As described in a previous presentation and in various patents, the Minerals Sciences Div. of UOP, Inc., has developed a modified reduction roast ammonia leach process for nickel laterites. This process gave considerable improvement in extraction over the conventional Caron approach as practiced in Cuba, Australia, and the Philippines. This greatly improved response was obtained with a wide variety of ores. This paper describes the pilot plant flowsheet and reviews the design features unique to the UOP process. Operating results from pilot plant campaigns are compared with bench scale results. Operating problems and their solutions are also discussed.

Direct Versus Indirect Control of the Economy FACED with placing the nation in a state of partial mobilization, it is expedient that it be done in such a way that the national economy and productive capacity are strengthened. The immediate adoption of direct controls such as Axed prices and wages, rationing, manpower controls, and allocations conceivably could destroy the basis of our free economy. Controls breed more of the same and since the present program is a long term project, it should be undertaken within our present business framework so far as possible or until total war makes it impossible.

The University of Idaho Mining Society held a meeting on Oct. 23, and elected the following officers: President, Sam Bloom; Vice-President, Lloyd McDougall; Secty Treas, Jess W. Wade. Regular meetings are held on the first and third .Tuesdays of each month, for informal lectures and reports on technical subjects. The Mining Club of the University of Wisconsin has held four recent meetings On Oct. 17, sixteen new members were inducted, and a committee was appointed to buy a Liberty Bond. The second meeting, Oct. 31, was devoted to general entertainment, at the home of Professor McCaffery.

The outstanding development in the Rocky Mountain region for 1937 was the discovery of oil on the Wilson Creek dome in Rio Blanco County, Colorado, in the Morrison formation of Jurassic age. This discovery opens up a vast territory to exploitation and definitely establishes the western slope of Colorado as one of the region's more important oil areas. In former years, a large number of structures on the western slope were tested dry in Upper Cretaceous rocks but are now believed to hold possibilities in older formations, and a number of such structures are in line for drilling in 1938.

It is extremely difficult to revegetate disturbed sites and mineral wastes in an arid environment because of sporadic and undependable rainfall. Thus, irrigation is often a must for starting seed germination and vegetation. Quite aside from the harsh climate, mining disturbances by themselves cause various adverse conditions for a revegetation program. The problems of revegetating a harsh soil, for instance, are often compounded by the steep slopes of mine wastes. Since these steep slopes intensify the droughty conditions by rapidly draining away soil moisture and accelerating runoff, supplemental irrigation may be the only solution for establishing vegetative cover on the slope.

The Ural Mountains, which were formerly the dividing line between Asia and Siberia, area chain of low mountains, the highest peaks reaching only a little over 5000 ft. The country has been much eroded and the mountains now appear as rounded hills. In the central and northern parts turf swamps abound. The range is covered with forests except at the extreme southern end. The trees are mostly pine. Birch grows on cut-over areas, but never to large size. The rivers are small or the fall is slight, so no large water powers are available. A series of rivers with a north and south course, and which are navigable for long distances, furnish cheap transportation during the summer months. Railroad communications are very insufficient. The first active exploitation of the mineral wealth was initiated by Peter the Great, who sought iron and copper for use in his wars against the Swedes. He selected a blacksmith named Demidoff to supervise operations and gave him rights to most of the Ural and to the Altai. The Nijni Tagil Estates are still in the possession of the Demidoff family. The original large grant was subsequently subdivided through inheritance and marriage, but the Ural is still a country of very large estates, some of them held as leases only and some of them by actual ownership.

EVER since his college days at the University of Iowa, the professional interest of Morris Morgan Leighton has centered on geology, and he now heads the State Geological Survey of Illinois. Just 52 years ago--on Aug. 4, 1887-he was born at Wellman, Iowa. He remained at the State university for his Master's degree, awarded in 1913. A two-year fellowship at the University of Chicago led to a Ph. D. degree, after which Dr. Leighton went out to Seattle as instructor in geology at the University of Washington during 1915-'16. He returned to Iowa as assistant professor of geology at Iowa State Teachers' College for a year, followed by another year at Seattle, after which he returned permanently to the Middle West, first as acting professor of geology at Ohio State and then, from 1919 to 1923, as assistant professor of geology at the University of Illinois and geologist for the Illinois Geological Survey. Of the latter organization he has been chief since 1923, with no present teaching duties. As a result of the successful work of the Survey, notably in non-metallics and in the initiation and stimulation of the recent oil activities in the southern part of the State, it is soon to have a new building with modern laboratory facilities.

