ENGINEERING COUNCIL has passed, not out, but upward! Therefore, its recent wake was conducted by itself as a joyful occasion somewhat in advance of its official demise. Council held its last meeting in Washington, Dec. 16, 1920. Business was transacted with dignified gravity in the forenoon. During the afternoon calls were made upon the chiefs of technical bureaus of the Government: the Chief of Engineers, U. S. Army; Chief of Yards and Docks of the Navy Department; Director of U. S. Reclamation Service; Director of U. S. Geological Survey; Director of Bureau of Mines. The Council pronounced them, each and all, able men and true. But what of the evening? Well, there was a dinner at the Washington Hotel. Twenty-six men gathered around a flower-strewn table-not a casket. As guests, there graced the festive board the hosts of the afternoon calls, and a number of members of the new American Engineering Council. The body about to be apotheosized-otherwise known as Engineering Council-was both jocular and reminiscent. Rewards were bestowed and appreciations expressed. To the man who had for three long years borne the burden of chairmanship and whose financial recklessness made possible the Washington office and the movement for a National Public Works Department, the following "note," duly engrossed and signed, was given, accompanied by "The Song of the Council Crew."

"WELFARE…Welfare endeavor in connection with both the metal and the coal mines of Utah has shown gratifying progress during recent years and both the operators and their employees are deserving of much credit for the efforts put forth to better living, working, educational and receational conditions in most of the mining camps of the state.In the older metal mining camps of Utah, where the towns are incorporated and independent of the mining properties operating in the vicinity, less opportunity is pre¬sented for the companies to exercise efforts looking towards improved welfare conditions than is the case of camps located on company ground and under the full control of operators.Even in such camps, however, as illustrated in Bingham, the companies can do much to better welfare conditions. In this camp the Utah Copper Company has spent $800,000 since 1 920 in the erection of modern brick cottages, apartment houses and the Gemmell Memorial Club. The cottages and apartments have every convenience to be found in up-to-date city homes. The Gemmell Memorial Club, erected and equipped at a cost of $1 75,000, was provided by the company for the benefit of the Utah Copper Company employees living in the canyon and has been made the recreational center for the camp."

It is almost exactly seven years since the last previous meeting of the Institute in this city. In a paper on " Pittsburgh, its Resources and Sorroundings," read at that meeting, I showed that Allegheny County had produced in 1878, " one-twelfth of all the pig-iron,.... two-ninths of all the rolled iron (except rails), over one-eighth of all the Bessemer and open-hearth steel, two-thirds of all the crucible blister and puddled steel, one-fourth of all the glass, one-eighth of all the coal, and one-sixth of all the pig-lead produced in the United States;" and the object of this paper is to show that, great as the record then was, it has been greatly surpassed since.* Population. In my former paper I expressed the opinion that the census of 1880 would show the population of Allegheny County to be in excess of 300,000. The census report made it 355,869. The Liberty tunnels extend through a very steep hill in Pittsburgh (locally called Mount Washington) for a distance of slightly over a mile. The two tunnels parallel each other and are 59 ft. apart, center to center (Fig. 1) They are for vehicular traffic, and in each there is ample space for two lines of vehicles. Northbound traffic, toward downtown Pitts- burgh, is confined to the east tunnel and southbound traffic to the west tunnel. The South Hills residential district is separated from downtown Pittsburgh by Mount Washington, a steeply rising escarpment south of and adjacent to the Monongahela River. IT is proposed to give, first, a description of the works ; second, a report of the first six months of the present blast; and third, such improvements as have been suggested by the practical working. The site selected for this furnace was, at the time of commencing work, October, 1872, entirely covered by the navigable waters of Lake Champlain. A coffer-dam was first built of cribs of round timber filled with stone, forming three sides, while the shore answered for the fourth. Considerable excavating was done with a steam-dredge, a hole being left for it to pass out. The opening was then built up, and the cribbing banked up with blue clay from the bottom of the lake, to render it water-tight and the dam pumped out; the remainder of the excavating being done by hand. All of the foundations, with the exception of the elevator-tower, and fifteen feet of the east side of hot blast, rest on the Potsdam sandstone, which forms the shore line, dipping into the lake at an angle of fifteen degrees. BUTANE OPERATED drilling rigs are a recent innovation in the petroleum industry, so extensive data on their operation are not available. However, experience indicates that, within limitations, as much can he accomplished with butane as with steam, at a decided reduction .in expense of installation and cost of operation. Commercial butane is a liquid motor fuel similar to gasoline, but much more volatile, so that it has to be stored under pressure. At 10° F. it is liquid at atmospheric pressure, but at 100° it has a pressure of 70 lb. or more. As soon as the pressure is reduced, it turns to vapor and in that state is far more easily mixed with the air necessary for combustion. Butane occurs as a by-product in the absorption process of natural gasoline extraction from casing-head gas. The product has been used to some extent 10 raise the octane value of gasoline. However, because of its volatile nature, such admixture is stable only to a limited degree. Attempts also have been made to introduce the product in a gaseous form into oil- hearing formations in repressuring work. It has, however, until recently, for the most part been wasted.

The article unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that kriging (linear kriging) is superior to other methods such as polygon. This is not the case. The deterministic methods (referring to polygon, ID, IDS, etc.) should not be compared with the statistical methods (linear kriging, disjunctive kriging, etc.) because they differ not only in their assumptions, but also their tools used in estimation. Thus, they give different results. By comparing the results of deterministic methods and linear kriging, the authors conclude that polygon, IDS, and linear kriging give an average thickness close to the value obtained from realizations. Besides, they argue that linear kriging gives less variance than the others [(fig. 2)]. The first conclusion is expected, due to the well-known central limit theorem. The second is the result of the statistical properties of different estimators. Thus, the comparison presented in the paper is rather meaningless because the authors have failed to follow basic statistical procedures. The numerical results of different approaches to an estimation problem cannot be generalized. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

In 1972, coal mine productivity was in steady decline and labor and maintenance costs were spiralling upward. Yet, despite this sad state of affairs, nowhere in the US at that time was there a comprehensive and coordinated coal research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. It was during this period that Bethlehem Steel Corp. determined that a new approach to coal mining research was needed for the industry as well as for the company itself. After studying Bethlehem's own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, a comprehensive research package was presented to company management in late 1972. The ideas and experience of many operating and management personnel in the company contributed to the formulation of the final plan as approved.

THE existence of large saline deposits in that flat arid basin, known as the Great Salt Lake Desert, has long been recognized, but the extent and great commercial value of these deposits has not been generally appreciated. That a very considerable interest has recently developed is indicated by the fact that about 263 prospecting permits-each covering about 2560 acres of land in this Desert-have been issued under the Potash Leasing Act (Act of 0ct. 2, 1917-40 Stat. 297), and patents granted on approximately 40,000 acres. It is reported that patents and leases have, or will be applied for on an additional 80,000 acres in the basin. , Tests have been made on probably less than 10 per cent. of the total area of the basin, but these have proved a practically unlimited supply of brine available -sufficient, probably, to. furnish the potassium and magnesium chloride requirements of this country for at least a hundred years.
