The year 1930 stands out in the petroleum industry as an exceptional one in many ways. It is one of the few years in its history during which crude oil production declined from that of the previous year in nearly every important producing district in the United States and in the world as a whole. World production of crude oil declined approximately 81,000,000 bbl., from 1,484,451,000 bbl. in 1929 to 1,403,500,000 bbl. in 1930. Production of crude oil in the United States declined approximately 111,000,000 bbl., from 1,007,323,000 bbl. in 1929 to a production of 896,265,000 bbl. in 1930. World production outside of the United States increased approximately 30,000,000 bbl., due principally to the increased production in Russia. This, together with the decided decrease of production in the United States, resulted in a smaller percentage of world production in the United States than in any other year since 1921. This declining production occurred in the face of the greatest visible supply in the form of potential production that the industry has ever known and was clearly the result of the great efforts put forward to restrict production, both by proration and by unitization. Throughout the year, developments along the lines of proration and unitization have overshadowed all other developments in the minds of those interested in the oil industry and will, no doubt, continue to do so more and more in the future, as it is quite evident that the industry cannot hope to maintain itself in a profitable position, without some rational plan of bringing about a better balance between supply and demand than has existed in the past. The successful operation of the Van field unitization agreement and the recently completed Kettleman Hills plan are indicative of what mag be expected in the future along this line. That real progress has been made in this direction is shown by the fact that total crude oil stocks in the United States were decreased by approximately 28,000,000 bbl. during the year 1930. This is the only year on record during which such a decrease of crude oil stocks was accompanied by a severely declining price structure. Discussion of the paper of H. M. WARREN, A. S. BIESECEKER and E. J. POWELL, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 181 to 193. R.. V. NORRIS, Wilkes-Barre, Pa.-For many years the power requirements of breakers designed in the Anthracite. Region have been based on calculations made from indicator diagrams taken during operation, with various sections of machinery idle; these, while giving reasonably accurate figures, gave no intimation of the peak loads which have been shown so clearly in the paper. The high-speed flywheel for breaker rolls is new and shows a remarkable saving in peak power required, besides eliminating the stalling of the rolls from overload. The figures given are so far in advance of anything previously published that they will undoubtedly be used as a basis for future breaker design. It is to be hoped that the authors will continue this investigation and extend their paper by a description of the motors found best suited for this work. WILLIAM KENT, Montclair, N. J.-I notice on p. 187 reference is made to one of the difficulties being the starting torque, and it is proposed to use roller or ball bearings in order to decrease the high starting torque. I suggest that. before the roller or ball bearings are put in, an investigation be made as to the amount of the starting torque, as shown by wattmeter measurements and as to what the starting torque ought to be, theoretically, according to the energy formula; that is, how much starting torque is required to accelerate the rotating mass in a given number of seconds up to full speed. Having secured this information it may be found the amount to be saved by roller bearings is not very great. If it appears that roller bearings will not greatly decrease the starting torque, the next thing to be done is to have a special design of motor in which there is a field that can be made very strong at the start, by the use of extra poles or other means, and the next thing that may be done is to increase the speed from 10,000 r.p.m. to 25,000, which can be done with wire-wound flywheels, especially if the wires are made of vanadium steel.

I was wondering whether we were going to adhere to our text. It seems to me that we are having a very remarkable meeting of mining engineers this year, because no matter what the texts may be that are assigned to us, we get back toward something higher; we turn to the consideration of questions of ethics, and of applied Christianity. Yesterday we listened to the most eloquent and remarkable address by Mr. Rickard in memory of Dr. Raymond, and it was told us that he was to speak about Raymond's achievements as an engineer. He did say considerable on that subject, but he was himself carried away with the spirit of the man and moved us all by his portrayal of Dr. Raymond's continued and fruitful labors for the betterment of mankind—that is to say, his religion. Our President asked me if I would say something this afternoon and I find in the bulbtin that the text of the discourses which we are to have here this afternoon is "Internlttional Cooperation in Mining in North America." But again I find that the eloquent speaker who has just preceded me has dwelt largely on ethical and spiritual cooperation rather than upon cooperation in mining. That is, cooperation as men, rather than solely as engineers. The imaginary line dividing Canada from the United States, unmarked by fort or military post, was mentioned by a previous speaker. There are going to be in the future, I am sure, fewer entanglements of the barbed wire of tariff discrimination along our border-—to that end let us cooperate. But there has always been a reciprocity in men. A Canadian conceived and created our great transcontinental line, the Great Northern Railway; an American made the Canadian Pacific what it is. In mining and metallurgy, American engineers, backed by American capital, have built up great Canadian industries while Canadian experts have developed some of the resources on this side of the line. They have done much more than develop our resources; some of them have been our leaders in sympathy for labor. It is therefore not a question of creating a spirit of cooperation, but of giving it freer scope and a fuller realization of fraternity—or, to use the word now more common and of deeper significance—brotherhood. These are days of combination. Corporate interests in this country are now compelled, or at least encouraged, to combine in ways that