The first prize of the President's Prizes has been awarded to J. J. Beeson for his paper entitled "Disseminated Copper Ores of Bingham, Canyon." When this paper-was written, Mr. Beeson was a student at Stanford University, and was president of the Stanford Geological and Mining Society. The President's prizes were established in 1915, funds being provided, at that time for three prizes of $50, $30 and $20 respectively, for the best essays, or other papers submitted in competition by Junior Members and Members of Affiliated, Student Societies. The original intention was to award all three during the year 1915, but the committee has deemed it advisable to extend the time for the second and third prizes, and the Secretary of the Institute will be glad to hear from any member who wishes to compete for one of these prizes. A competitor for the President's Prizes must be, at the time of submitting his essay, either a Junior Member or a Member of an Affiliated Student Society of this Institute. The essays must be upon some subject related to Mining, Economic Geology, or Metallurgy. THE- Missouri-Kansas Zinc Corpn., operating in the Waco district, 15 miles northwest of Joplin, Mo., owns large tailing piles made during milling operations of the years 1918-28 by the Butte-Kansas, Acme, and Barnsdall mining companies, whose holdings have been purchased and consolidated under, the ownership of the Missouri-Kansas Zinc Corpn. These tailings had been considered too low in value to be worth retreating by the ordinary methods. C. Erb Wuensch, consulting engineer of the Missouri-Kansas Zinc Corpn., noted the difference in the type of tailing from upper-level and lower-level ore. The latter contained hard lime chats. He also found that mill losses had been due to particles of blende on the corners or sides of the chats and to the existence of soft, porous, cellular, lime chats containing varying amounts of blende. He conceived the idea that a quick grind in rolls or ball mills might change the type of the material so that jigging could make a clean tailing for discard and a partly concentrated product sufficient in blende content to justify the expense of fine grinding in ball mills to free the mineral entirely. A laboratory was equipped with the necessary machines and the writers were assigned the problem of developing a method of retreating the tailings.

A. J. Goldak and J. Gordon Parr University of Alberta) —Margolin and Ence's paper reached us only a few days after we had submitted a paper on the structure of Ti2Cu to the AIME. Here, however, we only wish to point out an error in the paper (page 321): "Karlsson has reported the crystal structure of the first intermediate phase occurring in the Ti-rich portion of the Ti-Cu system to be face-centered tetragonal." Karlsson actually reported the structure of Ti3Cu (i.e., "the first intermediate phase") to be primitive tetragonal with four atoms per lattice point: Cu at 0, 0, 0; and Ti at 1/2, 1/2, 0; 0, 1/2, 1/2; and 1/2, 0, 1/2. Thus, Karlsson suggests a primitive lattice with an ordered arrangement of atoms located at corners and face-centers: Ence and Margolin suggest a random body-centered tetragonal structure—-with which our results agree. E. Ence and H. Margolin (azlt1zo.l-s' reply)— We do not agree that Karlsson has not reported the structure of Ti3Cu as face-centered tetragonal. The fact that Cu atoms are located at the corners and titanium at the face-centers does not indicate that the lattice is not face-centered. We are pleased that the discussers' results agree with our own.

The Mahoning Valley coal region lies on the extreme northern outcrop of the Ohio coal-field, and all the mines, with one exception, are opened on the lower coal of the series, No. 1 of the Ohio Geological Survey. The coal ranges from an inch to five, six, and sometimes seven feet thickness, the workable height being between two and a half and six feet. There are two varieties of coal, known in market as "Briar Hill coal " and " Mineral Ridge coal;" both varieties are drawn from the same seam. The Briar Hill coal is generally called block coal, and is the kind so largely used in a raw state in smelting iron. It possesses a laminated structure, easily splitting into horizontal sheets, but is very difficult to break in the opposite direction. The faces of the layers are often covered with a soft, dead, carbonaceous material, like charcoal, and the whole seam throughout is marked by alternate layers of dead and bright-looking coal. In the act of combustion the coal neither swells nor changes form, the masses retaining their shapes until they fall to ashes in the furnace. A. I. Blank.*-—Mr. Kanter has spoken of failures from causes other than creep itself in metals that are subjected to creep stresses. Would it be possible for the author to enlarge on this very important matter of "cataclysmic types of failures? " J. J. Kanter.—Of course, it is always a delicate matter to discuss specific failures. I would prefer to keep the present discussion on fundamentals and principles. H. L. Burghof.*—Mr. Kanter, I should like to ask what you consider the responsibility of the designer in avoiding stress concentrations that would lead to these types of failures? J. J. Kanter.—lt was my feeling in looking over the papers of this symposium that they were significantly lacking in consideration of what happens to the metals when strained under conditions that lead to rupture. Often creep tests are run that produce only a fractional percentage of the deformation, in several thousand hours. That kind of information gives the designer no assurance whatever that cracks will not result in his structure at points where stress concentrations, and therefore deformation concentrations, exist. I think anyone in this day and age who presents a paper on creep should incorporate with those studies a thorough investigation of creep rupture if it is expected to make an impression upon the design engineer.

