The use of activated carbon to improve the selectivity in the separation of base metal minerals from bulk concentrates played an important role in the development of separation techniques employed at Tsumeb and Kombat mines. The Kombat mine, owned and operated by Tsumeb Corp. Ltd., is located in the Otavi Valley in the northern part of South West Africa, approximately 213 air miles north of Windhoek and 38 air miles south of Tsumeb, at latitude 19° 43'S and longitude 17º 41'E. The mine is linked to all major centers by both national railroad and tarmac highway systems which pass right through the town. The Otavi Minen- and Eisenbahn-Gesellschaft (OMEG) mined ore on the farm Asis from 1908-1925. Tsumeb Corp. Ltd. acquired the mineral rights in 1947, started diamond drilling in 1954 and commenced mine development in 1960. The mill started production in 1962 when proven ore reserves were 3,378,084 st containing 2.85% Cu and 2.90%Pb. Annual production of 248,411 st was increased in May, 1967 to the rate of 422,990 st, which was still being maintained in 1971, when ore reserves stood at 3,054,701 st of grade 1,91% Cu and 2.5% Pb.

On Jan. 1, Harvard opened its reorganized School of Engineering and will continue the work during the summer to enable the entrants to complete a full year's work by the opening of the next academic year in September. Some time ago Harvard University and the Massachusetts Institute of Technology agreed to combine effort in engineering instruction, making use of funds provided under the will of the late Gordon McKay. The agreement was objected to and the Massachusetts Supreme Court held that the arrangement was not in accord with the provisions of the will. The new arrangement has been approved both by the trustees of the McKay estate and by the governing boards of the university. Instruction will be offered in the following subjects; mechanical engineering, civil engineering, sanitary engineering, electrical engineering, mining and metallurgy, and industrial chemistry. Henry Lloyd Smyth has been appointed professor of mining and metallurgy, Albert Sauveur, professor of metallurgy and metallography, and Louis C. Graton, professor of economic geology.

There arc still ample reserves of phosphate in Florida and Tennessee, but the richest low-cost areas have been exhausted. The miners, by the introduction of more efficient equipment, have succeeded in preventing material increases in production costs. Further mechanical improvements could not be expected to keep up with the factors tending to increase costs. While the conventional phosphate "washers" are capable of recovering practically all of the plus 1.5-mm. phosphate from the matrix, approximately 50 per cent of the phosphate values are in the minus 1.5-mm. sizes. Flotation now affords an economical and efficient means for recovering the fine ( — 1.5 mm.) phosphate formerly discarded to waste dumps. Through the reclamation of dumps and recovery from current washer wastes, flotation has doubled the reserves of Florida and Tennessee. By doubling recoveries from the matrix, flotation reduces capital investment requirement and substantially reduces production costs. It definitely improves the grade of the total production and provides a flexibility of operation that cannot be obtained by any other known means.

During the year 1940, production of crude oil in RiIexico totaled 43,914,000 bbl., or 2,776,000 less than in 1937, the year before expropriation. The 1940 output was I,2000,000 higher than in the previous year. In 1937, Poza Rica production accounted Declines in exports of Panuco crude, fuel oil and gasoline were recorded but these were more than offset by increased exports of 4,000,000 bbl. of Poza Rica crude, which was the approximate amount shipped to Sinclair during 1940 under the terms of the settlement. Over-all exports increased by 1,500,000 bbl. over the preceding year. The outstanding development regarding the destination of Mexican exports in 1940 was the increase of I0,000,000 bbl. in the exports to the United States. Exports to Germany ceased toward the end of '939 and to Italy in the second half of 1940. During the year 1940 the Sinclair interests and the Mexican Government settled their expropriation question. By the terms of the settlement Sinclair is to be compensated by cash payments and oil-purchase contracts. On Dec. I, 1940, Ada Camacho was inaugurated President of Mexico for a term of six years. Among his first acts following his election were: I. A proposal to change the Constitution to restore Supreme Court Judges' terms to life tenure. This has been ratified by both chambers of the Mexican congress and is now before the legislatures of the States of Mexico for ratification. The, taking away of the administration of the railroads from labor and restoration to the State.

