G. KUCZYNSKI* and B. H. ALEXANDER*—This paper represents a most noteworthy attempt to evaluate experimentally the surface tension of a solid metal. Because of the great importance of such measurements, any proposed method should receive the closest scrutiny before the results can be considered reliable. In regard to the experimental method, we think that the marking of the gauge length by means of tieing knots in the wire may be the cause of some of the spread in the results. Such a knot may be expected to tighten slightly, and thus increase the gauge length, when placed under stress at high temperature. Although this effect would be very small, amounting at most to only a few times the wire diameter. A fairly tight knot in a wire will decrease the wire length by about ten times the wire diameter, thus only a slight tightening of the knot would cause considerable spread in the results. Upon plotting the stress strain curves from the authors' data, the writers found that there was a fairly consistent tendency towards an S-shaped curve, instead of a straight line. Such an effect could be caused by the tightening of the knots. The writers think, however, that the experimental results are fairly reliable, but that there may be other methods of interpreting them depending upon what mechanism is assumed to be responsible for the shrinkage of the wires. The authors have assumed that the stress due to surface tension results in viscous flow. It should be made clear that it has never been demonstrated that viscous flow can occur in metal crystals even at very high temperatures. The experiments of Chalmers13 on tin, which are so frequently quoted as giving evidence of viscous flow at low stresses are by no means satisfactory. In his experiments, Chalmers found that only the initial rate of flow was approximately proportional to stress. He also found that the rate of flow varied markedly with time which, in his experiments, was less than 2 hr. Inasmuch as there is no proof of viscous flow in metals, and the authors have brought forth no conclusive evidence on this point, it may be worth while to investigate other possible mechanisms of material transport which would account for the shrinkage of the wires. The writers wish to point out that in these experiments the shrinkage of the wires can be adequately explained, according to a self diffusion mechanism. Thus, if we assume a concentration gradient for self diffusion which is a function of the radius of curvature of the wires, and assume that diffusion will occur so that the total surface area is decreased, we find the following expression for the self diffusion coefficient: where k = Boltzmann constant r0 = initial radius of the wire T = absolute temperature ? = surface energy 8 = interatomic spacing t = time e = strain at zero applied stress Eq 19 may be used to evaluate the self diffusion coefficient of copper, using the strain measurements obtained by the authors for zero stress as obtained by extrapolating their curves for 5 rail wires. By inserting a reasonable value for the surface energy (1500 ergs per cm2) we find: -66,000 D = 5 X 10e RT [20] The activation energy is of the correct order of magnitude, but the frequency coefficient is much too high, indicating that surface diffusion may be playing an important role. This discrepancy in the action constant is much smaller than the corresponding discrepancy obtained by the authors for the viscosity coefficient. The writers by no means propose that this proves that the shrinkage of the wires is due to self diffusion but we merely wish to point out that there are explanations other than that given by the authors. In this, as in any kinetic phenomena, it is necessary to study the rate of the process before anything can be said about the mechanism. The determination of surface tension given by the authors is based upon an interpretation of the data which embody the concept of viscous flow. The final proof of this concept will be obtained only after the time relationships confirming the authors' Eq 15 have been conclusively established. The rough linearity of the stress strain curves obtained by the authors for experiments run the same length of time should not be considered as proving that viscous flow is occurring. H. UDIN (authors' reply)—All of the test specimens were annealed at 1000°C for an hour or more before preliminary measurements were made. During this anneal the wires recrystallize, and the greatest part of grain growth takes place. Also, the knots sinter at the cross-over points. This does not in itself eliminate the possibility of end errors, although it greatly decreases their probable magnitude. It is still possible that some extension occurs due to creep in shear at the sintered points. If so, this effect would be quite independent of and superimposed on the normal shrinkage or extension of the wire itself. Within the precision of the experimental results, straight lines satisfy the data as well as do any other simple curves. Until data of greater precision are obtained, it is futile to discuss any possible trends away from linearity. The disagreement between Kuczynski and Alexander's Eq 19 and our Eq 18 is one of semantics and mathematics, not mechanism of flow, since Eq 18 is based on the self-diffusion concept of viscous flow. OLEIC acid, a standard flotation reagent, has generally been preferred to other fatty acids. Because oleic acid differs from saturated fatty acids by the presence of one carbon-to-carbon double bond and because the flotation operation is one in which extremely intimate exposure of the reagent to oxygen is obtained, it appeared possible that the value of oleic acid as a flotation collector was related to the oxidizability of its double bond. To test this hypothesis, the floated mineral, fluor-ite, was leached with a solvent capable of extracting the adsorbed reagent and the extract was analyzed.' Results show that oleic acid is not oxidized during flotation, although some oxidation can be obtained if the flotation operation is repeated many times and if oxygen in place of air is employed as