The Department of the Interior used to be a quiet, noncontroversial, almost boring agency. It, after all is the fifth oldest of the Departments, and as an old line Federal agency it has studiously performed its preservation and resource management functions in a caretaker mode--though some would say more "undertaker" than "caretaker"--locking up the body and soul of America piece-by-piece. Yes, quiet, serene. That is until Jim Watt showed up. And we have all seen that version of Mt. Vesuvius which resulted--only it was the environmentalists who blew their tops. Ronald Reagan chose Jim Watt as Secretary of this fine old agency to prove that one-third of our Nation's land and over a billion acres on the Outer Continental Shelf can work for this Nation. At the foundation of President Reagan's charge to Secretary Watt is a belief in the tenets of the free enterprise system, and in the individual freedoms upon which this country was founded. There are those who don't share this belief in democracy and free enterprise, and those who believe this 205 year experiment called the United States of America will fail. Nikita Krushchev said "we will bury you"--obviously he didn't agree with our system. An Italian sociologist, Franco Ferrorotti, said bureaucratic stagnation will kill capitalism. Certainly we have all felt the ravages of bloated bureaucracies. Perhaps one indicator in the United States is the Federal Register, that daily compilation of Government's largesse. In 1970, 20,000 pages of the Federal Register were published. A decade later, in 1980, that volume had quadrupled to 80,000 pages. The Federal bureaucracy can stagnate from excessive budgets as well. The Interior Department spent $60 million on administering Federal coal leasing in 1981. That's nearly two bits a ton for every ton of coal leased in 1981. You wouldn't stay in business very long if your administrative overhead on inventory was that outrageous. But the pessimism of our critics is apparent from more than red tape and bloated budgets. For decades America has been fasting--consuming too little of America's wealth of minerals, subsisting instead on a diet heavily reliant upon mid-east oil, with little emphasis or concern for inventorying and developing domestic energy and mineral resources. Economics--yes. But short-term, short-sighted economics. Excessively dependent upon foreign imports, of oil, cobalt, chrome and other strategic minerals, the U.S. measures its time before another embargo--or fallen Shah, or Soviet manipulation, or Saudi shift, or, as we witnessed in Egypt, assassination--an untimely loss to mankind and efforts to bring peace to the troubled mid-east. These disruptions, in addition to their tragic human tolls, impair the free world's security. Huge chunks of the United States have been locked away in dozens of single land use categories in the name of conservation, with only the foggiest idea of what resources might be denied the American people-and this at a time of unacceptable levels of energy and strategic mineral imports. More than half and perhaps two-thirds of all Government-owned lands are totally withdrawn from or severely restricted to development under the mining and leasing laws. We must continue to rid Government of the overly zealous restraints which have been keeping us from drawing upon that which can help restore our economy and national security. When we assumed responsibility, the United States was dependent on foreign sources for about 40 percent of its oil. In 1981, our oil import bill was approximately $83 billion--nearly 17 times what it was in 1972. Our reliance on foreign sources for essential minerals is even more disturbing. We must look to other countries--some unfriendly, some unstable--for 22 of 36 strategically critical minerals. Yet the energy resources on federal lands which are owned by the American people could meet our needs for centuries if properly managed. Eighty-five percent of the crude oil yet to be discovered in America is likely to come from public lands, as will 40 percent of the natural gas, 35 percent of the coal, 80 percent of the oil shale, nearly all of the tar sands, and substantial portions of uranium and geothermal energy. Our vast hardrock-mineral wealth includes untapped deposits of essential elements we now import, such as chromium, copper, platinum, and cobalt. The obvious question is, if these abundant resources can help to revitalize our economic strength and to preserve our national security, why aren't we using them to better advantage? To a large extent, the answer can be found in past decisions to restrict public access to the federal estate, thus deferring to us or our successors the tough decisions that flow from Congress' mandate to provide for environmentally responsible development of America's energy and mineral treasures. Here is the legacy this Administration inherited: In January 1981, 7 years after the onset of the Mideast oil embargo: ---Less than 15 percent of federal onshore lands were under lease for oil and gas development; ---No oil and gas leases had been issued in Alaska for 15 years;

