Higher education is in serious trouble in the United States. With increasing costs threatening to create a taxpayer's revolt, serious thought must be given to determining whether or not we can continue to afford our present educational policies. Disinterested students with little aptitude are pushed into over- crowded universities by well-meaning parents, but they lack real objectives beyond achieving that great status symbol-the degree. Advanced degrees are heaped upon the baccalaureate degree, and the pursuit of the pure and social sciences continues at the expense of engineering and technology.

Much has been written in the past about the non- cataracting ball mill as typified by the installations of the Tennessee Copper Co. at Copperhill and the three units of the Cleveland-Cliffs Iron Co. in its Humboldt and Republic mills. Because no direct comparisons are available from the Cleveland-Cliffs plants and because the published data of Tennessee Copper Co.'s London mill covered a period of development over several years, it has been difficult for engineers to grasp the full significance of the non-cataracting economics.

Every 12 minutes, a cable operated skip car appears from beneath the desert surface of Arizona's Papago Indian Reservation. The Papagos have become quite used to the car, particularly those whose paychecks depend upon its regular appearance. The 24-ton capacity skip or tramcar hauls copper ore out of the North Decline of Hecla Mining Company's new mine about 30 mi south of Casa Grande. While there's nothing particularly glamorous about the skip itself, the railroad system upon which it travels is interesting because of the unconventional way it was built.

Seven formulas commonly used to evaluate industrial screening efficiency are investigated to determine if they are suitable for calculating the efficiency of rectangular-hole screens. Six formulas were found to be limited in application to square-hole screens. The seventh, although acceptable for evaluating rectangular-hole as well as square-hole screening efficiency, was found to be unwieldy. A new formula is developed based on the concept of misplaced sizes. This proposed formula permits the single step determination of efficiency and is applicable to all types of screening applications.

Can the mining industry in the United States accept the change and challenge of the "Now Generation" of an entirely new high-performance automated transportation system? Advanced transportation systems for the mining industry can be defined as those which lend themselves to automation and meet definite performance and cost objectives. The term automation shall mean that control of transportation system is accomplished by a closed loop electronic circuit which, when started on command, will continue to cycle as programmed until such time as an intelligent feed-back causes the system to shut down.

A series of commercial titanium diboride powders have been characterized in terms of X-ray crystallography, composition, particle size distribution, and particle shape. These materials were used in sintering experiments from which the effect of impurities on the sintering temperature was observed. Transmission electron microscopic observations have been made on Ion milled and chemically milled hot pressed material. Dislocations have been observed as well as grain boundary phases. Limited bonding between grains seems to account for poor mechanical properties. Observations have been made of preferred crystallographic orientation in hot pressed material.

John Chipman (Massachusetts Institute of Technology, Cambridge, Mass.)—The activity of FeO in silica-saturated slags shown in Table V is about 0.40 in the temperature range 1260" to 1350°C. Recent measurements by N. A. Gokeen at 1600" lead to about the same value. He finds the oxygen content of liquid iron in equilibrium with silica and ferrous silicate slags to be 0.088 pct. Under pure iron oxide slags at the same temperature, it is 0.225 pct. The ratio places the activity at 0.39.

CHURN drilling equipment at Bagdad consists of two Bucyrus Erie 27-T model drills and one 22-T drill with gasoline engines. The drilling tools weigh approximately 1600 lb. The holes are drilled with 7-in. bits which are heated in an oil burning furnace and sharpened in an electrically powered bit sharpener. A service truck brings the bits to the drills and takes the dull bits back to the shop. The bits weigh around 250 lb. when new and are handled by drill crews without any mechanical handling device.