The district of Catoree, San Luis Potosi, ranks among the first half-dozen silver-producing camps of Mexico. Mining has been more or less continuous there for 150 years. The large producing mines, Mapnni, Mazapil, Palomas, Musquiz, Minas Viejas, now for the most part idle or abandoned, are grouped around the head of two valleys: one, which drains to the west, falls 2000 ft. (610 m.) in 41/2 mi. (7.2 km.) between the main Catorce and the western foot of the range and is characterized by steep canon walls; the other, east of the main town of Catoree from which it is separated by a high divide, heads in a number of steep tributaries above the basin in which lies the town of Potrero and flows nearly north for 10 mi. (16 km.) to the northern base of the range; below Potrero, it has for the most part gently sloping valley walls and a broad valley floor. The Sierra Catorce is the highest range of the region, the summits reaching altitudes of over 11,000 ft. With the exception of a few cliffs of the erosion escarpment of the lower limestone and the canon walls below the main town of Catoree, which is the highest town in Mexico, the gently rounded slopes are characteristic of a maturely eroded mountain range composed of folded sedimentary rocks. As is usual in desert regions, the heavy-bedded limestones are the most resistant to crosivc forces. Folded into anticlines, they form the mountain ranges; and the intermontane valleys and basins, originally carved out of less resistant shales, clays, marls and sandstone?, are covered by debris forming a mantle with surface gradually rising upwards toward the hills. In time, the debris buries, in deposits formed from their own ruins, all but the highest summits of the original mountains: some of this region has already nearly reached this stage. Most of the debris is firmly cemented by calcium carbonate (caliche). Solution of the limestone by meteoric waters afforded the supply of lime carbonate, which has been redeposited upon evaporation of the waters as a cement binding the boulders, pebblcs, and finer detritus. According to tradition, the higher portions of the Sierra Catoree were forested with pines and cedars but none remain within the mining district, although cedar is found farther south in the range. Bill S.1431 for the creation of a Department of Natural Resources has received a propitious hearing before the Senate Committee on Government Operations. Interior Secretary Rogers C. B. Morton was one of the prominent witnesses who testified in favor. The department had been proposed, Morton said, with "the conviction that the development of all natural resources would be harmonized with the most practicable possible means to protect and preserve the environment, consistent with the social and economic needs of the Nation." Another opinion on the pro side came from Atomic Energy Commissioner Clarence E. Larson, who said that a "total picture" had become essential to the establishment of a policy for developing energy resources in the best public interest. Commissioner James T. Ramey, on the other hand, was one of the AEC dissenters. Ramey said he believed the reorganization of resource responsibilities would hinder efforts to deal with energy-environmental problems and prevent the use of AEC "expertise and facilities" to the greatest advantage. As Arnold Weber, associated director of the Office of Management and Budget, pointed out, however, retiring AEC Chairman Glenn T. Seaborg is in favor of the new department. Another supporter, and one who can cast a vote on the bill, is Sen. Frank E. Moss. Final Standards for emissions from new stationary sources will be published by the Environmental Protection Agency on October 27. The initial proposals, appearing in the Federal Register on August 17, called for limiting emissions per million Btu of heat input (maximum 2-hr average) to 0.2 lb of particulate matter, and, where solid fuel is burned, to 1.2 lb of sulfur dioxide and 0.7 lb of nitrogen dioxide. While the new rules are mainly for new plants, the EPA is also proposing them for "existing plants which are modified in such a way as to increase or alter. . . their emissions."