The object of this paper is to reduce to the simplest possiblc discussion the recent developments in refinery technology without resorting to detailed technical descriptions of the various items. During the year 1929, the most noteworthy tendencies have been towards the installation of more flexible plants, more unified operations, more balanced performance and greater fuel economy. In no other year in the history of petroleum refining has the industry witnessed to as great a degree the crystallization of so rnany developments in almost every phase of the art. Economic pressure has been the controlling factor, supplemented however by a market demand for more volatile anti-knock gasoline and higher quality of lubricating oils, resulting from the extended use of high-compression motors. Catalytic Hydrogenation Possibly the outstanding achievement during the year has been the beginning of construction of plants by the Standard Oil Co. of New Jersey for the catalytic hydrogenation of the so-called heavier and inferior petroleum oils to produce therefrom not only high yields of anti-knock gasoline, but also lubricating oils equal in quality to the best grades obtainable. It is reported that the plants will operate at a pressure of 4000 lb. or higher and temperatures in excess of 900" F. will be used. The hydrogen required for the conversion will be produced from refinery gases. This type of processing will doubtless be an important factor in balancing future operations; in other words, it can be used to eliminate present waste products and permit production of high-grade products from low-grade crude. Improvements in Lubricating Oils Another important development during the past year has been the extended use of vacuum stills, making possible the production of lubricating oils from what was formerly classed as "fuel-oil crude," or crude from

This report covers a study of three different methods for drying ultrafine coals by sound waves. Ultrafine material is classified as coal which passes through a 100-mesh sieve. During the investigations, it was found that the addition of acoustic radiation to the drying of ultrafine coal is effective in increasing the rate of drying; the effect of acoustic radiation to improve drying decreases with an increase in the temperature of the system; the drying rate increased 10-40% when acoustic radiation was introduced into a rotary kiln but was dependent upon the environmental conditions; the application of vertical vibrations to multi-tiered drying screens increased the rate of moisture removal ten times over that obtained in the rotary kiln; the formation of coal balls in any of the drier systems retards the rate of drying; the higher the initial moisture content of the coal the greater the amount of coal balls formed.

Development: Iron Ore In Peru Utah Construction Co., of San Francisco and a Peruvian Government corporation have signed an agreement for development of a large iron orebody in Peru. Most tests show 60 pct iron or better. Most of the ore is magnetite. Although ore will be shipped mainly to Eastern U. S. blast furnaces, shipments to the West Coast may develop as the orebody opens up. The construction firm indicated three American steel companies have shown interest in the project. The orebody is located 300 miles south of Lima and about 15 miles from the coast at the same longitude as New York City. Allen D. Christensen, executive vice-president of Utah Construction noted that the distance is shorter between Peru and the East Coast. The ore deposit measures about four to five miles in one direction and 10 miles in the other. As many as 15 outcroppings within these limits have been reported. Several of the outcroppings are thousands of feet long by several hundred feet wide, Christensen said. Shipments between 100,000 and 200,000 tons of ore per month are projected by the company. Cost of opening the mine to production may go over $5 million, Christensen said. It would include building of docks for ocean going vessels, housing, and heavy duty mining and processing equipment. The contract with the Peruvian government gives Utah Construction six to eight months for additional tests and a 20 year concession for mining the orebody. Peru will collect royalties on all ore. The company will also supply about 300,000 tons per year for an electric furnace to be installed by the Peruvian Government at Chimbote. No steel is produced in Peru now. Utah Construction formed the Argonaut Mining Co. last year, and was shipping iron ore from British Columbia to Japan at a rate of more than 50,000 tons a month, before winter weather decreased operations.