In Table 1, page 1182, the correct sequence of the first five metals in column 1 (Elements) should read: Zn, Pb, Cu, Fe, and Mn under "Central District" and Zn, Fe, Pb, Cu, and Mn under "Pinos Altos District." (communication to the Secretary): In connection with Mr. Douglas's mention of the continuous charcoal kiln used at Kopparberg, some further data concerning this important invention may be of interest. Before giving these, however, I will say a word or two concerning other features of Swedish practice. In 1894 I spent two days at Soderfers with Mr. Tom Bergendal, the manager of the works, and was specially interested in the gas-producers and wood-drying kiln, illustrated in the paper contributed to our Transactions by Mr. Odelstjerna in that year.* The wood-drying kiln is, however, quite different in design and construction from Ljungberg's charcoal kiln. In the summer of 1894 it was discovered that by placing the gas-producer as close as possible to the open-hearth furnace, and working the producer hot, ordinary weather-dried wood, still containing a considerable percentage of moisture, could be used to advantage in the melting-furnace. Hence, the dryingkiln was needed for wet wood only. One of the iron-works of the Udeholm Go. was the first to adopt the Lundin saw-dust gas-producer and condenser, enabling them to make gas from saw-dust containing 45 per cent. of moisture, and convey the gas from the condenser through wooden pipes to the Siemens steel-melting furnace.† This sawdust gas gave very satisfactory results in iron-works; but the proprietors experienced much trouble by reason of the pollution of rivers by the tar-water from the condenser. Dr. F. Well, the first thing that you have to realize is what is the Bureau of Mines? The Bureau of Mines basically has two functions. First it does the research and development relating to mining, processing, conversion, refining, recycling and substitution for minerals and materials. We work hand in hand with the U. S. Geological Survey on the geological end, although the exploration part of the game is theirs, and there is a very good relationship between the Survey and the Bureau of Mines. There are some overlaps with the Office of Coal Research, and we expect to be able to straighten out the areas of overlap, because it's important than OCR and the Bureau work together. Both the Office of Coal Research and the Bureau of Mines will have increased budgets next year, assuming that they are appropriated by the Congress. The other general area is in the whole area of mineral policy. The Bureau of Mines again is the key agency for developing data and analyses and making recommendations on all types of mineral policy in the Federal Government. It's a focal point for all types of minerals activities. It's the only real centralized focal point, along with the USGS, in the whole Federal Government. The problem areas, to answer your question specifically, are first of all the Bureau of Mines budget this year is $105 million and the budget for next year is $215 million, so it's more than double. Now, assuming that this budget is appropriated by the Congress, most of that money will be used for research and development in the energy area.

A self-appointed, committee consisting of J. Waldo Smith, Chairman, Richard S. Buck, J. J. Carty, J. Parke Channing, E. L. Corthell, Alfred Craven, Thomas Crimmins, Gano Dunn, George Gibbs, Alex. C. Humphreys, F. L. Hutchinson, Charles Warren Hunt, D. S. Jacobus, John W. Lieb, William Barclay Parsons, George H. Pegram, Charles F. Rand, Calvin W. Rice, Robert Ridgway, William L. Saunders, Merritt H. Smith, Bradley Stoughton, and William H. Wiley, organized a course of seven free lectures on military engineering, which were given by Captains Thomas M. Robins, Richard T. Coiner, Edward D. Ardery, Corps of Engineers, United States Army, and which was under direction of Major General Leonard Wood. The United Engineering Society presented, without charge, the use of the auditorium for the purpose of these lectures, but the interest proved to be more than three times as much as had been expected, and it was therefore necessary to divide the courses into three parts, one of which was given in the afternoon in the auditorium of the United Engineering Societies Building, one in the evening in the same place, and another in the evening in the auditorium of, the American Society of Civil Engineers. These lectures occurred on Mondays, from Feb. 14 to Mar. 27, 1916. The subjects and speakers were as follows: Feb. 14, 1916: Organization and Duties of Engineers in War, and what Engineers in Civil Life will be called upon to do in the Defence Of the United States. During 1931 Peru maintained its position as the ninth oil-producing country of the world, with an output somewhat greater than that of Trinidad and Argentina, and considerably less than for Colombia and Mexico. Outside of the three old producing fields, there was little or no activity of importance; no new areas were brought in and no extensive wildcat drilling was done. On the other hand, the old fields continued to produce at a rate only slightly below normal and such restriction as existed may be attributed to market and not to field conditions. Political disturbances during the spring led to several strikes in the field, causing temporary suspension of activities there. However, such troubles were of short duration and no permanent loss of production was sustained. The production in barrels during the past three years for the three coastal fields of Peru has been as follows: The oil industry in Peru is relatively old; 29 wells were drilled in the Negritos area between 1888 and 1898. Prior to 1900 the production was relatively insignificant but from 1900 until 1929, it has slowly but steadily increased to a maximum annual production of over 13,000,000 bbl. The potential production of the fields since 1939 has exceeded the production of those years; the actual production has been controlled by market conditions. The production of the property of the International Petroleum CO. since 1900 has been just over 100,000,000 bbl. The production from the Peruvian fields will doubtless remain for some years at approximately the same level as during the past few years.