THE recently announced run of three years, nine months and eleven days made by a. crucible steel melting furnace of the Columbia Tool Steel Co., which is claimed as a. world's record, brings forcibly to our attention the great improvements that have been made in the design, construction and operation of the Siemen's regenerative crucible- melting furnace since its introduction in this country. Credit for this advance should be given to the furnace designer, the manufacturer of refractories, and the operators of the furnaces, whose persistent efforts and intelligent co-operation in attacking the problem have resulted so satisfactorily. There are three factors that determine the life of a crucible furnace, or any other furnace for that matter : Design, nature of refractories and conditions of operation; (including the nature of steel melted) and to some extent these factors are interdependent. Thus, for instance, if a crucible furnace is to lie operated single turn and allowed to cool off considerably at night, in order to save fuel, the use of clay-brick melting holes may be advisable, since silica brick is not well adapted to endure rep eated heating and cooling. But the total life of a clay-brick melting hole is necessarily short. Again, if local conditions such as danger of flood make necessary the building of the furnace largely above ground, so that the radiation of beat is promoted, the cooling down of the furnace over the week ends, when no steel is melted, will be considerable-and the contraction of the furnace that results tends to wrack it to pieces. The character of the metal being melted affects the life of the furnace to a great extent. Low-carbon steels and steels made from iron and charcoal require higher temperatures and much longer melting tune than high-carbon steel or steel made largely from scrap; the life of the furnace will be shorter, and the number of heats melted will be much less, when such materials are melted.

THE increased moisture due to water¬spraying for coal dust control is of interest even for mines from which the coal is to be wet-washed before screening, because in many cases wet coal dust materially decreases the loading efficiency of men an equipment at the faces. It also causes serious increase in the normal wear and deterioration of all equipment with which it comes in contact. It is important to the consumer if it increases his as-receive moisture. No attempt will be made in this paper t cover the entire subject of water-spraying of coal for dust control. It will be confine to discussion and data on (r) percentages c dust in bituminous coals, (2) moisture increases due to spraying for dust control in mines or plants by methods which have proven satisfactory for periods of one to five or more years, and (3) a few suggestions for research. SIZE AND PERCENTAGE OF COAL DUST The U. S. Bureau of Mines1 classifies a coal dust all bituminous coal passing 20-mesh sieve (0.0328 in. square opening; The percentage of such dust to be found is ROM coal, of course, varies widely wit. the characteristics of the seam, and with the methods used in the mining and in the preparation of the coal. ROM screen analyses of 12 U. S. coals selected at random from personal files given in Table I show: A few other screen analyses examined indicating 40 pct or more of 2o-mesh X o dust in 3/8 in. X o-sizes were not included because of uncertainty that they were representative. The number of results in Table I is not sufficient to give a reliable estimate of the average, or of the range to be expected, but it indicates that in every case the coal dust is a relatively large percentage of the total ROM coal, and, of course, a progressively larger percentage of resultants as the larger sizes are separated for marketing.

T RACES of sulfur have a marked influence on the physical and mechanical properties of many iron-base alloys. The commonly used combustion method for the determination of sulfur content is not accurate enough at the 50 ppm level by weight and below to be useful in determining the influence of sulfur. Kriege and Wolfe' have described a method for the determination of sulfur in iron alloys in which the sulfur is evolved as hydrogen sulfide followed by reaction with N, N-dimethyl-p-phenylenediamine, and iron (111) to form methylene blue which is measured spectrophoto-metrically. This method of determining sulfur has been used to study the activity of sulfur in Fe-Si-S alloys,' but has not been previously applied to the determination of sulfur in Fe-Ni alloys because of the insolubility of nickel in dilute hydrochloric acid. Dissolution of nickel in dilute hydrochloric acid, however, can be greatly accelerated by the addition of a small amount of platinic chloride.3 By combining these two techniques in a procedure in which 0.005 pct platinic chloride in 1:l hydrochloric acid is used as the dissolving fect on the strength of the material. However, ductility is influenced by the presence of discontinuous precipitation. In Fig. 5, percent elongation data at room temperature and 1400°F is shown for two sets of specimens of Waspalloy which were solution heat treated at 1950°F and either quenched or slow cooled to the aging temperature and then aged for 100 hr at 1292" and 1598ºF, respectively. At room temperature the existence of a discontinuous precipitation cell at grain boundaries (see data point marked by arrow) has no apparent effect on ductility. However, at elevated temperatures a pronounced lowering of ductility occurs when discontinuous precipitation has occurred in the specimen. It would appear that the morphology of discontinuous precipitation "cells" at grain boundaries would be highly conducive to the initiation of cracks which in turn lead to premature "grain boundary" failure.