A present the colleges and universities are struggling to meet the responsibilities placed upon them by the return of the veterans from the armed forces to the educational institutions as well as the youth graduating from the high schools. The problems of meeting these responsibilities are complex and upon the shoulders of the educational administrators lies much of the burden. One of those educators who is in the midst of this situation is James Rowland Cudworth, dean of the College of Engineering of the University of Alabama and Chairman of the Mineral Industry Education Division, AIME, both for 1946 and 1947. He was born at Norwich, Conn., on Sept. 23, 1897, and like his father before him went to the Massachusetts Institute of Technology where he received his Bachelor's degree in 1921. His studies at MIT were mainly in the fields of geological and mining engineering. Why a New Englander studies mining is anybody's guess, but it may be due to a love of traveling to far places which so many New Englanders do. After graduating tinder the famed Waldemar Lindgren. Jim trekked to Mexico where he worked at Pachuca for the Cia. Real del Monte and at Charcas with the American Smelting and Refining Co.

DIFFUSION considerations are necessary to describe many technologically important metallurgical and physical processes. Since most commercially important alloys are comprised of more than two components, diffusion calculations applicable to binary systems are often unjustified. However, in many instances the more general equations valid for three-component systems may be employed. The phenom-enological description of ternary diffusion is now well-established,1-4 and the theory has been applied with some success to a few practical situations.5"7 The flux equations for the solutes (components 1 and 2) of a ternary solution may be expressed by:

Recently we read a short article which stated that Marcona Corp. was studying the use of 25,000-hp autogenous grinding mills for an iron ore project in Alaska. As if that weren't enough, they were going to dispense with the primary crusher and feed run-of-mine ore to the grinding mills which were to be driven by wrap-around seven-cycle motors. We see also that Bougainville Copper Co. will be grinding 90,000 tpd of ore in only eight 4250- hp ball mills. At Bougainville too, their float section will be the first large one to be completely equipped with the new 350-cu ft flotation cells. After a half century of relatively peaceful growth in the minerals industry, we are now seeing almost exponential advances in both equipment and plant size. At the same time, we are seeing a constant blending of hydro and pyrometallurgical techniques and processes into minerals beneficiation until the sample grind-'em-up-and-concentrate-'em plant is becoming a rarity.

Between two and three years ago, in response to an unmistakable and insistent demand, the four Founder Societies appointed Committees on "Aims and Organization," or on "Development," charged with reporting on the internal organization and the external (non-professional) ac-tivities of the engineers societies and to advise as to coöperations and coordination. Each of these committees formulated a report, recognizing that effi-ciency in external activities could only be attained by intimate coopera-tion between the four Societies. As a consequence, each of the Founder Societies was requested to appoint members of a Joint Conference Committee, charged with discussing the situation and evolving if possible a plan of cooperation in external activities which would coordinate not only the efforts of the four Founder Societies but also other national technical and scientific societies, as well as local engineering and profes-sional associations, groups or clubs. The Joint Conference Committee entered on its task with enthusiasm, and after great labor evolved the outline and many of the details of plan for engineering cooperation in public and inter-society activities. This report has now been submitted to the Boards of the Four Founder Societies, and has been ordered printed by our Board for the information of our members.

