Court, Minister for Industrial Development, Western Australia, told the American Mining Congress audience at the opening session of the 1969 Mining Convention, October 19-22, San Francisco. Australia, he pointed out, is a shining example. In 1971, 60% of U.S. mining investment overseas will go to Australia and other parts of Oceania, an increase of 42% over a year ago. Australia has capitalized on world needs, its own rich resources and good investment climate. Developing nations can and should do the same, but they mix emotion with nationalism, often frightening away foreign investment which could breathe life into dormant and backward areas, said Court.

The old De Beers mine, which lies northwest of Dutoitspan mine at Kimberley, was the mine which launched Cecil Rhodes (In his historical career. It was the nucleus of the De Beers Mining Co. Ltd., formed in 1880, which later became De Beers Consolidated Mines Ltd. Inactive for more than a half century, the De Beers Mine is being rejuvenated for a new era of operations. Both mines were on the Vooruitzicht farm owned by the De Beers brothers, who had bought it from the Orange Free State Government ten years previously for £50. Although the brothers sold it soon after the discovery of diamonds at Dutoitspan, they are remembered for having given their name to the foremost diamond mining company in the world. Diamonds worth nearly R180,000,000 have come from this ground, and more will be recovered when the mine is re-opened.

Changes became necessary in dredging methods employed in Idaho through passage of the Dredge Mining Protective Act (1954). Among other provisions, the law requires dredge operators to construct settling ponds of sufficient capacity and character to reasonably clarify the water used in the mining process before such water is discharged into the stream. Porter Bros. Corp., a placer mining company with many years operating experience in Oregon and Montana, became interested in strategic mineral placers in Idaho in 1950 when it was learned that prospectors had discovered a radioactive mineral deposit in Bear Valley Creek, 95 miles northeast of Boise. The company acquired mining leases and proceeded with exploration and development work on the property. After extensive research had resulted in the determination of successful separation processes, contracts were negotiated with the federal government and deliveries of columbium-tantalum and uranium concentrates commenced in 1956.

The writer has been unable to find much information relative to tests made to determine the effect of forging on the specific density of steel. The opinion, however, among men engaged in the business, seems to be that forging greatly compresses or consolidates the steel. While such is doubtless the case with spongy or porous steel, the following experiments indicate that there can be little or no change in the density with steel initially free from cavities. Ten ingots of basic open-hearth steel cast as shown in Fig. 1 were used in the experiments. All the specimens were 0.53 carbon with all other elements the same, the analysis being determined from drillings taken midway between the center and outside of the upper end, as shown in Fig. 2. The specimens were selected from over one thousand ingots so that the tests could be comparative for the work done in forging only, but no two of the ingots were cast in the same heat. Each ingot remained in the mold approximately 30 min., when it was removed and sir-cooled. About 12 hr. later, when the temperature had been reduced to approximately that of the surrounding atmosphere, the head was discarded and the ingot heated in an oil furnace to approximately 2250" F. (1235" C). Approximately 1 min. was required to forge under the steam hammer to 1 1/4 in. (31.75 mm.), rough diameter, as shown by the dotted lines in Fig. 2. All ingots were allowed to air-cool after forging. Cylinders 1/2 in. (17.7 mm.) in diameter and 1/2 in. high were then turned from the forged and unforged parts of the ingots and numbered. The ten pairs of specimens were submitted to Louis E. Endsley, Professor of Railway Mechanical Engineering, University of Pittsburgh; A. N. Talbot, Professor of Applied Mechanics, University of Illinois; L. Z. Slater, chief chemist, Scullin Steel Co., St. Louis, Mo. NO information was furnished as to which specimens were forged or unforged and each laboratory used the same specimens, submitting the average of three independent determinations, a tabulation of which is shown in the accompanying table in which the laboratories are designated by the letters A, B, and C. There was no noteworthy development in the oil industry in Peru during 1933 and all activities were restricted to the producing fields. The output of the country increased above that of previous years but there still remained a substantial shut-in production at the close of the year. The total production during 1933 is estimated at 13,259,891 bbl., of which the International Petroleum Co., Ltd. contributed 11,205,-362 bbl. A relatively small amount of new drilling was undertaken during the year. The International completed only one new well although a number of the old producers were reworked and deepened. Comments on Tables There are four oil districts in Peru, as shown in Table 1, although only three of these are now being operated. The exhausted Pirin field was abandoned eight years ago. La Brea-Parinus.—The La Brett-Parinas fields are on the property of the International Petruleum Co., Ltd. in the westernmost part of Peru. These fields include a number of producing districts that are defined by complex fault blocks associated with anticlinal folds. Data covering all the items listed in the table are not available on these fields but can perhaps be supplied in part in the future. Lobitos and Restin.—These two fields belong to the Lobitos Oilfields Limited and are near the coast, 10 to 20 miles north of the La Brea-Parinas fields. According to the Department of Mines and Petroleum of Peru, 311 wells at Lobitos and 197 at Restin had been drilled to the end of 1927. Since that date there has been enough drilling to increase moderately these figures. The depth of wells is not available but it is believed that their average depth is slightly greater than in the La Brea-Parinas area. The productive horizons are of Eocene age. zorritos.—The Zorritos field is the northernmost in Peru and is operated by the Establecimiento Industrial de Petroleo de Zorritos. The field is on the coast about 70 miles north of Lobitos. The number of wells drilled in this field to the end of 1927 was 343, according to the Department of Mines and Petroleum of Peru. Plans for the Petroleum Division during the ensuing year are in process of development, in contemplation of the usual fall meetings in the Mid-Continent and California areas, as well as the annual meeting to be held in New York in February, 1936. Houston, Texas has been suggested as the place for the Mid-Continent fall meeting, the exact date to be announced shortly. During the past year, the Division's technical programs, as in former years, have emphasized the wide fields of engineering endeavor in the petroleum industry yet remaining for more thorough investigation and discussion. An effort has been made to bring an international interest into the proceedings of the Division by inviting the participation of prominent foreign technologists. This viewpoint should promote a continuation in 1935 of past high standards, afford a more thorough understanding of problems throughout the membership, and maintain the Institute's position among the various technical organizations functioning particularly in the oil-producing and refining areas. In the list of subjects proposed for the fall meetings is the problem of estimating petroleum reserves. Various factors requiring study will include productive sand volume, porosity, average permeability, saturation, and types of recovery. Research papers are proposed dealing with energy consumption per unit of oil recovered, reservoir pressure or energy loss relationship to the usual volumetric method of estimation, and the study of oil and gas segregation within the reservoir. Other subjects tentatively suggested include new casing practice in relationship to wells producing from several productive zones, progress in lifting methods, repressuring, advanced methods in drilling economies, and the economics of conservation. Although the threat of overproduction yet remains, to a lesser degree than during the past few years, intensive activity is now being directed towards the discovery of new petroleum reserves. This situation undoubtedly will influence, in some considerable degree, the channels through which technical activities will be directed. A continuation of the commendable work on production statistics for the various oil-producing states and foreign countries has been effected. The usual papers dealing with the general economics of the industry will be reserved for the annual New York Meeting. The Stabilization Committee maintains its membership of nationwide authorities, and interest is manifest in new developments to meet the changing requirements of the industry.