the gas during flotation. Incidentally, it was found that lino-leic acid which has two nonconjugated double bonds is not affected appreciably more than oleic acid. Linolenic acid which has three nonconjugated double bonds is measurably altered even during one flotation step, using air. The fatty acids used, from the Hormel Foundation, were of the highest purity. The quantity of fatty acids employed in each test was sufficient to float the mineral, but less than the theoretical amount required to form a monolayer at the mineral surface. The purpose of this limitation was to eliminate droplets of oil smeared on the adsorbate-covered mineral surface. The mineral was dried in vacuum at about 60 °C. Effective leaching was obtained by use of a solution of 1 pct hydrochloric acid in absolute alcohol. The extract was separated from the solvent by distillation, with final recovery of the extract in carbon tetrachloride. The identity of the extract was tested by a combination of analytical procedures including infrared spectroscopy, saponification number, iodine number, and index of refraction. At the outset, great hopes for accurate quantification of oleic acid oxidation had been entertained in regard to the method of infra-red spectroscopy. Unfortunately, because the double bond in the oleic acid is so sym- metrically located at the center of the molecule that it provides very weak absorption bands, accurate quantitative analyses were not obtained. Nevertheless, infra-red spectrograms suggested the absence of double-bond oxidation during flotation. Iodine number, semi-micro method, provided a critical test of the extent to which fatty acids oxidized during flotation, see Table I. The index of refraction was used in a qualitative rather than quantitative fashion, and its findings corroborated those obtained by the iodine-number method. It is concluded, in the case of fluorite and C-18 fatty acids having one or two nonconjugated double bonds, that there is practically no change of the fatty acid molecule or ion during the flotation operation. It would appear, therefore, that the extraordinary utility of these reagents is related to some property of the compounds other than the oxidizability of their double bonds. The purpose of this note is to call attention to a source of difficulty which can be responsible for inaccurate estimates of wetting liquid pressure gradients in mixture flow experiments of the Hassler1 type. It has been our experience occasionally to observe what were indicated to be negative pressure gradients, and these were regarded as anomalous in the sense that physically they seemed to contradict the requirement that the flux be in the direction of the potential field. At first it was thought that our scheme of assembling barriers and core sample led to such asymmetry in the distribution of isobars that the manometric leads at each end of the core were responding to internal pressures (within the core sample) which could be either positive or negative with respect to each other, and which in fact might tend to reflect on different effective core lengths in an unpredictable fashion as the wetting liquid saturation was changed. However, no compelling evidence of this possibility has been established. In addition, we were cognizant of the requirements to be satisfied in selecting manometric instrumentation to minimize the delay in response of the manometer to the differential pressures being measured, and were thus assured that our observations of anomalous pressure gradients could not be explained by faulty instrumentation. What we suggest is that if a leak sink occurs in the fluid lines connecting the core to either side of the differential manometer, errors exceeding 100 per cent may result in the estimation of wetting liquid pressure gradient, even though the leak is of such small magnitude that its existence would tend to be obscured by evaporation effects. This is because in a system with leaks at the specified places, the manometer rec- ords at steady state the pressure drop across the manometer barrier elements in addition to the pressure drop across the core sample. This possibility will be illustrated below analytically and by numerical example for the special case where the leak occurs on the high presure side of the core, since we are especially desirous to explain the significance of our observations of the so-called negative pressure gradients. It will be indicated, however, that leak sinks on the low pressure side of the core can account for observations of anomalously high values of pressure gradient, and that multiple leaks on both sides of the core can provide for some compensation so that the errors in pressure estimation are reduced. However, the major point to be emphasized is the fact that the impractical-ity of detecting the small leak sinks which give rise to the difficulties makes it a complicated task for the experimenter in a particular case to know with certainty that his estimation of pressure gradient lies within the limits of error which can be tolerated. Fig. 1 shows the electrical analog of the flow system we have employed in our studies. The inflow and outflow barriers. GAS as a factor in the efficiency of oil production, might be a better title for this paper as it deals in general with the significance of the gas-oil ratio as an index of the efficiency of oil production and briefly discusses oil production methods with reference to the gas-oil ratio in wells, particularly during the early life of a field. In the recent hearings held at Washington before the Federal Oil Conservation Board the fuller utilization of the energy contained in the gas occluded in or associated with the oil underground was stressed by some of the speakers when referring to greater ultimate recovery of oil. One speaker commenting on this point said in part, "There is ample evidence indicative that if the gas associated with the petroleum in our fields were conserved and elevated gas pressure maintained in the oil sands during their productive life, the ultimate production of oil could be greatly increased."