A method is shown for the study of the creep rate dependence of metals on the applied stress under the condition of constant structure. The method was applied to pure aluminum and to dilute solid solution alloys of magnesium, copper, germanium, zinc, and silver in aluminum. A linear relationship was found to exist between the true stress and the logarithm of the creep rate. ALTHOUGH extensive creep data are now avail-Aable, the fundamentals of the creep phenomena are as yet only vaguely understood. Many attempts have been made to formulate theories for creep. Eut their agreement with fact has been disappointing. It appears that merely pyramiding more of the same type of data that is now available will not provide the essential aid toward formulating a better understanding of the complicated process of creep. Perhaps attempts to construct better models for the mechanism of creep might have to be tentatively abandoned until new types of definitive creep data are uncovered. The question therefore arises regarding what type of data might be needed to provide the essential knowledge for formulating better and more realistic theories of creep. Perhaps one source of the failure to uncover an adequate theory arises from the fact that practically all theories for creep and nearly all analyses of experimental data on creep disregard the well-known fact that the structure of metals changes during creep. For example, it is customary in evaluating the effect of stress on the creep rate to correlate the secondary creep rate with the applied stress. But, as has been demonstrated recently,' the structures obtained during secondary creep tend to exhibit deformation banding at high stresses and polygoniza- tion at the lower stresses. Consequently the stress-secondary creep rate relationships found in this way are not fundamental, inasmuch as they reveal not only the effect of stress but also the effect of differences in structure on the secondary creep rates. It is the purpose of the study reported here to isolate the effect of stress alone on the creep rate in an attempt to provide new data for possible formulation of a better theory of creep. In addition an attempt will also be made to ascertain how structure, temperature, and alloying might affect the stress-creep rate relationship. The procedure that was adopted was simple: A specimen was precrept at a given engineering stress U, (initial engineering stress during creep under constant load, namely the load divided by the initial area of the specimen) and temperature T to a selected engineering strain, e (engineering strain, namely, the instantaneous gage length minus the initial gage length divided by the initial gage length), at which time the true stress was reduced to some lower value of the true stress, ^ (the true instantaneous stress, namely, the load divided by the instantaneous area). The instantaneous true creep rate, i, (the true strain rate; with E, the true strain, namely, the natural logarithm of the instantaneous over the initial gage length) following reduction of the true stress to U, was then determined. Second, third, etc., tests were conducted under identical conditions except the stress was reduced to yet lower values, us, u,, yielding yet lower instantaneous creep rates, ;, and i,. Inasmuch as the precreep conditions were identical in each series of tests, the instantaneous structures obtained immediately after reducing the stress were presumed to be identical.

The influence of deoxidation practice, prior thermal history, and aging time and temperature on the strain-aging behavior of low-carbon open-hearth steels was investigated. The criterion of aging employed was the increase in yield strength in the tensile test, after straining and aging. Composition, prior heat treatment, and aging conditions were all found to be important in governing the strain-aging characteristics of these steels. THAT deoxidation changes the strain-aging propensities of low-carbon steels has been known for a long time, but there has been little agreement, and even contradiction, between results obtained by different investigators and between results obtained in the laboratory and in the mill. This investigation was begun in the hope that some of the uncertainties connected with the strain aging of commercial steels could be eliminated. In considering this problem, it was necessary to define strain aging and to examine the methods used to measure this property. Strain aging can be defined as the changes in properties of a metal or alloy with time, after cold working. The rate at which these changes occur increases as the temperature is raised above atmospheric. The requisite plastic strain is the principal distinction between strain aging and quench aging, the latter being due to precipitation from supersaturated solid solution. Strain aging is also characterized by rapid attainment of maximum hardness at high aging temperatures and lack of softening (overaging) at low aging temperatures. Several possible criteria of strain aging have been listed by Sachsl and by Davenport and Bain.' Because changes in mechanical properties are the most easily measured and the most commonly used, consideration of methods to be used in this investigation was confined to three tests: tensile, notch-impact, and hardness. Hardness tests are the most economical and easiest to perform, but produce only one measure of strain aging. Also, as pointed out by Felmly, Hartbower, and Pellini,³ hardness changes due to aging are not pronounced for steels containing more than 0.15 pct C. Notch-impact tests require careful preparation of large numbers of specimens. Above and below the transition temperature the test lacks sensitivity; furthermore, it is extremely difficult to impart a uniform strain to the specimens, followed quickly by aging and final testing; machining must generally take place after straining. For these reasons, the tensile test was selected for use. Although this test requires a considerable expenditure of time, labor, and money in preparation of the specimens and performance of the test, more information can be gained than from any other single mechanical test, information which includes upper and lower yield points, yield-point elongation, tensile strength, strain-hardening exponent, reduction of area, and elongation. Low and Gensamer' and Schwartzbart and Low5 lso used the tensile test, taking the increase in flow stress after straining in tension and aging as a measure of strain aging. IN both Sweden and England rapid progress is being made in metallurgical development, and the steel industry in both countries is distinctly on the mend. There has been some industrial trouble in Sweden in the iron mines and the wood pulp mills, but at the same time all the steel works have a sufficient stock of pig iron and ore to continue their operations for many months to come. Consequently the strike, unless long protracted, will not affect the output of steel in Sweden. Several of the steel manufacturers in Sweden, most notably Forsbacka and Sandviken, have been very suc-cessful recently in securing large orders, particularly from the continent, for ball-bearing steel, both hollow and solid. Whereas some years ago they ran into-se-rious competition with the German mills, the quality of the steel from these Swedish mills is such that they are now firmly established, and are selling some of the lead-ing manufacturers of bearings on the Continent, as well as automobile manufacturers. The secret of their success seems to lie in a better selection of ores, in more careful control of blast-fur-nace operations and better equipment. Rule of thumb in steel making is taboo, and strict reliance is placed on the laboratory. They are constantly experimenting, and metallurgists and chemists are sent to different countries for study and investigation. In their native ores they have, of course, a unique advantage in pos-sessing iron ores extraordinarily free from phosphorus. At Forsbacka, they are not content with the ordinary chemical analysis of the ingot; but also test the physical properties, as well as make metallographic investiga-tions for slag inclusions, segregations and oxides. In both England and Sweden they watch the nitrogen con-tent of the steel very carefully, a feature which does not appear in the ordinary analysis. In testing carbon, they do not use the color test, but employ an electric .induction device.

