According to the June 27 issue of Business Week, Rep. Kearns (R., Pa.) introduced a bill in Congress along lines suggested by the National Society of Professional Engineers, to amend the Taft-Hartley Act to permit scientific, technical, and professional groups to discuss wages, hours, and working conditions with management-with the protection and support of the federal law. The article reports that the bill is opposed by a loosely knit group of professional and technical unions, the Engineers & Scientists of America. This group wants Taft-Hartley amended to make it an unfair labor practice for employers to discuss collective bargaining matters with professional organizations.

On January 1, 1948, we boarded the cage at 7 a.m. and were dropped to the 900 level of the Brunswick shaft. The previous evening, we had attended the New Year's party at the Miners' Guild Hall and as this soireée had not disbanded until the small hours of the morning, we had only had about two to three hours sleep. At the 900 level station, we fell in beside our mining partner, a Cousin Jack, who was known by all as Porky. Porky didn't say anything as we plodded down the drift, we didn't say anything either-in fact there was little conversation by anybody.

In a recent publication in the SME Transactions of September, 1975, Volume 258, entitled "Potential for Further Lowering Sulfur in Intensively Cleaned Coal at Mines", the writer discussed: (1) technical findings useful for the management of reserves to further lower sulfur in intensively cleaned coal, and (2) a future coal preparation plant concept for the intensive cleaning of sulfur. The purpose of this technical note is to ( I ) illustrate the nomographs that can be formed when recovery is phased in with previous work, (2) make note of the powerful potential for predicting future cleaning performance in unmined areas, and (3) discuss resulting mathematical interrelationships.

The sixty-fifth Congress created a commission on classification and standardization of wages of Government employees consisting of three members of the Senate and three ex-members of the House of Representatives: The Chairman of the National Service Committee has been notified orally by the Vice-chairman that when said Commission reaches the consideration of engineers' salaries in the Government service, request will be made for assistance of Engineering Council. As it is probable that this request will be received prior to the June meeting of Council, it is recommended that action be authorized concerning the appointment of a suitable committee of Council to undertake this work.

Getting spodumene to float quickly and cleanly can be a problem. The author has presented an excellent account of a valid and useful approach to the scale-up of such problem floats. This indicated advantages for doubling retention time, i.e., buying another set of flotation cells. The author states that 21 pct of the spodumene floated in 2 min in the laboratory cell, that the grade of the rougher was about 75 pct spodumene, and that the final tailing contained 4 to 12 pct spodumene in different sizes with the present cells and 1 to 9 pct spodumene with twice as many cells.