BORN a Chicagoan, on Aug;. 31, I879. Oscar Johnson lived in that city until young manhood. As a youth delivering newspapers he set his sight on the l university of Chicago and at sixteen years of age he began working summer vacations in the foundry of the Pullman Company. Misfortune came to his family during the summer of 1898 when tuberculosis took his only sister and brother. His mother, apprehensive of Oscar's health, urged him to try the West at least for awhile. So late summer found Oscar in Salt Lake City, employed by the Trent Engineering & Machinery Co. At that time it was busy building equipment for use in the war with Spain. Though he did not know it then, Oscar war was laying the groundwork for his present membership on the Mining Equipment Industry Advisory Committee of the W.P.B., a post which keeps him commuting between Denver and Washington.

Some statements have already been made to the Institute in reference to the cost of other departments of the above-named works, and some details have been given in tabular form.* For the purpose of the present paper it may be sufficient to say that this converting works is made up of three buildings, a cupolahouse, an engine-house, and a converting-house. The machinery and fixtures comprise two blowing-engines, two pressure-pumps, two five-ton converters, five hydraulic cranes, three pig-iron cupolas, four spiegel cupolas, two lifts for the cupolas, together with the usual arrangements of smaller parts. Every effort was made in the construction to combine efficiency of operation with durability, and the general course of the operation of the works during two and a half years seems to warrant the belief that the large outlay has been fully justified. * In the accompanying tabular statement all items on vouchers less than ten dollars, and all freight items have been omitted.

The apparent small effect of skimming on desulphurization is somewhat misleading because the data was collected during the first months of use on the skimmer. During this period of time, the operators were, of course, just learning to use the equipment and, consequently, in many cases a so-called skimmed heat may have only been partially skimmed. In addition, during this period, the percentage of sulphur in the blast furnace slag was gradually increasing because of the increasing oil injection rates being employed at the blast furnace. An additional factor that cannot be disregarded is the apparent slower slag formation rate obtained in the BOF when the blast furnace slag is removed. This is evidenced at our shop by a much stronger tendency toward sparking and related lance skulling problems with deslagging, in spite of satisfactory manganese levels in the hot metal. Naturally, slower slag formation could account for poor desulphurization which would partially offset the beneficial effect of a lower sulphur input.