THE year 1937 started off most hopefully for the metal industry but the prices for nonferrous metals declined after reaching a peak in the first quarter. E. & M. J. average prices for March were: -electrolytic copper f.o.b. refinery for domestic delivery 15.775c., lead 7.19c., and zinc 7.38c. There was the usual talk of shortages and the accompanying peak in the market prices of securities of producing companies. In retrospect it now appears that this was the peak of general security prices as well and of most commodity prices. On Dec. 1 copper was back to 11c., lead to 5c., and zinc to 5.5c. At the same time metal security prices had fallen to less than 40 per cent of their March highs. This has not been a purely domestic phenomenon. Metal prices have followed a similar course in London, in spite of the fact that in all three metals a tariff wall separates the domestic market from the foreign. There is nothing in the record to suggest that planning has so far had any stabilizing effect on prices. It is doubtful whether anybody will he found to claim credit for the planning. Strong evidence supports the conclusion that domestic demand for these and the other metals has been dammed back by the uncertainties confronting those who are considering long term construction commitments. This is particularly true with the public utilities, who are the largest consumers of copper and lead. If the plans were designed to maintain employment rather than to maintain political control of the Government, it would appear that they should be discarded. The course of the steel industry has been followed so closely in the press that no comment is necessary to indicate its similarity.