The production of crude oil in Germany during 1933 totaled about 1,669,521 bbl., a slight increase over the 1,608,558 bbl. produced in 1932. This is an extension of a yearly increase which has continued uninterruptedly since 1928. The 1933 increase in production is due chiefly to developments in the Nienhagen field. The production of the Wietze and Oberg fields remained rather stable, while the Oelheim-Eddesse and Volkenroda fields showed decreases. EQUILIBRIA in the reactions between gases and liquid metals have been the subject of many interesting investigations. The experimental realization of true equilibrium, however, is questionable in certain cases due to the lack of conclusive studies in reaction rates. It -will be shown here that a systematic interpretation of rate studies with the analysis of prevailing experimental conditions leads to valuable practical information. The reactions of particular interest are: H2(g) +S(inFe) - H2S(g) [1] H2(g) +O (inFe) =H2O(g) [21 2H2(g) + SiO2(s) = 2H2O(g) + - (inFe) [3] The usual and perhaps the most convenient method of investigation may be illustrated with reaction 1. A stream of gas mixture consisting of H2 + H2S is passed over or bubbled through the liquid metal at constant temperature. The ratio of H2S/H2 in the entrant mixture is fixed in each experimental run, and, therefore, the composition of melt varies until the establishment of equilibrium. The purpose of this paper is to derive a formula expressing the minimum time required for the establishment of equilibrium and to compare the calculated values from such a formula with the available data. Equations Reaction 1 is used for the purpose of illustrating the derivation. Let E represent the equilibrium and X the nonequilibrium sulphur in weight percent at any time t in minutes. For the sake of simplicity, it is first assumed that E > X although the results are of general applicability without restriction. It has been shown by Morris and Williams' that within a difference of 1 pct S or less, i.e., E-X5 1.00, the value of K'1 = Ph2s/Ph2.S% is very nearly constant. The maximum ratio of available Ph2s/Ph2 = H,S/H,, from which sulphur can be absorbed by metal, is equal to H2S/H2 in equilibrium with E (which equals H2S/H2 in the entrant gas), minus H,S/H, in equilibrium with X. Thus: Available H2S/H2 = EK'1 - XK'1 [4] Eq. 4 expresses that sulphur can be absorbed by metal from the H2S/H2 in the entrant gas until the gas leaving the metal assumes a value of H2S/H2 which is in equilibrium with the dissolved sulphur X at that time. H,S constitutes up to approximately 1 pct of the gas mixture. Its disassociation into H2 and SL is about 1 pct at 1600°C, hence, the H2S/H2 impinging on the surface of metal is very close to that in the entrant gas. Much has been said about the foreseeable exhaustion of known mineral reserves-particularly in the United States. It is claimed that we are about to become a have-not nation insofar as certain essential minerals are concerned; and in this respect our position is often contrasted with that of the world as a whole, largely because we have drawn so heavily on our domestic resources during the last fifty years. As a matter of fact, the difference is not great if one takes a reasonably long-term view of the situation. No one denies that nature endowed the United States richer in mineral resources than any other equal area. It is granted that we have skimmed the cream of many kinds of minerals; but in a free international trade in minerals it would not be many decades before the richer deposits-at least the deposits easy of discovery throughout the world would be depleted to much the same degree as those in the United States today. For it is a fact that the problem of satisfying the needs of our industrial society for minerals is fundamentally worldwide in scope. The singular and significant attribute to all minerals is that there is but a single crop. Forests can be grown, but mineral deposits can be replaced only by finding new ones. Thus, one of the vital tasks of the mining engineer, the petroleum engineer, and the geologist is to find these new mineral resources. Another task is to devise means and methods for the exploitation of, at costs that are economic, low-grade deposits and those deeply buried in the crust of the earth. The first need, however, is to find the deposits in the ground. If the assumptions of those who today fear an early exhaustion of all deposits are valid, the outlook for continued material and social progress is gloomy indeed. I take a more optimistic view, for it is my belief that vast new sources of needed minerals will have come to light before our known resources are gone. The real question is whether the outside layer of the crust of the earth that is accessible to engineers contains adequate mineral deposits; and whether engineers can find those deposits. The answer must be based on geologic science, geologic fact, and mining history. Every continent, and almost every country, has yielded minerals of industrial utility in substantial quantity. Mineral deposits are widespread. Geologists know the conditions that were favorable to the occurrence of ores and the types of rocks in which various kinds of ores may ordinarily be found. They know that such rocks occur over broad regions of the earth's surface. They also know that in large areas rocks that are potential carriers of ores are covered and concealed by material of entirely different character. Such cover may consist of lava flows, layers of volcanic ash, or beds of material washed down from the surrounding mountains. Sometimes those covers are thick, sometimes relatively thin. But men well-qualified to pass judgment are sure that concealed deposits, large in number and in size, exist close enough to the surface to make exploitation practical. Only by actual penetration of the surface can this contention be proved, but to conclude otherwise would be to ignore the laws of probability and to deny the over-all consistency of nature. The task of probing the crust of the earth to determine the location of these deposits, and to obtain some notion of their size and quality, poses serious problems. However, they should not be beyond human solution. Much more research must be done in analyzing and explaining the laws of ore deposition. New tools, in the shape of techniques and methods and of mechanical and electrical devices and instruments, must be developed. But no reasonable person can doubt that these objectives will be achieved. As the need becomes increasingly pressing, scientists and engineers will supply the imagination and the ingenuity that will provide the solution. The time and effort thus far devoted to the development of methods for locating hidden ore bodies have been pitifully meager. Energetic investigation of the subject of applied geophysics is essential to the success of the mineral industry, and I have no hesitation in predicting that effective techniques will be found and successfully applied. KEYNOTE of the technical sessions of the Iron and Steel Division at the Annual Meeting was struck by Leo F. Reinartz in his Howe Memorial Lecture on "The Development of Research and Quality Control in a Modern Steel Mill." In describing recent developments in steel-producing practices at the American Rolling Mill Co. the co-ordination of practical observation and directed research with operations was stressed and was shown to have resulted in economical production of steels of uniformly high quality. Empirical methods based on inaccurate and incomplete experience resulted in the production of commercial products of variable quality and were recognized as inadequate; a research program was therefore initiated that has been justified by its fruits. To name a few outstanding achievements such as Armco iron, steel for electrical sheets, wide continuous strip of superior surface and quality, and non-aging steel is not sufficient to summarize the results of this increasing effort toward better steel products. In addition to the development of new products the faithful observation of operating procedures, the co-ordination of the resulting information, and the standardization of processes have made the steel of today much more uniform and thus more economical and useful to the nation.

C. G. McLachlan—In the foregoing paper the author has presented a very neat method for calculating the solution recovery for a countercurrent flowsheet. He has, however, based his calculations, as he states, on the assumption that "the concentration of dissolved value must be exactly the same in the overflow and underflow of any thickener." This assumption, which is usually made regardless of the type of calculation used, is "not strictly correct because diffusion of the dissolved gold in the solution associated with the solids as it progresses through the countercurrent system is far from being instantaneous, with the result that on a ton for ton basis, the assay of the solution in the thickener underflow is higher than in the corresponding thickener overflow. An agitator introduced into the flowsheet between thickeners will reduce, but not entirely eliminate, this difference. In practice we have found that the best way to take care of this condition— in addition to the use of one or more intermediate agitators—is to circulate 20 pct or 25 pct more solution than called for by the cheoretical calculation. This presents no difficulty provided that adequate thickener capacity is provided in the original design of the countercurrent circuit.

