Several strip mine spoils are being examined to better understand their physical nature. The spoils were core drilled and each hole was logged using a nuclear geophysical tool to obtain bulk density data. Bulk density is an important property which provides insights into spoil porosity as well as other characteristics. The holes were drilled in spoils representing a variety of overburden removal methods, spoil ages, spoil depths, and area lithology. The relationship between bulk spoil density and mining method, spoil age, spoil depth, particle size, and lithotype is presented.

A novel method of reconditioning vertical rock openings which are on the verge of collapse has been developed, ant1 a world patent applied for, by LKAB, the Swedish iron ore mining company. Without anyone descending into the dangerous opening, workers can place concrete reinforcement in the unstable section using sand-filled canvas tubes which LKAR development engineers are calling "stockings." First application of the new technique was in several inclined ore pockets which form part of the underground crushing and loading station at LKAB's Kiirunavaara mine in Swedish Lapland. LKAB experience demonstrated that with other methods it took about three months to repair a pocket, and neighboring pockets had to be closed while repairs were underway. With the new stocking method, the work was completed in three weeks with no disruption of nearby activities. Production losses amounted to 10% over the three-week period, as opposed to 30% with other methods. The simplified technique could save millions of dollars in underground maintenance, according to LKAB.

A Frimary substitutional solid solution is a solution that has the same crystalline structure as the solvent metal, and in which solute atoms have replaced, solvent atoms at random on the host lattice. This replacement usually results in an increase in hardness as measured by conventional penetration tests. The factors controlling this hardness increase have been investigated in some detail for copper and silver alloys.1-5 It has been shown that at least four factors are involved: (1) concentration of solute, (2) row of the periodic table from which the solute is taken, (3) increase in lattice parameter of the solvent produced by the solute, and (4) work-hardening produced by penetration of the hardness indenter.2,4 The last factor is of the utmost importance. An investigation of the available data2,4 leads to the conclusion that the solutes that produce large hardness increases in copper or silver do so principally because they increase the rate of work-hardening. Furthermore, it is doubtful whether any solute produces appreciable hardening in the absence of plastic deformation and hence work-hardening. Thus it is clear that an understanding of the effect of solutes on rate of work-hardening is essential to an understanding of the hardness of solid solutions. This effect of solutes is also important in forming operations such as rolling or deep drawing. The presence of elements that confer rapid rates of work-hardening will increase power consumption and may well decrease the amount of deformation possible between anneals. This paper is the report of an investigation of the factors that control rates of work-hardening in copper and silver solid solutions. The silver and copper alloys considered are those in which all solutes are from the B subgroups or second short period of the periodic table. Experience with hardness, with structure of alloys, and with electrical conductivity has proved that results of a fundamental nature are most likely to be obtained if alloys are made up on the basis of the positions of the constituent elements in the periodic table. In previous work, Meyer analysis data on high-purity copper and silver solid solutions were obtained through careful measurements with fully calibrated equipment and these data were corrected to correspond to a standard grain size. From these corrected Meyer analysis data rates of work-hardening have now been calculated. The organization and purpose of the War Minerals Committee was explained in a special war notice in the-August Bulletin. The first work of this Committee is to secure and condense information as to the relative importance of different properties from the standpoint of domestic mineral production. When the possibilities of ore deposits are known, involving, in some cases, further examination through the voluntary services of, Engineers and Geologists, then the necessary policy required