DuRing the year of 1937, the East Texas district produced 211,194,467 hbl. of oil and marketed more than 22,329 million cu. ft. of gas; 3377 oil and gas wells were completed. During this same period 106 exploratory wells were drilled, discovering three new oil fields and one gas-distillate field. Fields East Texas Field.—The East Texas field again led the district as to production and number of wells completed. During the year, 2420 oil wells were completed, making a total of 24,382 producing wells, which produced 171,336,854 bbl. of oil, for a total of 1,156,352,834 bbl. since the beginning. During the year the average bottom-hole pressure dropped 49 lb., making the average bottom-hole pressure 1119 lb. Approximately 3500 wells are making salt water, 20 per cent of them making over 80 per cent of the water. During the month of December, the daily average production of salt water was 119,000 barrels. Talco Field, Titus and Franklin Counties.—The Talco field produced 9,780,948 bbl. of oil during the year, from 637 wells. During the year 472 wells were completed. All of the wells are pumping and 241 are making salt water. This field has followed a normal development and did not exceed the estimated number of acres reported last year. Rodessa Field, Cuss and Marion Counties.—The Rodessa field was extended about 13 miles southwest into Marion County, which added approximately 4000 acres to the field. During the year 260 wells were completed, making a total of 416 producing wells, which produced 12,646,-970 bbl. of oil. The author was unable to obtain figures for the amount of gas produced. The field has two gasoline plants, which had a daily average of 16,558,000 cu. ft. of gas during December, averaging 0.83 gal. per M cu. ft. As of Jan. 1, 31 wells were making salt water. Exploration targets and results in the mining industry are commonly summarized in terms of tonnage and grade. Business appraisals require, as additional information, the expected profit or loss implied by the physical summary. The early incorporation of knowledge gained through financial analysis computations can provide a means for economically resolving many common exploration and development problems. Examples of such applications from the activities of exploration planning, reconnaissance, land acquisition and develoment planning follow. While prospecting for mineral deposits, geologists are frequently asked what they have found or hope to find. The response is usually descriptive, such as: "50 million tons of 1% copper," and the economic implications are deferred until a capital investment decision is required. At that time a financial analysis integrating the four analysis components-tonnage and average grade above cutoff grade, capital and operating costs, product value, appropriate profit or loss accounting-are completed.

The Nominating Committee for Institute Officers in 1953, John R. Suman, chairman, completed its work at the Annual Meeting in February, and has made its report to the Board of Directors. EDUCATION is a business; and, if the consumer is satisfied with the product, no one has any grounds for complaint. "Pretty well satisfied" about slims up the attitude of the mining industry toward the young graduates presently entering the field. Yet, with amazing regularity the controversy over the five-year curriculum recurs in educational circles. The educational mills grind out their products, some higher grade than others, depending on individual proclivity. The cycle continues almost without interruption. Arthur Taggart, however, takes his bowie knife to some of the sturdiest limbs of the tree of knowledge in his article on engineering education on page 770 of this issue. As all who know him might suspect, the pruning is not restrained. With one swing of the knife, such practically-labeled courses as Mine Design are stricken from the tree and transplanted to the field of Graduate Education. Emphasis on the basic sciences and the study of man through courses in history, economics, and literature are recommended to constitute an undergraduate curriculum. Such courses show the least depreciation and therefore give the student the most for his money. Partial justification for this dramatic departure from tradition is explained by the increasing number of companies giving training courses. Why make the student pay for what he can get paid for learning after graduation, the author argues. Other leading educators espouse this doctrine. Dean S. C. Hollister of Cornell, for the Committee on Adequacy and Standards of Engineering Education, recommended to ECPD in 1951 that emphasis be placed on the basic sciences. "Sifting back through the curriculum, it seems clear that instruction in the basic sciences, if taught in a manner such that knowledge of them makes available working tools, contributes the most sustaining part of the curriculum", reported the committee. Note that he would utilize practical problems from the fields of engineering in teaching the sciences. In our opinion the important thing to learn in college is how to think the engineering approach. Recitation on traditional solutions of classic problems sharpens the memory, not the ingenuity of the student. The engineering schools of the nation recognize the advantage of great emphasis on fundamentals, and the inclusion of cultural courses in the curriculum. However, industry presently requires graduates to have a substantial knowledge of the tools of the trade upon graduation. This means that the colleges are forced to pare to the bone to encompass the required studies in the time allotted. In addition, there is the limitation of student money. College educators also claim that entering freshmen are often improperly prepared in such subjects as writing and mathematics. These considerations make it difficult for the critic of the engineering graduate to make any headway with the educators. Actually with the mounting problems imposed by lower grade and more complex ores, a new breed of engineers is needed. The impetus for this new product must come from industry. If there was a concerted effort from industry for an improved type of engineer, the colleges would modify their aims to meet the demand for the kind of individual desired.