S. J. SINDEBAND*—(1) Discussing the properties of the powders used, Mr. Rostoker mentioned a silicon powder as being between 150 and 325 mesh. We always had much difficulty in measuring particle size of silicon powder by screen analysis, because of its tendency to agglomerate. I would be interested in the method used to measure these particle sizes. (2) Mr. Rostoker maintains that the measurement of magnetic properties is more accurate in determining complete homogenization of an alloy, than is the X ray diffraction technique. I wonder whether this is really true. Even when diffusion is complete, magnetic properties will change during continuation of the heat treatment, due to change in density and pore shapes, as has been demonstrated by Mr. Rostoker himself. Which effect is faster, the diffusion of the alloy components or the attainment of final density, will, in my opinion, depend very much on initial material and sintering conditions used. For magnetic applications, of course, the magnetic measurements are most suited for determining the point at which equilibrium conditions are reached. (3) I was glad to see that Mr. Rostoker had used sample sizes which are similar to those I had used previously, and I believe that ring samples of about 2 in. od will become more or less standard samples for the determination of magnetic properties of powder metallurgy products. I should like to ask how the density was changed for the samples on which the effect of porosity was investi- gated, and, further, why the sintering temperature used for this series of experiments was so low. It is somewhat surprising that a 24-hr treatment at 850°C acts so much more to spheroidize the pores than a treatment for 1 hr at 1100°C. But the effect seems to be indisputable. I have made an investigation of the influence of sintering temperature for longer times on the maximum permeabilities of iron powder compacts which was presented at the International Powder Metallurgy Conference in Graz, in 1948, and I hope that these results will be published here within a short time. The results of this investigation are confirmed by Mr. Rostoker's findings that the change of time from 1 to 24 hr changes the permeability behavior considerably in the direction as indicated by Polder and Van Santen for spheroidiza-tion of pores. The pressure and molecular weight of the antimony vapor over solid solutions of tin in antimony, containing 97.4, 94.9, 93.0, and 90.7 at. pct Sb, have been measured from 445° to 545°C by the torsion-effision method. The vapor is all Sb, within experimental error. A solidus curve which differs somewhat from the accepted curve has been calculated using the measured antimony activities. Metallographic examination of additional annealed alloys substantiates the accepted solidus. The solid solutions, which show negative deviations from ideality, probably do not deviate greatly from regular solution behavior. HANSEN' considers the Sb-Sn phase diagram to be well established with the exception of the boundary of the (Sb) phase.* Although there have been no pre- Their data can be combined with data for the solid alloys to calculate the solidus curve of the (Sb) phase. This paper presents measurements of the pressure ant1 molecular weight of antimony over Sb-Sn solid solutions containing 97.4, 94.9, 93.0, and 90.7 at. pct sb. Measurements were made by simultaneous use of the volmer3 torsion and Knudsen, effusion methods. The results of these measurements have been combined with the vapor pressure of pure antimony5 to obtain the activity of antimony in the primary solid solutions. The solidus curve calculated from these data differs somewhat from the accepted curve and is rather uncertain. Metallographic examination of Sb-Sn alloys was carried out to clarify the position of the solidus of the (Sb) phase. EXPERIMENTAL The apparatus and technique have been described previously.5 The measurements were made with the same effusion cells and torsion wire used in the measurements on pure antimony. The torsion measurements were calibrated with mercury at 30" using a mercury vapor pressure of 2.96 x 10-3 mm Hg determined by concurrent, absolute, weight-loss experiments. As in the measurements on pure antimony, an extraneous vapor was observed to distill off during the first run after the cell had been loaded with A fresh sample of alloy and during the first minute or two of every run. The change in composition after a series of runs with one sample was of the order of 0.1 at. pct and thus completely negligible in the calculation of the thermodynamic properties.