to stimulate such development can be determined. Proper recommendation has been and will be made to .the various agencies controlling the situation during the war. This will insure a complete presentation of the needs of the situation. Every legitimate effort will be made to stimulate the production of domestic minerals and to put the industries on a permanent basis. The following information forms indicate the type of information required by the Committee. The distribution of manganese and oxygen between molten iron and FeO-MnO-SiO2 slags not saturated with SiO2 has been determined and used to calculate activities of MnO and SiO2 in MnO-SiO2 slags. These were found to be intermediate between the corresponding activities in FeO-SiO2 and CaO-SiO2 slags. THE equilibrium constant for the reaction between molten iron containing manganese and slags containing FeO and MnO, namely: FeO(slag) + Mn = MnO (slag) + Fe(1iquid) is most conveniently represented by: (MnO) Kmn== (FeOHMn] [Fe] is omitted, since for dilute solutions of manganese in iron, afe is approximately constant. When activities are used for (MnO), (FeO) and [Mn], Kmn is a true equilibrium constant and will apply to all types of slags, but when weight percentages are used, the values obtained for Kmn for different slags vary considerably. The equilibrium between iron containing manganese and relatively pure FeO-MnO slags has been investigated by several workers;1-4 the most recent investigation reported is that of Chipman, Gero, and Winkler.4 Their results, corresponding to slags containing up to 4 pct SiO2, were represented by the equation: 6440 log KMn = +2.95 In this case both slag and metal may be assumed to be ideal solutions, therefore the values of Kmn so derived represent the true constant for the manganese reaction. As the molecular weights of MnO and FeO are almost equal, weight concentration of these oxides may also be used in the above expression. Acidic oxides such as SiO2 and P2O5 affect the activities of FeO and MnO differently, so that when total concentrations by weight of FeO and MnO are used in the above expression for Kmn the values obtained are no longer constant. These will be denoted by K'mn. Körber and Oelsen5 investigated the manganese reaction using silica-saturated iron-manganese-silicate slags and found: 7940 logK'mn =3.172 This corresponds to Kmn values much higher than those obtained for pure oxide slags. The results of Körber and Oelsen, and Chipman, Gero, and Winkler are summarized in Table I. In the present investigation it was decided to study the manganese reaction using iron-manganese-silicate slags not saturated with silica, and which fell mainly between the orthosilicate join 2FeO . SiO2 - 2MnO.SiO2 and the FeO-MnO side of the ternary system FeO-MnO-SiO2. It has been shown" that the phases present in solidified slags of this part of the diagram are (FeO, MnO) and (2Fe0.Si02, 2Mn0-SiO,) solid solutions. Such an investigation would be of interest in deoxidation and also gives information on activities in liquid slags. This equilibrium has not as yet been investigated successfully. Hilty and Crafts7 attempted to examine this reaction in a rotating crucible furnace, but were unable to obtain suitable slag samples. In the present investigation one series of experiments was carried out in a rotating crucible furnace, because the success of Taylor and Chipman8 with such a furnace in their study of oxygen distribution between molten iron and (CaO, MgO) — FeO-Si0, slags suggested that it would minimize contamination of the slag by the crucible material. A second series was carried out using a wire-wound resistance furnace. Rotating Crucible Furnace Experiments In all cases the metallic charge consisted of 800 to 1000 g Armco iron containing 0.02 pct C, 0.03 pct Mn, and traces of Si. Central Sweden's Grängesberg underground iron ore mine, which accounts for more than three million tons of pellet product annually, is experiencing a major changeover to continuous block-caving. The newly-adopted method, complete with a total revamping of mining equipment, will be fully operational by 1975. For the past 15 years, Sweden's Grängesberg mine has been mined using two different methods. Those ore thicknesses of 117 ft or greater (they comprise about 70% of the total area) are worked by block-caving techniques with cross-cutting carried out on each 195-ft working level, and loading at the foot wall on each 58-78-ft level. Sub-level caving is carried out in all ore sections less than 117 ft thick.