Oil production and activity in northern and central Pennsylvania was slightly less in 1939 than in the previous year, but owing to higher average prices 1939 was undoubtedly a better business year. The last quarter showed markedly increased activities throughout all of the Pennsylvania fields. Production, Stocks and Price Storage of Pennsylvania crude oil at pipe lines and refineries totaled 5,413,000 bbl. on Dec. 31, 1938, and declined during the year 1,124,000 bbl. to a total of 4,319,000 bbl. at the end of 1939. The stocks of crude at the end of the year represent the lowest point reached in Pennsylvania-grade crude storage in recent years. Stocks increased slightly during April, May and June, but decreased during all other months of 1939. The Bradford field production within the state of Pennsylvania averaged 35,340 bbl. per day throughout 1939, which represents a decrease of 1419 bbl. a day from the 1938 average. The production in central and southern Pennsylvania increased 1176 bbl. per day, averaging 12,159 bbl. throughout 1939. Table 1 includes annual production for the part of Bradford field situated within the state of Pennsylvania, for central and southern Pennsylvania, and for the entire state of Pennsylvania. A definite segregation of production between the Bradford field and central and southern Pennsylvania is slightly ambiguous because a portion of the oil from the newly discovered Music Mountain pool is included statistically in each area. In all probability the entire increase and some small addition to the production from southern Pennsylvania can be attributed to oil produced from the Music Mountain pool. Within the Bradford field, six price changes occurred throughout the year. At the beginning of 1939 the price of Bradford crude oil was $1.80 per barrel, whereas by the end of the year it had risen to $2.50. The weighted average price for Bradford crude during 1939 was $2.059 per barrel.

A graphical method has been developed and tested for separating the effects of grain boundary and lattice diffusion in polycrystalline materials. The method is based on the assumptions that for unidirectional diffusion from a plane source of radioactive material, the penetration of activity far into the specimen from the source is due solely to grain-boundary effects, and 2) pure grain-boundary penetration is described by a linear plot of log activity vs the perpendicular distance x from the source. The former is based on the fact that at any temperature the grain-boundary diffusion coefficient is always very large relative to the lattice diffusion coefficient; and the latter is based on the derivation of Fisher.1 Using these criteria along with appropriate penetration data (in this case, data for the diffusion of Cb95 in pressed and sintered UO2) one first plots the data as log activity vs x2 and as log activity vs x, as shown by curves 1 and 2, respectively, in Fig. 1. A tangent line to curve 2 for large x (curve 3) is then transferred to the x2 plot as curve 4. The subtraction of curve 4 from curve 1 yields curve 5 which represents only lattice diffusion and may therefore be related to the diffusion coefficient by using the appropriate solution to Fick's second law. It should be noted that the method has inherent inaccuracies for small and large values of x2 and only the subtraction at intermediate values can be used. For the illustrated specimen the calculated diffusion coefficient is 3.4 X 10-11 sq cm per sec at1445°C while data using a single crystal of UO2 at the same temperature yielded a value of 2.9 x 10-11 sq cm per sec.2 The same method of subtracting grain-boundary diffusion effects to obtain lattice diffusion coefficients has been successfully used to determine self-diffusion coefficients of Th230 in polycrystalline thoria.