A study of the ground area surrounding the Getchell, Nev., gold mine mill tailings was conducted so that a better understanding of the effects of arsenic toxicity on Upper Sonoran vegetation could be obtained. The Getchell area was selected because of the known high values of arsenic currently contained in the tailings waste (1% or higher). Mill wastes as well as the scrubber product As2O3 are contained in the tailings pond. In order to determine the effect of the tailings disposal on the surrounding vegetation, plots and line-transect techniques were employed to obtain plant ecological information on the area surrounding the ponds, and also non-affected control plots. Data for percent ground cover, species frequency, and plant vitality as a function of distance from the tailings ponds were collected. IN October, 1926, the Inspiration Consolidated Copper Co. began the operation of its new leaching plant, which has a capacity to handle 8600 dry tons of ore daily and produce therefrom approximately 160,000 lb. of electrolytic copper per day. (See Fig. 1.) The energy for the leaching process is supplied by three motor generator sets (Fig. 2), each set consisting of one 5450-hp., 6600-volt, three FIG. 1.-LEACHING PLANT OF INSPIRATION CONSOLIDATED COPPER CO. The capacity of the three sets is 36,000 amp. at 320 volts. A description of the metallurgical processes of this plant was. given in a paper by H. W. The regulations governing the filing of claims under the War Minerals Relief Act have been amended so as to allow claimants to file a brief with the questionnaire. It has been decided that hearings will be conducted by the War Minerals Relief Commission when good reason for such action can he shown. When justified, the Commission will conduct the hearing at a point easy of access from the mining district concerned. Applications for relief are beginning to reach the Commission in considerable volume. Thirty claims have been filed in such condition as has permitted of their formal filing with the Commission. Many others have been returned with instructions as to the information required and the procedure it is necessary to follow.' An effort was made to induce the Secretary of the Interior to open a Pacific Coast branch office of the War Minerals Relief Commission; this he has declined to do, claiming that it is impracticable to divide the work.

Albert Ludwig Serlo was born February 14, 1824, at Crossen-on-the-Oder. After completing his school-studies and his training as a mining official, he received in 1851 an appointment as Royal Manager of salt-works (Salinenfactor) and member of the Administratioll of Salines at Konigsborn, near Unna, Westphalia. The issue of new regulations for the training of higher State officials in the Department of Mining, Metallurgy and Salines, led him to pass in 1856 a special examination for the rank of Assessor, in consequence of which he was called to Berlin, to serve for a few months as an assistant in the Ministry of Commerce, which had charge of mining, etc. In the same year he became Bergmeister and member of the mining administration at Bochum, Westphalia, and in 1858 Oberbergrath and member of the provincial administration, called the Oberbergamt, having its headquarters located at Dortmund. A. G. WORTHING, Nela Park, Cleveland, Ohio (communication to the Secretary*).-The paper by Mr. Jeffries is very interesting. He is to be commended for his pioneer work in the study of equilibrium systems at the very high temperatures which one obtains with tungsten and molybdenum. There is one statement, however, to which I must take exception. On page 1227, a statement is made which would seem to indicate that the Nela Research Laboratory joined Dr. Langmuir in the recommendation of 3,300°C. as the most probable melting point of tungsten. This is not the case. In. the paper referred to by Mr. Jeffries, I have given 3,630°K. or 3,357°C. as the melting-point temperature for tungsten. Confirming observations by other workers in our laboratory justify the belief that this latter value is correct to within a small part of the discrepancy between the two values quoted.

A MEMBER :-I would like to call attention to the fact that the speaker has failed to indicate where is the center of gravity of the membership of the Institute, while he is dealing with this map. MR. PARKER :-I think you will find that a little further east. CHAIRMAN JAMES F. KEMP :-In connection with Mr. Parker's paper, I would like to inject a little matter of history into our program here, as regards the founding of the Institute. The credit for the founding of the Institute really applies to miners who were engaged in the anthracite coal region. The three men who signed the circular for the call for the meeting which brought the engineers to Wilkes-Barre in May, 1871, were Eckley B. Coxe, Richard P. Rothwell, and Martin Coryell.