INTERNATIONAL ENGINEERING CONGRESS This Congress will be held under the auspices of five National Engineering Societies, of whi h the Institute is one. The sessions will be held in 11 sections and the proceedings will be published in 10 volumes of 500 pages each, of which Volume 8 will contain the papers and proceedings on Mining Engineering and Metallurgy. The membership fee of $5 will entitle the holder to the volume of General Proceedings and Index, and, in addition thereto, any other single volume chosen. Other volumes may be subscribed for according to a sliding scale depending upon the number of volumes taken. The Institute will have a meeting in San Francisco during 1915, and it is desirable for our members to join the International Engineering Congress at in early date in order that their support of the enterprise may be given in its early stages, when it is most needed.

SOME form of longwall mining is generally used in Continental Europe; also in Great Britain where the coal is weak and friable, or the coal bed provides material for pack walls and filling, or where the bottom is soft and squeezes up easily, or the roof is pliable, or the bed is thin and brushing provides building material, or the thick multiple seams are mined in layers, such as the 24-ft. seam at Weymss, Scotland or the 10-yd. pitching bed near Coventry, England. Pillar methods have been retained in British fields where the coal beds are from 5 to 9 ft. (1.5 to 2.7 m.) thick, and free from thick partings or binders or without draw slate, which would provide waste rock for pack walls, or where the roof is hard and requires shooting to bring down and also the bottom or floor is comparatively hard. The room-and-pillar system, by which probably 95 per cent., of the coal of the United States is produced, is now found in only a few mines in Wales, where it is known as the pillar. and .(single) stall method. The American room-and-pillar system is not equivalent to the bord-and-pillar or stoop-and-room system. The essential difference between the bord-and-pillar and the average American room-and-pillar system is probably due to natural conditions. The majority of the coal mines in the United States have a depth of less than 700 ft. (213.m.). The bulk of the coal mined in Europe comes from a depth of more than 1200, ft., while the deepest mines in Great Britain, Belgium, and France reach 3500 to 4000 ft. In deep workings wide spans are impracticable, even with the use of abundant timber; accordingly, as the mines in the United States become deeper the rooms will become narrower and the pillars thicker, and the bulk of the coal will be extracted on the retreat. It is generally conceded, without reference to the cost of production, that the larger the pillars left on the first mining, the more thoroughly can the, coal be extracted. THE Workmen's Compensation Act of Ontario was passed in 1915 and Miners' Phthisis was added to the list of compensable industrial diseases in 1916. Under this provision of the Act only about two cases were compensated per year. In 1924, The Department of Public Health made a survey of miners in the four principal camps-Sudbury, Porcupine, Kirkland Lake and Cobalt-and the survey indicated that an alarming proportion of the men exposed to dust had silicosis in one or other of its several stages. A number of conferences were held between representatives of the Department of Mines, the Department of Public Health, the Compensa-tion Board and the mine operators. The operators were advised that in the earliest stages of silicosis there was no physical disability and if men in that stage were removed froni underground there would be little danger of permanent disability. They were further advised that if active steps were taken at once to compensate men that had some real disability and remove from the mines men in the early stages of silicosis, the first cost would be the greatest and thereafter their liability should decrease. As a result of this advice, and having at that time no reason to doubt the findings of the survey, the operators agreed to do all that was asked of them and cooperate with the Government in the steps believed neces-sary to meet the situation, and to provide compensation for the men affected.

Three Fe-18 pet Ni-base ternary alloys cortaining carbon, molybdenum, or cobalt were aged to pgroduce hardening by carbides, Ni3Mo, or ordering, respectively. Each alloy was tested in rotating-beam fatigue tests after hardening to 195 ksi ultim.ate tensile strength. The fatigue properties of three alloys soere essentially identical. The results suggest that tlze fatigae strength of an igron-base alloy should depend primarily upon the tensile strength, and not iipon the hardening mecaanisrn. THE fatigue strengths of many steels have been found to be directly related to their ultimate tensile strengths. For ultimate strengths below 200 ksi, the fatigue endurance limit at 107 to 10' cycles is approximately half the ultimate strength. Essen- tially all of the steels that have been tested, however, have been hardened by carbon. Thus it is not certain whether the relationship between fatigue and ultimate strengths is a general one that applies for other types of hardening in steels, or whether it applies only for the particular method of hardening by carbon. The recent developments of the martensitic precipitation-hardened stainless steels and the marag-ing steels have shown that it is possible to achieve high strengths in iron-base alloys by other hardening mechanisms than that due to carbon. Therefore, it is now possible to compare the fatigue properties of several iron alloys having the same ultimate strengths but hardened by different mechanisms. For the present study a binary Fe-18 pct Ni martensite was selected as a base material. This particular matrix composition has been found to have deformation characteristics very similar to pure iron.' Mineral Industries education as an entity, again and again has sought recognition, always to be turned aside or ignored.1 The incident mentioned in Lost Chapter was only the first of a series of disappointments. The Land-Grant Act is camouflaged here and there in the name of progressive education. A new interpretation may be in the best interests of society in so far as the goose is not killed that lays the golden egg. The primary objective of the act is still "agriculture and mechanic arts" but mechanic arts is not alone mechanical arts or engineering. Mechanic arts was used in a broad sense as a symbol of creative effort in locating and winning the fundamentals of existence - plants, animals, and minerals - from Mother Earth, their primary processing and treatment into foodstuffs and raw materials of industry, their manufacture into useful articles of commerce, and, last, their distribution and utilization. Significantly the great agricultural industry is now at least half mechanic arts. The Association of Land-Grant Colleges and Universities has neglected the mineral kingdom shamefully. The Association embraces Divisions of Agriculture, Arts and Sciences, Engineering, Home Economics, and Veterinary Medicine but has no division relating to the mineral industries.