An abstract of a paper from the Canadian Mining and Metallurgical Bulletin of August 1978 by E. Stamboliadis, J. McHardy, T. M. Salman, Department of Mining and Metallurgical Engineering, McGill University, Montreal, Quebec, states that: “The recovery of gold, silver and other heavy metal cyanides from mill solutions is technically possible using the ion exchange technique. However, the costs involved are greater than the costs of the zinc precipitation technique used for gold recovery. There are two main reasons for this: one, the fact that in gold ore cyanidation metal cyanides other than gold and silver occupy most of the resin capacity and hence reduce the adsorption efficiency of the resin for the Au and Ag cyanides; secondly, the high cost of the eluting agents.” Resin, therefore, cannot in most cases be efficiently used for recovery of precious metals. With copper in solution, only 1.47% of the resin capacity is used for gold and 0. 8970 for silver; the rest is occupied by unwanted metal cyanides, such as copper occupying 73.7%. On the other hand, although activated carbon will adsorb copper cyanides, they will be preferentially displaced by gold and silver cyanides. Ion exchange is by one or two orders of magnitude more expensive than the conventional method of zinc precipitation. The cost of removing impurities, such as copper from the resin, is greater than the cost of recovering gold. With an oxide ore amenable to cyanidation and with a low content of other metals, such as may occur with some of the Soviet gold deposits, ion exchange would be an efficient as Carbon-In-Pulp.

Promises of cordial co-operation hare been received already from a number of leading assayers;? and it is to he expected that the data thus collected, and the discussion to be based upon them, will shed much light upon the important question raised in this paper. Although a detailed discussion of methods on the present occasion might be deemed premature, I am sure that suggestions on the subject from members engaged in assaying would be timely and valuable as a preliminary to later and more detailed criticism. With statistics still incomplete, it appears that the safety record of the mineral industry for 1955 will do well to hold its own in comparison with 1954. On the one hand, metal mining shows an improvement in its record, due in part to intensive campaigns for preventing ground fall accidents. Coal mining, on the other hand, is showing a poorer record in 1955 than for the preceding year. While no major disasters occurred during the year, increased fatalities resulted from ground fall, haulage, and machinery accidents. It seems probable that increased job training may serve to improve the situation. Health: Utilization of diesel equipment continues to increase in noncoal mines, in spite of existing prejudice. In 1955 two types of diesel-driven tractors and one shuttle car were approved by the USBM. Where diesel engines are used controlled ventilation is mandatory in order to keep the CO content under 20 ppm, but such ventilation is not difficult to achieve with normal equipment.

ONE of the interesting features connected with the great continental uplift, which formed the table land of Mexico, is the great depth to which oxidation and secondary enrichment of orebOdies occurred. This table land lies at altitudes ranging from 4000 to. 7000 ft. (1219 to 2133 m.) above sea level. Several cases could be cited of oxidized zones in copper and lead mines which reached depths of upward of 1500 ft. (457 m.) below the surface, and it is universally admitted that the oxidized zone in a mine is limited by the permanent water level. FIG. 1. Mexico, however, like many other countries in which deserts occur, is visited at rare intervals by tremendous floods, which sometimes cause variable water levels over long periods. The following cases bear out the idea, and lead to interesting conclusions of commercial value. My paper demonstrates that carbonates of ores may occur below water level and sulphides above, and I will endeavor to explain the causes of the phenomena in certain specific instances.

Conveyors were first used underground at Miami Copper Co., in the latter part of 1947. At that time some of the stoping area was too heavy and too close to the haulage level to use conventional haulage. To get the haulage drifts out from under the stoping area belt conveyors were used for the additional lateral transfer. Since 1947 more than 8 million tons have been mined in this manner, with as many as four belt type stopes in production at one time. When the mining plan for the new low grade was worked out, it was decided to use belts on what otherwise would have been short train haulage transfers to move the ore laterally to centrally located concrete ore passes. One group of these stopes has grizzly levels on the 570, with a belt level on the 670; the other group has grizzly levels on the 720 and belt levels on the 820, with the concrete ore passes bottoming on the 1000, or the existing train haulage level.