F. G. SMITH.-Probably someone will ask whether I discovered why the bottoms of the large shells broke out. I did not, as a result of this investigation. An experiment was made along the lines indicated in this paper, to determine whether abnormal grains greatly affected the physical properties of brass. Two ordinary test bars were annealed for 1/2 hr. at 750° C. and physical properties determined on one. The other was covered with indentations made with a peen hammer and then reannealed. for 5 hr. at 750° C. It was found in the tensile test to be made up of large grains 1/4 to 1/2 in. in diameter. The physical properties, however, differed from those of the first bar only as much as might be expected after a 5 hr. anneal under normal conditions. It appears then that the large grains produced in this manner do not ruin the physical qualities of the brass.

With a growth of 718 per cent in the petroleum industry from 1901 to 1931, there was a corresponding increase in the demand for technically trained men in the industry. This was first met by increasing numbers of college graduates from the old established courses in chemistry, geology and engineering. However, a need began to be felt for scientists and engineers specially trained for the petroleum industry. In 1912 the University of Pittsburgh established the first department in any university in the world that offered major work in petroleum engineering and petroleum geology. In Europe, the first major work in petroleum engineering was offered in England in 1913 at the University of Birmingham. The University of California and Stanford University offered major work in petroleum engineering in 1915. Since that time at least 10 other American universities and colleges have offered major work and at least 12 others are now offering some courses dealing with petroleum and the petroleum industry.

I HAVE hitherto shown you as well as I knew how the procedure for those operations which are needed in melting on either a large or small scale, as you might need them. Now I wish to pass on to some other operations which, while related to the operations and power of fires and also to certain kinds of melting, are not wholly connected with the art of casting. First I wish to begin with the actual substance of the art of alchemy, which is sought and desired with so much zeal. Then, as a useful and ingenious thing, I wish to inform you of the art of distilling, and, afterwards, how you should operate a mint in an orderly fashion and without burden on the conscience. Then I shall tell you of the ironworker, the goldsmith, the coppersmith, and some others, as you will be able to see in their places.

In 1964, mining education in the United States will celebrate a 100th anniversary-that of the founding of our first school of mines at Columbia University. Prior to that, curricula leading to degrees in mining and metallurgical engineering were offered in 1853 by the Polytechnic College of Pennsylvania in Philadelphia. But the New World's earliest achievements in mining and metallurgical education were those of the Spanish in what is now Mexico. American metallurgy probably goes back to Father Jose de Acosta, who in 1590 described the metallurgy of silver and mercury in the New World.' The Spanish priest and metallurgist Don Alvaro Alonso Barba Toscano (1569-1662), in his hook The Art of Metals, published in 1640, stated a need for a school of mining and metallurgical education in the New World. (The latest translation of this book was made by R. E. Douglas and E. P. Mathewson and published by J. Wiley & Sons, New York, in 1923.)

President Allende says he will expropriate all American investments in Chile and he's already well on the way to accomplishing this objective. What the average observer doesn't realize is that this has not only created big lossess for the copper companies. It could also take a chunk out of the U.S. taxpayers' pockets. Premier Castro expropriated the U.S. taxpayers' investment of over $100 million in the Nicaro (Cuba) nickel and cobalt operations-and U.S. Government protest over the loss was never heard above a whisper. Where the taxpayer comes in today is through the Overseas Private Investment Corporation, which was set up to guarantee U.S. companies' foreign investments against losses due to political changes. As of now, metals firms hold more than $300 million worth of obligations against this U.S. Government agency. The agency itself may not be able to raise more than $85 million, and a supplemental appropriation may be needed to meet its guarantees.