MARINGER and schwopel have investigated the internal friction of high-purity molybdenum. After light tensile deformation, they observed internal-friction peaks at about 230° to 290°C, 310" to 370°C, and 820° to 870°C, which they have attributed to the interstitials carbon and nitrogen, and to stress relaxation across grain boundaries, respectively. The electron-beam melting technique has been successfully applied to refractory metals including molybdenum. By this technique single crystals and higher-purity levels than those of commercial molybdenum are readily obtained. Since electron-beam processed molybdenum possesses such desirable qualities, it seems reasonable to determine: u) if internal-friction peaks do exist in these single crystals, and b) if so, whether or not these peaks can possibly be attributed to the motion of specific interstitials. The molybdenum crystal used in this investigation received four melting passes in the electron-beam furnace. This crystal was about 11 in. long and had an orientation 4 deg from the [loo]. The process of making wire consisted of grinding the crystal rod to a diameter of 0.040 in. and then electropolishing to a final diameter of 0.030 in. Since Maringer and schwopel have indicated that the peak at 230" to 290°C may be due to the presence of carbon, the wire was cut into two equal lengths and one length was carburized prior to the internal-friction measurements. The critical condition necessary for the controlled addition of carbon proved to be a difficult problem. Therefore, a simpler nonequilibrium method was used. This consisted of carburizing at 2000°C in graphite powder to obtain a case, annealing at higher temperatures in vacuum to partially dissolve carbon into the molybdenum, and then removing the remaining case by dissolving it elec-trolytically. After this treatment, metallographic examination of a small section of the specimen revealed carbides in the matrix. Vacuum fusion and carbon analyses for both the virgin (as melted) and carburized specimens are given in Table I. The authors' paper did not explain the facts and reasons why state companies are established and what their role is in international industrial mineral trading. Also. I do not agree with the conclusion implying that the main goal for state companies is to capitalize natural resources. Almost all state companies are founded by certain laws and their activities are arranged by state regulations. Their only aim is to operate mineral deposits for their people and to protect the rights of the people. Although some ore deposits, such as nonstrategic or small, may be exploited by privately owned companies, the state has the right to control the operation and production. Activities of state companies may or may not be widened because of the character of the deposits and the importance of the mineral market involved. For some countries, although governments may occasionally change hands, the policy of the mineral trading system is not affected by this change. There is no doubt that any government desires to make more earnings to increase GNP, when it is involved in operating and trading mines. It wants to produce and sell the finished products, instead of unprocessed ones, if possible. When it is known that some mineral deposits are relatively rare, such as Turkish boron deposits, the government can nationalize the mines to control production and affect the market. If there is an abundance of a certain mineral in the market, the government can cut production and set a floor price, such as Canadian potash. Also, when production of a specific mineral is unique, such as Turkish chromite, the price of such mineral may be set by correspondent government. One may add that if some governments with their state companies produce a certain mineral in a larger amount, they may decide to establish a cartel to protect their production and price. These are the facts followed by government-owned state companies and partially government-owned companies. The reason being charge of many deposits by the state companies is always the same: "protect" the mineral rights of the people.

THE genesis of some orebodies has been explained by the mingling and chemical interaction of water solutions of different compositions and the consequent precipitation of the mineral load of one or both solutions at their confluence. While this process can be proved in the laboratory, rarely can a positive demonstration be found in nature, for the conditions at the time an ore deposit is being worked are usually entirely different from those that existed when the orebody was formed. For this reason, the present deposition of copper carbonate in the southern end of the Briggs Mine of the Calumet and Arizona Mining Co. near Bisbee, Ariz., is of great interest. The developed orebodies in the Calumet and Arizona mines are roughly confined to two broad parallel zones separated at the north by a wedge of. Copper Queen ground and at the south by an undeveloped block of Calumet and Arizona ground about 2000 ft. (610 m.) wide. The more westerly zone includes the Irish Mag, Oliver, P. and D., and Cole mines, none of which have been operated since 1919. Much of the water from this division is carried from the 1400-ft., or bottom, level at the southern end of the Cole mine in a long water drift through the undeveloped block to the 1300-ft. level of the Briggs mine at the southern end of the more easterly zone.. Most of this water comes originally from outlying areas in the P. and D., mine, passing through parts of the lower levels of the Cole mine, which are heavily mineralized with iron and copper sulfides. This sulfide zone has been opened up and slowly oxidizing for years. Originally a pure, potable water, the analyses of which are shown under A in Tables 1 and 2, on its way through the mineralized area in the Cole mine it gathers copper, calcium, magnesium, iron, and aluminum sulfates, a load of dissolved mineral salts almost four times as great as that which it formerly carried; analyses B

