It is estimated that during 1936 world consumption of petroleum, its products and related fuels reached an all-time peak of 1,757,778,000 bbl., an increase of 143,000,000 bbl. over 1935. As indicated in Table 1, world output of petroleum and related fuels exceeded demand by 92,510,000 bbl. during the year, as compared to an excess output of 88,000,000 bbl. during 1935. Production within the United States exceeded domestic demand by approximately 51,000,-000 bbl. in 1936, as compared to an excess output of 53,000,000 bbl. in the previous year. Outside the United States, production exceeded demand by 41,510,000 bbl. in 1936 and by 35,000,000 bbl. in 1935, indicating that foreign output is making no progress toward curtailment in line with demand. Table 1 also combines excess production in the United States with the favorable balance of exports over imports, showing that stocks in the United States were reduced by 23,400,000 bbl. in 1936, as compared to 22,447,000 bbl. in the previous year. PURPOSE OF STUDY The case study was initiated because of the very real need to provide the best mineral inventory block estimates possible for the relatively new Sacaton mine. Sufficient mining had been done and records kept whereby it was possible to test the various estimation methods against detailed blasthole samples taken during mining. Three estimation methods were selected for testing: (1) the polygonal method, (2) the inverse distance squared method (IDS), and (3) the geostatistical kriging method. The results of the comparative analysis was thought to have very practical application to the selection of extension functions for future estimation of grade for mineral inventory blocks. GENERAL GEOLOGIC DESCRIPTION The porphyry copper deposit of the Sacaton open pit mine is related to small quartz monzonite intrusives of Laramide age which have been intruded into Precambrian granites. Both rock types act as host for the mineralization, which has been secondarily enriched sufficiently to constitute ore. The chalcocite enriched zone has been subjected to postenrichment oxidation processes with consequent partial destruction of the chalcocite blanket. Several mineralogical populations are represented in the total ore zone, but the blocks on the mine benches involved in the study were restricted to the top of the enriched zone. COMPUTATION OF MINERAL INVENTORY BLOCK ESTIMATES In order to make valid comparisons among the three estimation techniques, all of the inventories were prepared from diamond drill assay data used in the original engineering feasibility study. Far reaching changes in the executive machinery of the Federal Government are proposed in bills recently introduced in each House of Congress. The Department of the Interior will become the Department of Public Works, if the legislation proposed is enacted; the main idea is to assemble all engineering activities of the Government in one department. Such bureaus of the Interior Department as are non-engineering in character are to be placed under the jurisdiction of appropriate departments, while engineering bureaus from other departments are to be included in the Department of Public Works. The bill proposes that the Patent Office is to be removed from the Interior Department and placed under the Department of Commerce. The Bureau of Pensions is assigned to the Department of the Treasury. The Bureau of Education goes to the Labor Department. The Bureau of Indian Affairs is transferred to the Department of Labor, with the proviso that the engineering and construction work and the land and mineral surveys now performed under the direction of the Bureau of Indian Affairs are to he prosecuted under the Department of Public Works. St. Elizabeth's Hospital and the Freedman's Hospital in Washington are assigned to the Treasury Department. Columbia Institution for the Deaf and the Howard University go to the Bureau of Education, under the provisions of the bill. On the other hand, the Department of Public Works is to absorb the Supervising Architect's Office of the Treasury Department; the Construction Division, River and Harbor Improvements, Mississippi River Commission, and California Debris Commission of the War Department; the Bureau of Standards and the Coast and Geodetic Survey of the Department of Commerce; the Bureau of Public Roads and the Forest Service of the Department of Agriculture.

