the accounts of the Institute. The matter of the Committee to investigate the relative merits in metallurgical work of turbo-blowers and the reciprocating blowing engine was laid on the table. Benjamin B. Thayer was elected representative on the Board of Trustees of the United Engineering Society to succeed James F. Kemp. Upon the recommendation of the Committee on Membership, 32 Members, 8 Associates, 3 Juniors were elected, and the status of one Associate was changed to that of Member. Twenty-six members owing dues for from three to six years were dropped from the rolls in accordance with the provisions of the Constitution.

The extraction of gold and silver from ores with alkaline cyanide solutions is well known. Cyanide solutions are also good solvents for many base metal minerals, particularly most of the copper minerals. Leaver and Woolf, who determined the solubilities of copper minerals in 0.10 pct sodium cyanide solution, showed that malachite, cuprite, chalcocite, and bornite are readily soluble in cyanide; least soluble are chalcopyrite and chrysocolla. The Mining Chemicals Laboratory of American Cyanamid Co. has studied the possibilities of using cyanide solutions for leaching base metals. In this article the authors present the results of their experiments with cyanide leaching to reduce the copper content of a zinc concentrate from 0.050 pct to the desired specification of less than 0.02 pct.

During the nineteen months in which our country was actively engaged in the war, the United States Shipping Board Emergency Fleet Corpn. expanded the shipbuilding capacity of the United States from an unimportant position among the world's producers of ocean-going tonnage to first place. At the same time it increased the overseas merchant fleet of the United States from a negligible quantity to second place. The shipbuilding program has been greatly reduced since the signing of the armistice. There have been suspended or canceled contracts for 754 ships aggregating 3,797,825 deadweight tons, which would have cost $797,564,276 to complete. The cost of canceling these contracts will be about $202,853,456, and the saving effected by cancelations will approximate $594,710,820.

The title of my talk, "What Happened to the Uranium Boom?" is old news. Certainly it is for this group. All of us that make our living in uranium know that the boom of the last half of the 1970's is over. U.S. production has been exceeding consumption by more than two to one. Mines and mills are closing and yellowcake prices have been dropping for over 20 months. The gloomy outlook for the industry in the near term has been well documented by soothsayers of various descriptions, your daily newspapers, and in the Nuexco Monthly Reports. I'd like to attempt to describe the next upturn in the market (speculate, really) based upon the clues we're seeing now. In order to do that, I'd first like to go over briefly, some of the market factors that contributed to the recent price drop and resultant production cutbacks, and then hypothesize on the way these factors are changing and will change. Market prices are greatly affected (maybe even entirely determined) by buyer perceptions. This is particularly true with uranium, because of the long lead times associated with nuclear plant construction and also with conventional mine/mill development. Before the price rise (say, 1975) utility uranium buyers believed that: 1) U.S. producers would have difficulty expanding to meet U.S. demand. 2) Australian and Canadian production was essential to avoid shortages in the early 1980's. 3) Uranlum prices would continue to rise as demand exceeded supply. 4) Enrichment capacity would become inadequate. It was thought necessary, therefore, to build enriched inventory in the early 1980's for use in the late 1980's. Artificially accelerated expansion of the uranium producer industry was necessary to accommodate anticipated enrichment demand. Current perceptions are largely the opposite. These are the beliefs that were held most of this year and late last year as prices dropped. 1) U.S. production is far in excess of domestic need. Contraction of the U.S. production lndustry is necessary. 2) Canadian and Australian supply is optional and not essential. Producers in those countries are expanding mainly by displacing higher cost production and not because they fill a void, 3) Prices may be essentially stable for some time. 4) Enriched uranium is in excess supply. That is 1981. 1982 is shaping up to look like this: 1) Prices will have bottomed out. (That is not Nuexco's opinion necessarily, by the way, but it is my opinion.) 2) There will still be substantial utility inventories, but fewer spot sales. 3) Canadian and perhaps Australian sellers will have made substantial sales in the U.S. and will be aggressively seeking more. 4) U.S. production will have been dramatically curtailed. U.S. utilities that wish to con- tract long term will have difficulty in finding domestic sellers. Concern will develop about the availability of U.S. production capability. Virtually all long term con- tracts signed will be with non-U.S. sellers. 5) An awareness will begin to develop among U.S. buyers that we are approaching a period of dependence upon foreign uranium (which will be true). The history of the uranium market has been one of dramatic changes and overreaction to those changes. The rapid price rise of a few years ago generated excess U.S. production capacity and the rapid price drop of the last two years will almost certainly result in too little capacity. It will soon be difficult for U.S. buyers to buy domestic material except on the spot market. The question is, "will they care?" The lack of demand, of course, is the underlying reason for the current poor health of the uranium industry. In 1972, 1973 and 1974 collectively, there were 105 nuclear reactors ordered in the U.S. That ordering rate was expected to continue and accelerate throughout this century. In 1975, 1976, 1977, 1978, 1979, and 1980 altogether, there were 56 more reactors cancelled than ordered. The net growth of our only customer since 1974 has been a negative 56. TO put this in perspective, if these 56 reactors were operating now it would more than double present U.S. uranium consumption. Underlying lack of demand is something that is simply not going to change in this decade. Time is going to be required. The NRC indicates that the maximum feasible number of new reactors that can be licensed each year is six. That would increase uranium consumption by only 10% per year. New reactors, if ordered tomorrow, would not generate new uranium demand until after 1990. WITH the supply of zinc, like that of most other nonferrous metals, inadequate to meet the demand, efforts to increase domestic ore supplies and production capacity have been of primary interest. No major sources of new ore have been disclosed during the year but improvements have been reported in facilities for mining and concentrating ores from existing mines. The American Zinc, Lead and Smelting Co. has announced its intention of erecting a new mill in the Ouray district of Colorado. The Consolidated Mining and Smelting Co. of Canada is reported to be planning improvements costing $3,000,000 to its Sullivan mine and concentrator at Kimberley, B.C., where the sink-float process is to be used for preliminary ore treatment. RESERVE Mining Co., owned jointly, by Armco Steel Corp. and Republic Steel Corp., controls 9% miles of magnetic taconite ore on the eastern end of the Mesabi Range lying between Mesaba and Birch Lake. The ore reserve which can be mined by open pit methods is conservatively estimated at 1.5 billion tons under a shallow, loose overburden requiring no rock stripping. Taconite now being mined is in the upper cherty horizon. It has been metamorphosed by the intrusion of gabbro and most of the iron oxide is altered to magnetite. The nonmagnetic portion of the iron is practically all in the form of silicate. The magnetic iron is finely disseminated through the rock and requires grinding -150 mesh for clean liberation of the iron oxide from the gangue.