The results of drilling in Missouri in 1938 are overshadowed by the leasing activity in northern Missouri, which began about the middle of the year. Nothing like it has ever been witnessed by the oil industry. With no production except a minor amount of gas, and with no drilling except in Clay, Platte and Marion Counties, a leasing campaign has embraced most of the counties north of the Missouri River and spread into southern Iowa, southeastern Nebraska and northeastern Kansas. It is reported that nearly all farms that could be leased without payment of a bonus have been leased, mostly on 10-yr. contracts, and at the end of the year a policy of bonus paying is in effect. Many of the major oil companies are leasing in the area and at least 15 of them are represented by scouts. Similarity to the Illinois Basin, low-priced leases and low drilling costs are among the reasons advanced for the leasing activity. Drilling activity in Missouri increased nearly two-thirds over 1937, with a total of 164 completions. The main activity was the extension of the "shoestring" of the so-called Bartlesville gas pool in Jackson County. It now seems that this sand is probably at the horizon of the Burbank sand. A new Squirrel sand oil pool was discovered in Jackson County. Cass County had five oil wells, with 63 bbl. initial production, four gas wells with 542,000 cu. ft. initial open flow, and 15 dry holes. Jackson County had three oil wells, with 24 bbl. initial production, 56 gas wells with 52,021,168 cu. ft. initial open flow and 57 dry holes. In Vernon County seven oil wells, with about 36 bbl. initial production, and two dry holes were completed. The oil production dropped off very quickly. In counties where wildcatting was carried on, new production was found. Clay County had seven dry holes, Hickory and Marion one each; Platte, four and St. Clair, two.

With no production except a minor amount of gas, and with no drilling except in Clay, Platte and Marion Counties, a leasing campaign has embraced most of the counties north of the Missouri River and spread into southern Iowa, southeastern Nebraska and northeastern Kansas. It is reported that nearly all farms that could be leased without payment of a bonus have been leased, mostly on 10-yr. contracts, and at the end of the year a policy of bonus paying is in effect. Many of the major oil companies are leasing in the area and at least 15 of them are represented by scouts. Similarity to the Illinois Basin, low-priced leases and low drilling costs are among the reasons advanced for the leasing activity. Drilling activity in Missouri increased nearly two-thirds over 1937, with a total of 164 completions. The main activity was the extension of the "shoestring" of the so-called Bartlesville gas pool in Jackson County. It now seems that this sand is probably at the horizon of the Burbank sand. A new Squirrel sand oil pool was discovered in Jackson County. Cass County had five oil wells, with 63 bbl. initial production, four gas wells with 542,000 cu. ft. initial open flow, and 15 dry holes. Jackson County had three oil wells, with 24 bbl. initial production, 56 gas wells with 52,021,168 cu. ft. initial open flow and 57 dry holes. In Vernon County seven oil wells, with about 36 bbl. initial production, and two dry holes were completed. The oil production dropped off very quickly. In counties where wildcatting was carried on, new production was found. Clay County had seven dry holes, Hickory and Marion one each; Platte, four and St. Clair, two.

THE accuracy of the silver-assay depends in great measure upon a careful regulation of the heat of the muffle during the process of cupellation. At the beginning of the operation, a relatively high temperature is required to " open " the lead buttons, that is, to clear off the black film of oxide that covers the surface of the metal button immediately after fusion has taken place. The muffle is usually closed up until the buttons are uncovered. As soon as a clear, free surface of molten metal is exposed to the oxidizing action of the air, the temperature should immediately be lowered to the minimum temperature at which the formation and absorption of litharge can progress freely, and the buttons still be kept from " freezing." The process, under satisfactory conditions, will be characterized by the formation of rings of litharge crystals (" feathers," as they are styled), on the cupel, about the oxidizing globule; and the nearer these rings of litharge crystals call be made to approach the central oxidizing globule without interfering with the freedom of oxidation and absorption, the smaller will be the volatilization of silver, and consequeiltly the greater the degree of accuracy attained. This minimum heat must be maintained uniformly during the oxidation of the lead; and just as the last of the lead is disappearing, and the button is preparing to l blick," the temperature of the muffle should be allowed to rise so that the last traces of lead will be driven off. This regulation of the heat calls into play all the skill of the assayer, and requires a vigilant eye, able to distirlguish between the slightest variations of temperature of the muffle, assisted by a nice adjustment of fuel and draft. With a few cupels in the muffle at one time, the proper heat for each cupel can be maintained by roughly approximating the proper temperature, and then moving the cupels backward and forward in the muffle; but this is gene-