The metric system is now in official use in the Republic of Mexico, having been adopted by the Government in the year 1862. Athough it is used to compute all customs and other duties to be paid to the General Government, in the measurement of public and private lands arid in all freight and other transactions on the railroads, and is taught exclusively in the public schools, the system has made but slight head way among the people,and has not succeeded in displacing the old-time weights and measures, which are still used in ordinary commerce. The latter were founded on old Spanish models, but, owing to the inexactness of the first standards and to subsequent changes, differ at present very widely from their originals. As to local modifications, weights are the same all over the Republic, but measures of the same name differ greatly in capacity in different States, and even in neighboring towns. The value in the metric system here assigned to each denomination of the old weights and measures is that fixed by the Mexican Government at the time of the adoption of the metric system. The equivalents in American weights and measures were calculated by me from data found in Trautwine's Pocket-Book as to the comparison between the French and American weights and measures, and are believed to be correct. I shall be thankful for early notice of any error that may be detected, that it may be corrected before the final publication of this paper in the Transactions. Linear Measures. Kilometers. A graphic method was developed which can be used to predict the tendency of oil field waters to precipitate calcium Sulfate under a variety of conditions. Application of this method is made to the prediction of sulfate scale formation in heater treaters. boilers. oil wells. cooling systems and water injection wells. INTRODUCTION A solution may be said to be in equilibrium with respect to a given salt when the concentration of that silt in equal to its solubility. If for any reason the concentration of the salt is increased or its solubility decreased. the equilibrium is upset and precipitation of the salt takes place. Thus, if the concentration of a salt in a particular solution is known and its solubility can be calculated for a given set of conditions, the tendency of this salt to form a precipitate under these conditions can be predicted. Based on these principles a method has been developed for determining the tendency of oil field waters to form calcium Sulfate precipitates under various conditions. THE SOLUBILITY DIAGRAM Calcium sulfate precipitation most frequently occurs when two waters are mixed: one containing calcium ions. and the other sulfate ions. As one of these waters is added to the other a point may be reached where the concentration of calcium Sulfate is greater than its solubility. thus causing the formation of a precipitate. The solubility diagram is a graphic device for determining the location of such points, thereby making possible a prediction of the tendency of such a system to deposit sulfate scale. A similar diagram can be used to solve many other problems involving the precipitation of calcium sulfate. Fig. 1 shows a solubility diagram representing the mixing of two waters. Water "A" contains a high concentration of odium, magnesium, and sulfate ions together with a small amount of calcium. Water "B" contains a high concentration of calcium ions together with sodium, magnesium and a small amount of sulfate ions. CLAMER* (Philadelphia, Pa.).-Sulphur is not so detrimental in its effect if oxygen is also present, so that in sulphur-carrying bronzes and brasses, it is advantageous to maintain a certain percentage of oxygen. As a matter of fact, it would be possible sometimes to correct difficulties by actually adding oxygen. If the cathodes were charged directly into an electric furnace in a neutral or reducing atmosphere, a very high grade of copper would result by a simple melting operation. This would very largely eliminate the loss occasioned by melting in a reverberatory furnace. In such a furnace a large amount of slag is produced during the oxidizing stage of refining. Notwithstanding the fact that melting in an electric furnace might be somewhat more expensive than melting in a fuel furnace, the ultimate result would be a saving and the production of a very high grade of copper.

B. H. Bergstrom (Allis-Chalmers Mfg. Co., Milwaukee)—In reading this article, it was difficult to follow through the example given as a starting point in the derivation of the theoretical equation which relates ball size to feed size. A discussion with F. C. Bond led to the following clarification: Bond postulates that "the breaking force exerted by a ball varies ... as the cube of its diameter . . ." and that the force in pounds per square inch required to break a particle varies ... as its diameter squared." He concludes: "It follows that when a l-in. ball breaks a 1-mm particle, a 2-in. ball will break a 4-mm particle, and a 3-in. ball a 9-mm particle." The above example can be true only for a different set of assumptions. Since the first assumption is apparently true, it is the second that must be revised. The second assumption should read that the breaking force required to break a particle varies as its diameter to the 3/2 power. This relationship was derived in the next paragraph of the article.

In a paper recently read before the Institute by Mr. W. A. Goodyear, a useful presentation was made of the subject of the production of' water-gas on a large scale, by the use of a regenerative form of apparatus. By way of supplement to that paper, a brief statement of the details of a plan which was carried out at the works of the Elgin National Watch Company at Elgin, Ill., may be of interest, 'although the ultimate result of the working of the producer was not successful or satisfactory. This company had decided to build a gas-works for the supply of illuminating gas to their factory, on a much larger scale than that of the petroleum-works which had very successfully supplied the smaller buildings for many years, and in March, 1882, the material for a gas-making cupola furnace was purchased. If it had not been for the persistent cold wind, the sun blazing out of a cloudless blue sky would have made it one of those warm, idyllic early spring days which attract the socalled "snowbirds" to Northern Mexico for a vacation at this time of year. At a drill site perched on top of a rather exposed mountain we were installing a number of borehole extensometers in diamond drill holes. A Threading Problem For the uninitiated in geotechnical instrumentation, a borehole extensometer is a series of anchors installed at various depths in a borehole, each anchor being independently connected by a tensioned wire to a measuring device set in the collar of the hole. Any movement of the rock at depth is detected by the anchors and transmitted by the wires to the measuring device. Flexible plastic tubing is used as a spacer between the anchors and the measuring wires are run up the inside of the tube. At this particular site we were installing an instrument string nearly 1000 ft in length. Threading wire only 0.041 in. in diam through 1000 ft of plastic pipe is almost as difficult as getting the proverbial camel through the eye of a needle.