B. C. Burgess-—Prior to hearing this paper presented at the San Francisco meeting, I travelled by car from Yuma, Ariz., across south-central California and up through the San Joaquin Valley. After hearing the paper I returned by the coast route to San Diego then along the Mexican border to Yuma. The striking feature of these trips, related to this paper, was the dry river and creek beds at a time of year not the dry season. Contrasted with this was the wasteful use of water in irrigation canals and laterals. Poland says "at least 90 pct of the ground water pumped is used for irrigation." That being the case, it would appear that first consideration should be given to conservation of this use. Probably a small part of this is actually reaching the plants. Some measure of this loss between pump and crops would be revealing. Methods that might be employed to reduce this loss are pipe lines and spraying of some crops such as the banana planters are using in Central America. THE wide scope of the causes and effects of ground movement and their interrelation to various kinds of mining and geological conditions are not always understood. Minimizing of roof movement by selection of suitable mining methods is closely allied to the problem of obtaining maximum safety in mining, but there are other questions involved: for example, mechanical developments which increase the production of ore and other minerals per shift or unit of labor but which, though highly ingenious, may increase hazards. More- over, the newer mobile loaders need much space for operation with longer protecting roof spans. Another problem emphasized by mechanization is the incompleteness of extraction of mineral, as there is no governmental requirement (except for limited leases on the public domain) in this country, as in European countries, and loss of coal in pillars is accepted by mine operators rather than risking the loss of an ex- pensive loading machine from a heavy roof fall. The extent to which losses of coal in mining are now being incurred is conjectural, for it has been fifteen years since there has been a comprehensive survey. In that study a loss of slightly over one-third of the coal in both anthracite and bituminous mining was indicated.

I desire to state briefly my views respecting the great practical value of the Watertown testing-machine, and the necessity that exists, for an able permanent commission to supervise its operations, in order that the results of all tests made thereon may be properly worked out and rendered available for public use. It is doubtless known to the Institute that this machine has, for the past two years, been placed at the service of the public upon payment of a per diem charge. It was my privilege to be among the first to use the testing-machine, and the results of my first experiments were of such importance, owing to the great capacity and extreme accuracy of the machine, that it has since become my practice to have tests of all materials used in constructions that came under my charge, made at Watertown. As a conseqnence, nearly one hundred tests have been made on my account directly, and some two hundred and forty additional for work built from my designs. It may be confidently affirmed, that the factor of anxiety on all these structures is exceedingly small .m far as the quality of material is concerned, and it is undoubtedly a very great advantage for parties interested in construction to have

PERHAPS, back in the early eighties, the fates were advised that the world had need of a determined man, yet one who could always inspire teamwork; at any rate on Dec. 20, 1881, Louis Shattuck Cates was born to Edwin Wallace and Emily Allen (Johnson) Cates, in Boston. To his friends he has always seemed a little more determined than anyone else they knew-yet his capacity for organization and enlisting friendly co-operation from all with whom he became associated has perhaps been his greatest asset. His will and imagination set the goal, but his friendliness and qualities of leadership brought results. He was born just nine years after the great Morenci mine was opened by Robert Metcalf and his associates. Educated in the public schools of Boston, Mr. Cates was graduated from Boston High School, and since at that time Boston was headquarters for many of the great mining enterprises and promotions in the country, he chose Massachusetts Institute of Technology as the college which would best prepare him to succeed in the mining industry. He was granted a Degree of S.B. from "Tech" in 1902, but already his getting-along-with-people talent had won him honors. He was class president in his junior year, and "First Marshal" at graduation.

Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

Although eight new fields were discovered along the south central fault-line district of Texas during 1938, only one can be considered as of major importance. and as a whole the year was one of no very great development. Several prospects, particularly two, were condemned through drilling, which had been considered important for probable Edwards limestone production. The oil produced was approximately the same as during 1937; namely, about 9 million harrels. This, of course, does not represent potential production but that allowed under proration. The year witnessed the very rapid decline of operations and interest in Austin chalk production. It has been found that only in rare instances mill chalk production pay for itself, because the wells decline extremely rapidly and the recovery per acre, formerly estimated at 2500 bbl., is now considered to he around 1000 barrels. There was an intent interest in the drilling arid producing of edge and abandoned properties in the three Edwards lime producing fields; namely, Luling, Salt Flat and Darst Creek. Many good wells were completed on properties formerly considered below the water level or produced beyond the economic limit The Edwards is penetrated only a few inches and a very small charge of acid is used.