I take pleasure in transmitting herewith "Petroleum Development and Technology in 1927," in which we have attempted to set out in a series of 40 papers with attendant discussions the advances made in Production Engineering and Refinery Engineering during the year. The volume also contains a digest of round table discussions on Petroleum Engineering Research problems and Petroleum Engineering Education. In addition to the above we set out in 16 papers a review of production of each producing area of the United States and of the more important foreign countries, together with a review of the world's production and forecasts for 1928. We also include 8 papers on the Economics of the oil industry. The papers and discussions included herein represent the contributions of more than 200 engineers, including the foremost in each line. These papers were presented at technical sessions held in Fort Worth in October, 1927, and at the annual meeting in New York in February, 1928. We desire to express our thanks and appreciation to all those who have contributed to this volume. As in previous years, we have attempted to emphasize the value of both written and impromptu discussions. -We have made a practice of returning all impromptu discussions to the authors for correction and amplification, and because of this practice we feel that the discussions contained herein are in very presentable and readable form. It was decided by the nominat,ing committee when meeting for thc purpose of nominating officers for 1928 to eliminate the vice-chairrnanship for Transportation Engineering, as that branch of the industry seemed to come more naturally under the activities of the American Petroleum Institute. It was also decided by this committee to institute a new vice-chairmanship for Petroleum Engineering Research. Wc have had heretofore round table discussions on engineering research, but through the newly created vice-chairmanship, to which Mr. L. C. Uren was elected, we expect to have more comprehensive sessions on engineering research than heretofort.

The water-hoisting tanks herewith illustrated have been designed for removing large quantities of water from recently-flooded mines, through their hoisting-slopes, with rapidity proportional to the capabilities of the hoisting machinery available, the tanks being adaptable to slopes of small sectional areas and varying pitches. The following features may be of interest to those operating mines liable to be flooded. 1. The arrangement of doors on each tank by which it may be automatically filled by immersion at any point on the varying pitch of a slope, the water being retained while hoisting on the flat as well as on the steep pitches, and quickly and autoniatically discharged at the top. 2. The arrangement, in connection with the above-mentioned doors, of side-wheels over the rear wheeh of each tank and of sidedumping tracks at the top of the hoist, for the automatic emptying and quick return of the tank. 3. The arrangement of two or more tanks, one in front of the other, so as to give as large a capacity in a single hoist as the enginepower will permit, yet without making any tank too large for the sectional area of the slope, or of unwieldlp length, or of such a shape that it cannot easily pass over vertical curves; and without concentrating too much weight on any one pair of wheels or on any point of the track. The details of construction and method of operating are shown by the accompanying sketches (Figs. 1 and 2), and the following more detailed description. At the end of each tank is a large iron door of almost the full size of the end of the tank, opening inwards, so that when immersed the tanks fill almost instantly. THE mining regulations of British Columbia and Mexico present some features which might well be copied in the United States, if we are to have a complete revision of the laws governing mining titles. 1. First and foremost is the "square" location, which would mean the abolition of extralateral rights. This is a condition in both of the countries above named which has seemed to work no hardship upon any one, and certainly the limitation of underground rights by vertical planes through all lines makes a locator's rights clear. In view of the long and costly litigation which has involved so seriously many of our most important mining districts, it would seem to be the part of wisdom to avoid a repetition of similar trouble on titles of lode mining claims, by the enactment of a law similar to that in force in British Columbia. Objections have been raised by representatives of English companies to the investment of large amounts of money in mining operations in the United States, because of the insecurity of title under the present apex law; and the statement has been made to me personally by one of the largest English operators, that he would never again consent to the purchase of mines in the United States, preferring Mexico with all its revolutionary troubles to the danger of encroachment upon his underground rights by an unscrupulous neighbor. Without going into further argument as to the desirability of the "square location," it should be sufficient to say to those who are inclined to "let well enough alone." and still stick to the "law of the apex" that there have never been any serious objections raised to this feature of the square location in either British Columbia or Mexico. There are well founded and logical reasons for abandoning the doctrine of extralateral rights since it is so difficult of interpretation; the most natural substitute being a law similar to that of British Columbia, giving to each locator an area 1,500 ft. square.