INTRODUCTION From the lender's point of view, the greatest period of risk in a project financing occurs during the construction phase. Therefore, most projects are supported during this phase by completion guarantees supplied by some credit-worthy entity; for example, the project sponsors in the case of a joint venture, such as that of W.R. Grace, Hanna Mining, and Liberty Capital; or by a strong contract with a utility or foreign importer/investor, such as the way North American Coal Corporation has structured many of its transactions. THE PROJECT LOAN REQUEST A project financing is a more complex form of term loan than one using an ongoing corporation's balance sheet as a credit base and, therefore, a potential lender will subject the loan request to a more rigorous analysis. To support this effort, the financial institution will require a more detailed information memorandum to evaluate the credit and technical risks of a project - especially since much of the necessary information is not otherwise available. (See also Gibbs and Sroka paper above in this Chapter) A well-prepared information memorandum will impress prospective lenders with the planning ability and general competence of management. Also, the process of preparing the memorandum will help management understand the true extent of the opportunities and limitations of its venture. Appendix A outlines the topics which comprise a complete information memorandum for a loan request. Of some interest to those seeking to sell a currently-operating mining venture, a similar information memorandum should be prepared i.e., covering the same topics discussed here, for the investment banker to use with potential purchasers. For that purpose, though, one might not want to prepare quite as much detail as for a lender. Appendix B outlines the elements of a reserve evaluation and feasibility study, often called the "Bankable Document." Usually, these studies are prepared by independent engineering consultants for use by potential borrowers and sellers. (Potential purchasers will often contract for a similar study for their use in evaluating an acquisition.) ELEMENTS OF A LOAN INFORMATION MEMORANDUM 1. Outline: The information memorandum should begin with a one-page outline covering such topics as: a. The borrower's name, address, and phone number. b. Principal contact at the borrower. c. Amount of the proposed financing. d. Desired pricing and structure of the proposed financing. This should include a description of the amount and source of equity in the proposed financing. e. Use of the proceeds and timing. 2. Summary: The most important information contained in the memorandum should be summarized in two pages. Note - If the borrower is a recently-formed single-purpose company, then elements 3, 4, and 5 will apply to the guarantors of completion and to the project sponsors. 3. The Borrower: This section is a brief biography of the borrower including such topics as date and state of incorporation, founder(s), lines of business, etc. 4. Capitalization: The borrower's current debt and equity position, including leases and trade debt, with amounts, terms, names, and addresses enumerated. Equity owners, and percentage ownership, should be identified. 5. Historical Financial Statements: If available, a minimum of five year's worth of complete historical financial statements

ONE of the essential functions of any modern community is to provide a fully accredited public school system. The Climax Molybdenum Co. was cognizant of this fact and erected a modern school building in 1937 to meet this need. The building was named after the president of the Company, Max Schott, who was largely instrumental in making it a reality. The building is a two-story brick structure with fourteen rooms, eight of which are regular classrooms. The others consist of a room for industrial arts, two for home economics, one for commercial arts, one for a science laboratory with a dark-loom for photography, and one large room for a combination library, study hall, and assembly room. THIS year's Chairman of the Mineral industry Education Division is, like his predecessors, no novice in that field, having been in 1928 Chairman of the Engineering Education Committee which labored so well that it was enlarged into a Division of the Institute's activities . For almost a quarter of a century lie has been a dean in mining and engineering schools, with considerable experience before that as a teacher. A native-born New Englander (June 23, 1881), he naturally went to Massachusetts Institute of Technology where he received the Bachelor's degree in mining in 1904. Just why a Fitchburg. Massachusetts boy yearned to he a mining engineer he has never explained, but why should any boy ever have to explain why lie wants t? be a mining engineer? Like the old rhyme about the reasons why a man should drink, "any other reason why" is adequate..

IT is popular today to dramatize in a journalistic spirit, some particular factor among the causes of unemployment. Naturally the time chosen for such emphasis is usually when the factor in question is temporarily a particularly active one. A few months ago, in the unemployment then current, we saw largely the results of a healthy acceleration in changes in processes, greater efficiency, a more intensified use of labor-saving devices, perhaps also a change in products. So we have been hearing a great deal about the influence of mechanization on unemployment, the so-called technological unemployment. Many talk as if this kind of unemployment were a wholly new phenomenon, for- getting that it is a constant process in a growing industrialism, though it sometimes becomes more pronounced. At other times one would think that seasonal unemployment is the only type of unemployment, and then again the fashion changes and we hear .about nothing except cyclical unemployment. Every few years there seems to be a different fashion in labelling the germ supposed to be the cause of unemployment.