The American Mining Congress, of which the President is Carl Scholz, and the Secretary is J. F. Callbreath, and of which many of the officers and directors are prominent in Institute affairs, has extended to the members of the Institute a cordial invitation to attend the nineteenth Annual Session of the Congress, to be held at the La Salle Hotel, Chicago, Nov. 13 to 16, 1916, and to take part in its deliberations. The morning sessions will be, general meetings at which the attendance of all members of the Convention is hoped for, and which will he devoted to a discussion of subjects related to the three several heads, "safety," "efficiency" and "conservation." The afternoon meetings will be divided into several sections, each devoted to the discussion of subjects of interest to its special branch of the industry. It is planned to have 811 papers printed and distributed, allowing the author a limited time in which to present the salient features of his address and giving up the greater part of the time to a discussion of the subject presented by members on the floor. By this plan it is hoped to have a free expression of opinion and to provide ample time for reaching conclusions to be embodied in resolutions representing the best thought of the mining industry.

A joint statistical report released by the U.S. Department of Commerce and U.S. Securities and Exchange Commission indicates that business investment in new plants and equipment is expected to total $81.8 billion during 1971. This figure is based on the findings of a survey conducted in late April and May and reflects about a 1 ½ % decrease in investments from the $83.1 billion projected in February. Mining, on the other hand, is still in a bullish mood and is expected to spend $1.99 billion in 1971 compared to $1.89 billion in 1970 and $1.86 billion in 1969. Based on figures quoted above, mining investment in 1971 should show a 5.2% increase over 1970. Carl E. Bagge, president of the National Coal Association, was the dedicatory speaker at the new Milton R. Young Station of the Minnkota Power Cooperative in North Dakota. This new power plant incorporates many innovations which have overcome the problems of using the low-cost lignite abundant in the area. According to Bagge, this development and President Nixon's recent request for an extra $10 million for coal gasification plants is helping the region lead the way in providing for the power needs of the future. He also maintains that gasification of coal can reconcile coal consumption with the demand for cleaner air, and also assure the nation of adequate pipeline gas.

The timing circuit generally employed in Carter Reservoir Behavior Analyzers consists of a synchronous motor driven cam which actuates a microswitch. A mechanically actuated timer of this type has several inherent disadvantages, among which are the following: 1. The first time interval may not be of uniform length, depending on the exact position of the cam at the conclusion of a previous run. 2. The positioning adjustments on the microswitch lever arms are critical and require periodic readjustment. 3. The mechanical system is subject to wear which will ultimately impair its accuracy. It was therefore considered desirable to devise an alternate method which would eliminate these difficulties without introducing others that would be equally troublesome. This note describes the design of an electronic timing device which has been incorporated in the analyzer constructed by the Field Research Laboratories of Magnolia Petroleum Co. The electronic timer circuit is built around a simple neon glow tube relaxation oscillator, the complete circuit diagram of which is shown in Fig. l. The operation of the circuit is as follows: Condenser C, is charged to the critical firing voltage of the neon glow tube VR-75 by battery B1 through resistors R1 and R2. When the neon glow tube fires, the condenser C, is discharged, The charging cycle then repeats itself,

OBSERVING in the Engineering and Mining Journal, of January 16th, 1875, page 35, a report of a brief discussion upon the nature and origin of this unique and interesting coal, I take the liberty-on thus finding it a subject of interest to members of the Institute, and especially as my name came into this discussion-to communicate some results which may serve at least to overthrow certain erroneous ideas that have prevailed. While I would not claim to have made much approach to an understanding of this mineral-the whole of what I call Apozoic Mineralogy being as yet dark and almost unknown ground-yet I believe I have shown that few minerals of such importance and abundance, and so long before the world, have been so singularly misunderstood. On first examination of a sample of the substance to which the name of carbonite has been given, my surprise was not small, at failing to recognize in it one individual characteristic of true coke; neither the hardness, lustre, color, streak, porosity, sonorosity, structure, fracture, nor any of the so-called "pyrognostic" characters. Indeed, comparison with any coke, or variety or modification thereof, seemed altogether fantastic. Therefore the controversy regarding supposed trap dykes, whose existence at the locality is denied by some, seems useless, as we have no question of a natural coking, there having been no coking at all.