THERE has been a running discussion over the-past several years with respect to the life and adequacy of our natural gas reserves.. Some of the experts agree on one phase of the subject at least--that eventually it will be necessary to augment deliveries of natural gas in the northern markets by the development of a more or less comparable synthetic gas made from coal. The purpose of this paper is to point out: 1. It may be later than a good many people think-the demand for additional domestic and commercial pipeline gas in at least one section of the North will probably be felt rather keenly before an adequate synthetic pipeline-gas project, developed on economic lines, could be completed, even if ' initiated in the near future. 2. The evidence is considerable that such a project would be technically sound and economically self-supporting, although the margin of profit at first might be so small and the magnitude of an economic enterprise so great that financing would be impossible without Government aid in some form or other. The part of the country referred to is the heavily populated section in the northeast of the United States. To simplify an examination of the situation, let us take the potential marketing areas within range to the north and east of the three pipelines: 1. Tennessee Gas Transmission Co. as it enters Erie County, New York state. 2. Texas Eastern Transmission Corporation just before the tap that supplies the general Philadelphia area. 3. Transcontinental G& Pipe Line Corporation as it enters the state of New Jersey The sources of gas for these three pipelines are in Texas and Louisiana. The ultimate maximum combined capacity of the three lines at the points stated is approximately 1,200,000,000 cu ft per 24 hr at the maximum load factor probable of attainment in normal operation. The areas supplied by the three lines north and east of the points stated, or assumed as eventual markets, are: 1. Central New York state, from Buffalo to Albany (both inclusive).

The members of the Institute have probably seen in the daily papers notices of the plans of the Secretary of the Navy to. form an Advisory Board to assist the Government to make available the latest inventive genius of the country. Secretary Daniels has appointed Mr. Thomas A. Edison Chairman of this Advisory Board and has officially invited the Institute to secure the selection of two of its members to serve. on this Board. The Secretary in his letter states: "I feel that the work your Institute has done has been such as to give it the right to be in a way officially represented, and the Navy Department desires in this way to testify to its own appreciation of the splendid work for our country that your Institute has done. I have the emphatic approval of Mr. Edison, and he agrees entirely with me that your Institute should he represented in this way and that no better method of getting the kind of men we need could be devised." The invitation of the Secretary of the Navy has been officially accepted and steps have been taken to nominate the two members. Since the Constitution provides for no meeting of the Board of Directors until September, and as Secretary Daniels urged early action, the matter was discussed at a special meeting of the Executive Committee of the Institute, at which were present as many members of the Board of Directors as were in New York City at the time. Invitations were also extended to other members of the Institute who happened to be in the vicinity. At this meeting it was decided to submit the matter by a special letter-ballot to the Board of Directors and in doing so to suggest or nominate five members of the Institute, accompanying this nomination with the statement that the Directors might vote for two of the members so nominated or for any other members of the Institute not so nominated. It was voted at this meeting that it. was the sense of those present that in view of the fact that this committee was an advisory one the type of men to be chosen should be men of administrative or executive ability, cap-

Drilling for oil in the eastern producing states was fairly active during the first part of 1931, although less so than in 1930. With low prices development declined during the year, until the low prices of the summer resulted in an almost complete shut-down of drilling. This coincided with the action of the Conservation Board of the Pennsylvania Crude Oil Producers Assn, in limiting pipe line runs to 50 per cent of the 1930 normal for the Bradford district and upper country, and to 70 per cent for the balance of the region. Not only was new drilling halted but in many cases oil-producing properties were shut in. In November crude prices were partly restored, and all oil offered was being taken except in the Bradford district which was restricted to 80 per cent of the 1930 normal. During the latter part of the year drilling was being resumed on a moderate scale, and new production indicated a resumption of the proration order. The interest in gas development which has been under way for several years, maintained its supremacy over the search for oil in 1931. New reserves of importance were developed during the year in the Western Kentucky Coal Basin, in the Eastern Kentucky shale gas territory, in Stark County, Ohio, as well as the Oriskany sand development in northern Pennsylvania and central New York. A gas line was completed to the Eastern Seaboard serving Washington and Baltimore, and other lines were under construction designed to serve portions of the territory not hitherto supplied with natural gas. The low price of fuel oil at seaboard is understood to be the deterrent factor against further extension of natural gas lines to these markets at present. The development of these new reserves, as well as those developed by intensive drilling in old areas, resulted in the building up of large potential gas production and a lowering of rates paid to the producer. This, coupled with the country-wide tendency to lower the consumer rates of all public utilities, resulted in a general threat to reopen rate cases before various state commissions.