Meeting, Oct. -04, 1913.-The sum of $1,250 was directed to be sent to the International Engineering Congress, 1915, in accordance with the terns of the Institute's guarantee. It was voted to request the several Technical Committees to recommend names of their members as sub-chairmen and members of sub-committees to co-operate with the Bureau of Mines. The Finance Committee was empowered to send all members in arrears a notice that the provisions of the Constitution, by which they cease to hold the privileges of membership if their dues are not paid by Jan. 1, 1914, become operative on that date, unless the Directors vote to extend the time in each individual case. The report of the Nominating Committee, printed on page i, was accepted. It was voted that a notice to be prepared by the Committee on Increase of Membership and an application blank for membership be printed in the front of each Bulletin. The report of the Committee on Patent Law Legislation was adopted and the Committee discharged. The Budget of the Chairman and the Secretary-Treasurer of the Colorado Local Section for the balance of the present calendar year was accepted and an appropriation of $47.75 made to them. Upon the nomination of two members of the Committee on Honorary Members, backed by 13 members of the Institute who are not members of the Board of Directors, Dr. Frank Dawson Adams, of Canada, was unanimously elected an Honorary Member of the Institute. To date information is somewhat limited concerning the strength and bearing capacity of floor strata, which is of great importance where proper roof control is desired. If the bearing strength of strata is not known, the support may be excessively strong in relation to the support capacity of the floor, with the result that strong props sink into the floor strata, giving them dubious value as a roof support. The method described is used to determine how tests are made on dry rock to determine the required support area for the base of props or other structures which may rest on rock strata in mines. Relationships were established for the bearing capacity of rocks which were subjected to loads by means of bearing areas of various sizes ranging from 0.09 sq cm (.014 sq in.) to 700 sq cm (108.5 sq in.). This permits the evaluation of the bearing capacity of rocks by testing small areas for the de- termination of the capacity of larger areas.

THE oilfields in Illinois are located principally along the LaSalle anticline in the southeastern part of the state. The oil produced comes most largely from beds of Pennsylvanian and Mississippian age, but there is an increasing important production from deeper horizons, as will be noted under new development. The oil is largely of paraffin base, and has an average specific gravity of about 35° Baume. The rank of Illinois as an oil producer has dropped from third since 1913, when its production was exceeded only by that of California and Oklahoma, to eighth in 1923. This has been the result of failure to find new pools of considerable size to offset the declining production of the old wells and of the greatly increased production of some of the other states. The noteworthy features of petroleum production in Illinois during 1924 are: the low rate of decline for the state as a whole; the smaller percentage of dry holes; and the larger average initial yield of the new wells.

IN crushing and grinding the larger particles are more exposed to the work input. They absorb most of the work and protect the smaller neighboring particles from destructive contact with the crushing surfaces or grinding media. The importance of this exposure differential upon the reduction efficiency and product size distribution has long been recognized. Unfortunately, there has heretofore been no direct method of evaluating it, and such indirect methods as observing the slope of the plotted product size distribution line have been used as an indication. In this presentation the Third Theory of Comminution' has been used, together with the exponential formula for size distribution, to evaluate the ex- posure ratio and exposure constant and to illustrate examples of their utility in crushing and grinding applications. The exposure ratio Er varies from zero to unity. It is zero when the product particles are all of one size, and it is unity when the work input has been equally distributed among all particle sizes. It can readily be found from screen analyses plotted according to the Third Theory. The exposure constant K is derived from the reciprocal of the exposure ratio Er. It permits more consistent predictions of size distributions and evaluation of many factors concerned in size reduction operations. Oil was discovered in Nebraska on Nov. I, 1939, when the Pawnee Royalty Company's Boice No. I well, about 3 miles west of Falls City (NE 1/4 NE 1/4, sec. 18, T.r N., R.16 E., Richardson County) was drilled into the Hunton formation but the develop-ment of the area took place during 1940. After a pumping test lasting 18 days, the Boice well stopped producing and failed to qualify for the State bonus of $ 15,000 offered for the first oil well to produce go bbl. per day for 60 consecutive days. On May 9, 1940, the Pawnee Royalty Company's Bucholz No. I well was completed about M mile southeast of the discovery well and flowed at the rate of about 330 bbl. per day, easily meeting the State bonus requirements. In addition to the discovery well, which later was reconditioned, and the bonus well, 28 producers were drilled in the Falls City field during 1940. Of these wells, 23 are in sec. 20, two are in the northern part 'of sec. 29, two in the southwestern part of sec. 17 and three in the eastern part of sec.