A severely technical article, however well written, can not be an agreeable form of literature. It suffers from the defects of its qualities. One defect is a congestion of language, due to a multiplicity of adjectival nouns. The sentences are packed with words of unpleasing sound, charged with complex ideas, crowding one another so closely that the phraseology moves like an ice-pack in Bering Sea or a log-drive in a river; the undercurrent of meaning may continue to move, but the surface is obstructed. This verbal congestion is made evident by ugly compoundings, many of which are adopted by the technical writer in the mistaken belief that they give directness to his statements. For example: A unanimously approved scheme "A scheme unanimously approved " The continuous temperature record "The continuous record of temperature " To stimulate interest in synthetic plant construction "To stimulate interest in the construction of synthetic plants " In smelters reverberatory-furnace firing with powdered coal has been practised for a decade. A. J. Shaler—I should like to congratulate the authors on the presentation of this paper, which we have been awaiting a long time. The view they have taken of the sintering process, namely that voids are comparable to particles of a second phase capable of dissolving to a slight extent in the metal phase, is an interesting but dangerous one. Pines has given a first-order solution of the problem and Has predicted a decrease in the concentration of pores near the surface. The authors of the present paper have experimentally demonstrated the second-order effects, that is, the diffusion of the space phase between voids of different sizes, and also the movement of atoms from highly curved parts of a void to less curved regions of the same void. I have recently calculated the rate of vapor-phase transport within odd-shaped pores in copper at 850 °C and found that probably at that temperature volume flow is the more rapid shape-changing mechanism. The authors of the present paper have found that at 1000°C, vapor-phase transport is dominant. There is no disagreement here, I think. The dominant phenomenon can easily be different in different temperature ranges and with different pore shapes: I used a cylinder going to a sphere, not a tricuspid going to a "triple cuspidor." But there is some danger in the other art of the explanation, that is, in the study of the diffusion of vacancies from a pore to its neighbors and to the outside. A vacancy is very different in dimension from an atom. When it moves, it carries a field of elastic strain. This has to be taken into account. A concentration gradient of vacancies can cause them to diffuse. But in the absence of such a gradient, they can be made to diffuse by a field of stress. What happens in some of our experiments, and it is most noticeable in the shrinkage of synthetic cylindrical pores, like the tubes we have been working with, may be broken down into the following steps. (1) The presence of a surface establishes a vacancy concentration gradient, as Dr. Kuczynski and the present authors have shown. (2) Vacancies then diffuse in order to decrease this gradient. (3) In so doing, they cause an elastic field to be built up in such a direction as to oppose the diffusion, so that it slows down until it reaches a steady-state rate. (4) The steady-state flow is due to the fact that the surface tension acting on curved surfaces applies a stress to the system which itself mechanically causes vacancy diffusion. What I have said is that the diffusive types of flow of the authors and of Dr. Kuczynski are transient phenomena which soon stop if the pores are large. We are then left with a mechanical problem only, and our researches have not yet disclosed just what the mechanism of flow is; it may be a slip process, or it may take place by a vacancy diffusion of the type Nabarro has de-

MINING taxation is a subject which bears definitely upon-the welfare of the mining indus-try. Every government must have a revenue but that revenue should be raised in such a way as to hamper as little as possible legitimate enterprise or industry. A mining tax should be fair, and one which appeals to the natural sense of justice. Our present system is a tax on net- profits after all expenses are met. On profits in excess of $10,000 the Mining Tax Act takes three per cent., one-half of which goes to the Govern-ment and one-half to the municipality in which the mines are situated, to meet local needs for roads, schools, etc. On profits from one to five million dollars", the tax is five per cent.; over five million, six per cent., and so on. The first $10,000 profit is exempt. The result is that if a mine is worked at a loss, it pays no tax at all; if it makes a small profit, it pays a small tax; if profits are large, the tax increases accordingly. It is difficult to imagine a fairer or less onerous method of taxation, or one better adapted to meet fluctuating conditions from year to year as profits rise or fall. A just and fair tax should be levied on profits, never on capital. There is, one branch of the mining industry upon which is levied a higher tax than upon other branches, namely, the nickel industry. I see no good reason why any branch of the mining industry should be discrim-inated against on a profits tax basis. A mining tax should not discourage development. The present tax meets this requirement. In the early years of a mine, when it is all outgo and no income, the mine pays no tax. Not until it reaches a productive and. profitable stage does the tax take effect, and then the mine can afford to pay it. Further, a tax on profits does not operate against the opening up of low-grade deposits, or those in which the chance of success is to a certain extent speculative.

Any mining engineer with a desire to operate independently, with some financial backing, and with no fear of heavy responsibility and long hours, should be able to make a comfortable living in Mexico. Barring a few inconveniences such as a lack of satisfactory liability or accident insurance, the difficulty of obtaining repair parts for vehicles, and the length of time required receive returns from shipments, the operation of a small mine is not at all difficult. It is, in fact, a little easier to find a good prospect in Mexico than in the U.S.
